About 200 M tons of coal were imported into Japan in 2007 and Indonesia was its second largest exporter, accounting for about 30 M tons (12% of the total imported coal). Indonesia produced about 200 M tons of coal, about 75% of which was exported in 2007. As the Indonesian government has decided on an energy policy wherein 33% of the country?s primary energy demand will be met by coal by the year 2025, the domestic demand for coal has increased dramatically in recent years. Over 99% of the coal produced in Indonesia comes from surface mines. However, the conditions of surface mines are worsening each year: the stripping ratio is increasing, approaching the economic ratio, and the infrastructure for coal from inland mining areas is insufficient for such intense mining operations. To meet the demand for coal in Indonesia and the rest of the world, underground mines have to be developed. However, mining engineers and/or miners in Indonesia do not have a lot of experiences, expertise and know-how concerning the plans and operations of an underground coal mine. In addition, the industry faces a lot of problems which include poor conditions such as a steep coal seam, groundwater problem, stability of highwall, etc. Under these situations, a mine targeted in this research attempts to develop a new underground mine from an open-cut highwall because the stripping ratio in the surface mining area has almost reached the limitation of economic value. This paper discusses the possible development of a new underground coal mine from an open-cut highwall by means of field observation and numerical analysis.

Geological, hydrological, and geochemical information synthesized in a Geographical Information System (GIS) for water and rock surrounding South and Middle Forks of Mineral Creek, northwest of Silverton Colorado, was analyzed to distinguish between the natural and the mining-related sources of metals to dace waters in the watershed An important natural source of metals to surface water emanates from a porphyry molybdenum deposit south and upslope from the Middle Fork of Mineral Creek. Interaction of surface and ground water with fractured, altered rocks and permeable, Quatemay-age surficial deposits produces downstream water quality that does not meet current State of Colorado water quality standards for metals and pH. GIS site characterization and three-dimensional modeling distinguish surficial deposits as volumetrically substantial, significant sources of naturally occurring metals that strongly influence water quality and complicate ongoing mine-site mitigation efforts. Our findings indicate that regional hydrologic and geologic information needs to be evaluated before realistic water quality guidelines are established and mitigation recommendations are confidently implemented.

Introduction Americans have long been proud of their ability to recognize a need, define it, and then develop workable solutions. The U.S. underground coal conversion (UCC) program is a good example. In 1974, the need to utilize coal resources that could not be mined was recognized, and Congress gave the Bureau of Mines $1.7 million to gain a better understanding of the UCC technology and its potential applications. Since 1977 when the U.S. Dept. of Energy (DOE) was formed, workable technologies have been tested, the market for underground coal conversion has been recognized, and extensive industrial interest has developed. Perspective The U.S. is blessed with extensive coal resources. Coal supplies about 19% of our national energy needs, yet recently promulgated environmental standards and increasing mining costs have limited direct coal use. UCC potentially can use coal that is economically or technically infeasible to mine because the coal is too thick, deep, dirty, high-ash, and wet; has an excessive angle of dip; or has unpredictable and poor overburden characteristics that make mining unsafe. Coal can be gasified underground or perhaps liquefied below the earth’s surface. Underground coal gasification (UCG) is the prime element of the underground coal conversion program. It enables coal to be converted to gas underground. UCC Coal Resource Recent data show a total U.S. coal resource base of about 6.4 trillion tons. Of this, 1.8 trillion tons might be accessed by UCC, including some minable coal. A commercial UCC process could quadruple roughly the 450 billion tons of U.S. coal reserves, which presently are recoverable by mining. The U.S. coal resources are divided into five sectors. The two most eastern sectors contain relatively thin, swelling bituminous coals that are difficult to gasify. Of the two, the bituminous coal in the Eastern Province is the most difficult because it is deeper than , in the Interior Province and the terrain is more rugged. The sector along the Rocky Mountains contains huge amounts of thick low-rank coals that are the most promising for early development by UCC. The coal has good continuity and the terrain is suitable. "In Crossrail’s Farringdon station, compensation grouting was successfully utilized to mitigate the surface settlements induced by the tunneling works. The main focus of this study was the platform tunnels, which were approximately 300m long each and were enlarged to platform size using sequential excavation method (SEM) from the existing TBM running tunnels, initially supported using sprayed concrete linings. The rear grouting injections were carried out at a typical distance of minimum 5m above the completed, fully strengthened shotcrete lining hence inducing some additional stresses. In-tunnel monitoring using surveying targets was performed systematically to ensure that no excessive distortion of the initial shotcrete lining occurred. 3D finite element analyses were utilized to back calculate the actual “effective” pressure that was imposed on the completed shotcrete rings against the additional measured in-tunnel displacements due to the compensation grouting episodes. Additionally an assessment of the theoretical, “maximum” allowable grouting pressures that would lead to overstressing of the lining is presented. INTRODUCTION As part of the back analysis performed for the SEM tunnels in Farringdon station, an investigation of the effect of compensation grouting on the two constructed platform tunnels was undertaken. The platform tunnels were 10.6m high by 11.4m wide and approximately 300m long each. They were enlarged to their final shape from the existing TBM tunnels using SCL methods. This study utilized 2D and 3D finite element (FE) analyses in order to back calculate the observed tunnel crown displacement, assessing the equivalent grouting pressures during the rear injection episodes of the concurrent grouting operations. The results provide a useful reference for the order of magnitude of the grouting pressure load cases that can be applied in the numerical simulation of similar cases. Part of the results presented in this paper, were derived by the second author as part of his Master of Science thesis in Technical University of Graz."

Inorganic fillers and pigments such as kaolin, diatomaceous earth silica, and talc were treated with various surfactants, and the changes in their surface properties monitored. When they were treated with a cationic surfactant, they became hydrophobic and the overall surface free energies were decreased substantially. The decrease in surface free energy was mostly due to the decrease in the acid-base component (ysab) of the surface free energy, indicating that hydrophobizing an inorganic pigment entails a reduction in ysab. It was found that the surface characterization technique employed in the present work was useful for studying the effects of using various other surfactants for surface treatment.

Both water pollution and proposed solid waste disposal regulations have a definite effect on the copper leaching industry and some of the major factors affecting the industry are discussed in this paper. New developments of the NDPS are discussed with emphasis on the "toxic" or priority pollutants and EPA's philosophy on the control of these pollutants, The protection of groundwater is the prime aim of RCRA through solid/hazardous waste management. Some of the major elements of the RCA regulations that will affect the copper leaching industry are discussed.

INTRODUCTION With each passing year, the general public becomes increasingly aware of the potential hazards associated with many products and services previously considered unharmful. This new consciousness is especially evident in the workplace, both as the result of advances in scientific understanding and the influx of concerned, responsible professionals into the labor movement. For example, data produced by epidemiologists doing retrospective mortality studies which related mortality to toxic substance exposures has often been the prime motivating factor behind reductions in exposure standards. This certainly has been the historical case with many radiation exposure standards, including the limitations set for "Working Level" exposure. The concept of "Working Level" was introduced in PHS Publication No. 494 as a result of both the difficulty in relating radiation units to biological effects and the complexity of interaction of radon daughters with the physical environment. WORKING LEVEL One working level is defined as any combination of radon daughters in one liter of air that will alternately release 1.7 x 105 MEV of alpha energy during decay of 210pb (RaD). Its usefulness is that working level can be readily measured in both the field and the laboratory. Because of this, existing occupational exposure standards for radon daughters in both the U. S. and other countries use working level as their basis. In the U. S., the last twenty years has witnessed a significant reduction in radiation exposure standards from 120 working level months to 4 working level months per year. New international standards are being proposed that would be only slightly higher than these current U. S. standards. POTENTIAL EXPOSURES TO RADON DAUGHTERS The universal use of nuclear power, along with the transfer of nuclear technology to developing nations, has significantly increased the demand for fuels. As a result, uranium mining operations have expanded and increased numbers of miners are regularly exposed to radon daughters. In addition to potential exposures in uranium mines, other deep mines such as tin, gold, platinum and tungsten, also have potential exposures due to the distribution of uranium and its accompanying radium throughout much of the earth's crust. The energy crisis has also prompted interest in general population exposure to radon daughters in buildings. Many homeowners, using additional insulation and caulking to seal cracks and conserve energy, have reduced indoor ventilation to the point where working level exposure could become significant, especially in homes with unventilated crawl spaces. In fact, several serious exposure situations have occurred where mine tailings were used for building materials. MEASUREMENT TECHNIQUES Historically, rapid and convenient measurement techniques have been actively sought to improve the ability of ventilation engineers to limit mining exposures through ventilation control. A number of measurement techniques have been developed, including the Kusnetz method (further elaborated by Shalaynev) and techniques developed by Rolle and Tsivoglou. All, however, suffer from similar handicaps that prevent their usefulness in the mining environment. Their main limitation, in terms of minimizing employee exposure, is the elapsed time from the start of sampling until the results can be calculated. It is usually 40 to 90 minutes. This time delay presents both serious economic limitations as well as the potential for exposing workers to high radon daughter concentrations until calculations are completed and corrections made. Further reducing the utility of the Kusnetz and Tsivoglou techniques is the need for tedious calculations that increase the possibility of human error along with the need for cumbersome sampling equipment that is not ideally suited to the mining environment. INSTANT WORKING LEVEL METER To alleviate these problems, the idea of an Instant Working Level Meter was conceived by several groups. Several such instruments were proposed, built, and tested with disappointing results. Although the concepts behind them were sound, the instruments simply failed to measure working level without excessive distortion. In addition, their cost was relatively high, gamma background presented a problem, and sophisticated computations were necessary to determine working level. In short, these systems lacked the design engineering that would make them suitable for the demands of a mining environment.

The problem of how best to exploit a reserve has vexed mine planners and design engineers since mining began. The cyclic nature of the mine design-scheduling problem, combined with the lack of good mathematical tools for tackling it, have ensured that it has been, and will continue to be, a major challenge for operations researchers working in mining. This paper reviews the current state of the art in pit optimisation and scheduling algorithms. Starting from the inception of the first block models in the late 1950's, it progresses through the developments and applications of the Moving Cone algorithm, the Lerchs Grossmann 3D Graph Theory algorithm and some of the heuristics, to the new artificial intelligence techniques that are being applied today. Along the way, it discusses the limitations of the various approaches and lays the foundations for the research that is currently being undertaken by CSIRO and others in the field of mine production scheduling and control.

The Filblast Cyanidation Process incorporates the advantages of intense high shear mixing, high dissolved oxygen concentra­tion and high pressure to achieve extremely rapid gold dissolu­tion rates. This is made possible without suffering from high energy or wear rates by the unique design of the Filblast gas shear reactor. The reactor is a rugged and compact in-line device which can be constructed from a variety of wear and chemical resistant materials. High temperature tolerance is also possible so that the device can be incorporated into a pressure leach circuit with significant capital cost savings because of the high capacity to volume ratio that is an inherent feature of the device. For cyanidation applications the outer casing is protected by a polyurethane coating and the internal parts are of wear resistant polymer. The largest unit built to date has overall dimensions of 1200 mm length by 300 mm diameter and has a capacity of about 150 dry tonnes per hour at 40-45 % solids. Service life at this throughput is at least three months. Six mines are currently employing the Filblast Process and another six are conducting plant trials. The ore types range from highly reactive, almost impossible to treat, pyrrhotite/ arsenopy­rite to deeply weathered clay ore which forms a highly viscous pulp. It has been found that the effect of shear thinning has resulted in improved leaching and adsorption kinetics resulting in higher carbon loading and reduced soluble gold loss. Total tonnage treated is approximately eight million tonnes per annum. This paper presents the operating benefits and cost savings which have been achieved in four plants, two treating oxide/ sulphide ore blends and two treating highly reactive sulphide ore and concentrate. Filblast leasing and maintenance charges and pump operating costs are about ten percent of the benefits. A conceptual cyanidation circuit based on the Filblast Cyanidation Process is also discussed. The Filblast System is an in-line pressure leach aerator/ reactor which generates very high shear and greatly enhances mass transfer rate by generating extremely small gas particles where oxygen gas is required for oxidation reactions and/or utilising the high shear characteristics to minimise the diffusion boundary layer. Both of these rate limiting factors effect the rate mechanism for gold cyanidation. Initially two multi-stage Filblast aerator cartridges formed a leach train but now the trend is to install a single submersible cartridge of equivalent perfor­mance. This design simplifies installation and minimises change-out times. However the in-line concept can be employed where high pressure leaching or pressure oxidation is required. The reactor is submerged in the leach tank so that the mass of gas micro-bubbles contained in the discharging slurry is entrained in the agitator vortex and is thoroughly dispersed throughout the tank. A diagrammatic representation of a leaching circuit incorpo­rating the Filblast Reactor is shown in Figure 1. The recirculation pump takes new feed directly from the cyclone overflow trash screen either under gravity or pump fed and recirculates the balance to maintain 250 - 270 m3/h total slurry flow. All of the leach feed slurry gets at least one pass through the Filblast thereby eliminating short-circuiting. Typically a 6/4 EAH Warman pump drawing 60-70 kW is required to circulate 250 m3/h through the system. The back pressure generated by the Filblast is in the range of 400-500 kPa depending upon pumping rate, pulp density and slurry rheology. The high shearing rate effectively negates the viscous effect of slurries and the addition of a gas further reduces the pulp density by virtue of the intensely aerated, homogeneous medium. The gold leaching Filblast cartridge elements are made of polyurethane but stainless steel, ni-hard, rubber or ceramics can be used depending on the operating temperature and design duty. The efficiency of the Filblast Leach Reactor in gold cyani­dation is due to the extremely efficient mixing, oxygen dissolu­tion and surface polishing action of the Filblast design. Either air or oxygen may be used but Atomaer recommend the use of oxygen because of the rate benefits gained from cyaniding at [02] significantly > 20 ppm D O in the reactor. Very high DO concentrations have been measured; in excess of 50 ppm. There is some debate as to whether the value is a true measure of the DO or the oxygen meter sensor is measuring the effect of a mass of very fine bubbles of free oxygen. Regardless of the fact the reactor has registered some amazing gold dissolution rates commonly in excess of 80 % during transit of the pulp through the reactor. The elapsed time is less than half a second!

As the surface reserves are being depleted, more and more stone operators are seeking underground mining options. Stability of underground openings is a major concern for the safety and productivity. This paper relates to a field study conducted at a large underground limestone mine in Central Pennsylvania. Identification of hazards leading to ground failures and assessment of roof fall risks are important in mitigating injuries. Field observations at this mine were integrated with Roof Fall Risk Index (RFRI) mapping software recently developed by West Virginia University. The system is designed to combine field study data related to geologic factors, mining-induced damages, roof profile, and ground water influx to generate RFRI maps. The mine has adopted a proactive ground control program consisting of comprehensive examination of drilling and bolting logs; precision surveying of roof and rib; accurate mapping of cutters, falls, and geologic structures; and installation of extensometers and microseismic monitoring systems. Investment of time and resources has eliminated fatalities and lost-time injuries due to ground fall. This paper presents the geologic settings, mining conditions, ground control issues along with risk management and control techniques adopted at the study mine.

Coal is defined as a combustible rock that originated in the accumulation and physical and chemical alteration of vegetation. Coal can be ignited and burned like the wood that was man's earliest fuel, but coal gives more heat than the same amount of wood and has many industrial uses. Unlike wood, coal is not generally found on the surface of the ground but is mined from the solid rock of the earth. Before taking up the occurrence, formation, and the unique character of coal in the rock sequence, let us briefly consider the general character of all rocks in the crust of the earth. Relatively little is known about the very earliest history of the earth, although a number of logical theories have been developed. Manned exploration of the moon and the rocks returned to earth continue to provide some answers to questions concerning the earth's origin and history. The period of earth history with which we concern ourselves here begins after great areas of water had evolved on earth and substantial land areas of once molten (igneous) rock existed. Weathering and other processes that attacked the surface of the rocks reduced them to small particles. Water provided by rainfall transported this material, ultimately, to large bodies of water where it was deposited. Thus was initiated the geologic sequence of sedimentary rocks that lie above the once molten igneous rocks. The crust and upper mantle of the earth are made up of several large plates along which difEerentia1 movement (primarily horizontal) takes place. Such movements, although small, are occurring today. These horizontal movements are accompanied by vertical movements causing important changes in the relative position of the continents and oceans. Low-lying coastal swamps with favorable climates are ideal locations for coal accumulation and burial by river-borne sediments, and large areas are affected by relatively minor vertical movements of the shoreline. The large plates have continually or intermittently moved throughout the geologic past, resulting in various configurations of the continents and oceans, and coal-forming conditions have occurred at numerous times and places. Vast areas of our continents have been repeatedly inundated by shallow oceans and only relatively small parts of the present continents appear to have been above sea level throughout geologic time. Great forces acting principally along plate margins have folded and broken the crustal rocks, forming large belts of mountains.

History of Development The hydrocyclone, probably because of its basic simplicity, has been used for various classification applications since before 1890. A patent was granted in the United States in 1891 to Bretney on a device for separating sand from water, collecting the sand in a closed chamber for intermittent discharge, practically identical to some present-day water desanding cyclones. Between 1900 and 1937 there were 30 or more additional patents issued on liquid cyclone configurations or their use. About 1937 liquid cyclones began to be used commercially in the treatment of cellulose fiber in the pulp and paper industry separating contaminating particles from the fiber in water suspension used for making high grade paper products. Nichols Engineering & Research Corp. of New York was marketing a liquid cyclone for cleaning sand and din particles from fiber suspensions in the pulp and paper industry by 1937. The designs during this period were such that the cyclones discharged a small amount of relatively high density material into a chamber connected to the cyclone apex which in turn discharged the collected dirt material intermittently. By the early 1940s hydrocyclones as we know them today began to appear both in the pulp and paper industry and in coal prorzssing.18 Considerable experimental work was done on small, mostly 3-in.- diam, cyclones operating at relatively high pressure drops, in the range of 50 psi, to remove very small contaminating particles from cellulose fiber in the production of high-grade writing papers in the paper industry.18

A native sulfur mineralization associated with pyrite and iron oxides containing 20% iron was quarried in Calimani Mountains, Oriental Carpathians. The wastes resulted from this exploitation activity, with a volume of 33 millions m3, were stored in four dumps while the wastes resulted from ore processing using flotation and the subsequent treatment were disposed of in a settlement pond. The investigations carried out in the entire mining area focused on the following two aspects: - the impact of environmental factors mainly on the hydrographic network; - the characterization all pollution sources, namely dumps, leachates and the quarry and the assessment of acidic drainage generation. The total sulfur content of the excavated ore was 3.8% while in dumps it ranged between 0.54 and 1.06%. Analysis of samples collected along the hydrographic network, draining the mining area, resulted in pH values ranging between 1.7 and 2.83 as well as high concentration of iron (4525 mg/L to 1.6 mg/L), copper (1.87 mg/L to 0.04 mg/L) and zinc (13.13 mg/L to 0.3 mg/L). Samples from the quarry, the dumps and the tailings pond were analyzed in order to deter-mine: - the maximum potential acidity (MPA); - the acid neutralization capacity (ANC); - the net acid production potential (NAPP).

A general study of gold refractory arsenopyrite pyrite concentrate bioleaching has been carried out including two continuous bioleach testworks at different sizes, namely one at a laboratory scale with a 100 1 unit at a 2 kg/d dry solid flowrate and the other at a pilot scale at a 100 kg/d dry solid flowrate. Both tests show a 80% bioleaching of arsenopyrite in about four days of treatment and with the same kinetic. Pyrrhotite is attacked at the earlier stage of the bioleaching but pyrite remains unaffected. The weak potential of oxidation associated with the decomposition of arsenopyrite and the abundance of arsenite leads to a high grade of elemental sulfur in the bioresidue which consumes the major part of the cyanide during the gold recovery, furthermore, the arsenite and ferrous produced in solution have to he oxidized to obtain a stable precipitate in the waste products and as outlined in previous works of other authors on this subject the addition of iron to obtain a Fe/As molar ratio at least above 3 is necessary. The agitation equipment used in the pilot unit allowed an optimisation study calculation for scaling-up the design and power requirements of an industrial installation, For the pretreatment of a gold refractory As high-graded concentrate the reagent cost has the greatest part in the operating cost of the biooxidation step due to the necessary retreatment of the biosolution, In that conditions the power cost is quite marginal, actually it is significant for the treatment of pure pyrite.

Wide variation in the nature of the coal seams and the surrounding rock mass of the Indian coalfields and very little information about the associated stress fields were observed to be the major hurdles in the straight forward application of a continuous miner (CM) based mechanised depillaring approach. Due to various techno-economic reasons, a considerably large number of coal seams have been developed and are standing on pillars in India. The development of pillars is done as per Indian coal mines regulation, which results in pillars of relatively large size. In fact, the large size of the pillars provides stiff natural support to control caving of the massive overlying strata. However, the size of these pillars is not conducive for the single pass pillar stripping technique and, therefore, there is a need for pillar splitting before pillar extraction/retreating. Splitting of the pillar may reduce the competency/stiffness of the pillar, which creates a chance of overriding during final extraction below a massive roof stratum. This paper first discusses the existing coal mining scenario in India followed by a brief presentation of geo-technical details of pillar extraction at the three sites where a CM has been introduced for depillaring/pillar retreating in the country to date. Based on past rock mechanics experiences with conventional depillaring faces, stability issues of the pillars, fenders, and stumps in and around the depillaring face are discussed. This may prove to be an important factor in the success of future CM faces. It is recognized that the application of the modern strata movement monitoring techniques may improve operation safety by providing valuable qualitative and quantitative information that can be used to improve the design of modern concepts like roof bolt based breaker line support during pillaring.

In October 2000, temporary seismographic stations were installed above the Trail Mountain Mine, Emery County, Utah, USA to supplement a regional network. Over seven months, 1826 mining-induced seismic events were recorded with a magnitude range of M 0 to M 2.2 (Arabasz et al., 2002, 2005). Routine event locations for this dataset cluster around the longwall mining activity during the recording interval. However, applying a double difference relocation technique to the routine locations significantly improves the correlation between mining activity and event location. The resulting relocations depend greatly on station distribution and the number of arrival time picks. We use this dense temporary array to assess station distribution requirements for applying the double difference technique at other mines by systematically removing data from available stations, thus simulating sparser networks. The insight gained using the Trail Mountain dataset is used to develop a metric for assessing the usefulness of above-mine networks and to develop a tool for expanding seismic network coverage. To verify the appropriateness of these tools for wider application, we examine data from two additional mines located in the western United States. Improving the relative locations of mining-induced seismic events highlights the association of these events with active portions of the mine. Clusters, regions of quiescence and relative timing of events can be used by mine operators to assess hazard, optimize production, and evaluate performance of mine plans. The lessons learned from this study may be used in future network design to improve accuracy of event locations at other mines.

The objective of this unique method is to multiply the advance rate of conventional tunneling while improving both ground control and the safety of the crew. The high advance rate is achieved by concurrent rock excavation and installation of concrete lining at fully synchronized work phases. The novel TACHUSMATIC system consists of a high-production, robotic cutter boom, an automated slip form and continuous mucking and conveying. This novel system utilizes the inherent bearing capacity of the rock that is activated by a small, initial deformation. The supporting resistance is then provided both by the rock mass itself and the pumped in concrete lining. During the hardening of the concrete, the hydraulic cylinders of the TACHUSMATIC automatically apply the appropriate support resistance, thus providing safe ground control. This novel tunneling system is practically a fully automated, fail-safe NATM that does not require highly skilled engineers and crew. The TACHUSMATIC can be used for construction of circular, rectangular and horseshoe-shaped tunnels. When equipped with the Alpine Multi-Tool Miner (MTM) systems, the machine can work in a wide range of ground and rock conditions. The use of novel, diamond-tipped cutter bits (picks) will increase hard rock cutting capabilities and will significantly reduce pick consumption. Because of its moderate cost, the novel system is an economic alternative to conventional tunneling even at short drivages. A new installation is cost-effective for tunnels longer than 750 meters (2,500 ft.) At a typical tunneling project, the cost permeter is about 25% lower than with conventional methods.

In April, the US Synthetic Fuels Corp. broke a three-year silence and made its first financial award by approving a $820,750 loan for the First Colony peat-to-methanol project in North Carolina (ME, May, page 403). Peat Methanol Associates (PMA), a partnership between Koppers Co., ETCO Methanol Inc., Transco, Peat Methanol Co., and l. B. Sunderland, broke ground at First Colony last year and plans to begin production in Dec. 1985. Although the award is only a small part of Synthetic Fuels Corp.'s $15-billion budget, it does signal the corporation's intention to move aggressively ahead. It also is a positive indication that First Colony will be completed and operated successfully. This article describes the methods and equipment that will be used to harvest peat at First Colony, as well as how the peat will be converted to methanol. Introduction Peat deposits found along North Carolina's coastal plain contain high-quality fuel-grade peat with an average heating value of more than 23.3 MJ/kg (10,000 Btu/lb) (dry), with a low sulfur and ash content. The deposits differ from other US peats in that they contain large, sound Atlantic White Cedar and Cypress logs, stumps, and roots that may extend throughout the full depth of the deposit. A second difference is that these deposits are much more highly decomposed and, in the raw state, have the appearance and feel of a heavy, reddish-brown grease. These factors make it impractical to use standard production equipment so a new line was developed. Also, because of these conditions, techniques were modified to facilitate production. First Colony Farms, located near Creswell, NC, developed and evaluated a milled peat program. Equipment for this production method was designed and built, production rates were established from field operations, drying rates were established, weather data were analyzed, and total operating and capital costs were estimated. The method depends on the sun and wind for drying peat to the desired moisture content, in this case around 40%. Therefore, field preparation is actually the construction of a large solar collector to dry the peat so it can be harvested and stockpiled. It is essential that this collector be properly profiled initially and maintained during production to prevent precipitation from ponding. Initial Field Preparation Initial field preparation includes cleaning existing canals and constructing ditches and water control structures for proper drainage of rainwater run-off, building adequate roads for site access, removing surface vegetation, and profiling and sloping the fields. At First Colony, the 60.7-km2 (15,000-acre) harvesting area was divided into 129.5-hm2 (320-acre) blocks about 1.6 km (1 mile) long and 805 m (0.5 mile) wide. This was accomplished by cleaning main outfall canals with adjacent roads built from canal spoil at 1.6-km (1-mile) intervals. Existing intermediate canals that feed into main outfall canals at 805-m (0.5-mile) intervals also are cleaned. Headland roads are constructed from canal spoil along each side of each intermediate canal. This 129.5-hm2 (320-acre) block is then divided into 32 harvest strips by small V-ditches constructed at 50-m (165-ft) intervals. At the end of the field with the lowest elevation, corrugated steel pipe culverts are installed under the headland road in each V-ditch to control rainwater runoff into intermediate canals. Runoff water from the fields is diverted to a holding pond to prevent any increase in peak water runoff rates and to allow for more uniform drainage rate than experienced to date. After the drainage system is installed, harvest strips are ready for grinding and sloping operations. Surface vegetation, made up of small, waxy-leafed shrubs such as Gallberry, Bayberry, Magnolia, and scattered pond pine, can be effectively ground and incorporated into the upper surface of the peat layer. Here, it will rapidly decompose and have little effect on overall peat quality, thus eliminating the standard practice of pushing the vegetation and upper wood layer into long windrows with bulldozers and hauling this debris from the fields. Incorporating vegetation into the upper surface is known as the initial 102-mm (4-in.) surface vegetation grind and is accomplished by using a modified Bros Rota Mixer. Following this operation, and by using the same unit, a sec¬ond grind with a depth of 200-255 mm (8-10 in.) is made. This reduces the debris to a finer consistency, mixes it with the upper peat layer, and grinds any wood found in the upper 200-255 mm (8-10 in.). At the request of the Mine Safety and Health Administration, a quantitative assessment of the risk of lung cancer associated with occupational exposures to diesel exhaust was performed. This assessment was primarily based upon the results from a study of the effects of chronic inhalation exposure to diesel exhaust in Fischer-344 rats (previously reported by Mauderly et al., 1987). An adaptation of the Armitage-Doll multistage model, which allows for an age-dependent effect of exposure, was used to model the tumor response data. This model was fitted to all tumors (benign and malignant), and to malignant neoplasms alone. Estimates of unit risk (potency) were derived based upon a linear approximation to the results from the multistage model. A biologically equivalent dose was developed to scale the results from airborne exposure in rats to humans, which was adjusted for differences in weight, ventilation rate, deposition fraction, and the percentage of time actually exposed. Comparisons are made with risk estimates derived from modeling other rat inhalation bioassays and from applying different models to the study by Mauderly et al. (1987). We emphasize that our risk estimates are based upon a series of assumptions and carry a great deal of uncertainty. In particular, uncertainties regarding the effects of exposure on lung clearance mechanisms, the deposition rates in humans, and the relevance of our exposure index limit our confidence in these risk estimates.
