Magnesia spinel (MgO.Al203) recovered from dusting slags in the system MgO.Al203-2Ca0.SiO2 is in the form of single crystals most of which will pass 35-mash. This investigation was undertaken by the Bureau of Mines to evaluate the concentrates as a refractory raw material. Three specific types of refractory bricks were studied: (1) dense, (2) lightweight bubble, and (3) insulating. Test specimens ware fabricated 1 by dry pressing, fired to 1,675° C., and tested by procedures common to the industry. The concentrates produced a refractor, having satisfactory density and mechanical strength; however, spinal is sensitive to thermal shock and the possibility of producing a spall-resistant brick using aggregate of such small grain-size must be considered remote. Lightweight refractorias fabricated of spinel bubbles were the most promising of the types tested. They were 30 percent lighter in sight than the dense refractory, their mechanical strength was good, and definite superiority in thermal shock resistance was indicated.

Most of the projects summarized in this paper are funded under the Bureau's Advancing Metal-Nonmetal Mining Technology program and are part of the in situ mining subprogram coordinated at the Twin Cities Mining Research Center. The borehole mining equipment development, are funded under the Bureau's Advancing Coal Mining Technology program, is essential to accelerated progress in the in situ mining subprogram, and some background information on this concept is included. The initial in situ research projects started in 1971-72 evaluated some of the critical blast design parameters for in situ copper leaching. The present program totals about $1 million per year and includes in-house research projects, cooperative (cost-sharing) projects with the mining industry, and research and development contracts. Two different extraction schemes are under investigation: inplace leaching and borehole (or slurry) mining. The principal commodity targets for the Bureau's improved in situ mining technologies include copper, uranium, coal, and potash. The principal purpose of this paper is to inform the mining industry of the in situ mining research recently completed or being conducted by the Bureau of Mines. In addition the Bureau encourages companies to comment on the program accomplishments as well as offer suggestions on top priority research needs for improving the in situ mining methods described in this paper.

C. Reed, a geologist of the United States Geological Survey during the summer of 1931. Federal and state regulations, in an effort to reduce acid rain, are becoming increasing more stringent regarding sulfur content of fossil fuels. Whereas coal from Illinois and Ohio contains between 1.5 and 37. sulfur, Wyoming has billions of tons of coal reserves containing less than O.5/% sulfur. However, much of Wyoming's coal is high in moisture, 25-30%, and low in energy, 8,200 to 8,900 BTU, vs. 10,500+ BTU for Illinois and Ohio Basin coals. Wyoming currently ships in excess of 130 million tons of coal to utilities as distant as Michigan, Wisconsin, Minnesota, Iowa, Nebraska, Louisiana, Oklahoma, and Texas. With freight charges ranging from $12.00-$20.00/ton, more than $1.5 billion a year is spent to transport water. A test shipment of more than 50,000 tons of Wyoming coal has recently been made from Mobil's Cabello Rojo Mine, south of Gillette, by Burlington Northern to the Robert's Bank British Columbia coal terminal for transloading and shipment to Taiwan Power Company. This coal assayed approximately 8,400 BTU/lb. and 277. moisture. Carbontec Energy Corporation feels the future availability of dried coal containing 11,000+ BTU could substantially enhance the potential export as well as the domestic market for Wyoming coal. Large and small utilities, along with industrial furnaces require tens of millions of tons of Wyoming, West Virginia, and other Eastern The federal government is encouraging the expenditure of hundreds of million of dollars by utilities to retrofit their boilers to allow them to burn higher sulfur coal. This program, if carried to completion, would cost many tens of billions of dollars, with the net result being high power costs sustained by the utilities. These costs will be passed on and paid for by the American consumer. A sensible alternative would be the burning of low sulfur coal by the utilities, without costly capital and operating expenditures. Carbontec Energy feels the successful operation of a Carbondry Coal Drying Plant in Wyoming will be the forerunner to other similar and larger operations in the State. CARBONTEC RESEARCH The activities of Carbontec's personnel to develop a viable process to dry sub-bituminous and lignite coal goes back some 14 years; in fact, for some of us it goes back to 1962 when we were involved in a program under which lignite coal from Truax Trayer's Velva mine was placed in low sulfur coal, which are burned alone or blended with high sulfur, Midwestern coal. Carbontec believes that a high BTU. reasonably priced, shippable coal fuel produced in Wyoming and delivered at costs competitive with Eastern low sulfur coal, could offer substantial benefits to Wyoming coal producers, utility customers, and to the State of Wyoming.

THE object of this paper is to present the various facts that l1ave been revealed during lengthy investigations into the performance of all types of ropes on different hoisting installations. It then goes on to suggest means by which most of these findings could be usefully employed to obtain more economical rope lives with increased safety. Inactive underground mines now provide essential habitat for more than half of North America's 44 bat species, including some of the largest remaining populations. Thousands of abandoned mines have already been closed or are slated for safety closures, and many are destroyed during renewed mining in historic districts. The available evidence suggests that millions of bats have already been lost due to these closures. Bats are primary predators of night-flying insects that cost American farmers and foresters billions of dollars annually, therefore, threats to bat survival are cause for serious concern. Fortunately, mine closure methods exist that protect both bats and humans. Bat Conservation International (BCI) and the USDI-Bureau of Land Management founded the North American Bats and Mines Project to provide national leadership and coordination to minimize the loss of mine-roosting bats. This partnership has involved federal and state mine-land and wildlife managers and the mining industry. BCI has trained hundreds of mine-land and wildlife managers nationwide in mine assessment techniques for bats and bat-compatible closure methods, published technical information on bats and mine-land management, presented papers on bats and mines at national mining and wildlife conferences, and collaborated with numerous federal, state, and private partners to protect some of the most important mine-roosting bat populations. Our new mining industry initiative, Mining for Habitat, is designed to develop bat habitat conservation and enhancement plans for active mining operations. It includes the creation of cost-effective artificial underground bat roosts using surplus mining materials such as old mine-truck tires and culverts buried beneath waste rock.

As a result of Synopsis 73-16 Dynadyne responded with an unsolicited proposal offering the Bureau of Mines to develop an ultra-low volume coal mine dust personal sampler. In the ensuing technical discussions the choice of a desirable volumetric rate became a focal point. While, the initial proposal was based on a volumetric rate in the area of 50 cc/min the Government expressed interest in a variety of mass flow rates ranging from 50 cc/min to 2000 cc/min. The physical characteristics such as weight, volume and configuration of a personal sampler are to a large extent - dependent on the operating volumetric rate. It became readily apparent that the optimum size of such an instrument as a function of volumetric rate was not known and that a study of the choice of optima was essential prior to beginning the development, Hence, the Government authorized a two phase approach to this project. Phase I was to include a Technical Evaluation Study of optimum characteristics in the range between 0. 1 to 2. 0 lpm. Based on these findings and in consultation with MESA personnel, the Bureau of Mines was to authorize the second phase that is, the development. Phase II, was to include the drawing of a set of performance specifications stating among others the desired operating volumetric rate. In this report, every effort was made not only to present the actual work done over the course of this development, but to reflect also our engineering "thinking" providing answers as to the "why" we preferred certain solutions over others. We believe that this added dimension is not only useful for the Government official evaluating this report, but also that the Government is entitled to it providing the official with an educational content useful in avoiding future costly repetitions of similar situations.

After nine years on a 36 hour schedule and two programs of creeping, the Alcoa Deschambault Potroom of faced the necessity of changing its organization for many reasons: the anodes butts were too small, the anode schedule was unbalanced, the iron content in the metal trends had increased, the metal tapping volume did not convene with crucible capacity and the liquid measurement task was delayed by tapping activities. A kaizen activity inspired the Potroom department to improve the organization. A team of 15 people including the process engineer, the process technician, team supervisors and Potroom operators developed a scenario, which would permit flexibility to creep pots if energy is available and an increase of added value production.This paper will describe the systematic approach, the communication method, the trials, the changes, and our success, along with the problems experienced by the team during the adaptation of Alcoa Deschambault Potroom organization over a 20 month period. WHAT are the chief branches of the mining engineering profession today? In an effort to analyze the structure of the profession, for practical purposes, a quantitative study has been made of the membership of the A.I.M.E., and is herein reported for the first time. In spite of the effect that a long history and a relatively small group of professional workers have had in limiting specialization in mining engineering, there has nevertheless grown up a wide variety of specialties in this field. More than a hundred different kinds of engineers were discovered among the titles given by Institute members in the Directory, ranging from "advisory engineer" and "American engineer" down to "wire-rope engineer" and "works engineer." How should all these titles be defined and interpreted? How many of them should be relegated as meaningless or confusing? What are the relationships among the remaining useful designations? Should some of them be grouped as "metallurgical" or "chemical," or under some other head?

As mines grow deeper, the problem of ground control becomes one of increasing importance. The literature on the subject has grown extensively in the past few years, but is still far from conclusive. Detailed and precise observations are on record covering most phases of the problem, and control measures have progressed to the point where, in a large measure, they are effective. The success of methods to date must be attributed to the efforts which have been exerted to reduce convergence of stope walls and to the realization that a regular progression of stope faces approaching longwall has a beneficial effect. This paper attempts to explain the relationship between these two factors and the general problem of ground control. The problem at present lacks the co-ordination of the practical with the scientific outlook, but fortunately as time goes on there are indications that our scientific friends are becoming more interested and more familiar with the practical issues involved. Opinions vary widely regarding the mechanism of the problem and there are several schools of thought, two only of which will be discussed. One associates the incidence of rock-bursts with the stresses built up by a sagging hanging-wall, while the other takes the view that stresses primarily responsible for the sagging hanging-wall are also the cause of rock-bursts. The first group starts its reasoning from the convergence of the walls, probably the most conspicuous feature of deep mining, and works back to the conclusion that rock-bursts are in sorne way due to the breaking up of the sagging layers. The second group begins with the stress zone apparent around excavations at depth and follows mathematical conceptions based on certain assumptions which, in the absolute sense, are known to be inaccurate, but which are justified by the similarity between the conclusions reached and the results obtained in practice. This reasoning is followed to the point where rock-bursts result from the failure, under stress, of rock in situ, quite independent of wall convergence.

Cooperation between the United States Bureau of Mines and the Safety in Mines Research Board of Great Britain, continuous, since 1924, s made possible this and other papers on safety subjects. Grateful acknowledgment is made to representatives of the board for their assistance in arranging visits to several mine-safety stations, and to F. R. Wynne, Deputy Chief Inspector of Mines, for arranging visits to mines in Great Britain and certain other countries in Europe. During the summer of 1927 the writer had the privilege of visiting the mine-safety testing stations An Great Britain, Belgium, Germany, and France, in the order named. All of these countries have large coal mines, many of which are rated as gassy. Therefore, a the installation of electrical equipment is contemplated each of these countries is confronted with the same safety problem as is the United States that is, the development of electrical equipment that will not, ignite gassy atmospheres should they through neglect or accident surround the equipment. The means employed by these countries in safeguarding gassy mines should therefore be of general interest to safety engineers of American coal mines, and a brief survey is given for each of the four countries mentioned. The fourth or last of these surveys covers conditions in France.

The lack of progress in controlling pulmonary diseases such as pneumoconiosis cases in recent years necessitates additional studies on dust generation and the characterization of airborne dust. Studies are underway by a NIOSH-sponsored project to observe the characteristics of the dust generated by pick cutters under various wear levels. This research performed a full-scale linear-cutting-test matrix on eight coal samples with various bit penetrations, spacing, and wear conditions. The specific energy and resulting PSD (particle size distribution) of airborne dust and material left at the cutting surface were measured and analyzed. The dust concentration was determined using the NMAM (NIOSH Manual of Analytical Methods) 0600 method. For fines, the PSD was characterized using Laser Diffraction, measuring percent channel and aerodynamic diameter, while Imagej, a virtual sieving application, was used for larger particles. The results show that for a new bit, as the cutting depth and spacing increase, the specific energy and dust generation decrease. The size and shape of the dust particles have been analyzed, and the observed trends are discussed in this paper.

The results of "submerged arc" electric furnace processing of a variety of materials is discussed with respect to the process and products, including the characteristics of the products (e.g. TCLP or Toxicity Characteristics Leaching Procedure). The materials melted include slags and wastes containing various metal oxides including copper, tin, lead, zinc, chrome, nickel and other associated elements. The findings of these tests are compared to those reported in the literature for other operations treating similar "wastes".

The proper selection of a coal for a particular use depends on knowledge of fundamental data concerning the coals that offer, particularly their type and rank. Type of coal depends on the nature of the original plants and the environment in which they accumulated.Rank reflects the subsequent metamorphism of the coal, and is of two kinds-physical rank and chemical rank.INTRODUCTIONIn the different coalfields of the Commonwealth of Australia there occur many different kinds of coal which provide the coal-research worker with a wide range of material, but to the fuel technologist they represent complex problems in utilization.In the past it has been common practice to instal coal-using equipment of a design based on plant used in large industrial centres of other countries and then search for supplies of suitable coal. This has led to the transportation of coal mainly from New South Wales to other States, which have inadequate supplies of coal suitable for use in the equipment they have installed. However, modern economy and industrial practice demand local resources of coal for the development of industry, transport and domestic services, and a change in the old order is rapidly taking place. Technologists and engineers are now faced with the problem of designing and installing equipment to use whatever kind of coal is available in local coalfields.Much has been accomplished in this direction and important investigations are at present being carried out, but there still remains a wide field of problems for research.In planning and carrying out investigations into coal utilization it is essential that fundamental data and knowledge should be available and that its significance should be appreciated.

SAGDesignTM Testing for grinding mill design was introduced commercially in 2004. Up to January 2008, 18 projects have been completed and 99 samples have been tested using this method. Two papers have been published describing the patented test procedure and one of these shows how the results compare with other grinding test methods. This paper will briefly discuss the theory on which this technology is based, and explain the procedures used to develop the calibration equation. Case studies are also included to demonstrate the effectiveness of the test work being done. These case studies show how the SAGDesign test is being used today: to design new grinding circuits for commercial full scale use; to calculate throughput in existing mills for production planning; and to accurately define grinding mill requirements at the scoping, pre-feasibility or feasibility study stage of project development, in order to economically identify the size and cost of the grinding mills that will be needed for the project. This is important because if the full rec-ommended SAGDesign testing program is done at an early stage in the project, the definitive cost for a guaranteed throughput, grinding mill design (by Outotec if their mills are purchased) is available. New grinding mill design for final engineering will be represented by the test work done on the Climax Molybdenum Project for Phelps Dodge (now FMI) in Colorado, USA. The SAG mill and ball mill for Climax are now in fabrication with project start up in late 2009. Next, the sizing of grinding mills at the scoping, pre-feasibility or feasibility study stage of mine development will be represented by a large metal mining property in Russia. Finally, calculation of the throughput for existing mills will be represented by work done at a base metal mine, in eastern Canada. Test work for designing SAG mills is now done in four laboratories at the time this paper was written. One in the USA at Dawson Metallurgical Laboratories, Inc. in Salt Lake City, two in Russia at the TOMS Research and Design Institute and at the Irgiredmet Research Institute, both in Irkutsk, and a fourth mill has been installed in Australia at AMMTEC Limited?s lab in Perth. A fifth SAGDesign test mill for radioactive ores has been built by Starkey & Associates, specifically for testing uranium ores and can be moved to any licensed lab in the world on a project basis.

The Bureau of Mines conducted a feasibility study and designed an operational system for consolidating waste coal sludge in a 110-acre pond by applying direct current between buried and floating electrodes. Consolidation would reduce the sludge to half its present volume, there-by extending the working life of the pond as well as creating a safe, stable impoundment. The project was conducted by the Bureau under an agreement with the Washington Irrigation and Development Co. (WIDCO), located near Centralia, WA. Part 1 of this report, published as Report of Investigation 8666 in 1982, covers the results of laboratory tests at the Bureau's Spokane Research Center and of a small-scale field test at WIDeO's coal preparation plant. Test results show the process is efficient and cost-effective when power is applied at low current density. Part 2 (this paper) describes a detailed design for an electrokinetic system to dewater WIDCO's 110-acre pond with a 27.4-acre electrode array. Densification of the inactive sludge pond will require 3.6 yr of treatment for a total cost of $1,450,000. The study and design are site specific, but design procedures and analyses are sufficiently detailed to serve as a guide for applying the process to any sludge pond.

Temporary working platforms are generally required in order to ensure that heavy construction machinery such as drilling and trench wall units, pile drivers, vehicle and crawler cranes can be set up safely at the site of operation. Considering all possible operating and loading conditions, especially on ground of low shear strength and stiffness, the design and construction of temporary mobile working platforms needs to be considered more as a serious engineering task than as a second order structure of minor relevance. Working platforms reinforced with one or several geosynthetic layers have proven to be especially effective with regard to stability, serviceability and durability but their design requests even more sophisticated approaches. Existing design models are often based on simplified assumptions and do not consider the complex interaction between construction machinery, working platform and subgrade. Non-monotonic loading as well as elastoplastic and time-variant deformation of cohesive subsoil can adversely affect the base layer system and the serviceability and stability of the construction machinery operating on it. In this context, there is a need for improvement of design approaches and their optimisation considering that there are no generally accepted design approaches or technical codes of practice available for the design of temporary working platforms. The present paper deals with the multifaceted and non-trivial interaction effects of working platforms investigated by model tests, field measurements and numerical simulations to develop a design approach that ensures a safe installation and operation of heavy plants on unstable ground.

Following is a brief history of Bureau of Mines Division of Coal-Mine Inspection activities that have favorably effected health and safety and reduced Injuries at coal mines: The Federal cline Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines for the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consulting with representatives of management and mine workers, and was incorporated in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, betweeen the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines considered imminently dangerous, but authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

ONE of the most neglected fields for physicochemical education as well as for research is that of high-temperature phenomena. Few universities or technical schools give instruction in the physical chemistry of substances at high temperatures. On the contrary such instruction is almost entirely confined to the region between the freezing and boiling points of water. This field should be extended to a much wider range of temperatures, both low and high. Such an extension is logical, sound, feasible, and practical.
