After some decades of lying low and being treated as a second rate fuel, coal is back in the news. Production is rising. Predictions are for an ever expanding use, and they differ only in their rates of increase. Even the FBI is involved in trying to stop fraudulent sales of non-existent coal lands and leases to the innocent. In short, we have a nearly chaotic boom on our hands. Obviously our energy production base is in the process of undergoing a major shift, and the process will present many problems. However, there is little doubt that the industry has the basic strength and organization to be able to deal with the new issues that will arise as a result of these shifts in production and use of coal. After all, it does produce nearly 800 M tpy now, and coal is the single biggest fuel for generation of electricity. This role of coal is illustrated in the table below, which shows the coal equivalent quantities of various fuels used in the production of electricity.

This paper reports on an ongoing exploratory research program which aims to develop an understanding of the relationships between mining companies and their stakeholders and the importance of corporate citizenship policies to reputation and hence to corporate sustainability. The findings of the first stages of this research, the results of a focus group and an expert opinion survey into the drivers of reputation for mining companies are reported. This study was undertaken to provide an understanding of the drivers of reputation for a number of stakeholder groups and the perceptions held by mining companies of these drivers for their stakeholder groups. Results indicate that drivers vary between stakeholder groups - that in the case of drivers common to a number of stakeholder groups they may vary in their importance across the groups, and that there may exist a divergence between industry?s perception and stake-holders? priorities. These results further the understanding of the relationship between corporate citizenship and reputation in the mining industry, thus assisting companies to strategically manage their corporate citizenship investments and assisting them in their transition to sustainable development.

It has recently been discovered that the pH at which gold can be extracted from cyanide solution with primary, secondary, and tertiary amines can be increased 2 to 5 pH units by the addition of modifiers. Under these circumstances gold can be extracted at pH values from 9 to 11, commensurate with the pH range found in cyanide leach liquors. The selectivity of the amines and amine/modifier combinations for AU (CN)[-2] over other metal -cyanide complexes is presented and discussed. In addition, potential applications for the solvent extraction of gold from cyanide solutions are discussed.

Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. He will explain which recovery process proved to be the most economic. Other papers in the introductory session include How to Best Use Consulting Firms to Accelerate the Development Process, by H. The purpose of this paper is to outline the design, specification, and operation of the 8.5-m- diam (28-ft-diam) SAG mill commissioned at Kidston Gold Mines during January 1985. Amenability of Kidston ore to SAG milling, coupled with substantial cost advantages, led to the specification of this mill, equipped with variable speed drive to overcome the large variation in ore hardness. Operation of the mill is effected via a number of automatic control loops. Problems experienced with automatic control plus other electrical and mechanical failures have led to design changes and the formulation of future operating strategies.

Despite the limited demand for rare-earth elements, as well as yttrium and scandium, in conventional applications, the emergence of ne~ high-technology applications such as supermagnets, lasers and superconductors is expected to result in significant demand for some of these elements. This paper examines the anticipated applications and demands for rare-earth elements over the next decade and their implications on the utilization of available resources. Process methods for the recovery of rare-earth elements from conventional and unconventional resources are reviewed in the context of their growing demand. Challenges facing the industries in meeting this opportunity are also discussed.

The Occidental Oil Shale mining and retorting system for the production of shale oil has many advantages over the conventional underground mine and surface retort systems. For example only a portion of the oil shale is mined and transported to the outside, where it blends with the existing shale talus found on most of the slopes in the immediate area. The retorted spent shale is retained underground so that it does not become a surface disposal problem. The process consumes only minor amounts of water which is produced in adequate amounts in the retorting to fulfill all mining operations needs without outside supplies. Noise and dust levels are kept to a minimum with most of the facilities located underground. The exception being the generating stations and facilities as required to monitor air and water qualities, and last but not least, more than four times as much oil is pro¬duced from a given acre than from conventional surface processing. With the increased thicknesses as available on the government monopoly area this number could be increased by a substantial amount.

The Ruby Hill Mine agglomerates crushed low-grade ore (nominally -1 .5'') with high-grade filtered tailings (filter cake, nominally 80% -65#). Cement is added as a binding agent. The agglomerated ore is then conveyed and stacked on the heap. In 1998 approximately $480 000 was spent on cement for agglomeration. Cement for mill pH control and agglomeration was the largest single reagent cost at Ruby Hill. In an effort to reduce agglomeration costs a test-work program was initiated to investigate alternative binders and optimum binder additions. This paper summarizes the test­work results to-date.

The American Mining Congress International Coal Show, this year’s largest gathering of coal industry leaders, convened May 5-8 in Chicago. Against a 73 000-m2 backdrop of the coal industry’s most productive equipment,* some 23 000 people heard government and industry executives give guardedly optimistic reports of coal’s near future gains. Although a rocky road lies ahead, operators and suppliers still continue their search to improve efficiency. Among the ideas discussed at the show were better underground communications systems, continuous on-line coal analysis, and recovery of hard-to-float coal.

This study monitored longwall mining subsidence profiles over three panels that were mined beneath state highways in southeastern Ohio. The average maximum subsidence was 1.07 m (3.5 ft). The average maximum compressive strain recorded was 0.008 mm/mm. Three predictive methods for the determination of displacements and strains were compared: the National Coal Board (NCB) graphical method, the profile method with empirical constants determined for southeastern Ohio, and a finite element excavation program. Excellent subsidence agreement was found with the profile method, and reasonable strain agreement was determined with the finite element program.

The La Cienega Gold District is located at latitude 25°01'01"N and longitude 106°19'00"W, in the NW part of the State of Durango, Mexico. Ore deposits at The La Cienega District consist of a series of sub-parallel, NE-trending veins which cut andesitic and rhyolitic rocks that belong to both upper and lower tertiary volcanic sequences. The veins are vertical to steeply-depping structures which consist of quartz, generally containing gold-silver and less than ten percent lead, zinc and copper sulfide and sulfosalt minerals. Supergene enrichment is present on the upper parts of known oreshoots. Tertiary volcanic rocks of rhyolitic composition are the main host rocks of the gold-bearing quartz veins in the District. Gold productionc from the La Cienega orebody is scheduled to reach 100,000 ounces per year, becoming the largest gold-producing District in the Sierra Madre Occidental Province.

As most of you have probably surmised from the title of my paper, I am here today to talk with you about the use of diesel engines in the American mining industry and whether or not the free choice to use such equipment will continue to be available to mine operators. Of course, I will present to you my prepared remarks, however, these remarks may be essentially academic in light of a news release, parts of which I would like to read to you. Washington, D. C., The Department of Health, Education, and Welfare today announced proposed new regulations to reduce occupational health risks to workers in the U. S. mining industries by requiring the removal of all diesel powered equipment from American mines by December 31st "While we do not have complete and conclusive information to quantify these health risks we feel it is prudent to undertake this restriction on the use of diesel powered equipment without waiting for the completion of studies that are currently underway to identify and quantify these health risks," said a Department spokesman. HEW has been concerned about the health risks of diesel emissions in the underground coal mines for some time and have investigations underway designed to conclusively demonstrate the nature and magnitude of any health risks. However, HEW has decided to proceed with these regulations without waiting for the final results of these investigations. Further, HEW feels there is sufficient probability that diesel health risks do exist in all mining applications and consequently, the proposed regulations will apply to all surface and underground mining operations. It goes on a little further and indicates that due to the necessity of finalizing these regulations without delay, a period of fifteen days has been provided to receive comments regarding these proposed regulations.

Computer applications in the past five to seven years have become a typical and necessary practice in most modern geological offices. Manual calculations, interpretations and plotting of data can be, at times, quite tedious, inefficient and lacking in ac- curacy. The introduction of geostatistical and geological software can eliminate these problems. Computer applications in the uranium industry are not new; however, they are constantly being developed. A variety of soft- ware programs are available. Generally, these programs support most geological and geostatiscal applications in uranium mines. The Rabbit Lake Operation - Eagle Point mine in Northern Saskatchewan is a high grade mine, as one such case. Computer applications at the Eagle Point mine have been a mainstay in the geology department, since the mine's collaring in 1991. This paper presents a discussion on descriptions of programs, operations and applications of computers. It also explains and de- scribes the radiometric equipment used at Eagle Point. This pa- per will demonstrate how, by using computer systems, mine site information flows reliably with the involvement of computers.

Inflation has received much attention due to its effect on capital budgeting, associated cost overruns, and declining real profits. This study focuses on the effects of inflation on the evaluation of a mining investment and the estimation of a mining project's revenues. The study indicates that the best method for estimating future returns is the fore- cast dollar scheme. In this scheme, the metal price was held constant, and the operating costs were "inflated" along a historical regression line. The conclusion was reached by comparing the "actual" performance of a 3000 tpd (tonnes per day) lead mine model with 'its estimated performance during four time periods (1950-1960, 1955-1965, 1960-1970, 1965-1975). The individual data files for each time period and estimating method (6 files by 4 time periods) were pro- cessed by a suite of cash flow computational and investment analysis sub- routines. The analysis presumed that the mine was part of a large corporation which could utilize the expensed, development and exploration costs and any investment tax credits, in the year that they were incurred.

All of Canada's older uranium mining areas have been intensively prospected and known outcrops have been repeatedly examined. The only ground in these areas which has not been explored is that which is covered by water or other overburden. The discovery of new mines in these areas will, in the author's opinion, depend on the development of new geophysical or geochemical tools capable of locating uranium deposits which are-buried beneath tens to hundred of feet of overburden. Such tools would be extremely useful in Saskatchewan's Cluff Lake and Wollaston Lake areas. Uranium has recently been discovered in significant quantities in these regions but exploration is made extremely difficult and expensive by an almost uniform overburden cover. The author's experience has been confined to Canada but apparently a subsurface uranium prospecting method could be widely exployed in the western United States and Australia as well. Radon-222 measurements have been used for more than a decade on practically a worldwide basis in an attempt to obtain a useful method for subsurface uranium prospecting. It is well known that ha-222 produced by buried uranium deposits can diffuse through an overburden cover so that it can sometimes be detected at surface. An advantage of this method of prospecting is that Rn-222 can be detected with a simple scintillation, ionization or semiconductor detector. One of the essential weaknesses of the method is that the mean diffusion path length of Rn-222 is limited by its very short (3.8 days) half life. For a deeply buried deposit, vitually all of the Rn-222 atoms will decay before reaching surface and, therefore, such deposits cannot be expected to produce a detectable radon anomaly. Thus, except in unusual cases where groundwater or ground air flow assists the movement of radon towards surface, the depth of exploration is probably limited to ten or twenty feet of overburden cover. The high solubility of Rn-222 in water is also a source of difficulty. In an area where overburden covers bedrock with water saturation of the lower overburden levels, the radon will simply dissolve in the groundwater, and soil gas readings at surface will indicate falsely low

Beneficiation studies were made by the Bureau of Mines to develop a process for concentrating phosphate minerals from the altered rock of the Phosphoria Formation. This report describes research on intermediate - and marginal-grade ores from southeast Idaho, The process developed consists of attrition scrubbing and sizing to produce a coarse concentrate; desliming at about 800 mesh (18.5 microns); flotation of the fine sands; roasting of the combined concentrates for removal of organic carbon and combined water; and leaching with SO2 for removal of magnesium and nonapatitic calcite. Results of continuous tests on three different ore types showed that approximately 80 percent of the available phosphate can be recovered at a grade suitable for phosphoric acid production. While leaching with SO2 is not necessary for all ore types, it is an important step in purifying concentrates containing excessive magnesium.

History The breaking and shaping of rock was one of man's earliest occupations. In the Paleolithic Age long before the dawn of history, arrow¬smiths and the makers of stone axes, hammers, knives, scrapers, spears, and borers were highly respected members of society. In early historical times stones for building blocks, roads, and city walls were shaped by slaves and convicts, who also did most of the mining. However, great artists erected beautiful stone sculptures, while gifted architects planned imposing temples and monuments. Until well into the 19th century nearly all rock was broken laboriously by hand. The small rock required by John MacAdam for his macadamized roads in England in the 1820s was produced by women and boys seated alongside the roadside with hand hammers and legs wrapped with rags. Eli Whitney Blake, a nephew of the Eli Whitney who invented the cotton gin, developed the first successful jaw crusher before 1870. The gyratory conical crusher soon followed. Comparative tests established its large capacity advantage over the jaw crusher, as well as its greater cost for a given feed size. Both types have been in use for more than 100 years. Crushing rolls appeared before 1900. Thomas A. Edison made very large diameter rolls which were excessively long; they failed because of shaft deflection. Various types of disk crushers and edge runner rolls appeared about this time. The older methods of reducing rock were adaptations of other processes. The stamp battery of dropping weights effected crushing by simulating heavy hammer blows; the much earlier arrastre, in which heavy stones were dragged in a circular path over the ore by animal power, came from the prehistoric method of grinding grain between two rubbing stones, while the jaw crusher was adapted from simple squeezing devices. But the tumbling grinding mill was not just an adaptation; it was an invention, because it required thinking on a somewhat higher order-there was no prototype. Its nearest antecedents were probably the small closed tumbling drums used in England more than a century ago for cleaning and polishing small iron castings. The date of the first tumbling mill actually used to grind rock is unknown, but it was later than the American Civil War (1861¬1865). It was almost certainly a closed or batch mill in which rock was placed and rotated until it reached the desired particle size. It could have been operated either wet or dry. The first published refer¬ence to such a batch mill was one introduced by Alsing in England (1870) for the grinding of calcined flints for pottery work.21 There are several rather indefinite reports of grinding mills in the early 1890s, including an overflow ball mill in the Helena and Livingstone reduction plant in Montana which may have been the first of its kind. 11 Many of the first mills, which were called tube mills, used hard rock both as grinding media and as mill lining. The rock used was preferably stone from the Normandy and Danish beaches, when it could be imported. This remarkable siliceous stone was already widely used for grist mills throughout America, and its resistance to wear was greatly respected. The decade of the 1890s saw the development of tumbling mills with continuous feed and discharge and their extension into different industrial uses. By 1895 some experience had been accumulated. Iron grinding balls were being tested and the proper speed of rotation was being determined. The Clark Patent tube mill was featured in an E. P. Allis bulletin of 1890, which may have been the first published description of a tube mill. More than 1,000 Gates tube mills had been built by Allis-Chalmers before 1913. Many of these were used in gold mining, espe¬cially in South Africa. The 5 x 22-ft size was particularly favored for grinding portland cement; the use of tumbling mills in the manufac¬ture of cement began about 1900. A great deal of attention was paid to the mill lining. Metal was then relatively expensive, and the general approach was to trap some of the rock grinding media into mill lining pockets. This rock would then absorb the wear and protect the metal lining. In the first ten years of the 20th century there were several different types of pocketed liners, with different manufacturers advancing the superior claims of their patented arrangements. The Osborne liner, developed in South Africa, was probably the most successful. 21 Another item which attracted much attention was size classifica¬tion within the mill and in ancillary equipment attached to the mill and rotating with it. The Krupp type, with interior screens protected inside the mill lining, was developed quite early in Germany, possibly before 1890. The Dorr reciprocating rake classifier (1907) had not yet been invented, and many strange and impractical screening and classifying devices were proposed. In these unsatisfactory machines the two separate processes of size reduction and classification were combined into one operation. It was many years before recognition came that a machine is most efficient when it is designed for one specific purpose. There was much industrial wastage before the opera¬tions of grinding and classification were finally separated. After 1900 the grinding of portland cement raw material and of cement clinker required large numbers of tumbling mills. Most of the raw material was then ground dry. This was also the heyday of gold mining. The old stamp mills that were used in great numbers for grinding gold ore did not grind sufficiently fine to liberate all of the gold, and the new tube mills were installed following the stamps. After 1910 larger diameter tum¬bling mills with larger grinding media were developed. These could receive the finely crushed ore directly, and the inefficient stamp batter¬ies were gradually eliminated. The Rand in South Africa was the greatest gold producer, treating immense quantities of rather low-grade but consistently free milling gold ore. The first tumbling mills, or tube mills, went into operation there in 1904. They were so successful that within a few years no new stamp batteries were installed in the district, even though old ones continued to pound away until after 1950.3 The early tube mills on the Rand all employed Normandy or Danish pebbles, which had to be imported at considerable expense. Their reported wear was as low as 4 lb per ton ground. 4 Many of the mills were lined with the same tough Danish stone cemented into place, while others used the pocketed steel Osborne liner. It was in 1907 on the Rand that an important test was made using hard native ore for grinding media in place of the expensive imported pebbles. 3 This ore, called banket, did not wear as well as the renowned Danish pebbles, but the cost per ton of grinding was definitely reduced. Many of the tube mills on the Rand were soon grinding with native ore. This was the beginning of the development now called autogenous grinding, in which the ore grinds itself. This is treated under a separate heading. See Subsection 3C, Chapter 4. Gold mining was important in America also, and its grinding history follows that of the Rand. Danish pebbles were replaced by native ore in Santa Gertrudis, Mexico, in 1913, 4 and in Consolidated Gold Fields, Nevada, in 1914. 5 Other properties followed suit. However, it gradually became apparent that the capacity of a given mill could be almost doubled if rock grinding media were re¬placed by cast iron or steel grinding balls. In order to increase plant grinding capacity many rock media mills were converted to iron grind¬ing media in the second decade of the present century. In some mills the motor size was doubled; other mills were cut in two and another motor was provided for the second half. Grinding mills began to assume a more modern appearance. Crushing rolls were formerly much used following crushing in jaw or gyratory crushers and preceding grinding in ball mills. How¬ever, the roll surfaces wore rapidly, and skilled maintenance was required to obtain even wear. Rod mills could take feed of the same crusher product size and reduce it finer. The bentonite industry in Europe includes both the smectite and hormite groups of clay minerals. The smectites are, essentially, a compendium of cationic differentiatable montmorillonite platelets which can be expanded in liquid media, whereas, members of the hormite group are characterized by fibrous and chain structured lattices which are non-expandable. As was pointed out in the March '78 issue of Industrial Minerals, each of the minerals in these groups has acquired a variety of names due to historic or regional usage.

Like most major firms engaged in project management, Dravo Corporation faces a constant challenge to keep its management systems in tune with the ever-increasing demands imposed by larger and more complex projects. This paper suggests that one of the key elements in meeting this challenge is more effective organization of project data. It reveals some of the details of a program at Dravo's Minerals 6 Metals Division which seeks, through better organization of project data, to improve Dravo's capabilities in estimating, cost control, scheduling, performance reporting and material control. In particular, this paper discusses ideas Dravo is developing for improved job numbering, codes of accounts, requisition and purchase order numbering, inventory cataloging, and employee/badge numbering.
