Aggregate producers nationwide well recognize the numerous problems often faced in securing local approval to open and operate new gravel pits and rock quarries. Similar problems are faced in Colorado, but this region also presents certain political, social, and geological complexities that have become particularly troublesome in the last 10 years. The gravity of the local permitting dilemma can be related directly to the worsening supply-demand imbalance for aggregates in the state's most populated area, the Front Range urban corridor, particularly the Denver metropolitan area. The drive to develop crushed-rock reserves to supplement dwindling alluvial supplies and to meet increasing regional growth demands was somewhat predictable but perhaps more a "last resort" alternative forced onto producers by a hesitant and often apathetic government.

The copper concentrate market is becoming increasingly unstable. In the early 1990s large concentrate stocks were built up and the glut was cleared only after treatment charges rose so sharply that 'non-traditional' custom smelter capacity, such as in Kazakhstan, could be employed, By 1994 the market had shifted and Western smelters were unable to secure enough concentrates to operate full out. The reason for these sharp swings in the market balance is that virtllally all the recent mine development has been non-integrated. With different companies developing new mine . and smelter capacity, it is inevitable that the pace of expansion in the two sectors will not be coordinated. For many years the Japanese smelters were the major buyers from the new mm-integrated mines. However, Japanese smelter capacity is unlikely to increase appreciably in the future and this stabilizing influence will be very difficult to replace. This paper will examine the likely concentrate/smelter balance over the next five years and will forecast the likely direction of? treatment charges. It will also touch on the critical variables in assessing the viability of new greenfield custom smelter capacity, such as proximity to concentrate sources, by-product sulfuric acid prices and, most importantly, tariff protection.

Operated as a single vehicle, or as part of a swarm, HUGIN’s area coverage rate is unrivalled. Equipped with a comprehensive sensor package including Kongsberg’s synthetic aperture sonar, it collects a data set. Some of these data are processed in-mission to enable operators to readily access it when the vehicle is recovered. HUGIN is well suited to mining survey and exploration. Capable of reaching 6000 metre depths and conducting missions greater than 60 hours, HUGIN collects seabed sonar imagery, sub-bottom profiles, laser and camera images plus environmental data, with sensors running concurrently.

Editor’s note: This is the second part of a two-part series on how mine geologists added about 141t (4.53 million oz) at Newmont Mining’s gold operations in Nevada during 2003. Part one (ME, July2004, pp. 19-26) showed how cross-functional teamwork among mine geologists, engineers, metallurgists and operators added $65 million in revenues at Newmont’s Gold Quarry Mine. Part two deals with how this same cross-functional team added about 25.8 t (830,000 oz) of gold reserves and two years of life at the company’s LoneTree Mine. This was done through improved reconciliation methods, pit optimization designs and updated geotechnical parameters. Part two also discusses how Newmont’s Nevada mine personnel added about 62.2 t (2 million oz) of gold reserves at its Twin Creeks Mine, extending the mine’s life by several years. The Oatman District produced approximately 2.2 x 10 6 ounces of gold and 0.8 x 10 ounces of silver between 1897 and 1942. A total of 3.8 x 10 tons of ore averaging 0.58 O/T gold and 0.17 O/T silver was extracted from eight major orebodies and a number of lesser deposits. Oatman lies at the center of a trachyte-latite-rhyolite volcanic complex which contains at least one resurgent caldera. The orebodies are typical epithermal quartz-calcite + adularia lode deposits which are very deficient in sulfur. Ore deposition has occurred within dilatant zones on faults which radiate from a common point within-the complex. Fischer-Watt Mining approached the Oatman District with an integrated exploration program utilizing four basic procedures to define the characteristics of past productive areas the results of which were applied to unexplored portions of the vein system. These procedures, listed in their order of usefulness, in defining known and prospective mineralized zones are: vein contouring, detailed alteration mapping, fluid inclusion temperature determinations, and geochemical sampling.

"The High Pressure Grinding Rolls (HPGR) is a relatively new comminution technology that has been shown to be more energy efficient compared to semi-autogeneous (SAG) mills. Full and fair consideration cannot be given to HPGR-based comminution circuits in early stage projects, because presently pilot scale testing is required for assessing and sizing; pilot scale testing requires bulk samples weighing more than one tonne. A CAMIRO research program was conducted at the University of British Columbia to develop bench scale tests that would reduce the quantity of sample required to assess HPGR.Three test procedures were developed.1. The Direct Calibration Methodology calibrates piston press test results to pilot scale test results such that piston press tests can then be used to determine the energy–size reduction relationship for a range of ore types.2. The Database Calibrated Methodology, which is similar to the Direct Calibration Methodology except that it calibrates piston press tests against a database of pilot scale and piston press tests.3. The Semi-Mechanistic Methodology was developed to use piston press test results as an input for an HPGR based energy-size reduction performance model.Through utilization of these methodologies, the energy–size reduction performance of an HPGR can be predicted with minimal sample requirement. In addition, piston press testing is far more cost effective, faster, and accessible than pilot-scale HPGR testing.IntroductionOne could argue that in the future, decisions regarding selection of comminution circuits will be made primarily on the basis of energy consumption. An iridium oxide coated titanium electrode was tested as anode in copper electrowinning. Initial results confmed that the DSA-type anode was significantly more active for oxygen evolution than traditional lead anodes. However, during longer runs, the anode potential was observed to increase linearly at a rate of 220 mV/year. Scanning elecuon microscopy (SEM) and energy dispersive spectroscopy (EDS) showed that the anode passivation could be attributed to elecuochemical dissolution of the coating. The effect on the anode potential of organic additives (glue and thiourea) and lead in solution was also examined. A preliminary economic evaluation of the anodes is given.

"A new raw water intake from the South Holston River to the Kingsport water treatment plant is under construction. The exploration for the 335 meter long horseshoe shaped tunnel design took advantage of the site topography along the alignment to better define the complex geology consisting of Knox Limestone and Sevier Shale formations separated by a fault zone. To assess the geological conditions and to determine the extent of the fault zone, a 183 meter long horizontal boring and geophysical investigation was performed along a portion of the tunnel’s horizontal alignment. Explorations defined the fault zone width at approximately 5 meters and packer testing along the alignment provided a means of estimating groundwater inflows. As the tunnel excavation advances, comparisons of exploratory data versus encountered conditions will be made. This paper provides details on the geotechnical investigation, lessons learned, and the influence of the geology on the tunnel design. PROJECT OVERVIEW The Kingsport WTP is supplied with raw water via the South Holston River. The City of Kingsport (City) owns and operates the Kingsport Water Treatment Plant (WTP). The existing raw water intake system, consisting of pumps, power supply, raw water piping and appurtenant facilities has been determined to be vulnerable to failure. The original Raw Water Pump Station (RWPS) was constructed in 1928 as part of the original Kingsport WTP project. The 1928 RWPS operated until 1970 when it was replaced by the existing RWPS. This existing system still utilizes the 1928 piping and piping tunnel. Improvements to the RWPS hydraulics and capacity are required to meet the City’s future water treatment needs. The system extracts water from the South Fork of the Holsten River and coveys it via three pressure pipelines to the WTP. The conveyance piping exits the RWPS, ascends approximately 23 m up a near vertical rock outcropping then enters a 120 m long tunnel. Upon exiting the tunnel the piping continues underground to the WTP. The drill and blast tunnel is horseshoe shaped and nominally 3.3 m high by 3.3 m wide. The easternmost 62.3 m of the tunnel is without any type of support. The remainder is lined with concrete. According to the City of Kingsport, the concrete lining was installed in the 1970’s as part of upgrades to the facility. An evaluation of the current facilities concluded that the conveyance piping was in poor condition and required replacement."

In Australia during the 1990s, Zeni Drilling took on several demanding shaft boring contracts. This paper describes the safety, operational, technical and environmental advantages derived through the implementation of mechanized boring methods for two of these projects. The paper first describes a 3-meter (10 ft) diameter access shaft blind bored from an underground location to 440 meters (1,444 ft) deep for a gold mine in Tasmania. The construction of a 5.8-meter (19 ft) diameter, 515-meter (1,690 ft)deep ventilation shaft for a longwall coal mine in New South Wales is also described.

Multiple agencies in Southern California are retrofitting and upgrading their levees to catch up with ever-advancing urbanization affecting the requirements for existing channels and levees in this seismically active zone. Pressed-in sheet piles have been specified on some of these projects to minimize noise and vibration problems associated with sheet pile installation. This paper will study three Southern California levee and sewer pipeline retrofit projects that utilized pressed-in sheet piles in hard soil conditions with N-values higher than 50. BACKGROUND Southern California is home to numerous drainage channels fortified with earthen levees. In spite of the region’s semi-arid climate with varying annual precipitation from year to year, winter storms can bring in heavy and continuous rainfall to the area which overwhelms the levees’ capacities at times. Some levees are running through densely populated areas with homes and other sensitive structures such as underground utilities and bridge piers. Conventional sheet pile driving utilizes either percussive or vibratory pile driving methods, both of which generate high levels of noise and vibration, causing nuisance and potential damage to nearby structures. On the other hand, the press-in piling method utilizes a hydraulic force to push piles into the ground, thus practically eliminating the noise and vibration issue. Although there are types of press-in piling systems mounted on tall leaders on large crawler-base machines, they are less frequently used due to its much larger size and more limited drivability than the type discussed hereunder. The other type of press-in machine sits on top of already installed piles and is anchored with its own weight and additional counter weight when starting off as shown in Figure 1. Once the first few piles are pressed in, the equipment grips on top of the installed piles and moves forward on its own as the pile installation progresses. See Figure 2. This method does not use a vibratory or percussive force to install piles.

The Bureau of Mines determined agents that are effective in foaming heavy brines and oil from gas wells in severe concentrations of sodium chloride, in severe concentrations of calcium chloride, or in moderate oil-brine mixtures. Dynamic foam tests were designed to select the more effective foaming agents. Numerous foaming agents were tested in concentrated simulated brines, in oilfield brines having varied concentrations of ions, in heavy natural brines, and in a commercial brine generally used as a reservoir pressure-balancing fluid. Several agents were detected that could perform efficiently in the field under the most severe saline conditions. Agents that promote foaming in oil-brine mixtures were also determined.

"The O'Jack Mining Co.'s zinc and lead deposits in Jasper County, Missouri, have been worked intermittently since the early nineties; production from these deposits was greatest during World War I and II - 4,668 tons of zinc and lead concentrates. The deposits are in a sink-hole structure in which intense deformation has taken place and in areas of disturbance in the sheet-ground horizon.While high-grade ore was being mined, the operators sank seven churn-drill holes for the purpose of extending reserves. They then asked the Bureau of Mines to explore the deposit with the object of developing a reserve of lower-grade ore that could be mined by open-pit methods. Twenty-two holes were sunk. The methods of drilling and sampling and the logs of the holes, as of those drilled by the operators, are given later in this report.INTRODUCTION AND ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mined has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. A wide range of mineral-derived products are required by the electronics industry for it to function. In one form or another, almost all the known elements have been experimented with and tested for various electrical applications. The two major areas for which minerals are used in electronics are as conductors and semiconductors. Conductors provide the means to transport and distribute electricity, while the main application of semiconductors has been to manipulate electricity. Silicon is the most widely recognized semiconductor material, but gallium, indium, and germanium are rated as the most important metals to the semiconductor industry for future and near future technologies.

Toronto Tunnel Partners (TTP), under contract to Metrolinx/IO, is constructing new twin rail tunnels under the Highway 401 & 409 interchange to accommodate additional tracks to support the GO Expansion program for future two-way, all-day service. The new tunnels are being constructed using the Sequential Excavation Method (SEM) and utilize a tunnel pre-support system consisting of a series of 800 mm diameter steel pipes to form a pipe canopy. The pre-support pipes were installed with an Auger Boring Machine (ABM) in four separate headings; one heading from each of the tunnel end portals, and two from a shaft in the middle of the highway. To facilitate the auger boring operation, a custom steel reaction frame was required to counteract the thrust from the ABM at the portals, and a temporary shaft structure was installed in a narrow median space of the highway. The installation of the pipe canopy had to overcome challenges including removal of obstructions, alignment issues, and controlling settlements to the highway surface. This paper discusses the purpose of the pipe canopy, design and installation of the temporary shaft and structures to support the auger boring operation, the experience of the contractor during the installation of the pipes, and brief overview of the experience tunneling below the pipes.

Reports of committees were presented and acted upon as follows: ENGINEER ON INTERSTATE COMMERCE COMMISSION The second meeting of the Committee was. called because it was represented to the Committee' on Pro¬cedure that the American Society of Civil Engineers, the American Association of Engineers, and the Ameri¬can Institute of Consulting Engineers were anxious to have President-elect Harding appoint an engineer to fill one of the vacancies on the Interstate Commerce Commission. The representative of The American Society of Civil Engineers agreed to endorse the recom¬mendations- of American Engineering Council, and the Committee on Procedure prepared and sent a letter to the President-elect, a - copy of this letter being sent to each member of the Board. No names were suggested. . The appointment of an engineer on the Interstate Commerce Commission was approved and the Board, after approving the action of the Committee 'on Procedure in writing the President-elect, voted that, if requested, the Committee on Procedure submit a list of not less than six names for the appointment of an engineer on the Interstate. Commerce Commission.

The U.S. Bureau of Mines investigated leaching automobile catalysts with sodium cyanide (NaCN) solutions at high temperatures to recover platinum-group metals (PGM). The feed was virgin monolith rejects, used monolith, and used pellet catalysts. Leaching with a 5-pct NaCN solution for 1 h at 160° C dissolved over 97 pct of the PGM in the virgin monolith, over 85 pct of the PGM in the used monolith, and over 90 pct of the PGM in the used pellet catalyst. Over 99.8 pct of the dissolved PGM was recovered as a precipitate by heating the solution to 250° C for 1 h in an autoclave. The cyanide complexes were decomposed, and free cyanide was destroyed.

Retreat mining, using yielding steel friction props, over a seven-year period has been successful at a uranium mine operated by Hecla Mining Company in southeast Utah. The support system allow good roof control, maximum profit, complete extraction, and good ventilation. Unusual subsidence observations were made in that some of the surface was raised rather than lowered, Longwall mining, commonly practiced in European coal mines, has a potential of broader application because of mechanization possibilities and better roof control and ventilation at greater depths.

From 1889, when the first railroad shipments of coal were made from McDowell County, W. Va., until today, the coals produced from the New River and Pocahontas groups have had a good reputation as premium low-volatile coals. Although there has been a large production from the Pocahontas No. 3 and. Pocahontas No. 4 beds, considerable reserves remain. This Bureau of Mines publication is one of a series appraising the Nation's coking-coal reserves by presenting data on the basis of which the practicability of upgrading marginal deposits to metallurgical standards can be determined. This study of the preparation characteristics of McDowell County coals is the second of the series to be undertaken in West Virginia. The Pocahontas No. 3 and No, 4 beds have not been included because their washing characteristics are well known.

Maintaining smooth haulage roads is a key to significant cost savings at Kennecott Copper Corp.'s Bing- ham Canyon copper mine, located near Salt Lake City, Utah. The truck operations section of the mine moves an estimated 300,000 tpd of waste plus some ore to maintain a balanced production cycle. A three-year truck replacement program has produced a dramatic new look in both size and capacity of the truck fleet. Currently there are 95 haulage trucks in the Bingham fleet with capacities up to 150 t. The trend towards the larger haulage units places greater importance on overall truck availability. The impact of a 150-t truck being out of service is far more critical than with the former 65 or 85-t units.

The Doc Run Company and its predecessors have been mining for over 130 years utilising the room and pillar mining method. This method has left approximately 20 per cent of the orebody in the remaining pillars. The original design and planning for the mines did not include extensive pillar extraction. This paper summarises the introduction of the pillar extraction and backfill techniques which have been implemented since 1991. These techniques include the use of low cost fill walls up to 20 in in height and the use of stinger trucks for topping off the fill. In conjunction with these accomplishments, much experience and confidence has been gained in the use of numerical modelling as a method of predicting pillar stability as the mining of pillars progresses. These advances have led to pillar extraction hecoming a major portion of the overall production and have added to the mine life of Doe Run's six operating mines.
