JOHN HAMRIC: Our next topic leader is David Huth, superintendent of sulfuric power generation, DAP, and shipping for IMC-Agrico, Nichols Plant, Mulberry, Florida. With a title like that it's no wonder he believes in empowerment. His topic today is "The Triumphs and Pitfalls of Using Empowerment Techniques." DAVID HUTH: Empowerment and its benefits are a desirable alternative to the traditional management structure. The difference between the two is the amount of decision- making authority and responsibility given to individuals by a supervisor. Just what is empowerment and how does it work? Empowerment is relinquishing to individuals the authority and responsibility to make daily decisions. Can everyone be empowered? What if they make a wrong decision? Will I empower myself out of a job? These are questions that all managers have when they hear the word empowerment. In today's fast-paced and high-pressure business environment, the old way of managing people must be replaced with a new approach. No longer can we, as managers, make all the decisions. The increased work loads due to downsizing, consolidation, and synergies have stretched us too thin. What about our employees? How can we motivate them into the high-performance teams that our companies are demanding? What possibly could satisfy both these issues? The solution to these problems can be solved with the power of employee empowerment. Employee empowerment will not only lessen the load on managers but will build teamwork, motivation, and pride into the employees who work for the managers who use it. American business was rudely awakened in the early 1980s when the Japanese companies not only caught up to American companies but literally flew by them. America was fat, dumb, and happy after World War II. Why wouldn't they be? They had all the factories. Everyone else had to rebuild. So for 40 years American business lounged in the limelight of very little true competition. But times change. Unfortunately, American business did not. Now the cry to perform in the new global economy has come down from the corporate boardrooms. Down through the ranks it has been felt. Guess who is supposed to make it work? But where are all those people who are going to make this rejuvenation and corporate renaissance possible? Many of them are gone-lost in downsizing, synergies, and rightsizings

As part of a program to address long-term needs for ensuring adequate supplies of domestic phosphate raw materials, the Tennessee Valley Authority (TVA) has conducted considerable research on dolomitic phosphate rock beneficiation. The discovery that alkyl diphosphonic acids act as phosphate mineral depressants led to the development of several processes involving a carbonate flotation step for the effective beneficiation of these problem ores. Most recently, a partial de-oiling process in which the reagent consumption is greatly reduced has been developed. The reduction is achieved because part of the initial feed is beneficiated without passing through the separate carbonate flotation step. Using this method, a phosphate product containing 30.6-30.9% P2O5 and 0.7-0.8% MgO was obtained from a Florida dolomitic phosphate pebble which contained about 23% P2O5 and 2.0% MgO. The P2O5 recovery was 80.8-86.5%.

"The Ejpovice tunnels in Czech Republic were built by EPBM in soft Clyashale, and in weathered profile with low soil overburden. The segmented liner at the cross-passage openings required support, which would not interfere with the EPBM clearance envelope during the scheduled pull back of the EPBM through both tunnel tubes. For that reason support frames or radial bolting could not be used. Steel rods inserted into the neighboring segments during the ring assembly, and later grouted were tested and realized as an innovative solution. The paper presents practical experience gained with the segmented liner support during cross-passages construction. INTRODUCTION An innovative solution using the grouted dowels was developed and realized for sixteen cross-passage openings of the twin Ejpovice Tunnels, whose construction was part of the railway track Rokycany – Plzen modernization. The following paper described practical experience gained with the innovative support of cross-passage openings, which was realized by short steel dowels grouted within the segments of the EPBM segmented liner. The paper is a continuation of the paper published in WTC 2015, which described the design aspects of the grouted dowels support, while the following paper concentrated on the production, and the performance of the dowel support observed during the breakout for the cross-passages openings. The connection by grouted dowels was patented by Metrostav, a.s. Company THE EJPOVICE TUNNELS CONSTRUCTION The Ejpovice tunnels construction started in 2013. The start of the high speed train operation through the tunnels was planned for 2018. The project was funded by the state government with the support of European Union funds of up to 70%.The tunnels were excavated with one EPBM (Earth Pressure Balanced Machine) with the external diameter of 9.89 m. The segmental liner inner diameter was 8.7 m, and thickness of 0.4 m. First, the South tunnel tube was excavated from the East portal, then the EPBM was pulled back through the South tunnel, and the excavation was started from the same portal for the North tube. After the South tube was freed from the EPBM excavation operations the cross-passage construction started. Due to the short time schedule, in the North tube the cross-passage construction started while the tunnel was still under construction. Therefore, the cross-passage construction was performed concurrently with the segments transportation, and with the EPBM pull-back through the tunnel. There were 8 cross-passages along the tunnels with a maximum distance of about 500 m, Fig.1."

Numbers, arithmetic, mathematics. Where did it all come from? Who needs it? We all do, but many school children would not agree. Engineers, physicists, accountants, tax collectors, and most of the general public are well aware that modern society in large part is founded on mathematics and could not exist without it. Mathematics developed over thousands of years as part of the everyday life of man. No one area, tribe, or race can claim discovery. In fact, from the records that do exist, it is evident that many facets of mathematics were discovered independently of others who made similar discoveries. While proof may be lacking, the earliest concepts of mathematics may be some 250,000 to 300,000 years old. The first use of numbers as written records is unknown. However, a bone of a young wolf deeply cut with 55 notches-arranged in two rows, one of 25 notches, the other of 30-was found in Czechoslovakia. Dated to be about 30,000 years old, it is perhaps an early record of some kind of counting system. It is assumed that mathematics was developed as an answer to man's practical needs, but anthropological studies suggest that the art of counting may have developed in connection with the needs of primitive religious ceremonial rites. Fingers probably were first used to designate sets of from one to five objects. Using both hands, up to 10 items could be indicated. As civilization developed, so did the need for more flexible systems to record items of trade, measure land, and figure taxes. Aristotle noted that the development of the decimal system comes from the fact that most people are born with 10 fingers and 10 toes. In spite of this obvious fact many early civilizations used binary, ternary, and quinary systems while vigesimal systems (with 20 as a base) and even sexagesimal systems (with 60 as a base) were used by others. A form of writing was in use in both the Mesopotamian and Nile valleys as early as 3000 to 4500 B.C. In Mesopotamia, wedge-shaped marks were impressed upon soft clay tablets that were hardened in ovens or by the sun. Many thousands of such tablets have survived. When the tablets were finally deciphered, some were found to be records of items shipped in trade, inventories, tax accounts, and mathematics exercises for teaching. Mesopotamia is also the source of an interesting board game dating back to about 2500 B.C. Its buttonlike men and triangular dice were apparently used with squares of shell, inlaid with lapis lazuli and red sandstone. Unfortunately, rules of play were not found. In Egypt, record preservation was somewhat better. Discovery of the Rosetta Stone in 1799 eventually led to deciphering the Egyptian hieroglyphics that included a numbering system at least 5,000 years old. These records show a competence in counting and numbering. A calendar of good accuracy may have been in existence as early as 4,200 years ago. The operation described in-this paper will be confined to the Nemacolin Mine of The Buckeye Coal company, Nemacolin, Pennsylvania.' This mine is-located on the Monongahela River approximately sixty miles south of Pittsburgh. The mining is in the Pittsburgh seam that has an average thickness of 88 to 90 inches. The current practice is to mine approximately 80 inches, leaving 8 to 10 inches of roof coal. All of the coal produced is used solely for by-product coking by the parent Youngstown Sheet & Tube Company, Youngstown, Ohio. Eight to ten inches of top coal are left by the miners to prevent air slacking of the draw slate. In addition, this top coal which will float at the washing gravity has a very high ash and sulphur content, and when mined, seriously affects the quality of the clean coal product.

"There are many multi-layer coal reserves in China which account for nearly 20 to 25% of the existing proven reserves. When the coals are mined in a descending order using the fully mechanized long wall mining method, they usually have roof collapse with cavity and air leak in roadways and long wall stopes; this is especially relevant when the thickness of the rock between two coals is less than 5.0 m, as the roof stability of lower seam would be greatly reduced. At the Wuhushan Mine, such abnormal strata behavior occurs, including abnormal support stress, irregular period roof pressure, and roof falls in the face. The main reasons for these behaviors include smaller roof thickness, lower rock strength, and mining influence of upper coal; these reasons were determined by analyzing the in situ conditions. A mechanics-based model of the mine geometry was set up to study the sources of stress, the stress evolution of coal, and the discriminant method of roof stability; to obtain the smallest safe thickness of roof between two coal layers, numerical modeling was applied to analyze the relations between the roof thickness and its displacement distribution. Based on the above research, the No.1001 face was divided into easy roof caving zone (ERCZ), roof caving transition zone (RCTZ), and unlikely to roof caving zone (URCZ). In the ERCZ, comprehensive grouting to reinforce the roof was implemented; in the RCTZ, local grouting to reinforce the roof was implemented. Furthermore, a face stability control index and its range were developed in a fully mechanized face combined with mine pressure observation. After implementing this strategy, there have been no unexpected roof caving or other serious strata behaviors.INTRODUCTIONChina is the country with the largest coal production in the world, and the conditions for its coal seams are particularly complicated. For example, in China’s Datong, Wuda, Pingdingshan, and Qinshui mining areas, there are a large number of multi-layer coal seams. The thickness of these coal seams ranges from 1.3 m to more than 10 m, and the spacing between layers is from under 1.0 m to over 30 m. A common problem with these coal seams is that one layer of mining has a large impact on other coal seams, which are customarily referred to as close-distance coal seams. According to statistics, close-distance coal seams account for about 20–25% and 15–18% of China’s coal reserves and production, respectively.From the reference research of Huang (1999, 2002, 2018) and Tu (2010, 2011) we can learn that in the mining process of close-distance coal seams, downward mining is mainly used. When the upper-layer coal is mined, it has a huge mining disturbance effect on the floor (that is, the roof of the lower coal). The mining disturbance increases the mining fissure in the rockmass and weakens the strata strength. The mining problem formed by this issue is that when the lower coal is mined, problems such as difficulty in roadway support, collapse of stope roof, and difficulty in ventilation are often encountered. Especially for the mining of medium-thick coal seam groups with a layer spacing of less than 5.0 m, there has been a large-scale roof collapse accident with a fall height of more than 10.0 m. In response to such problems, domestic and foreign scholars and engineers such as Tan, Zhao, and Xiao (2010), Xie et al. (2017), and others have also carried out targeted theoretical and practical research."

With a view toward increasing its product competitiveness in the foreign market, SAMARCO MINERACAO S/A has developed high MgO type pellets at its pilot plant for performing direct reduction simulation tests. Additives such as dolomitic lime and magnesite were used for increasing pellet MgO content. Comparative direct reduction simulation tests were conducted both in SAMARCO and foreign laboratories. The test results showed that it is possible to produce direct reduction type pellets with satisfactory metallurgical properties, which can be successfully processed at increased temperatures in direct reduction furnaces.

5.1 INTRODUCTION There are several types of surface ground disturbances, each of which is immediately transmitted to surface structures and causes damage of various forms, depending on the location of the structures in the subsidence basin. Many criteria have also been proposed for defining the potential structural damage. All of these topics will be discussed in this chapter. 5.2 TYPES OF GROUND DAMAGES There are two types of ground damage, continuous and dis¬continuous, that could inflict damages to surface structures. Dis¬continuous ground damage is open fractures of various degrees. Four types of fractures are commonly seen (Brauner, 1973b): 1. Fissures or cracks. Cracks are the most common form of ground damage and range from completely closed to several feet wide. Surface cracks are most prominent when the ratio of mining depth to mining height is smaller than 30 to 50 times mining height. Cracks initiate parallel to, but ahead of the moving long¬wall face at some intervals when the depth-to-mining height ratio is less than 25 to 30. As the face continues to move, they open up and then close gradually, and in most cases eventually close up completely when the face moves farther away. Sometimes when the depth-to-mining height ratio is larger, cracks may initiate be¬hind the face and go through the same cycle. Cracks are also more likely to occur in the hill when the face is moving in the uphill direction. Cracks also occur at or near both sides of the panel edges. Those cracks tend to remain open permanently. When the surface is covered with grass or other vegetation, cracks of less than 1 to 2 in. wide usually do not penetrate it and become invisible on the surface. 2. Steps. A step may occur when the longwall face stops abruptly if the mining depth-to-mining height ratio is less than 20. Steps may also occur along the panel edges. Steps also range from a few inches to a few feet in width and depth. If planes of weakness are oriented favorably, ground will slide along these planes and form steps on the surface. 3. Cave-in pits. These result from local collapse of the ground from the mine level to the surface when the mining depth is less than 150 ft and occur mostly above abandoned mined lands. They may be as large as 40 ft wide and deep. 4. Bumps (compression ridges). Bumps result from ground compression and occur mostly near panel center some time after mining. Bumps of up to 4 ft, but mostly 1 to 2 ft, have been identified. Continuous ground damage refers to the formation of the sub¬sidence basin where continuous nondestructive ground deforma¬tions occur. As mentioned earlier, continuous ground deforma¬tions associated with a subsidence basin include subsidence, slope, curvature, displacement, horizontal strain, twisting, and shearing. 5.3 TYPES OF SURFACE STRUCTURAL DAMAGES Both continuous and discontinuous ground disturbance cause damage to surface structures. A. Structural Damages Due to Discontinuous Ground Disturbance 1. Fissures or cracks. Open cracks can cause dislocation of surface structure if the gaps are sufficiently large so that the struc¬tural elements cannot resist but fail. On the other hand, minor cracks affect only the appearance, and not the structural integrity. 2. Steps. When a surface structure is located on a step, some portions of the structure lose support and become overhung. In the case of a residential house, there will likely be many open frac¬tures in the overhung portions, followed in severe cases by sepa¬ration of the superstructure at the edge of the step. 3. Cave-in pits. If the caved-in pit is larger than the surface structure, the structure will drop into the pit and become unstable. If the caved-in pit is smaller than the surface structure, the struc¬ture may either become overhung or lose support in some portions. In either case, it is unsafe for use. 4. Bumps (compression ridges). Bumps will disrupt roadways or house floor. If located under supporting members of the struc¬tures, it may cause damages. B. Structural Damage Due to Continuous Ground Disturbances 1. Subsidence. Pure subsidence or uniform subsidence over an area does not cause any structural damage. However, if it becomes a topographical low area, it may be flooded with water and make the surface structures unusable. It must be noted that the flat bottom area at the center of the final supercritical subsidence basin does not reach that position suddenly. Rather, as shown in Fig. 3.1, it is subjected to the dynamic surface deformation asso¬ciated with the traveling subsidence basin before it is left behind to be part of the flat-bottom area. Therefore any structure located at the center of the final supercritical subsidence basin must be able to resist the dynamic surface deformation in order not to be dam¬aged. 2. Slope. Ground slope will induce tilting of the structure. Tall structures with small base areas, such as water towers, chimneys, and power transmission towers are most sensitive to ground slope. If the ground slope is such that if after tilting the center of the gravity of the tilted structure falls outside the base area, it will topple, but this seldom occurs. Ground slope will change the designed slope of a buried trans¬portation pipeline, either increasing or decreasing the original slope depending on whether the ground slope coincides with or opposes the original slope. There are maximum allowable final slopes for various types of transporting materials. Ground slope also affects highways and railways. There is a maximum allowable final slope for a railway because tractive effort increases 1/1000 of its weight for every increase of 1/1000 in grade. 3. Curvature. There are positive (convex) and negative (con¬cave) curvatures. When a surface structure is located on a positive curvature, both ends become unsupported, followed by bending upward at the midportion. The top portion is subjected to more severe stretching than the lower one. Cleveland's Southwest Interceptor Contracts No. 3 and No. 4 are continuations of Contract No. 1 addressed at the 1987 RETC with geology, equipment, and methods that differ greatly. The two contracts consist of 791 m (4.22 miles) of 3.5 m (11.5 ft) tunnel lined to 2.9 m (9.5 ft), nine access shafts, six drop shafts, and six collection structures. The excavation drive was completed by the use of a 1970 vintage Robbins TBM hybrid for this particular job through the use of both new and old technology. All other excavations were successfully accomplished through drill and blast method in tight residential areas. Concrete lining and connections were completed nine months after holing through.

Within the last year, the Nation has been shocked by two major tunneling disasters. Almost exactly a year ago 17 men died in the San Fernando Tunnel in an explosion attributed to gas. A few months later another 21 men died in an explosion laid to the same cause at Port Huron, Michigan. The analysis of the causes of these accidents is still continuing. While it appears that they differ substantially from each other in their specifics, they share the common trait that, like most industrial accidents, they might well have been prevented. Gas explosions in tunneling are neither new nor particularly unusual. Forty years ago, Assistant Director Jarrett was hired as a safety engineer on the Hetch Hetchy Aqueduct in California after an explosion that killed 12 men. Prior to 1946, in California alone, the Bureau of Mines had recorded 27 gas explosions incidental to hard rock mining and tunneling. The purpose of this paper is to review the status of the principal regulations affecting tunneling and to indicate some ways in which safer and more healthful conditions can be obtained. The Bureau of Mines was established by an Act of Congress of May 16, 1910. Since that time the Bureau has been making investigations and compiling and publishing health and safety data relating to mining and to tunneling. If any benefit is to come from an anaylsis of tunneling accidents, it must be the knowledge needed to prevent their repetition. The Bureau of Mines has also had informal discussions with the Department of Labor regarding the possibility of the Bureau's assuming that agency's responsibility for tunnel inspections.

ITEC Environmental Colorado has begun reprocessing the tailings from old mining sites near Boulder, CO. And if the technology behind ITEC's pilot project at Gold Hill proves successful and profitable, the company plans to launch similar reprocessing operations in other parts of the state. The pilot project is under the watchful eye of state and federal authorities. They hope the technology becomes the answer to cleaning up old mining sites throughout the West. Remining and environmental cleanup on an economic basis, then, are ITEC's hopes in one the most environmentally conscious counties in the state. Clean up the mine dump sites and recycle the land, for a profit. In June 1998, ITEC Mineral Inc., ITEC Environmental Colorado's Canadian parent, acquired the Gold [ ] Hill Mill facility in Boulder County. Included in the acquisition was 4.4 hm2 (11 acres) containing the Gold Hill Mill and 283 hm2 (700 acres) of additional properties adjacent to the facility. ITEC estimates that there are about 910 kt (1 million st) of dump rock in the area. That is enough to make the operation viable. ITEC will sell the metals recovered through its reprocessing operations. However, due to low metals prices, ITEC is not expecting to make much money on the recovery of precious and base metals. Instead, the company plans to resell the reclaimed land for residential and commercial development or open space. The Gold Hill Mill site is the first of 17 sites in Colorado that ITEC Mineral hopes to clean up and recycle the land. Most notable among the sites is the historic Central City/Black Hawk mining district, which ITEC believes holds considerable potential. The Gold Hill Mill is located 14 km (9 miles) west of the city of Boulder and less than a half mile from the small town of Gold Hill. The mill was. last operated in 1992. The operation was forced to close that year due to environmental and cash flow problems. Gold Hill is in the middle of a region with more than 32 Mt (35 million st) of mine tailings. Independent geologists have' established the average grade of the Gold Hill mine tailings to be 4.5 to 5.3 g/t (0.13 to 0.155 oz/st) of gold and 28 to 44 g/t (0.83 to 1.29 oz/st) of silver. According to these studies, the Gold Hill mine tailings are five times richer in precious metals than the tailings of the Norebec Manitou property in Canada that ITEC is also remining, reclaiming and restoring. Upon acquiring the mill, ITEC undertook a refurbishing program that included adding a second ball mill. This increased the Gold Hill Mill's capacity to 180 t/d (200 stpd). The operation employs 15 people. "The Gold Hill Mill site will demonstrate the efficiency of our integrated remining, reclaiming and restoration process," said Maxine Stewart, president of Denver, CO -based ITEC Environmental. "The abundance of similar mine sites in Colorado presents a number of opportunities to bring the benefits of the ITEC system to other communities around the state." Holly Huyck is technical advisor to the Clear Creek Watershed Advisory Group. She said: "ITEC is cleaning up an orphan mine site that otherwise would continue to contaminate the Boulder Creek watershed with acid and excess metals. This is a win-win situation: ITEC gains marketable minerals while it reclaims mined land and helps to improve the watershed."

A review of the advantages and disadvantages of plasma technology for metal and mineral wastes is presented. Examples of the use of plasma systems are given and possible future uses are outlined. Among the potential uses are treatment of electric arc furnace (EAF) dusts, the vitrification of nuclear wastes and the removal of toxic metals. Over the past few decades, plasma technology has been studied for potential applications over a wide range of metals/materials processing areas. One promising area of plasma technology applications is the treatment of industrial hazardous waste. The potential generation of hazardous and toxic waste by various industries has become a matter of public and political awareness. Environmental regulations have put stringent toxicity emission limits on disposable waste streams. An intensive research effort is currently underway in the area of hazardous waste treatment.

BHP Iron Ore initiated research programs in January of 1995 to develop long term plans for decommissioning of the waste rock material at their Mt. Whaleback operation. More than 2 billion tonnes of waste rock were deposited during the past 30 years. Ultimately, the operators will deposit a total of approximately 5 billion tonnes in waste rock dumps constructed near the open pit. The Mt. Whaleback operation is located in a semi-arid climate adjacent to Newman, Western Australia, approximately 1200km north-northeast of Perth, Western Australia. The primary research program includes the development of technology for the long term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion, and water infiltration. This paper focuses on the design and implementation of a cover system to prevent water infiltration to the underlying waste rock. A laboratory program and the soil-atmosphere modelling completed to design the horizontal field test plots are described. The construction of the horizontal surface field test plots are discussed together with the field instruments installed to monitor performance. The key components of the instrumentation program are the design and installation of large scale field lysimeters to measure the unsaturated flow of moisture into the waste rock from the base of the cover layer. The cover system is designed to maximize infiltration during wet periods for subsequent evapo-transpiration while minimizing surface runoff. The result is a near zero net infiltration to the underlying waste material. A key feature of the design is the use of pit run waste material as the cover material. Monitoring is in progress and will continue for at least two annual wet/dry cycles. The optimum cover system should minimize the net infiltration of water to the underlying waste rock while maintaining physical and ecological integrity for long term performance.

The gypsum industry makes significant contribution to the wealth of our nation. This non-metallic mineral ranks in the highest order with America's most precious resources. Evidence of this is borne out by the fact that gypsum is a vitally necessary element in the building, industrial and agricultural industries. In 1967, the United States consumed 14 million tons of this valuable ore. Of .this amount 69% was required by the building industry for the manufacture of building materials. An additional 21% was directed to the industrial market, for the manufacture of Portland Cement and for other industrial uses. The remaining 10% was used for agricultural purposes.

Green algae taken from an acidic mine drainage and blue-green algae taken from an alkaline hot spring stream were collected and tested for their ability to recover or remove dilute metal ions. Experimental results demonstrated that unwashed blue-green algae and washed green algae effectively adsorbed base metals ions and eluted them at pH 1. It was also found that washed and dried algae adsorbed precious metal ions more effectively than unwashed algae. For example, the washed and dried blue-green algae was capable of adsorbing 0.31 kg of gold per kg of algae. The gold from tetrachloroaurate solution which was adsorbed on washed blue- green algae was found to change to a metallic state following initial metal binding. In the case of a dilute gold complex solution leached with thiourea, only a small amount of gold could be captured by algae. Further experiments were conducted on components of the algae, such as alginic acid, agar, cellulose and chitin and mixtures of these components, in order to determine their contribution to metal adsorption characteristics. However, a mixture of these two components demonstrated both good adsorption and desorption characteristics indicating an interaction between the individual components.

The impact that societal issues can have on mineral resource projects has proven to be a critical component of feasibility studies around the world during the past ten years. The recently signed Impact Benefits Agreement (?IBA?) for the Victor Project in Northern Ontario between De Beers Canada Inc. (?De Beers?) and the Attawapiskat First Nation provides an opportunity to capture the interactive process followed, the controlling parameters and the implications for the future. The uncertainty about the time required to complete an IBA makes it one of the key intangibles in risk assessment of a feasibility study. This paper considers items related to the significance of engaging communities at the early stages of exploration in a project and the catalytic effect that alignment of interests and interaction in a pre-IBA period can have. Furthermore, the de facto link between permitting and the successful conclusion of the IBA and the role of external advisors in the project are discussed. The paradox of empowering and supporting communities through the negotiation process, and the implications of the IBA to maintaining good relations throughout the life cycle of a project are also explored.

Both the hardware and software required to implement such a system are discussed, including the interface for the special image acquisition hardware. The system concept is given with examples to illustrate the step-by-step procedure for the implementation of image-processing algorithms.

A computational fluid dynamics (CFD) program was applied to fire spread along combustibles in a ventilated mine entry. The rate of flame spread was evaluated for the ribs and roof of a coal mine entry; timber sets; and a conveyor belt. The CFD program models char forming materials with temperature dependent thermal properties. The program solves three dimensional time dependent flow equations with a mixture fraction model for the gas phase reactions. Radiant heat exchange is evaluated for non-scattering gas. The CFD program predicted a flame spread rate of 0.0145 m / s for an actual coal mine fire in which the estimated flame spread rate was 0.0086 m / s. This overestimated flame spread rate was a possible consequence of the presence of inert materials in the mine entry’s roof and ribs. CFD fire spread rate predictions of 0.043 m / s and 0.73 m / s bounded the measured value of 0.27 m / s for fire spread along Douglas Fir timber sets in a tunnel.

BACKGROUND The steel and iron ore industry has had a long history of an adversarial relationship with its union and workforce. The Empire Mine during its first 40 years of existence was no exception. The "we-they" mentality went hand-in-hand with the normal by-product of an adversarial relationship, grievances and arbitration. This relationship was considered the norm and it was not until the late 1970s that consideration was given to changing this relationship. At this time the industry was involved in a fight for existence and the economic pressure demanded increasing productivity to lower cost. The challenge to survive highlighted the fact that an adversarial relationship was not conducive to attaining the needed gains in productivity. The first formal attempt to change the way we worked came in the 1980 Labor Agreement which provided for the opportunity to utilize Labor Management Participation Teams (LMPTs). LMPTs were established at the Empire Mine and they functioned for a couple of years. The teams spent most of their time working on creature-comfort issues and steered clear of dealing with productivity issues. Mine shutdowns had occurred in Michigan resulting in large layoffs, and the union was trying to add jobs and was not supporting teams that could increase productivity and eliminate jobs. When the 1986 labor negotiations began, the local union pulled their support of the LMPT process. Other initiatives were negotiated over the years to foster a change in the culture but, as with the LMPT program, they did not produce the desired culture change. It became abundantly clear: you cannot negotiate a culture change.
