"INTRODUCTIONThe U.S. Bureau of Mines (USBM) was established in the public interest to conclude inquiries and scientific and technologic investigations on mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increaseee efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the U.S. Bureau of Mines to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, USBM reports the findings of its research and investigations in its own series of publications and also in articles that: appear in scientific, technical, and trade journals; in "" proceedings of conventions and seminars; in' reference books; and in other non-USBM publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make this kind of list both necessary and valuable.This edition describes reports and articles published during calendar years 1992 and 1993. It supplements the 50-year list of Bureau publications from July 1, 1910, to January 1, 196O 2; and these 5- year lists of publications and articles: from January 1, 1965, to December 31, 1969 4, from January 1, 1970,to December 31, 19745 , from January 1, 1975, to December 31, 1979 6 , from January 1, 1980, to December 31, 1984 7 , and from January 1, 1985, to December 31, 1989 8."

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." My presentation is from the viewpoint of the industrial mineral geologist, which is a relatively rare breed. Very few geologists become involved with industrial minerals for two reasons, I think: (1) Much of the industry utilizing non-metallic minerals has developed without the use of geologists in the begin¬ning and many of the management people, who generally derive from the processing plant supervision, tend to take raw materials for granted; and (2) non-metallic minerals are a very insignificant part of the curriculum of virtually all colleges granting a geology degree. One learns about the geology of industrial minerals by working with it. This "on-the-job-training" is probably best because it brings the geologist into close quarters with the production people and the production process. And the industrial minerals field has a distinctiveness when compared with the petroleum or metal mining field in that each deposit can yield a material differing in some aspect from that in any other or within the same deposit. The petroleum from a well in a given field will be similar to that from any other well, but a limestone on one side of a hill can differ signifi¬cantly in elemental composition, calcinability, soundness, specific gravity, or some other factor from the same ledge on the other side of the hill. This characteristic of almost certain variability creates problems sooner or later and provides for much of the employment of industrial mineral geologists. My job seen from the viewpoint of management is "Find us some rock we can extract and process at a profit." The industrial non-metallic geologist has much the same problems and approach as a detective. I do not mean the TV variety with the big mouths and the unfailing knack of spotting the wanted criminal immediately in a city of ten million people. Any real detective will tell you it takes leg-work, knowhow, and persistence to make a case. The same is true for the geologist who finds rock which can be quarried at a profit. Geological Survey Bulletin, Contributions to Economic Geology, 1906, and appears also, though in somewhat more extended form without illustrations, in that publication. ALTHOUGH the briquetting of coals and lignites has been carried on for many years in Europe, and has reached a particularly high state of development in France, Belgium, and Germany, it has made comparatively little progress in the United States. The causes for the backwardness of the United States in this regard are several, and first among them has been the abundant supply of cheap raw fuel with which the manufactured article has to compete. With our millions of acres of coal-productive territory, from which the product can in most cases be cheaply extracted, it has appeared in many districts more economical to waste the slack or culm, which con¬stitutes a considerable percentage -of the product, than to attempt to save it at the additional expense required for briquetting. It is for this reason that the view in all sections of the anthracite-region of Pennsylvania is marred by the unsightly culm-banks which encumber the ground, and that in some of the bituminous-districts one sees huge piles of unmarketable- slack allowed to burn up in order to get rid of them. When the coal is of a coking quality, or when the slack can be used for steaming-purposes, these losses are not sustained, but many thousands of tons of what might be converted into usable fuel have been wasted every year simply because of the increased expense involved in its preparation.

COAL MINING, with its some 15,000 employees, is directly responsible for the livelihood of one-fifth of the population of the Province of Nova Scotia and indirectly so for that of possibly another fifth. Deposits of coal are known and worked in four counties of the Province, from which is being produced yearly tonnages as noted below: Cumberland County 750,000 tons Piccou County 400,000 tons Inverness County 100,000 tons Cape Breton County 5,250,000 tons TOTAL FOR NOVA SCOTIA 6,500,000 tons Production in Cape Breton county is entirely from the one source, the Sydney coalfield, and not only is this field the most important in respect to output, as is disclosed above, but it is also the largest presently known deposit in the Province and holds the greatest tonnage yet in reserve for future mining. In the light of the above more or less generally known facts, it is trite to remark on the importance of the Sydney coalfield in the internal economy of the Province. On the other hand, not nearly as well-known nor as frankly recognized is its significance in the national life of Canada, for from this field is produced not only 80 per cent of the Nova Scotia coal but over 40 per cent of all coal mined in the Dominion. Another noteworthy comparison can be made from the fact that the Sydney field contributes 22 per cent of all the bituminous coal consumed in Canada, the remainder being made up of 7 per cent mined elsewhere in Nova Scotia, 27 per cent from other parts of Canada (British Columbia and Alberta, principally), while the remaining 44 per cent is imported, practically wholly, from the United States of America.

The selective placement of coal strip mine overburden is examined. Physical end chemical properties of spoil detrimental to revegetation and groundwater are detailed. The United States is divided into regions of similar problems. Five mining methods already used in the industry, that are capable of selectively handling; waste are examined in detail. Technical and economic comparisons are made for the systems when applied to realistic mine settings. The same analysis is conducted for five novel methods capable of selectively handling waste. Comparisons arc made between novel and existing methods. Suggestions for new and modified equipment are outlined. Recommendations for further research are provided.

A major highlight of Fiscal Year 1993 is the completion of a new research facility dedicated to the advancement of robotics research and development. This new facility brings to the U.S. Bureau of Mines one of the largest and most unique facilities of its kind in the world. Located at the Bureau's Pittsburgh Research Center, the facility consolidates under one roof, all of the resource requirements of a first class automation and robotics research program. The Mining Robotics Development Center (MRDC) is the result of a major renovation of a large under-utilized warehouse-type structure and brings together the laboratories and offices previously housed in five separate buildings scattered throughout the Pittsburgh Research Center's 238-acre site. This new facility will support the computer-assisted mining research program, a high priority, multi-million dollar program that is expected to have a high impact on the health and safety of miners and coal productivity.

THE Lake Shore mine has been developed by two vertical shafts, with level intervals at 200 feet to the 2200 level and at 125 feet below this horizon. A main cross-cut joins the two shafts on all levels to the bottom of No. 3 shaft, and opening into these cross-cuts are the ore passes and sand passes, which are completed from surface To the 4450 level. In the west part of the mine, additional connections have been made between No. 1 and No. 2 veins, through which the major part of the ore from No. 2 vein west is routed to drifts in No. 1 vein. With the lesser amount of stoping on No. 1 vein, this arrangement permits better haulage to be maintained. The ore passes are driven at 50 degrees from the ends of short cross-cuts off the main ones and are broken through to the levels above at the mouths of the short cross-cuts, to allow for dumping on each level. The passes are controlled at each level by ball-and-chain gates and deliver to crushers and thence to loading pockets, shown in Figure 1. That system is quite flexible in that it is possible to by-pass the crushers at any station and load from either shaft at a number of different pockets. The sand passes are driven from the main cross-cuts at the same inclination as, and parallel to, the ore passes. Each is equipped with a chute and dump hole, so that waste or sand fill may be loaded or dumped at each level. A transfer door, hinged on the bottom, is installed opposite the chute for by-passing fill from one level to the next, and in the closed position protects the opening at the top of the pass. The dump hole situated beside the transfer door is protected by a grizzly with 10-inch spaces. Waste rock may be withdrawn from the system through No. 3 shaft loading pocket at the 2950 level to a waste bin on surface. Levels are developed by drifts in No. 1 and No. 2 veins for their entire lengths. Subsidiary breaks are followed at a later date, when full information has been obtained by exploration, and a considerable amount of development by sub-drifts is carried out in the upper part of the mine, particularly in more or less erratic sections of No. 1 vein.

"I bid you a hearty welcome and I know by your attendance at these meetings you will gain a great deal of valuable information, as well as have a wonderful time. "We have been very ably represented by Mr. John H. Emrick as General Chairman, assisted by our good friend Mr. Fred W. Whiteside, our secretary and treasurer. I know they have worked very hard in selecting the various committees, who in turn - by the looks of our program have gone all out to prepare material that should be of great interest to us. I trust we will be attentive to the subjects presented and freely enter into the discussions, also relating our problems and experiences. I am sure this will prove both profitable and beneficial to all present. "The main purpose of these conventions is to become acquainted with each other, renew old acquaintances, talk over our problems, and have a little fun and relaxation from our every day routine. "Let us not forget the manufacturers, the distributors, the operators, or the press because it is through their splendid support that this organization is successful. "Since our last meeting we have gained many new members, whom we especially welcome. We are sorry to have lost a few. I am mindful, at this time, of two very good members from my home state who have passed away, Walter Wetzel, a former president of this institute, and Lee Alger, at the time of his death, Vice-President from Utah. We also lost very recently our assistant Secretary-Treasurer, Everret Davis. These men contributed a great deal to the institute and the coal industry in general. I am sure they are greatly missed by all who knew them."

Introduction In the following discussion, boiler-feed and mine waters will be considered from the point of view of the problems arising from the chemical nature of the mineral and gaseous impurities they contain. The theories underlying some of these problems will be reviewed for the purpose of getting a clearer concept of the problems themselves. Certain terms of a chemical nature, necessary to the discussion, will be explained on the assumption that they are not generally familiar to mining engineers. Finally, an attempt will be made to correlate theory and practice, with the abject of establishing certain limits to factors relevant to the problems, and to show that these limits are justified by practical experience. The general problems occasioned by the presence of mineral and gaseous impurities in boiler-feed and mine waters are: (1) Scale formation and corrosion in boiler systems. (2) Corrosion of mine pumps and pump fittings. These will be discussed separately. Boiler Scale Typical analyses of waters available for use in steam power-plants are given in the accompanying Table (Table I). All analytical data are expressed in grains per Imperial gallon. The bicarbonates of calcium and magnesium in the raw waters are shown as normal carbonates in the Table. Substances in the first five rows constitute the encrusting solids. All the waters listed in Table I would be classified as 'very good' in the schedule of classification for boiler waters adopted by the American Association of Railway Chemists in 1887. In spite of this classification, however, the waters contain sufficient encrusting solids to cause serious scale trouble after prolonged evaporation.

ONE of the most serious and important economic administrative problems facing American railway authorities to-day is that of their rails, and it is one to which much thought, is being given, not only by the executive officers of the railways and the manufacturers of the steel rails, but also by State and National commissions. It is realized by many and admitted by some that the present situation is one which cannot continue. The roadways of railways must be made more secure, or the weight of rolling stock and the speed of trains must be lessened; and the desired result must be attained with the minimum outlay of money, both in expenditure on plant and in cost of operation. If the investment per mile is too large, or through the lessening of tonnage and efficiency of equipment the cost of operation is too great, the desired and demanded cheap service cannot he rendered to the public. Therefore, the weight of equipment cannot be greatly reduced, and lessening the rapidity of service would be far from satisfactory; consequently, the safety of the roadway must be secured with the least practical outlay. It is imperative that the roadbed should be properly graded, with the fewest practically possible curves; that it should have good ballast, be well drained, have good ties properly spaced, and be laid with sound rails of suitable weight, efficiently joined together, and that the whole property be carefully and intelligently cared for. My province is to treat of the sound rails. During the last few years there has been renewed interest in and discussion of that question, and I know that many rail makers not only have been and are desirous of maintaining the highest standards of manufacture which they may have attained, but have been and are seeking to better their product, in several instances devoting much time and money to that end. At the same time, they realize that the cost of any improvement in quality which they may accomplish must be kept within certain commercial bounds; and that fact is as fully understood by their patrons as by themselves, and it should be kept in mind by all who discuss the question.

"As part of a Nation-wide program of the United States Government to develop natural resources, funds were made available to the Bureau of Mines for the investigation of the ""Reduction of Iron Ores by Solid and Gaseous Fuels."" These investigations are concerned with the direct production of iron from its ores without the use of a blast furnace. Many processes have been proposed for the low-temperature reduction of iron oxides, but few have been developed to commercial use. High-quality sponge iron is produced com-mercially only in Sweden.The cost of iron production depends in part on the grade of the ore and increases with decrease in grade. The substitution of cheap natural gas in a sponge-iron process for expensive coke in smelting in the blast fry pace would partly compensate for the use of low-grade ores. If a process can be developed in which inexpensive natural gas can be used as fuel and reducing agent, the large deposits of low-grade iron ore and the natural-gas resources of east Texas may be utilized in the commercial production of sponge iron.Sponge iron may possibly be used to supplement scrap iron, pig iron, or, in special instances, wrought iron. Sponge iron will vary but slightly in composition and will contain little or no nickel, cobalt, manganese, copper, and other allowying metals. It is becoming increasingly difficult to obtain choice scrap iron of nonalloy composition. Pig iron contains 1.5 to 3.0 percent silicon and 3.0 to 4.5 percent carbon. Sponge iron generally contains less carbon than pig iron.The Madaras Steel Corp. in Longview, Tex., built a set commercial-scale sponge-iron plant which was intended to be operated in connection with a steel foundry. The process is based upon the reduction of preheated iron ore, with hot reducing gases under pulsating pressure. Although the Madaras Corp. had previously experimented with the production of sponge iron by reducing the ore with pure hydrogen, several attempts to use a re-formed natural gas as the reducing agent in this pilot plant were unsuccessful. The Bureau of Mines leased this plant and conducted an extensive investigation of the Madaras process on a semicommercial scale.The experiments were not entirely satisfactory, partly because of mechanical difficulties and partly because the reducing gas was not of the best quality. However, much information on the production of reducing gas by re-forming natural gas and on the reduction of iron ore with re-formed natural gas was obtained.The sponge iron produced contained approximately 0.1 percent phosphorus; and, after melting in an electric furnace, the iron contained approximately 0.15 percent phosphorus. The results of attempts to improve the ore by ore-dressing methods were not encouraging."

Ore agglomeration has been used as part of the heap leaching process for the last 40 years. However, industrial experience shows that the lack of a universal agglomeration standard has limited the benefits of this, otherwise, valuable unit process. The more complex the ore, in terms of the nature and relative abundance of fines (<74 μm), the more important that the agglomeration product satisfies some minimal requirements. This paper presents an agglomeration scale that identifies the quality standards for agglomerates and documents the resulting mechanical, physical, and hydraulic (hydrodynamic) behavior associated with each level on the agglomeration scale. The hydrodynamic properties of an agglomeration product are critical for the proper design of a leaching operation and, as shown in this paper, can be used to select the optimal pretreatment method for a given ore sample. Agglomeration as a unit process not only allows better conditioning of the hydrodynamic behavior of the ore but also creates an opportunity for optimized delivery of reagents to kick-start the leaching process which may ultimately improve the economic performance of leaching. Industrial case data is used to demonstrate the shortfalls associated with low-quality agglomeration and the benefits of improved agglomeration which range from enhanced porous structure (better percolation and drainage characteristics) to better metallurgical response (faster kinetics and higher metal recovery). Proper agglomeration has been used to render otherwise untreatable ores into valuable leaching resources.

After evaluating preceding studies and designs of lightweight supports, ESD selected the all-hydraulic and the hydromechanical concepts for detailed design and fabrication. Further analysis and testing showed that the all-hydraulic design was economically justified and met all the crucial engineering, manufacturing, and design criteria identified during the evaluation phase. Following Bureau of Mines approval of the detailed design, four all-hydraulic support models were fabricated. Once functional and structural testing was successfully completed, 40 additional units were constructed and distributed for in-mine testing. The units were very well-liked by all three demonstration mines. The wide- spread interest in supports for seam heights greater than 8 feet led to expansion of the design data package. ESD designed four basic models to cover the new height range, but no hardware has yet been fabricated for the new design.

PRICES of quartz sold in the United States in 1938 ranged from $1.15 to $36,000 a ton. This startling variation was due simply to the differences between glass sand and rock - crystal, materials that are virtually the same in composition. It illustrates the complexities in qualities, uses, and values of industrial minerals. It is generally stated that mineral deposits are exhaustible resources which can never be replaced when depleted. This statement is no longer true with respect to certain industrial minerals now recovered in increasing quantities from that most inexhaustible of all sources of supply, the ocean. Salt has long been obtained from sea water, particularly on the Pacific Coast, and reference was made a year ago to the large bromine recovery plant at Wilmington, N. C. Now the Westvaco Chlorine Products Corp. is operating a large plant at Newark, Calif., having a capacity sufficient to recover daily from the ocean raw materials that will produce 60 tons of various magnesium products. Lime is used to precipitate the magnesia from salt-water bittern. The products are chiefly magnesium carbonate for chemical uses, periclase and other refractories, and oxychloride cement for flooring.

MANY of the gases and vapors used in anesthesia form explosive mixtures with oxygen or air. Sources of ignition for these mixtures always have existed in operating and anesthetizing areas. When ether was first introduced, candles,5 gaslights, and coal stoves caused fires and mild explosions of the vapor-air mixtures. Today the chief causes of ignition are electrical. Fires and explosions are still much too frequent; and, because many of the mixtures are rich in oxygen, the explosions sometimes are very violent. Obvious sources of ignition, such as electric-power sparks and arcs in open motors, switches, and receptacles, as well as exposed incandescent wires and hot plates, usually are recognized by hospital personnel and corrected. A source of ignition that is not so obvious to many is static electricity. Until quite recently the presence of this hazard in a large majority of anesthetizing areas was not even suspected. However, numerous explosions-many of them fatal to patients-have been attributed, with good reason, to sparks from static electricity.

T HE engineer of today is by his training, by his traditions, and by the service which he must render, irrevocably committed to taking his part in public life along with the members of the older professions of ministry, medicine and law. Nevertheless, in comparison with these: three, so long recognized as the "learned professions-all three of which grew out of the functions of the priesthood-engineering in any modern sense of the word is a youthful profession indeed. So youthful is engineering in its present significance, that it may be said to date from the labors of John Smeaton, the lighthouse builder; of Simon Newcomen and James Watt, the inventors of the steam engine; and of George Stephenson, the inventor of the locomotive; at the dawn of the 19th century. Great works of an engineering character had, it is true, been executed long before this, but practically all of them had been rule-of-thumb enterprises, dependent upon a plethora of slave labor for their accomplishment. For illustration it is said that at Rio Tinto in the days of Hiram, king of Tyre, 40,000 men worked for a year to produce three tons of silver from the rich outcrop ore. Such an operation can scarcely be called an engineering enterprise, however, when we remember that a fourth of this number of men in these same mines, from which the richest ore was long ago extracted, produce at present over 100 tons of copper per day.
