Introduction Probably the newest thing in mining safety is the apparent dissatisfaction on the part of the mineral industry, as represented by both management and labour, and the general public of many nations in which mining is conducted, with the safety record of the mining industry. This is reflected by published comments in the technical press;' in labour periodicals, in popular Journals and periodicals, and in the daily press (5, 11). Despite what may be said to the contrary, mining in the United States is becoming safer, and this trend has been evident for several years (see Figures 1 to 4). Because the author's experience has been mostly in the United States this paper will discuss briefly some recent observations in the United States that have a bearing on mining safety. Because coal mining is of primary interest to the Mining Society of Nova Scotia, the paper treats mostly of coal-mining safety; however, many hazards in mining .are common to all mines, regardless of the minerals mined.

Over the past year or so, a number of mining companies have been meeting to examine the role of research in surface mining and, in particular, how to establish a collaborative research effort for the surface mining industry. A review has been completed which has identified the topics that are of interest to the surface mining companies for undertaking collaborative research. This has identified key subject areas such as Operations & Equipment; Maintenance; Environment & Reclamation; and Stability. Specific research projects for the initial research effort have been selected which include Wireless Data Communications, Analysis and Management; Application of GPS in Mining; and Tires for Heavy Haulers. In addition, attention has also been focussed on finding a suitable low cost, but effective, organization to coordinate and manage the collaborative research. The recently formed CONRAD Organization (Canadian Oilsands Network for Research and Development) appears to be a suitable candidate and discussions are ongoing with that group. This paper provides a summary of the review of surface mining research needs and of the status of the establishment of a collaborative research body for surface mining.

In Chinese coal mines, extraction of deep, highly gassy soft coal seams sandwiched between soft floor and soft roof in complicated geology is commonly encountered. How to safely and efficiently excavate such seams is a very significant and important problem. It has been a focused research area in recent years. By combining the characteristics of fully mechanized longwall mining methods such as large cutting height and mining along the dip, an integrated method and technologies for the Zhangji Coal Mine were developed. This technology includes the design of a complicated geological exploration system, optimization of mining method and working face parameters, control of rock pressure and high levels of gas, reliability model of the production system, and selection and compatibility of equipment. Engineering practice shows that the integrated technology was successful in mining these complicated seams. This study not only enriches the mining method, but also improves the coal mining practice, especially ensuring both safety and productivity under complicated geological conditions.

EVERYONE enjoyed the coal meeting and found it profitable. At least your correspondent did, and those to whom he talked. Close to a hundred were there. The Coronado proved an excellent headquarters hotel, though it is two miles or more from the business district of St. Louis; its Crystal Room was suitable for the technical sessions; its Lounge adequate for registration and informal chats; its Club Caprice made an artistic setting for the informal banquet; and its Coal Hole in the basement presumably served other needs-unfortunately we passed up an invitation to find out, and never got another. To be sure, the first day of the meeting (Monday, Oct. 28) was a drizzly one, but that only served to keep people inside where they belonged. Believe it or not, the first technical session was only five minutes late in getting tinder way, with H. N. Eavenson's words of welcome. M. M. Leighton then took over the conduct of the meeting, and invited Eugene McAuliffe to read his paper on how much coal the railroads are likely to use in the future. E. G. Bailey then presented some written discussion; among other things he wondered about the success of stokers on locomotives, and whether or not the burning of coal in locomotives could not he made a cleaner operation. Mr. McAuliffe pointed out that railroads are built to haul coal rather than to burn it. Maximum firebox efficiency is often subordinated to the traffic situation. Powdered-coal firing has not been a success because of limited firebox space. Stokers have resulted in economies indirectly, because large locomotives cannot he hand-fired and stokers thus make them possible. Nowadays it is not so important to do away with smoke, cinders, and soot, because most trains are sealed up and air-conditioned.

A survey of 80 coal producers was conducted to determine the extent and scope of respirable dust control research for underground coal mines and the current methods employed to control respirable dust. Results of the survey showed that proper face ventilation and an adequate water spray system are sufficient to comply with mandatory standards in room and pillar mining. Difficulties still exist with longwall equipment, auger miners and buring machines. In these cases, known dust control techniques are not sufficient to obtain compliance. Present state-of-the-art face ventilation and water systems were discussed in addition to the sampling program.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and, education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.1

For metallurgical plant design, it is necessary to progress through successive phases of test work, piloting and process development before involving all the other engineering disciplines and “freezing” the process design criteria and flow sheet. This process usually relies upon the experience, skills and personal preferences of various technology providers, study and engineering entities, test work and metallurgical laboratories and, most importantly, the owner’s team and its operators. Current industry trends include lower grades, more complex orebodies, geometallurgy in defining orebody variation and design envelopes, more common “hybrid” plant processes and the market demands for more reliable, timely and predictable early plant performance.This paper will discuss interaction of these trends and provide guidelines for the level of detail and technical complexity required for a number of different “typical” examples. The paper will pay particular attention to the study definition level translated into the required detail and certainty needed by the overall process “owner” and original equipment manufacturer (OEM) equipment suppliers to ensure the best real plant performance. Some recent case studies will be discussed. In many projects, at a late stage of project definition, it has become common practice to undertake a “value engineering” phase. Although it could be argued that this should be undertaken earlier, it is largely driven by an overall need to reduce capex and “optimise” the perceived “fat” built into the project during the detailed design process. This value engineering can be very counterproductive to project timing and operational performance and warrants discussion.The paper is intended to promote discussion on a topic of wide interest. "Due to recent coal bursts in Australian coalmines, research of coal bursts has attracted intensive interest from mining researchers and engineers worldwide. Previous research has shown that the sudden drop of fractal dimension may be a precursor of catastrophic failure of rock. This paper examines the fractal characteristics of temporal-spatial distribution of acoustic emission signals released during the compression loading process of coal. This research suggests the possibility of coal burst forecasting based on acoustic emission data. The concept and calculation equation of fractal dimension is introduced in this paper. Additionally, uniaxial compression experiments of Australian coal samples are conducted, and the acoustic emission waveform and 3D location are recorded simultaneously by eight sensors Express-8 AE monitoring equipment in the loading process. The experimental results indicate that the continued slowdown of fractal dimension in time sequence can be used as a precursory signal of coal sample brittle failure. The fractal dimension of the spatial distribution of acoustic emission events decreases with the evolution of coal fracturing.INTRODUCTIONCoal bursts refer to the catastrophic failure of overstressed coal subject to the dynamic and static loads. In recent years, coal bursts have occurred in major coal mining countries and this phenomenon has attracted the research interests of international mining and geotechnical scholars. A total of five coal burst accidents happened in Australian coalmines since 2014. On October 20, 2018, a coal burst occurred at Longyun Coalmine in China’s Shandong province, which led to 21 fatalities. Unfortunately, even after decades of research, it seems neither more accurate forecasting methods nor comprehensive controlling measures put forward by researchers have solved the problems posed by coal bursts.As an instantons energy releasing process, coal bursts are always associated with energy dissipation in the forms of acoustic emission, micro seismicity, and electromagnetic radiation (Yamada, Masuda, and Mizutani, 1989). It is believed by many researchers that the frequency–magnitude relationship of micro seismicity induced by rock failure satisfies Gutenberg-Richer relationship as well (Feng et al., 2017). Hence, based on the principal and theory of earthquake source locating, micro-seismicity monitoring equipment has been adopted in many coalmines to locate seismic event origins associated with coal and rock failure in an attempt to better forecast coal and rock bursts. Although many parameters such as b value (parameter of Gutenberg and Richter’s law) (Lu et al., 2015) have been adopted as indicators of risk, the forecasting of coal bursts is still of low accuracy. The same is true with earthquake prediction, as it remains as a worldwide problem even after decades of research and practice. Acoustic emission (AE) methods are now widely adopted to detect rock failure processes under an applied stress for application predicting the abrupt failure of rock in the laboratory (Li et al., 2017). Previous studies have found that significant overlap exists between research regarding AE and micro seismicity with respect to generation process (both are concerned with the generation and propagation of elastic wave) and event origin location, as geophysical signals of both are same (Lockner, 1993). That is, the frequency–magnitude relationship and early-warning indicators found by AE research in the laboratory have a potential applicability to in-field micro seismic monitoring of coal bursts. Through experimental study, Feng and Seto found that the temporal distribution of acoustic emission counts of rock have distinct fractal structures during load-increase processes (Feng and Seto, 1999). Coverage includes: First, identitication of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis; of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added in countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

THE province of Saskatchewan, situated in the center of the Great Plains region of Canada, has, like most prairie areas, an essentially agricultural economy. Most of its population of about 860,000 is located in the southern half of the province in the farming and ranching areas. To the north of the prairie is a broad forested belt supporting a considerable timbering industry, and the northern one third of the province is glaciated pre-Cambrian rock formation. This latter area is relatively barren of vegetation, but the presence within it of a considerable variety of radioactive, noble and base metals, and industrial minerals has been shown by prospecting in recent years.' Glacial Geology The Keewatin ice sheet, considered to have accumulated in the country to the west of Hudson Bay in Pleistocene time, covered at its maximum advancement almost all of Saskatchewan and extended south of the international boundary. Only in the Cypress Hills in the southwest and around Wood Mountain in the south central portion of the province did the preglacial formations escape the action for this glacial period. The bedrock of the plains and forest areas therefore is overlain by moraines and modified glacial drift, which vary in thickness from a few feet to 400 or 500 ft.' Glacial action in the pre-Cambrian area of the province was largely erosional, most of the more recent formations and some of the pre-Cambrian rock being transported out of the area to the south and west. It has been estimated that about 13 pct of this area is composed of lakes and rivers not too adaptable to rail or water transportation, so that until the use of aviation for exploration purposes became general, development of the area was slow. To the south, the heavy mantle of glacial drift has to some extent deterred the discovery of industrial minerals in the bedrock underlying the forest and prairie regions3 At the same time, this drift contains numerous deposits of those most elementary and necessary industrial minerals, sand and gravel. Sedimentary Basin The major feature of the sedimentary deposits underlying the plains regions is the basinal structure known as the Moose Jaw syncline, which runs from the southeast corner of the province in a northwesterly direction. To the west of this syncline the formations curve upward, then have been faulted and further upthrust to appear at the surface in the foothills of the Rockies in Alberta; to the east and north they curve upward into Manitoba and northern Saskatchewan, but the surface contacts are covered mostly with glacial drift.238 The axis of the syncline dips to the southeast, so that there is also an upward trend of the formations along the axis to the northwest. In illustration of the regional structure underlying the province, the pre-Cambrian basement has been logged in drillholes at the following depths in several locations: Ogema (south central), 9390 ft; Gronlid (northeast), 2599 ft; Vera (northwest), 4422 ft; Big River (north northwest), 2348 ft. Fig. 1 indicates the general surface geology of the province, ignoring such glacial overburden as may overlie many of the bedrock formations. Also indicated is the approximate location of the axis of the Moose Jaw syncline.' Industrial Minerals Clays: The province is fortunate in possessing a widespread distribution of clays of ceramic value, ranging from those used for heavy structural products to the high grade pottery and china clays. Shales suitable for brick and tile production are found in the Upper Cretaceous and Tertiary formations across the south of the province where the glacial drift is thin or nonexistent. Many deposits of glacial lake clays suitable for such wares are found scattered over the rest of the province south of the pre-Cambrian area. The Whitemud formation of the Upper Cretaceous is a narrow sedimentary band of secondary clays found intermittently at points across the south of the province where glacial action did not disturb or remove them.' In the southwest corner of the province, around Eastend in the Frenchman River valley, the refractory clays of this formation are contaminated somewhat with iron compounds or other alteration products of basaltic rocks. This eliminates the use of those clays in true whitewares, as they fire to creamy buff shades at the lower temperatures and to a blue-specked grey at cone 8 to 12, (2280°F to 2390°F), the range commonly used in firing whiteware. However, for use in the production of colored artware, caneware, stoneware or crockery, and sewerpipe, this type of clay makes an excellent body that requires little or no addition of flint, feldspar, or other fluxing materials such as are required in the higher class of ware.' It is not a grade of clay that can be shipped great distances to the manufacturing centers, but a market for considerable tonnages has developed at nearby Medicine Hat, where cheap natural gas is available for the firing of the ware. Farther east in the south central portion of the province, the clays of the Whitemud formation are generally more refractory and white burning. The formation is divided into three zones, consisting of white clays, brown shale, and white sandy clays.

Computer models for simulating the construction and for calculating the properties of particulate solids in two- and three-dimensional systems (coverings of circles and packings of spheres, respectively) were developed. By simulating the physical process of constructing circle coverings and sphere packings, in which the circles or spheres were randomly selected from many different distributions of sizes, physically realizable loose random assemblies were simulated whose physical and geometrical properties were predictable with the computer. Many of these properties, such as the number of contacts, are extremely-difficult to measure accurately, or considerable ingenuity is required in their determination. All of these properties were easily and accurately calculated by the computer models for many different coverings and packings constructed from equal, discrete, uniform, and log-normal distributions of particles. In addition to the loose random assemblies, dense random covering and packing constructions were simulated whose properties are ideal upper limits for those of the loose random coverings and packings. The properties of the dense random coverings and packings, heretofore only obtainable by theoretical analysis, were also simply obtained. The statistical geometry of loose random coverings and packings was studied, and several new interpretations of the area-covering or space-filling requirements in these systems were made. In two dimensions, it was found that the properties of all loose random coverings are predictable by taking suitably weighted averages of the corresponding properties of just four kinds of polygons whose edges are defined by connecting the centers of mutually tangent circles in the covering. The distributions of these polygons that permit area-covering were determined, and empirical equations for predicting the density, average coordination number, and average pore area in loose and dense random coverings were formulated. The properties of loose packings were determined by performing a simplicial division of the computer-simulated assemblies to produce a unique set of minimum volume, space-filling tetrahedra whose edges connected the sphere centers in each packing. A simple empirical equation was formulated that permits the calculation of the average number of contacts in any sphere packing, random or regular. Some of the statistical geometrical properties of the simplicial tetrahedra in the computer-simulated packings were analyzed. The tetrahedron edge length distributions in all the loose random packings were nearly identical when the edges were presented in terms of sphere diameters, regardless of the sphere population in the packing. Moreover, the gap lengths in the loose packings were to an excellent approximation representable by a uniform distribution of sizes. The distributions of spheres in tetrahedra resulting from the simplicial division of the loose random packings also existed in the tetrahedra in dense random packings. These observations were employed in developing a unique method for predicting the geometrical properties of loose random packings without simulating the assembled packing. Instead, the space-filling simplicial graph could be predicted for any given density of packing of any sphere population. The cumulative packing properties of these tetrahedra were shown to be nearly identical to those calculated by all loose random packing simulations attempted in this investigation. The simplicial tetrahedra completely describe a packing and can therefore be used to predict all properties of interest.

Iron ore is essential in steel making; however, high-grade ores have diminished, making low-grade ores inevitable. These lowgrade iron ores need further beneficiation to upgrade the iron content. Currently, traditional physical and chemical methods are utilized and are not environmentally friendly. Bio-beneficiation techniques have emerged as a sustainable alternative for mineral recovery. This review delves into recent bio-beneficiation advancements for enhanced low-grade iron ore recovery using microbes. Research has revealed that bio-beneficiation methods such as bio-leaching, bio-flotation, and bio-flocculation have proven successful in iron recovery from ores. The bio-beneficiation process occurs in mild conditions using bio-reagents derived from microbes and offers a reduction of chemicals used in processing. Bio-beneficiation of iron ore potentially offers a relatively energy-efficient, cost-effective, and environmentally friendly method of maximum iron ore recovery. However, this review has identified a scaling-up difficulty in which a future approach for industrial-use applications is offered following a thorough sustainability assessment. Bio-beneficiation, using microbial processes, provides a viable avenue for maximizing iron ore recovery while tackling the constraints of dwindling high-grade iron ore resources and environmental sustainability.

IN 1942 the Bureau of Mines began to develop the Kroll process for use in the large-scale production of titanium. Titanium and titanium alloys are now commercial metals. These metals are relatively expensive, but It is now evident that they will have important industrial uses and that in many instances these will be related to their remarkable corrosion resistance. This bulletin presents the known corrosion properties of titanium and its alloys in useful form. In marine environments titanium is highly resistant to corrosion and does not pit, or undergo crevice corrosion, stress corrosion, or corrosion fatigue. Titanium is also highly resistant in many salt solutions, including most chlorides. It is very resistant to corrosion in nitric acid solutions. It is also resistant to white fuming nitric acid. However, it may react violently with red fuming nitric acid. In phosphoric acid solutions titanium has rela¬tively good resistance to corrosion, but it has less resistance to sulfuric acid and still less to hydrochloric acid solutions. Titanium corrodes very rapidly in hydrofluoric acid Solutions. It is very resistant to corrosion in many organic chemicals. However, it has only moderate resistance to formic acid solutions and poor resistance inn oxalic acid solutions. Titanium does not corrode in dichloroaretic acid but, corrodes rapidly in 100 percent trichloroacetic acid at 100° C. Titanium is resistant to barium, calcium, magnesium, ammonium, and sodium hydroxides. Titanium is inert in wet chlorine, bromine, or iodine gases. However, in dry chlorine gas titanium reacts rapidly enough to ignite. It also reacts rapidly with dry bromine gas, but, it is resistant to dry iodine gas. When titanium is exposed to red fuming nitric acid solutions with high nitrogen dioxide content and low water content, it corrodes, undergoes stress-corrosion cracking, and becomes pyrophoric. This occurs more readily with some titanium alleys, such as titanium-8 percent manganese. A fresh titanium surface immersed in water or in an aqueous solution and in contact with an oxygen-rich atmosphere under sufficientt pressure is unstable and will ignite spontaneously. Inherently an active metal, titanium has a tendency to become less active in environments containing oxidizing agents such as air, oxygen, chlorine, or ferric, cupric, or platinic ions. Titanium is more noble than most structural metals in roost, environments and its excellent corrosion resistance is generally not, affected by contact with these metals. However, some of the other metals corrode faster because of contact with titanium. Titanium undergoes anodic polarization readily, so that even when it is the less noble member of a galvanic couple it may corrode less because of the contact. Titanium alloys often have corrosion properties and electrochemical characteristics similar to those of commercially pure titanium. Titanium alloys containing noble metals, zirconium, molybdenum, vanadium, tantalum, or copper sometimes have better corrosion resistance than pure titanium.

THOUGH known as the platinum-group metal- the sextuplet, platinum, palladium, iridium. rhodium, osmium, ruthenium, might well be called the American metals or perhaps Pan-American metals, as the ore containing them eras first discovered in South America, and in recent years the largest production has come from North America. The South American alluvial deposits, which also, contain gold, are in active production, as are the alluvial platinum deposits of Alaska, but the main production is from the copper-nickel ores of Sudbury, Ontario. The Russian deposits in the Urals were the source of most of the worlds platinum for about 100 years, but since 1934 have assumed second place. For a time considerable amounts of platinum came from several rather rich deposits in South Africa but these were exhausted quickly. However, a tremendous reserve of lower-grade ore exists there, which could be worked profitably if the price of platinum were considerably higher.

So far as is known , there is no complete bibliography on sampling, therefore , this one should be of value . In it are nearly eleven hundred references , some dating back 30 years , on sampling at mines , mills , smelters , power plants , pumping stations and refineries . For convenience , there are included a few references to methods for sampling such materials as leather belting in mills , salt impregnated soils , and mine waters . All the important technical journals , - including some in foreign countries- and engineering society publications , also mining and metallurgical text - books , have been studied for anything concerning sampling , and while it is not claimed that every important reference has been listed , the bibliography is fairly complete . The arrangement is alphabetical by authors ' names , and the references are numbered serially in the crder that they appear in the bibliography . Anonyous references are listed under the name of the journal in which they appear , and are numbered like the references bearing an author's name . Patents are grouped in their numerical order , without index nu.bers . Under the heading , " U.S. Bureau of Mines Publications " , are listed all publications of the bureau that deal with sampling . While the serial number is omitted , these same references , of course , have serial numbers where they appear in the list arranged alphabetically by authors .

Today few in business would argue with the idea that we are living in a world that is Volatile, Uncertain, Complex, and Ambiguous. Coined VUCA by the US Army War College, these four words define the ?turbulence? and ?continuous white water? that the business literature has been documenting for the last decade. This VUCA world became even more relevant to business in 2007 when the Institute for the Future fellow Bob Johansen published the idea of transforming VUCA into Vision, Understanding, Clarity, and Agility. We call this VUCA Prime (VUCA'), and place an infinity loop (8) between them to show their dynamic interaction. This paper presents an exploration of the impact of VUCA 8 VUCA' on business and the conditions under which these dynamic forces help to successfully navigate change.

AUTHENTIC records show that coal mining in Cape Breton dates from the year 1720, when the French military authorities obtained coal from what is now known as the Blockhouse seam, in the Morien district, for use at Louisburg, where the fortress, now of such historic interest, was being built. Thereafter, coal was mined more or less continuously, and although, for many years, in a very haphazard way, there was, on the whole, a steady growth towards a better regulation of the industry, culminating in the year 1825 with the arrival of the General Mining Association in Nova Scotia. This Company, more generally known as the G.M.A., had acquired extensive tracts in Brazil and Colombia and had also purchased the mining rights for the whole of Nova Scotia-excepting such areas as had been previously leased-the attraction being the rich veins of copper currently reported as occurring in the Province. These fabulous copper veins, upon examination, failed to materialize, but the engineer sent out to report on them returned with such good accounts of the coalfields he had seen that steps were taken immediately to investigate them. From that rime onward, the history of coal mining in Nova Scotia is one of progress and achievement. One of the first acts of the G.M.A. was to acquire the areas already leased to other concerns and develop these in a masterly fashion, employing the best machinery and talent available at that time. Such dominant control over the minerals of the Province, although it led to orderly development in the several coalfields, also, later on, resulted in restricting operations in the various coal centres to such an extent that a determined effort was put forward by the people of Nova Scotia to end such a state of affairs. Consequently, in 1857, the original lease of the G.M.A. was abrogated, the Company, however, being allowed to retain certain areas in the districts it had already developed. This opened the way for the formation of other coal-mining companies, and numbers of these immediately sprang into existence in the various coal-mining centres. In 1893, the Dominion Coal Company, Limited, was formed by the amalgamation of seven companies operating in the neighbourhood of Glace Bay, in Cape Breton. Later, in 1910, the Dominion Iron & Steel Company, Limited, obtained control of the Cumberland Railway & Coal Company, which had been formed in 1884 to acquire the rights of the two companies working in the Cumberland County coalfield.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1990. Most of the estimates are based on nine months data. These summaries have been prepared in cooperation with State geological surveys or related agencies. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State Activities field office.
