REQUIREMENTS for war materials have led to large scale experimentation upon metallurgical innovations. It is of interest to inquire what this may contribute of permanent value to our existing technology, as innovations adopted during war are apt to be discarded promptly at its end. This is because utilization of substandard ores usually requires a new technology for ore treatment, and a new use-pattern for employment of the products. Thus two very different problems are involved: first, devising a process; then, adopting its products by industry, with readjustments of the use-pattern if necessary. A new process may be as good or better than an old one, but the readjustments required for use of its products may prevent its general adoption if this implies scrapping existing plants and investing much additional capital. Metallurgical innovations are of three kinds: I. The use of substandard material in processes already established; 2. The grading-up of substandard material to render it more suitable for established processes; 3. The adjustment of technology and use-pattern to the raw materials that we have.

The Monument Valley and White Canyon districts are in northeastern Arizona and southeastern Utah. Exploration and mining for uranium has been conducted in these districts since the late 1940's. In July 1965, ore reserves plus ore production at 174 properties were approximately 3.3 million tons of ore containing about 19 million pounds U3O8, of which about 10 per cent remained in reserves. The two largest mines, Monument No. 2 and Happy Jack, together account for about 45 per cent of the sum of production and reserves. Approximately half the deposits in these districts contain less than 1000 tons of ore. Nearly 5000 feet of Permian, Triassic, and Jurassic sedimentary rocks, mainly continental in origin, are exposed in these districts. All the important uranium deposits are in the Shinarump, the basal member of the Chinle Formation of Triassic age. The Shinarump lies on a widespread unconformity. It is composed of fluvial sediments, generally less than 100 feet thick, that were deposited by streams flowing from a source to the south. Most of the deposits are in an arcuate belt, convex to the west. This belt, 3 to 12 miles wide, extends from Monument Valley northward nearly 130 miles. It is along the western flank of the ancient Monument Valley-Monticello upland, an area that was slightly uplifted at the beginning and again at the end of deposition of the Shinarump. Erosion and subsequent reworking of the Shinarump sediments in the vicinity of this upland are postulated to have made possible the transportation, in solution, of the uranium contained in these sediments. The soluble uranium probably was carried by migrating ground water into sites favorable for precipitation in Shinarump beds bordering the upland. Thus, the original very small amounts of dispersed uranium in the early Shinarump sediments were accreted in the favorable belt where the accumulations of carbonaceous plant remains and their decay products provided a persistent reducing environment.

IT is a great honor to be asked by. the Board of Directors of this Institute to deliver the Henry Marion Howe lecture. The invitation carries with it a great responsibility, which I accept with considerable hesitation and with a feeling of unworthiness to perform the duties expected of me in this hour devoted to the memory of the life, character, and work of the late Professor Howe. Many of you recall the scholarly address delivered here a year ago by Prof. Albert Sauveur, and the beautiful tribute he paid-to his friend and colleague of many years in the great work of changing the art of iron making into the science of iron. My association with Professor Howe, was of brief duration-only one year-and the relation was that of pupil to teacher. My feeling toward him in later years was always that of a humble disciple at the feet of a master. He attained his third academic degree in the year that I was born. I recall the pride I felt when, after entering the, steel industry, I received from him, from time to time, letters asking for information or, perchance, asking my opinion, and he was always most punctilious in acknowledging the source of such bits of information in his writings. It was also my good fortune to sit at the feet of another great teacher-Sir William Roberts-Austen, at the Royal School of Mines. I mention him because his name was used by Osmond in coining the word "austenite," which is the subject of this address, and Osmond's suggestion was heartily approved by Howe. These three international metallurgists were the best of friends and delighted to honor the achievements of one another. There are other reasons for mentioning Roberts-Austen at this time. It was an introduction from Howe that opened to me the door of his -laboratory as well as of his heart. It was while at Roberts-Austen's laboratory that I .worked side by side with William Campbell

This Bureau of Mines report presents three methods for designing bulkheads to impound water underground: (1) thin and thick plate design; (2) South African plug design; and (3) single and double bulkhead seal design. Related areas critical to the long-term effectiveness of underground water impoundments are also addressed. These include bulk-head anchorage, concrete specifications and placement, the grouting of permeable strata, and the sizing of barrier pillars. A case study involving hydrostatic tests conducted on a single bulkhead seal constructed in the Safety Research Coal Mine of the Bureau's Pittsburgh Research Center is presented in an appendix.

"Vanadium and uranium occur widely distributed throughout western Colorado and eastern Utah, and a few deposits have been found in northeastern Arizona and northwestern. New Mexico. The area in which it occurs includes approximately 10,000 square miles and is generally referred to as the vanadium region of Colorado and Utah.The majority of the deposits consist of replacement bodies and impregnations of rare minerals in the lower Morrison formation of Jurassic age. The ore bodies are flat, with irregular margins, and most of them conform to the stratification.The ""rim rock"" topography of the region includes many steep-walled canyons and plateaus, which afford an abundance of outcrops that have been responsible for most of the discoveries of mineralized areas. Delimitation of ore bodies within the areas is accomplished most effectively by core drilling from the surface.The deposits were discovered in 1899 and from 1911 to 1923 wore worked extensively for radioactive uranium ores, principally carnotite.The discovery and marketing of the richer and more cheaply mined pitch-blende ores of the Belgian Congo left the Colorado-Utah deposits without economic importance as sources of radium and uranium, and the region became inactive in 1923. After a period of comparative inactivity, the rising demand of the alloy-steel industry for vanadium renewed interest in the deposits, which were known to contain that metal. By 1938, vanadium production in the area had achieved respectable proportions, and new impetus was given to it by the United States’ entry into World War II in December 1941. In 1942, new treatment plants for vanadium ores were completed in Monticello, Utah, and Durango, Colo. In order to meet the requirements of these and other plants in the region, it became necessary to open new vanadium mines and prepare old onus for production.In an effort to stimulate mining, the Metals Reserve Company initiated a stock-piling program and appointed the united states Vanadium Corporation, to act as its purchasing agent.The extra production was expected to come largely from small, independent operators whose limited funds did not permit them to maintain development and exploratory programs. Study of conditions made it apparent that extensive exploration would be necessary to sustain production, and accordingly the Bureau of Mines initiated an exploratory drilling project on a cooperative basis with the Geological Survey. The principal objects of the work were to enlarge the known ore reserves of the area and, if possible, discover new ones. The results have been gratifying in both respects."

Although these earths were actually weathered basalts, the term is now applied to weathering profiles developed upon a wide range of bedrocks. The Ni-laterites are a special class within the broad laterite family.

A RESIDENCE of 14 years in the Republic of Colombia, spent in almost continuous traveling and prospecting-trips, has given me an intimate knowledge of the resources of that wonderful country. The man who best knows Colombia is unquestionably General Rafael Reyes, President of the Republic for the past three years, and with seven years more to serve in his present term. Such is the strength of his personality and the wisdom of his policies that his term of office will no doubt endure as long as he is willing to serve. The vastly improved economic situation and the brilliant outlook for Colombia are so directly due to the influence of President Reyes that a few lines concerning him. will not be amiss, if they serve towards a better understanding of his personality. Born of a distinguished ancestry in the mountains of Boyaca, he is now 57 years old, just the age of his friend Porfirio Diaz when be began the work which has placed Mexico in the rank of great modern nations. It was Reyes who came to Washington to protest against the action of the government of the United States of America in reference to the establishment of the Republic of Panama, and, without entering into a discussion of this affair, it can be fairly said that there was not an American in Colombia whose feelings of justice were. not outraged at the government action and subsequent refusal to submit the matter to the impartial judgment of the' Hague. President Reyes is an accomplished linguist, speaking English, French, German, Portuguese, Spanish, and Italian. He has a remarkably. powerful voice, which can readily be heard by a large assemblage. Batch tests of coals and coal-derived materials were made by the Bureau of Mines to determine their effectiveness in removing organic contaminants (COD or chemical oxygen demand, comprising those organic compounds that can be chemically oxidized, and ABS or alkylbenzene sulfonate, common household detergents) from the final effluent of secondary-treated waste waters. The adsorptive capacities of flyashes, coals, including at least one sample of each rank found in this country, pretreated coals, and miscellaneous materials including commercial chars and coke, were determined and compared with that of granular activated carbon. The coals, though not as effective as activated carbon, possess an economic advantage--they are relatively inexpensive, and they can still be burned as fuel without any loss of fuel value after use in waste¬water treatment. A hvcb coal was found to be one of the best, having about one-fourth the capacity of activated carbon for COD, adsorbing about 4 percent of its weight before it became saturated. Several coals contained constituents that added to the COD content of the treated water. Thus knowledge of the performance of the coal is necessary to insure selection of a proper coal as adsorbent.

IN COMPARISON with recent years 1932 has yielded much less tangible evidence of progress in copper reduction and refining. The industry has been extremely quiet, especially in the United States. Design and construction has been throttled by lack of new capital expenditures. The excess producing capacity of the whole industry and the extremely gloomy outlook for the future have made it unwise to tie up more capital except under special conditions. The plants built during the previous year have, however, been placed in operation. Older plants have been abandoned, temporarily shut down, placed on part time operating basis, or continue to operate at a low percentage of normal capacity. In the United States the Phelps Dodge Corporation at Douglas, Ariz., has completed the remodeling of the former Calumet & Arizona smelter. A new roaster and Cottrell plant chimney was completed this year. Though operations have been limited the new equipment has been found to justify all expectations. The reverberatory plant addition consists of two furnaces 26 by 107 ft. inside dimensions, with a high arch, and modern steel binding of excellent design. Natural gas fuel gives good results. One of these furnaces will treat 1000 tons of solid charge per day with a fuel consumption of approximately 3,000,000 B.t.u. per ton. The larger converters have not only yielded the expected lower costs, but have simplified operations in the converter department. This paper is the second of a series of progress reports on a study, of the hydrometallurgy of manganese which is being conducted in an endeavor to make possible utilization of the large deposits of low-grade domestic manganese ores that occur in several States. There are at least four processes in which a knowledge of the action of SO2 gas on manganese oxides at elevated temperatures may prove of value. One ,of these involves dissolution of manganese from ores. The Bureau of Mines has investigated the hydrometallurgy of manganese by a process in which SO2 gas, a waste product at many smelters, is passed into water to form a solvent for manganese. Although Several manganese minerals acre readily dissolved, rhodochrosite (MnCO3) was attacked but superficially.§. Recent experiments have shown that a roast at 650 to 900°C converts the manganese of rhodochrosite to a form that is quickly dissolved by a weak SO2 solution. Introduction of smelter gases containing as much as 5 per cent SO2 during such a roast would not add much to the cost of the operation and might result in the formation of considerable water-soluble manganese sulphate.

Geometallurgical modeling of the production benches is an attempt to estimate the geometallurgical variables of the different ore domains, which leads to a better understanding of the ore and its properties. Having geometallurgical variables results in a more accurate prediction of ore characteristics, an improved drilling and blasting operation, and better efficiency of the processing plant. In this research, the geometallurgical variables required for the geometallurgical modeling of the extraction benches are discussed. Then, the relations between Bond work index (BWi), as one of the most important geometallurgical variables and the primary grindability index, and rock geomechanical properties are investigated based on the previously published studies. The BWi is the main parameter for measuring the resistance to the grinding of ore minerals. It represents the energy required for processing (e.g., crushing, grinding) ore rocks in the beneficiation plant. As a real case study, BWi of a production bench in Sungun Copper Mine, located in East Azarbaijan province, Iran, was estimated. The rock’s geomechanical properties were measured using laboratory tests, including uniaxial compressive strength, Brazilian tensile strength, point load strength, and hardness. Then, BWi was estimated using the proposed formulas in the literature and the results of the rock’s geomechanical properties. The selected bench consists of three ore zones and two dyke domains. The laboratory tests revealed that the first ore zone has a slightly higher compressive strength than the other two zones, while the compressive strength of the waste rocks is larger than the ore domains. Using the proposed equations in the literature, the predicted values of the BWi for the samples in ore zones are in the range of 6.36 – 14.44 (kWh/t), and therefore this wide range must be considered when the short-term production schedule is planned. In addition, variations are observed in the samples within a specific zone and between the ore zones, demonstrating heterogeneity in the selected bench. Finally, wide-open results obtained by different equations show a necessity to perform a geometallurgical program specifically for the Sungun mine.

This paper attempts to close the gap between extensive rock testing with field measurements and the mine operator's need for safe mine layouts and alternatives. It was found that many of the variables that influence mine geometry and worker safety are relatively unimportant while others are critical. The development of empirical relationships which tie the critical variables to the "safe useful life" of a trona mine layout and observations made in 140 production areas where the variables were researched over a fifteen year period are discussed. The concepts presented may have applicability in mine design for other bedded deposits.

THE profitable disposal and utilization of much of our slack coal, lignite, and other low-grade fuels is one of the major problems facing the coal mining industry of Canada today. It is my belief that the pulverization process applied to these fuels opens the door to greater efficiency and greater prosperity, and I wish to discuss briefly with you some features of its development and advantages to date. Indeed, the art of burning pulverized coal under stationary boilers is one of the romances of modern engineering. As a Nova Scotian, I feel some pride in the fact that at Chignecto Mines, N.S., was built in 1906 the first pit-mouth power plant on the North American continent. This was built to make effective for the first time Edison's dream of carrying coal for power by wire rather than by rail. This plant, built by the Maritime Coal, Railway and Power Company, Limited, success-fully utilized underfeed stokers for twenty years but in 1927 was replaced by a more modern plant equipped with machinery for burning pulverized coal, which is now operating very successfully. A further source of pride is the fact that the first boilers on this continent to be operated by pulverized coal were installed by the Dominion Coal Company at New Waterford, N.S., in 1912 and were satisfactorily operated during the lifetime of the plant. It is an acknowledged fact that average living conditions on a large part of the North American continent are far superior to those of any other people on earth. The reason is that we use so much more machinery per capita, and cheap power supply has been a large factor in bringing that about. Statistics show that where one horse-power was used one hundred years ago to assist man in his work, five hundred horse-power is used today. Truly a remarkable development and the key to our present high standard of living. Lack of coal in the chief industrial centres of Canada has forced the extra-ordinary development of the water powers which Providence has placed in those centres. How many of us realize that Canada stands second in the world in the per capita development of hydro power, Switzerland being first and the United States sixth? From this condition, we are reminded of the fact that the per capita foreign trade of Canada far exceeds that of our great neighbour to the South-but another illustration of the benefits accruing from our great power development.

Industrial clays, including a variety of bentonites and kaolinbased clays in southern Saskatchewan are hosted by Late Cretaceous and Early Tertiary sediments. Ofparticular significance are the deposits of swelling bentonite in the Cretaceous Bearpaw Formation and the kaolinitic clays of the Cretaceous Whitemud and Paleocene Ravenscrag Formations. Swelling bentonite is currently produced in the Wilcox-Truax area by Canadian Clay Products Inc. and yields at least seven different commercial products for a variety of applications. Kaolinitic plastic clays, including ball clay, stoneware and earthenware clay, as well as kaolin in southern Saskatchewan, have a long history of development and use. Products include common and face brick, refractory bricks and other shapes, chinaware, pottery, sewer pipe, chimney flue linings and tiles. Currently clay production is for out-of-province brick manufacturing and for pottery. Recent research and improved technology combined with expansion in certain areas of the global clay industry generally hold promise for a resurgence of a clay-based industry in Saskatchewan. Products of particular promise include: clay tiles; kaolin fillers and extenders; and aluminum as well as related by-products from kaolinitic clays based on the carbochlorination process.

Fine-sized mineral wastes discarded by ore milling plants require stabilization to prevent air and water pollution. Stabilization has been attained by physical, chemical, vegetative, and combination procedures. Vegetative reclamation is preferred to physical and chemical stabilization but is diffi¬cult to achieve because the wastes are sterile, contain deleterious inorganic salts, and lack the essential nutrients and physical characteristics required for sustaining vegetative growth. Methods now have been developed for attain¬ing vegetative growth on all but excessively acidic, basic, or saline tailings at costs ranging from $120 to $650 per acre. The cost for stabilizing tail¬ings requiring more intensive treatment techniques may range upward to $1,750 per acre. This report summarizes procedures developed by the Bureau of Mines and industry for vegetating amenable tailings, lists costs for the various processes, and suggests procedures that may be applicable for stabilizing saline and pyrite-containing tailings. Ridged planting beds, drip irrigation, and deep-furrow planting techniques are suggested for stabilizing saline wastes. A combination of mill tailings and sewage sludge can be used for pro¬ducing synthetic soils, and layers of sewage sludge buried under a layer of tailings offer promise of inhibiting acid formation from oxidation of sulfides in mineral wastes.

DURING late years, the proportion of beileficiated iron ore shipped from the Lake Superior District has increased very rapidly. By benefication is meant washing, screening, drying, sintering or any process by which the grade or structure of the crude ore is improved before shipment. In 1915, only 3,000,- 000 tons, or 9 per cent, of t6e total Minnesota shipment was beneficiated ore, compared with 13,500,000 tons, or 35 per cent, of the total Minnesota shipment in 1925. This increase is, of course, due to the fact that iron and steel can be made more cheaply after beneficiating these ores than they could have been had these ores not been so treated. Fundamentally, however, several causes contribute to the necessity for beneficiating iron ores, such as depletion of the reserves of high-grade ores, the iron ore leasing systems and taxation methods and, at the smelting plants, a better understanding of blast-furnace operations, increased operating costs and increased sulfur content of blast-furnace coke. As economic conditions change, it is by no means certain that the proportion of beneficiated ore shipped each year is going to continue to increase. Undoubtedly some of the beneficiation operations are not economically sound at the present time and what the future has in store for the iron ore industry is problematical. Generally speaking, the cost of fuel for blast-furnace operations will increase as time goes on and in order to continue to produce cheap iron and steel, some of the other costs must be lowered. Freight and labor rates probably can- not be reduced. The cost of producing iron ore cannot be reduced much below the present price. It therefore appears that the best opportunity for maintaining iron and steel prices at their present level in spite of in- creased costs of labor and raw materials is to use. less or cheaper raw materials. This, of course, contemplates an improvement in metallurgical processes all along the line and, as a matter of fact, we can confidently expect these improvements because scientific investigations will undoubtedly be even more productive in the future than they have been in the past.

In the course of examinations by representatives of the Bureau of Mines of several compressed-air systems in which explosions had occurred, samples were obtained of the carbon deposits that are formed normally in various parts of the systems by decomposition of the compressor lubricating oil. Experimentation with these carbon deposits has demonstrated that they contain a "carbon-oxygen complex" similar to that formed on coal and on other carbonaceous materials and generally recognized as being the cause of spontaneous heating of coal. The exothermic properties exhibited by such a complex are considered significant in relation to the possible initiation of combustion reactions that may lead to explosions or formation of carbon monoxide in compressed-air systems. This report discusses the occurrence of explosions and formation of carbon monoxide in the use of compressed air and presents results of experimentation conducted with carbon deposits from air compressors.
