On November 16, 1978, Finance Minister Chretien delivered his second formal budget in the House of Commons. Over-all, the provisions of the budget should provide moderate stimulus to the Canadian economy. With respect to the mining industry, the budget offers some welcome changes in the form of' improved write-offs for development expenses and social assets; higher investment tax credits; and a reduction in federal sales tax. On the other hand, income bond financing of new mineral ventures may be restricted.

The theory and practice followed by the Bureau of Mines in investigating electrical equipment4/ made for service in gassy mines are of particular interest not only to manufacturers but also to those organizations that deal with safety anal inspection at the mines. This publication purposes to discuss the theory upon which tests of equipment in explosive atmospheres are based and to consider inspection and other matters pertaining to investigations made by the Bureau in ascertaining whether a machine merits approval. The material in this report is taken from an earlier bulletin,5/ which is row out of print, and has been revised and brought up to date to make the information again available to manufacturers, inspectors, and others interested in the development of safe equipment.

The Project Specification and Technical Requirements documents associated with several recent large road tunnel projects within Australia have specified the application of AS/IEC 61508 – FunctionalSafety of Electrical/Electronic/Programmable Electronic Safety Related Systems at very high performance levels for the various control and fire life safety systems associated with such facilities.This paper seeks to explore the implications of referencing this standard within the road tunnel services context in terms of practicality, complexity and cost, whilst providing some examples of how a high safety integrity level (SIL) level can theoretically be achieved given current hardware availability.

BACKGROUND Before addressing the above topic in any detail, it is pertinent to provide some background on Australia for those people who have not been there or who have a limited knowledge of our continent. Australia is approximately the size of the continental U.S.A. (excluding Alaska) covering an area of approximately 7 million square kilometres. It has a very dry climate which has led to a concentration of people in major cities scattered around the continents perimeter. Australia's population is currently approximately 15 million. Of the work force of 6.3 million, 72% work in tertiary industries, 20.2% in manufacture, 6.5% in agriculture and 1.3% in mining. Agriculture accounts for 46% of exports, mining for 31% and manufacturing for 23,. Economic activity is based on:- Agriculture This is capital intensive and covers extensive areas and is reliant on low cost farming. A.range of foods and fibres are produced with over 70% of production being exported. Such products are of course subject to the usual vagaries of world market demand and market access, particularly in regard to the operation of trade blocks such as the E.E.C. Mineral Resources A wide range of minerals and an abundance of iron ore, coal, gas and uranium resources provide an increasing volume of exports. However, Autralia's oil resources at present only supply approximately 70% of local requirements. Industry This is diverse and encompasses the processing of agricultural products and mineral ores as well as helping to supply the consumer and capital goods needs of the whole community. However, the small scale of local markets, the geographic isolation of Australia and relatively high wage costs have limited the scale of Australia's industry. Advanced technology has overcome some of these difficulties and high tariff and import quotas protect local producers from the full force of international competition. In 1980/81 Australia's Gross Domestic Product amounted to $130 billion with approximately 24% of this being devoted to investment. In the past decade Australia has experienced inflation rates ranging from 5% to 17% and only modest real growth rates ranging from 0.4% to 5% per annum. We have also experienced, as have many other industrialised nations, continuing wage and price increases. Unemployment presently stands at 6%. MINERAL DEVELOPMENT As the above figures indicate, Australia's continuing prosperity is very dependent on the mineral and agricultrual sectors of our economy. The dependence on these sectors is highlighted by the table below which indicates our position in a global context. This prominence in the world mineral production has largely been achieved in the last 15 - 20 years. In fact, in the early 1960's, Australia had only 2 major mining export centres, Broken Hill in New South Wales and Mt. Isa in Queensland. This growth is highlighted by the fact that in 1963, for example, we exported only 9 tonnes of iron ore and less than 4 million tonnes of coal. In 1980/81 we exported 75m. tonnes ',of iron ore (valued at $1,117m.) and 47m. tonnes of coal valued at $1,965m.). The growth in our mineral industry has come about because of a number of factors. Abundance of Mineral Resources We are particularly well endowed with mineral resources, as indicated below.

The uptake of zinc, lead, and copper by the flora of the Tui Base Mine area near Te Aroha is described.Vegetation and soil samples were taken from two traverses across the Raukaka Lode. Results. after statistical analysis, indicated that Beilschmiedia tawa was a suitable species for biogeochemical prospecting for lead and that SchefJlera digitata was satisfactory for zinc.The tawa showed a negative anomaly for lead over the vein itself but not over the adjacent dispersion halo. It was concluded that lead concentrations greater than 230 p.p.m. in the wood ash of the tawa and zinc concentrationsgreater than 540 p.p.m. in the leaf ash of S. digitata denoted threshold values for anomalous mineralization in the soil beneath. Although both species contained copper, neither indicated a soil anomaly for this element.

CENTRALLY located with relation to the largest iron- and steel-producing districts of the United States, the fluorspar-deposits of Kentucky possess increasing interest and importance. As typical of the numerous fluorspar-mines of Kentucky and Illinois, I have selected for description the Memphis., because it and others of its immediate group exhibit the conditions characteristic of all. I. THE MEMPHIS MINE. This mine lies 5 miles NW. of Marion, in Crittenden county, Kentucky, a station on the Chicago and Nashville division of the Illinois Central R. R. For the first mile and a half out of Marion we see only Birdsville or Middle Chester sandstones of Mississippian age. Then we cross a fault of some 350 ft. displacement, and the Ste. Genevieve oolite sets in. Beyond the fault, oolite is the predominant rock, except that the bills to the north have a capping of Cypress or lowest Chester sandstone, 80 ft. below which is an outcrop of from 6 to 10 ft. of Ste. Genevieve (Rosiclare) sandstone. Occasional sink-holes are noticed, and as the mines are approached evidence of faulting is again seen.. A line of crude head-frames and open-cut dumps, extending for more than a quarter of a mile, marks the Klondike vein. The open-cuts are from 15 to 20 ft. deep, and in most of them, from the surface down, was found the reddish gravel which is really fluorspar-some of it white or purple and crystal-clear (if the red clay is washed off), and some carrying iron and silica, and stained by waters from the decaying limestone walls. In one of these cuts, at a depth of 20 ft., white and purplish honey-combed fluorspar was found, in which the larger cavities are due to limestone and calcite leaching, and the minute ones to the leaching of zinc-blende.

THIS has been a much-neglected branch of engineering. With the majority of industries labour is the chief item of trouble and expense. Anything that will reduce trouble and increase efficiency is well worth considering. It is only of recent years that any attempt has been made on a scientific basis to improve conditions sporadic attempts having been made from time to time, privately and by law. Some have been successful, others unsuccessful not necessarily the fault of those who initiated the ideas, though naturally mistakes were made in some cases for want of experience, but those whom it was desired to benefit were not always prepared for the change, and by their distrust hampered schemes instead of assisting them.Man power is generally more expensive than machinery, though there are exceptions, such as when a small amount of work has to be done in a place where machinery does not exist, and it would not pay to instal any or where labour is cheap, and skilled workmen are scarce as in some tropical countries. When machinery is first introduced it generally causes the suspicion that it will deprive men of their work. It may cause men to vary the conditions of their work, and in some individual cases, when men are unable to conform to changed circumstances it may result in a certain amount of hardship; but, after all, the less competent must not hold back progress for the general good. Besides, changes as a rule do not take place suddenly, so old hands can generally find work at their particular calling 'till nature requires them to retire. Mother Nature controls, technical professionals model and miners decide. Decisions to explore, mine and mill. Mine decisions, mine design, planning and scheduling are subject to the quality of models û geological models, geotechnical models, resource models, density models. The closer these models are to reality, the more accurate the predicted outcome. So why is it we delegate the modelling tasks to the most junior and least experienced people? If we insist on this, we need to support them û to provide them with æexperience acceleratorsÆ. Technical mentoring is the most effective way to provide the right information at the right time. When this information (read skills) is supplied at the right time we can inject experience into the quality of our modelling and into our decision- making processes. The objective of this paper is to share those behaviours and manners that foster relationships and create frameworks for skills and experience transfer. Central to this is an understanding of how adults learn, an understanding of the basic rules of mentoring etiquette, and the three keys to building meaningful mentoring relationships. An understanding of adult learning processes and styles provides a structure within which a mentor can understand the learnerÆs perspective. Understanding the world from the learnerÆs point is critical to selecting the right language to engage, teach and transfer skills. Basic rules of mentoring etiquette like timeliness, respect and trust need to be brought into the consciousness so they can be agreed on and monitored to prevent conflicts in cultural and generational norms between the mentor and the learner.Meaningful relationships hinge on the three behaviours: truly listening, rather than just hearing; understanding the technical issues within the WIIFM (whatÆs in it for me?) question; and facilitative behaviour. Stronger and more meaningful technical mentoring relationships within our industry will bridge the generational gap and ensure we can capture and capitalise on the wealth of grey hair experience and develop an informed group of young decision-makers.

"In the United States there are hundreds of underground and surface (inside and outside) inclines at coal mines on which trips of cars are continually being run with coal, rock, supplies, and men. The safety of the men and prevention of damage to the slopes depend, excluding the personal element of the hoist-man, on the strength and condition of the wire cable, draw bars, and the couplings, and on the links of chains and pins as well. Within a recent period of four weeks there have been two runaway trips, one on the surface and one underground; it seems desirable to call attention of mechanical engineers and others at coal mines to the need for closer and more frequent inspection of the cable, draw bars, coupling links and pins, derailing devices, wheels, brakes, and other parts of cars or trips on which men are hauled on inclines. This bureau has never published anything on this class of accident heretofore.How frequently runaway trips occur is not known. If no serious injury or fatalit has to be reported to the State authorities, a number of such happenings may occur and not be mentioned outside of the immediate vicinity of the mine.Runaway trips can and do result in considerable loss of life, in injuries, and damage, either at or near the place of the break, or throughout a mine by causing an explosion of gas or coal-dust or both, This report is restricted to a study of the mechanical and physical phases of car trip construction and of the metal of couplings and ropes; derailed trips are not included and may be the subject of another paper. There is no need to mention gas accumulations, coal-dust and rock-dusting, open lights, protected power lines, and permissible equipment, because these have all been well covered in Bureau of Mines publications which have been widely distributed and partly or wholly reprinted by others.Most of the items regarding the runaway trips tabulated have been abstracted from reports made respectively by Clarence Hall, W.O. Coal mining operations are large-scale, long-term frameworks of high complexity. Mining organizations accumulate, develop, and leverage knowledge from diverse scientific and technological fields as a result of these operations. Both practical experience and existing literature indicate that knowledge management (KM) methods within the mining industry primarily target solving immediate technical challenges and operational requirements. However, they are not commonly regarded as strategic tools to enhance the performance and competitiveness of mining companies. Empirical evidence from the Greek mining industry suggests that the management of available knowledge is intricate, less effective, and dysfunctional. This paper presents a methodology based on the principles of quantitative research (QNR), collaboratively conducted with a group of mining experts, to assess the KM landscape in the Greek mining industry. The methodology involves a structured data collection framework using questionnaires, subsequent statistical analysis, a discussion on critical methodological aspects, and an interpretation of results focusing on key aspects useful for planners and designers of KM systems in the mining industry. Finally, the paper concludes by summarizing the methodology’s outcomes and proposing further perspectives for research.

The report of the Forestry Committee, presented to the recent Imperial Conference at London, is discouraging in its view of the future of timber resources and supplies. From a review of the forestry situation throughout the world, there is every likelihood that, thirty years from this, a shortage of the soft-woods will be severely felt. In the United States, only about one-third of the present forest area contains virgin timber. This will be cleared at the rate of five and a half million acres a year, so that in twenty-five years it will be about all gone. Canada has only about 27 per cent of her original forests left, and her virgin soft-wood will last but another half century. At the present time, the value of her lumber products is over $300,000,000 annually. During the summers of 1909 and 1910, the Government of Nova Scotia caused an examination to be made of the forest conditions in this Province. The reconnaissance, which was under the direction of Professor B. E. Fernow, of Toronto, involved an examination of the various soils, the rate of growth of the wood, and a general survey of the forest area. The importance to the Province of conserving its forest resources was clearly shown, and a number of recommendations were made, which; however, were never acted upon.

"For the production of partially composed metal matrix composites, namely discontinuous MMCs, using a casting· process, the interpenetrated phase composites with SiC particles were fabricated by pressureless iDfiltration using molten Al-Si alloys. This process is based on a wetting phenomenon, therefore, we discussed the technique based on the reactive wetting. The SiC particles coated by diluted water glass were sintered in a mullite Tammann tube and simultaneously infiltrated with molten Al-Si alloys in air at 1173~1573K. As for the improvement of the wettability between the SiC and the liquid aluminum alloy, Fe3O 4 powder was mixed with the water glass due to the thermit reaction between Fe3O4 and molten aluminum alloy. In some experiments, pure aluminum powder was placed on the sintered SiC to increase the interfacial area and the chemical reaction between the sintered Sic. and the melt. By combining these conditions, we succeeded in the complete infiltration without pressure at 1173K.IntroductionAs is well known, the mechanical properties of metal matrix composites (abbreviated MMCs) are superior than that of ordinary metals. However, their use has not been widely accepted because the production cost is very high due to their poor machinability. Therefore, the production of partially composed, namely discontinuous MMCs, by as the Lanxide process [l,2] has been investigated for many years. The Lanxide process, it takes a long time, sometimes up to 10h, in a nitrogen atmosphere for the infiltration. Therefore, the cost will be higher for common use. On the other hand, a high 'pressure process has been adopted for the production of discontinuous MMCs by the Toyota Motor Corp.[3]."

MINERAL production in almost all European countries suffered a sharp setback because of the war. Plants were damaged, transportation facilities disrupted, and labor dispersed and demoralized. Since the war, due to lack of confidence and economic stability, there has been little incentive to rebuild and expand the mineral industries even though a big demand at high prices exists for mineral products. Most mining and metallurgical companies in Europe hesitate to invest their capital because of the tendency towards nationalizing industry, high taxes, and low output of labor, as well as the deficiency of mine supplies and equipment within their countries. In short, they do not have faith in the future, and for these same reasons and fears most of the mining companies in America will not risk capital investment in Europe. In Europe, including the United Kingdom, free enterprise has been losing ground and as a result the foundation of their economic welfare is being undermined. American mining interests willing to take the initiative could help in counteracting this influence if a way were found for them to co-operate with the European producer without too great a risk.

THIS REPORT presents methods and principles useful in designing underground mine openings and pillars in competent rock formations. Two types of formations are considered: (1) Massive formations, in which openings are generally mined with an arched roof, and (2) bedded formations, in which openings are generally mined with a flat roof. Design principles for openings and pillars in massive formations are obtained by considering the maximum tangential stresses developed around single and multiple openings for stress fields of various types. Design principles for openings and pillars in bedded formations are obtained by considering the average stress in pillars and the maximum stresses in roof layers. Experimental procedures for making stress, strain, and in situ physical-property measurements in underground mines to check design calculations are outlined and the results discussed.

Whilst spontaneous combustion has never been considered a major problem in south Durham, certain collieries in the area have a history of heatings and precautions are essential. Three collieries are affected - Shotton, Vane Tempest and Seaham - and in the case of the last two, there are huge areas of high quality coal to work under conditions where spontaneous combustion is a real hazard. The seam being extracted has an immediate roof in goaf left by the incomplete extraction of a contiguous seam worked before the turn of the century. The presence of residual coal stocks and old roadways and cavities adds to the difficulty of preventing unwanted air movement. The main preventive measures adopted are the construction of airtight gateside packs and the use of sprayed surface coatings in the gate. Sampling systems and sampling points are described and, in particular the field of continuous monitoring from the surface is examined. The resulting possibility of a quantitative as well as qualitative assessment of the preventative measures required is discussed.

Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012). This research will be presented in a series of papers, this one and two more that will be published on Mining Engineering?s web site, www.me.smenet.com. This paper identifies the variables associated with risk in mining projects, and their effects. The second paper discusses methods of assessing the overall risk associated with those variables, and presents a statistical model based on a survey of 31 experts. The third paper presents an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved. There are several major competing entities, including BHP Billiton, Rio Tinto, Anglo American, Xstrata, Freeport-McMoRan, Chinese government- run companies and Japanese trading companies, that have large foreign holdings, controlling deposits in most of the world?s established and productive mining districts. In general, the mining industry considers the United States, Canada, Australia and the European countries to have good mining investment environments, but because the major companies have already achieved market dominance in those countries, large investments are required there. Newcomers seeking to enter the industry, either as producing companies or as investing partners, often have difficulty breaking into these established markets. Thus newcomers are increasingly turning to new areas like South America and Africa, which are relatively less developed. The competition among businesses to secure a share of the new market is intense, but there are still good investment opportunities. However, because most of the countries in these areas are not well developed, several additional risks are associated with participation in mining projects in those areas.

Revegetation success on surface mined lands is dependent upon the nature of the plant growth media. Soil physical and chemical properties dictate the needs for specific reclamation and subsequent management practices. Field experiments were conducted at six coal mine sites in Oliver and Mercer Counties, North Dakota to determine the subsequent effects of a single application of selected amendments on spoil and topsoils over the five year period, 1974-1978. Considerable variations in the physical and chemical properties were found in mine spoils from site to site. The texture of spoils ranged from sandy clay loamy at North Beulah I to loamy at Glenharold, and from sandy loamy at North Beulah 3 and South Beulah sites to loamy sands at the Center site. The pH of the sites ranged from 6.5 at South Beulah to 8.2 at North Beulah 3. In many cases, the pH values of mine spoils were not significantly different from the topsoils. The electrical conductivity (ECe) did not exceed 6 mmhos cm-1 at the test sites even though in other studies much higher values were recorded in the same vicinity. The spoils from Glenharold and North Beulah test sites can be classed as moderately saline, and those from Center and South Beulah as non-saline. The sodium adsorption ratios (SAR) varied from less than 1 to 32, with highest values in the spoils of North Beulah 3 followed by Glenharold; all other sites were nonsodic. Lowest SAR values (less than 1) were found in the topsoiled sites at South Beulah and Center. Spoils of North Beulah 3 test site were highly calcareous, followed by North Beulah 2 and Glenharold. Center mine spoils which were the least calcareous of the test sites, showed the calcium carbonate equivalent three times higher than that of the topsoil. The average calcium concentrations in the spoils of North Beulah 3 and South Beulah test sites were -13 and 14 me 100g -l while at North Beulah 2 and Glenharold test sites 25 and 22 me 100-1-1 were recorded, respectively. The overall magnesium concentrations ranged from an average of 4 to 16 me 100g 1. Sodium concentrations in all sites never exceeded 10 me 100g-1. Phosphorus concentrations on the average at North Beulah 1, North Beulah 2, and Center were 10.2, 4.6, and 22.2 µg g -1 spoil, respectively. Concentrations of potassium ranged from 200 ppm at South Beulah site to more than 375 pp in at the Glenharold site. High concentrations of sulfates (239-2778 µg g-1) seem to contribute to the salinity in these spoils. Chloride concentrations of spoils were low and never exceeded 40 µg g-1 spoil. Based on established critical levels of deficiency for micronutrients in agricultural soils, it seems that none of these were deficient. However, controlled environment experiments did reveal increased plant growth responses when some micronutrients were added to the mine spoils. Treatment effects were highly site specific depending on the nature of the soil/spoil characteristics and, of course, the properties of the various treatments. While slack coal amendment to the spoils at North Beulah 2 site affected significant increases in a large number of variables (both major and trace elements), amendment of the topsoils at the South Beulah test site with leonardite resulted in significant decreases in a number of variables, particularly trace elements. Spoils at Glenharold and North Beulah 3 demonstrated the fewest significant changes due to amendments. Calcium, magnesium, strontium, organic matter and nitrogen were consistently increased from site to site with the addition of lignitic materials. Other spoil/topsoil physical and chemical properties (30 variables) as affected by amendments and time are discussed.
