TILE present economic crisis in bituminous coal is substantially the most insidious, and critical, in the modern history of the industry. The large consumption deficit that has gradually developed (almost unawares), has culminated in a situation that has forced home the urgent necessity for prompt and radical remedial measures, such as the various mergers now in course of negotiation. Conditions today are sufficiently comparable with those in the iron and steel industry, preceding the formation of the United States Steel Corpn., to suggest the possibility of a sweeping super-consolidation, that all but staggers the imagination. The important function of the banker in this, and lesser projects, is too well known to require comment, and it is important that we understand clearly just what these functions are. Certain features in banking practice came up for consideration in connection with a rather exhaustive economic study into the prospective future of the coal industry, upon which I was recently engaged for an Eastern bituminous interest. This survey was made for the purpose of effecting a decision on certain pressing questions of policy, involving considerable capital expenditures, that would be compatible with the flattening out in the curve of production in recent years. An examination of the TRANSACTIONS, and the coal literature generally, failed to disclose any pertinent, and authoritative data, on this subject. This was more or less characteristic of the whole survey, which had involved a large amount of original research, and measures were taken to procure the required information. The following notes have been compiled largely from the data thus collected, supplemented with material, suggestions and criticisms, by several of the larger banking houses active in coal, together with personal memoranda of my own.

The Anaconda company has never indulged in any employee activities at Butte which might be termed paternalistic, but it has exerted a vast amount of effort in care of its employees during working hours. The reason for this policy is not lack of interest or that the company does not feel the effect of employees' activities while they are "off the job"; it is that the company and the city of Butte have grown up together and each has been adequate in its own sphere, the company in providing employment at the highest possible wage and the city in providing housing, sanitation, commercial services, medical services, schools, churches, amusements and entertainments. The one exception to this independence between the company and the community is the Butte Water Co., which is a wholly owned subsidiary of the Anaconda Copper Mining Co. Mention of this relationship is made here because the water supply of such a city as Butte is one of the principal factors in determining the health of the people. Very early in the development of the Anaconda company an adequate and dependable water supply for the operations became necessary, therefore the company took over this important community function. So well has this activity worked out that during the whole period of time covered, in which the company has expanded to become practically the sole mine operator and the community has grown from a small mining camp to the status of a modern city, there has been no shortage of water or any outbreak of water-borne, epidemic disease. Conditions Leading to Organized Safety Effort A brief sketch of conditions in Butte prior to 1912 is necessary to an understanding of the reasons for placing accident prevention on an organized basis. As early as the year 1884 there were a large number of small independent mining operations depending principally upon the production of silver, although even then copper was becoming prominent in the value of total production for the district. The Butte camp was then just emerging from the log cabin stage to that of a modern city.

INTRODUCTION IT is the purpose of this paper to set forth the relation and functions of the various organizations and institutions engaged in the promotion of safety iii the iron mines of the Lake Superior region; also to indicate the value of this work. Ten to 15 years ago there was practically no organized safety work; the accident rate was high, excessively so in some districts, and dangerous practices and conditions existed in many of the mines. During recent years, however, a gradual change for the better has been made. The chief causes of this change have been (a) public opinion, which has set the stamp of disapproval on the disregard for human life; (b) certain State laws which have made the operators responsible in dollars and cents for injuries to workmen; and (c) the humanitarian attitude of many of the operators, who have always decried the great loss of life in the mines. Today the Lake Superior region as a whole stands second to no other metal-mining district in the United States in its efforts to promote the welfare and safety of the miner. Dangerous practices in and about the mines are fast disappearing. The operators are ready and eager to adopt any expedient, rule, or device that holds forth a reasonable promise of reducing the hazards of the miner. Today the value of a mine captain or shift boss is reckoned, not alone on his ability to "get the ore," but also on his capacity for reducing accidents. While the progress made has been remarkable, there still remains much to be done, for the accident records of the Lake Superior iron mines, while lower than those of the chief metal-mining regions of the United States, still compare unfavorably with those of the metal mines of practically all foreign countries.

A study of certain fundamental characteristics of liquid-oxygen explosives has been made. A discussion is given of the factors affecting the life of the cartridge and the relation between explosive strength and oxygen content. The explosive properties of L.O.X. cartridges packed with a variety of lampblacks, gas blacks, and other materials have been experimentally determined by means of the ballistic pendulum, Bichel gage, and measurement of the rate of detonation. DURING the past year, the Bureau of Mines has carried on an investigation of liquid-oxygen explosives (L.O.X.) to supplement the work described in previous publications.' The present paper gives results of the first part of this work, which was a laboratory investigation of the properties of typical combustibles used in L.O.X., and the relation of these properties to the absorption and retention of oxygen by the explosives and their explosive characteristics. No attempt will be made to describe the development of liquid-oxygen explosives, because this phase of the subject has been well covered. The L.O.X. cartridge consists of a paper wrapper filled with an absorbent combustible material that is saturated with liquid oxygen by soaking it therein. A well can flow exclusively through the casing or exclusively through a tubing but can also flow partly through a casing and at the top part through a tubing. The main principles of the flowing of wells under these conditions were explained in the author's former paper.' Practically all factors that influence the regular flow are dealt with therein. The question of irregular flow, however, will be discussed briefly here. As a rule, an irregular flow must be avoided, as it may be assumed that the efficiency is thereby very small, while on many fields it is injurious to the sand of the oil-bearing layer. Periodical flowing often occurs with rising mixtures of gas and liquid. The phenomenon can be explained if it is accepted that two conditions are possible in the mixture; namely, the foam condition and the mist condition. If there is no stabilizer in the liquid, the foam condition can exist only when the liquid forms a greater portion of the volume than the gas. The mist condition, on the other hand, can exist only when the liquid occupies a smaller part of the volume than the gas. The foam condition occurs when there are gas bubbles in the liquid mass, while in the mist condition drops of liquid are disseminated in a gas-filled space. For sake of simplicity, it has been assumed that the mist condition prevails when 50 per cent. or more of the volume is occupied by gas, while with less than 50 per cent. gas the foam condition will arise. For distilled water and for oils which do not tend to form stable foams this is probably approximately true. If this does not hold good, however, two cases are possible: (1) The fields of the two conditions overlap or (2) they do not meet. If the fields of the conditions overlap there is an intermediate field where either of the two conditions can exist, depending on the history of the mixture. When an excavation is made underground the original rock stresses are removed from the surfaces of the excavation. These surfaces converge to partially close the excavation and the superincumbent rock mass moves down towards the excavation. If the convergence of the surfaces of the excavation were controlled, energy generated by their motion against the controlling forces could be extracted. Since the total forces in the rock mass are not significantly affected by the excavation, stress concentrations arise around the excavation, which compensate exactly for those stresses no longer transmitted through the excavation. These phenomena give rise to two general principles which provide the basis for analyzing the effects of making any underground excavation. The first of these is that the total force resulting from the stresses across any plane in the rock, including any plane through the excavation, must be the same before and after the excavation is made. The second of these is that energy must necessarily be released as a result of making an underground excavation. It is instructive to consider the implications of these two principles for two extreme cases of material behavior between which the actual behavior of rock must lie, namely, the behavior of a fluid and the behavior of an elastic solid. For the purpose of analysis in this paper, an underground excavation is defined as an excavation in which the smaller horizontal dimension of any open void at a particular horizon is less than the depth of that horizon below surface. In the case of a fluid, any unsupported excavation would fill immediately, as a fluid cannot sustain shear stresses. For the same reason, stress concentrations could not arise and the forces across any plane would necessarily be the same before and after excavation. Mineral ore comminution is generally a feed preparation step for subsequent processing stages. Grinding, the fine product phase of comminution, requires a large capital investment and frequently is the area of maximum usage of power and wear resistant materials. Grinding is most frequently done in rotating drums utilizing loose grinding media, lifted by the rotation of the drum, to break the ores in various combinations of impact, attrition and abrasion to produce the specified product. Grinding media can be the ore itself (autogenous grinding - primary and secondary), natural or manufactured non- metallic media (pebble milling) or manufactured metallic media - steel rods, steel or iron balls. This chapter covers rod and ball mills which utilize manufactured metallic grinding media. Fig. 1 shows the cross section of an overflow rod mill, Fig. 2 an overflow ball mill, and Fig. 3 a diaphragm (grate) discharge ball mill.

IN spite of many investigations of the occlusion of hydrogen in iron, the nature of the process and the reasons for the accompanying effects upon the metal are still open questions. This is in large part due to three causes: (1) the difficulty of obtaining iron of adequate purity as starting material; (2) the occurrence of allotropic transformations, which compli-cate the effects; and (3) the fact that the body-centered cubic modifica-tion does not lend itself readily to crystallographic investigation. The present paper attempts a critical review and correlation of the somewhat scattered and disconnected existing observations, and an experimental determination of the extent to which the conclusions that appear to follow from these are applicable to iron of really high purity, studied under well-defined conditions.

The (001) fiber-texture component, found in aluminum rods extruded at subzero temperatures, consists of particles of various sizes having extremely irregular shapes dispersed in a nonuniform way throughout a matrix of the (111) orientation. Apparently the (001) texture component is not a result of recrystallization but rather is due to the presence of reimanents of the original grains which fragmented from the main body of material as it reoriented towards the (111) orientation during the extrusion process. Both X-ray line-broadening measurements and electron-microscopic observatwns indicate that, after extrusion, regions having (001) orientations are in a state of relatively less strain and distortion than (111) regions, suggesting that the former have undergone less plastic deformation. A (001) fiber-texture component is also found after complete recrystallization of extruded specimens. Approximately one third of the recrys-stallized volume has this orientation. The (001) fragments, formed during the extrusion process, act as nuclei for recrystallization; i.e., the pain boundaries separating these fragments from the matrix are capable of migrating during annealing. Electron-transmission microscopic observations and X-ray line-broadening measurements indicate that (001) regions recover at a much more rapid rate than (111) regions at annealing temperatures up to 187°C. DURING the extrusion of a rod or the drawing of a wire the individual grains comprising the piece tend to reorient towards a preferred orientation (texture) which is of the fiber type where a particular crys-tallographic direction, (uvw), in each crystallite tends to be aligned parallel to the longitudinal axis

INTRODUCTION General IT is general practice to evaluate the strength properties of a particular metal from its stress-strain [(S1 - E1]) curve obtained by means of a conventional tension test. Such a stress-strain curve, Fig I, illustrates two important properties of a metal, its ability to strain harden, and its ability to withstand a certain limiting stress, the "fracture stress,"[ (s'r)], and a certain limiting strain, the "ductility" [(e1)], before it fails by separation. These two fracturing characteristics are the coordinates of the point of fracture in Fig I. In the case of a metal which necks in a tension test, both the fracture stress and the ductility (measured in a tension test) are dependent upon (a) the shape of the neck and (b) average values of the stresses and strains over the cross section at the moment of fracture. However, for the purpose of this investigation, these average quantities, rather than the actual values, may be considered for reasons of simplicity. It appears that the conclusions also hold true if the analysis were carried out for actual values of fracture stress and ductility at the locus of failure. In this paper, the effects of straining (at room temperature) by various methods on [ ] the above metal characteristics, which were determined by subsequent tension tests will be discussed. According to our present knowledge, any such prestraining results in a stress-strain curve (in subsequent testing by tension), Fig 2, the general shape, or flow characteristics, of which can be derived from the original stress-strain curve of the unstrained metal minus a certain portion exhausted by the initial straining. This phenomenon is called strain hardening, and may be measured by the magnitude of the cut-off, or the "effective strain," from which the new curve must start in order to coincide in its plastic branch with the original stress-strain curve.

THERE is nothing new about drag-line dredging for placer gold. The use of the separate unit for excavating preceded the large barge with excavator mounted upon it, which has reached a high state of perfection through use in every part of the world. But at present there is a vogue for a small, inexpensive plant combining a drag-line excavator on cater-pillar mounting and a gravel-washing plant on a floating barge. The most efficient ones use a bucket of 1 to 2 yd. capacity with boom from 40 to 70 ft. long. The barge varies from 20 by 30 ft. to 36 by 48, and carries the trommel screen, pump, riffle sluices and power engine.

Since the end of World War II the Soviet Union has made great strides toward economic development of the country. Today it is firmly established as the world's second largest industrial power after the United States and it has committed itself before the people on both sides of the Iron Curtain to catch up with and to overtake us within a few decades. No nation could achieve such a degree of industrialization or aspire to become the world's industrial leader without a large supply of many basic mineral raw materials or at least easy access to such resources. In addition, it requires technical competence, a large skilled labor force, and a high rate of capital investment. Why should we concern ourselves with these Soviet aspirations? The Free World's yardstick of measuring a nation's well-being is the standard of living of the people in that country. Presumably even Communist governments are committed to some, however gradual, improvement in the standard of living of their people. The population of the USSR is 20 pct greater than that of the United States. Hence, if they ever achieve a standard of living equal to ours, they must by all logic reach a greater overall industrial output. However, in the U.S.S.R. the standard of living of the masses has not kept pace with the expanding industrial production and is still far behind that of the United States. Our concern, therefore, is with what the USSR intends to accomplish with its expanding industrial power: Will they produce large mineral raw-material surpluses and manufacture products to compete with us for world markets and attempt to put us out of business if not use it directly to wage war; or will they use their resources merely to produce more consumer goods for the Soviet people; or will they, along with other Communist nations in the not-too-distant future, compete with us for the world's sources of mineral raw-materials to maintain a high level of mass consumption?

In a previous paper upon the enrichment of mineral veins by later metallic sulphides,? the writer has shown that certain masses of rich ores, such as are found in many mines, either near the water-line or as bonanzas in depth, are of secondary origin, and are due to a leaching of lean ore and the concentration of the material by reaction between the solution and the unaltered ore below. The geological and mineralogical evidence is believed to form an adequate basis for a chemical and physical explanation of the phenomenon. In the present paper the writer will give a brief synopsis of this theory, and will apply it more particularly to deposits of the precious metals, laying special emphasis upon the dependence of such enrichments upon the presence of iron sulphide (as pyrite, etc.) in the primary ore, and upon structural features which control the circulation of the enriching solutions below the water-level. It is believed that many, though not all, of the bonanzas arid pay-shoots of rich sulphide ores, especially those carrying gold and silver, which are encountered in ore-deposits, are of such secondary origin. Apparently it is essential that the occurrence and structural relations of such ore-masses should be understood, as the success of the mine is often dependent upon the finding and extraction of these ores. A legitimate deduction, too, is that such ore-deposits decrease in value With depth. As my own studies have been mainly in Montana, my illustrations must be drawn from the ore-deposits of this and adjacent States, with such as I have noted in hurried visits else-

PRESSURES developed by the coal during the coking process have been responsible for serious trouble to many companies that operate or build by-product coke ovens. The insidious nature of this trouble is indicated by the fact that oven operators, unless they have ascertained the charac-teristics of the coals they use, cannot determine the existence of dangerous pressures until after the damage has been done. A rather popular mis-conception is that ease of pushing of the charge at the completion of the coking period indicates that no dangerous pressure has been developed, but this is far from the truth; pressures developed during the coking period are often completely dissipated by the shrinkage of the charge in the completion of coking, and so any criterion based on the ease of pushing is futile. However, methods of testing coals are available that will definitely distinguish the dangerous coals from those that are safe, and such methods have been brought to a high degree of certainty. The operator should take no risk that involves either a lack of knowl-edge of the behavior of coals during coking or the failure to believe that certain of the coals or coal mixtures can cause damage to the oven struc-ture. This merely tends to minimize the problem and leads to claims that coking coals of all kinds may be carbonized with no danger of damage to the oven structure provided some particular kind of by-product oven is used. This lack of appreciation of the true situation is in itself one of the main factors leading to damage of coke-oven structures. Coals that develop more than a certain safe pressure cannot be used in by-product coke ovens without causing damage to the side flue walls. The following paper presents a highly certain method for the measure-ment of the pressures developed during the carbonization of coal-a method that is the culmination of many years of work on the problem in which a number of methods for the purpose were investigated and used. While actual pressures found may appear to be small when expressed in pounds per square inch, the number of square inches in each oven wall is so large that the total pressure on the oven wall becomes an enormous load.

As the time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W. Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.' Colombia requires foreigners to agree to be bound by its alien law. In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. alongitsland

The growth of human knowledge is an evolutionary process. Historically our separate sciences came into existence as people became interested in various apparently unrelated domains of phenomena, and in this manner we acquired the sciences of physics, chemistry, astronomy, biology and geology. As various of these sciences became established, cognizance of them came to be taken by the universities and in this manner there arose the traditional departments of physics, astronomy, chemistry, biology and geology of our American universities. As there was no particular rationality in the boundaries separating the various sciences, in the university departments the jurisdiction of each has assumed quite arbitrary limits. In the domain of earth phenomena the first science to grow up was that of geology, which arose originally from the activities of the collectors of rocks, minerals and fossils. Thus geology evolved as a descriptive science dealing with directly observable terrestrial phenomena for which elementary rational explanations were offered. The traditional treatment of phenomena by the science of geology has rarely been with more than an elementary regard for the fact that these phenomena were also phenomena of physics and chemistry. Since the latter part of the nineteenth century, a new approach to terrestrial phenomena has been emerging and becoming of so great a significance that it can no longer be ignored. This approach has been made by people trained primarily in the sciences of physics and chemistry, who have investigated terrestrial phenomena as constituting phenomena of their respective sciences. In this manner we have acquired the so-called "borderland sciences" of geophysics, the physics of the earth, and of geochemistry, the chemistry of the earth. Neither of these fields is new, having arisen chiefly at the hands of European investigators during the latter part of the nineteenth century. The European universities have long since given official recognition at least to geophysics, by the establishment of departments or institutes of geophysics, which are on a par with the university departments of the other sciences.

The Marquette range, on which are situated the iron mines of Mar-quette County, together with a few in Baraga County, Mich., extends from a point 10 miles southwest of Marquette westward for 30 miles. The tracts are usually a multiple of the standard 40-acre parcel, which is the smallest government subdivision of a square mile or section. About half of the mines are held in fee, these being owned by the older mining companies. Some of them date back to about 1880, and a few are as early as 1850. During the past 40 years most of the mines opened have been on leased lands, the royalty being either for a stated amount per ton or a percentage of the selling price of the ore at the lower lake ports, or the selling price on board of cars at the mine. The first merchantable body of ore discovered in the Lake Superior district was found, in 1845, at what is known as the Jackson mine, near Negaunee. This ore was hard hematite. After unprofitable attempts had been made, in 1848, to smelt it in forges, shipments were begun to lower lake ports, which increased rapidly upon the completion of the locks at Sault Ste. Marie, in 1855, and the railroad from the mines to Marquette, in 1857. Beginning with the Pioneer, in 1858, a number of small charcoal furnaces were built to smelt a part of the product. At various points in the upper and lower peninsulas, large charcoal furnaces are still making iron from the ores of the Marquette range. In connection with these furnaces are byproduct plants. As the deposits were opened up, soft ore was encountered, but for a few years this was disregaided, as only the hard ore was used. Underground mining was begun about 1880 and during the next few years the open-pit mines producing high-grade ore were exhausted. The first mines in the district were owned by the Jackson, Cleveland, Lake Superior, Lake Angeline, Champion, Iron Cliffs, Humboldt, Republic, and Michigamme companies. Many of these companies have been merged in the holdings of The Cleveland-Cliffs Iron Co., which controls most of the tonnage of the district.

The rapid expansion of the natural gas industry in this country during the past three or four years has necessitated the construction of a number of long and comparatively large diameter high-pressure pipe lines This period of expansion and construction is still at high tide, and the current year will doubtless surpass all prior years in mileage and capacity of gas line installation. The fundamental economics of the business of long-distsrier transportation of natural gas may be briefly and simply stated, although most careful consideration must be given the actual determination and integration of the several more important factors which determine the ultimate success or failure of such a project. Reduced to its simplest form, a sound natural gas transportation project requires: 1. A competent source of gas, where the combination of quantity of gas available, cost of production, and longevity meet the given requirements. 2. A market, reasonably certain to endure in the face of any probable competition, of satisfactory size and price, and having a sufficiently favorable load factor. 3. A cost of installation of pipe line systen and an operating cost such as will, with honest and reasonably efficient management, afford a net operating return sufficient to attract the necessary capital required. In a11 new projects of this kind it is necessary that thehe three cssentials to ultimate success be assured. Hence the necessity of competent surveys of gas supply, and of market, both industrial and domestic. The prudent engineer will allow for "factors of safety" in reaching his conclusions just as he would in the design of a bridge. This paper deals primarily with but one of the major considerations enumerated above, I. e, the economic design of the pipe line system. OUR 78th Annual Meeting was, technically and attendance-wise, one of the greatest to date. No one who came to New York's Hotel Statler had time to hear all 266 papers, or to attend all 70 sessions and 27 committee meetings, or to shake the hands of the more than 3000 engineers, educators, students and executives who attended-but no one was lost in the crowd. For crowds always dwindle down to groups of two and three and four, and those are the little sessions which make our meetings well worth attending. Herewith four pages of photographic highlights and sidelights on the February gathering.

A state of stable equilibrium is required in a mine structure to ensure that small increases in the mined void are accompanied by only small displacements of the rock mass. Methods of determining the stability of equilibrium in a rock mass currently require a geometrically regular stoping layout, and introduce a number of simplifying assumptions. The method reported in this paper models the mine near-field using Finite Elements, and the far-field using Boundary Elements. The stability of equilibrium in the modelled structure can be assessed directly from the value of selected principal minors of the global stiffness matrix.
