In various publications relating to safety in mining the Bureau of Mines has called attention to the hazards attending the use of openBame lamps. An open-flame lamp is a potential source of danger in any coal mine. It may start a fire in a dry mine or an explosion in a gaseous mine. The type of open-flame oil lamp now used in mines is the product of long evolution; its principal merit is simplicity. That such a light is unsafe in an atmosphere containing gas (methane) is evident, and Sir Humphrey Davy immeasurably increased safety in coal mines when he found means of protecting a lamp flame so that it would not readily ignite gas. The safety lamp, however, gives less light than the open-flame lamp, is not as simple in construction, is more cumbersome, and must De carried in the hand .. Consequently, some miners are reluctant to abandon the open-flame lamp for the safety lamp, and risk their own lives and the lives of their fellow workers with the one rather than to be hampered by the other. When small electric bulbs, with their clear, white light, and small electric storage batteries became available, the advantage of combining these elements for a miner's lamp seemed manifest. The combination looked simple and safe, but was soon found to have elements of danger and weakness peculiar to itself. The Bureau of Mines showed, in 1911, that the breaking of a miniature electric bulb in an inflammable mixture of gas and air might ignite the mixture, so that only the fragile glass of the lamp bulb might stand between the miner and injury or death. There Was also a possibility that sparks from the small battery would ignite gas, and the accidental spilling of the contents of a battery on the miner's clothing or skin was a possible source of injury. The first portable electric miner's lamps that were carried in the hand, or with the battery strapped to the back and the light carried on the head, were exceedingly crude and were designed without appreciation of the sources of danger. The possibility, however, of producing a safe and practical miner's lamp by the proper combination and design of the elements available promised to increase safety so greatly that the Bureau of Mines attemr>ted to stimulate better design and construction by careful investigations and the establishment of an approval system that would be an assurance to the miner and an advantage to the maker of the lamp. As a result various manufacturers submitted types of lamps, cords, and bulbs for test and cooperated with the bureau in efforts to so improve the safety features of these devices that the lamps would P&$ specific tests for approval.

New and emerging, as well as proven technologies for the smelting of copper, nickel, lead and zinc are briefly reviewed. The number of new technologies available today is greater than at any time in the past, and interest and development activities remain high despite the economic dif-ficulties faced by the non-ferrous metallurgical industry. Part of the impetus is provided by the realization that only the most cost effective producers will remain competitive, and that new technology is one key to cost effectiveness. The commercially proven "new" copper smelting processes can now be considered to be conventional- technology, and are expected to dominate copper smelting for acme time. There is a growing. interest in continuous copper converting, although direct smelting and converting to copper in one vessel remains the- ideal. There is little activity in nickel smelting. After many years. of development, it appears that several new direct lead smelting processes will soon be a commercial reality. The electrolytic zinc process is expected to continue its dominance, although there is a renewed interest in pyrometallurgical approaches. One of the new zinc processes, and a molybdenum smelting process, illustrate the possibilities of using plasma technology in non-ferrous metallurgy. In the area of complex sulphides, there is perhaps less interest in the treatment of bulk con¬centrate, and more in the treatment of so-called dirty copper concentrates. Much of the technology ancillary to smelting has remained relatively unchanged, and more effort must be made to advance the technology in areas such as materials handling, gas cleaning and sulphur fixation, and energy recovery. More attention to engineering design is also needed. Escalating capital costs may make mini-smelters attractive, but imaginative technology and innovative engineering will be required to make them cost effective. Finally, a glimpse is offered of the smelter of the future.

The planning, design and operation of mines must include the development of positive environmental, community and land-use benefits if it is to achieve good corporate social responsibility and minimise detrimental impacts throughout the life of the mine. Life-of-mine (LOM) planning should, therefore, consider conducting mining activities in the best socially, environmentally and economically acceptable manner, from the commencement of exploration to post-closure of the mine. Current knowledge of LOM activities in relation to public health (life-of-community, or LOC) impacts neither fully captures the full suite of human health and well-being impacts, nor comprehensively informs society on these issues. This knowledge gap is becoming more apparent as public antipathy is increasing towards mining activities within Australia, Canada and globally. The purpose of this paper is to present preliminary and informative results of a literature review to gain insight into the extent of available public health and well-being knowledge associated with mining development. LOM development must also benefit the LOC, in that it must aim to minimise detrimental impacts, and maximise beneficial (including health) impacts on all associated communities. Health planning and programing for mitigation of potential adverse health impacts of mining should extend beyond the scope of work-related injury and illness (resulting from chronic exposure to harmful substances, infectious and lifestyle illnesses), to the health and well-being of workersÆ families and extended associated communities. By mapping the available but rather scarce literature on LOC areas to recognised LOM stages, this review found shortcomings and imbalances regarding research reporting on mining and its health-related impacts in the worker-to-community continuum.CITATION:Kirsch, P, Viswanathan, D, LaBouchardiere, R, Shandro, J and Jagals, P, 2012. The Ekati Diamond MineÖ is CanadaÆs first diamond mine and is located 300 kilometres northeast of Yellowknife in the Northwest Territories. The development of the mine supports sustainable development through the integration of environmental, economic and social considerations with the broad aim of minimising environmental impacts while maximising opportunities and benefits to northern residents and northern businesses. The environmental assessment and regulatory processes for the Ekati Diamond MineÖ were the most extensive seen in the NWT to that date; in Canada only uranium mines receive more attention. In addition to the regulatory requirements, an Environmental Agreement was negotiated with the Governments of Canada and the Northwest Territories to address environmental concerns not covered by existing legislation and regulation. Under the agreement an Independent Environmental Monitoring Agency was set up to oversee the regulatory process and implementation of the Environmental Agreement. Environmental stewardship is implemented through an Operational Environmental Management Plan, part of which includes effects monitoring programs for wildlife and aquatics where available traditional ecological and scientific knowledge are integrated to broaden our understanding of the tundra environment. A Socio-economic Agreement was concluded with the Government of the Northwest Territories to maximise employment and business benefits to the north. Voluntary and confidential Impact Benefits Agreements (IBAs) were also negotiated with four Aboriginal groups who use the area where the mine is located. The intention of the IBAs is to foster development initiatives and a partnership thereby helping to insure that benefits from the project flowed to the Aboriginal groups despite a lack of settled land claims in the region. All these were completed before commercial production in October 1998. Employment targets of 62 per cent residents of the Northwest Territories and 31 per cent Northern Aboriginal have consistently been met thereby ensuring benefits flow to residents of the Northwest Territories. In 2000, $316 million was spent to support operations at the Ekati Diamond MineÖ. Of this, 82.2 per cent of total spending and 26.6 per cent total northern spending was northern and northern Aboriginal businesses, respectively. The environmental and socio-economic monitoring results are reported annually to the responsible government agencies and potentially affected Aboriginal groups. To date, there have not been any significant adverse environmental effects documented and socio-economic targets have been met.

I.-THE HISTORY OF THE SYSTEM TO trace the history of the development of the Co-operative Committee System in The Consolidated Mining and Smelting Company of Canada, Limited, one must look backward about twenty years. In 1915 and 1916, the first years of the W ar to really affect Canadian life, there were sixteen hundred men working in the Trail plant. These men were, on the whole, a splendid body of men and pa trio tic to the core. They were almost one hundred percent organized, ninety-five percent of them be-longing to the Union of the Western Federation of Miners. Most of the tradesmen belonged to their craft unions as well. For example, there were ? local machinist, steel workers', electrician, boiler maker, bricklayer, and carpenter unions. The Company had always maintained an open-shop policy and refused to enforce membership in any union, but recognized the right of every man to belong to unions. The only exceptions have been the I.W.W. and the One Big Union. Both of these organizations have always been fought by the Company. By 1916, membership in the Western Federation being practically 100 per cent, the Company recognized this organization's authority to make agreements, and a wage and hour agreement was drawn up and signed by the Company and the local officials of the Union, and ratified and signed by the Head Office of the Union in Denver, Colorado. This agreement was for the duration of the war.

This Bureau of Mines report and its companion report (Information Circular 9143) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of mining of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the casts for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mining unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. Coverage for surface mining includes dredging, quarrying, strip mining, and open pit mining. The underground mining includes individual development sections for drifting, raising, shaft sinking, stope development, various mining methods, underground mine haulage, general plant, and underground mine administrative cost. This system can be used for estimating cost data for an undeveloped deposit or for checking or verifying mining costs from a developed deposit, with a minimum amount of background information.

The Bureau of Mines developed a rapid and precise method for predicting storage stability of motor gasolines. This method resulted from the investigation of many analytical techniques as well as a study of fuel composition and fuel component gum-forming mechanisms. The first section of this bulletin discusses the development of the prediction test through its several phases, including revision of the standard 110° F storage test; attempts to develop a modification of the ASTM D525 induction bomb test; and the ultimate abandonment of this procedure with the adoption of the 16-hour oven test that was both precise and rapid. The second section comprises a discussion of further studies of fuel com- position, including the reactivity of certain sulfur compounds and hydrocarbons to form gum. The compositions of various gums and inorganic deposits are reported in terms of elemental analysis and spectroscopic examinations. The reactions of tetraethyllead with selected hydrocarbons are also reported.

An effective technique to minimize miners? respirable dust and diesel exposure on mobile mining equipment is to place mine operators in enclosed cabs with designed filtration and pressurization systems. Many factors affect the performance of these enclosed cab systems, and one of the most significant factors is the effectiveness of the filtration system. High-efficiency particulate air (HEPA)-type filters are typically used because they are highly efficient at capturing all types and sizes of particles, including those in the submicron range such as diesel particulate matter (DPM). However, in laboratory tests, minimum efficiency reporting value (MERV) 16 filters have proven to be highly efficient for capturing DPM and respirable dust. Also, MERV 16 filters can be less restrictive to cab airflow and less expensive than HEPA filters. To verify their effectiveness in the field, MERV 16 filters were used in the enclosed cab filtration system on a face drill and roof bolting mining machine and tested at an underground limestone mine. Test results showed that DPM and respirable dust concentrations were reduced by more than 90% when the cabs were properly sealed. However, when the cab door was opened periodically throughout the shift, the reduction efficiency of the MERV 16 filters was reduced to 80% on average.

In 1967 the United States consumed 58.8 quadrillion Btu of energy. Both the Atomic Energy Commission and the Resources for the Future, Inc., a private economic forecasting group, predict that the United States energy requirements will reach 135 quadrillion Btu by the year 2000. In 1967 bituminous coal produced 21.4 percent of the energy used in the United States and anthracite coal another 0. 5 percent. Coal Reserves Coal reserves make up about four-fifths of the United States storehouse of fuel in proven reserves. Seventy-five percent of all fuel, likely to be found and recovered is coal. Electric utilities consume more than half of the bituminous coal mined in the United States in generating 53 percent of the nation's electricity. Atomic Energy Commission analysts have proposed the development of a vast "national energy system" based upon long-distance electrical transmission from abundant untapped coal reserves in the western United States. The study predicts that even if uranium supplies are available and economic breeder reactors developed, coal requirements for electricity generation will more than double by 1980 and increase another 50 percent before the year 2000.

THE Bayard property of the united States Smelting Refining and Mining Company is in south central Grant County in southwestern New Mexico about fifteen miles east of Silver City and one mile west of Santa Rita. The present holdings cover a belt roughly one mile wide by ten miles long, lying west of, and adjacent to, the holdings of the American Smelting and Refining Co., Kennecott Copper Corp., Empire Zinc Co., and Peru Mining Co. The area extends from the village of Bayard on the south to a point three miles northeast of Fierro. The property is a part of the well-known Central mining district which has been New Mexico's leading copper-zinc producer for many years. The property is segregated into three sections, the Bullfrog, Hanover Bessemer, and the Shingle Canyon sections. Cyanide has been used for the recovery of gold since the mid 1800s, but several jurisdictions have already banned its use, and environmental pressures are increasing to finding an alternative. Gold also forms chloride complexes similar to those of cyanide, but the use of chloride has never achieved widespread acceptance. This paper describes a chloride-based flowsheet, wherein the key unit process is the recovery and recycle of chloride ion. It is shown that the chloride-based flowsheet is competitive economically with the conventional cyanide-based flowsheets, and that it has a number of other advantages, particularly environmentally.

The paper point out the economics importance of the Torco process as lubricant and fuels of the motor in the mining. It is possible to envisage an arrangement in which TORCO would be used to treat a sulphide ore, the acid used to dissolve the metallic ccoper in the concentrate and the copper produced in cathode form by electrowinning. However, there are studies point out that it would be as profitable as conventional flotation, smelting and refining. To carry out full testing of the TORCO process on anyore would be expensive, involving sending several hundred tons to one of the pilot plants located in Johann esburg or Milan. Such pilot plant testing should & be considered as confirmatory rather than exploratory, and a good economic case for using theTORCO process would have to be made out based of mallet scale testing before in curring the larger expense.

The locomotives in service on the railroads of this country consume more than one-fifth of the total coal production of the United States. The amount is so large that any small saving that can be made effective in locomotive practice at once becomes an important factor in conserving the fuel supply of the nation. For this reason the United States Geological Survey gave attEmtion to the special problems of combustion in locomotive boilers. It approached this task from several different directions. The facts presented herewith constitute one series of results. In the fall of 1906 the locomotive-testing laboratory of Purdue University, at Lafayette, Ind., entered on a series of tests, one purpose of which was to determine in precise terms the degree of efficiency with which a modern high-class American locomotive utilizes the heat energy of the fuel supplied to it. The general interest in the subject, the elaborate plans which had been formulated for conducting the work, and the substantial character of the support which had been pledged to maintain it justified the Geological Survey in aiding the investigation. a The cooperation of the Survey consisted in detailing experts to assist the regular staff of the laboratory in the chemical and calorific work of the tests. These experts, working under the general supervision of the director of the Purdue laboratory, became responsible for the sampling of smoke-box gases, of the fuel used, of the cinders caught in the front end, of the sparks discharged by the stack, and of the refuse caught in the ash pan. The gas analyses were made by them at the university laboratory. The analyses of all solid samples and the calorific tests of the fuels were made at the government fuel-testing plant at St. Louis. The representatives of the Survey were not concerned with other phases of the work.

Optimising the throughput of a mining network comprising all equipment from shovels to semi-autogenous grinding (SAG) mills is a complicated task, yet the potential benefits can be significant. Key modelling challenges stem from the sheer number of possible routes which material can travel, different equipment operating under different constraints, and the rate of SAG mills being calculated through a nonlinear function of the blended materials’ rock attributes. Nevertheless, this is an ideal onapplication area of mathematical programming, a branch of operations research. This paper describes an application of mixed integer linear programming (MILP) to optimise the mining equipment network of one of the world’s largest copper mines.The model takes as input a year-long monthly mine schedule of shovels in different pits, pushbacks, sequences and faces which produce material to be moved through a network of crushers, conveyors, silos, distributors, stockpiles and SAG mills, ultimately outputting a daily operational plan for all equipment that maximises the throughput of the network. All operational constraints and business rules are considered, including three quality attributes of copper ore. Comparing model results with actual data shows an improvement of 4.47% in network throughput tonnage. Additionally, although the model is solved using a free, open-source solver, optimal solutions are still achieved within a practical timeframe.

A process has been developed in the laboratory and expanded to semi-pilot-plant scale for recovering titania, iron, and byproducts from two types of titaniferous iron ores. A reducing roast with coke and soda ash followed by grinding and magnetic separation produced powdered iron and slag from which titania and byproducts were recovered by H2SO4 decomposition. Based on the steps tested on a. semi-pilot-plant scale supplemented by the results of the laboratory investigations, enough data are available to make a balanced flow sheet. Combined data from the laboratory and semi-pilot plant indicated that 85 to 9O percent of the titania content of the ore was recoverable and that approximately 90 percent of the iron could be recovered as a metallic-iron powder. Tahawus magnetite from the Maclntyre mine at Tahawus, N. Y., was successfully treated as follows: (1) The ore was roasted at 1,050° to 1,080° C. with carbon and soda ash, thereby reducing the iron to metal sponge and retaining the titania in the slag. (2) The metallic iron was separated, after wet grinding, by magnetic or gravity means. (3) The slag fraction was air-roasted at 850° C. and leached with NaOH to recover Na3VO4. (4) The leached solids received a dilute-H2SO4 leach to remove interfering impurities, chiefly Na2O and SiO2. (5) Titania was dissolved from the leached solids of step (4) by a H2SO4-bake followed by a water leach. (6) Titania was precipitated by seeding and boiling the resulting solution. The spent liquor was used for the dilute-H2SO4 leach in step (4). The following scheme was found to be technically feasible for recovering other byproducts of the process. (1) The gelled filtrate from the dilute-acid leach step was washed and dehydrated to produce a commercially acceptable silica gel. (2) The wash liquor containing sulfates of Na2O, Al2O3, Fe2O3, and TiO2 was combined with the highly alkaline filtrate from the wet-grind and metallic iron-separation steps, precipitating iron and titanium hydroxides, which were separated for special treatment. (3) Anhydrous Na2SO4 and Al2O3?3H2O were recoverable from the alkaline filtrate from step (2) by evaporation and carbonation, respectively, and the barren liquor was recycled to the magnetic-separation step.

A brief résumé follows of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code fur Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous -coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reportin; to the Coal Mines Administrator any violations of the Federal Minis Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

The objective of this research was to investigate the interaction phenomena of rock and types of rock bolts to develop design principals for using grouted roof bolts. The investigation was to determine the effectiveness of grouted bolts in resisting lateral displacement and axial separation along fracture planes, and also to determine if grouted bolts eliminate the axial tensile stress near the anchor and the resulting rock fracture. The first year's effort involved defining the post-tensioning response of grouted bars and determining the amount of shear resistance generated by conventional and resin-grouted bolts. A finite-element analysis showed that if the rock and resin grout behave in an elastic manner, the post tensioning of a grouted bar will affect mine roof stability only if movement occurs near the collar. An experimental shear test program revealed that both conventional bolts and resin-grouted reinforcing bars significantly increase shear resistance along fracture or bedding plane when the average normal compressive stress on that plane is low (in the order of 25 psi) and when the bolt is oriented so that the shear displacement tends to lengthen the bolt. An increase in shear resistance is also noted at the higher normal pressure of 250 psi; however, the increase is small compared to the corresponding shear resistance without a bolt. Conventional bolts oriented so that they tended to loosen with shear displacement added no significant shear resistance.
