Infrastructures continue to age and drinking water supplies are becoming scarce in the San Fernando Valley of Los Angeles, California. Frontier-Kemper Constructors, Inc. (FKCI) was engaged by the Los Angeles Department of Water and Power (LADWP) to complete the River Supply Conduit Improvement Upper Reach—Unit 7 Project (RSC7). Two tunnel sections were bored using a 2.64 meter diameter Microtunnel Boring Machine (MTBM) and a 4.12 meter diameter Earth Pressure Balance Tunnel Boring Machine (EPBTBM) to excavate approximately 3,733 meters (3.7 km) of tunnels through highly abrasive late-Pleistocene-age Quaternary alluvial deposits (Old Alluvium) and Holocene age Young Alluvium deposits above the water table. This paper discusses the challenges encountered managing the TBM’s equipment degradation, use of soil conditioners, cutterhead wear, torque and advance rates while maintaining the necessary face-pressures and parameters to limit over excavation and ground settlement.

These encompass all adverse effects of oil shale mining, processing, and ancillary developments on the environment. Specific problems concern: land, vegetation, wildlife, water, air, population growth, aesthetics and public emotion; and fall into four categories of: land, water, air and emotion. Land includes excavations, spent shale disposal, loss of vegetation and impact on wildlife and domestic grazing, plant sites, buildings and roads, necessary urbanization and the total aesthetic or visual Impact. Water considerations are: requirements for Industrial and domestic supplies, adverse effect of underground water on mining, avoidance of pollution or adverse effect on surface or near-surface water, and the utilization or safe disposal of liquids. Air problems include dust, smoke and stack gas, Public emotional problems include reaction to the above problems, and misconceptions of oil shale country and an oil shale Industry. Government and industry are aware of the problems, and are seeking solutions. Last year, the three affected states studied oil shale environmental problems and solution costs. Colorado estimated environmental costs would add approximately 7% to construction and 7% to operation. The report suggested research in: (1) Water availability and impact; (2) Disturbed lands revegetation and rehabilitation, including spent shale; (3) Environmental inventory and impact; and (4) Regional development and land use planning. Governor Love appointed a 47-person committee representing Industry, government and environmentalists to attack the problems. Research pro-posals were prepared to focus on each problem. $715,000 state, federal and industry money is being committed. Results should provide data for industrial solutions and equitable agency administration.

The California Department of Water Resources is concerned with the development, distribution, and protection of the State's water resources. Geologic activities of the Department relate to planning, construction, and operation of water projects, supervision of the safety of over 900 dams under state jurisdiction, and investigation and control of ground water supply. The Department is engineering oriented, and the role of the geologist is to assist with the solution of engineering problems. Some of these problems require the integration of many talents, including not only those of geologists and engineers, but also those of economists, lawyers, seismologists, chemists, geophysicists, and hydrologists, Frequently, a task force of several disciplines will attack a problem as a team.

Prior to 1995, the smelting process at the Kennecott Utah Copper Corporation (KUCC) smelter consisted of Noranda reactors and Pierce-Smith converters. In the consideration of expansion opportunities, the existing process did not lend itself to a program geared towards processing the total output of KUCC mining and milling operations. During 1989 and 1990, a number of smelting options were evaluated. The final selection was the Outokumpu flash smelting process, coupled with the new Kennecott-Outokumpu flash converting technology. Facilities were designed and installed to process 1.0 million tonnes per year of copper concentrate, with the ability to expand to 1.2 million tonnes per year. Following the shutdown of the smelter facility utilizing the Noranda technology in May 1995, the flash smelting furnace commenced operation in June with the flash converting furnace startup following a few weeks later. The smelter has achieved design production targets and environmental goals. Current operating rates are at or above design rates for concentrate and matte processing. Emissions are lower than the permit levels and equate to less than 3.5 kg of S02 per tonne of copper. This paper outlines the design, construction, startup and the first two years of operation of the modernized KUCC smelter.

The Mountain Con mine is a relatively old, deep mine located in Butte, Montana. Operations at this property through the present shaft were started before the turn of the century. As mining progressed to depth, increasing demand for ventilation facilities and changing mining conditions made it convenient to convert some nearby shafts to airways. The fact that these openings had not been originally planned for use as airways made it necessary in some instances to utilize long and inefficient already-estab¬lished entries to service working areas. This situation existed in the Lexington fresh air system. The Lexington system consists of a vertical, 3-compartment shaft extending from surface to the 3200 level and a series of 2-compartment air raises and old horizontal-haulage openings extending into a mining area several thousand feet west of the Lexington shaft between the 3900 level and the 4200 level. Because of restrictions and high resistance in the portion of the system between the bottom of the Lexington shaft on the 3200 and the mining area on the 3900, the capacity of this system is only 85,000 cubic feet of air per minute. It was calculated that the capacity of the system could be in¬creased to meet the demands of the current mining program in this section of the mine by utilizing a single, straight, horizontal air course on the 3200 and by driving an inclined air raise 740 feet long between the 3900 and the 3200.

Today the standard method for grinding ore is the wet process. This is mainly due to the fact that the downstream process is wet and considering the total circuit dry grinding is not the most eco­nomical method for the comminution of the ore. Presently in gold ore processing dry grinding is only applied in cases where whole ore roasting is required downstream from the milling plant or if organic carbonaceous matters and sulfides are the primary reasons for the refractoriness. Since dry ore can be fed to the roaster, a dry grinding mill can advantageously be applied. In cases where d1y grinding could be applied advantageously for instance if the ore contains water soluble material and wet grinding is not possible there are serious concerns prevailing within the industty against this technology due to several reasons. Besides of the aspects as discussed later in this paper, there are several plants in operation with little success and considerable operational prob­lems. The reasons for this often lie in the fact that the several com­ponents of such a plant are bought from independent sources with­out considering the system requirements. It is essential that the dry grinding plants require accurate design between drying, pneumatic transport and grinding of the ore in the circuit. This paper will address some of these concerns raised in the industiy from a mill vendor's view along with discussing the development for the selection and configuration of the various dty grinding circuits.

Tunnel approach structures situated in slow moving earth flows are subjected to significant earth pressures. The authors have developed a system, utilizing collapsible concrete columns, that limits such loading. The system uses an array of collapsible concrete columns in front of the structure to absorb downslope movement and limit-imposed loads. This concept has been modelled using 3D FEM analyses and a rudimental lab test. For implementation, the collapsible columns would be prefabricated in strengths to mimic the soil strength profile. This concept has merit, and analytical results demonstrate that collapsible columns are a viable means to limit loading.

As indicated on the official conference program, this presentation in not a formal one, but a synopsis of the activities of a newly created Sub-committee of the Research Council on Underground Construction, which involves itself with small diameter tunnels. Because there is a dire need to develop a system of excavating small horizontal openings at shallow depths without interrupting traffic, it was hoped that a more progress report could be reported at this time. Because of ecological and environmental considerations, laws are being passed which mandate that all utilities be placed underground. In urban areas the excavation of trenches in which these utilities are placed has been done by disrupting the normal flow of traffic, thereby creating complete chaos. In addition, it always seems that the Companies involved have no coordination, since one company completes its installation and another one begins. Certainly, utility tunnels can be driven at greater depths to house main feeder and trunk lines, but there still remains the problem of installing distribution lines for house services. The definition of a "mini" tunnel, is a tunnel whose excavated size is approximately 48 in. or less. The objectives of the Committee are to "stimulate the development of systems and equipment to build tunnels in these size ranges which will reduce costs, time and surface disruption from current systems."

In 1986 the city of Johannesburg celebrates its first century of existence. The fact that the city was founded to exploit the gold deposits which underlaid it, prompts this review of the gold process development in the mining industry of South Africa. Clearly a complete history of, the gold recovery process to date is not called for and it is proposed therefore to outline the most significant developments which have taken place since the middle 1930's, that is to say the last 50 years or so. Prior to this period the industry had seen the development of comminution processes employing cone crushing in closed circuit with vibrating screens followed by grinding in rotating mills and the gradual disappearance of stamp mills. The all sliming process was well established as a viable route and continuous dewatering in thickeners, continuous leaching and filtration were serious rivals for the earlier batch processes. Continuous processes for gravity concentration had also been developed and the recovery of gold from pregnant solutions employed cementation on zinc dust as opposed to shavings. Thus at the beginning of the half century under review the industry had adopted, or started to adopt, many of the processes still accepted as modern practice. However in some areas little change was evident this was especially so in the smelthouse where some thirty more years were to elapse before the hand stoked coal fired calcine and reverbatory furnaces were replaced by more environmentally acceptable electric furnaces. The most significant feature in recent history has been the mining of progressively lower grades of ore and the retreatment of tailings from earlier operations, much of the latter comprising tailings only a decade or even less in age. Notable among these operations are those on the East Rand near Springs in the Transvaal, in the Orange Free State at Welkom and more recently, massive reclamation of tailings close to the city centre itself. The carbon in pulp (CIP) process has been much publicised in recent years and all new plants erected during the 1980's have adopted this route for gold recovery. However the major proportion of tonnage milled in the industry is still subjected to the more traditional process of liquid solids separation by vacuum filtration. Knowing the location of voids/fractures in roof rock will be greatly helpful for roof support design. The drilling parameters obtained during normal roof bolt installation cycle provide a fast and economic way for determining void location in roof rock. In this research, feed pressure and rotation torque are found to be good indicators for identifying the voids, based on the results of a series of laboratory experiments. A set of computational rules has been developed to locate voids in mine roof using the measured roof drilling parameters and implemented in MRGIS, a software package developed to allow mine engineers to make use of the large amount of roof drilling parameters for predicting roof geology properties automatically. Anew feature, 2D map+3D figure display, is also added to MRGIS.

INTRODUCTION At the time the 4th edition of this book was published in 1979, the coal industry had experienced a sharp upturn in prices for its product. From 1950 throgh 1969, steam coal prices had held almost flat at about $5 US per st (about $5.50/t). Thus, when considering the effects of inflation, the price of coal had actually been declining for two decades. The passage of the Coal Mine Health and Safety Act in 1969 and its cost effects started an upward trend in coal prices which was rapidly accelerated by the effects of the Mid-East oil embargo in 1972. Prices of steam coal on the spot market eventually climbed to over $30 US per st ($33/t) and higher in some cases. Metallurgical coal prices skyrocketed in a similar manner and the industry at long last appeared assured of an adequate return on investment. Many companies did expend large sums of money to upgrade and expand their mining and preparation facilities. Unfortunately the bubble eventually burst, in great measure due to the downturn in the US domestic steel industry and the resultant decline in metallurgical coal demand, loss of export markets to other nations and even imports of large amounts of foreign coal to the United States, and more stringent environmental regulations which made many high sulfur coal measures uneconomical to mine. Compounding the problem was the rapid world decline in oil prices in the mid-1980s which encouraged many consumers to utilize oil rather than coal. During the 1980s, metallurgical coal dropped over 20% in price, which, when considering inflation, actually amounted to about a 40% decrease in value. Export coal decreased a similar amount in price. Steam coal prices held nearly constant, thus also losing considerable value when inflation is considered. All of these factors make it even more imperative than ever that the industry do everything in its power to make wise economic decisions and to examine carefully all existing operations and planned future expenditures to be certain that their full cost implications are understood and that they can be justified on the basis of an adequate return on investment. It cannot be assumed that the price of coal will increase. To the contrary, as indicated previously, when considering inflation, coal decreased in value in the 1980s, just as it also did in the 1950s and 1960s. The price surges in the 1970s merely were a catchup game, and in truth the true market value of coal is in reality even lower than it was in 1950. The paper discusses the background and theories of the conditions that led to the settlement of a Lovat TBM mining in an earth pressure balance mode on a recent project in Milwaukee, Wisconsin. The settlement occurred independent of human error and caused the cost of the project to increase 50 percent. The project was mined in the highly congested downtown area in alluvial and estuarine deposits, 7.6 m below the water table with a prescribed contract requirement that precluded dewatering in deference to concern for foundations of adjacent existing buildings.

Although there has been an increased interest in the electrokinetic properties of coal (1) research on the subject is still in an early stage of development (2,3,4,5,6,7) To the author's knowledge, no electrokinetic studies have been made on coal lithotypes - particularly anthracite lithotypes. This paper presents the results of an investigation of the double layer properties displayed at the anthracite/water interface (whole coal and lithotypes) as determined by streaming potential methods, It is hoped that this investigation and related future investigations will provide correlations from which the surface properties of any coal can be predicted and then related to surface dependent processes such as froth flotation and flocculation. Another aspect of this research, undertaken to determine the physical and chemical parameters necessary for anthracite lithotype differentiation, was previously published (8). The number of parameters involved, lithologic, organic and inorganic, and the wide divergence of these parameters within an individual coal limits the practical utilization of the results, however, the results are of value and of interest in guiding theoretical developments. Keeping the limitations in mind, the results are analyzed in terms of their application to froth flotation processes and are used to indicate the feasibility of making a lithotype separation by flotation.

The Clean Water Act, as administered by the Environmental Protection Agency, has mandated industry, government and the public to comply with potentially conflicting and vague water quality statutes, regulations and guidelines. Universal regulatory strategies have been developed which have introduced and have created regulatory, compliance and institutional conflicts. Conflicts have been created because National water quality performance goals and design standards are vague, and, in many cases, cannot be scientifically justified. Because of regulatory technical requirements to define background and environmentally impacted water quality characteristics, the ability to achieve regulatory compliance is difficult. Difficult issues requiring resolutions includes but are not limited to site specific surface and ground water quality classification systems, water quality standards and guidelines, point and non point pollution sources etc. Because of these statutory and regulatory complexities, a confrontational regulatory system has been created as it relates to: - defining performance criteria in relation to design criteria; - resolving water quality statistical compliance conflicts; - defining laboratory precision requirements; - determining background groundwater characteristics; and - locating a representative point of compliance. Because of these complex regulatory issues, the ability to balance goals, needs and economics has not been achieved or in many cases has not been attempted, without legal intervention. A few examples illustrating where water and waste management compliance conflicts have been experienced.

A novel form of calibration of on-line analyzers was implemented. Rather than simple equations, a neural network was used to model the relationship between the scintillation counts (Am and Cs) of an analyzer, and the measured ash for improved on-line analysis of run-of-mine (r.o.m.) coal. Also, a new approach was followed to better evaluate neural network performance. Samples were first divided into various statistically different groups using a Kohonen network. Data was then selected for the training, calibration and prediction subsets, using criteria developed in this paper for sparse data, with representation from each group. A backpropagation based neural network architecture was used in conjunction with quick stop training. Due to noise in the data, the predictions were very good on average, but not individually.

In situ chemical mining of primary sulfide ore requires distribution of injected oxygen in a large underground flooded region of broken ore. Although the maximum oxygen content of the leach solution will be dictated by the operating temperature and hydrostatic pressure, the actual oxygen content will be limited by the geometric dispersion of the injected oxygen, the rate of dissolution of oxygen, and the rate of convective circulation of oxygenated solution within the flooded bed of ore fragments. These factors are examined by a detailed theoretical analysis supported by laboratory experimental data. Typical results of the study illustrate that adequate dissolution of oxygen and circulation of oxygenated solution can be obtained in a column of 4 million metric tons of broken ore by using three gas injection lines and an oxygen injection to consumption ratio of 1.84.

A unique collector dispersion techniques was developed and used to improve the flotation rate and recovery of coarser and ultrafine coal-rich particles in the froth flotation processes. In this novel collector dispersion method, the collector such as hydrocarbon-oil is gasified and transported by gas phase (air stream) into the pulp. In addition to the excellent mode of collector dispersion, the collector-encapsulated air bubbles are generated in the pulp. This approach alters the surface properties of air bubbles and provides the fast rate of flotation compared to that of direct liquid collector addition froth flotation. Using gasified kerosene as the collector, the effect of altering surface properties of bubbles on the recovery of larger and finer coal-rich particles of -1.7 mm (-12 mesh) and -600 µ m (-30 mesh) raw coal samples were studied. The Redstone seam coal obtained from Northern Central region of West Virginia was used in this work. The effect of particle size on oil-coated bubble flotation rate and recovery were also evaluated. The conventional froth flotation test with a liquid form of kerosene addition was also conducted for comparison purpose.

INTRODUCTION The Tokyo metropolitan region, inclusive of the three neighboring prefectures (Kanagawa, Chiba and Saitama), has the highest concentration of population and industry in Japan; with an area of 13,500 km2 or only 3.6 percent of the national land, but a population of 31.8 million or 26 percent of the national total, and a Gross Regional Product (GRP) of146 trillion yen (US$1.33 trillion) or 36 percent of the overall GDP of Japan as of 1990. Tokyo Bay, embraced by the metropolitan region as shown in Figure 1 (a), (b), is open to the Pacific Ocean as a marine gateway and is ringed by large cities and coastal industrial zones together with port facilities, all constituting a concentration of prime importance for socio-economic activities. The Trans-Tokyo Bay Highway (TTB highway), which crosses Tokyo Bay and provides a direct transportation link between the west and east sides of the bay, has long been a sort of “dream-come-true” project in Japan. As shown in Figure 2, linked to the Tokyo Bay Shore Highway, Metropolitan Inter-city Expressway, Tokyo Outer Ring Road, Tateyama Express-way, and others, it will play an important role as an integral part of the regional highway network to help promote spatial redistribution and multi polarization of urban functions, thus strengthening cooperation between cities and restructuring the metropolitan region. The TTB Highway is a project of 15.1 km in length designed as a toll highway to cross the bay by tunnel and bridge, and will require ten years to complete at a total cost of more than 1,438 billion yen (US$13.077 billion). Following more than 20 years of feasibility and environmental assessment studies, construction of this giant offshore highway project commenced in May 1989 as the first large-scale highway project with private-sector participation under the prevailing Road Law in Japan, and is now steadily proceeding toward the goal of completion in fiscal1997. This report outlines the entire TTB Highway project, including the waterproofing measures against high water pressure and the rapid construction method applied in the construction of shield tunnel sections.

A tube bundle system (TBS) is a mechanical system for continuously drawing gas samples through tubes from multiple monitoring points located in an underground coal mine for analysis and display on the surface. The U.S. National Institute for Occupational Safety and Health (NIOSH), in collaboration with Signal Peak Energy (SPE), LLC, Bull Mountains No. 1 Mine, operated a TBS during mining of two bleederless, longwall panels. This paper describes the gas analysis data and its interpretation. As verified by the TBS, coal at the SPE mine tends to oxidize slowly. It was known that a reservoir of low-oxygen concentration atmosphere developed about 610 m (2,000 ft) behind the longwall face. A bleederless ventilation system facilitates formation of an inert atmosphere in this longwall gob and decreases the likelihood of spontaneous combustion. Connections of the mine atmosphere to the surface through subsidence cracks could allow airflow into the longwall gob, revive coal oxidation and increase spontaneous combustion risk. The atmospheric composition of the sealed areas was homogeneous, except in the immediate vicinity of suspected ingassing points. The TBS verified that gases within the partially sealed, bleederless longwall gob expanded into the longwall tailgate area when barometric pressure decreased. The concentration of carbon dioxide in the back return airflow at the longwall tailgate was observed to increase by a factor of three and possibly up to 10 times the typical background concentration of 0.5 to 1.0%, depending on the size of the longwall gob and the magnitude of barometric pressure decrease. TBS have the inherent disadvantage of slow response time due to travel time of the gas samples and sequential gas analyses. A TBS or similar continuous monitoring system could be beneficial in detecting and providing warning of potentially hazardous gas concentrations, if the slow response time of the system is always understood.

Nonspecific airway hyperresponsiveness is a central feature of chronic obstructive pulmonary disease and has been associated with atopy in the presence of environmental exposures such as smoking. Coal miners may develop emphysema and lung function decrements related to their dust exposure. To investigate the roles of airway responsiveness and atopy in these effects, we evaluated the relationships among smoking, a history of hay fever or seasonal rhinitis, and airway responsiveness (AR) in a group of underground bituminous coal miners and nonmining controls. All subjects had a normal baseline percent predicted FEV1. Increased airway responsiveness was defined as a 15% or greater decrease in FEV1 following methacholine inhalation. 85 miners (45%) and 99 controls (46%) were current smokers, 59 miners (31%) and 55 controls (26%) were lifetime nonsmokers; former smokers were excluded from further analysis. Overall, 25% of 144 miners included in this analysis had increased AR, as opposed to 29% of 155 controls. Thirty-seven percent of both miners and controls had a history of seasonal rhinitis. Significantly fewer miners (15%) had a history of hay fever compared to controls (25%, p< 0.05). Figure 1 shows the prevalence of increased airway responsiveness in miners and controls in association with hay fever. In both smoking and non smoking miners the presence of a hay fever history was significantly (p < 0.05) associated with a higher prevalence of increased AR. Little effect was seen in smoking (p = 0.827) and nonsmoking (p = 0.940) controls. Figure 2 shows a similar higher prevalence of increased AR associated with symptoms of seasonal rhinitis in the mining group. This was significant (p < 0.01) only in the smoking miners. No effect was noted in the controls. These data suggest that the association of a history of hay fever or seasonal rhinitis symptoms with increased airway responsiveness may be more common in coal mining, compared to non-dusty occupations. Although the implication of these data are unclear, further study of miners with a history of hay fever or seasonal rhinitis is warranted.
