Six or seven years ago the United States Bureau of Mines started development of instruments for the purpose of accurately measuring the vibrational movement of the earth in the vicinity of quarry blasts. For this work a new type of seismometer has been developed. A number of these have been constructed, the accessory field equipment has been assembled, and approximately 200 field tests of actual quarry, blasts have been made. The results of some of these tests have been published 2/ and others are the subject of two manuscripts now in preparation. So far the attention of the investigation has been centered on ascertaining the characteristics and behavior of the ground vibrations. Occasionally, when opportunity arose, measurements of the vibrations occurring in houses or other structures caused by-quarry blasts were made, but without any attempt at direct correlation or interpretation. During 1936 the National Bureau of Standards conducted some experiments to determine the normal vibrations to which the wells and floors of buildings are subject. Cooperation of the Bureau of Mines was requested in measuring the displace-ment. This afforded an opportunity to study the affect of mechanically induced vibrations end make limited comparison with previous records of vibrations from blasting. This paper deals with the experiments made in cooperation with the Bureau of Standards and includes some comparisons with effects from quarry shots. The results are in the nature of a progress report only, and are not intended to draw definite conclusions. These tests were concerned with the determination of the maximum amplitudes of vibration possible in the floors and walls of a typical dwelling when subjected to commonly experienced vibrations. The dwelling tested was obtained by the National Bureau of Standards. It was a large four-story stucco building, 41 ft. south of the southerly curb of Park Road, in Washington, D.C., which was constructed about 1900 and was supported on overburden. The basement floor elevation was approximately that of the pavement of Park Road, Park Road runs east and west; the front door of the house faced north.

NICKEL is used as an alloying element in several complex commercial aluminum alloys, among which are found some very interesting proper-ties, such as relatively high strength at elevated temperatures, relatively low coefficient of expansion, the absence of permanent growth, ability to take a good polish, and a bright, pleasing as-cast surface. For that reason the aluminum-nickel system was included in the list of binary aluminum systems that are being studied as a preparation for the investigation of more complex commercial alloys. This paper is the fifteenth of a series from the Research Laboratories of the Aluminum Company of America reporting the results of investiga-tions of equilibrium relations in aluminum-base alloys of high purity. The aluminum-nickel equilibrium diagram from 0 to 18 per cent nickel was determined, using the purest material available.

This paper summarizes the data on the oil-shale deposits of western Colorado, Utah and Wyoming. It is based on published reports by the U. S. Geological Survey, on the results of core drilling and sampling by the Bureau of Mines, on the drill cuttings from the Genera1 Petroleum well, on a recent unpublished report by the Geological Survey on the geology of Naval Oil-Shale Reserves No. I and No' 21 and from information supplied by geologists of private companies who have investigated the Green River formation. The paper also contains a revised estimate of the grade and tonnage of minable thicknesses of oil shale of western Colorado. Introduction The oil shales of the Green River formation of Colorado, Utah and Wyoming comprise an important natural resource for the production of synthetic liquid fuels. The oil shale in western Colorado generally is more amenable to exploitation, apparently richer, and probably more persistent than in Utah or Wyoming. Work is now being done by the Bureau of Mines near Rifle, Cola. to ascertain the best procedures for mining the oil shale, producing shale oil from the oil shale, and converting the oil into more salable products. As a part of this program, holes were drilled and cores were taken of the oil shale on Naval Oil-Shale Reserve No. I. In addi- tion, drill cuttings were obtained from a well drilled through the Green River formation by the General Petroleum Co. about 18 miles northerly of the Naval Oil-Shale Reserve. Geology During middle Eocene time a broad, shallow body of water, now called Uinta Lake, covered northwestern Colorado and east-central Utah; a similar lake, known as Gosiute Lake, was in southwestern Wyoming Each of these contemporary lakes was bounded by high hills; the drainage was to the south. The Green River formation was laid down as sediments in the bottoms of these lakes. It is 3000 ft thick and has been divided into the following four members:

MICA is a mineral that once was a familiar sight as fireproof windows in stove and furnace doors and as lamp chimneys and shades. Since 1878, the beginning of the electrical age, the use of mica for such purposes has gradually declined and its use in electrical equipment and appliances has developed to such an extent that the known sources of supply are scarcely equal to the demand. With the increasing capacity of electric generating units, the size of mica sheets found in nature was inadequate. However, in 1894, a process was developed whereby thin films or splittings cemented with shellac or other binders could be pressed into large sheets. 18 The introduction of radio in the early 1920s created such a heavy demand for the smaller sizes of mica that on March 22, 1938, mica was included among 23 commodities on the list of strategic materials approved by the United States Army and Navy Munitions Board. To be included in this list, the material must be one whereof the domestic supply is not sufficient to meet the demand. COMPOSITION Mica is a complex mineral composed principally of the silicates of potassium, aluminum, and magnesium. Less prevalent species contain, as essential components, lithium, vanadium, and chromium. Iron usually is present either as an essential component or as an impurity. The mica group comprises some nine different species, five of which, muscovite, phlogopite, vermiculite, lepidolite, and biotite, are widely used in industry. Lepidolite and zinnwaldite (lithium micas) and roscoelite (vanadium mica) are sources of lithium and vanadium. Muscovite, "white mica," is potassium mica. Theoretical formulas H2KAl3(SiO4)3. There are two varieties, distinguished as to color, known in industry as ruby and green. In crystals or "books," the colors each range through varying shades of red and green. However, when split into thin films, all micas, except biotite and phlogopite, are colorless and transparent. Muscovite frequently is stained red or black by thin films of iron oxide between the laminae. The staining usually is derived from magnetite, which sometimes is found as unaltered crystals.

Fine grinding cannot be accomplished in machines in which the component parts move in definite and restricted paths with respect to each other. Such machines are crushers. A "grinding mill" may be defined as any machine in which the crushing elements are free to make direct contact with each other but are kept from doing so by the sand to be crushed. Such a machine must possess the ability to give numerous contacts per unit of time. Upon consideration, one will see that this definition nearly includes the old Chilean and Huntington mills, the "rolls" and the stamp mill. It definitely includes all forms of ball, pebble and rod mills. The ideal (perfeet) grinding mill may be defined as one in which the crushing elements are identical in shape and substance and possess perfect freedom of motion with respect to one another. Of the mills mentioned, only the ball and pebble mills come under this definition of the ideal mill. Even the rod mill fails to get a place under this definition of the perfect mill. Modern Fine-grinding Mill In current practice fine grinding is performed in rotating cylinders1 partially loaded with hard objects, the agitation of which accomplishes the crushing or grinding of the rock or ore. The hard objects called "grinding media" nearly always are steel or some other alloy of iron. Hard rock (flint pebbles) have been and still are used to a limited extent. When steel is used as the grinding substance, the form is the sphere or "ball." The combination of rotating cylinder and steel-ball grinding media is termed "ball mill." Shapes other than the sphere have been tried. Cylindrical grinding media also have been and are now used in grinding mills. When cylindrical media are used the mill is termed "rod mill." Mechanical Elements of Grinding Mills The mechanical elements of a grinding mill arc: (1) the rotating element, (2) the grinding media, (3) the rotating means.

Work was undertaken two years ago at the Hammond Laboratory for the purpose of determining the magnitude of the elastic range in single crystals of pure metals by means of creep tests, the assumption being made that if a true elastic range exists, the elastic limit represents the maximum stress for no creep. A sensitive extensometer was constructed, and creep tests were made on zinc single crystals at a variety of loads and temperatures1. It was soon discovered that there is no measurable elastic limit in ductile zinc single crystals at, or above, room temperature. The inference that pure metallic single crystals may not possess a definite elastic range was not justified, however, since zinc had been tested in creep only above its recrystallization temperature, and several investigator2,3,4 had already shown that above the recrystallization temperature polycrystalline metals will flow under very small stresses, while below that temperature stresses of a much larger magnitude are required. For that reason, it was decided to extend the study of the elastic limit to other metals having a higher recrystallization temperature than zinc. Aluminum and silver were selected, because of the ease of obtaining pure materials and of preparing large single crystals, and because the crystallo-graphic glide system of these metals is well known. Owing to the limited time available, the elastic range was investigated by slow tensile tests rather than by creep tests. In the study of reactions occurring in liquid iron, alone or in contact with a liquid oxide or slag phase, it has been found that the experimental data over a limited range of concentration can in some cases be represented satisfactorily by the simple equilibrium expression where (P) denotes the concentration of a product and (R) the concentration of a reactant in the reaction r1R1 + r2R2 + • • • D P lP1 + P 2P2 + • • • Some of the reactions for which it holds are listed in Table 1. For others, however, the simple equation apparently does not hold. This has been attributed to an improper method of expressing concentration (for instance, weight per cent instead of mol fraction); or it has been supposed that the solutions are not ideal in the sense that the activity of a component is not proportional to its true mol fraction. But it may be that the problem has been oversimplified by neglecting some molecular species actually present; that is, by considering only the ostensible simple components and thus leaving out of account possible compound formation. It is the purpose of the present paper to point out how, in a group of related cases, a reasonable consistent assumption relative to the presence of a compound makes it possible to express the experimental data satisfactorily by the simple equilibrium expression when this compound is taken into account, and to bring into harmony data referring to different reactions in liquid iron. There are several a priori reasons for believing that solutions in liquid iron should not deviate far from ideality, provided that the concentration of solute is not too great and is expressed in proper terms. The factors that commonly lead to nonideality in systems at ordinary temperature— as ionization or the occurrence of polar and nonpolar molecules—are presumably less effective in inetal and in slag systems at high temperature. THE geognostical relations of the metals and their ores present many problems of great interest, alike for the geologist, the chemist, and the mining engineer. The association with certain rock-formations of characteristic mineral species may help to guide the geologist in the identification of geological horizons, and throw light on the chemical activities which have been especially manifested in certain periods; while it is clear that such relations, if established, must be of great utility to the miner, and especially to the explorer of new regions. In inquiries of this kind, however, it is only by careful observations over wide areas, and by the collocation of a great number of facts, that anything like a safe basis for induction can be attained. The effects of hasty and imperfect generalizations in this field have already in many instances been felt to the prejudice of scientific progress. I come before you to-night, therefore, not to lay down any laws or general principles, but to call your attention to certain facts, many of them doubtless known to you, which have forced themselves on my attention, with regard to the associations of various metallic ores and other useful minerals with different series of stratified rocks, and to ask you to aid the progress of this branch of geognostical inquiry. Your observations in the various regions to which you may be called by your professional duties will enable you to determine how far these associations are mere coincidences, and how far they are chemical and geological constants. The associations here to be noticed concern only those mineral species which occur, either distributed through the strata in such a manner as to show that they are contemporaneous deposits, or occupy rifts or gash-veins in these strata, and may be supposed to have been

ALTHOUGH flotation of coal is considered relatively new in the United States by coal-preparation engineers, actually it has been practiced to some extent for the past 30 years, It is practiced much more widely in Europe than in the United States. Commercial plants are operating in nearly all major coal-producing countries of the world. A froth flotation plant has been operating since 1930 at the Champion No, 1 preparation plant of the Pittsburgh Coal Co. Unfortunately the term flotation is widely used in the United States by coal-preparation engineers to designate dense medium processes of coal cleaning. As used here, flotation means those processes for cleaning fine sizes of coal in which the coal is collected in a froth or matte at or near the surface of a pulp. The refuse particles remain in the pulp. Two distinct types of flotation are practiced: froth flotation and agglomeration. FORMS OF FLOTATION The theory of the principles of flotation and of the physicochemical foundations surrounding this process has become a complex and scientific field and coal-preparation engineers contemplating use of flotation processes would do well to study the works of Gaudin, 2, 5 Taggart, 3 Zimmerman, 4 Wark, 6 Ralston, 7 Petersen. 8 Bulk Oil Flotation.-In this process the separation of mineral from gangue is accomplished by virtue of the fact that minerals of metallic lustre, as sulphides, or hydrocarbons, as coal and graphite, are wetted preferentially by oil in the presence of water and consequently pass into the interface between oil and water; while gangue or rock is wetted by water and remains in the medium. Beginning in 1860 with Haynes and later between 1897 and 1907, at least 25 patents were granted for bulk oil flotation. Large quantities of oil are required, generally 3 to 25 per cent by weight of feed, and recovery of such oil is a major problem. The Elmore process 3 (1901 and 1902) is an example of a bulk oil process, The Trent process (1902-25) has been used for the cleaning of coal on a commercial scale, According to E. W, Davidson 9 there were five such plants operating in the United States by 1925. They have since been abandoned.

Under the Communist regime marked industrial progress has been achieved on the China mainland. Within a decade, the country has been transformed from an economy primarily agricultural to one bristling with industrial possibilities. The industrial capacity of Communist China is beginning to approach that of Japan and will probably surpass it by 1962, the last year of the Second Five-Year Plan. The slogan already is Beat the United Kingdom by 1972, a goal which most observers feel will be achieved ahead of schedule. During the early years of the industrialization program in Communist China, emphasis has been placed on basic goods; hence additional time will be needed to make large quantities of the more complicated products. However, regardless of the current stage of industrial development, it is apparent that the necessary forward momentum has been created. The many capital construction projects being brought into production and the additional projects being initiated confirm this observation. The accuracy of Communist China's industrial statistics can be questioned, but their order of magnitude is clear. To properly evaluate the industrial capability of the country, differentiation must be made between the absolute quantities that reflect overall strength and the per capita quantities that reflect living standards. While Communist China is well on the road to becoming a world power, its living standards will remain below European levels for many years to come.

The application of other than mechanical methods to the study of the mechanical-physical properties of metals has become in the last few years a topic of investigation of ever-increasing interest, both from the theoretical standpoint and from that of the engineer and constructor. Besides the investigations which have been made of the magnetic properties of ferromagnetic metals, in their relation to the mechanical properties of these metals, which will be discussed more in detail below, there have been made studies of other phenomena in the same relation, and methods for the mechanical testing 'of metals have even been suggested; for example, the microscopic method of Tammann,' and the thermo-electric method of Turnera for determining elastic limits. The application of all such methods, which are based upon the dependence of some physical, crystallographic, or possibly chemical property, upon the mechanical state of the metal, must be preceded by close and careful correlation of these various "test" properties with the known mechanical state of the different metals or materials. It is with this view that the present work, as well as that of many previous investigators of, what may be termed in the interests of brevity, the mechanical-magnetic properties of ferromagnetic materials of construction, has been done. Previous Investigations of Mechanical Magnetic Properties The effect of mechanical stresses and of deformation, elastic or otherwise, oil the magnetic qualities of iron, steel, and other metals, has been studied by a number of investigators from the time of Joule (1841) to the present. It will, however, for the present purpose be sufficient to give an account only of the principal results obtained in the course of these investigations. The milling plant of the Alaska-Gastineau Mining Co. is located at the town of Thane, Alaska, on Gastineau Channel, 4 mi. south of Juneau and directly across the channel from the Ready Bullion mine of the Treadwell mines on Douglas Island. Previous to the organization of the Alaska-Gastineau Mining Co., in 1912, the milling was done at the stamp mill of the Alaska Perseverance Co. located at the mine in Silver Bow Basin. But the contemplated increase in production made it necessary to locate the mill on Gastineau Channel, as not enough water was available at the mine during the winter months, nor was there room for taking care of the large tonnage of tailings that would ultimately be discarded from the mill. Character of Ore The gold and silver values occur in quartz lenses associated with pyrrhotite, galena, arsenical pyrites, and zinc blende. These lenses occur in large bodies of slate, schist, and metagabbro, which also carry some valuable metallic contents. With the essential low cost of mining, it was necessary to mine large bodies of low-grade material containing the high-grade streaks. Of the minerals, pyrrhotite, the magnetic sulfide of iron, is predominant, and galena is the next sulfide present in quantity. The gold occurs free and coarse and associated with the iron sulfide in its finer state. The silver occurs with the lead or is alloyed with the gold. A chemical analysis of the ore shows Silver............ 0.10 oz. Magnesia......... 0.4 per cent. Silica............. 59.7percent. Sulfur............ 1.2 per cent. Iron.............. 5.2 per cent. Land is a precious resource and should be treated as such by all members of our society. The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb the earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and surface mining. This chapter discusses the relationships of the environment to land as it applies to surface operations ill the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds. abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled. ACTIVE SURFACE MINING OPERATIONS Mining by surface methods includes rock quarries; sand and gravel pits; huge open pits to extract iron, copper, phosphate, and other ores: and coal mining. Production of coal by surface methods is now approaching 300 million tons annually, amounting to almost 50% of the total coal output. Surface coal mining can be classified into the following four broad categories: Open pit mining is practised where the coal beds are extremely thick, as in some western states, or where the coal beds are sharply pitching, as in the anthracite region of the eastern United States. The Societâ Anonima di Miniere e di Alti Fòrni, familiarly known as the " Elba Company," works the rich ore-deposits of the Island of Elba under a long-term contract with the Italian Government. The ore-deposits are scattered over the eastern and southeastern coast; but as these parts of the island are not well provided with ports, the blast-furnaces were built at Porto-ferraio, the principal town of the island, situated on the northern shore, and possessing a magnificent natural harbor where vessels even as large as the battleships of the Italian navy can comfortably anchor. In the selection of Portoferraio the cost of transporting the iron-ore from the different mines to the blast-furnaces has been reduced to a minimum, and shelter has been provided for the company's flotilla of tugs and barges, as well as for the steamers carrjing coal and pig-iron. The whole plant, of which a general view is given in Fig. 1, comprises: 1. A discharging-pier with unloading-cranes. The ore and coal are transported from this pier by means of an aerial cable-railway to the coal- and ore-storage yards. This cable-railway is supported by an iron bridge extending from the pier to the shore and by a wooden trestle extending from the shore to the yards. 2. Blast-furnaces, two in number, with all the accessory apparatus, such as blowing-engines, dry purifiers, Cowper hot-blast stoves, hoists, etc. 3. Coke-ovens, two batteries, with coal-bin, crushers and boilers. 4. Engine-house containing the blast-engines and the electric generating-station. 5. Pumping-plant. 6. Narrow-gauge railways.

The word ".development," as used in connection with mining, is a rather general term and in most instances must be qualified or explained before the exact thought in the mind of the user is made clear. For instance, by the development of a mining district is often meant its entire facilities of mineral production, such as railroads, towns, mine plants, etc. In speaking of the development of a property its prospecting by test pits or diamond drill borings may be referred to; or it may be the mines, strip pits or quarries from which the coal, ore or rock is won. Rut, as a rule, when the development of an individual mine is spoken of the idea in mind is the system of underground workings by means of which the mineral is recovered and transported to the surface. It is this character of development that is considered here. The discussion will be confined to the ordinary room-and-pillar system of mining practically horizontal coal seams that is used in most bituminous coal mines in this country, and to only two phases of this subject; viz., what is properly included under the head of "Development" as it appears on the books of a coal company or the inventories of an examining engineer, and how its " value " should be determined by the accountant or engineer. No absolute rule or definite agreement covers these points, yet these questions are far more than academic. Development is often an important part of a mining company's assets, affecting the amount of its invested capital (and hence its rate of taxation under present Federal income tax laws) as well as the value of its total assets and the amounts chargeable to cost of coal and to depreciation. Mine Development Account Perhaps the majority of mine accountants will agree that the mine development account is that capital account which shows the extraordinary expenditures incurred in opening and expanding the underground workings of a mine until it has reached its normal production, the expenditures being those made for shafts, slopes, rock tunnels, drift mouths and such relatively permanent work; also payments over and above ordinary mining costs made for driving entries, air courses and break-through; for

DuXing 1942, Louisiana attained the rank of fourth among the great oil-producing states of this country. Its present prominent position is the result of an orderly and systematic program of exploitation with emphasis on conservation. Even before the functioning of M-68, the Federal spacing order, development and production in Louisiana were regulated by various acts of legislation, the most recent of which and by far the most effective is Act 157 of 1940. Under the authority of this act, it has been possible for the Department of Conservation to hold many public hearings and thereby to secure data and evidence regarding the feasibility of issuing rules and regulations for development of various oil and gas fields in the state. As a result of information compiled at such public hearings, many orders have been issued by the Commissioner of Conservation that have in most cases provided reasonable solutions to the problems that arise in the exploitation and development of fields in this state. Probably one of the most effective powers granted the Commissioner of Conservation in the state of Louisiana has been the authority to provide for fieldwide unitiza-tion and pooling of condensate fields. This has led to the erection of huge cycling plants in Louisiana, which permit the most efficient recovery of the liquid content of the reservoirs, and further conserve most of the gas reserve that undoubtedly will be of considerable future value. Many months have passed since various orders of the Department of Conservation were put into effect, and all are accomplishing their purpose; namely, the elimination of waste. Although the effectiveness of these orders provides considerable satisfaction to the members of the Department of Conservation, it is also a tribute to the members of the oil and gas industry in Louisiana, who, in addition to providing carefully prepared technical data, have also given unstinting cooperation and have thereby enabled the Department to cope intelligently with the many problems. Production On Dec. 31, 1942, oil and/or gas was being produced in 50 parishes, or 78 per cent of all the parishes in the state. Thirty-three of the parishes produced oil and gas, 12 produced oil, and 5 produced solely gas. This is indeed an enviable record for any state. However, it is reasonable to assume that eventually all parishes in the state of Louisiana will be productive. From a geological viewpoint, there is no apparent reason to assume otherwise—a point that a11 operators seeking oil and gas production in this state may well bear in mind. Twenty new fields were found during 1942—a rate of discovery that does not compare favorably with the 30 new fields found during 1941. The record of discoveries in Louisiana during 1942 is further disappointing when it is realized that 8 of the 20 new fields discovered were gas fields. The carbon-oxygen reaction without doubt is the basic reaction in steelmaking. It is important on several counts: In the first place, carbon is the element that distinguishes steel from iron. It is the principal element controlling properties, and its control is of prime concern. Although the principal objective of the carbon-oxygen reaction is to oxidize excess carbon, the accompanying boil should not be underrated. The mechanical agitation, stirring, and mixing resulting from the boil are so useful in the distribution of heat and in promoting uniformity of composition in the bath that, were it not a natural accompaniment of the carbon-oxygen reaction, it is probable that something would have to be invented to replace it. The open-hearth operation, for example, with the bath heated from above by radiation, would be impracticable without the carbon boil. The electric-arc furnace is somewhat less dependent on it, but every melter knows how much easier it is to gain temperature with minimum damage to refractories during the boil than with a dead bath The motor action of the induced current of the induction furnace makes the carbon boil unnecessary but even there a severe oxidation has been found useful in giving greater freedom from porosity in certain steels. The quantitative aspects of the carbon-oxygen reaction have been given considerable attention by a large number of investigators, and the principles of physical chemistry have played an important part in these studies. Physical chemistry is the science of the mechanics and mathematics of chemical reactions. It is possible to study the mechanisms of reactions in a qualitative manner writhout reference to mathematics and thus obtain valuable concepts as to the manner in which the wheels go around. When it is desired to express quantitative relations in these reactions, however, resort to mathematics is not only convenient but necessary. Mathematics may also be regarded as the shorthand language of physical chemistry. A basic relation whose description requires numerous words may be expressed very simply by a mathematical formula or equation. A good example of this is the equilibrium constant for a chemical reaction. Expressed verbally, it is: When a chemical reaction has reached a condition of equilibrium, the Product of the concentration of the reacting substances on one side of the equation, divided by the product of the concentration of the reacting substances on the other side, gives a quotient that is a constant at constant temperature For the carbon-oxygen reaction C + O ^ CO this is expressed simply as % C X % O -%co where K (from the German Konstant) is the equilibrium constant for the reaction. Although mathematics is such a necessary and useful tool, it is also a potential pitfall. Mathematics in itself is an abstract science, which is not inhibited by consideration of mechanisms or materials.

Chairman James F. Kemp :—I call upon Prof. Albert Sau-veur to open the general discussion on the subject of sound steel ingots. Albert Sauveur, Cambridge, Mass.:—I believe that I have the privilege, this instant, of opening one of the most important, significant and far-reaching discussions ever held before this Institute. I believe that our talk this morning will be heard far and wide, not only on this side of the water, but also on the other side. Everywhere, in short, where steel is manufactured. I welcome the opportunity of expressing my mind in regard to the production of sound steel ingots, a subject about which I entertain Rome very decided opinions. I shall not attempt to discuss the relative merits of the various processes that have been described. I shall, on the contrary, confine myself to a general consideration of the important questions before us. So intensely do I feel regarding the production of sound steel ingots that I have put my remarks on paper in my desire to present my views. I have always remembered my astonishment, not to say dismay, some twenty years ago, when I beheld for the first time a steel ingot, a rail steel ingot, that had been split open from top to bottom. There was the pipe! There was an enormous cavity extending from a short distance from the top to nearly one-third of the length of the ingot; and when I was told that manufacturers seldom discarded more than one-tenth of the total length of the ingot it became evident to me that a large proportion of piped, and therefore, defective, or at least weak and dangerous, rails were manufactured; in fact, probably one rail out of six, nearly 17 per cent., of dangerous rails.
