The author is the leader of the Extractive Industries Task Force of the International Valuation Standards Committee. The Task Force has developed an Extractive Industries section for inclusion in the International Valuation Standards (IVS). The Extractive Industries Guidance Note provides comprehensive standards for valuation of all minerals and petroleum industry property types for all valuation/appraisal purposes. The document is scheduled for release as an exposure draft for public comment by December 2003, then it will be finalized for publication in the IVS in mid-2004. This paper discusses the content and philosophy of the Extractive Industries Guidance Note within the context of the framework of the IVS. It also discusses the international implications and implementation of this IVS addition.

In the past ten years about 3000 wastewater treatment plants have been built in Poland. The result of this development has been a massive increase in overall sludge production. According to data supplied by the Ministry of Environmental Protection, 400,000 dry tons of sludge are generated every year in Poland (Koblak-Kalinska 1996). Still it is difficult to estimate the amount of sludge, which is used in agriculture or for reclamation purposes. However, it can be assumed that this comes to no more than 10 percent of all sludge produced in Poland on a yearly basis. Thus it became obvious that an urgent solution to this problem was needed. Local authorities in Silesia realized in the early 90?s that a demonstration was necessary to encourage the proper utilization of sludge. This was the basis for establishing the Biosolids Subpart of the Silesia Project, which addressed the use of biosolids in the reclamation of mining and smelting dumps (Stuczynski et al. 1996). Metal waste sites themselves are known to contain more than 87 million tons of waste (Pistelok et al. 1995). Each year this amount increases by approximately 400,000 tons. We realized that a simple solution for stabilizing these sites would be to cover them with vegetation in order to reduce leaching of toxic elements, as well as to keep metallic fugitive dust from entering the environment. The reclamation of smelter waste sites, which was carried out within the framework of the Silesia Project was a joint effort of local government, industry and international research institutions/agencies, including the US Environmental Protection Agency (EPA), the Center for Research and Control of the Environment (OBIKS), Virginia Polytechnic Institute and IUNG. One of the goals was to evaluate the possibility of adapting the rules of sludge management currently used in the United States to conditions commonly found here in industrial regions of Poland. However, the main objective of the Silesia Project was the development of guidelines concerning all aspects of sludge use for the reclamation of degraded lands and waste sites. Biological aspects related to reclamation of metal waste with the use of biosolids will be discussed in this paper.

SOLUTION MINING Solution mining techniques present a means of extracting soluble ores, particularly such materials as salt and potash, from horizons which are not accessible by conventional mining. In the process of dissolving materials, it is evident that solution may be complete or partial. In general, the solution mining operations described in the following section relate to complete solution of the desired compound. Even though the solution of material is complete, there may be instances in which insoluble material is present to a large extent either as granular separated particles or as insoluble layers. The process required for obtaining the desired product involves access wells to reach the deposits, sufficient water supply to yield the production goals, and the development of an underground cavity. The process of solution mining, therefore, depends to a great extent on three factors: availability of a relatively pure strata or formation of salt or potash to be mined, access well or wells, and adequate control of the solutioning process so that enlargement of underground cavities can be fairly well delineated. Since halites represent the most general ores mined by this procedure, the considerations which follow are based primarily on the production of sodium or potassium chloride. The producing formations may be in the form of bedded evc~porites wherein the salt member may be some 30 to 500 ft thick or from salt domes in which great depths of salt occur. Solution mining has been carried out to depths of nearly 10,000 ft. The recovery of saturated brine from wells drilled to effect the solution-mining process leads to further processing. In many instances, the procedures are relatively simple and involve simple recrystallieation or fractional crystallieation, while in others more complex flow systems are required before a final product is obtained. The intent of this section is to provide information relative to the basic procedures for obtaining materials which are soluble in water and to acquaint the engineer with the various aspects of the overall problem which in many instances, may become quite complex and present numerous difficulties. The storage of fluids, particularly hydrocarbons, underground has proven to be a very important part of industry operations. Cavities formed in salt provide excellent storage facilities. The formation of well-defined controlled configurations of such cavities has been possible because of better understanding of the solution process, wide experience gained over nearly 30 yr, and improved technology in drilling and completing wells, surveying caverns, and the operation of numerous types of systems. Solution mining techniques will improve in the future. Many facets of the simple operation of pumping solvents and extracting valuable minerals require further study. Developments undoubtedly will occur to further the processes of mining by solution. In addition to those whose names appear in connection with the individual subjections which follow, a major role in assembling and processing the material in this section was played by Dr. D. A. Choosing a mining method for an underground orebody is a complicated and often iterative process. Advances in technology have given design teams an array of possibilities for methods and equip¬ment. Hecla Mining's discovery of the deep Gold Hunter ore body challenged the staff at the Lucky Friday Mine to determine the optimum mining method. Taking an ore body from prospect to production requires traditional resource characterization. This includes drilling, delineating and modeling. Developing the mining plan is an evolving process, changing with each new piece of in¬formation as the project progresses through exploration and development. The Gold Hunter deposit is a steeply dipping vein system in the Wallace Formation of Idaho's Coeur d'Alene mining district. Gold Hunter is a misleading name for the ore body. The vein is a silver-rich, lead-zinc deposit with only traces of gold. The Gold Hunter ore body is located about 1.6 km (1 mile) north to northeast of Mullan, ID. The ore body is mined from the Lucky Friday Mine, located 0.4 km (0.25 miles) east of Mullan. Mining began on the vein from an access drift driven from the Lucky Friday Mine's 4900 level. Production from the ore zone is projected to be 771 t/d (850 stpd). The Gold Hunter ore is combined with Lucky Friday ore and milled in the Lucky Friday mill. The combined ore boosted Lucky Friday's 1998 silver production from 62.2 t/a (2 million oz/year) to more than 124.4 t/a (4 million oz/year).

The prototype of an expert system, designed to assist layout planning of face operations, is presented. By specific combination of knowledge-based and conventional EDP techniques it has been possible to extend the known Kepner-Tregoe method up to the determination of mature layout solutions in difficult planning cases. It has been proven that the presented strategy - which can be applied to any kind of problem with similar structure - is apt to provide efficient EDP support for handling complex mining problems. Such support goes far beyond the purely numeric evaluation of envisaged alternatives.

"Researchers at the National Institute for Occupational Safety and Health (NIOSH) have advocated the use of instrumentation in underground mine ground control studies to aid in understanding failure mechanisms and to calibrate numerical models. The purpose of these efforts is to reduce accidents and fatalities in underground mines resulting from inadequate design of mining layout or supports. A recent examination of some results of stress change measurement raised some questions about the validity of elastic solutions in ground, such as coal. Particularly under deep cover as is prevalent in the western United States, the coal around a borehole would likely have yielded so that post-yield behavior would govern the response of the instrument.A numerical experiment was conducted by NIOSH researchers using the FLAC software (Itasca Consulting Group, 2016) to investigate the response of the borehole pressure cell (BPC) and the biaxial stressmeter to varying degrees of plastic behavior. The pre-encapsulated BPC cell pressure exhibits increasing departure from the elastic case with decreasing post-peak-strength slope of the stress-strain curve. On the other hand, because the BSM usually provides much more confinement to the surrounding rock than does the BPC, the measurements obtained from the BSM do not depart significantly from the changes in secondary principal stresses and directions as calculated by the elastic solution.INTRODUCTIONSeveral years ago, Larson et al. (2000) described several instruments that NIOSH had used in underground field studies and how to monitor them with dataloggers. This information is still relevant because of the need to understand how excavation affects the stability of mines and thus, the safety of mining personnel. One class of instruments described in that paper includes those instruments that measure change in rock stress. Although several such instruments might be used to measure stress change, the focus of this paper is on two instruments with which NIOSH has had more recent experience—the borehole pressure cell (BPC) (Geokon, 2018a; RST Instruments, 2018) and the biaxial stressmeter (BSM) (Geokon, 2018b). Other instruments, such as the CSIRO hollow inclusion stress cell (HICell) (Earth Sciences, 2019; Worotnicki and Walton, 1976) may be included in future studies.Early studies in the development of the BPC were those of Panek and Stock (USBM, 1964), Sellers (1970), Lu (1984), and Babcock (1986). Babcock’s work is particularly useful, but his setting and testing range was far below what we experienced in the NIOSH study, and it was Babcock’s data reduction scheme from his laboratory experiments that was used to calculate stress change in the NIOSH study (NIOSH, 2019a)."

The ore reserve modelling of stratiform uranium deposits to be mined by selective underground mining methods must be done with consideration of the erratic nature of the ore-forming processes that produced the mineralization. Estimation methods that model the uranium grade as a smooth transition between high-grade and low-grade drill hole intercepts tend to greatly overestimate the ore tonnage. Care must be taken to first establish realtistic ore pod geometries and then estimate the grade of the reserve units within the pods.

This 1988 survey provided a cross section of computer software use by the US coal industry. From 1250 mailed questionnaires, 171 responses were received, representing a 4.9% sampling of the 3496 US coal mines. Since the distribution of responses by regional stratum matched well with the distribution of mines by stratum, the survey was given statistical validity. A statistical description details the computer use by region, mining type, organizational size, the level of application within the organization, the type of software application used, the variety of computers on which the software was used and the percent of users within engineering, management and general applications categories. Overall, 63.5% of the respondents use computers at some level in their organizations. All of the mines producing more than 454 kt/a (500,000 stpy) used computers. However, for those producing more than 9 kt/a (10,000 stpy) but less than 91 kt/a (100,000stpy), only 44% used computers. Generally, the software applications were still data-processing oriented. The application sophistication grew with increasing mine size. Computer system models and configurations for different sized organizations are recommended based on the configurations used in the industry at the time of the survey.

Carbon dioxide capture from coal-fired power plant flue gas and subsequent sequestration is expected to play a vital role in mitigating global climate change. To meet the growing need for CO2 capture Technology, Michigan Technological University is researching CO2 capture and Utilization. We have successfully converted CO2 into oxalic acid using an electrochemical approach. If oxalic acid can be produced in bulk from CO2, it can be used to leach rare earth minerals at low cost. Electrochemical reduction of CO2 to hydrocarbons and other chemicals is a complex multistep reaction with adsorbed intermediates. The exact reaction mechanisms leading to various products are not clear from the literature to date and will likely change over the range of conditions like pH, electrode potential, electrolyte medium, catalyst, etc. In this paper, we will present an idea of how the factors mentioned above will effect the electrochemical reduction of CO2 to Oxalic acid. INTRODUCTION. CO2 is thermodynamically quite stable, as shown by its highly negative heat of formation. Thus, it is expected that the formation of any useful chemical from CO2 will require the input of at least as much energy as geological sequestration. However, to be more effective the resulting economic value of the chemical need only pass the cost of the additional energy required beyond geological sequestration. This lends itself to two extremes: one where the quantity of energy required is low and one where the economic value of the additional energy is low. It is expected that CO2 can be reduced via electrolysis to several compounds. Of particular interest are formic acid, oxalic acid, methanol, ethanol, formaldehyde, and carbon monoxide (as a component to syn-gas). These chemicals have been reported as electrolytic products previously in literature and have considerable potential for application. EXPERIMENTAL Electrocatalytic Production of Oxalate from CO2 We are using membrane electrolysis cell to produce oxalate from CO2. A membrane electrolysis cell is a 2-chamber electrolysis cell where the chambers are separated by a selectively permeable membrane. To produce oxalate, a cation exchange membrane (which selectively exchanges cations) was used. Previous literature suggests that in the cathode chamber an organic electrolyte, such as tetraethylammonium perchlorate or tetraethylammonium bromide in dimethylformamide, are preferred3. In the anode chamber, a sodium hydroxide solution water is used. Carbon dioxide is then bubbled into the cathode chamber as a current is applied.

An increasing number of water pollution control systems are certain to be installed by many industries in the future because of new federal, state, and local government regulations, and because of the rising general concern about the deterioration of our water resources. Extensive engineering, some of it based on methods not yet developed, will be required if these new systems are to provide optimum pollution control. Capital cost, operating cost, and present and future regulatory requirements will be primary factors to be considered by engineers. This paper outlines procedures and gives examples of advanced engineering practices that have achieved efficient pollution control systems in the steel and nonferrous industries.

Cyclones installed in three closed- circuit grinding systems were changed from conventional, vertical mounting to horizontal mounting with a favorable improvement in classification efficiency. In two of the installations, apex plugging problems were eliminated because horizontal mounting permit- ted the use of much larger apex orifices. Marked reduction in circulating load was accompanied by greatly reduced maintenance requirements for the cyclone and the cyclone feed pump in one of the installations.

A description is given of an experimental ventilation control system designed, built, and tested by WVU under United States Bureau of Mines sponsorship. A description is given of the control, system used and the mine-wide microcomputer-based ventilation monitoring system used with it. Test results of experiments conducted with this system at Eastern Associated Coal Corporation's Federal No. 2 underground coal mine are presented. In addition, a brief description is given of a new microprocessor based system presently being tested.

Systematic roof bolting has proven to be a very effective method of mine roof control; however, major roof failures still occur and roof falls still remain the number one occupational hazard of underground miners. Why do some bolted mine roofs fail, while the vast majority of bolted mine roof remains stable and safe to work under? Observations of numerous roof failures indicate that most of the major roof failures* are associated with either: 1) Jointing, faulting or other structural fracture zones; 2) massive shale beds of lenticular structure, or 3) thinly laminated sand-shales. The jointing and faulting present an obvious weakness in the roof rock structure; whereas, the massive shales and laminated sandy-shales create a roof structure with low shear strength and/or modulus of deformation. An observation of major significance is that most bolted mine roofs fail as a unit, and that the thickness of the fall is roughly equivalent to the roof bolt length (See Figure 1). In fact, several operators have experienced the phenomenon of an increase in roof fall thickness with an increase in roof bolt length.

"Froth flotation is a process in which valuable minerals are separated from gangue minerals on the basis of surface wettabilities. It is a universally accepted process for the beneficiation of coal. The large amount of coal fines that have been generated from both mining and beneficiation processes has been reported as a chronic problem to both fine coal preparation and utilization as these fines contain a high amount of ash forming minerals. The current study investigated the potential application of Synthetic Bio-compatible Polymers as slime depressants in fine coal flotation for the possibility to enhance the combustible recovery and ash rejection. Raw coal samples containing 21% of ash-forming minerals were crushed, grinded and floated in the presence of Chitosan polymer. Flotation tests were carried out in D-12 Denver flotation cell with 1-Liter capacity. Flotation outcomes were studied as a function of polymer concentration. Box-Behnken factorial method was used for experimental design. Second order response functions were produced for ash% and combustible recovery. The results obtained from this study demonstrated positive influence of chitosan polymer on ash% and combustible recovery. Ash % was decreased by 3.32 % while an increase of 48.15 % in combustible recovery was observed when chitosan was introduced in the flotation process. INTRODUCTION Froth flotation is a widely used method of separating minerals by utilizing the difference between surface wettabilities [1], [2].Modern mechanized mining and ore handling operations produce large amounts of coal fines which in the past were not processed but discarded as waste[3]. Even though flotation is the best method of beneficiation for coal, it can be challenging in case of fine coals. In fine coals, slime coatings of colloidal mineral matter exist on the coal surface. These coatings render the coal hydrophilic, hence reducing flotation efficiency and recovery. Of late, different researches have been using biodegradable polymers to determine their feasibility in enhancing fine coal flotation efficiency[4].Naturally occurring and synthetic polymers, for example, polyacrylamide-based polymers, have been widely used in flotation as multifunctional reagents[5],[6],[7]. Hybrid polyacrylamide polymer has been successfully used as a depressant for ash forming minerals in fine coal flotation[3]. Recently, chitosan has been successfully used in flocculating quartz particles to produce faster settling rates of fine tailings [4]."

Several zinc showings, exhibiting many similarities to the well-known Balmat-Edwards zinc deposits of New York State, occur within the Grenville Supergroup strata of the Mont-Laurier Basin, Quebec. Metallogenic mapping programs have revealed much of the stratigraphic control of this mineralization. This control is observed on both regional and local scales. At the regional scale, these showings are confined to the perimeter of the Mt.-Laurier Basin, while at the local scale, a definite association between the zinc mineralization and dolomitic marble horizons is clearly exhibited from detailed mapping. These new exploration guidelines have proven to be useful for base-metal exploration in the Mt.-Laurier Basin and should be applicable to the entire Grenville Province.

"While many classic mineral processing circuit design approaches rely on deterministic methods, numerous studies have shown that the uncertainty inherent to the various input parameters can significantly influence design decisions. In a separation circuit, many of the technical uncertainties can be mathematically represented as statistical distributions for the unit recovery and feed grade. These uncertainties are then propagated by the circuit design and reflected in the circuit performance indicators, such as product grade and global recovery. An effective design strategy entails identifying which units are most influential in this uncertainty propagation and thus merit further consideration. Unfortunately, few analytical tools provide this information, particularly those that rely solely on deterministic methods. However, one promising approach is through the application of Taguchi’s method, in a fashion similar to statistical tolerancing of manufactured products. Since the technical challenges are fundamentally similar, Taguchi’s method shows promise in evaluating the level of compounded uncertainty by various circuit designs while determining the role of each separation stage on the overall selectivity and variability of separation circuits. This paper demonstrates Taguchi’s method in several two and three unit circuit designs. INTRODUCTION AND METHOD DESCRIPTION Uncertainty in Mineral Processing Circuit Design Analysis and estimation of uncertainty propagation in mineral processing separation circuits is an essential and significant aspect of an optimal circuit design procedure. Most of the current circuit design methodologies have been constructed, implemented, and validated using a deterministic modeling approach. However, numerous studies have shown that the inherent uncertainty induced by uncertain design parameters can be a significant factor in many mineral processing applications (e.g. Kraslawski 1989; Xiao and Vien 2003; Ghaffari et al. 2012). Thus, an effective circuit design methodology must be able to quantify uncertainty in separation circuits with limited input data. This paper describes Taguchi’s method, as an experimental design technique, to approximate uncertainty in mineral processing applications, and then the similarity of results between Taguchi’s method and Monte Carlo Simulation is investigated. Monte Carlo Simulation The term “Monte Carlo Simulation” has been used to refer to a variety of stochastic simulation methods spanning a broad array of business, technical, and scientific domains. Most generally, Monte Carlo Simulation refers to numerical analysis which is based on (pseudo) random sampling from a domain of input parameters with a known statistical distribution. This methodology allows one to determine the distribution of expected results from a standard deterministic process model. Execution of a Monte Carlo simulation begins by identifying the domain of input parameters, statistical distributions for each parameter, and a deterministic process model which describes the anticipated result as a function of the inputs. Next, one discrete random sample is taken for each input parameter, considering the input distributions. The process model is then solved for this mix of input parameters, producing a single simulation result. This procedure is then repeated a “large” number of times, utilizing new randomly sampled input parameters for each simulation iteration. Once the desired number of iterations is reached, the results of each independent simulation are aggregated to produce descriptive statistics such as minimum, maximum, mean, standard deviation, kurtosis, and other distribution parameters. Given enough iterations, the Monte Carlo method fully explores potential synergies between the input parameters. The flotation behavior of quartz in the presence of alkyl ammonium acetates as a. function of alkyl chain length has been interpreted in terms of hemi-micelle formation at the solid-liquid interface. The van der Waals cohesive free energy that is responsible for hemi-micelle formation has been found from these results to be 1.02 kT per CH group. This 2 is in excellent agreement with literature values obtained from research on the properties of micelles in bulk systems.

As the environment conditions deteriorate with the intensification of mining, the problems of mineral resources protection and the development and introduction of various bio- technologies are becoming more pressing This paper is devoted to the description of an ecological simulation system, related to the exploitation of a mine in a given region. We suggest mathematical tools for solving the main problem, namely an expert system, providing the simulation of ecological models for the mining complex. On the basis of the suggested models, algorithms, and software facilities, numerical modeling was carried out, as well as systematic investigation and processing of the mining activities of the complex. AS a result of this work we have obtained more effective parameters of technological and economical measures of environmental protection.

"The most important impact on the environment of a tunnel excavation is the creation of surface settlements. Nowadays, the mechanized tunneling allows minimizing the settlements, applying a confinement pressure which counterbalances the ground de-confinement. It is thus essential to determine the correct amount of confinement pressure. In this paper, the authors present a 3D numerical study simulating the EPB-TBM excavation of a water tunnel, in the Flanders clays (north of France). Firstly, a simplified 3D simulation, based on the concept of instantaneous longitudinal settlement curve, was performed to predict the surface settlements for different values of heading confinement pressures. Secondly, the same pressures were tested by the EPB-TBM in a monitoring zone. The comparison between the prediction settlements and the measurements was very satisfactory and allowed validation of the numerical approach and the choice of the optimal confinement pressure value for a sensitive area of the project. INTRODUCTION The excavation of a tunnel can create displacements of the surrounding soil which may affect existing structures and generate unacceptable dysfunction. The development of the closed shield tunneling has permitted to reduce the volume loss generated around the excavation and consequently the surface settlements. In this case, as explained by different authors (Clough et al., 1985; Kastner et al., 1996; Mair and Taylor, 1997), the ground movements are influenced by the TBM works: the heading confinement pressure, the shield overcutting and conicity, the annular void grout injection parameters, the segment concrete lining rigidity, the consolidation of the grout. Hence, in the tunnel design, it is important to take into consideration these different processes of the excavation works to simulate correctly the tunneling process."

The leaching of heaps or sub-marginal waste ore dumps as it is practiced throughout the Southwest as well as other parts of the world, is the major method of secondary recovery of copper. In 1970, twenty percent of all domestic copper was produced by dump leaching operations (l). In recent years, this method has been successfully extended on a limited scale, for the recovery of uranium from low-grade ores (2). It is inevitable that this technique will be increasingly employed in metal production to satisfy the insatiable demand of our mineral based society. Although dump and heap leaching has been used effectively for some time (3) , its application has been more of an art than a science. Therefore, it is essential that we learn about the important factors and parameters affecting this versatile process so that we may make increasing use of this technique in the future. The dump or heap leaching process encompasses the preparation of ore for-subsequent inplace leaching, the flow of solutions and ionic species through porous rock masses, the leaching of minerals with inexpensive and, if possible, regenerable lixiviants under prevailing conditions of the inplace environment, and the recovery of metals from the pregnant liquors. It is evident that this comprehensive scope of dump or heap leaching falls under the realm of interdisciplinary science and engineering requiring the application of the principles of physics, mineral engineering, hydrology, computer modeling, operations research, economics, and allied disciplines.
