In 1969, the Congress of the United States declared that "the first priority and concern of all in the mining industry must be the health and safety of its most precious resource - the miner," Therefore, Public Law 91-173, Federal Coal Mine Health and Safety Act of 1969, was enacted. Since haulage accidents account for a high percentage of coal mining accidents, Section 314e, ?Hoisting and Mantrips,? was included in the law. This section states: "Each locomotive and haulage car used in an underground coal mine shall be equipped with automatic brakes, when space permits. Where space does not permit automatic brakes, locomotive and haulage cars shall be subject to speed reduction gear, or similar devices approved by the Secretary which are designed to stop the locomotive and haulage cars with the proper margin of safety."

The viability, self-reliance and resilience of small communities are perennial challenges in regional Australia. Recent developments in Australian mining regions seek to govern the minerals industry in a more holistic way that contributes to sustainable futures for affected communities in different contexts. In some areas of the State of Queensland land use conflicts and the cumulative impacts of multiple projects and activities across time and space have come to the fore. In more isolated regions of Western Australia the dominant issues relate to overstretching people, infrastructure and services in predominantly mining towns. In both cases, there is an ambition for regional towns with a strong extractive industry presence to transition into desirable, liveable and affordable cities with a diversified economy. The paper analyses two strategies - the Pilbara Plan in Western Australia, and the Sustainable Resource Communities Policy in Queensland - to identify how these governance instruments are contributing to sustainable development.

Two outstanding features of the world's young orogenic belts are their very consistently developed suites of volcanic rocks and, it is now recognized, the rather distinctive types of mineralization they contain. Further,it is now known that these volcanic suites exhibit evolutionary patterns, and it is beginning to appear that this evolution in style of igneous activity is accompanied by a parallel evolution in style of mineralization. Specifically,podiform chromite and stratiform pyritic copper ores of Alpine ultramafic/submarine tholeiite association progressively give way to more zincian stratiform ores associated with andesites and dacites, "porphyry copper"deposits developed in quartz dioritic to dacitic plugs, and lead-zinc stratiform ores related to increasingly pyroclastic, rbyodacitic volcanism.This "coupling" is exhibited well in the volcanic arcs - the young orogenic zones-of the SW Pacific which, with tbeir abundance of youthful and commonly unmetamorphosed materials provide an opportunity for investigating, through a petrochemical approach, the possible significance of ores in the elucidation of mechanisms of lava formation. It is suggested as a working hypothesis that in the orogenic (voleanic arc) regime ores are associated with the cale-alkaline rocks because these cale-alkaline rocks are in part generated by exhalative loss, and the ores are among the manifestations of tbat loss.

Ilmenite production in Western Australia commenced in 1956. There are now five producers, all in the Bunbury-Capel district, and current total production capacity is about 450,000 t.p.a.The deposits occur near the surface and average between 10 and 50 per cent heavy mineral. About 70-85 per cent of the heavy mineral is ilmenite. Other heavy minerals present include leucoxene, zircon, rutile, monazite, and garnet. The ilmenite contains 52-60 per cent Ti02. and is very low in chromium (0·03-0·04 per cent CrS03)Mining is done by sluicing, drag line excavation, or dredging. Primary concentration of the heavy minerals is achieved by spirals, revolving cones, or Reichert cones. After drying and screening, ilmenite is separated from the heavy mineral concentrate by various types of magnetic separator.Separate leucoxene, zircon, rutile, and monazite concentrates are also produced. Each plant uses a different technique and the processes used include chemical attritioning, screen plate electrostatic separation, high tension rolls, air tables, and dry launders.INTRODUCTIONThe treatment of beach sands in the Bunbury/Capel area for the extraction of ilmenite is a very recent development in the mining industry in Western Australia. Nevertheless, since the commencement of production in 1956, ilmenite has become the sixth most important mineral produced (Table 1).The increasing world recognition of Western Australia as a major producer of ilmenite (Table 2) is due primarily to the low chromic bxide content of the mineral (0' 03-0' 04 per cent Cr203), combined with a medium to high titanium dioxide content (54-60 per cent Ti02), supported by large reserves, a stable government, and close access to good shipping facilities. Ilmenite is. produced from these deposits at low cost which enables the industry to compete on world markets despite high rates for sea freights because of the distance from major markets.

Heavy metal contamination of water is a problem of immense national and international proportions. However, effective cleanup is complicated both by the toxicity and the low concentrations of metals in wastewater streams. Using high performance chelation chromatography, the solid phase extraction and purification of extremely dilute metals from water was highly effective. The process is based on selective displacement of metals from a chromatographic column containing a chelating resin. The resin is characterized by extremely efficient adsorption kinetics which allow rapid and complete removal of the metals.

"At the San Manuel mine (Arizona, USA), in-situ copper leaching of a copper porphyry deposit was carried out from 1986 to 1999 during underground and open-pit mining. In 1993–1994, well¬field testing of the supergene zone, composed primarily of chrysocolla and copper-rich clay minerals, led to estimates that 52% of the acid-soluble copper (ASCu) could be recovered during in-situ leaching; however, the actual recovery from zone 6, which had the longest leach history, was approximately 42%. Comparing drillcore assay data from holes drilled before and after leaching also indicated an approximate recovery of 42%. Granulation of iron ore fines into robust granules is critical to successful sintering and blast furnace operations in iron and steelmaking. Iron and steelmakers desire iron ore granules with high strength, uniform size distribution and low fuel consumption to enhance efficient sintering operation. Unlike hematite ore, magnetite concentrates do not granulate easily at low binder dosage to yield coarser granules due to the absence of nucleus particles. This motivates the present study to harness the complementary properties of hematite ore to enhance granulation of magnetite concentrates via blending. The current state-of-the-art in hematite and magnetite blend granulation is reviewed, along with granule property limitations. The reconstruction of the world after the present war must inevitably be profoundly influenced by the rise and progress of New China.The principle of Chinese mathrity has been admitted by Great Britain and the United States by their abjuration of extra-territorial tights, and by the withdrawal of the Maritime Customs Administration. The United States admits equality by her declaration that Chinese are eligible for American citizenship, and the reaction to this will be swift enmity to such peoples as may impose humiliating restrictions upon Chinese citizens.Finally, the decisions of the Moscow Conference and the recent meeting of National leaders in Cairo give partnership rights to this new State in post-war reconstruction, and open the way for a rapid realization of her destiny.It seems certain that China, if so she wills, can become, within a generation or so, one of the considerable forces of the world. The toad she wiII follow will be lighted by her own inherent and intrinsic genius. Her speed of progress can no longer be forcibly influenced by other nations and the attitude towards her of somewhat contemptuous patronage hitherto adopted by the European communities bordering the Pacific Ocean must be radically modified.It is doubtful whether the European will ever reach full understanding of Chinese mentality. The Chinese "way of life" since the dawn of her civilization has been totally divergent from that of the European, but the enormous potential strength, due to the simplicity of their requirements and their steadfast industry, is a function of that "way of life." On the other hand the trend of reorganization must obviously be towards Western standards; and a wide knowledge of the potential strength of the Chinese is possible and will be essential in our post-war world. The following, necessarily inadequate, notes are therefore offered, as an indication of the obstacles to be overcome and the capacity of the Chinese executives and operatives to overcome them.For 'thirteen centuries the political and social structure of China proper (ie, excluding Mongolia, Manchuria and Tibet) has been rigidly shaped by the philosophy of Lao Tze and the ethics' of Confucius. A commonplace, sometimes overlooked or taken for granted, article of everyday existence is the tin can. Produced from thin gauge low carbon steel, and commonly coated with a mere 60 millionths of an inch of pure tin, the product is however strong and corrosion resistant. Tin-plate serves a myriad of purposes-the most important being to meet the requirements of the canning industry. Australia's newest steel product, tin-plate, was first produced on a commercial scale during the early part of August, 1957. The commissioning of the Hot Dip Tinning Plant (Fig. 1) of The Broken Hill Proprietary Co. Ltd. at Port Kembla, marked the culmination of a proposal dating back to 1939, the advent of World War II having caused its deferment to the present time.Cornish tin is known to have been exported as early as 300 B.C. to Syria and tinned vessels existed even in the year A.D. 23. The tin coating of plate could be described as an ancient art, believed to have had its origin in Bohemia in the thirteenth century. During the next 450 years, the process spread through Saxony to Pontypool in Monmouthshire, but it was a further half century before any measure of success was obtained.Perhaps the two greatest milestones in tin-plate manufacture were the rolling of iron plates first carried out in 1728, thereby outmoding the hammer formed sheet, and more recently, the development of the electro-deposition process. Boron, estimated to comprise about 0.001 percent of the earth's crust (Fleischer 10), as an element is never found free in nature, although its compounds are found in many localities. the borates are the most important. Sassolite (B(OH)3) and boracite (Mg6C12B1406), non-borates, are-of-minor importance. The crystal structures of most natural borates are still unknown. A classification based solely on the ratio of boron to the total number of cations has been devised (Palache 28). This classification divides the borates into four, sub-groups; anhydrous borates, hydrated borates, borates containing hydroxyl or halogen and compound borates. Only four or five minerals of the hydrated borates group have ever been used commercially. In more recent years, the sodium borates have comprised all but a 'small fraction of all borates used. Borax, the hydrated borate compound, is the most important of all boron compounds. It has been used so long and so often that the layman often confuses borax and boron and, applies the terms synonymously.

The limit of pressure to which an underground dam may with safety be subjected, is a question that-as far as the writer knows has not received the same attention from authorities on engineering construction, or practical mining, that has been accorded to questions on which the design and strength of other structures or machines in connection with a mine are based. That dams may, under certain conditions, be constructed to resist water under great pressure is a known fact. But the difficulty of demonstrating beforehand that any proposed structure of this kind will withstand the pressure and be effective is, owing to the indeterminate nature of some of the risks to be provided against, very great. In the present state of our knowledge it may almost be laid down as a rule, that a dam of this kind should not be undertaken where grave consequences would attend failure until experience of structures where the physical conditions are similar, but where there are no such risks, has given assurance that such work would stand.In Mines and Minerals for May, 1900, there is published a paper by Mr. James McNaughton describing the construction of three underground dams in the iron mining district of Michigan.The first of these was put in to hold back a flow of 750 gallons per minute, which when pent up created a pressure of 276 pounds per square inch, showing that the height of the sustained column was about 635 ·feet. A Bayesian decision model of minimun risk, based on the probability and costs of mine discoveries and non-economic projects, is presented for massive sulphide exploration in the Canadian Shield. The sample used for the model is composed of data relating to forty mines, sixty non-economic sulphide occurrences, and sixty occurrences of graphitic and pyritic material. These economic and barren samples consist of drill-tested occurrences which were, in varying degree, characterized by conductivity anomalies. Given the large size, the reliability and the homogeneity of the data base available for massive sulphide exploration, it is shown that certain statistical models can and should be utilized as a tool for decision-making by explorationists. Given this data base, information theory tells us that only those signals that are independent of one another will transmit information with minimum error. An ensemble of six significant multilevel signals, markedly independent of one another and consisting of numeric and geometric form descriptions derived from Bouguer anomaly, aeromagnetic and physiographic maps, were identified and evaluated by case studies. The use of these signals as input in a simple statistical procedure, or in a carefully planned and experienced visual appreciation scheme, can be of significant aid in decisions concerning the choice of favourable areas or sectors to explore in detail. The method of discriminant analysis is theoretically and practically suited for the statistical modelling involved. By way of a simulation on our statistical model, the efficiency of the model and of the underlying criteria is determined for historic cases and, by inference, for its validity in future exploration. An approximate optimized solution is derived from the model which suggests that over 90% of the known ore could be found by screening, according to a model such as that herein described, and drilling only 30% of the targets (mostly barren) normally identified and tested in current and past exploration.

Effects of irregularity, rough surface and aggregation of fine particles on ultrasonic attenuation are significant. The effects should be considered while predicting particle size by ultrasonic attenuation technology. The scanning electron microscope micrographs analysis also shows that particles surface is rough and irregularity. Any slurries has its fractal structure and its special fractal scale and dimension, so, effects of irregularity, rough surface and aggregation of fine particles can be de-scribed by fractal model. The discrepancies between predictions of ultrasonic attenuation based on the assumption of smooth spherical particles and data obtained from slurries of irregular particles indicated that there were different fractal structures. The ultrasonic attenuation model was modified by fractal dimensions. The result of experimental data and analogue calculation indicated that pre-dictions of the fractal modification of ultrasonic attenuation model show good agreement with experimental data. On the other hand, from the values of fractal obtained by inversely calculation, the degree of effects of irregularity, rough surface and aggregation of particles can be estimated. The positive value of fractal dimension indicates that the aggregation has the dominant effect on ultra-sonic attenuation, otherwise, the irregularity and rough surface has the dominant effect.

This paper describes the geophysical Jogging of coal that is being carried out for the National Coal Board in the United Kingdom. An explanation of the technique is given and results are presented showing estimations of seam thickness to within ±0.5 in. and ash content to accuracies of ±2.5 per cent. The basic method of interpretation is outlined and some conclusions regarding the conditions of roof and floor material which may be deduced from the logs are explained. An indication of future developments in this field, including the identification of coal type and moisture content, is given.
