The Australian mineral industry involves a diverse range of expertise and skills. Within that, the mining industry, representing mine planning, mine management and equipment operation, has capital intensive, high productivity equipment and a small but skilled workforce. Continuing education for all personnel in the workforce after formal school courses will be an important contribution towards improving competitiveness. The non-tertiary sector represents a significant proportion of the workforce and requires as much attention as the tertiary educated group. Competency Based Training is now being developed for the mining industry in Australia under the National Training Board and the mining industry is well represented in establishing standards and curriculum. TAFE is a major source of accredited courses but some mining companies are also developing internal courses not necessarily for external accreditation. Articulation of such accredited courses to tertiary mining engineering courses has been considered. The education and training of equipment operators through continuing education requires attention to operating skills, an understanding of the productivity factors under the direct influence of the operator and providing product quality to the customer. The education and training of mining engineers has been widely covered and continuing close involvement of the mining industry is required to ensure well balanced courses in technical and interpersonal skills as well as motivation to continue learning for life. Postgraduate research is a part of continuing education but the mining industry has to continually address the adequate recognition of post-graduate qualifications for the increased technical or management expertise and the development of better analytical and problem solving skills which can be directed towards improving competitiveness. More attention has to be paid to providing adequate financial incentives to attract suitable students, particularly after attaining some experience, and to address their professional career path with a company so they are not significantly disadvantaged by undertaking post-graduate studies. The Chartered Professional Engineer status as provided by The Institution of Engineers, Australia to qualified candidates is being considered by The Australasian Institute of Mining and Metallurgy as a further recognition of a member's specific expertise and competence in mining and metallurgical engineering. Continuing education plays a major part in the maintenance of the expertise and competence required for a professional engineer to develop and also to retain chartered status. Continuing education will be a significant part of the education and training of all the mining workforce towards improving the competitiveness of the mining industry. The major challenges will be the motivation of all towards lifelong learning and the integration of the various programs towards providing the opportunity for a steady and satisfying career progression.

The New ldria Mining District is in the southern part of the Diablo mountains of the California Coast Range, 140 miles southeast of San Francisco. The district, noted primarily for quicksilver, also has become important recently as a producer of short-fiber chrysotile asbestos. Between 1853 and 1966, the New Idria district produced 568,092 flasks of quicksilver valued at about $55,600,000, 99 per cent of which was recovered from one deposit, the New Idria mine. In 1944, the district was ranked third in all-time production of North American quicksilver districts, and, since that time, the New Idria mine produced an additional 129,045 flasks, placing the district and the New Idria mine second in all-time production. The major structure of the region is the northwest-trending Coalinga anticline consisting of an asymmetric dome of sedimentary beds ranging in age from Jurassic to Quaternary and marked at its northwest end by an oval body of sheared serpentine 14 miles long by 4 miles wide. The serpentine core, rimmed by Franciscan sandstone of probable Jurassic age, was uplifted in stages between Jurassic and Quaternary time and was intruded along a ring of faults into beds of the Panoche Formation of upper Cretaceous age. The core of serpentine and Franciscan rocks is the locus of about 20 quicksilver mines that rim the faultbounded core and lie within the serpentine mass. The host rock of the most productive deposits is altered Panoche shale and sandstone that lies intermittently along the perimeter of the core. Deposits of the New Idria group of mines and those of a few other small mines lie along the northeast contact in the footwall of the New ldria thrust fault, and a few others occur on steep normal faults around the south and southwest. The chief ore mineral in all quicksilver mines is cinnabar, but minor amounts of metacinnabar and native mercury are found in some of the mines. Ore shoots were deposited in fracture zones and stockworks in altered Panoche shale and sandstone and in definite fissure veins in Franciscan sandstone. Rocks made highly amenable to fracturing by hydrothermal alteration were fractured extensively by late faults. The resulting fracture zones, located along the late faults and at changes in strike or dip of the hanging wall or footwall, are the principal controls of most ore shoots. The largest and richest ore shoots are those of the New Idria mine. The major ore bodies occur in fractured shale and sandstone beneath the New ldria thrust fault at its junction with major tear faults.

The purpose of this U.S. Bureau of Mines study was to assess the ability of trainees to don an unfamiliar self-contained self-rescuer (SCSR) after having become familiar with how to put on a different type of apparatus. Prepractice instruction was the same for all individuals learning to put on a device: a step-by-step, hands-on talk-through using the "3+3" method. Subjects were assigned to groups that had their initial donning instruction delivered on either the Draeger OXY-SR60B or the CSE SR-100. Trainees' performances were then evaluated using the other model. Donning trials were analyzed using a number of measures. It was found that SCSR design had a moderate influence upon how well the donning task transferred.

"In many mineral processing plants ore is reclaimed from a stockpile using multiple feeders. The discharge from these feeders is combined onto a single conveyor from which total tonnage is measured. Typically, operators set feeder output ratios to adjust the proportion of total tonnage drawn from each feeder. From a process control perspective, this system is not easy to control because the response time of each feeder depends on the distance from the feeder to the weightometer. This paper proposes a simple and elegant process control strategy to manage feeder ratio changes and the associated long and varying process dead-times. Changes in feeder speed are delayed and filtered to compensate for transport delays between feeders. The strategy was evaluated by simulation and installed on a mill feed system.ResumenEn numerosas plantas procesadoras de minerales, el mineral es extraido desde una pila de almacenamiento usando varios alimentadores. "Unconventional gas resources, including coal seam gas (CSG) reservoirs, can be located above and below aquifers that provide groundwater for agricultural, industrial, urban and other uses. Development of these resources may, therefore, lead to potential impacts on groundwater supply.Management of reservoir/aquifer interconnections necessitates a program of focused data acquisition. For example, groundwater transfer from shallow aquifers to underlying CSG reservoirs may occur where CSG-containing units subcrop beneath shallow aquifers, possibly at significant distances from operating wells.Arrow Energy is undertaking studies of connectivity between aquifers including an investigation in collaboration with the Queensland Office of Groundwater Impact Assessment to evaluate connectivity between the Condamine Alluvium (CA) and CSG-containing Walloon Coal Measures (WCM).The Condamine Valley hosts highly productive agricultural land with groundwater resources heavily utilised for irrigation. Water demand outstrips available supply and groundwater has been subject to restrictions on further development since the early 1970s. Developments that could have an additional impact on groundwater resources in the CA are of major concern to local landholders. This paper describes: planned field investigations at two sites: 1. Stratheden, where pumping from the WCM will be undertaken 2. "The objective of this research is to evaluate the magnitude of carbon prices required to drive process development and innovation for the global nickel industry in a direction that tackles the multifaceted sustainability challenges that the industry faces, including air pollution reduction and greenhouse gas abatement. The results suggest that the currently considered carbon prices are not sufficient to drive innovations in processing methods or upstream pollution prevention. The co-benefits of climate change mitigation and pollution prevention cannot be readily realized under climate change policy alone. Increased coordination between climate change policy and performance-based environmental legislation is necessary. INTRODUCTIONNickel is an important metal in our modern society as it is used in stainless steel, alloys, electroplating and rechargeable batteries, all of which are integral to our economic growth and development (Eckelman, 2010).However, nickel production is energy intensive and therefore susceptible to emerging climate change policies, which may lead to production curtailment and/or increased unit costs of production unless changes in efficiency or energy sources are made (Mudd, 2010). The industry is faced with multi-faceted constraints: future technology must not only deal with metallurgical, financial and environmental constraints but also promote low energy and low carbon practices. This presents a challenge for this industry where technology innovation, development and commercialization are often lengthy, risky and costly processes (Imrie, 2006).Climate change is one of the many challenges faced by our society. Others include other pollution to air, water and land, resources shortage and economic development. From a policy perspective, it is important to balance multiple and often competing needs in an integrated manner. It would require some levels of trade-off in order to maximize the overall effectiveness but also to ensure that one policy does not undermine other policy objectives.The aims of this study are to evaluate how developments in climate change policy would affect the nickel industry in the context of existing environmental regulations and how the industry could respond under these constraints."

"The Bolivar Dam, located near the Village of Bolivar, Ohio is one of a system of dams designed to provide flood control and water conservation in the Muskingum Watershed. The Bolivar Dam is a “dry dam” that only impounds water during flood events. In order to address problematic seepage, which negatively affects the structural stability of the dam, the U.S. Army Corps of Engineers (USACE) designed a partial-depth and partial-length Seepage Barrier Wall (SBW) through the upstream slope of the dam. For this project, TREVIICOS constructed a 36 in (914 mm) positive SBW by plastic concrete panel wall method and excavated using hydromill and clamshell equipment. The plastic concrete was manufactured on-site, which allowed for enhanced quality control and prompt service. This required the installation, commissioning and operation of a concrete batch plant on-site. This paper presents the challenging aspects of the design, manufacture and placement of the plastic concrete for the SBW in order to meet contract strength and permeability requirements as well as workability requirements necessary for tremie concrete placement.Project General InformationBolivar Dam is located in Northeast Ohio (Fig. 1). It is one of a system of sixteen dam projects designed to provide flood control and water conservation in the Muskingum Basin, which covers 20 percent of the State of Ohio (Fig. 2). Bolivar Dam is on Sandy Creek, a tributary of the Tuscarawas River.The Dam has been constructed, operated and maintained by the USACE, for the Muskingum Watershed Conservancy District. Its construction was completed in 1937 and it has been in operation for flood control since 1939.Bolivar Dam is a rolled earth fill dam, with a typical embankment section made of a central impervious core flanked upstream and downstream by a pervious outer shell with downstream rock toe. The embankment has a maximum height of 87 ft (26.5 m) and a crest length of 6,300 ft (1,920 m), and is comprised of the main embankment starting on the left abutment of about 1,500 ft (457 m) heading to the Northeast, followed by the terrace embankment of 4,800 ft (1,463 m) heading to the North. An upstream impervious blanket extends up to 500 ft (152 m) upstream of the dam along the majority of its length. The outlet works are to the left of the embankment, and consist of an intake structure with six gates, followed by two outlet conduits that finish in a stilling basin. To the left of the outlet works is the uncontrolled emergency spillway, which was doubled in width to 540 ft (165 m) in 1989, and excavated material utilized for construction of a stability berm against the upstream face of the main embankment. A concrete parapet wall was also installed along the upstream side of the crest during this work. In 1982, a toe drain, downstream filter berm and line of 35 relief wells were installed. The filter berm was recently extended an additional 200 ft (61.0 m) downstream and granular filters were placed over an approximate 2000 linear ft (610 m) reach of the lower terrace slope. "INTRODUCTION During the course of the investigation of the occurrence of manganese deposits in the western United States, examining 'engineers of the Bureau of Mines collected samples from seven manganese properties in Grand and beery Counties, Utah. These were supplemented by five samples submitted by property owners. Since all of the ores were too low-grade for use in producing ferromanganese for steel manufacture, some means of beneficiation was required to produce marketable concentrates, and metallurgical studies were made on each of the samples.Most of the ores Investigated are similar in one respect: At least part of the 'manganese oxide areas contains minute inclusions of gangue. This occurrence materially enhances the complexity of the ore, partly by .increasing the complexity of mineral association, but largely through making manganese-quartz liberation more difficult. In such ores, there is a marked tendency for the manganese minerals to be retained as shells or coatings on the surfaces of quartz particles when crushed. Particles of this type represent considerable loss of manganese in tailing, if gravity-concentration methods are employed, or tend to' float, thus carrying an appreciable quantity of gangue into the concentrate, if treated by flotation.Plus 48-percent manganese sinters were made from some of the ores tested, but, in general, intimate association of manganese minerals with silica limited the degree of beneficiation attainable."

The need to move towards faster and safer mine development is a key priority in mining houses globally. In addition to this, South Africa faces an array of challenges introduced by labour-intensive operations; hence a study was conducted to look into improving development rates and labour productivity, specifically in the areas where trackbound flat-end development is required. The aim of the study was to propose a method to deliver fit-for-purpose tracked tunnels that advanced at a rate of one blast per end every single working day. A major part of the study was to optimize the selection of an appropriate trackless fleet and mitigate any constraints introduced with the mechanization. This was done by creating scenarios, based on a typical case study, looking into the aspects around safety, mine design, mine activity cycling, men and machine requirements, service installations, and trackless-trackbound interfaces. The case study was based on a deep-level gold mine developing twin headings with connectings; however, with the move to extend and deepen platinum operations it is foreseen that twin end development will become more prevalent due to ventilation, logistical, and other requirements. With the introduction of the trackless mechanized system suggested, development rates of 56 m of system advance are expected (189 m total development), with on an average of three headings and fixed blast times. Scenarios run with multi-blast conditions yield expectations of 75 m/month advance of the system, significantly higher than the conventional performance seen today.

The mining methods and practices used at the Young zinc mine, American Zinc Co. of Tennessee, have resulted in a low-cost, high-yield operation. Zinc ore (sphalerite) occurs in limestone-dolomite beds of the Kingsport Formation and is mined by modified room and pillar method. Utilizing trackless mining equipment which incorporates a high degree of flexibility, this operation has had a steady increase in productivity.

"The Subtropolis room-and-pillar mine extracts the Vanport Limestone (Allegheny Formation, Pennsylvanian System) near Petersburg, Ohio. Strata instability problems associated with excessive concentrations of lateral stress caused the mine operator to implement a change in layout design. This mining method has been identified as a stress control layout, which has been used by other underground stone mines in the past with varying degrees of success. Practical experience has shown that entry headings advance in the direction of the principal lateral stress, producing lower stress concentrations with better mining conditions. It is important to minimize stress concentrations along the mining front, so an arrow-shaped advance is recommended. This technique advances more developments (headings) in a “good” direction and reduces developments (crosscuts) in a “bad” direction. As is expected, the stress control layout enhances the potential for shear failures in crosscuts. It is, therefore, important to focus crosscut engineering interventions that either: (a) lower stress concentrations (for example, an arched roof) or (b) enhance strength of the strata containing the shears (for example, rock reinforcement). This study focuses on observing strata conditions on a regular basis and monitoring the response of this strata to changing geologic and mining conditions through 3D Dynamic LiDAR scans.INTRODUCTIONProject AimsThe Subtropolis Mine is extracting the Vanport Limestone in northeastern Ohio. Since the start of mining in 2006, ground conditions have been significantly affected by excessive lateral stress condition. In some other mining districts with this hazard, certain mine layouts have been shown to lessen the potential for unstable ground conditions. The term “lessen” is used to state the realization that stress concentrations are not eliminated but instead occur in less frequency and intensity, and their locations can be projected.The stress-control mine layout, specifically for large-opening room-and-pillar stone mines, naturally evolved at mines suffering from excessive lateral stress problems. These mines will typically experiment with methods to mitigate adverse impacts, thus developing best practices for their conditions. These practices have evolved into a basic framework for the stress control mine layout. For example, Jack Parker was able to write about personal experiences at the White Pine Mine in Michigan (Parker, 1966, 1973). Various researchers at the U.S. Bureau of Mines (USBM), the Mine Safety and Health Administration (MSHA), and the National Institute for Occupational Safety and Health (NIOSH) have studied the effectiveness of stress-control mine layouts over a wide range of geologic conditions (Emery, 1964; Mark and Mucho, 1994; Iannacchione et al., 2003). While the stress control layout design approach has proven successful in many categories, it can be difficult to implement. For example, excessive stress conditions in crosscuts can put the ground control focused intervention at odds with ventilation and haulage constraints, thus limiting optimal crosscut size, shape, and location. Therefore, more information on the effectiveness of this approach is needed."

An outline is given of the problems facing tlile lead and zinc industry from the viewpoint of the range of residues currently produced from electrolytic zinc, blast furnace and other processes. Smelting approaches available using top submerged lancing technology are discussed and analysed. Pilot plant results for a range of lead and zinc-bearing materials are presented.

In October of 2002, the author was retained by Public Works and Government Services Canada, on behalf of the Department of National Defense, to design, construct and test the effectiveness of a bubble curtain system at an underwater demolition range, near Victoria, BC. The purpose of the bubble curtain was to reduce the potential for fish mortalities at the site. This paper presents some of the elements of the design, along with the results of overpressure monitoring during blasting and compares the results of fish mortality and animal behaviors with and without the bubble curtain in operation.

Perhaps it was not realized at the time that such anecdotes would eventually burst into print, but while the excellent dinner was appeasing the inner man the word was passed around that informality and spontaneity of expression would characterize the meeting, with the result that the shackles of convention were eventually cast aside and the meeting waxed better and better until the hour grew ,late, and the chairman, L. G. E. Bignell, originator of the idea, brought to a close what was agreed to be a profitable and entertaining evening. Though over 100 minerals are known to contain the rare earth (RE) or lanthanide elements, only a few provide the bulk of the world's source of these elements. The principal RE-containing mineral, monazite [(Ce,La,Th,Y)PO4], is recovered by gravity, magnetic, electrostatic and flotation concentration methods, while the other important source mineral, bastnasite [CeFC03], is concentrated by flotation. The processing of the lesser important source minerals is discussed, as is the recovery of the lanthanides from apatite [Ca5(P04)3(F,OH)] where the rare earth elements are present from trace amounts to over 10% as the mixed oxides.

Due to the ongoing restructuring of the mining industry in central Europe with a continuous decline of the number of large underground mines and collieries, and a simultaneous decline of staff numbers in the remaining mines, the established mine rescue schemes are endangered to collapse. With the end of the mine rehabilitation at Wismut Uranium in 2014, the last remaining major mine rescue teams in Saxony, providing basic mine rescue services for all other mines in the region, will disappear. This will leave a large number of small mines and other underground operations without capable mine rescue support. Since none of these companies is able to set up a complete mines rescue unit on its own, new ways have to be found. Among others, a central mine rescue team for central Germany as well as the assistance by special trained professional fire fighters or mine rescue teams from abroad are discussed. Problems like location of the central rescue team, financing, communication and transport have to be solved. This paper provides an overview over the complexity of the problem as an example for other mining regions worldwide and will discuss national and cross-national strategies.

The development, manufacture, and sale of small coal stokers suitable for domestic use has provided a new industry in the United States at a time when badly needed. Sales of domestic stokers have doubled each year for the past 4 rears, until in 1936 probably more than 90,000 such units were put into use. According to reports of the Bureau of the Census 79,543 residential stokers were sold in the first 10 months of 1937 by 109 manufacturers. This rapid expansion has made itself felt in the coal-mining industry. The smaller sizes of coal, either in a sized or slack condition, are in greater demand; as a result, preparation practices at the mines have had to be revised so that, in many instances, lump coal is being crushed to meet the demand for stoker coal. This situation in turn has necessarily resulted in a realignment of price schedules for the different sizes. One of the first underfeed stokers small enough for domestic use was developed at Seattle, Wash., in 1912; in 1916, a small overfeed stoker was developed at Seattle. These two types are generally considered to represent the beginning of the present domestic stoker industry in the United States. A careful inquiry as to the number of domestic stokers now installed in the Seattle area, made by C. R. Pate, who was detailed to this duty by the Works Progress Administration, indicated that probably 7,000 domestic stokers are being used in this area for residential heating. Most of these stokers axe of the overfeed type, although in the past 2 years the underfeed type has made rapid gains.

"The Lang Bay germanium property is a carbonaceous sandstone deposit outcropping near the Pacific coast, 100 km north of Vancouver. The germanium-bearing seams are up to 5 m thick. Where one such seam outcrops, it averages 50 to 60 g Ge/tonne. Drill core analyses have shown considerably greater concentrations of germanium at depth. Additional drilling to establish continuity and grade of the germanium-b earing strata is scheduled for 1986. The germanium occurs in association with lignite, which makes up 1 to 2% of the seam. American Cyanamid Company engineers have developed a proprietary flotation reagent effective for concentrating the germanium rich vitrain portion of the Lang Bay lignite. Ongoing laboratory studies are developing procedures for further upgrading and refining of this germanium. This paper outlines progress made by Fargo Oil Corporation on Lang Bay geology, reserve estimation, mine planning, ore dressing, refining, and economic evaluation.IntroductionIn 1871, Mendeleyev specula ted on the properties of a ""missing"" element between silico n and tin on the periodic table. The discovery of germanium fifteen years later proved the Mendeleyev predictions to be remarkably accurate. Almo half a century later, the pioneering work of McCutcheon of Eagle-Picher led to production of germanium dioxide from Oklahoma zinc smelting residues. Demand for the element surged due to development of the Ge02 diode rectifier during World War II, followed by development of the transistor in 1947. The chief commercial sources for germanium during the following two decades were the Cu-Zn mines in the Congo and the Zn-Cu-Pb mines of Tsumeb in Southwest Africa. The germanium was chemically combined in complex Cu-Fe sulphides (germanite and renierite), from which the element was recovered either by leaching the selectively roasted sulphide, or by direct fuming of GeS(I). Although these deposits have reportedly been depleted (2), new deposits of renierite have been discovered in Zaire. Alternative sources of germanium are therefore being sought worldwide for use in infrared optics, semiconductors, fibre optics, and catalysts. One such source is germanium-rich coal (2)."
