What is a conflict, as it is understood by men of the extractive industries? And what are the circumstances out of which these conflicts arise? A start can be made with the notion of economic conflict, which can be defined as rivalry over the use of economic resources. Such rivalry is a central part of all economizing activity. It is present within the individual, within the family, and within the business firm. In each of these units there are multiple goals competing for use of a limited income. And economic rivalry is present among individuals and firms who are competing with one another for use of the limited quantity of economic resources available to us as a society.

Longwall shearers usually suffer from excessive pick and pickholder consumptions and severe wear of the back plate of the clearance ring section of shearer drums. In practice, most of the drums were seen to be withdrawn from the face due to the abovementioned problems, while vane picks and their holders were intact due to the improper lacing design of the clearance ring picks. However, few underground investigations and their results on the effect of lacing arrangement of clearance picks on the service life of shearer drums have been published. Nevertheless, the pick consumption characteristics of shearer drums were not investigated in detail, since these are fewer pick consumptions with shearers when compared to roadheaders. This paper is concerned with the comprehensive in situ trials on the effect of lacing of clearance ring picks on the lifespan of shearer drums, and the pick consumption characteristics of longwall shearers at Cayirhan Coal Mine in Turkey. The lifespan of shearer drums employed with shearers in this mine increased 70 per cent, while the consumption rate of clearance ring picks decreased threefold through using an alternative lacing for clearance picks, indicating the significance of utilizing proper design techniques for clearance ring picks for the service life of shearer drums. Statistical analyses carried out, using the raw pick consumption data, implied that the clearance ring picks experienced much higher loads than vane picks, revealing that special attention must be paid to designing clearance ring picks. An average maximum consumption value of 41 was determined for clearance ring picks, with corner-cutting picks having the most replacements, while it was 35 for vane picks, on three-day based pick replacements.

Oregon Resources Corporation (ORC), an industrial minerals mining company, is currently engaged in the development of a new process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be mined efficiently and economically, creating an additional domestic source for chromite, garnet, and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America. Metallurgical study of the placer material was grouped into four distinct samples based on marine terrace deposition, geological facies, and mineralogy. Because the metallurgical samples represented the extremes likely to be encountered in all future Oregon paleo-beach placer ores, the process design is highly dynamic and will successfully adjust to meet the production needs. Water availability at the mining area is seasonal and will not support a typical placer operation?s water requirement needs for heavy mineral concentration. For this reason, ORC has developed a plan to construct the ore processing facilities near Coos Bay, where a municipal source of water is available. Raw ore will be transported from the mining sites approximately twenty miles one way to the processing facility with return loads hauling tailings back to the active pit. The need to haul dry tailings, return dry material to the pit for reclamation, and limit the amount of water being purchased from the municipality has driven the design of a unique water reclamation system. BACKGROUND Location and Access Economic concentrations of ?black sand? or heavy mineral (minerals with specific gravity greater than 2.85) have been recognized and studied in marine placers from Coos Bay to the mouth of the Rogue River, a distance of approximately 75 miles along the southern Oregon coast (Hornor, 1918; Griggs, 1945)(Figure 1). ORC will begin mining existing reserves approximately 20 miles south of Coos Bay in a region known locally as Seven Devils. Ore will be trucked north to the processing site near Coos Bay via use of existing county and state roads, including U.S. 101. The available facilities at the processing site include highway, rail, municipal water and electricity, natural gas, and a deep water port. At the time of this writing, the rail line had been abandoned, but was being pursued by the International Port of Coos Bay. It is anticipated that this will be serviceable at some time in the future. History The southern Oregon marine placers have garnered the interests of miners since 1852, when present day beaches were exploited for gold. The beach deposits were small and irregular in nature and were easily washed away by the major storms the coast endures during the winter months (Hornor, 1918). [ ] In the 1920?s, deposits at the beach were followed upstream to their paleo-beach terrace origins (Pardee, 1934). These terrace placers were mined, but with little success, as the cost of mining and processing was greater than at the present day beach deposits. The greatest effort to understand and delineate the paleo-beach terrace placers came during World War II. As the need for a domestic source of steel hardening chromite was evident, the heavy mineral bearing placers of southwestern Oregon provided just that. The U.S. Geological Survey, under guidance from the Oregon Department of Geology and Mineral Industries, began exploration drilling of the paleo-beach terraces in 1940 (Griggs, 1945). This work was part of the investigation of strategic mineral deposits and would ultimately supply much needed chromite for the war efforts. There is a natural resistance to change in any form. When it comes to implementing a game-changing technology like autonomous haulage on an operating mine site, the resistance can at times appear insurmountable. Whether based on real information or misguided preconceptions, it?s essential that we don?t underestimate the effort it will take to overcome this resistance, while clearly recognizing when it?s worth the effort. These realizations did not happen overnight for sites where autonomous haulage has been implemented. Nor did they happen overnight for manufacturers of autonomous mining equipment. Caterpillar, for example, began building toward autonomy more than 30 years ago and had a truck operating in the mid-1990s. Lessons learned during those early years led to the realization that there was much more to be learned ? not just about the machines themselves, but about the systems and knowledge that must be in place for a successful implementation. Working closely with customers, initiating real-life demonstrations on mine sites, having discussions with regulatory agencies and other stakeholders ? these and many other activities were necessary before autonomy could be fully and successfully launched. After decades of effort, Caterpillar?s first official commercial autonomous mine site went to work in 2011 in Farmington, NM.

In Novemeber of last year I visited a mica mine in Hunan Province, China. For nine months , we had been trying to sell Chinese mica to a customer in Belgium. Talking to the customer was like negotitating with a stone wall. The buyer refused to communicate any -thing other than his steadfast refusal to consider Chinese mica. He would not advise us what he wanted, what specifications or grades. He would give no indication if our price at market, or reasonable, or totally out to lunch. He would not even accept samples. It took no genius to guess that the mica buyer had at some time in the past bought a shipment of Chinese mica and had received a disaster. I invited the mica mine in Hunan in order to see for myself what could be done - without massive investment in equipment and instruments - to upgrade the quality of the mica for export. We had seen this type of customer reaction before. One disgruntled customer who had pur¬chased pigment grade barites direct from China ranted and raved about unreliable and inconsistent quality. It did no good to explain to him that China is a big country, with hundreds of mines scattered throughout many areas, each producing a different product. Our further explanation that Chinese export organizations also varied in degree and efficiency of customer service fell on deaf ears. Samples had no effect on his perception. Eventually we showed him photoraphs of two mountains of pigment grade barites. One lot was our sales of pigment barites to a major European minerals processor. Our Chinese barites stood proudly white and beautiful next to a hill of other material which now appeared at best mediocre and dull by comparison, and which the buyer had decided to reject after he received our Chinese barites. Finally the customer was sufficiently impressed to look seriously at our guaranteed specification and the outturn analysis performed by our other customer.

Ground conditions at the Kencana mine, Indonesia, are generally poor and an underhand cut and fill mining method is used for extraction. Due to these poor ground conditions, all vertical development has been conducted using blind, top-down, sink and line excavation methods. Due to time constraints, raiseboring was considered the only viable excavation method for the installation of a return ventilation system for the K2 (Kencana extension) project. In order to achieve successful raiseboring in the poor ground conditions a number of strategies were used including: a detailed geotechnical study for optimal position of the shaft/s, splitting shaft excavation vertically, raiseboring of multiple smaller diameter shafts, extensive pregrouting, installation of drainage holes, and rapid installation of support following excavation.

"The premium on gold in London, reflecting the further depreciation of the pound sterling, has risen from about 22 per cent as noted in these reports for December, to about 28%. This will enable more South African gold mines to come into the profitably ;reducing class, and will also tend to increase the gold production from that region.Figures are now at hand showing the drop that occured in the sold output in the Transvaal, South Africa, during 1919, in which year 8,330,091 ounces of gold were produced against 8,418, 292 ounces in 1918, a decrease of 88,200 ounces. Annual gold output from this, the most important gold area in the world, has dropped almost one million ounces in the past three years, as the following table shows:Although the decrease in not as marked comparatively as that of 1918 over 1917, it is a further indication of the general world-wide curtailment of gold production, and the steady decline in production everywhere that is going on and will continue until some rational means is found to stimulate production, or until conditions return to normal.The subject of relief for the gold miner has received attention in all parts of the world, particularly in the United States and South Africa in the past few years, but in spite of all the plane that have been formulated to remedy the situation none have yet been adopted anywhere, due mainly to great danger of tampering with the gold standard. In the United. States a plan has advanced by H. N. Lawrie of the American Mining Congress to tax the new gold entering into manufacture of jewelry or the arts in general, as furnishing some measure of increased compensation to unprofitable gold mining.Gold production in Australia, as indication by figures issued by the Australian Mines department, shows a marked decrease, and for the first ten months of 1919 amounted to 914,957 ounces against 1,073,317 ounces for a similar period in 1918. Western Australia produces about two thirds of all the gold rained on that continent. The total gold production of Australia for 1919 will reflect the universal decrease in output.Ever since June 7, when the embargo on the export of gold Was lifted, there has been steady and heavy outflow of gold from this country, as a consequence of which considerable gold accumulated during the war has been exported. DESPITE the loss, by enemy conquest, of a high percentage of our normal sources of supply for tin, the position of this important metal is easier today than that of rubber and a long list of other strategic materials, many of which are produced in this country. Actually, there is no shortage of tin for essential war purposes, owing to a strict control of its use, to increasing considerably the amount of secondary tin available, and to the foresight of the Government in authorizing the Reconstruction Finance Corp., as early as June, 1940, to acquire and produce certain critical and strategic materials of which tin was one of the most important. The construction of the Longhorn Smelter on the Gulf Coast in Texas is an important part of this program.

1. This investigation shows that the most important beds in Claiborne County, from the standpoint of present production and reserves, are the Coal Creek and Jellico. Together, they contain 69 percent of the known recoverable reserves in the county. Reserves in five other beds are tabulated in this report; in order of quantity of reserves, they are: Blue Gem, Lower Pioneer, Pewee, Big Mary, and Rex. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 60 million tons, as of January 1, 1953. Of this total, 55 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to permit making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

ON JULY 12, 1921, S. S. Arentz, representative at large from Nevada, introduced in the House of Representatives, under the number H. R. 7736, a bill to revise, amend and codify laws of the United States relating to the location of mining claims on public domain, and other purposes. This bill had been drafted by a committee of consulting engineers of the U. S. Bureau of Mines. The immediate purpose of this introduction in Congress was to make it avail- able for general information and discussion. In pursuance of this purpose Mr. Arentz issued the following circular: This proposed codification and revision of the mining laws of the United States as received from a committee of mining and metallurgical engineers appointed by the Director of the United States Bureau of Mines was introduced in the House of Representatives by the undersigned (who has operated and developed mines throughout the West for many years). It is submitted to prospectors, mine operators and mining engineers, all of whom are affected and vitally interested in the subject with the hope that they will give this bill their careful consideration and study.

One of the first important questions that should be settled on the opening of a mine or the development of a new deep is the system of haulage to be used, since the layout of the haulage-ways at the pit bottom, or, in case of a slope mine, the arrangement of the surface works, depends largely upon the type selected. Should it later become desirable to install a system of haulage of a type other than that for which the mine roadways were originally laid out, considerable difficulty would likely be encountered in its installation and with the result that it would in all probability be most unsatisfactory and expensive in its operations. It therefore becomes very necessary that full consideration be given the haulage problem at an early date in order that the type best suited to the mine conditions and the required outputs can be intelligently planned for. It is sometimes found, however, that no matter how well the mining engineer explores the seam to be developed, or how accurately he anticipates its eccentricities, there will still remain some unrevealed or unsuspected conditions, or shall we say obstacles, placed by Nature to prevent the too easy winning of her treasures and incidentally to frustrate or modify the application of the plan so painstakingly laid down on paper, and to adversely affect the cost estimate.

The copper-bearing waters now treated successfully at Britannia for the recovery of their copper content are almost entirely derived from what is known as the Fairview mine; this was the first extensive copper producer of the Britannia ore-bodies, and consisted of a number of almost parallel veins, carrying good copper values, the ore consisting of chalcopyrite and pyrite in a quartz gangue. These veins occur in what is known as the ?Britannia shear zone' (Schofield, S. J., G.S.C. Sum. Rept., 1918, Pt. B), developed for roughly five miles in a roof-pendant in the well-known Coast Range batholith. This .pendant is made up of Palxozoic rocks known as the 'Britannia Formation' (LeRoy, O.E., Portion of Main Coast of B.C. and Adjacent Islands; G.S.C. Memoir No. 996, 1908). These consist of dark carbonaceous slates, quartzites; and tuffs or basic flows, and within them are large quartz porphyry siJls. These Britannia rocks are sheared and altered, the resultant rock being a fissile quartz-sericite or quartz-chlorite schist. The mineralization invariably occurs in this chlorite schist, which in the more productive areas has mottles or blobs of chlorite developed. A narrow, though persistent, band of grey slate forms the footwall of the productive portions of the shear zone.

The presence of undetonated explosives in a rock face after firing constitutes a hazard which can result in a fatal or serious accident if undetected before drilling commences.Most accidents caused by drilling into explosives are the result of failure to examine the working face properly and lack of care in subsequent drilling operations; it is not always realized that explosive may be left in the butts of holes or may be driven into cracks or crevices in the rock.Obviously the best means of preventing accidents of this nature is to adopt methods of drilling, charging and firing which will reduce the hazard to a minimum.There are three ways in which undetonated explosives may be left in the rock face, namely:1. Misfires.2. Cut-off shots.3. Incomplete detonation or failure of the charge to propagate throughout.MisfiresNo attempt will be made in this paper to deal fully with the question of the prevention of misfires, as apart from the fact that most of the preventive methods are well known, it is believed that if the miner receives his explosives and means of initiation in good order, and proper care is taken in their use, the failure of a charge to fire will be a rare occurrence. The provision of central fuse capping stations on mines has gone a long way towards the elimination of misfires caused by the mishandling of safety fuse anddetonators.

[The utilization of Western coals and lignite is a continuing study of the Bureau of Mines, and storage of these fuels is of paramount importance. Since the seasonal demand for coal in the Western States triples between the summer and winter months, successful storage of these low-rank fuels would tend to level out this variation and should reduce fuel costs. The time is rapidly approaching when the West Coast States, particularly California, will annually import several million tons of coal from the Rocky Mountain States for additional power production. This will necessitate storage of large quantities of coal, and it is thefore important to develop experience in such storage. Dry surface storage, by virtue of its flexibility and low cost, is particularly adapted to the stockpiling of large quantities of coal. This report will, therefore be primarily concerned with such storage. Inasmuch as the problems of dry, open-pit storage are quite similar to those of surface stockpiling, experiences in pit storage will be discussed briefly. Although spontaneous combustion is a hazard in storing coal, experience has proved that heats can be avoided by proper stockpiling procedures. The purpose of this report is to show that the most reactive coals can be stored satisfactorily on the surface by avoiding segregation and by thorough compaction.]

The placement of chemically reactive mine wastes in mined out pits (æpit backfillingÆ) is increasingly seen by industry as best practice to manage long-term environmental risks. This is primarily because leaving wastes at the surface, or allowing pit lakes to develop, can result in unacceptable environmental risks. The costs and practicality of mitigation options such as installation of covers and community expectations of landform re-construction to achieve a post-mining, beneficial land use are also important drivers for pit backfilling.Pit backfilling can significantly reduce the post-closure risks to receiving environments, by minimising seepage due to tailings, acid/solute generating waste rock and/or salts derived from mine water treatment. Environmental risks are often highest where wastes are located close to the ground surface, due to relatively high rates of groundwater movement in near-surface aquifers and/or failure of engineered structures due to rainfall/erosion processes. Placement of these wastes at significant depth in pits, subject to mine planning and environmental assessment, can address these risks by increasing the path length and resistance from contaminant source to receptor, thus enhancing encapsulation of the wastes.Pit backfilling can also be cost-effective for mining companies. This is because existing pits are developed on the basis of an economic return and thus provide an opportunity to store tailings in an existing æengineered structureÆ at little or no incremental cost when compared with building and operating a new tailings or waste rock storage facility, often encompassing complex cover/drainage management systems. Key issues for consideration are mine planning, the long-term geotechnical behaviour of the wastes (eg consolidation of tailings which leads to release of acid/solutes in tailings porewaters), seepage rates to downstream receptors/agreed end point criteria and potential resource sterilisation. Internationally, mine closure guidelines are also showing a greater recognition of pit backfilling in the context of allowing mining companies to meet agreed post-closure land use objectives.In summary, pit backfilling can enhance the encapsulation of chemically reactive mine wastes and environment protection, and with agreement on post-closure beneficial land use, can also help to deliver post-closure benefits to communities.CITATION:Puhalovich, A A, 2012. Tunnel contracts often include provisions for pre-excavation probing and grouting for areas ahead of the tunnel heading. If grouting triggers are met, tunneling stops, and grouting is performed. There is substantial variation within the underground industry on what criteria are applied to the grout verification hole that is drilled post-grouting and before excavation resumes. The criteria for determination of the effectiveness should be dependent on the geology and local hydrogeologic conditions. The purpose of this paper is to present specific criteria that can be used by a practitioner to determine whether tunneling can resume or if additional grouting is required.

Problems associated with distillation and other classical methods for analyzing operationally defined cyanide (CATC, WAD, Total and Free Cyanide) will be discussed. These methods often achieve incomplete, species dependent cyanide recoveries and suffer from serious interferences. Depending on the relative concentrations of interferents and other matrix constituents, underestimation (ultimately Type II errors probability of not detecting a constituent when it is actually present) or overestimation (ultimately Type I errors -probability of deciding a constituent is present when it is actually absent) of the cyanide levels present in a ,given sample may occur, causing in the first case false security and in the second case, excessive cyanide treatment costs. Mahy, if not all, enumerated problems can be solved by using novel flow injection (FI) gas-diffusion amperometric methods. A modification of the recently approved FI ligand exchange (FIILE) method for determination of available cyanide (USEPA Method OIA-'l677) that obviates sulfide interference will be discussed. Eight laboratory round-robin data obtained for the FI UV -digestion (FIIUV) method that determines total cyanide (Proposed Method OIA-1678) will also be presented. In addition, some methods for cyanide speciation will be presented. Finally, research needed for developing reliable methods for determination of operationally defined cyanide in solid samples will be summarized.
