Sustainable development is a critical discussion topic in the mining industry today. The topic is necessarily broad and complex, covering an entire spectrum of related areas, from geology to end-use products. The objective of this keynote address is to focus on the chemicals and chemistry aspects - especially research and technology transfer - in sustainable mineral processing. Chemicals came to play a critical role in mineral processing during the last century, and they will play an equally vital role in confronting the sustainability challenges of the 21st century, particularly in the areas of greener chemicals, water efficiency and water resource management; waste reduction and remediation; minimising environmental impact, safety and health risks (meeting and exceeding the requirements of regulations); energy efficiency; and converting mineral resources into reserves. This keynote address argues that the current research framework is no longer adequate to serve the goals of sustainable mineral processing. The problems studied are often too narrowly defined or irrelevant, while the research efforts are fragmented and the methods and approach employed are often too reductionistic to produce useful knowledge. A new framework for research is needed. This address further argues that a new framework based on a holistic or systems approach can best tackle the challenges of sustainable mineral processing. Central tenets of this approach include a recognition that, in complex systems, the behaviour of the whole system is more than the sum of the individual contributions, and that interactions occur in real time, often in subtle and complex ways. The focus is thus on the behaviour of the whole system. Indeed, a comprehensive understanding of the system through large-scale measurements should precede a study of parts or of idealised models of the complex system. The result will be a sound knowledgebase, better solutions to the challenges of sustainable development, and improved technology transfer. Developing such a framework will pose a formidable challenge, requiring significant time and effort as well as a confluence of diverse specialties and strategic collaboration. Fortunately, recent developments in the context of reagent optimisation provide us with a prototype of a holistic approach. We can also draw upon methodological innovations in the biological sciences, where the critical need for a systems approach is well recognised and significant advances have been made.

TITANIUM-RICH ilmenite deposits, situated in the Allard Lake area in Quebec some 400 miles down the St. Lawrence River from Quebec City and 28 miles north of Havre St. Pierre on the north shore of the Gulf of St. Lawrence, are undergoing an intensive development program by the joint efforts of the Kennecott Copper Corp. and The New Jersey Zinc Co. Easily accessible ore, amounting to about 125 million long tons and carrying from thirty to forty per cent titanium oxide, has been delimited. Plans are being made for construction of an electric smelter at Sorel, on the south bank of the St. Lawrence midway beween Montreal and Three Rivers, which will produce 650 long tons of high-grade titanium slag and 500 long tons of iron per day from 1500 long tons of ore. Occurrence of ilmenite ore in this area has been known since J. A. Retty reported his geological work in the lower Romaine River area for the Quebec Bureau of Mines in 1941. In this report Dr. Retty mentions the presence of anorthosite rocks, some of which were rich in ilmenite. Claims were staked by several interests but the small showings and complex metallurgy were too formidable for any organization not adequately equipped with capital, metallurgical knowhow, and market outlets. However, Kennecott became interested and through a newly formed Canadian subsidiary, Kennco Explorations Ltd., options were taken up under the direction of A. H. Robertson. The Pipeline gold ore body was discovered in Lander County, NV in March 1991. Construction of the new mine and mill did not start until early March 1996. The $289-million project was placed on a fast-track development schedule upon completion of permitting and corporate approval. The mine and mill were commissioned 11 months after the start of construction and the project ended up $40 million under budget. Project design and construction management were provided by Placer Dome Project Development Division (PDD). History The Cortez Joint Venture has operated in northeast Lander County since the late 1960s. The business structure is comprised of 60% Placer Dome and 40%Kennecott Exploration. Throughout the years, production has been from several small open-pit deposits— Cortez, Horse Canyon, Gold Acres and now Pipeline.

A methodology has been developed and demonstrated to be effective in reclaiming surface-mined land for a forestry post-mining land use. The forestry reclamation approach (FRA) has been applied, almost exclusively, to flat or gently rolling surfaces. One of the primary steps in the FRA is to loosely grade the top 1.22 m (4 ft) of soil or substitute root growth medium to avoid excessive compaction. Concern has been expressed by regulators and the public that loose grading on steep slopes (i.e., greater than 23°) could lead to slope failures, which is one of the issues that the Surface Mining Control and Reclamation Act of 1977 (SMCRA) sought to correct. A field investigation was conducted at a steep-slope contour operation in eastern Kentucky to test the applicability of FRA in this setting. Final grading was performed according to FRA standards. The surface consisted of two distinct substitute rooting media. One was unweathered gray sandstone and the other was a combination of gray sandstone, brown sandstone, and topsoil. A variety of native hardwoods was planted following the FRA guidelines. The slope was instrumented with 70 survey monuments to monitor for mass movement. The reclaimed spoil was also characterized using bulk density and penetrometer resistance methods. The characteristics of both spoils are similar to those observed on flat to rolling surfaces where the FRA has been used and, after one year, approximately 70% of the trees had survived. During this first phase of investigation, there has been no major mass movement of the slope and slope stability analysis indicates that the application of the FRA has little impact on the overall stability of the slope. Introduction The papers that follow deal with recently completed major improvements in practices at the Sullivan operations in Kimberley. The papers have been prepared by members of the Consolidated Engineering Staff and outline the construction programme which has been in progress for the past three years, entailing an expenditure of some millions of dollars. Four major operational changes have been brought about in the mine and concentrator. They are: (1) A change in backfill procedure for filling stopes below the 3900 level. (2) A 12,000-ton,per-day sink-float plant at the concentrator. (3) A new haulage system from the mine to the concentrator. (4) A completely new crushing plant and ore storage facilities located underground. A brief outline of the background and history leading up to this overall project will be given to show how each started as an independent betterment and how they were finally co-ordinated into one major programme. The first of these, namely, the necessity for backfilling stopes below the 3900 level, was the most pressing problem. All filling to date bad been done above the 3900 level, where mining was carried on in an irregular pattern of open stoping. Stopes below the 3900 level were first opened in 1940 and are being worked on a regular pattern of panel sub-level open diamond drill stopes. The two areas are separated by a sill pillar traversing the entire length of the vein at the 3900 level elevation.

"Exploration and development of mineral resources in developing countries by Canadian-based multinational mining companies is becoming increasingly common. One problem being encountered is that the objectives of the governments of developing countries can differ from those of developed countries. These objectives are not always consistent with maximizing returns from the projects, which can create conflicts between the mining company's responsibility to its shareholders and the desire to be a good corporate citizen. This article discusses how a mining tax regime can be designed to make the social goals of a government consistent with the economic goals of the company.IntroductionAt the recent International Seminar on Mining Taxation organized by CIM and the United Nations there was considerable discussion about the role of international mining companies operating in developing countries. Not surprisingly, given the diversity of backgrounds of individuals attending the Seminar, there were different opinions about what this role should be.Government PositionRepresentatives of governments pointed out the strong desires of their countries for technology, high-level technical training of their workforce, increased employment, and development of social infrastructure. They pointed out that, to a large extent, these objectives could be more efficiently met by mining companies operating in the country than by the governments themselves. For example, a multinational mining company (""MMC"") would have extensive knowledge of the various technologies available, and would have performed a detailed evaluation of the mineral resources before choosing the most cost-efficient technology for that project. They would, therefore be in an ideal position to assist the country in importing and developing such technology. Similarly, the company could provide opportunities for hands-on training, both at the technical and managerial levels, which would otherwise be unavailable to the government."

"Abstract - With increasing interest in the physical cleaning of fine coal, there is a need for extension of the sink float analysis procedure to finer sizes. Problems arise, however, in ensuring complete dispersion of the particles in the heavy liquids. A procedure has been developed in which surfactants are used as dispersing agents, and solids concentration is minimized (using a simple formula to estimate the minimum weight needed for statistical reliability). Using centrifuges to increase separation rates and subsieve particle size analysis of the specific gravity fractions, a complete size specific gravity distribution can be obtained. Analyses have been performed on coal samples as fine as -10 µm.IntroductionTraditional gravity separation techniques such as jigging, heavy media and water-only cyclones, shaking tables, etc., have been used to remove impurities from coal ranging in size from about 15.cm (6 ln.) to about 150 µm (100 mesh). The coal washabilty or float-and sink technique ls a well-established procedure for determining the optimum extent to which a coal can be cleaned by such physical separation methods. Because of the desire to recover even finer coal fractions by gravity separation techniques, there is a need to extend the coal washabillty analysis into the ultrafine range. The purpose of this paper ls to describe some of the significant factors that influence fine particle specific gravity separation. Washability analyses have been performed on three ultrafine ( <10 µm) coal samples representing three general mining districts in Pennsylvania. Results of these analyses indicate that the washabillty technique can be successfully applied to ultrafine particles when proper care ls taken."

To be meaningful the sharing of ideas about the National Environmental Management Act (NEMA) and social issues within the context of Mining and Metallurgy (M&M) requires an honest scrutiny of the M&M/social environment relationship, both past and present. It is not a secret that this relationship has been and is fraught with difficulties. Thus from all perspectives (M&M, society and environmental and social consultants) such a dissection, that highlights the realities, both good and bad, is uncomfortable. Climate change is a subject of growing concern. Based on the International Energy Agency, about 19% of man made greenhouse gas emissions globally are generated by the transport sector. This paper will focus on the environmental aspects of the light-weighting in transport and the resulting savings of fuel and electricity. Aluminium is an option for lightweight applications in transport, with very high benefits not only in the use stage, but also in the stage of vehicle recycling. Life cycle assessment is used to quantify the relative benefits of light-weighting specific components of cars, commercial road vehicles, buses, ships and trains. A vehicle consists of many components, which are produced by different processes and undergo different types of end-of-life operations. This document does not intend to compare a generic aluminium vehicle with a generic "heavy materials" vehicle. It rather tries to use a pragmatic approach based on specific examples of components where aluminium is used and can be used in the design of new vehicles, also taking into account future developments. The case studies in this paper are based on real cases where aluminium was used. For each component, sensitivity analyses are applied to see the impact of specific parameters such as the end-of-life recycling rate and the use stage driving distance. Significant greenhouse gas savings by the use of aluminium are demonstrated for cars and even higher ones for trucks, buses, trains and ships. In addition, the total potential benefits of light-weighting with aluminium are shown on the global level.

Approximately sixty, small, surface coal mines in Pennsylvania participated in a program designed to improve safety performance in the workplace. The method involved the use of safety sampling and observation to assess the safe standards of worker behavior and work conditions. Data were collected through the use of operation-specific, on-site safety records covering seven major occupational units. Workplace events observed (acts and conditions) were assigned a hazard classification; feedback, both immediate and delayed was initiated to improve safety performance. The experiences drawn from this pilot project have proven the need to continue to pursue this behavioral approach; however, a stricter methodology needs to be adopted in the collection and analysis of data.

In the iron ore industry significant emphasis is placed throughout the mining process on meeting chemical composition specifications for the export of fine ores, however, little has been published on the implications of ore chemical composition for iron ore sinter and pellet product quality. The ore bulk composition, together with the nature of the minerals in the fine ore both play a critical role in determining the type of high temperature bonding phases that form during sintering and pelletising. This paper uses the experimental determination of phase relations in model sinter and pellet systems such as Fe2O3-CaO-SiO2 (FCS) and Fe2O3-Al2O3-CaO-SiO2 (FACS) to examine the links between iron ore chemical composition and the temperatures used during sintering and pellet firing. The phase relations help to establish the critical thermal and compositional parameters that control the bonding phase chemistry which in turn influences the physical characteristics of the sinter or pellet matrix. A recent experimental pillar extraction project at a UG2 bord-and-pillar mine presented a unique opportunity to compile a new pillar database. Currently, the South African hard rock bordand- pillar mines are designed using the Hedley and Grant formula with a modified K-value. This empirically derived formula was developed for uranium mines in the Elliot Lake district of Canada. The use of this formula for the design of pillars in South Africa is questionable. Very few pillar failures have nevertheless been observed and its current calibrations for the various reef types are possibly too conservative. A new UG2 pillar database of 66 pillars, of which seven are classified as failed, was compiled by the authors. This enabled a revised ‘first-order’ calibration of the K-value for the Hedley and Grant formula. The new estimated value for the UG2 is K = 75 MPa. This gives a pillar strength that is more conservative than the PlatMine formula. This work should nevertheless be considered as only a preliminary calibration as the database was small. Further work is also required to determine whether the exponents in the formula for the width and height parameters are appropriate for UG2 pillars.

The poor flotation response of many coals has in the past been attributed to such factors as differences in rank, differences in degree of oxidation, differences in petrographic composition, or slime coatings. The present work shows that while all these factors undoubtedly influence flotation, the size distribution of the feed may override these. Evidence is presented which shows how this factor can lead to substantial losses of coarse coal (&gt;250 &#181;m)from a coal which would normally be considered amenable to flotation. Reasons for this loss of flotation response are suggested together with means of overcoming the problem.

Transient states of the air parameters in mine workings occur as the effects of natural and technological disturbances, and in particular as a result of changes in ventilation conditions, caused by alteration of the mine workings geometry, state of fans performance or emission of gases. Particularly significant are those transient states caused by disturbances resulted from catastrophes, since they are frequently associated with violent phenomena that may be a danger for life and health of the staff working underground. The paper presents a number of examples of transient states of the air parameters in mine workings after a catastrophe, like the bump in the ZABRZE-BIELSZOWICE coal mine. Registration of air disturbances by the monitoring systems of ventilation in mine workings in the area of disaster both at the moment of a catastrophe occurrence and later during the rescue operation, enabled to track out the incident and identify the circumstances and reasons of those tragic events which caused death of 18 miners during last two years. Furthermore, computer simulations of processes occurring in mine ventilation network make effective research tools to be applied in practice, among others for the study of accidents and disasters.

Strain-induced porosity has been found to occur in titanium and other materials at tensile strains greater than the uniform elongation of the material. Porosity in titanium increases with increasing strain and temperature, being most severe at 300° to 800°F. Strain-induced porosity is believed to be a normal part of the mechanism of deformation in ductile materials. DURING the past few years there have been numerous references to the occurrence of voids in laboratory test specimens of metals subjected to strain.l-7 These voids have been referred to as intercrystalline cracking, strain-induced porosity, intergranular cav-itation, voids, and porosity. They appear to occur at grain boundaries or interfaces, and are generally associated with large amounts of strain and have been found mostly in creep specimens and to a lesser extent in tensile specimens. The selection of a stripping method and subsequently, the stripping equipment, are two of the most important decisions confronting a project engineering staff during the initial feasibility study of a new coal stripping operation. The selected stripping units average from 60 to 70 percent of the total capital outlay for mine equipment and their selection will affect the type, size, and quantity of the attendant equipment, such as loading shovels, drills, haulage trucks, and bulldozers. This paper is intended to report on an in depth study by Utah&apos;s Technical Services Staff regarding the selection of stripping equipment for the Goonyella Coal Mine in Queensland, Australia. We will touch briefly, on the objectives considered in this selection; the various alternatives which were explored; the general assumptions that were followed throughout the engineering and design of an appropriate stripping system; and computations necessary to determine the amount and size of stripping equipment. INITIAL EXPLORATION Utah Development Company (presently 90% owned by Utah Construction & Mining Co. and 10% by Australian investors) commenced systematic geological studies of the Bowen Basin coal fields of Central Queensland in 1961. The Blackwater Mine as shown in Figure 1 has since been established in this area and is now producing 3.0 million tons per annum of washed coking coal. Geological reconnaissance was then extended to the northern part of the Bowen Basin and in 1963 Utah&apos;s coal prospecting area covered 2444 square miles of Central Queensland. The authority to prospect north of Blackwater has since been trimmed to 810 square miles by relinquishments to the State.

An unequivocal "no" could be returned to this question, because training and experience in professional work are quite as important as adequate college preparation. This report presents the final data from a 5-yr Bureau of Mines study designed to determine the surface subsidence characteristics resulting from longwall coal mining in a geologic environment common to the Western United States, It includes a description of the geologic setting of the study site, the mine plan, measurement techniques, and results of the monitoring program. Measured subsidence values were obtained over four adjacent longwall panels- Major subsidence characteristics such as longitudinal and transverse profiles, angles of draw, time-related subsidence development, and critical width are discussed. The maxima subsidence value of 5.8 ft was 68 pct of the mining thickness. The average angle of draw was 30°, Subsidence at the center of the first panel continued for 46 months following undermining. The lengths of the longwall panels precluded a definitive determination of the critical width and maximum possible subsidence.
