Before the present century there existed a fairly persistent demand for the establishment of a Federal Department of Mines, but relatively little was done about it until a considerable number of very serious coal-mine disasters in 1906, 1907, 1908, and 1909 created what might almost be termed a national scandal and virtually forces the Federal. Government to take action to try to solve the problem of the cruse and prevention of such disastrous occurrences. Instead of a Department of Mines, the mining people had to accept a bureau, which was created on July l, 1910; and while the Bureau of Mines was given numerous functions, unquestionably the promotion of safety in the mineral industries was and continues to be one of its main "jobs." The Bureau's organic act was approved in 1910 and amended in 1913. Both the original and amended acts indicated that promoting; the health and safety of the mine workers constituted the chief function of the Bureau, and that this was the construction placed on its activities by those put in charge in 1910 is shown very definitely by the fact that as soon as the Bureau came into existence on July 1, 1910, both health end safety activities were started in its Mine Accidents Division. Before the end of the first fiscal year (June 30, 1911) 6 mine safety stations had been established in various parts of the United States, add 6 nine safety cars had been put into the field; by October 1910 first-aid-training work was being done in mining regions. The Bureau eras able to function so promptly in its safety work largely because sections of the Geological Survey, which had been doing some coal-mine safety work since 1907 or 1905, were transferred into the Bureau when it began to operate in July 1910. On October 30, 1911, a national First-Aid Meet was held at Pittsburgh, Pa., at which first aid and mine rescue were demonstrated. During the fiscal year 1910-11, the first year of the Bureau's existence, 509 persons were given certificates indicating completion of the Bureau's training course in first aid.

The panic bars (and associated linkages and electrical circuitry) that are defined in this document are a machine operator-actuated control for the emergency deenergization of the tram motors on self-propelled, electric and diesel face equipment; including haulage equipment such as shuttle cars. There are nine basic types of panic bars (and several variations) that are recommended in this document, but all of the panic bars arc characteristically of the 'fire door" type that is frequently encountered on outside exit doors of many public, and some commercial buildings. It is also the intent of the following panic bar designs that, when emergency brakes arc added to the face equipment machinery for which they arty required, that they be designed and hooked up so that actuation of the panic bar will result in automatic application of the emergency brakes (immediately following the deenergization of the tram motors). The following panic bar design requirements are a restatement of the proposed requirements defined in the Federal Register, requirements cited in "Guidelines for the Design and Installation of Devices for Deenergization of Self-Propelled Electric Face Equipment/Automatic Emergency Brakes" by C. E. Lester and J. D. Greenhalgh of MESA, and Bendix recommendations that were formulated as a result of discussions with personnel at the various machine manufacturers and underground coal mines that we surveyed, discussions with G. I. Judy (our consultant), etc:

What is your assessment of the status of the mining industry as we see some evidence of an economic recovery? I am optimistic about the short and midterm prospects for the industry and, hence, for the professionals in the industry that constitute the majority of the SME membership. All who will read this interview recognize that the quality of life we enjoy today is largely a result of our achievements in the mining and minerals processing sectors. I believe that the sustainability of that quality of life and the aspirations of other sectors of the global community to attain that same lifestyle will significantly depend on the continued successes of these industries. Looking at some of the traditional economic indicators, we see predictions of continued increases in gold prices during the next 12 months as a new round of quantitative easing keeps real interest rates low and drives excess capital flows from countries with trade surpluses - who have traditionally parked their money in U.S. government bonds - into other investable assets, such as gold. On the fuel side of the industry, we have during the last decade seen a steady rise in the cost of coal, and some of the recent spot prices have seen dramatic increases. Some suggest that coal prices may rise sooner than anyone expects, as global reserves are revised downward. This is based on the hypothesis that some of the main coal-producing countries are overestimating supplies and that coal prices could start rising far sooner than anyone thinks - with obvious serious implications for energy policy. Those forecasters note that, for the past couple of decades, global supply has been dropping at a faster rate than consumption.

This paper will address the feasibility of using low-density cellular concrete (LDCC) for an annular fill application where project conditions required pumping the LDCC material for distances of up to 16,000 feet. These conditions occurred during construction of the Kaneohe-Kailua Sewer Tunnel in Oahu, Hawaii, between 2014 and 2018. Located on the island of Oahu, Hawaii, this 13-foot-diameter rock tunnel extends for approximately three miles from the Kaneohe Pre-Treatment Facility to the Kailua Regional Wastewater Treatment Plant. The tunnel was built to convey wastewater and provide temporary storage for peak wet weather flows entering the collection system, thereby reducing the potential for uncontrolled discharges. LDCC was chosen for this project partly due to its environmental benefits, which were essential for an application contiguous to the inland marine and coastal waters of the Pacific Ocean. In order to ensure optimal performance characteristics—compressive strength (with a requirement of 300 psi at 56 days), flowability, and light weight—were achieved, extensive testing of various LDCC products and mix designs was completed. The testing measured the initial set time of the LDCC as well as the compressive strength needed to reduce the quantity of grout lifts required for the project.

The McDonald gold project and two satellite gold deposits near Lincoln, MT were discovered in the early 1990s. They contain at least 307.9 t (9.9 million oz) of gold and 933 t (30 million oz)of silver. The McDonald gold deposit alone contains 223.9 t (7.2 million oz) of gold reserves that can be open-pit mined and processed by cyanide heap leaching at a projected cash operating cost of $6.10/g ($190/oz). The deposit is predominantly oxidized with no chance of acid production. It can be mined, operated and reclaimed with minimal permanent environmental disturbance other than the creation of an open-pit filled with a fresh-water lake that would support trout.

This paper summarizes the weight of epidemiological evidence to evaluate the hypothesis that asbestos exposure is causally associated with increased risk of gastrointestinal (GI) cancers as suggested by Selikoff in an early study of insulation workers. This review looks at populations that develop GI cancers, namely stomach, colorectal, colon and rectal. Guidelines for assessing causality are strength of association, biological gradient and consistency of the associations. Exposure?response (E?R) was evaluated using three methods to estimate exposure. Rate Ratios (RRs) for lung cancer and percent of mesothelioma are used as surrogate measures of asbestos exposure for all the cohorts of exposed workers. Quantitative or semi-quantitative estimates of cumulative exposure to asbestos were also used to assess E?R trends and were compared to E?R trends for lung cancer and mesothelioma in individual studies. Surrogate measures are important since there are few individual studies that have assessed E?R. None of the various methods to estimate asbestos exposure yielded consistent E?R trends and the strength of the associations were consistently weak or non-existent for the four types of GI cancers. The epidemiological evidence detracts from the hypothesis that occupational asbestos exposure increases the risk of stomach, colorectal, colon, and rectal cancer. The aim of this program was to develop a reliable and meaning-ful basts for assessing certain safety aspects, namely fire and, in particular, toxicity hazards of articles employed in underground coal mining operations. This investigation was centered on the thermal oxidative degradation of "pure" ingredients used specifically in the formulation of conveyor beltings. To achieve this goal all products formed on thermal oxidative degradation of the materials studied were analyzed, identified I and the amount of each individual species present was determined quantitatively on a weight of product per weight of material basis. The weight/weight data thus obtained can then be factorized to reflect the relative toxicity of each individual species present, using for example the Threshold Limit Values adopted by the American Conference of Governmental and Industrial Hygienists, whereby an overall "toxicity index" can be arrived at which makes it possible to compare the different potential formulation components in a quantitative manner insofar as their "toxicity" is concerned. Furthermore, knowing the off-gassing characteristics of the commonly used additives I their contribution to the product mix obtained from actual belting can be postulated. Conversely, from the species obtained on thermal oxidative degradation of conveyor belts the type and to a degree the content of additives can be deduced. Based on the se data meaningful regulations governing the material selection for underground use can be developed. For these studies a quiescent system at 370°C was employed. Thermogravimetric and differential thermal analyses were performed to supplement and extend the sealed system investigations and to provide information regarding thermal oxidative behavior under dynamic conditions.

The Metaline mining district was examined in 1942 by Bureau of Mines engineers with the cooperation of geologists of the Federal Geological Survey. Because the demands of war production were rapidly depleting reserves in some of the older zinc-lead producing districts of the United States, it was decided that an attempt should be made to increase the proved or indicated ore reserves of the Metaline district. With this objective, certain areas to be explored by diamond drilling were selected. The Bureau of Mines began work on this program. January 15, 1943; work terminated September 8, 1945. Forty-five holes were drilled in seven areas, The holes ranged from 154 feet to 2,050 feet in length. Their combined length was 38,150 feet. Thirty-three of the holes were drilled in. the North Pend Oreille and the West Bella May areas.

The Haile mine has been the outstanding gold-mining operation and the largest single producer of gold in the Appalachian region. Gold was discovered at the Haile in 1827, previous to the present operation, production has been nearly $4,500,000 (gold at $20.67 per ounce.) from somewhat over a million tons of ore, with an average extraction of about 70 percent. The Haile property, now operated by Haile Gold Mines, Inc., is in the southern part of Lancaster County, South Carolina, 3-1/2 miles northeast of the town of Kershaw and 55 miles north of Columbia, the State capital. (See fig. 1.) The corporation has a lease and purchase contract on 1,805 acres, covering the present productive area. In addition, it holds lease contracts on 1,500 acres additional adjacent to this area.

"INTRODUCTION The use of beryllium and its alloys has increased rapidly during the last decade. Further expansion of its use is limited; in part, by lack of adequately developed ore reserves. The principal commercial beryllium mineral is beryl, which is found chiefly in pegmatites and produced for market as a byproduct of the mica and feldspar industries. The coarse beryl is mined selectively, sobbed and sorted by hand, and then sold without further beneficiation. The known reserves of coarse beryl are small. No method has been available for concentrating small disseminated beryl crystals, so ores of this type have not been mined or have been left on waste dumps. Disseminated ore in low-grade unmined areas and waste dumps on developed properties is a potential source of beryl, provided a method is developed for its beneficiation.Published literature on the concentration of beryl is lacking in detail or deals chiefly with tests on artificial mixtures of pure minerals, and procedures as given were not applicable to the beryl ores tested at the Salt Lake Station. The testing procedures described in this report are independent developments. By employing these procedures, beryl was satisfactorily con¬centrated from several run-of-mine and dump ores, although these ores wore low in grade and part of the contained beryl was finely crystalline and disseminated.Beryl, quartz, and feldspar, when ground to flotation sizes, are so alike in color and general appearance that they cannot he distinguished by visual observation. The progress of the work depended on rapid determination of the grade of test products by means of the petrographic microscope. Small samples of concentrates and tailings were often cut after each addition of reagents, dried, and examined under the microscope."

The Davis detector cavern was excavated on the 4850 Level of the former Homestake Mine in the mid- 1960s to house a novel neutrino detector developed by Nobel Prize winner Dr. R. Davis. The original cavern was about 9.1 x 16.8 x 9.7 m high, excavated in a Precambrian amphibolite known as the Yates unit and enlarged in 2010. In 2009, the National Science Foundation selected the site for development as a national Deep Underground Science and Engineering Laboratory (DUSEL). This retrospective rock mechanics study of the Davis cavern is intended to inform design of the much larger caverns and laboratory rooms being considered for the same 4850 Level. Provision for rock mass variability, sequential excavation, jointing and wall damage from blasting are included in analyses that were done using two different computer codes and methods (FLAC3D and UTAH3). The results are in agreement with observations and show that cavern stability is indeed the case. The main conclusions are: (1) if conventional scaling of laboratory rock elastic moduli and strengths is done, then 0.25 and 0.50 scale factors are reasonable, (2) measured statistical and spatial variability in rock properties should be incorporated into geomechanical analyses to better reflect reality, (3) discontinuities (“joints”) are essential to reliable analysis of excavation safety and when properly taken into account eliminate the need for empirical “scaling” of laboratory rock properties, (4) major geologic features such as rhyolite dikes and breccia zones may be important to excavation safety at Homestake and should be explicitly represented in analyses and (5) quantifying wall blast damage is important to engineering design of underground excavations.

Red Dome Mine was a highly complex gold copper operation developed over a number of phases between mid-1986 to October 1997. With only three years of production ahead at any time, a proactive practical approach to mine closure was necessary. In 1989 the Domains Concept to life-of-mine planning and mine closure was created as a response to the proposed changes to legislation.The Domains Concept, a relatively simple idea developed to integrate mine closure during production at Red Dome, has been broadly adopted by both government agencies and industry in the intervening 20 year period. Over time the author has observed that the concept has been poorly applied, misunderstood and in some cases even misrepresented. As a consequence, the potential opportunities from applying the concept, including the optimisation and minimisation of life-of-mine costs, mitigation of long-term financial liability exposures and building credibility with the general community, have been missed.This paper examines the many benefits, advantages, applications and perceived barriers to developing and integrating a fully costed life-of-mine plan. Integrating the Domains Concept early in the project, within the operational budgeting, allows the production of a meaningful and useful document, representative of a whole life-of-mine, cradle to grave, with measurable rehabilitation and closure outcomes when the concept is used to full effect.The Domains Concept serves to optimise cost-effective, whole of mine, life cycle planning which provides beneficial outcomes for the community, significantly mitigates legacy issues and contributes to the attainment of compliance and sustainability principle objectives.CITATION:McCarthy, B E, 2014. This presentation in the open pit session deals with the development of a phosphate rock strip mine by CF Industries, Inc., a company that does not presently mine in the Central Florida Phosphate District. Land acquisition, engineering, financing and environmental permitting activities were begun in early 1975; site preparation, environmental monitoring and dragline construction began in mid-1975. The operation is due on-stream in late 1978. The reserve acquisition, permitting, and financing could each easily be developed into a separate paper of interest. Each, however, has been covered before for other mining ventures with similar capital and environment requirements. For that reason, I have chosen to discuss what CF Industries, Inc. is, why it is entering this new sec-tor of the agricultural chemicals business, and, to keep at least some technical basis, what design modifications are possible when the total mine output is used captively and it is unnecessary to have the flexibility to meet the numerous transportation and customer specification considerations. In an attempt to show the size and complexity of the CF organization, a brief description of existing facilities should help show why the big interest in mining phosphate rock.

1. The Pittsburgh bed is the most important bed in Brooke County and virtually the entire production of coal in the county comes from this bed. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of coal in place, are estimated at 191 million short tons as of January 1, 1954. Of this total, 190 million short tons are in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Introduction The circumstances under which the gold mining industry was forced to curtail operations a few years ago are well known to all. The effect of those circumstances is particularly noticeable when one enters some of the larger mills that were designed, in better times, to treat relatively large tonnages. On their grinding floors one will observe that a number of grinding units are lying idle, and the ravages of rust are everywhere in evidence. The same applies to other equipment throughout these mills. In 1941, we found it necessary to reduce tonnage considerably in the Wright-Hargreaves mill. With the assumption that a lower tonnage would be of long duration, we began to focus our attention on some of the idle equipment with a view to re-arrangement of the flow-sheet for greater economy of operation. In an article by the writer published in the Engineering and Mining Journal (March, April, and May issues, 1939) , it was pointed out that in designing this mill there was a very limited floor space available. The choice of thickening equipment was imposed solely by the necessity for space: conservation. Thickening by gravity would have required 5,000 square feet of floor space, whereas Genter thickeners required only 1,200 square feet. As a consequence, the Genters were chosen. The decision to add flotation to the circuit was made primarily to save space. On a cost-plus-tail basis, 80 to 100 hours agitation on all pulp would produce similar overall results, but would require much more space.

Blasting at a granite quarry in eastern Maryland produces elevated air blast readings that can fall into the cautionary zone for the state of Maryland environmental regulations on a semi-regular basis. When designing blast patterns in this quarry, challenging geology creates rough and uneven blast faces that can be difficult to capture with 2D laser profiling fully. Utilizing several methods known to manage high air blast results like pattern adjustments, decking, and timing changes have not achieved consistent outcomes.

"Boliden Harjavalta Oy has a long tradition in the Finnish metal industry starting from the 1930's. The Smelter consists of copper and nickel flash smelting lines. Off-gases are captured in the acid plant to produce sulfur products. During the early years of production, the surrounding environment suffered from high SO2 and dust emissions. The first acid plant started in 1947, a few years after commissioning of the smelter. The flash smelting method was developed and commissioned in 1949. This created the basis for today’s environmentally sound metal production. Recent air emission reductions are related to treating lean ventilation and granulation gases. Emissions from the stacks are monitored with continuous measurement devices. SO2 and PM10 concentrations are also measured from the residential area and reported online in cooperation with Harjavalta community and other local industry.INTRODUCTIONProductionBoliden Harjavalta Oy smelts copper and nickel concentrates and refines copper in the western part of Finland. The copper concentrates come from external copper mines mainly in South America and Europe. Concentrates are unloaded at the Pori harbor and transported to Harjavalta by train from a distance of about 60 km. Boliden Harjavalta Oy has operations in Harjavalta and Pori. The smelter in Harjavalta produces copper anodes that are transported via railway to the copper refinery in Pori. The anodes are electro-refined into copper cathodes and by-products like Se, Ag, Au and Pt/Pd concentrate. In the Harjavalta smelter SO2 containing gases are delivered to a sulphuric acid plant where sulphuric acid and liquid sulphur dioxide are produced.Our nickel smelter smelts nickel concentrates on a tolling basis to produce nickel matte for customer needs. SO2 containing off-gases are delivered to the sulphuric acid plant for sulphur capture and modification into products.All our operations are certified according to the Quality, Environmental and Occupational Health and Safety Standards ISO 9001, ISO 14001 and OHSAS 18001. Boliden Harjavalta Oy was the first company in Finland operating in the metal and technology industry to be certified according to the Energy Management Standard EN 16001, currently this certification is done according to ISO 50001."

The Pittsburgh Experiment Station has made a survey of the properties and characteristics of the brands of fuse manufactured in the United States ; 25 samples were procured from 4 manufacturers representing the different brands offered on the market when the investigation was begun . It is believed that the field was completely covered except for special fuse made to order for a particular job .

Laboratory tests were conducted by the U.S. Bureau of Mines to determine respirable dust reduction effectiveness of and interaction between face airflow and water sprays for a continuous miner. Increases in exhausting face ventilation from 3,000 to 9,000 cfm, in waterflow from 15 to 35 gpm, and in water nozzle operating pressure from 80 to 200 psi were evaluated. Results indicated that airflow had the greatest individual impact on reducing dust levels, with concentrations at return and operator sampling locations reduced by as much as 57% and 99%, respectively. Regression modeling was utilized to predict dust concentrations over the range of values tested for the control parameters. Interactions between the control parameters were significant and often defined an optimum level where further increases in that parameter failed to produce additional dust reductions. Increasing airflow to 8,400 cfm, waterflow to 25 gpm, and water pressure to 140 psi typically reduced dust concentrations at operator and return locations. Application of a control parameter above these levels can provide additional dust reductions if used in conjunction with appropriate levels of the other two control parameters. Otherwise, higher operator dust levels may result and can be attributed to increased rollback and/or airflow turbulence.
