AS this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a forempst industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry! protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no -doubt creations of merit at the date of their .birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machincry by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

This report on oil and gas development in Mississippi covers the period from Jan. I, 1944, to Dec. 31, 1944: Salt Domes During the year six salt domes were drilled for sulphur, but no commercial sulphur deposits were found. One salt dome, the Bruinsburg, in Claiborne County, has produced gas- at 935 to 940 ft' in Moody's Branch marl. The Stringer salt dome in Smith County and the Ruth salt dome in Lincoln County both had a slight showing of heavy oil. Other salt domes have been dry. In addition to the Bruinsburg dome, the Allen salt dome, in Copiah County, and the Richton salt dome, in Perry County, were discovered in 1944; also the Sumrall dome, in Covington County. New Oil Fields Baxtemille Oil Field.—The Baxterville oil field was discoveredby the Gulf Refining Co, in sec. 7, T. I N., R. 16 W., Lamar County. At the end of the year this field had one oil well, with two active operations. Production for 1944 was 1047 bbl. of oil. GwinvilLe Field.—Gwinville field was discovered by S. W. Richardson, in sec. 24, T. 9 N., R. 19 W., Jefferson Davis County. This discovery well was a gas-distillate well, the oil being crystal clear. At the end of 1944 there were two gas wells and one oil well in the field. The oil well is approximately 2 1/2-miles from the gas- distillate wells. Gas production was 55,801 M cu. ft. and the distillate production was 2644 barrels. Heidelberg Oil Field.— The Gulf Refining Co. discovered the Heidelberg field in sec. 30, T. I N., R. 13 E., Jasper County, in January 1944. This field has by far exceeded the other 1943 and 1944 discoveries, having approximately 56 oil wells, 7 dry holes, and 10 active wells at the end of the year. Production to Jan. I, 1945 was 1,441,192 bbl. of oil. Mallalieu Oil Field.—The california Company discovered the Mallalieu oil field in set. 10, T. 7 N., R. 8 E,, Licoln. County. At the end of the year there was one well in the field with three active operations. Production was 32,303 bbl. of oil. Old Oil Fields Brookhaven Oil Field, in Lincoln County, has one oil well, which produced 2590 bbl. of oil during 1944. CarY Oil Field, Sharkey County1 has only one producing well, which produced 11,818 bbl- of oil during the Year- In Cranfield Oil Field, dams County, II oil wells and two gas-distillate wells were drilled in 1944 and there were five active wells on Dee. 31, 1944- The total production for the Year was 5251422 bbl-of oil. The gravity of the oil is 40" to 54.9'- In Eucutta Oil Field1 Wayne County1 34 oil wells were completed during 1944. There were five dry holes and six active wells at the end of the year.. In critical times such as the present, when the whole world is agitated by the aftermath of war and the road to peace is blocked by seemingly insurmountable obstacles, it is fitting that we should pause to take inventory of the material resources essential to our national security. Our status as a world power, in peace as well as in war, is intrinsically bound to the availability of minerals, for the foundation of our industrial and economic structurewhich in turn largely determines our military potential and our limits of national prosperity-rests on our ready access to economic sources of iron, copper, lead, zinc, manganese, bauxite, and at least threescore of other metals, minerals, and mineral fuels. By applying the well-known facts of mineral resources to recognized fundamental concepts of preparedness, we can obtain a- clearer picture of the essential needs of our country. Historically, the lure of minerals and other raw material resources has all too frequently led nations to policies of imperialism and war. For more than a century the staking of colonial territory for new sources of raw materials has been a primary objective of many nations. The notion prevails that writing is a knack, that the skilful use of the pen is a gift of nature. This is an error. Dogberry may be responsible for it; he said: "To be a well-informed man is the gift of fortune, but to write and read comes by nature". Because Dogberry said it, we may be sure that Shakespeare thought otherwise. Ability of any sort may be partly innate, but my own observation and experience lead me to conclude that most of the easy writers have become so by constant practice. As I recall the names of men successful with the pen, I remember that most of them have written a great deal and have taken particular pains to improve their style. The suggestion that proficiency in the difficult art is a happy accident provokes a sardonic smile. The larger part of the great writing in our literature is the result of persistent effort. An easy fluency has been the undoing of many; their flamboyant and fantastic scribbling has proved as perishable as froth. This criticism applies to technical writing also; in order that a technical description or discussion may hold the interest of the reader, at least long enough to cause him to read it to the end, the writing must be done carefully and systematically; otherwise it will fail in its purpose of conveying information. Clearness is absolutely essential. "It is not enough to use language that may be understood; it is necessary to use language that must be understood."* The purpose of writing, at least of that which is meant to be read by others, is not only to express ideas but to communicate them. IN the cyanidation of gold, silver and mixed ores, the solids suspended in the pulp after fine grinding, primary settling and series agitation are subjected to a washing step known, generally, as countercurrent decanta-tion, abbreviated C.C.D. The conventional C.C.D. plant consists of a series of separate thickeners-three to five in number-arranged in series on slightly different elevations. Solids settled in the first thickener are pumped at maximum density into the second thickener, where they are diluted with weak solution overflowing the third. After settling in the second thickener they are pumped to the third, where the process of repulping with still weaker solution is repeated, and so on throughout the system, until they reach the last thickener and are repulped with barren solution or water. Recently there has been developed a new type of thickener, known as the Dorr Washing Tray Thickener, consisting of up to five individual thickeners, which performs in a single unit all the functions of a conven-tional C.C.D. plant. Fig. 1 illustrates the essential features. It is a multicompartment tray thickener, in which the trays operate in series instead of in parallel for countercurrent washing. Feed enters the top compartment via a central, semisubmerged feed well. Strong solution overflows into a peripheral launder. Solids settle to the bottom, are raked to the center and flow into the top of the second compartment, directly below, via an inverted cup and seal. Solids pass downward, compartment by compartment, against a counter flow of wash solution and finally of fresh water. Thus, in accord-ance with the basic C.C.D. principle, the solids transfer the dissolved metal content to the wash solution and finally are removed by a dia-phragm pump from the bottom compartment virtually free of valuable material. Similarly, the wash water, as it flows through the system, becomes increasingly enriched in dissolved metal until it overflows from compartment two and returns to the process.

INTRODUCTION In recent years there has been increased social awareness and government attention directed toward the mining industry. The growing influence of the Occupational Safety and Health Administration (OSHA), the Mine Safety and Health Administration (MSHA), and the Environmental Protection Agency (EPA) has resulted in volumes of regulations governing a multitude of health and safety aspects of mining and milling. These regulations naturally have had an impact on new plant design and in some cases have necessitated retrofitting of existing plants. This paper will not examine the regulations governing the industry, since they are a matter of public record, but rather will address two specific health considerations, dust and noise, and their influence on the design of crushing and screening plants. DUST AND NOISE CONCEPTS Dust is generally defined as finely divided solids which may become airborne without any physical or chemical change except fracture. Since the purpose of comminution circuits is to reduce the size of solids by fracture, a percentage of the material is normally reduced in size to a point where it can easily become airborne. The major cause of dust becoming airborne is the air induced by falling material. When granular material falls through a distance, the induced (or entrapped) air rushes out available openings, carrying with it the fine particles that have become suspended. For this reason, the major points of dust generation are the points where the material is falling: chutes, transfer points, screens and equipment feed and discharge points. The expected dust concentration in an area is a function of the degree of size reduction (i.e., finer particles are more readily carried by air currents than heavier particles) and the volume of air that is induced. The Nichols series system of electrolytic copper refining has successfully maintained its strong competitive position in the copper-refining industry of today; therefore the improvements made in accomplishing this result are of interest. While additional interest would lie in specific comparisons of results obtained in series operation with those in multiple, we have refrained from such a comparison because it can be fair to both only when they are operating under similar conditions on the same grade of materials. Historical The Nichols Copper Co. started a small refinery at Laurel Hill, using its present system, about 1892. The details of the process in its early stage of development were kept strictly secret, so that no information was published or interchange of ideas permitted with the staffs of other copper refineries, where the multiple system was being developed at the same time. However, the fundamentals of the process and type of cell used today differ very little from their earliest form. All operations including loading and unloading of tanks, and all transportation as well, were carried on by hand. The plant remained in this condition with a gradual expansion taking place until the World War forced such a rapid development that little time or thought could be devoted to modernization or mechanical improvement requiring careful design or detailed planning. Considerable progress was made, however. (1) Large refining furnaces were developed. (2) The old expensive air-lift type of circulation was abandoned in favor of the present system. (3) Operating technique was gradually developed to a high point of efficiency. (4) Tank construction and lining were greatly improved, the first concrete tank being installed in 1915. (This tank is still in operating condition.) (5) A new power plant was constructed. (6) Fuel oil was substituted for lump coal on the refining furnaces. (7) Mechanical casting of the finished product was accomplished. During this entire period the plant was particularly fortunate in receiving only high-grade, clean copper bullion coming principally from the Phelps Dodge mines in Arizona. The Inspiration Consolidated Copper Co. had an orebody at Miami, Ariz., of close to 100,000,000 tons of low-grade copper ore, and the method of mining this ore most profitably was of great importance. The selection of a method was practically limited to a "top-slicing," a "shrinkage-stope" or a "caving" method. The "top-slicing" method would give a high extraction of the developed ore, at a high mining cost, and the "shrinkage-stope" or "caving" methods a lower extraction of the developed ore, at a lower mining cost. Ore-Drawing Tests To decide on the method to be used it was necessary to know about what extraction of the ore could be obtained by the "shrinkage-stope" or " caving " methods. As no definite information regarding the,question was available at the time, C. E. Mills, the general manager, thought that some information could be obtained by experimenting in drawing ore, covered with capping, from an experimental box. Some work had already been done along these lines by W. C. Browning for the Inspiration Copper Co. and by myself for the Live Oak Development Co. The idea was to represent as nearly as possible, in the experimental box, the conditions within an area of caved stopes of caved ore all ready for drawing. That is, the area was supposed to represent a semibroken mass with the capping above it in the same condition and ready to follow the ore downward as it was drawn out of the chutes under the ore. To represent the above condition, in the experimental box, crushed ore from the mine was placed in it to a given height, and red barren capping from the mine was placed on top of the ore. The Experimental Box The experimental box shown in Fig. 1 was made of wood and glass. The glass was used for the sides so that the drawing action of the outside row of chutes could be seen and noted, the latter being cut in the center by the glass sides. The full realization of the potential of computers in geological in- formation system demands new approaches to the machine representation of information. At the same time, the feasibility of such a system, particularly in commercial field, demands greater freedom in input preparation and a degree of standardization in the arrangement of subject matter system. The paper describes some of the basic notions of project "GEOSEMANTICA 70". The aim of the project is to devise means of storing real geological informations in a machine rather than the representation of the information in human language form. This is seen as the only long-term solution to the problems of the complex vocabulary of geology and the complex syntax of geological description. Effectively, a machine language is being defined, consisting of a set of symbols and a date structure for representation of geological and related information. Beyond this, is the definition of a set of rules allowing the use of constrained text as an input/output medium. The investigation is oriented primarily to the representation and handling of information about mineral deposits and the associated geographic, economic and engineering information.

STEREOGRAPHIC projection has been one of the most useful aids in crystal-structure studies. With the increasing use of electron microscopy in metallurgy and other fields, stereographic projection is being used in many ways1 to interpret the results from electron diffraction patterns and transmission micrographs. For many of these applications, e.g., trace analysis, twinning, and so forth standard projections of various indices are required.

THE Chitina mining district of Alaska is located at the headwaters of the Chitina and Copper Rivers. At present, the only producing min-ing properties are the mines of the Kennecott Copper Corpn. and the Mother Lode Coalition Co., which are situated 196 miles from Cordova the port of entry. The first claims, later acquired by the Kennecott Mines Co. and afterwards transferred to the Kennecott Copper Corpn., were discovered in 1900. The Copper River & Northwestern Ry., which connects the mines with tide water at Cordova, was completed in the spring of 1911. Contemporary with the construction of the railroad, aerial tram equipment was brought to the mines by pack train and a tramway, 3 miles, long, connecting Bonanza mine with the proposed railroad terminal, was finished, enabling shipments of high-grade ore to be made immediately on the completion of the railroad. A mill to treat the lower grade ore was begun the same year. The Kennecott company's holdings consist of 111 mineral claims. The Mother Lode Coalition Mines Co., which is controlled by the Kennecott Copper Corpn., owns 73 claims adjoining the Kennecott holdings. All data on operations and geology refer equally well to the Mother Lode property.

Kermac Potash Co., the newest American entry in a rapidly expanding industry, has come on the scene with notable variations in conventional shaft-sinking and mining techniques. Located in the famed potash producing district east of Carlsbad, N. Mex., Kermac started up its mine in November, 1965, to supply ore to the company's 500,000-tpy potash crystallization refinery. In so doing, the company (1) drilled the first large diameter mine shaft in the potash industry and (2) has employed new continuous miners especially adapted for use in thin potash beds. REACHING THE ORE ZONE In its initial mine planning, Kermac, a partnership owned jointly by Kerr-McGee Corp. and the National Farmers Union Development Corp., considered it imperative that the shafts be sunk and equipped as soon as possible and that the mine be developed sufficiently to insure a constant ore feed to the mill when the unit was placed on stream. After examining the alternative sinking techniques available to it, the company decided to accept a proposal by Big Hole Drillers, Inc., to drill the shaft from the surface through various formations of sandstones, siltstone, shales, anhydrite, limestones, dolomite and salts to the potash ore zone.
