Risks from political instability and government policies restricting equity ownership, local operations and transfers of payments affect the profitability of foreign mining ventures. More than seat-of-the-pants judgments and old-boy networks are required to anticipate these risks and to take actions appropriate to offsetting them. A system for making political forecasts, called the Prince System, and a series of charts relaying risks to a production of key minerals has been developed.

The writing of this paper was prompted by the discussion by H. M. Chance of the paper written by Thomas M. Chance,l and by the remarks of the editor in which he stated that while the matter contained in discussion did not refer to the original paper it " was presented as of interest to the operators of cyanide and other lixiviation processes dealing with fluid mixtures of varying specific gravity." For some years past the principle enunciated in the discussion referred to has been known to the writer and demonstrated by him to be an efficient and economical way of separating water or solution from solids in the cyanidation, lixiviation or acid leaching of ore pulps. In utilizing this principle in commercial practice he has invented a method whereby not only the separation of solution from solids may be effected in any given tank, but also the counter migration of the solids and solution may be effected continuously through a series of tanks in which the hydro-metallurgical treatment of ore pulps is being carried on. In effect this method is analogous to the counter-current system, but is different physically in that it is carried on throughout a series of tanks on practically the same level, continuously and automatically, by hydrostatic pressure and gravity-flow, without the aid of intervening pumps or elevators, at the same time that agitation is being carried on in the same tanks. In the Parral system, agitation is effected in tanks by a number of air lifts of comparatively small diameter through which the pulp is continuously transferred from the bottom of the tank and spouted horizontally on top of the charge. The spouting force of the several streams thus discharged maintains a rotary flow in the pulp charge which extends from top to bottom of the tank. This continuous transfer of pulp and the spiral flow from top to bottom of the tank maintains the pulp constituents in uniform proportions and meets the requirements of efficient treatment in a most economical manner. The quantity of compressed air required is very small, as the pulp is not lifted but simply transferred from the bottom to the top of the tank charge under hydrostatic balance. ALTHOUGH by far the largest A consumer of platinum metals in the world, the United States until recently has been in- significant as a producer. Writing in the "Minerals Yearbook" for 1939, H. W. Davis states that 1938 probably marked the beginning of an- other period of transition in the world production of the platinum metals. In that year, he says, their production in the United States jumped to 49,380 oz., or fourth in the rank of world output. In the ten-year period 1925 to 1934 United States output ,averaged only 8300 oz. Practically all of this sudden in- crease in production is attributable to the introduction of mechanized equipment at the placer deposits in the Goodnews Bay district of Alaska. This district adjoins the Bering Sea and Kuskokwim Bay (accented on the first syllable), and is approximately 120 miles south of the mouth of the Kuskokwim River. The nearest village and post office is Platinum, which lies about eleven miles north- east of the Goodnews Bay Mining Company's camp. A good gravel road connects the mine camp and the village.

THE principal manganese deposit of Russia, I one of the four principal sources of the world's supply, lies on the southern slope of the Caucasus Mountains, in what is now the Republic of Georgia, district of Sharopan. Tchiatouri, the principal town, is midway between Tiflis, the capital of Georgia, and Poti, the shipping port on the Black Sea, about 130 " miles distant. The deposit can be most easily visualized by thinking of a nearly horizontal coal seam about 6 ft. thick, outcropping on the slopes about 600 ft. above the Kvirila River. One of the accompanying illustrations shows the river, which nearly bi- sects the district, of approximately 50 sq. miles in area, and with its tributary streams makes the topography rugged, while in the background are the snow-capped peaks of the Caucasus range. Another of the illustrations gives a closer view of the outcrop. The roof and floor of the deposit are good, so the methods of working are quite similar to working a coal seam, especially as most of the mineral is soft enough to be mined with a pick. Little machinery is used, except small cars for underground transportation.

The rate of copper corrosion in liquid lead was studied as a function of flow rate and temperature in a closed isothermal loop system between 350" and 500°C. Kinetic data were interpreted with the Nernst-Brunner equation and the Chilton-Colbum mass transfer analogy to heat transfer. Over the range of temperatures and flow rates employed the solution rate constant varied from 2 x 10-3 to 20 x 10-3 cm per sec. The rate constant was found to vary with the 0.76 power of the Reynolds number in the range 7500 < Re < 40,000. The results of this investigation indicate that the Cu-Pb corrosion process is controlled largely by diffusion across a boundary layer. particularly at the higher temperatures. The effective boundary layer for diffusion is found to be approximately three to four times smaller than the momentum boundary layer. CORROSION by liquid metals has long been a problem during melting, static containment, and casting. Recently, considerable emphasis has been placed on the understanding of liquid metal corrosion mechanisms in an effort to prevent mass transfer and eventual failure in liquid metal heat exchangers and in liquid-metal-fueled nuclear reactors. The present investigation was conducted to determine the relationships which exist between corrosion kinetics and hydrodynamic conditions in an isothermal loop containing a simple liquid metal-solid metal corrosion system. The Cu-Pb system was chosen for its simplicity and ease in handling. Previous isothermal Cu-Pb corrosion studies1-3 have been conducted in both static and dynamic systems but not under conditions which allow easy "scale-up" to engineering systems, such as liquid metal heat exchangers. On the other hand, most liquid metal loops which have been used to evaluate mass transfer rates4 have been driven with temperature gradients under conditions of natural convection and unknown flow rates. The primary contributions of this research are twofold: 1) to evaluate the design of a simple isothermal loop corrosion system and 2) to investigate liquid metal corrosion behavior under well-defined hydrodynamic conditions. MATERIALS AND EXPERIMENTAL WORK The apparatus used to measure the Cu-Pb corrosion rates is shown schematically in Fig. 1. The loop system consisted of 1) a reservoir made of Type 316 stainless steel containing a centrifugal pump and 2) stainless-steel tubing containing a removable copper test section. The copper test section was OFHC hard-drawn tubing, 11.0 0.05 cm in length and 0.775 ±0.005 cm ID. A Type 316 stainless-steel venturi meter* was inserted in place of the copper test sec- tion in order to determine the lead velocity as a function of pump speed at each temperature. The Cu-Pb system was chosen for this study because the solubility of copper in liquid lead is large enough to measure accurately but small enough that the diameter of the copper tubing was not changed significantly by corrosion. There are no intermediate phases formed in the system, and the solid solubility of lead in copper is vanishingly small so that back-diffusion cannot occur. Molten lead (corroding grade; 99.94+ pct Pb, 0.0015 max pct Cu) was charged from an auxiliary melting furnace into the system under an argon cover to minimize oxidation. The lead was then maintained at constant temperature by a stirred molten salt bath in which the loop was immersed to a depth just above the lead level in the reservoir, Fig. 1. The total volume of lead in the system was 320 2 cu cm.

I. INTRODUCTION. LIME-ROASTING is a term proposed by Ingalls 1 for the operation of forcing air under pressure through a mixture of galena and lime at the kindling-temperature with the object of oxidizing lead and sulphur and of fritting or fusing the charge. If, finely-divided galena were treated in this manner without the addition of lime, the heat set free by the oxidation of part of the lead and the sulphur would be sufficiently great to fuse undecomposed sulphide, and thus stop desulphurization. Besides the chemical action that the addition of lime, limestone or gypsum to the charge may have, the admixture has the physical effect that it keeps the particles of galena separated from one another and accessible to the oxidizing effect of the air. At present, three methods of lime-roasting are carried out on a working-scale, the Huntington-Heberlein, the Carmichael-Bradford and the Savelsberg2 processes. In the last, which interests us here, an 8-ton charge is made up of galena, limestone and perhaps some siliceous or ferruginous flux; the whole is crushed to pass a screen with 3-mm. holes and moistened with 5 per cent of water. It is fed gradually into a bowl-shaped converter, 6.56 ft. in diameter, supported by trunnions attached to a truck. On the .bottom the converter has a grate with blast-inlet beneath. During an investigation of the copper-rich portion of the copper-silicon-iron system as part of an extensive research program on P.M.G. alloys, which was begun in 1937 in the research laboratory of the Phelps Dodge Corporation, it became apparent that the binary copper-silicon system below 7 per cent Si needed revision, therefore an investigation was undertaken. Both X-ray methods and microscopic technique were employed. Despite the many investigations that have the clarification of this system as their object, no two successive reports on the system have agreed in placement of the alpha-phase solubility limit, and uncertainty about the secondary phase first to appear has been voiced several times.3,4,5 It was therefore not surprising, when T. Isawa&apos;s6 and M. Okamoto&apos;s7 works were reported at the time we were finishing up our experimental work, to find essential disagreement between their results and ours. But when C. 5. Smith&apos;s latest work on the copper-silicon systema was published just as we were finishing our laboratory report, it was indeed gratifying to find that the latter&apos;s diagram and ours checked in all essential features, except the temperature of the peritectoid line above 830" C. Many attempts were made to retain the beta phase during the present investigation, but none was successful. Isawa,6 however, reports that he has been able to obtain X-ray photograms of the beta phase. The structure, he states, is body-centcrcd cubic with a lattiee constant of 2.848 ,&. at 7.2 per cent Si. Okamoto7 and Smith8 both use the designation Kappa for the hexagonal phase, and to avoid confusion this designation will he adhered to in the present paper. Preparation of Samples The alloys were melted in vacuum in a high-frequency furnace. from copper cathodes containing 99.98 per cent Cu, and specially refined silicon supplied by The Electro Metallurgical Co. Operations in the Texas Gulf Coast during the past year have resulted in the discovery of a number of new fields arid the extension of a few of the older fields, both by deeper drilling and by lateral development. Twenty-six new oil and gas-producing areas and discovery of oil or gas in three subsequently abandoned wells have been recorded for a total of 29 new fields of varying importance. Producing areas at Conroe, Manvel, Greta, Pierce Junction, Hastings, Dirks, Thompson, Batson, Mykawa, Tomball, Raccoon Bend, Samfordyce arid Saxct have been increased. Primary geologic studies followed by geophysical mapping or straight geophysical prospects have been responsible for the more important discoveries. These methods have further proved themselves an aid to limiting wildcatting to the more prospective areas and as the chief means to discover reserves in the future. Production for 1935 totaled 69,560,720 bbl. as compared with 60,850,-360 bbl. for 1934. Strict proration has been in force throughout the discovery of more oil than has been produced. The number of producing oil wells has steadily increased to 4851 at the end of 1935, as compared with 3858 at the end of 1934, owing in part to the prolonged life, because of proration. There were 1272 oil and gas wells completed during 1935, as against 835 in 1934. New Fields Pertinent data on the new fields discovered during 1935 are includrd in Tables 1 and 2. Hence, the discussion of these discoveries will be limited. Bee County.—Three new gas fields were added during the year: Beeville, discovered by G. M. Church in No. 1 Wood on Sept. 21; Foley, discovered by Dirks Bros. in No. 1 Foley on Feb. 8; and Plummer, discovered by Hynes and Fisher in No. 1 T. M. Plummer on Sept. 2. Charts for predicting the pressure to which natural gases may be expanded without hydrate formation have been prepared for gases of even gravity. Pressure-temperature curves for hydrate formation were established for gases having gravities from 0.6 to 1.0. These curves and the thermal behavior of the gases during free and adiabatic expansion were used to prepare the charts for estimating the permissible expansion of natural gases without hydrate formation. The problem was solved by L. F, Albright, W. T. Boyd, J. J. McKetta, G. Martin, P. Poettman. and A. P. Snyder.-, who are first-year graduate students in the department of Chemical and Metallurgical Engineering at the University of Michigan. This paper is essentially a summary of their results. Prediction of Conditions for Hydrate Formation in Natural Gases Each natural gas under a given pressure will form solid hydrates at a corresponding temperature provided sufficient water is present.1-5 The temperature of natural gases below about 5000 lb. per sq. in. decreases when the gases are expanded freely.6,7 This decrease in temperature may cause the expanding gas to enter the region of temperature and pressure at which hydrates will form&apos; The final pressure to which a natural gas may &apos;be expanded without hydrate formation depends upon the initial temperature and pressure and the gas composition. This paper presents charts that give the final pressures to which gases of gravity 0.6 to 1.0 at given initial temperatures and pressures may be expanded without formation of hydrate. Hydrate-forming Temperatures and Pressures as a Function OF Gas -Gravity Experimental data of pressure versus temperature at which solid hydrate will form, provided sufficient water is present, are available for a series of gases.2,3 A method of predicting the pressure-temperature curve for a given gas composition has been reported.&apos; The solution to this problem requires that these curves relating pressure to temperature be established for gases of given gravities.

THE CHAIRMAN (PERCY G. BECKETT, Globe, Ariz.).-When you are at Miami tomorrow, you will see a very interesting comparison on the surface of the two mining methods that are being employed there largely. In the case of the surface over the Inspiration mining method, you won&apos;t see very much left of the surface. Everything has gone down. In the case right at the line of the Inspiration ground and the Miami, you will see that the surface over the top slicing which the Miami company has been doing in that country has been riding down evenly and uniformly; and it gives a very marked comparison of the two types of mining, and, to a certain extent, of the different degrees of waste dilution. I would ilke to hear from Mr. Maclennan on this subject. F. W. MACLENNAN, Miami, Ariz.-A paper based on percentage extraction by shrinkage stoping is a difficult one to discuss for the reason that it is hard to arrive at extraction figures until a section has been completely mined out. In the Miami mine we are using a method of shrinkage stoping with narrow stopes and pillars. This ore has been completely broken up and we have started in at the far end to draw off the ore mass maintaining the top of the broken ore dipping at an angle of 60° away from the direction in which we are retreating. A very important point I think about drawing a large. mass of ore down at an angle rather than trying to maintain the top of the ore more or less horizontal is that drawing at a steep angle has a tendency to create a horizontal movement in the ore mass as well as the vertical movement of the ore traveling down to the drawing off chutes. The chairman being absent, Mr. Frederick Keffer presided. The Secretary announced the personnel of the executive committee of the section, which is: J. C. Hass, Spokane, Chairman; W. J. Hall, Wallace, Ida., Vice-chairman; S. S. Fowler, Riondel, B. C., Past Chairman; L. K. Armstrong, Spokane, Secretary-Treasurer; R. M. Betts, Cornucopia, Oregon. It was stated that the geological survey and report on Stevens Co., Wash., has been completed and will be printed soon. The geologic survey of Colville Indian reservation, by J. T. Pardee, U. S. G. S., has been published as Bulletin No. 677 and is available for distribution, The Miner&apos;s Almanac, Miners Circular No. 24, U. S. Bureau of Mines. is also available upon request. There was considerable discussion on the program for meetings during the year. It was informally agreed that, if agreeable to Coeur d&apos; Alene members, that one meeting should be held in that district, preferably at the time of the annual visit of Institute officials. It was also proposed to hold at least one open-air meeting in Spokane with suitable program. The activities of other sections were noted with favorable comment. In this connection there was much general discussion on the subject of closer relations between the national engineering societies. It was agreed that cooperation was desirable and imperative if the greatest measure of value be realized from the profession. It was not the sense of the members, however, that complete amalgamation is desirable. This expression of local sentiment is to be presented to the Institute

Many limestone operators, long accustomed to open¬pit work, are being forced to mining. About 6 months ago I thought there were twenty-five or thirty underground limestone operations in the United States but the author has been finding new ones until his list now runs nearer sixty. Some of these are very extensive; one at least has 4 ½ miles of underground workings. There is an ever-expanding field for the engineer in the operation of limestone mines and quarries. Some of the larger companies realize the need of skilled engineering advice, but many of the companies regard the engineer as an unnecessary expense. Although almost every metal mine, even those handling only a few hundred tons of ore per month, employs a mining engineer, many limestone operations ten times as large employ no mining engineers. THE A.I.M.E. Ground Movement and Subsidence Committee, pro- posed in 1920, held its first technical meeting in February 1923, under the able chairmanship of Mr. H. G. Moulton. Arrangements have been completed in New York whereby the re- sources of The Engineering Foundation, under the auspices of the four principal national engineering societies, are placed at the disposal of the National Research Council, which was appointed by the National Academy of Sciences* at the request of President Wilson. The object of the Council is to coordinate the scientific research work of the country in order to secure efficiency in the solution of the problems of war and peace. The Council was without funds until The Engineering Foundation, established to further scientific and engineering research, offered to place its resources at the Council&apos;s disposal, including the services of its secretary, Dr. Cary T. Hutchinson, to act as-secretary of the Council. The offer was accepted and plans for immediate activities have been placed in the hands of an executive committee. In indicating how thoroughly, every branch bf science and engineering is represented, Dr. George E. Hale, Director of the Mt. Wilson Solar Observatory, and Chairman of the Council, when he was in New York attending to the details of the arrangement, called attention to the personnel of the body, saying that it is the purpose to enlist the cooperation, in the solution of our industrial and military problems of a scientific character, of every possible established agency. Medicine, for example, is represented on the Council by Dr. William H. Welch, President of the National Academy of Sciences, Brigadier General William C.
