The Ontario Committee on Taxation is making a comprehensive study of taxation in the Province of Ontario, and in this connection has received representations concerning mining taxation from a number of interested parties. Some of the more important recommendations on mining taxation are reviewed in this article. Introduction FOLLOWING the appointment of the Federal Royal Commission on Taxation, the Ontario Government, effective in November, 1962, appointed the Ontario Committee on Taxation to review taxes and revenues available to the Province of Ontario and its local governments, to co-operate with the Royal Commission on Taxation and with any other bodies of enquiry appointed by other provincial governments, and to make such recommendations as it sees fit to the Prime Minister of Ontario and the Executive Council. Kaolinitic clays are potentially a vast domestic resource for aluminum. Utilization of this resource could decrease or eliminate the nearly complete dependence of the United States on foreign raw materials for this important metal. Furthermore, processing of clay to aluminum through anhydrous chloride metallurgy could reduce the high electrical energy requirements of the conventional Hall-Heroult aluminum reduction process. Several anhydrous chloride processes have been proposed; however, unresolved technical problems have prevented their commercialization. In particular, an acceptable chemical means has not been found to extract aluminum from clay as a highly pure anhydrous aluminum chloride. This Bureau of Mines report identifies and discusses the important chemical problems involved in achieving an acceptably rapid, self-heating, selective chlorination reaction and the subsequent separation of iron chloride byproduct from the anhydrous aluminum chloride.

INTRODUCTION After a mining company has discovered a mineral deposit, the problem is then how to mine and process that deposit the best way. The principal problem facing managers or engineers who must decide on mine plant size, equipment selection, and long-range scheduling is how one can optimize a property not only in terms of efficiency but also as to project duration. Mine opti¬mization is dependent upon the interaction of con¬tributing parameters which leads to maximizing the net present value (NPV) Realistic mine planning is the key, to the analysis. The process is to be used when evaluating undeveloped properties or when a complete revamping of existing facilities is scheduled The proc¬ess is not intended for detailed mine design but rather for property evaluation and feasibility studies. The derivation of the various input parameters will only be discussed to the point where a meaningful correlation can be made with the overall analysis. The interrelationship of the parameters will be the central point because most company guidelines and financial analysts have their own standards when deriving the various inputs. Assume that the data is totally acceptable and pro¬vides at least the following categories of information and guidelines- (1) mineral and waste inventory; (2) geologic, hydrologic, and geotechnical criteria; (3) topographic layout including property boundaries; (4) metallurgical flowsheet, recovery and design criteria; (5) access, water, power, and environmental base-line study; and (6) financial constraints (minimum rate of return, payback period, etc).

"Diesel-powered equipment has allowed the mining industry to raise production rates and significantly improve productivity, as it is rugged, mobile and reliable, but its widespread use in underground mines has generated concerns regarding the exposure of mine workers to harmful diesel engine exhaust gases and particulate components such as diesel particulate matter (DPM), which has recently been classified as a human carcinogen by the International Agency for Research on Cancer. The agency expressed further concerns that workers’ exposure to high DPM concentrations can increase the risk of cardiovascular, cardiopulmonary and respiratory illnesses. Three emerging technologies could have the ability to replace dieselpowered equipment and remove DPM from underground mines: fuel-cell-powered mining equipment, battery-powered mining equipment and advanced material handling systems. This paper reviews them and assesses whether they have reached the point where the pollutants emitted by diesel-powered equipment can be removed from underground mines through the introduction of zero-emission mining equipment and power systems. Information is also provided from the results of a feasibility study, including a detailed cost benefit analysis, carried out at six Canadian and nine U.S. underground mines, which looked at the possibility of replacing diesel-powered production equipment with fuel-cell-powered equipment. The remarkable pace at which battery technology is progressing is also reviewed, and the feasibility of replacing diesel-powered mining equipment with battery-powered equipment is assessed. IntroductionHazardous pollutants in underground mines. Why is it important to remove diesel particulate matter (DPM) from underground mines? Over the past 40 years, diesel-powered equipment has allowed the mining industry to achieve rising production rates and major improvements in productivity, as the diesel engine is an economical source of power and diesel-powered equipment is usually rugged, mobile and reliable. On the negative side, the toxicity of some diesel exhaust gases is well known (Grenier et al., 2001), and the widespread use of diesel-powered equipment in underground mines has generated increasing concerns about the occupational exposure of mine workers to harmful diesel engine exhaust gases and particulate components such as DPM. Diesel equipment also entails other hazards like heat and humidity. Exposure to excessive heat can cause heat illnesses, such as heat rash, heat exhaustion and heat stroke (Donoghue, 2004; Roghanchi et al., 2016), and a hot and humid underground environment negatively affects the efficiency of the workforce, which may result in a decline in production output (Roghanchi et al., 2017)."

Discharge cones for large Semi Autogenous Grinding (SAG) and Autogenous Grinding (AG) mills are subjected to high wear as significant volumes of ground ore and slurry exit the mill. With the larger diameter mills of 32ft to 40ft in size becoming the norm, very high, concentrated wear is highlighting the limitations of conventional discharge cones and frequent changes are subsequently required. This paper outlines the advances made in the design of the Bullnose discharge cone. Superior wear materials to increase wear life over conventional rubber or chrome-moly steel discharge cones and the introduction of key design features to reduce reline times and improve fit and safety during installation, offer significant opportunities for the mill operator. Collated from multiple case studies, the wear data and reline history from 2004 to present clearly illustrate the way in which superior component longevity has reduced the frequency of relines over the life of the product to increase mill availability and effectively increase the tonnes milled in a period.

"The Didipio Gold-Copper project in the Philippines has been a well-defined reasonably high gold grade porphyry for almost two decades. OceanaGold are now bringing the project into production in late 2012 and have recently reoptimised the project with the goal of combining the inherent high grades with higher through-put than previously proposed that will see strong initial metal production. The project was discovered and well defined by 1995, but has seen some obstacles to development, namely sovereign risk, capital cost and project funding. The project strengths over this time that have kept the flames alive are: strong grades large orebody with low stripping ratios a simple beneficiation process and a clean high-grade concentrate strong support from the Philippines government.The initial study in 1998 used Gold and Copper price assumptions of $325/oz and $0.95 lb respectively. Today reserves are based on $950 and $2.85. So, being a porphyry with a large reducing grade halo, the deposit now lends itself to extraction on a much larger scale than before, without any significant capital expenditure as a larger open pit now dominates the project.Didipio is a game changer for OceanaGold, so it has been important to learn from history and to capitalise on a strong initial metal production profile. The project sits in a reasonably remote mountainous area of Luzon which sees annual typhoons and numerous short duration high intensity rainfall events and two rivers flowing through the project area, so it has not been without some innovative technical solutions.CITATION:Redden, R, 2012. Historically, extracting dissolved solids from formation water was economically motivated. Today, main drivers are environmental benefits and regulations, as large volumes of water needed for hydraulic fracturing require treatment before reuse or disposal. The concentration of dissolved solids in flowback water increases with each use and may require treatment prior to disposal. Element recovery from produced water is not profitable unless market conditions are favourable, recoverable elements are abundant, and economical recovery methods are established. Sale of recovered materials could offset recycling and disposal costs. This paper describes markets for Cl, Na, Ca, K, Sr, Mg, Br, Ba, I, B, and Li, and their concentrations in produced water from oil and gas wells in British Columbia. It recommends revising sampling protocol for produced water.

"1.0 INTRODUCTIONThese Guidelines reflect the state-of-the-practice of the Deep Mixing Method (DMM) in North America. DMM is an in situ mixing process that breaks down the soil structure; injects binders, fillers and reagents into the soil; and blends them with the soil. DMM is also commonly referred to as Soil Mixing. The final properties of the treated soil in situ are a function of the composition of the native soils and groundwater, the binders introduced, the mixing methods and energy, and the conditions and time of curing. Treated soils generally have increased strength and stiffness and/or reduced permeability relative to the native soils.This document addresses DMM performed by rotating single and multiple axis mixing tools, rotating cutter wheels at the end of a rigid kelly bar, or trench mixing using a rotating cutting/mixing chain around the perimeter of a rigid bar. Binder may be injected through low or high energy (velocity) jets.The treated soils created through wet DMM are heterogeneous mixtures of binder, water, soil, and groundwater. Treated soils produced by dry DMM techniques are a mixture of binder, soil, and the water already present in the native soil.DMM applications described in this document include•,Earth retention•,Liquefaction mitigation•,Groundwater seepage control and containment isolation•,Bearing capacity improvement•,Deep foundations•,Mass stabilization and contamination containment•,Embankment, levee and dam strengthening, and stabilization•,Casing replacementThis document was developed to address deep foundations applications. Many people involved with mining have argued that the industry throughout the world has always supported the communities where they operated. They say that the mining industry was employing sustainable development practices before the phrase became fashionable. The mines employed residents and supported the local economy through tax payments and the purchase of goods and services from local businesses. In many cases, mining companies have built medical facilities and contributed money, equipment and services to local schools. In modern times, mining companies have donated reclaimed land to the local communities for use as parks and recreational facilities.

The key drivers for the copper smelting industry are a complex mix of economic and "human" factors which combine to drive technology in new directions and can provide a strong indication of future industry trends. Recent examples have been the drive to achieve increased scale of production and resultant cost efficiencies by using a single furnace high intensity smelting vessel, and the broad acceptance of Top Submerged Lancing (TSL) technology for this duty. The development and adoption of continuous converting processes to counter the increased pressures faced by the Peirce Smith converting process is another example of the need for innovation. This paper discusses the merits of the continuous converting process, describes how the Ausmelt TSL batch converting process has been adapted to the new Ausmelt Continuous Copper Converting (C3) process in response to these industry trends and examines the Ausmelt continuous converting flowsheet options available to the end user.

The underground car park "Admonterhof in the historical centre of Graz is an example for the technical and economical success of a complicated structural design using a concept on the basis of the observational method. The intention to built a 20 m deep excavation beneath a protected monument was accompanied by some essential issues: the preservation of the existing state avoiding extensive displacements by means of a girder grid of reinforced concrete, its support on large bored piles and small steel-tube piles with possible active compensation of differential settlements, the excavation support in none built-up areas with secant bored piles, the underpinning of existing buildings with different structures by means of jet grouting. Furthermore the hydraulic gradient and the permeability of a rock formation in a part of the excavation had to be explored with the purpose to control the inflow of groundwater with a level difference of more than 10 m.

Cobalt is a silvery white metal with a slight bluish cast. It strongly resembles nickel in its appearance and properties, notably its resistance to corrosion, although its alloys with other metals differ decidedly in their properties from those of nickel. The name "cobalt" was derived from the German Kobold, meaning goblin, and this came to be applied to the cobalt minerals which, although they resembled ores, did not readily yield metal when smelted by the primitive processes available in the Middle Ages. Cobalt minerals were used as pigments by potters and glass workers before the Christian era. Cobalt blue glass was found in the tombs of the Egyptians and in the ruins of Troy, and many colors used by the ancient Greeks and Romans contained cobalt. The ancients were entirely unaware that the colors they used were caused by cobalt and the metal itself was not isolated until about the middle of the eighteenth century, by Brandt, although the preparation of cobalt compounds had been carried on in a small way ever since the opening of the silver-cobalt deposits at Schneeberg, Germany, in 1470.

Lightweight aggregates have become increasingly important to the construction industry. From 1953 to 1960, the quantity of the aggregates used in concrete block, precast and prestressed concrete, and monolithic structures increased about 92 percent. The present study was conducted in Bureau of Mines Area IV which encompasses the South-Central States of Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. This is an administrative area and does not delimit a market area or imply an economic unit. Because of the increasing importance of metropolitan areas in evaluating economic growth, significant data showing relationships between growth of the metropolitan areas and the lightweight aggregate industry are included.

Pressure acid leaching of nickel laterite ores typically involves the production of an intermediate product that is releached and refined to pure nickel and cobalt products. BHP Billiton is developing the Ravensthorpe Nickel Project to produce up to 50,000 t/y of nickel via a mixed hydroxide intermediate, which will be refined at its Queensland Nickel (QNI) Yabulu Refinery near Townsville, Queensland. The hydroxide precipitation flowsheet has been adapted to process high magnesium ores through an atmospheric leach stage, eliminate iron(III) as jarosite and oxidise iron(II) during neutralisation. The neutralisation conditions are controlled to precipitate aluminium, chromium and silicon, and to ensure good solid-liquid separation. Soluble impurities such as magnesium are purged with the tailings stream and will be managed over the long term by crystallisation in evaporation ponds.

Introduction Most of the Flin Flon ore-body, like many others in northern Canada, was covered by water. The original discovery was made where the ore-body outcropped on a strip of land jutting out into Flin Flon lake. The outcrop could be traced for a distance of 600 feet across the strip of land, but disappeared under the lake on both sides of the peninsula. Following the discovery or location of the property, in 1915, and subsequent to its examination by the H.P. Whitney interests in 1925, an extensive diamond-drilling programme was completed, which proved the existence of an ore-body at least 2,600 feet long and 900 feet deep. In plan, the central part of the ore-body at surface attains an overall width of about 450 feet; including waste horses, and gradually becoming narrower to the south. To the north, it stretches out as a much narrower tongue. The main body is a solid sulphide ore containing gold, silver, copper, and zinc. Adjacent to, and on the footwall side of, the solid sulphide ore-body, there are considerable widths of talcy disseminated copper ore, particularly in the upper 300 feet of the deposit, where the maximum widths occur. The ore-body occurs in a greenstone area, the rock being quite hard on the hanging-wall side, with the footwall schisted, talcy, and much softer. The greater part of the ore-body was overlain by 12 to 15 feet of water and from 15 to 90 feet of mud and clay, this material requiring eventual removal, regardless of the system of mining adopted. The total of mud and clay overburden was estimated at 1,000,000 tons. After considerable study, it was decided to mine the upper 300 feet of the ore-body by open-pit methods; the balance of the ore to be recovered by underground mining . The present paper gives an account of the methods adopted in both operations, and of the problems encountered.

There is a saying, ?If it moves, it vibrates.? This is especially true in our modern industrial environments, where workers use powered tools, machinery, vehicles, and heavy equipment. How workers are affected by these elements of the industrial working environment is a concern of health professionals, govern­ments, and scientists around the world. How to adequately assess the effects of human vibration exposure is an equally important issue. The human body comprises a dynamic structure that is living, intelligent, and complex. Consequently, it is not unreasonable to consider that exposing the body to an array of vibration environments would result in outcomes that are not necessarily simple or easily predictable. Sensations caused by vibration may include nausea, annoyance, discomfort or pain, and exhilaration or pleasure. Many factors contribute to the effects of vibration on humans, including the characteristics of the motion and the exposed indi­vidual, the activities of the exposed individual, and various elements of the environment. There have been attempts to summarize the effects of occupational vibration exposures by simply recommending the avoidance of certain frequencies of vibration or by providing a graphical method, i.e., a single curve displaying all human responses to all frequencies. However, such efforts have not withstood the scrutiny of scientific research and analysis. Thus, attendees and participants at this professional gathering now have the rare opportunity to benefit from the technological advances and new scientific research to enhance their understanding of human responses to vibration that suggest more than a simplistic approach. In the tradition of the First American Conference on Human Vibration (1st ACHV) held in Morgantown, WV, June 2006, the 2nd ACHV provides a forum for scientists, engineers, medical doctors, industrial hygienists, and educators to learn and advance research and education in the specialized area of human body vibration. The conference was organized by the Mechanical and Industrial Engineering Department, University of Illinois at Chicago, with support from the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory. As with the first conference, the 2nd ACHV provides the unique opportunity to learn about the current activities of peers and colleagues and to exchange information on topics of interest such as human response, human modeling, experimental design, sensors, new technologies, and epidemiological studies of human responses to hand-transmitted and whole-body vibration. The conference organizers hope that the publication of these conference proceedings continues to foster new research and technological advances to reduce health hazards associated with occupational vibration exposures.

Fur a secure mineral supply position to be maintained in the Fiuropean Community there must be a supply of qualified people in the minerals industries. The education of the people required to run and develop these industries should be a priority in the community. This means that there should be a strong capability in mining engineering education. The mining engineering professors decided in 1990 to get together in a new Society to discuss the problems. The Society of Mining Professors/Societat der Berg-baukunde was formed at a meeting in Austria in October 1990. It is basically a F.uropean Society with a few member professors from outside Europe to keep the Society conversant with trends elsewhere. The objectives of the Society are to see that the mining universities in Fiurope maintain standards and produce enough mining engineers. The present membership of the Society and the work of developing a database of current courses is described. Working from the knowledge base developed, it will be possible to design a 'European' mining degree course. The problems which will have to be addressed have been identified and are described in detail.The paper finally goes on to discuss the other problems that universities are facing, the economic problems and above all the lack of students applying for mining courses across Europe. The help and active participation of the mining industry, if that industry still wishes to employ mining engineers, is identified as the only possible solution to those problems.

Introduction Salt (sodium chloride) occurs naturally either in the solid state as rock salt or in solution as a component of natural brines. It is the major saline constituent of sea water, which contains about 4 percent salt-roughly 164 million tons, or enough to meet world salt demands for five years, per cubic mile. The great rock salt deposits of the world are generally regarded as having been formed by the evaporation of sea water over long periods of rime in wholly, partially, or periodically cut-off bays of ancient oceans. History and Occurrence of Salt in Canada We can speak today of the vastness of Canada's salt resources, but it was not always so. Settlement of our Atlantic seaboard and the Sr. Lawrence valley began in earnest in the early 1600's. The first small commercial salt works in Canada did not come into operation until 1866. Thus, for some two and a half centuries, the inhabitants of this growing country were entirely dependent on foreign sources for every pound of salt they consumed. The record shows that from at !east 1800 onward, the need for a domestic salt industry was clearly recognized by the governments of the day. It was during the Western Ontario oil-boom of 1866 that the initial discovery of rock salt in Canada was made, not far from Goderich, at a depth of 1,000 feet. A salt company was promptly organized, and with their operations there began the gradual and still uncompleted conquest of the Canadian salt market by the Canadian salt industry. Over the next thirty years many holes were drilled into the Salina formation both in Ontario and Michigan, and encountered rock salt. A vast salt-basin was disclosed, approximately outlined, and given the name Ontario-Michigan Salt Basin. The Ontario portion of the basin extends over at least 3,500 square miles, is met with at a depth varying between 800 and 1,600 feet, and has a thickness of 50 to 250 feet. No attempt has ever been made, so far as we know, to calculate the total salt reserves of this basin, but the minimum indicated in the Ontario portion by the figures just cited is just under thirty-five cubic miles. The specific gravity of rock salt is 2.2. From these data, those so inclined may calculate the tonnage.

"Noranda has been investigating a pyrometallurgical process for the direct recovery of zinc from zinc concentrate and zinc and iron containing residues. The process consists of injecting dry zinc concentrate and secondary zinc materials into a molten iron oxysulphide bath, volatilizing metallic zinc into furnace off gas essentially free of sulphur or S02, fixing sulphur contained in the feed materials as iron oxysulphide matte which is disposed, and recovering metallic zinc in an ISP type lead splash condenser. Combustion of petroleum coke with air or oxygen enriched air inside the oxygen containing matte supplies part of the heat, and the products of combustion dilute the zinc-laden gas to a desired level.This paper describes the process concept, thermodynamic background, experimental tests, mass and heat balance calculation for a conceptual flowsheet, environmental stability of the residue and advantages and disadvantages of the process. Experimental tests have successfully proved the process concept and thermodynamic predictions. Direct smelting of zinc concentrate and residues inside an iron oxysulfide bath has a great potential to become a cost effective and flexible zinc smelting process.1. INTRODUCTIONZinc is mainly produced by a roast-leach-electrowinning process route, which accounts for about 80% of the world primary zinc production. This process produces high quality zinc with very high zinc recovery (>95%) but suffers from several major drawbacks such as using high cost electricity as reductant, producing environmentally problematic iron containing leach residue (jarosite or goethite) and the difficulty in treating secondary zinc feed materials containing high impurity levels, such as electric arc furnace dusts from the steel industry, and other complex sources. Also in some areas, markets for sulphuric acid are distant resulting in negative realizations on acid sales.The Imperial Smelting Furnace (ISF) process is the major pyrometallurgical process to treat zinc-lead concentrate. The advantage of this process over the electrolytic zinc process is its flexibility in treating high-lead, bulk concentrates with high recoveries of lead, copper and precious metals. However, this is a two-stage process involving sintering of Zn-Pb concentrates followed by blast furnace reduction. The process requires large amounts of high-quality coke which is a major operation cost, and the sintering process which results in serious environmental problems."
