This paper will underpin the future development of intellectuals having greater understanding of patent law and legislation, IP rights, and innovation. To understand this idea, I present a case study of China?s progress in the last 31 years in the rare earth research, innovation, and simultaneously patents area. Rare earth elements (REE) are at the centre of high technology and are the next wave of world innovation. Much of modern society depends on rare earth elements through their use in computers, lasers, telecommunications, iPods, medical technology, military applications, and so on (Long et al, 2010). The rare earth research, a large research body is being provided by Chinese sources. China devoted three or four university centers to the study of rare earths (Lifton, 2009). These measures are all designed to keep China at the forefront of REE production, materials, technology, and innovation. As a result in the last fifteen years there has been a shift from a US-dominated REE industry patents to Chinese patents. The world must identify strategic areas of rare earth innovation and provide funding to firms and universities that conduct such research. Not only research and innovation is vital but filing patents and preserving IP rights for research and innovation is even more important. We (rest of the world) need a comprehensive strategy to guide the development of patent and IP rights for research and innovation. For the last decade, we have read about the great technical innovation that is coming to the mining industry that will increase safety and productivity. There is consensus that it will be a technical innovation that will produce a step change in mining costs and outputs (as opposed to bigger machines or less people); however, this innovation (while freely available) has not taken hold in the industry. While there are a few mines that have embraced technology, the majority of underground mines simply do not have the expertise or technical capability to implement innovation and automation.With unexploited mineral deposits becoming deeper and more remote, and thus more hazardous to mine, telepresence offers the ability to remotely execute production tasks while separating personnel from hazards. As the technologies required to deliver telepresence mature, the potential for there to be no personnel underground during production activities is becoming a reality (the ‘dark factory’). So significant is the capacity of telepresence to mitigate risk, it is proposed that it be included as a separate entry in the hierarchy of hazard mitigation controls.Technical innovation such as the optimised short-term interval control of the production process and the automation of underground mobile fleets offer significant increases in production along with lower operating costs. This paper explores the most critical components for the successful implementation of technology in underground mining; redundant, robust and high-bandwidth communications networks to carry data from distributed networks of smart sensors and to convey teleoperation commands; and high-definition video to provide operators with detailed, real-time data. The days of analogue ‘leaky feeder’ as a base case for communications are over. The human resources required to support the expected wave of innovation are significant and will be difficult to maintain in remote areas as the same skills and expertise are in demand in other industries.The paper highlights barriers to innovation in the mining industry, and a lack of technical and scientific expertise within the industry to be able to identify, implement and manage technologies that can increase safety and productivity. As well, an over-reliance on basic net present value (NPV) financial analysis that is used in the industry punishes investment in technology (capital expenditure; CAPEX) and accepts higher operating expenditure (OPEX) due to the discounting of future savings in operating costs.CITATION:Cronin, J, 2017. CERTAINLY in point of attendance, and doubtless in several other ways as well, the 147th meeting of the A.I.M.E. was the best ever held. In times of depression, mining engineers and metallurgists have plenty of time to come to the Annual Meeting but money is scarce; at the height of industrial activity they have plenty of money but no time. "The current period of transition seemed to provide ideal conditions for' both the preparation of papers and attendance at their presentation. The weather made even the Californians present envious though the weather man gets no credit, for rain and snow was what he willed. Among the elevator men, the miners have the reputation of being the toughest crowd to handle, though the best natured, withal, of all the engineering groups that meet in the Engineering Societies Building. This bulletin presents a summary of available information regarding the sources of uranium, radium, and vanadium, the methods used in treating the ores, and the uses of the finished products. In particular the paper describes the ores found in the United States, giving especial attention to those characteristics of the ores and the conditions of their occurrence that affect mining and treatment. This paper presents the results of a hypothetical case study that evaluates the potential transition of a large copper mining and extraction operation to 90% renewable energy. The case study considers three phases to accomplish such a transition; phase I considers installation of renewable power generation at the site to meet a portion of the current electric power needs, phase II considers conversion of diesel combustion mining equipment to electric equipment, and phase III considers implementation of renewable energy generation coupled with energy storage systems to provide approximately 90% of the total mine site energy requirements. The paper evaluates the results in the context of a range of purchased electric power unit costs ($0.065, $0.100, and $0.135/kWh) as well as various carbon tax scenarios ($0, $5.00, and $37.30/t CO2). While the case study is hypothetical and considers a range of assumptions, it clearly identifies a pathway to potentially economically viable transitions to a renewable energy platform for mining companies. This represents an approach that mining companies can use to help to meet emissions targets, as well as social responsibility and reporting requirements.

EVERY user of steel should ask himself whether or not he is taking full advantage of the discoveries of the steel metallurgists during the last few years, or is merely buying grades that looked to be the best five or ten years ago for various specific purposes and have since proved perfectly satisfactory in his plant. If he has not kept abreast of the times, then it is probable that something better has been developed, or something just as good that costs less. Though this article will have to do with steel for high-temperature applications primarily, marked advances have been made in steels for other purposes as well.

With staff productivity and retention a crucial factor in the longevity of AustraliaÆs mining industry, some mining companies are increasing their focus on the health and well-being of their people, to minimise the risks of deteriorating health in an ageing workforce. Many of AustraliaÆs mining operations rely heavily on long distance commuter (LDC) rosters, which are argued to have a significant impact upon worker health, wellbeing and lifestyle choices. The potential impact of workforce health on mine safety performance, efficiency and operating practice is an interesting additional line of enquiry. Food choice, exercise and recreation initiatives offer living and working conditions that æempower healthy choicesÆ in the shift worker community, but do not guarantee improved worker wellbeing. This paper explores first-hand the experiences of one individual over two and a half years of employment at different mine sites, under different shift conditions and across different operating crews. In mining coal in the anthracite region of Pennsylvania the general custom has been to leave a large percentage of the coal in place as pillars to support the roof. Evidently any practice that involves partial waste of an important mineral resource is bound to be discarded. It is well recognized that one method of obviating probable waste is to fill the workings with cheap or worthless materials, a process extensively employed in the anthracite and some European mines. At present many of the collieries in the anthracite region of Pennsylvania are utilizing refuse from the old culm banks, which formerly were prominent features in the landscape, and are flushing the fine waste underground so that pillars may be reduced in size or removed. As a result the banks are now disappearing and soon will be gone. The fine culm from the breakers and rock from the mines will continue to be available, but the volume of these materials is insufficient to replace any considerable proportion of the coal removed. The next stage of progress suggested is the use of sand. Fortunately there are available large deposits of this material, much of which can be handled by dredges and pumps. This report is issued by the Bureau of Mines in the interest of safer and more efficient mining methods. I ts purpose is to describe the sand deposits in the northern anthracite coal field in Luzerne and Lackawanna Counties, Pa, Much of the information available is presented in the map, Plate I. Field studies, mostly preliminary, were made in the summer of 1911 to determine the distribution, amount, and character of the larger deposits. It was not thought desirable to make a detailed examination of the region because when the coal companies decide to utilize the sand their engineers will make precise surveys and drill test holes. In preparing the map the various coal companies were consulted; they contributed a large number of facts, especially as to the deposits in the buried valley of the Susquehanna between Pittston and Nan- ticoke, where nearly 1,000 test holes have been bored. The results of these borings were placed at the author's disposal, and have been utilized in drawing the boundaries given in the wide valley area and its extensions up Lackawanna River and NewportCreek. Wyoming Valley contains deposits of sand that are 100 feet thick over a wide area, 200 feet thick in places, and over 300 feet thick in the deep old channel south of Plymouth.

Preliminary investigations of stone resources were conducted in the La Range, Johnson Lake-Pelican Narrows-Deschambault Lake and Creighton-Amisk Lake regions of Saskatchewan. The work identified a rich variety of accessible, attractive and technically promising stone resources. Ordovician dolomites in various combinations of red, buff, yellow, grey and purple are very dense and take a very good polish. These are classified as marbles in the industry and some rival the famous marbles of Verona, Italy. A wide variety of attractive granites have been identified. Among these is a jade green stone (charnockite) and ornamental banded granites (gneisses). A dark greenish to black stone (amphibolite) with white and red veining resembles the well-known Verde Antique variety of Vermont and Italy and surpasses it aesthetically and in engineering properties. Some of these stones have been displayed at Canadian and United States expositions where they received an enthusiastic response from the international stone industry. More detailed evaluation and test quarrying of promising deposits are required. Such work could be rewarding to the industry as some stone varieties in the province have the potential for gaining international markets.

Azbe System of Controlled Calcination To obtain good and cheap lime there are certain fundamental requirements that need to be satisfied. These are : (1) Proper combustion of fuel and steady supply of heat to the kiln. (2) Proper heat distribution in the kiln. (3) Uniform drawing of lime through the several shaft sections. (4) Complete cooling of the lime and recovery of the heat. (5) Temperature control of the hot zone by economical means. (6) Ample draft to obtain high capacity. (7) Arrangements to facilitate operation. Figure 17 shows diagrammatically one of the smaller kilns, intended for large stone. Such a kiln can be supplied with gas from a centrally located automatic gas producer, or, as shown, from an integral producer located snugly against the kiln. These producers make very good gas and have a gasification capacity of either 10 or 15 tons of coal a day. The producers have water-sealed ash pits, a rather thick fuel bed that is conducive to the making of high-CO gas, and are under forced draft. No steam is used. Clinkering is prevented by admixing some spent gas from the kiln with the air. Coal feeding is from a coal bunker through spouts into the hoppers over the producer. This is done, at proper intervals, by manual operation of slides, but it is planned to install mechanical feeders. Central mechanical gas producers have the advantage of requiring little labour, but the blowing of soot is a problem, as also is the proper distribution of the gas among several kilns. In the case of integral gas producers, soot from the centre burner is blown back into the producer to be burned, and the supply of gas to the kiln is controlled by regulation of air to the producer. In large plants, the mechanical producer may be preferable, but in small ones, the integral producer is cheaper, better, and more reliable. The kiln shown in Figure 17 is suitable for both systems of gas supply. It will be noticed that there are no side gas burners. All gas enters the kiln through the centre burner in a manner that permits any desired amount of gas to be directed to any of the kiln sections by the aid of regulating slides.

Remote and isolated, located in a frigid, hostile environment, the Black Angel mine in Greenland had to create a warm social environment which would help attract and retain a stable work force of miners and support staff. The high cost of personnel turnover plagues many mines and, when the mine is inside the Arctic Circle, accessible by helicopters which are highly vulnerable to unpredictable weather conditions during the long, dark winters, the potential costs of personnel turnover become critical factors in the success or failure of the mining venture. Manpower planning should start from the date the engineers begin the technical design of the new mine. The plan should include provisions not only to ensure an adequate, skilled work force, but also to ensure a stable work force of people who are happy enough in the mining environment to want to remain, take their vacation and return to work at the mine. The skilled work force was assured with training courses of four months, designed to produce highly specialized underground workers from unskilled Danes and Greenlanders supported by trained Swedish and other Scandinavian miners. The stable social unit was assured by plans the primary attribute of which had to be flexibility. The accommodation changed from shared accommodation with communal washroom facilities to single accommodation with private washroom facilities. A recreational director was hired to help the workers make use of elaborate recreational facilities. A closed-circuit TV and radio system was installed to operate as a private broadcasting system using taped programs originally broadcast on European TV networks or developed by the mine personnel themselves. The liquor rules were changed and the mine manager became a licensed innkeeper responsible for the orderly operation of the Black Angel Bar in accordance with the Danish laws governing the services of a public bar. The result is a relatively stable work force. Some 35% of the people have more than two years' service with the company, Greenex A/S, and some 62% complete 10 months of service.

A DISCUSSION is presented of natural gas production and field processing equipment as now utilized in the gas producing areas of the United States, with reference to use of such equipment in Canadian gas areas. The scope of the paper is confined to a general description of various types and methods of using surface production equipment. The discussion is divided under two general groups: well-head production equipment, and field processing. The first will be concerned primarily with indirect heaters, separators, knockouts, and special versions of this equipment. The second major group includes the field processing equipment for handling natural gas. A delineation should be made here as to the meaning of field processing as used in this discussion. We will limit our term to mean such processing equipment as may be used in producing fields to process gas or its by products in a manner that does not require conventional plant practices either in operation or supervision. This covers such equipment as is necessary to complete preparation of gas for sale to pipeline and/ or is necessary to recover valuable components. Under this heading we will discuss glycol dehydration, solid desiccant dehydration, low-temperature separation, mechanical refrigeration, and desorbtion-stabilization. These are all processes involved in preparing gas for final sale or disposal. They do not include the more conventional and large-scale plant process systems.

Development of reliable, portable, low headroom, hard rock crushers would improve the efficiency of most currently operated conveyor systems and make it possible to bring conveyor haulage closer to the face, thus eliminating expensive rock rehandling procedures. A crusher that could be easily moved would permit the more widespread use of lower cost haulage systems, such as conveyors, to transport the ore out of the mine. Such crushers would be installed close to the working areas, resulting in an optium haul from the face to the dump location. A recent contract study by Rapidex, Inc., "Application Study of Portable Underground Hard Pock Crusher" (USBM Contract No. J0265006) provides a survey of industry needs in portable underground crushing, together with conclusions and concepts as to specifications and type of crusher required to serve the greatest number of operations. To fill this need a three phase program has been undertaken by the Bureau of Mines: Phase I - Design: Phase II - Construction and Testing, and Phase III - Production Underground Test. This report covers Phase I only, and includes the complete engineering design and specifications of the Rapidex Rotary Jaw Crusher conceived in the earlier "Applications Study". Also included are the design, construction, and testing of a quarter-scale functional model, utilizing three different types of rock and two different crusher feeder systems.

The wastage of timber in coal-mines that is caused by decay is very great; in fact, far greater in this country than is generally realized. Mr. E. W. Peters estimates that of the whole wastage of timber in mines in the United States of America, 50 per cent, is due to decay and insects; of this 50 per cent, an overwhelming part is due to decay. The most efficient methods of decreasing this grave loss can be devised only by co-operation of the mining engineer and the scientific expert, and it is partly in the hope of procuring such collaboration that this paper is written. It contains, therefore, a resume of our present knowledge of the decay of wood, and of the economic methods of checking this in mines; but, with a view to improving those methods, it also directs attention to the gaps in our knowledge and the means by which these can be filled by future investigation

By arrangement between the Ontario Mining Association and Messrs. John Taylor & Sons, Mining Engineers, 6 Queen Street Place, London, E.C.4, the writer was engaged for a period of not more than three months to report on the rockburst situation in Ontario mines. This was later amplified, by mutual agreement, to include, at the expense of detail, visits to the larger camps where rockbursts had not occurred, to get a general picture of conditions and to discuss the subject with operators in their respective areas. Uranium in situ leach mining has recently emerged as a viable alternative to conventional miring techniques. The cost implications of in situ mining are therefore of increasing interest to mining paracticioners as well as public officials. This report presents the results of an assessment of uranium in situ leach mining costs through the application of process engineering and discounted cash flow analysis procedures. A computerized wasting technique, termed a cost model, was developed through this effort to facilitate rapid cost analyses. Application of this cost model will generate mine life capital and operating costs as well as solve for economic production cost/lb. U308. Conversely rate of return may be determined subject to a known selling price. The data bases of the cost made! have been designed to reflect variations in Texas vs. Wyoming site applications. The results If applying the model under numerous ore deposit, operating, wellfield and extraction plant conditions for Texas and Wyoming are summarized in the report. Sensitivity analysis of changes in key project parameters have also been tested and reported.
