The Boston Marine Industrial Park (BMIP) Boat Section, which is part of contract C04A2 of the Central Artery/Tunnel (CA/T) project, is currently under construction in South Boston, Massachusetts (Fig. 1). The Boat Section is approximately 900 feet long and varies in width from about 135 to 185 feet (Fig. 2). The depth to the top of the Boat Section base slab varies from about 28 to 31 feet below final ground surface and about 23 to 26 feet below normal ground water levels. The Boat Section is supported on 578 anchors drilled into the underlying bedrock each designed for a working load of 630 kips. Design and Construction Team The owner of the project is the Massachusetts Highway Department (MHD). The owner's representative is the Management Consultant, Bechtel/Parsons Brinckerhoff. The section design consultant (SDC) consisted of HDR Engineering, Inc. with GEI Consultants, Inc. as the geotechnical subconsultant. The general contractor was the joint venture of Kiewit, Perini, Atkinson, and Cashman. The boat anchors were installed by the subcontractor Delta Geotechnical Services, Inc.

The Brightwater conveyance system includes 26 km of tunnels, a 130 mgd pump station, 2 km of micro tunnels, and a 2.4 km outfall. The tunnels extend from Woodinville to Puget Sound through varying soils in 1 to 7 bars of hydrostatic pressure and depths to 185 m. The tunnel diameters range from 4 to 6 m and include numerous lining systems. This paper highlights major shaft and tunnel design, including dual cellshafts, multiple pipe configuration tunnels, polymer concrete segments, and the use of a one pass lining designed to convey high pressure effluent.

The Cooper River Bridge, the longest cable-stayed bridge in North America, replaces two existing bridges along U.S. Highway 17 and connects the City of Charleston and the town of Mount Pleasant, South Carolina. Two diamond shaped towers support the 1,546 ft long main span over Cooper River and allows for a 1000 ft wide navigation channel. The Charleston high-level approach is 4351 ft long and provides a 250 ft wide navigation channel for Town Creek, while the Mount Pleasant high-level approach is 2,090 ft long. Due to the high seismicity in the region, potential vessel impact, and hurricanes, large lateral loads are expected. From various types of foundations, 10-foot diameter drilled shafts were selected for their high capacity against vertical and lateral loadings. The shafts are founded on a stiff to very stiff lightly cemented calcareous sandy clay or sandy silt layer, called Cooper Marl, which underlies the coastal sediments of the interbedded clays and sands. A group of 11 shafts supports each main tower, while a rock island protects it from vessel collision. A group of 4 to 8 shafts foundations support the other piers of the main span unit. A pair of shafts supports the High Level Approach piers. The shaft tip elevations vary from 120 ft to 230 ft below water line. An elaborate geotechnical investigation was conducted on the site, including a load test program on full-scale shafts under axial and lateral loads. The results of the tests were used to calibrate the lateral and axial soil resistance. The objective of this paper is to present the different aspects of the bridge foundation design.

The Epping to Chatswood Rail Line project is the largest publicly funded infrastructure project in New South Wales. Construction commenced in November2002 with opening scheduled for 2008. The work includes 13 route km of twin TBM driven 7.2 m diameter lined running tunnel, three cross-overs and three new underground stations. The new stations have platform caverns of 20m span with similarly proportioned concourse caverns alongside. The ground is bedded sand stone and shale with high horizontal stresses. Predicted stress-relief induced ground movements during staged excavation led to innovative use of rock anchors for permanent support.

"The Kinross Kubaka Project is a gold mine located in the Russian Far East. The grinding circuit, comprised of a 6.1 m diameter x 2.74 m long SAG mill and a 4.1 m diameter x 5.5 m long secondary ball mill in closed circuit with cyclones, was built using SAG Power Index and Bond Ball Mill Work Index testing to determine the grinding energy requirements. Extremely cold climatic conditions and the need to keep heated space and capital costs to a minimum, dictated a grinding circuit with no in-circuit crusher and no conveyors external to the mill. High energy requirements for both the SAG mill and the ball mill were correctly predicted and have allowed grinding production tonnage forecasts to be met. Design test data and production results are given.INTRODUCTIONIn 1995 Davy International Canada, now Kvaerner Metals E & C, was commissioned as the Engineer and Project Manager for the Omolon Gold Mining Company, to design and construct a gold extraction plant for the Kubaka gold deposit, located in the Russian Far East. This deposit had been studied extensively in Russia during the exploration phase and a Feasibility Study was completed in 1993 by Kilborn who visited the site twice during that year to inspect facilities and to take metallurgical test samples. More samples were taken in 1995 to check ore hardness variability, as part of the final design program by Davy.The client’s objective in designing the Kubaka grinding circuit was to achieve design tonnage at all times, even when milling the hardest ore zones in the deposit. Since the samples taken in 1993 were taken as composite samples, it was necessary to take additional samples in 1995 to determine the extent of the variability. Six samples were sent to Canada for SAG Power Index (SPI) testing. Five of these were combined as a composite open pit sample, while the sixth sample was taken from the site adits as a composite sample to represent undergound ore. These two composite samples were tested to determine the MacPherson Autogenous Work Index for comparison with the SPI values."

The east span of the 3.5 km long SF-Oakland Bay Bridge is supported by different types of foundations along its span. Starting from the west, its first 460 m section comprising twin concrete box-girders is supported by sands and rock on Yerba Buena Island. A 620 m long steel suspension span then bridges a 25 m deep channel that is formed in sediments overlying rock. Twin concrete box girder structures, each 2.4 km long, complete the stretch over the remainder of San Francisco Bay to the engineered earth fill landing at its east end. For most of its length, the Skyway bridges water 3 to 10 m deep over soft surficial Young Bay Mud. The foundation types include spread footings with hold-downs, steel and concrete piles that are set in drilled rock sockets up to 3 m in diameter and 2.5 m diameter steel tubular piles driven to penetrations of up to 100 m. The design and construction-related considerations are presented. The different foundation types, influences of the site geology and earthquake demands on the substructures are discussed. The seismic motions of the bridge superstructures and substructures, as well as the depth-varying soil motions, influenced the foundation design. Together with performance-based design criteria, including post-earthquake footing displacement limits, these seismic demands influenced various aspects of the foundation design, including the use of battered and vertical piles.

Development of Barrick Gold?s Pierina Gold Mine in north-central Peru requires construction of a waste dump for disposal of non-ore grade materials stripped from the open pit to expose the ore. The waste dump site is located near the open pit in a U-shaped valley that is underlain by thin colluvial and morainal soils with locally thick peats and glaciolacustrine deposits. Bedrock underlying the site consists of variably weathered volcanics. The site is subject to moderately high seasonal rainfall and significant seismicity. The geotechnical quality of the waste rock is highly variable, ranging from low quality, degradable, soil-like materials containing appreciable quantities of silt and clay, to high quality, hard, durable, blocky waste rock. A hybrid dump design concept was developed that requires in-pit segregation of high and low quality waste, and selective placement of materials in the dump to maximize stability and enhance internal and subsurface drainage. The design includes a rock drain beneath the dump along the axis of the valley and a series of connected finger drains. Extensive peripheral diversions and stormwater control measures to inhibit infiltration of precipitation are also included. This paper discusses the unique challenges presented by the site and waste materials, the design methodology and stability analyses, and planned monitoring systems.

The pressure of low commodity prices forced the design process for the second lift of Northparkes E26 Mine to adopt a continuous improvement philosophy. The emphasis was to minimise capital expenditure while still maintaining the excellent low operating costs achieved on Lift 1. Although the first block cave lift at Northparkes is the most productive underground mine in the world and is held up as a benchmark for the use of technology in mining, areas for improvement were identified. Every area was critically assessed and investigated for the possible application of new techniques and technologies. Key learnings from the construction and production phases of Lift 1 were captured, documented and used as the starting point for the Lift 2 design. This paper shows how and why the design parameters initially used onLift 1 were changed to become the current E26 Lift 2 developmentproposal. The main differences between the two block caves arehighlighted. The University Link project extends Seattle?s light rail from downtown to University of Washington (UW). It includes 5.0 kilometers (3.15 miles) of twin-bored, 6.4 meters (21 feet) excavated diameter tunnels, and two cut-and-cover stations. The Capitol Hill Station (CHS) requires an excavation 170.7 meters (560 feet) long, 22.6 meters (74 feet) wide, and 22.9 meters (75 feet) deep. The University of Washington Station (UWS) requires an excavation of about 238.4 meters (782 feet) long, 21.3 meters (70 feet) wide, and 33.5 meters (110 feet) deep. The project is within the glacially diverse soils of the Puget Sound region, below groundwater. This paper highlights major station and tunnel design elements, including the approach to support of excavation at both station boxes, and the site staging requirements.

The resistance of very dense glacial outwash formations consisting of sand, gravel and cobble formations can be quite high, and techniques for measuring the strength and deformation properties often cause engineers to underestimate the strength of these layers in drilled shaft design. More realistic measurements of this dense formation can be achieved with slotted steel casing pressuremeter tests. To minimize disturbance and achieve accurate measurements, drilling a pilot hole prior to probe insertion is necessary. Characterizing geologic formations that contain significant amounts of gravel and cobbles is challenging because of scale factor. Inserting a standard pressuremeter probe into this formation without damaging the membrane is difficult. This paper presents a case study for the IR-75 project in Dayton, Ohio, USA, where these dense materials were characterized using a slotted casing pressuremeter, optimizing design by providing more realistic properties of these materials.

When slope angles are designed during open pit optimization, there is a risk factor applied in steepening the slopes. The steepening of slope angles has implications for the safety and economics of the mining operation. The steeper the slope angles, the greater the probability of slope failure. Although a slope failure will result in added costs, the challenge is to compile an accurate cost-benefit exercise optimizing the economic benefits of the project without exposing mine workers and equipment to unacceptable risk of rockfalls. A balance between the safety of the operation and the economics of the investment is therefore required. The ideal situation is to have a slope monitoring system that will predict slope failure by detecting any ground movement before the actual failure occurs. This early warning will allow the risk factor to be applied with a high degree of confidence, knowing that the risk will be adequately mitigated. The objective of this paper is to provide guidelines on how to design an optimal survey slope monitoring system. It is the authors? view that for a survey monitoring system to yield desirable results, it should adhere to survey principles such as working from the whole to part and consistently cross-checking. The case study used is Jwaneng Mine, and the design strategy outlined can be used as a guideline for developing a new slope monitoring system or to optimize an existing one.

The last decade has witnessed a rapid development and application of slurry and EPB type tunnel boring machines. Both soft ground types are able to excavate tunnels in unstable ground conditions below the water table with positive face support. The most significant component of the excavation process is the cutterhead and tool con-figuration were the excavation and face support meets the geological challenge. The TBM downstream processes cannot take place unless the cutterhead and tools effectively do their job. This paper will review the current state of the art design for both slurry and EPB cutterheads and highlight both common as well as geological specific design features.

A wide range of materials are used in hydraulic backfilling operations and the pipeline flow behaviour of these mixtures varies considerably. It is shown that despite the large differences in constituent materials and flow behaviour, a common approach can be applied to analysing the flow of all hydraulic backfills. This is extended to include a rational design approach for backfill distribution systems. The use and limitations of pipe loop tests as a design aid is discussed. Backfill quality control is identified as a key area where improvement needs to be made to enhance the reliability of backfill system operation.

Deep level block caving as a mining method is becoming more popular due to the fact that it is the lowest cost per ton underground extraction system. However, many block caves do not achieve their full potential due to draw horizon instability. In this paper five design rules are given to overcome this problem. The design rules described are applicable for slusher and trackless block caves where the operational depths exceed 500 metres.

This paper describes a focus of work presently being conducted at the Rock Mechanics Research Group at the University of British Columbia. The underhand method under consolidated fill ensures a high recovery under an engineered back that is comprised of cemented rock fill and/or cemented paste fill. This method of mining is generally necessary either due to a weak rock mass comprising the immediate back and/or high induced back stresses. A major concern in the design of sill mats is the loading and strengths associated with the overlying sill mat. This paper reviews past practice coupled with present observations and measurements from over ten(10) mines throughout North America. It outlines areas of concern in terms of design requirements.

"This paper describes a method of deciding on various design parameters for a sublevel caving layout. Layout design curves are obtained from the output of a computer optimization program. The program uses mathematical relationships derived from the theory of gravity flow of material to optimize the large number of interdependent design variables which are involved.IntroductionIn the design of an efficient sublevel caving mining system, a large number of interrelated variables need to be considered. Although many papers discuss individual variables, very little exists in the literature to show how these variables interact to achieve optimum results. This can lead to trial and error in sublevel caving design, which can prove costly, particularly because sublevel caving is a mining method which requires integration with sublevels above and below. With no pillars being left, experimental stopes cannot be isolated for study. Unfortunately, the complexity of layout design and the costs associated with trial and error have caused many planning engineers to choose more tried and tested mining methods.Sublevel caving works best to extract low-value ore surrounded by incompetent rock. All phases of the mining method can be highly mechanized, allowing low operating costs and high production rates. Good safety records are achieved, as workers are always in 'good' ground and the method is regular, making it comparable to an industrial process."

Detailed landform designs were completed for six (integrated) iron ore waste rock dumps at a Western Australian iron ore mine site to meet closure objectives and to optimise material movements for closure. The designs were based on specific physical and geochemical properties of waste material and the design was undertaken to enhance long-term stability of the dumps and optimise material movements, and therefore minimise closure cost. Construction of the re-shaped waste rock dumps have been completed. Following construction, surface material characteristics were found to deviate from those used in the design assessment. Materials present at surface following re-shaping were generally finer textured than those sampled for modelling. It is anticipated that the embankment slopes may experience increased rates of surface erosion compared to the rates predicted from modelling and used in design. The finer textured material is thought to be generated from exposing finer material that has migrated into the coarser matrix over time or that was not present in the sampled top surface of the landforms. This is due to armouring processes over time and this phenomenon is likely to recur following further wet seasons. The majority of the waste materials present in the waste rock dumps were subgrade banded iron formations (BIF) and chert, which are generally competent and geochemically inert. Some waste material was known to have an elevated risk of erosion but present in relatively small quantities. The presence of a large number of dolerite dyke swarms indicates appreciable volumes of dolerite were produced as waste from the pits. This material has an elevated risk of being highly erodible/dispersive. Clays and shales are also likely to be present in the dumps and are considered to be less competent material (relative to the BIF/chert). A comprehensive review of ore pass records, from ten Quebec underground mines, indicated some of the limitations of available design tools to predict the occurrence of ore pass interlocking hang-ups in metal mines. The Distinct Element Method was used to perform a series of numerical experiments in order to investigate the influence of ore pass geometry, rock fragments shape and size distribution on material flow in an ore pass. Guidelines have been developed to help limit the occurrence of interlocking hang-ups in an ore pass. The proposed guidelines were evaluated with respect to field observations. Des séries de modélisations numériques, utilisant la méthode des éléments distincts, ont été réalisées afin d’évaluer l’influence de la géométrie des cheminées, de la forme des fragments rocheux et de la distribution granulométrique sur l’écoulement du matériel dans les cheminées. Cet exercice a permis de développer des lignes directrices pour le dimensionnement des cheminées afin de limiter l’occurrence d’accrochage par enchevêtrement rocheux. Les lignes directrices proposées ont été évaluées en fonction des observations effectuées sur le terrain.

"Rare earth elements (REEs) have numerous key applications in both traditional and advanced technologies. A shortage of some critical REEs is expected due to the discrepancy between the REE abundance in REE deposits and the REE demand from the market. For example, Neodymium, Europium, Terbium, Dysprosium, Erbium and Yttrium are expected to be in short supply. REE recovery and separation from secondary resources such as uranium wastes, heavy mineral sands, and recycled materials can balance the shortfall in a cost effective way.The Saskatchewan Research Council (SRC) is engaged in the development and commercialization of complete REE recovery and separation technologies in Canada. One of SRC’s newest developments is the design and commissioning of a heavy rare earth (HREE) separation pilot plant. The pilot plant uses hundreds of stages of solvent extraction (SX) to produce high purity individual HREEs from both primary and secondary resources.This paper presents the design of an HREE recovery process for the particular case of uranium processing wastes. The separation results of a group separation are reported and discussed, as well as the issues and the challenges of the development, commissioning and operation of the continuous SX pilot plant.IntroductionSignificant amounts of strategic specialty heavy rare earth elements (HREEs) are found in uranium wastes in Saskatchewan. It estimated that about 47 tonne/a of heavy rare earth element oxides (HREO) including 27 tonne/a of Y2O3, plus 6 tonne/a of Sc2O3 are in the raffinate of every uranium mill for potential recovery. Since the HREEs are already in the raffinate, cost effective HREE production is promising in Saskatchewan.Selective precipitation including nutraulization, oxalate and double-salts precipitation, as well as sulfide precipitation, ion exchange (IX) and SX are commonly used technologies for the recovery and purification of REE solution. REE oxalate precipitation is an effective technology to remove Fe, Al, Ca, Si and other impurities by taking the advantages of the solubility difference between oxalates of REEs and impurities in acidic solution (Xu, 2005)."
