The coal mining industry in the western United States is seeing the same boom as the rest of the country and the world. Most coal mines in the West are operating flat out as the nation’s appetite for energy continues to grow. And many of the coal mines have either increased their production capacities or are in the process of doing so. However, transportation issues along with environmental restrictions are keeping many mines from expanding even further. Some coal companies held off on further expansion plans until Congress and President Bush could agree on a national energy policy, one that recognizes coal as the nation’s leading source of electricity. In August, Congress passed and the president signed into law such a measure (see Washington Survey, page 7). The legislation includes research funding for clean coal technologies. So western and eastern coal could become even more important in the national energy picture. This is particularly true as supplies of natural gas diminish and the price of oil continues to increase.

Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

This Bureau of Mines report gives a detailed study of water usage in the Montana mineral industries, along with projections for the future. The mineral industry of Montana in 1963 used 36.5 billion gallons of new water, and reused or recirculated an additional 53.5 billion gallons for a total water requirement or usage of 90 billion gallons. The petroleum industry was the major water user, followed by the copper and zinc industries. Many mineral industry operators provide their own water, and new water is withdrawn largely from surface sources. At present, sufficient water is available in rivers, streams, and reservoirs in Montana; however, shortages do exist locally near mineral industry operations using large quantities of water. Some is supplied from sources up to 44 miles distant. New water withdrawn by the State of Montana mineral industry is expected to increase from 36.5 billion gallons in 1963 to 51.1 billion gallons by the year 2000. The total-water requirement is expected to more than double, or reach 182 billion gallons by the year 2000.

The Bureau of Mines conducted radiation-ventilation studies in six large underground uranium mines to investigate the extent of radon-daughter exposure experienced by the miners and to analyze the ventilation systems to set what changes were required to achieve recommended radiation standards. The studies entailed tracing and measuring the mines' ventilating air, quantitatively and qualitaitively, from its entrance into the mines, through production areas, and lack to the surface. Pressures consumed in creating airflow through mine circuits were determined by altimeter surveys. Air quantities were measured with anemometers or by chemical smoke cloud methods. Air quantities delivered through tubing were determined using U-tube water gages to magnahelic gages to measure velocity pressures. Radon-daughters were filtered from mine air to measure alpha activity; activity levels were converted to "working levels," the established unit for reporting miner exposure. Attention was given to locating unnecessary contamination influx sources and recirculating air. The radiation-ventilation surveys showed that where basic principles of food ventilation were not followed, high alpha radiation levels invariably resulted. Some mines required more primary air for controlling radiation levels throughout active areas, but more efficient use of available air was generally possible. Premature contamination of intake air was prevalent where development Openings intersected ore or passed by worked-out stopes. Several auxiliary systems were inefficient in secondary distribution, recirculating air already too highly contaminated for ventilation. Many got these common problems can be traced try the lack of dine planning with radiation control in mind.

Gwalia gold mine is located close to the town of Leonora in the Goldfields region of Western Australia, some 830 km from Perth. The mine is wholly owned by St Barbara Ltd, an Australian Securities Exchange listed gold producer and explorer. The Gwalia mine is a deep, all-trucking mine and is serviced by a 10 km long decline from surface. Mining is currently 1540 m below surface. Reserves extend to 1820 m below surface and are open at depth. The mine produces in excess of 200 koz of gold per annum.The Leonora area is hot and arid, with a mean annual rainfall of 230 mm and a 95 per cent mean daily maximum temperature of 20.3°C wet-bulb and 35.6°C dry-bulb.The primary ventilation system comprises a 490 kg/s surface exhaust fan, which draws air down a parallel intake system consisting of the decline, and a dedicated fresh-air intake system extending to the bottom of the production zone. Cooling is provided via a surface bulk air cooler serviced by an ammonia refrigeration plant that delivers 150 kg/s of chilled water to the bulk air cooler.The refrigeration plant and bulk air cooler were installed in 2008. The design allows cooling to be increased over time by installing an additional refrigeration plant in a lead lag configuration with the current refrigeration plant when required.Since 2008, expansion and increased depth reached a point where the underground heat load exceeded the installed capacity of the existing 4.0 megawatt rated (MWR) refrigeration plant. In order to maintain the mine design conditions underground, upgrading of the existing refrigeration system was required to bring the cooling capacity to 7.5 MWR.Two expansion options were considered: the addition of an ammonia vapour-compression refrigeration machine similar to the existing one or a lithium bromide absorption refrigeration system using waste heat from the site power station. The original design and layout of equipment on-site meant that either could be used, allowing an assessment of the merits of both when additional cooling was required.The decision was made to install a lithium bromide absorption system on the lead side of the existing ammonia refrigeration plant. This arrangement provides considerable economic benefits, including reductions in site-generated electrical power, generator fuel consumption and carbon dioxide emissions.This paper details the planning, design, installation and commissioning of the absorption chillers.CITATION:Broodryk, A, deVries, J, Kyselica, P and McLean, K, 2015. With each year that passes hydrometallurgical processes are being more widely used to recover base metals from ores and concentrates. Generally these processes involve liquid-solid separation of metal-bearing liquors from barren residues. This may be done by countercurrent decantation, thickening and filtration, or filtration or centrifuging only. Choice of method is governed by chemical and physical characteristics of the pulps; cost of labor, power, materials, and waste disposal; and even by the amount of capital available when building plans are under way. Since all these controlling factors change with time and location and with technological advances, the separation method must be re-evaluated when new plants or expansion programs are contemplated. At the Sherritt Gordon refinery in Fort Saskatchewan, Alberta, an ammonia pressure leaching process recovers nickel, copper, and cobalt from the nickel concentrate produced at Lynn Lake, Manitoba.' Pregnant liquors are separated from the barren leach residues in a thickener-filter liquid-solids circuit. The decision to use this type of separation was based on a summation of economic factors during the pilot plant and design stages. Although countercurrent decantation was not incorporated in the refinery flowsheet, the problems solved in thickening the leach residues and the experience gained in operating the commercial plant are pertinent to countercurrent decantation, particularly where it is applied to slow-settling leach slurries or slurries having a relatively high vapor pressure of a valuable, obnoxious, or poisonous vapor. The nickel sulfide concentrate is leached under pressure with air and ammonia to dissolve the nickel, copper, and cobalt and most of the sulfur, leaving a residue of iron and siliceous material to be discarded.2,3 During a subsequent distillation stage to recirculate part of the ammonia used for leaching, copper is recovered from the solution as a high-grade sulfide. After further purification to remove traces of copper and undesirable sulfur compounds, the nickel is precipitated by hydrogen under pressure at an elevated temperature. The cobalt, together with unreduced nickel, is precipitated as a mixed metal sulfide by hydrogen sulfide for eventual cobalt recovery. The end solution is then evaporated to produce a crystalline ammonium sulfate byproduct. As shown in Fig. 1, the nickel concentrate is leached in a continuous, two-stage, countercurrent circuit. In the first stage, or adjustment leach, the fresh concentrate is partially leached (60 pct) in the liquor produced in the second stage, or final leach. This system is necessary to produce a solution suitable for treatment in the copper sulfide precipitation step. Both stages are carried out at 170" to 180°F under a total pressure, with air, of 100 to 120 psig in large, horizontal, water-cooled autoclaves. The autoclaves are divided by overflow weirs into four compartments to give a certain amount of staging during leaching. In each compartment a relatively slow-speed (100 to 150 rpm) agitator maintains the nickel concentrate in suspension. Adjustment leaching, carried out in two autoclaves in parallel, is followed by a thickener-filter liquid-solids separation. Final leaching is done in two parallel trains of three autoclaves using aqueous ammonia to extract metal values from the adjustment leach residues. This too is followed by a thickener-filter circuit. Here the residues are repulped once with aqueous ammonia and twice with process water and refiltered after each repulping stage, to insure a maximum recovery of soluble metal, before being discarded to the tailings pond. The adjustment leach is followed by a seven-disk Dorr-Oliver American filter, with an agitator in the filter boot to keep the residues in suspension. Agitators have also been installed beneath the four ten-disk filters following the final leach thickener. Slurry Characteristics: A typical analysis of the Lynn Lake nickel concentrate, produced by differential flotation,' is given in Table I. The concentrate comprises 35 to 49 pct pentlandite, (Fe, Ni)S; 3 to 6 pct chalcopyrite, CuFeS,; 1 to 4 pct pyrite, FeS2; and 24 to 42 pct pyrrhotite, Fe1-2S (where x varies between 0 and 0.2) together with various siliceous minerals such as actinolite, hornblende, and talc. During leaching, the sulfur in the pentlandite, chalcopyrite, and part of the pyrrhotite is successively oxidized through the thiosulfate and poly-thionate radicals to sulfate and sulfamate." Simultaneously the nickel, copper, and cobalt are converted to soluble ammine complexes and the iron in the pentlandite, chalcopyrite, and part of the pyrrhotite is oxidized to a spongy hydrated iron oxide. The hydrated iron oxide is readily broken down by the agitation needed to sustain the concentrate in suspension and to maintain a satisfactory mass transfer of the oxygen from the air to the slurry. The Rio Tinto Metal (RTMetal) copper smelter, located 5 Km from Huelva, Spain, began operations in 1970. Since then a series of expansions and modifications have allowed a progressive increase in copper production. Environmental considerations having become increasingly important, environmental protection has come to represent an important aspect of the investments in production. As a result, modifications have been carried out in the two existing acid plants: -Modification of the RTM I gas cleaning section to closed circuit. -Substitution of cascade filters and acid lines. -Modification of the RTM I plant to double absorption. The Expansion and Environmental Improvement Project, completed end 1995, will allow 270,000 t Cu and 800,000 t H2SO4 to be produced yearly, at the same time achieving a decrease in specific and overall emissions. RTMetal's goal is to be an efficient smelter, with the avowed intention of respecting the environment and adopting the best available technologies.

SAFETY in coal mining received especial attention by the public in general and the mining industry in particular during 1940 and early in 1941, owing primarily to the six explosion disasters which occurred last year with a total of 276 fatalities. This was the largest number of fatalities due to explosions in bituminous coal mines since 1928, when 347 lives were so lost. But facilities due to explosions have had a definite decreasing trend since 1907, in spite of bad years such as 1917, 1924, 1932, 1937, and 1940. Although the upswing in explosion fatalities in 1940 is lamented by all, none will admit it represents a trend and it will serve mainly to stimulate ways and means of further reducing these disasters.

JOINT convention week has become a feature of the year with western mining men. The first was held at Denver in 1926, the second at Salt Lake City in 1927, and the third is about to take place at Los Angeles. Holding in the same city in one week the meetings of a number of related organizations has been .found to permit the development of a well-rounded program at the same time that it economizes time and money for the members, many of whom belong to several of the participating organizations. For the third time, the American Mining Congress, represented by its Western Division, of which Philip Wiseman is chairman, is taking the lead and assuming the main responsibility. The A.I.M.E. is furnishing the papers for two sessions and the California Development Association for one. The Southern California Section, Robert R. Boyd, chairman, is host for the Institute, but the Northern California, Nevada and Arizona sections have each contributed papers to the program, and will be represented at the meeting. It will be a real reunion of the mining men of the Southwest.

INTRODUCTION Referring to a ground support system as a 'band-aid' borders on getting cute, but the application of cable slings in U.S. mining is somewhat analogous. Where problems in the roof or rib require additional support, the versatile cable sling is the answer in a variety of conditions. To fully understand how and why cable slings are used today we must briefly review their development history. Much of the thrust over the last five to seven years in ground support fixtures has been the development of hybrid systems. Taking the best of two or more existing roof bolt fixtures and marrying them into a new fixture which exhibits the good characteristics without the bad of the parent systems. Resin point anchored mechanical bolts, continuous threaded rebar bolts, and others have all be- come important fixtures in rock mass stabilization. HYBRID GROUND SUPPORT SYSTEM The cable sling system is also a hybrid, both in its parentage and in its ground support characteristics. See figure 1. "Dry-lube has been used in Europe to enhance formability of aluminum sheet for automotive applications, but it is difficult to ensure degreasing performance with lower degreasing bath temperature. However, newly developed, highly lubricating pre-coats utilizing a urethane resin, which is soluble in water, have been found to show excellent degreasing performance. Furthermore, a richer pre-coat weight coincides with a lower friction coefficient and better formability. Combined use of anti-rust liquid oil showed different friction coefficient depending on applied surface pressure.INTRODUCTION The global demand for aluminum alloy products, especially for automotive application, has been increasing because aluminum alloys can offer excellent corrosion resistance with good strength and low density compared with steel. Aluminum alloys can contribute to saving much more energy and greenhouse gas emissions over the lifetime of the product. On the other hand, the amount of aluminum alloys in vehicle architectures is still somewhat limited due to relatively low formability. As a consequence of this low formability, it is necessary to set a certain limit to the shape of an aluminum alloy panel for automotive applications. So far hot melt wax dry lubricants have been in use especially in Europe as they have been recognized to provide better lubrication than conventional rust protection oils (Meiler & Jaschke, 2005). The benefit of hot-melt wax for automotive manufacturing is associated with a more stable forming process and the possibility to avoid extra lubrication in the press shop. But because of the low poorer solubility of hot-melt wax in degreasing aqueous bath solution, a higher degreasing temperature is required so that no remnant of hot melt wax can be carried over to the next manufacturing process. This temperature control is difficult to impress upon a manufacturing degreasing bath originally designed for liquid oil, especially in Japan. The typical temperature of degreasing bath in Europe is around 60°C, while it is only around 40°C. in Japan. Various types of pre-coats other than hot-melt with high lubricity have been reported (Tawara, 1993; Ueda, Hatsuno & Totani, 2013), but a balance between sufficient degreasing performance and high lubricity has not yet been achieved for an actual production process line."

Some of these advantages are greater safety for maintenance personnel , continuous protection against faulty operation , which could cause damage to the Lumping apparatus , and lower pump -room operating costs .

The Bureau of Mines conducted research to determine the effectiveness of long holes drilled in solid virgin coal in degasifying an area of the Pittsburgh coalbed showing that horizontal holes drilled into a virgin coalbed from the bottom of any shaft will effectively remove methane gas in commercial quantities from the Pittsburgh coalbed. The in situ pressure at a depth of 214 feet into the coalbed and the average gas and water flows from the five degasification holes were 3 lb/in2 gage and 860,000 ft3/d and 1.7 gal/min, respectively. On June 19, 1975, after 593 days of degasification, a compressor was installed and pipeline quality gas was introduced into a commercial pipeline. As of June 1, 1976, after 1,022 days of degasification, over 753 million cubic feet of gas had been drained and 117 million cubic feet of gas had been purchased by the gas company for use in the local community of Wadestown, W. Va. The gas drained to date is six times the gas estimated to be in the area subtended by the holes. Methane emissions at the working face of 1 West mains, Federal No.2 mine has been reduced by 50 pct, proving the value of methane drainage by horizontal degasification holes drilled from shaft bottoms ahead of mining.

A flotation process was developed by the Bureau of Mines for separation of carbonate and phosphate minerals occurring in unaltered phosphate ores of the Phosphoria formation. The process involves depression of phosphate minerals with fluosilicic acid and flotation of carbonate minerals with fatty acid emulsions. In individual laboratory tests, selective removal of carbonates was achieved with phosphate recoveries ranging from 60 to 80 pct P205. In continuous-circuit testing, sizing and separate treatment of coarse and fine fractions was necessary to achieve 65-pct P205 recovery. Concentrate grade ranged from 26 to 33 pct P205. The flotation tailings containing primarily carbonate and phosphate minerals is a potential fertilizer material. When reacted with H3P04, concentrated superphosphate containing approximately 40 pct available P205 was obtained.

Keywords: Anglo American, Anglo Platinum Ltd, Waterval, Mortimer, Polokwane, ACP, pyrometallurgy, platinum, PGMs Anglo Platinum Ltd is the largest primary platinum producer in the world and operates three smelters in South Africa: Waterval, Mortimer and Polokwane. The operational details of the smelters are covered in previous reviews, thus only unit operations that have been upgraded are discussed. The most significant of the upgrades include the installation of a second ACP converter at Waterval Smelter in 2006 and the anticipated upgrade of Mortimer Smelter to 38MW in 2011. Several advances have been made in the smelting operations to improve the furnace stability and longevity. Control of the chromium input to each of the smelters has substantially allowed continued operations at levels below the spinel saturation point in slag, which results in lowered matte and slag temperatures. Mogalakwena concentrate, arising from the Platreef ore, is used to dilute high chromium-containing concentrates. In addition, furnace controls have improved in terms of crucible temperature and condition monitoring, improved feeding control, management of alarms and trips and having the quality of instrumentation and operational rigour required to support this. Advances have been made on the ACP converter in terms of good converter matte quality, and increased intensity and efficiency of operation. Combined with improvements to both the conventional and tower sulfuric acid plants, the emissions from Waterval Smelter have been reduced substantially since the introduction of the ACP. This is in spite of increasing metal throughput. The Anglo Platinum Ltd smelting operations have made significant progress since 2006 and further advances are envisaged to further improve on safety, reduce costs, increase efficiencies and throughput, while reducing emissions.

Caterpillar unveiled a new dozer, the new Cat D10T2 dozer, that builds on the success the company has had with its D10T model. The newest version of the dozer includes refinements to its power train, automated controls and structures. The result, the company said, is high productivity with superior fuel efficiency, reliable operation with long-lived structures, as well as enhanced access for service technicians and operators. The D10T2 uses the latest load-sensing hydraulics technology combined with Cat advanced engine controls to maximize the amount of material moved for every drop of fuel burned. Improved filtration protects the fuel system, hydraulic system and power train oil system to help ensure high reliability and minimal machine downtime. Refined large structures, such as redesigned track roller frames, deliver longer service before rebuilds. Improved access and egress features enhance safety and productivity of technicians and operators, and optional powered access systems and platforms enable configuring the D10T2 for the site. Caterpillar offers the D10T2 with two variations of the Cat C27 engine with ACERT Technology. One version is U.S. Environmental Protection Agency (EPA) Tier 4 Final certified, and the other is capable of achieving emission levels equivalent to EPA Tier 2 standards. Both engine configurations produce net power of 447 kW (600 hp) in forward gears and 538 kW (722 hp) in reverse gears. The engine controller automatically adjusts power output based on the direction of travel. With the new system, the D10T2 has about 20 percent more power in reverse compared to its predecessor model. The result is faster cycle times and greater productivity in certain applications. The D10T2 is suited for a variety of applications including mining, heavy construction and bulk materials handling.

In underground mining operations, the over- riding issue has to be protection of worker health and safety. The employees underground, making a living in a dangerous occupation, know these are major issues. These men bargain their lives and health on the presumption that the operating management knows its business, and they, the underground employees, can pursue their occupation with the assurance that management has provided a safe and healthy ambient underground environment. When management assumes the mantle of protection of underground workers, it has to be positive that qualified engineers have designed the project, and that capable operating personnel are in charge and always available. Those persons with these responsibilities must be knowledgeable in the engineering and occupational health aspects of sine ventilation. The ultimate function of a mine ventilation system is to provide a comfortable, healthy and safe ambient environment for the underground workers. The attainment of these objectives has been complicated with the increased application of electrical equipment and diesel-powered mechanized mining equipment underground (discharging toxic diesel emissions); increased production rates with the attendant increased production of airborne dust; and mine development in increasingly hostile mineral formations containing combustible strata gases, radon gas emissions, along with high heat and humidity. In general, the modern mechanization of present mining operations has resulted in a sore complex set of problems for the engineer planning the underground ambient environment.

"Rougher flotation in sulfide ore applications is typically performed using conventional flotation machines. The trend over the last 100 years has been for these cells to become larger in volume with cells reaching sizes of 600 m3 and in some cases even larger. The associated foundation loadings, transport and installation requirements along with building size have also increased. In an economic environment where projects must be executed with dwindling capital supply, bigger is not always better. More recently, industry is being challenged to identify new technology that allows for improved flowsheets and financial returns through efficiency gains. To meet this challenge, a novel high-intensity two-stage flotation system known as the StackCell™ was tested to potentially achieve installation volume and required retention time gains when compared to conventional flotation circuits. The results from on-site pilot scale work conducted on typical copper concentrator rougher flotation feed showed retention time gains on the order of 6 to 9 times when compared with conventional flotation equipment. This finding has the potential of reducing capital demands for rougher flotation circuit designs when incorporating the StackCell. The results from test work will be discussed in this paper showing comparative test data generated with a Denver bench batch test, pilot StackCell and large conventional cells, all receiving the same feed.INTRODUCTION Over the last few years, a number of flotation devices have been described as two-stage or multi-stage flotation units. The idea behind multi-stage flotation devices is that flotation performance can be improved by utilizing cells with multiple specialized units in series, but not all units of the same type, as is practiced in trains of multiple tank cells or columns. Instead, each unit is specially designed to provide the optimized fluid environment for each stage of the sequential flotation process. This idea has been proposed based on a study of the fundamentals of the flotation process, and the realization that the process consists of discrete sequential processes, that are each optimized with dissimilar process conditions (Finch et al, 1995), (Zhou, 1996). Instead of executing each step simultaneously in a homogeneous fluid environment, where the conditions would be a compromise between particle collection and froth recovery, the multi-stage flotation unit operates in a set of segregated process environments, each with a set of conditions optimized for that step."

"The term “aggregate” has a number of definitions depending primarily on the use of the material. Aggregate in some context is sand, gravel, crushed stone, slag or other material of mineral composition used in bituminous and portland cement concrete, mortar, plaster, railroad ballast, filter beds and a variety of other uses where aggregates can be utilized.Of the natural aggregates, crushed stone is widely used for most construction purposes. Crushed stone can be mined from a variety of rock types such as limestone, dolomite (dolostone), granites, and granitic type rocks, basalt, gabbro (trap rock), sandstones, schist, marble, gneiss, quartzite, rhyolite, as well as other rock types. The U.S. Geological Survey (USGS) breaks down the rocks by type sold as follows: limestone, dolomite, marble, calcareous marl, shell, granite, trap rock (basalt, diorite) sandstone/quartzite, slate, volcanic cinder and scoria and miscellaneous stone.In 2015, the USGS estimates that 1.32 Gt (1.45 billion st) of crushed stone were produced in the United States. The volume of crushed stone produced, and the numerous mines that produce it make the crushed stone industry the largest mining industry in the United States. The five leading states for production of crushed stone in 2015 were Texas, Pennsylvania, Missouri, Florida and Ohio. The size of the first two states certainly helps in output because of the large market area. The remaining states benefit from being able to barge along rivers to outside markets in adjoining states. Georgia producers rail large amounts of granitic aggregate to Florida and adjacent states devoid of crushed stone aggregate, especially skid resistant aggregate (aggregate used on the top course of asphalt roads)."
