The Bureau of Hines and industry (mining and private) have studied the placement of hydraulic sandfill in deep-vein mines to identify existing problems and to develop techniques to strengthen the support characteristics of the sandfill. The hydraulic sandfill system, physical properties of typical classified mill tailings, and properties of sandfill modified by various techniques are discussed. Computer analysis has defined the support capability of various sandfills using actual mine field data as a reference base. High-modulus sandfill can provide adequate support in deep-vein mines to alleviate rock and pillar stresses and to reduce rock-burst incidence.

The rapid growth of the metallurgical, chemical, and allied industries on the Pacific coast just prior to and during the war caused a sudden increase in the demand for refractories, which was the immediate cause of a revival in interest in refractory clays available on the Pacific coast, particularly in the Pacific Northwest. Population increases and shortage of shipping facilities caused an increase in the amount of various ceramic materials and products used and produced on the Pacific coast, with accompanying demand for information regarding sources of clay. In an effort to supply part of this information, the Bureau of Mines, in cooperation with the College of Mines, University of Washington, started a program in 1944 to test the refractory and other properties of clays from seven Pacific Northwest deposits that had been drilled and sampled as part of the Bureau of Mines alumina from clay investigation. Figure 1 shows the location of these deposits.

THE early history and progress of anthracite stripping, from the first known operation at Summit Hill in 1821 through 1917, was covered in 1917 in a paper by J. B. Warriner,1 then chief engineer, now president of the Lehigh Navigation Coal Co., and stripping methods between 1917 and 1931 were the subject of a paper in 1931 by H. H. Otto,2 of the Hudson Coal Company. The present paper is confined to methods used today on pitching beds in the western middle and southern anthracite fields. The anthracite industry, not unlike other large industries, had been affected for more than a decade by the adverse economic conditions of the country. High development and operating costs and the competition of other fuels caused some collieries to be closed temporarily, while others were permanently abandoned. In order to obtain a larger tonnage at a lower development cost, a larger stripping program was put into effect by many companies. In 1932, stripping operations accounted for 334 million tons, or 7 per cent of the total anthracite production of the year, and in the next 10 years this increased until more than double that amount, or over 14 per cent of the total production, was from stripping operations. These figures represent the total production of the entire anthracite region; unfortunately, the figures have not been separated from the different fields. There are some operations in the southern and middle western fields where the tonnage obtained from stripping amounts to more than 30 per cent of the total colliery production. Stripping operations on pitching beds present difficult problems. Owing to the various geological formations, a different situation is encountered in nearly every stripping pit; and because of the proximity of an overlying bed, it is very often necessary to load the entire overburden into trucks and haul it out of the pit to the dump area, although back filling and casting is done whenever possible. Beds in the areas described in this paper pitch from 20° to 90° and some are on the invert in, many sharp folds and faults. PLANNING The more successful strippings have had adequate engineering analysis. Some work is being done without much preliminary planning, but many strippings would have failed completely if close supervision by the engineering department had not been maintained. Locations of stripping areas are determined as follows: 1. By constructing cross sections over the areas and drilling sufficient diamond-drill or well drill holes to study the strata and to determine the location, thickness and pitch of the beds.

Interactions between human beings and their work environment require the body to regulate its temperature by balancing heat production and loss. Comfortable environmental conditions are crucial for keeping workers safe and healthy and to maintain a suitable level of productivity. However, achieving a proper core body temperature may become challenging under different conditions, especially in high heat-generating workplaces such as hot underground mines. Because hot underground mines have the potential to expose workers to heat stress, compliance with standardized and regulated indices and criteria is distinctly required. The objective of this paper is to provide an overview of the current research on heat stress and strain in hot underground mines, collected from published and specialized literature. General definitions, statistics of heat-related accidents in mining, overview of the indices, standards, and recommendations for heat stress are provided herein.

INTRODUCTION Variations of cut-and-fill stoping are the most com¬monly used methods for mining narrow, nearly vertical veins in the United States. These methods offer the best results for maximum recovery with minimum dilution of ore from veins that are irregular along either the strike or dip. The vein is developed along the strike length in 61 to 122-m (200 to 400-ft) blocks or stopes and vertical lifts of 48 to 61 m (160 to 200 ft). The level development is either on the vein or parallel to the vein with crosscuts intersecting the vein at right angles. Chutes, manways, and haulageways are established in the center of the stopes at the lower level of the ore block. Mining then proceeds by blasting down horizon¬tal cuts of the vein in both directions from the chutes. As the blasting continues to the outer limits of the stope, the broken ore is slushed into chutes. When a complete horizontal cut has been made, the service raise, including chutes, is raised to a height of a few feet from the back and the stope is filled with either sand fill or waste rock. Then the mining cycle is re¬peated until the stope reaches the level above. LEVEL DEVELOPMENT PRACTICES FOROVERHAND CUT-AND-FILL STOPING The two basic methods used are: the development of the haulage drift within the vein, or development of the haulage drift paralleling the vein in the foot or hang¬ing wall with crosscuts intersecting the vein perpendicu¬larly at 61 to 122-m (200 to 400-ft) intervals. The il¬lustrated methods of development show some of the variations which can be used to develop a stope block. Development for cut-and-fill stoping does not require the more elaborate schemes outlined for shrinkage or sublevel long-hole stoping. Many factors must be considered before deciding on a particular development plan and usually the nature of the vein or host rock will dictate which specific method to use. If the vein is relatively straight, then develop¬ment on the vein is feasible. Excessive ground pressures will necessitate the leaving of a sill pillar (Fig. la) and highly fractured or "heavy" ground will require timber¬ing (Fig. 1b). Development on the vein has the advan¬tage of reducing capital outlay and waste handling prob¬lems since the mined rock has value. But removal of the sill pillar is costly and time-consuming. Also, where no sill pillar is left, excessive timbering and subsequent level repair is a drawback. Development in either the footwall or hanging wall is the more common procedure and offers greater flexi¬bility in overall development of consecutive stoping blocks by partially disassociating the level development from stoping (Fig. 2). Chutes, manways, and service compartments com¬prise the next stage of development and are established in a variety of ways. They provide access to the stope, ventilation ducts, and muck removal. Several different development systems are in common use and average costs for each have been developed. Raise borers are used to establish ventilation and ac¬cess from level to level. They are normally reamed with 1.5 or 1.8-m (5 or 6-ft) cutterhead and may either be left bald or lined with a 1.2-m (4-ft) diam corrugated liner plate, depending upon ground conditions. The use of an Alimak raise climber is another effec¬tive method of driving a raise from level to level. The size usually is 2 m (7 ft) square. This will accommodate square-set timber which is later installed. This method of raising is not common, although it is a valuable tech¬nique especially when level spacing is several hundred feet.

METHODS for measuring relative permeability as a valid function of saturation were compared by the. Bureau of Mines, using core samples from representative oil-productive California formations, from the Bartlesville sand in Oklahoma, and from synthetic samples. Measurements for gas-oil systems were made by steady-state dynamic, unsteady-state displacement and two stationary-phase methods. Measurements for water-oil systems were made by the unsteady-state displacement method. As the ratio rather than individual relative permeabilities is measured by the last method, three methods for calculating individual relative permeabilites from their measured ratio were compared for gas-oil systems and two methods for water-oil systems. Errors arising from capillary discontinuities, such as the end effect and stabilized-zone flow, are discussed and evaluated; possible errors rocs arising from turbulant flow are also examined. The inapplicability of non-steady-state methods for water-oil systems that are not definitely oil-wet is discussed in detail. Measurements of relative permeability to both gas and oil can be made quickly and accurately by the steady-state dynamic method when rates of flow of the two phases are sufficient to minimize the capillary discontinuity at the outflow end of the sample. At such rates relative permeability-saturation measurements are essentially independent of the rate of flow. The steady-state method wits modified by a dispersion section at the inflow end of the sample acid designated tie dispersed-feed method.

This paper is one of a aeries being published by the Federal Bureau of Mines on methods and practices used in mining and preparing crushed stone for market. Performance, in terms of units of work or tons produced per machine and per operator man-hour, is given whenever that information can be obtained. Direct operating costs are useful for comparing different methods and are included if available. In addition to descriptions of equipment and methods used the Bureau considered it desirable to discuss the engineering reasons for the choices that have been made, This paper is particularly concerned with the operation of the Liberty quarry and plant of the Campbell Limestone Co, The plant is in Pickens County, adjacent to the main line of the Southern Railway, and is about 18 miles west of Greenville, S, C. There are many scales of innovation in the pursuit of concentrator performance improvement, including paradigm change, inventive change and incremental change. All are important, but the last is low risk, low cost and has a relatively high probability of success, given the right metallurgical skills. Seeking continuous improvement is also essential to ensure that performance does not decline over time due to ore type changes, personnel changes, equipment wear and other factors. When properly implemented, these small gains offer a very high rate of return for the project cost because they are made from marginal, not total, operating costs of the plant. To be effective this approach requires plant trials that use designed structure and appropriate statistics to test the observed differences arising from the old and new process treatments, be they a change in flotation reagent, in grind, pulp density, etc. However the pursuit of small but financially significant performance gains is often regarded as fruitless because of the range of variance in plant data, and the consequent difficulty of ‘proving’ that a benefit has been achieved. Opportunity for improvement is thus sometimes relegated to the realm of the impossible, or at best, treated with skepticism. Operations managers prefer to look for the larger gains, which are easier to demonstrate and prove. Unfortunately, these are seldom to be found; rather, a large gain can be more easily made by executing a series of small recovery improvements that are together equivalent to the ephemeral single large gain. In this paper we advocate a policy of continuing improvement driven by rigorous performance testing protocols and a formal ‘risk analysis’ approach to judging the efficacy of changes implemented in the plant. Following these simple procedures allows rational decisions to be made on the basis of quantifying risk and reward. In particular we consider the choice of hurdle rate for decision-making which best balances risk and reward. It is shown through case studies from actual industrial practice that this approach is practical and delivers significant financial value to the operation.

"Acid mine drainage can be controlled by water treatment, retardation of the pyrite oxidation reaction system, or enhanced prediction that allows preventive action to be taken. The Bureau of Mines is conducting research in each of these areas; the results of this research are summarized in the eight papers that comprise this volume. Field work to evaluate overburden analysis, alkaline injection, and bactericidal control of acid formation is described, along with two new inexpensive methods to treat acid mine water. These papers were prepared for an acid mine drainage technology transfer meeting held in Pittsburgh, PA, on April 3 and 4, 1985. INTRODUCTIONAcid drainage from coal mines is one of the most persistent industrial pollution problems in the United States. Over 5,000 miles of streams and rivers are adversely affected, primarily by underground mines that have been abandoned for decades. Meanwhile, at active mining operations and at sites where mining occurred after 1977, discharge water must be treated to meet fairly stringent regulatory limits--at a cost to the industry of over $1 million per day.The Bureau of Mines has a special responsibility to facilitate integration of mining and mineral processing with environmental safeguards. This responsibility is twofold: the development of techniques to reduce or eliminate environmental degradation, and the improvement of existing pollution control processes to make them more efficient and more cost effective. Research in acid mine drainage exemplifies the Bureau's concern for these environmental aspects of mining.This collection of papers summarizes much of the Bureau's recent research on acid mine drainage and will give the reader a sense of where the research is headed, in addition to providing details regarding new technology and recently acquired knowledge. ArcHodrilling (Arcuate Hole Drilling) of short radius overhead curved holes from within the working level with a new, small-diameter in-the-hole drill produces tangible, assayable chip samples from the entire height of the projected mine level where the hole arcs down immediately in front of the working face. Drilling through the projected level with diamond coring tools produces samples showing the competence of roof and floor strata as well as the geological and economic characteristics of the ore. Hand-portable solid state electronic surveying instrument has been developed to survey the ArcHole and a convenient nomograph plotting record sheet converts survey digital readouts to hole inclination in degrees, to radius of curvature in feet, and to attitude of the plane of curvature from vertical in degrees, all without calculation. The ArcHodrilling system offers a tool with which the exploration geologist can more nearly assess the true potential of old mining properties being reexamined and to reduce the number of surface diamond drill holes needed to secure development data about new ore bodies. It gives the mine geologist an opportunity to secure those data at a fraction of the cost of drilling from the surface. The mining supervisor has a convenient, cheap tool to look ahead to know what he will be mining tomorrow. The mill supervisor has an opportunity to reduce his mineral loss in tailings by being able to anticipate the grade of his mill feed.

Downhole Assay tools are a geophysical method to collect an instigated response from the material surrounding a drill hole and deliver a multielement proxy-assay. They were first tested in the Pilbara at the turn of this century, however since 2011 they have seen a more focused testing and implementation regime with multiple companies across multiple Pilbara mine sites. The increase in the volume of data has led to advances in the measurements and significant improvements to the efficiency of the calibration process. Pulsed Fast and Thermal Neutron Activation Analysis (PFTNA) downhole assay tools collect gamma photon spectra which are characteristic of elemental signatures. One of the key components of the technique is calibrating the spectral signatures to lab assays. Each tool is slightly different due to the organic nature of the crystal detector and therefore responds slightly differently. Environment and hole conditions as well as ore characteristics are among other external influencing factors. Thus, a unique calibration is required for each tool. In addition, not all elements are measured directly, but some are actually characterised by proxy, meaning that if the signal-to-noise ratio for an element is small, it may be easier to identify the mineral or geology in which that element is found and thus infer the concentration of the element. These proxies may differ for each site or geology type within a site. There is a large advantage to build a unique calibration per tool at each site rather than a universal one to be used across the whole province. This then delivers the accuracy and precision of measurements that mining companies require for modern operations. Early work with the tool required several thousand metres of calibration data and several weeks of analysis to build each calibration. This process has now been streamlined to significantly reduce the amount of data required and the analysis time to make it much easier to introduce new tools to a site with an existing model or to create new models. This paper details the calibration process, illustrating the increasing accuracy of the models as training data are acquired as well as the methods for transferring a calibration from one tool to another.

The purpose of this U.S. Bureau of Mines information circular (Ie) is to discuss how job analysis methods taken from different disciplines can be used together to form a more complete picture of jobs in the mining industry. "Job analysis" is a term used by many researchers, but use of the term is far from standardized. Authors of papers on this subject often state that there is confusion in how or why jobs are to be analyzed, what the resulting information is to be used for, and what the "job analysis" actually means. The process of breaking a job into elemental tasks and analyzing them is used to determine what skills and knowledge are needed to perform a given job, to improve efficiency, and to develop safer job procedures. All are valid reasons to analyze jobs, but the methods used to accomplish the analyses may be very different. In order to create a more complete picture of a job, it may be useful to incorporate methods and information from different areas of study rather than choosing one method for analysis.

The Apeketon Business Hub in Lihir, Papua New Guinea, emerged in 2019 through a partnership between Australian Business Volunteers (ABV) and Lihir Gold Limited (LGL), a subsidiary of Newmont Corporation. This development was driven by a shared vision for the Lihir gold mining operation to further enhance opportunities for the local community and strengthen the economy’s resilience post-mine. At its core, the business hub serves as the epicentre of ABV’s operations in the region. It includes a drop-in resource centre which provides the community with mentoring and consulting services, and access to a range of impactful workshops facilitated by ABV’s local staff and skilled volunteers. These workshops focus on local Lihirians but are open to the entire community, including Newmont employees. We design and continually refine Apeketon Business Hub support programs and offerings driven by community priorities, building trust through long-term relationships, and working side-by-side on real-time challenges. We offer three core programs to different levels of the community, from individuals and families to start-ups, large corporations, and landowner groups. There is significant demand for the support services provided by ABV, with over 350 Lihirians participating in our workshops over the 2023 calendar year. One of the hub’s core offerings is the Family Money Management Program, which addresses crucial challenges faced by Lihir households, particularly in terms of financial resilience. The program takes a comprehensive approach, assisting families in long-term planning and developing skills to effectively manage the income they derive from their employment with LGL and other enterprises. Significantly, the program also addresses financial stress, a factor often associated with domestic violence (Fox et al, 2002). By empowering women and promoting joint financial decision-making, the Family Money Management Program fosters a culture of savings and improved financial management, ultimately enhancing economic resilience within the community.

Introduction In 1967, Tenneco acquired Kern County Land Co. The primary reason for the acquisition was to obtain Kern's agricultural, manufacturing, and oil interests. Included in the Kern portfolio were the core of Tenneco's present sodium leases in Sweetwater County, WY. This lease base has been ex¬panded and now consists of 62 km2 (24 sq miles). Beneath this property lies more than 500 Mt (550 million st) of economic trona ore. Following the Kern acquisition, Tenneco continued exploration and feasibility studies concerning the trona leases. The effort was accelerated in 1976. Tenneco was attracted to trona because of the favorable lease position it held, the growth rate of the Wyoming industry during the 1960s and 1970s, and the prospects for a long-term, stable business enterprise. The reserve picture was certainly attractive to a company long accustomed to the never-ending struggle to replace oil and gas reserves. In 1978, Wyoming was a boom area that had experienced rapid growth for a number of years. Unemployment was very low and vacant housing nonexistent. The prospects for soda ash were somewhat different in the 1970s than now. But it was recognized even then that a new producer would have a challenging task to compete in this business. Tenneco knew the capital burden required to build a grassroots facility during inflationary time, would have to be offset elsewhere Since labor and energy are the dominant direct costs in mining trona and producing soda ash these factors have always received a great deal of attention. Contracting and permits Environmental monitoring on the site began in late 1977. With the already mentioned considerations in mind, engineering began by mid-1978. Brown & Root Inc. was selected as the general contractor for the project. S. A. Scott & Co. was the engineering subcontractor for the mine shafts, hoists, ventilation system, and miscellaneous mine facilities. Frontier-Kemper was awarded the contract for sinking the two mine shafts. Acquisition of numerous federal, state, and local permits occupied all of 1978 and 1979. The Wyoming Industrial Siting Permit, which addresses socioeconomic issues, drew the most public interest. Siting issues were all satisfactorily resolved by negotiating reasonable stipulations with various local governmental units, school districts, and the like. Site location The Green River project location is not truly remote. It is located within 5 km (3 miles) of Interstate 80 and only about 32 km (20 miles) west of the city of Green River. Nevertheless, a substantial investment had to be made in communication and utility links to the site. These included: • A 14-km (8.5-mile) rail spur connecting with the Union Pacific Railroad at Bryan, WY. This spur has four bridge structures including one crossing Interstate 80. Most soda ash is shipped by rail, and coal is received over this line as well. • A paved 5-km (3-mile) roadway connecting to Interstate 80. • A powerline extension of about 27 km (16.5 miles), along with two new substations. • A 24-km (15-mile) waterline connecting the plant to a pump station on the Green River. The site is located on gently sloping terrain at an elevation of about 2.1 km (6800 ft). Ground conditions are good for construction. Weathered bedrock lies near the surface in most places. Geology The general geology of the Green River Basin has been well described previously. Tenneco's ore is in several superimposed evaporate beds. But the bulk of it is present in Bed 17, located about 457 m

T HESE remarks on the occurrence of strata-bound massive sulphide deposits are submitted be-cause the writer recently visited the principal Cyprus deposits (in January, 1965) and has also a back-ground of many years spent largely in detailed observation and map-ping of the Horne and Amulet ore-bodies, now largely inaccessible. They are particularly related to the Symposium papers (September Bulletin) by Hutchinson and by Roscoe. Some comments are offered on the cupriferous pyrite deposits of Cyprus. As the writer is currently reviewing the published literature on the related deposits in Turkey, a brief account of some characteristic Anatolian sulphide occurrences is given. The discussion is closed with some thoughts on the relationship between these Mediterranean sulphide deposits and those of northwestern Quebec and the Superior province in general. The geology of Cyprus, as it relates to the sulphide deposits, is well summarized by Hutchinson (1965). After visiting Mavrovouni, Skouriotissa and Limni and after much thought on the possible ge-nesis of these ores, it seems quite logical to me that he is right. They are indeed closely related to late-stage submarine volcanism.

A case study is presented on the optimization of cable bolting patterns in cut-and-fill stopes at the Chikla Mine, MOIL, India. Rock mass characterization, using Bieniawski’s RMR and Barton’s Q, indicated that the stopes lie in the “no supports required” to “spot bolting required” support categories. In contrast, the current practice of cable bolting in a 2.0 m by 2.0 m grid pattern for stope widths less than 12 m displays different results. Numerical modelling results are in line with the rock mass characterization study. It can be affirmed, as well, that no cable is carrying rock loads greater than 5 t. This fact is derived from observational behaviour of the crown pillar of an experimental stope with open stoping operations and hanging cables in the cut-and-fill stopes of the mine. An increase in the cable bolting grid spacing is, hence, recommended for implementation by mine management, based on the study described in subsequent sections. It is also suggested that the mine adopt the open stoping method, provided results of a rock mechanics instrumentation program in an experimental stope with a cable bolting grid of 2.5 m square are favourable.

The application of the law of supply and demand to the sale of crude oil is generally conceded, but the motives underlying the buyer's (refiner's) demands are not always obvious to the seller (producer). In some cases this obscurity has led to the conclusion that the refiner may be unnecessarily particular when he selects one crude and rejects another. This preference, however, is very largely the reflection of the refiner's product demands and the quality of the stocks obtainable from the selected crude. The purpose of this paper is to point out critical characteristies of the major classes of refined products and to show how crudes vary in their suitability for such products. With relatively few exceptions, available processing methods and addition agents make it theoretically possible to produce any type of refined product from any crude source, although it may not be economically sound to do so. The widespread application of thermal cracking for converting higher boiling stocks into gasoline is well known. More recently cracking and refining in the presence of catalysts9 have been developed, as well as various processes for polymerizing lighter hydrocarbons into gasolines having desirable characteristics.6 For several years, selective solvents have been applied commercially to refining inferior quality kerosene, Diesel fuel and lubricating oil distillates.3 Improved methods for refining lubricating oils from crude residual4 formerly suitable only for fuel, are now in use and a number of special solvent processes are available for dewaxing lubricating oils to low pour point.5 These improved refining methods have been developed not only to meet the demand for improved product quality but also to enable the refiner to obtain quality products from crude sources that would not yield such products by the older refining methods. In many cases, the utilization of these modern refining tools necessitates an appreciable expenditure for equipment as well as added manufacturing costs, and their application therefore must be justified economically. Despite the availability of such tools, the added processing costs involved and yields obtainable may render their application entirely impractical. Backfill systems using unconventional cementitious hinders have been successfully used in relatively deep and hard rock tabular mines for longwall, scattered stoping and shaft pillar removals. Two unconventional cementitious systems are discussed: 1. A ground granulated blast furnace slag (GGBS) with an activator containing lime. This has been used with a total tailings 'stable' slurry at a relatively low dosage of less than seven per cent, by mass, based on dry solids. The room and pillar stopes supported with this fill were up to 20 in high and the tailings were relatively high in pyrite. .\ GGBS binder plus a silicate based activator and gelling agent that virtually eliminated all water drainage (and hence post filling shnnkage). The system used a slurry, but the addition of the ;iutivator created a final placed product that had the behaviour of a paste. The system has been successfully used for almost ten years in the following applications: ò sloping widths (mining heights) above 1.6 in; and ò shaft pillar removals in seismically active areas at the end of the life of the shafts. \This paper discusses the technical merits and costs of the systems and compares them to other fill systems (including true paste systems).

As the Federal government along with individual states continue to grapple with the job of refining a comprehensive energy policy, coal continually stands out as an energy source which heralds a combination of old and new capabilities like an energy planners prophecy, but which is plagued with serious environmental constraints. To determine what level of coal utilization is ultimately possible for states East of the Mississippi, whose high sulfur content coal presents the most paramount of challenges, one must consider product availability, via existing transportation modes, the developing industrial markets and the ability of coal to meet the challenge of becoming an environmentally acceptable fuel. Gasification is emerging as a form of utilization, which during the next twenty years stands a good chance of being able to meet the challenge of making coal an environmentally clean, easily transport-able and usable fuel. It can be argued that, of all the potential ways of utilizing high sulfur coal, coal gasification is perhaps the most expensive, the most financially risky and carries environmental liabilities of its own. Synthetic gas and oil markets will undeniably be a function of price and demand, which, for the purposes of this paper, I'm assuming will begin to merge in the late 1980's and into the 1990's. This is also presuming that public utility commissions will allow favorable price structure ruling so that gasified coal products can be rolled into their respective rate base, much the same as synthetic natural gas from petroleum by-products are currently being priced. The comparative economic markets of coal to gas pro-duct have plenty of time to mature. There is an approximate twelve-year lead time needed to bring coal gasification plants on line which will be able to compete in the market place for natural gas and oil customers.

THE main objective of everybody, individually and collectively as the people of nations, is to earn their living and improve the scale thereof as much and as rapidly as possible. We are able to earn" our living only by working and producing. We I are able to rise to higher standards of comfort only by increasing our production of goods, or diminishing the waste of those that we do produce, or both. This statement is trite. It is equally trite to dwell upon the importance of increased production to be derived from increased efficiency of labor and improved manage-ment; and the good results that would accrue to every-body if employers and employees would work together to secure the maximum of production at the minimum of cost. All of this is nothing more than platitude, to which every intelligent person subscribes in the abstract; but what concerns us especially, and what is neither so easy nor so understandable, is to translate the expres-sion of the abstract principle into formulas for action. The national net income obviously may be increased in two ways, or by both together. One is to diminish the waste of the goods that we already have made available. The other is to increase the supply of goods. .Increasing the supply of goods may involve the elimina-tion of waste, but a distinction is to be drawn between the waste of things that we have and the failure to obtain those that we might have. If we limit the term "waste" to the careless and profligate use of the materials that have come into our possession, together with the absorption of labor in doing obviously unnecessary things; and if we character-ize by the term "inefficiency" the failure to accomplish in our industrial operations the best of which we are capable, we shall create a distinction that will be pro-motive of clear thinking. In this paper I am going to deal with inefficiency, not waste, observing the distinc-tion, arbitrary if you please, that I have made. Without any doubt the greatest inefficiency that exists in our economic affairs is that which causes hundreds of thousands, perhaps millions, of men to be idle a good deal of the time. The major reasons for such idleness are two-fold. One of them is the conse-quence of what for convenience may be called business cycles, although I do not hold to the hypothesis of business cycles as it is now being rather widely expounded. That hypothesis involves the idea of rhyth-mic undulations due to causes unknown, but which it is hoped may be ascertained. The movement of busi-ness in waves up and down is undeniable, but that there are recurrences of cycles every so often is purely imag-inary, I think. It is unnecessary-to digress into that subject. The extents of the rises and falls above and below a median line undoubtedly is less than is commonly supposed.
