The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. When prospectors discovered mineralized outcrops in Pine Creek Canyon in 1916, little did they know the site was destined to become one of the world's greatest tungsten mines. Located outside Bishop in California's rugged Sierra Nevada mountain range, the mine's development imposed unique challenges to the hardiest of mining men. In its early years, the Pine Creek operation was plagued by bad luck and poor timing. But through the perseverance of a dynamic group of mining personalities, it would gain world class status. Pine Creek tungsten supplied much of the defense needs of the United States during World War II and put the Bishop area on the map as a major contributor to the nation's stockpile of strategic metals. The mine's history was shaped by world politics, the ups and downs of metals demand and economic survival through technological innovations. In contrast to many mines, Pine Creek's workings went horizontally into and then up inside the mountains - nearly to the ridgetops. This resulted in the name "Mine in the Sky" being attached to the operation. The origin of Pine Creek's ore bodies is related to the emplacement of a portion of the Sierra Nevada batholith about 100 million years ago. During the intrusive process, granitic magmas engulfed overlying calcareous sedimentary rocks, flooding them with silica-rich hydrothermal fluids and metamorphosing them to skarn. The fluids also contained tungsten, molybdenum and copper. They precipitated as scheelite, molybdenite and chalcopyrite, respectively, during the metamorphic process. The ore-bearing skarns occur as near-vertical tabular pendants in the intrusive rocks. These were later exposed by the uplift of the Sierra Nevada mountain range and glacial erosion.

Utilizing the principles of elastic-brittle fracture mechanics, stress-displacement relationships are derived for an elastic solid containing a slip plane consisting of various configurations of collinear arrays of cracks. These models take into account the heterogeneous nature of slip planes as observed in the lab and in the field, and are relevant to the behavior of rock containing faults, joints, bedding planes, and fractures. All of our models exhibit slip weakening behavior, and show regimes of both stable (aseismic) and unstable (seismic) deformation. For given configurations of cracks and applied boundary conditions, our results show explicit ly the energy released through unstable crack growth. For instance, it is found that two equal length cracks growing together release more seismic energy than, say, a large crack growing into a small crack. Also, by allowing cracks to coalesce, our models show multiple stick-slip events without crack healing or other geochemical means.

INTRODUCTION The principle line of the Caracas Metro is located generally along the most important east-west traffic corridor of the city from the yards and shops in Propatria at the western extremity to Petare, and eventually beyond to Palo Verde at the eastern end, a route distance of 21 kilometers. There will be 23 stations along the alignment, underground, at grade and elevated, and the line is forecast to handle 1,209,100 passengers daily by the year 2000 with a travel time of 29 minutes between Propatria and Petare. This principle line was divided into three sections for design purposes: Propatria-Fuerzas Armadas, Section I, Fuerzas Armadas-Chacaito, Section II and Chacaito-Petare, Section III. These sections were further subdivided into subsections for construction purposes. The Venezuelan Government, through its Caracas Metro Office in the Ministry of Public Works, awarded design contracts in sections to PARSONS BRINCKERHOFF-TUDOR-BECHTEL for Propatria-Fuerzas Armadas, Section I, OCOIDESA-GRID-APM for Fuerzas Armadas-Chacaito, Section II and OCOIDESA GRID-APM for Chacaito-Petare, Section III. Construction contracts were awarded by international bidding and work is now underway, by joint venture organizations of Venezuelan and foreign firms. The first two sections are under the administration of a company of Engineer/Inspectors in each section. The construction supervision of contracts in the first section is under the administration of the Venezuelan firm, Gómez-Celis-Herrera, (GCH) Engineers, acting under contract to the new C.A. Metro de Caracas that replaced ' the former Office of the Metro. The Propatria-Fuerzas Armadas section, approximately seven kilometers long, consists in part of the 2,951 linear meters of twin-bore

Introduction The role of marketing in the minerals and mining industry takes on different degrees of importance depending on the commodity, but nowhere are sales and marketing more important than in industrial minerals. This article compares industrial minerals marketing with the marketing of other mining and mineral products. Marketing in Mining Some broad generalizations on the marketing of industrial minerals in relation to other mineral products can be made without getting bogged down with exceptions to generalizations. Two totally different areas of mineral production are crude oil and natural gas, and metals, including ores and concentrates. Although these commodities are the basis for two completely different industries, they share two things in common from a marketing standpoint: • Their value per unit volume is usually high enough so that they can be transported great distances. • Their specifications are readily definable and, therefore, the quality of a standard product from a production run can be communicated by stating certain chemical and physical features. This permits sales to be consummated by telephone, telex, and letter, without the need to pretest the products under use conditions. In regard to the first item, industrial minerals, as opposed to oil, gas, and metals, are in most instances site specific. Location of the point of production in relation to the point of use is of paramount importance based on a generally lower unit to volume value. This means that transportation is a major factor, with the cost of getting the mineral to market commonly exceeding its f.o.b. value. Safe, efficient underground mining is dependent upon proper pillar sizing. Pillar sizing is typically based on a combination of observation of prior behavior, point measurements, theory and numerical modeling. The actual stress redistribution within a pillar, while assumed for many years, has rarely been imaged. Such imaging can help confirm whether or not theoretical and numerical modeling methods agree with actual conditions within a pillar. This research presents a case study from a longwall mine in the western United States. A two-entry, gate-road yield pillar in the headgate of the mine was instrumented with seismometers and convergence monitoring stations, and was monitored over a period of about six months as the longwall face approached the pillar. In this paper, the stress distribution imaged using seismic tomography is compared to the stress distribution expected from theoretical models, geotechnical measurements and numerical models. The tomography results generally agree with those proposed by theory, convergence measurements and numerical modeling results. The agreement of the methods provides validation for the theorized stress redistribution, and this study provides further evidence that tomography can indicate the redistribution of induced stress within a mined rockmass and is another tool available to ensure that mining is conducted safely and efficiently.

Of the six forms of asbestos, only three have been used to any significant extent in commerce. These are chrysotile, crocidolite, and amosite. Between 1870 and 1980, approximately 100 million tonnes of asbestos was mined worldwide, of which more than 90 million tonnes was the chrysotile variety, about 2.7 million tonnes the crocidolite variety, and about 2.2 million tonnes the amosite variety. The three principal diseases related to asbestos exposure are (1) lung cancer, (2) cancer of the pleural and peritoneal membranes (mesothelioma), and (3) asbestosis, a condition in which the lung tissue becomes fibrous and thus loses its ability to function. These diseases, however, are not equally prevalent in the various groups of asbestos workers that have been studied: the amount and type of disease depend on the duration of exposure, the intensity of exposure, and particularly, the type or types of asbestos to which the individual has been exposed. Lung cancer is caused by exposure to chrysotile, amosite, and crocidolite asbestos; however, increased risk of this disease is usually found only in those who also smoke. Asbestosis is caused by prolonged exposure to all forms of asbestos, whereas mesothelioma is principally caused by exposure to crocidolite asbestos. There is good evidence that chrysotile asbestos does not cause any significant amount of mesothelioma mortality, even after very heavy exposure. The common nonasbestiform amphibole minerals, cummingtonite, grunerite, tremolite, anthophyllite, and actinolite, which are often defined as "asbestos" for regulatory purposes, have not been shown to cause disease in miners. Chrysotile asbestos, which accounts for about 95 percent of the asbestos used in the United States, has been shown by extensive Canadian studies to be safe when exposures do not exceed 1 fiber per cm3 for the working lifetime. Chrysotile dust levels found in buildings rarely exceed 0.001 fibers per cm3. Such dust concentrations will have no measurable health effect on the building occupants. Present and future controls of minerals defined as "asbestos" and removal of asbestos from buildings and homes may cost many billions of dollars. Much of this expense is unnecessary and even counterproductive. Asbestos abatement could in fact produce a health risk to those exposed to dusts during and after removal operations overly restrictive controls could force the use of poor or dangerous substitutes, and could greatly affect the hard-rock mining industry.

This paper presents the challenges of the Homestead Avenue Interceptor Extension (HAIE) project in downtown Hartford, Connecticut. The new 72-inch (1,830 mm) sewer pipeline project consists of installing approximately 3,010 linear feet (920 m) of PVC lined reinforced concrete pipe using pressurized face microtunneling. The entire alignment is located within soft to very soft, varved silt and clay. To the extent possible, the alignment was selected to avoid bedrock, glacial till, miscellaneous fill,buried steel piles, and utilities. Challenges for this project include low ground cover, crossing major transportation routes, and limiting settlement to prevent damage to historical buildings and critical utilities. The machine was selected for the ground conditions. Design calculations were performed for selecting the reinforced concrete pipe class and for evaluating settlement. The potential for settlement damage was evaluated using both conventional analysis and finite element analysis

In addition to capital and operating costs, the accurate estimation of ore reserves is a key component to the successful outcome of any feasibility study. In recent years, there have been many project failures caused by the improper estimation of ore reserves. The accurate estimation of an ore reserve relies heavily on an understanding of the geology and the underlying assumptions unique to the estimation techniques being used. These assumptions are reviewed, and the shortcomings of the estimation techniques and their possible impact on a given project's economics are discussed. The latest developments in geostatistics in overcoming existing reserve-estimation problems are presented.

I. INTRODUCTION During the past few years, the state of the art of disposal of solid and liquid waste products from uranium mining and milling operations has experienced some rather interesting and significant changes. Some of these changes have resulted from technological advances in the milling operations and in the engineering aspects of the actual design and construction of the disposal facilities. However, the most significant changes, at least those which have had the greatest impact on the comparative cost and economics of modern disposal systems, have been environmental requirements and regulatory controls, which have become increasingly stringent in recent years. Without delving into the details of the myriad of new laws and regulations which now control the uranium industry, it can be stated with reasonable confidence that one of the principal purposes of more rigid state and federal controls over this industry is the basic desire to promote safer, more reliable and longer term means of effectively controlling and disposing of the potentially objectionable waste products resulting from uranium mining and milling operations. It is difficult to take issue with these basic goals because their need was spawned by past lack of awareness and inattention on the parts of both government and industry to the long term environmental problems and potentially hazardous conditions which can be created by limited planning and ill-conceived or poorly controlled and executed disposal practices. On the other hand, despite the good intentions of those who developed and those who are administering the regulatory controls now in effect, the basic danger exists that overgeneralization of the approach to disposal problems and overrestriction of the potentially acceptable solutions for uranium mine and mill waste disposal could have a significant, adverse economic impact on the mining industry and the ultimate consumers of their products. The regulatory pendulum, which perhaps swung too far toward lack of controls over uranium mill waste disposal in the 1940's, could now well be headed too far in the opposite direction, that is toward over-regulation in the form of restrictions based on technically unrealistic or weakly supportable

What does the information age mean to mining companies? The perception of greatly increased access to information is based on modern communications through ‘smart’ fax machines and computer networks. Computer media allow us to `talk' to the President or to a sister in Australia. If we need data to help put together a mining permit, we can find that data somewhere on computer media. The vast amount of easily accessible information quickly overwhelms us. To avoid `information burnout,' we must learn to target searches and be able to discriminate between dross and information that is useful to our goals. If you watch commercial TV, you have learned to screen out most product commercials. A similar screening process must be applied to computerized information sources. You may need to sort through a lot of irrelevant information before finding the pearls you are looking for. ‘Smart’ fax machines can send information with no direct human intervention. MINES FaxBac, for example, from the US Bureau of Mines instructs you to enter four-digit numbers to have particular reports sent directly to your fax machine. Software vendors use a similar system to supply information about their products. You select an item by number, and the related brochure is faxed to your machine. To compete, the industry must maintain access to as many information sources as possible. The availability of computers and software for almost every conceivable application allows us to accomplish work faster than we ever thought possible, even as recently as 10 years ago. Most mining companies have become aware that doing geology, reserves, mine planning and other technical tasks completely by hand is much too slow. The world moves faster, drilling happens faster, mining happens faster, all related activities happen faster. We no longer have the manpower or time to keep all maps. calculations and records up to date.

Gate-road yield pillars are subject to increases in stress as the longwall face advances toward the pillars. Abutment loading conditions are important to gate-road layout and support design in longwall mining systems. Ground support systems are often designed based on mine experience [1,2]. Convergence monitoring is one method of ground support monitoring that can be used to infer increases in pillar stress. Convergence of a yield pillar was measured regularly over the course of six months as the longwall face approached and passed the pillar. Measurements were collected at eight locations surrounding the pillar. The convergence measurements contribute to the knowledge of when yield pillar abutment loading, caused by the encroaching longwall, is first detected. Knowing when abutment loading begins to yield the pillars can help define when standing secondary roof supports are required for head-gate entry access for specific geologic and mining conditions.

With increased levels of automation, capitalization, and empowerment of citizens, the traditional axis of labour versus capital or national government versus capital, upon which the allocation of benefits from a mining project was traditionally based, has shifted primarily to a capital versus community axis. In light of this paradigm shift, it is critical for the sustainability of mining that economic indicators be considered at the pre-feasibility, feasibility, and permitting stages of a project. Such indicators should emphasize the ?ripple effect? of the economic impact of a capital-intensive mining investment on a region due to outsourcing, as well as the diversified spin-off opportunities and the technological advances that can be exploited by local communities.

Increased emphasis has been placed on recycling consumer and industrial waste products. This trend has created a new industry that is focused on recovery/ separation of byproducts from waste material. As a result, interest has increased in the development of separation systems designed for the recycling industry. Much work has been done in this area. However, existing techniques developed for minerals beneficiation are often ignored. An example of is the foundry industry. There are currently more than 3,000 foundries in operation throughout the United States. Each consumes between 9 and 900 t/d (10 and 1,000 stpd) of sand for mold production. Either silica, chromite or zircon is, used in various combinations with chemical or clay binders. After casting, the sands are typically discarded into a landfill. This practice has become an environmental concern, especially the disposal of chromite and zircon. Silica sand is not environmentally sensitive. But it is used in greater abundance (6 to 7 Mt/a or 6.6 to 7.7 million stpy)and thus has prohibitive haulage and landfill costs. Current technology for sand reclamation involves thermal treatment to remove residual binders followed by dry mechanical attritioning (Leidel, 1993; Klein, 1994). This approach results in high losses due to fines generation and high costs associated with thermal treatment. As a result, this approach has shown only limited success. Stringent regulations are also affecting the disposal of secondary materials, such as plastics and metals. This is particularly true for the ferrous and nonferrous scrap metal industry. It plays a major role in industrial recycling of steel, aluminum and copper. Applications such as wire recycling present challenging problems since a hazardous byproduct (plastic insulation) is generated by the recycling.

The bulk of the ore found in the Lihir Island deposit is refractory in nature, with the gold contained in auriferous pyrite. In support of an evaluation of the development of this deposit by Kennecott (a wholly owned subsidiary of RTZ) and Niugini Mining Ltd., testwork has been carried out at the Sherritt Research Centre to demonstrate the amenability of the Lihir ore to pressure oxidation pretreatment to liberate the refractory gold. The results of pilot plant treatment of the Lihir ore in a continuous circuit with a feed rate of between 10 and 30 kg/h ore are described. The integrated circuit comprised pressure oxidation, residue washing, and gold recovery from the washed residue by carbon in leach or carbon in pulp cyanide leaching. Significant factors affecting gold recovery included temperature and retention time in the pressure oxidation step, and the concentration of soluble chloride in the feed. Gold extraction from well washed ore, after oxidation at 210°C for 66 minutes in the autoclave, was typically between 94 and 96%, compared with less than 30% by direct cyanidation.

The concept of classification in wet, closed circuit ball milling is expanded beyond the performance of the classifying equipment to include all aspects of the fines removal system of the grinding circuit. Design and operating parameters that effect fines removal are identified and discussed, and a quantitative index for circuit classification effectiveness is presented.

Murer Company, Andermatt, Switzerland, can claim to have done pioneer work in the construction of inclined shafts. This happened in 1968/69, when we decided to bore with a Wirth tunnel borer an inclined shaft, 1100 m in length, 3.0 m in diameter, and with a grade of 65%, in the 2400 kilo pascall per sq. cm granite of the Montblanc Massive. The whole excavation was accomplished in ten months which, at least for European conditions, can be claimed as a record. It was, at least to our knowledge, the first inclined shaft to be bored full-face (Fig. 1). Encouraged by the experiences and performances attained at Châtelard, we approached other projects of the same kind. We were awarded, together with Hochtief Ltd., Essen, a contract from Schluchseewerke, Freiburg, Germany, in December 1969, for the construction of a penstock for the Hornbergstufe at Wehr, Germany, with a diameter of 6.3 m. This inclined shaft with a grade of 55% is located in Schwarzwalder granite with a compressive strength of up to 2000 kilo pascall per sq. cm, about 31,000 psi. As no exact geological data were available about the rock to be worked, and a fault zone from 80 to 150 m long had to be faced, as well as a few individual fissures of varying thickness, it was decided to use the multi-stage method. The 3-m diam tunnelling machine which had driven the oblique shaft at Châtelard had now finished work, and an immediate beginning was made with driving the pilot staft. This was very welcome to the contractor, since exact information about the type of rock present and the inflows of water was required immediately and before the final borehole diameter was fixed, for the purpose of dimensioning the supports to be subsequently installed.

A new method for measuring the mill filling was developed by Outokumpu’s Pyhäsalmi concentrator during 1989-90. The method utilizes the power draw oscillation which is caused by the mill lifters. Each lifter bar causes a peak in the power draw and thus a continuous oscillation results. In a fixed time scale, the oscillation peaks will shift as the lifter bare hit the mill charge sooner or later depending on the volumetric filling of the mill. Thus the measuring method is based on the phase shift of the power oscillation. So far the measurement is utilized for maximizing throughput of the primary mills at Pyhäsalmi and Enonkoski concentrators and at Harjavalta slag concentrator. The paper describes the new method and the results achieved.

The flotation behavior of Florida phosphates was studied using statistical design of experiments to evaluate conditioning parameters and their effect on flotation performance. The solids loading, conditioning time and agitation speed during conditioning were identified as the important variables affecting the reagent coating onto particles. Flotation of the conditioned slurry was carried out at fixed collector dosage and flotation conditions. Phosphate recovery upon flotation was statistically modelled as a function of the conditioning variables. The results indicated that the conditioning variables had an interactive effect on the phosphate flotation performance. Statistical optimization revealed two conditioning regimes in which optimum flotation recovery was obtained. It was determined that optimal recovery can be obtained at lower conditioning energies.

The phosphate fertilizer industry is a large activity in Brazil because the soil has a phosphorous deficiency. The phosphoric acid that is produced is extensively used in the production of fertilizer. It is produced by reacting phosphate carbonaceous rock with sulfuric acid, generating phosphogypsum as a by-product. In 1991, there were about 29 million tons of phosphogypsum stored in Brazil. This has increased to an estimated 280 million tons in 2001. While the phosphogypsum is used in the cement industry and also in agriculture, the quantity used is much less than the production rate, and the stockpiles are still increasing. The radioactivity of this waste may not allow its continued use as a construction material and some other uses. However, Brazilian phosphogypsum contains a smaller quantity of radioactive materials than is reported for phosphate rocks from other countries. One important reason is the geological origin of the Brazilian apatite. All the large deposits being currently mined are igneous, not sedimentary, as is the majority of the phosphate rock produced around the world. An extensive study is being conducted to characterize the phosphogypsum generated in two production facilities in Sao Paulo state to develop safe uses for this waste and determine the environmental impact caused by the present method of phosphogypsum disposal.
