SINCE the sixties, Utah has been one of the leading metal mining states of the Union. During the last fifteen years its mines have supported the largest smelting center in the world. Its rank as a metal producing state is reflected by its 1924 production which had a value in excess of $65,000,000 making it the leading silver producing state, third in both copper and lead and sixth in gold production. During the past year, metallurgical developments for the recovery of zinc contained in lead ores has made rapid progress so that the future zinc output will be of substantial importance. The largest silver mines of the nation and the world's largest open cut copper mine are within its borders. DURING the early years of Homestake operations, shaft signaling from the cage tenders to the hoisting engineers was done by mechanical means. Small steel cables or jointed steel rods were suspended in the shaft compartments and counterbalanced with weights or springs. These cables or rod strings were connected to the mechanically operated gongs at the engineers' stations by means of bell cranks and steel wires. The system was simple and economical and served the purpose well until the mine reached a depth of 1000 ft., then the system became slow and cumbersome and required a considerable amount of muscular effort to operate it with much speed, because of the inertia of the heavy moving parts. The mechanical signaling was superseded by a simple electrical system consisting of a single pair of wires in steel conduit for each shaft compartment. In the shaft at each station a pull switch was connected to the wires. The switches were operated by means of bell cords, which extended from station to station. This electrical system was a great improvement over the mechanical one, but it had one serious drawback, which also applied to the older system; namely, the engineer did not know where a signal originated. Later on this signaling was improved to overcome this drawback, and to give the engineer a positive indication of a signal's origin. In this system a separate return wire from each pull switch is carried to an annunciator at the engineer's station, where it indicates the signal's origin. While the annunciator system used by Homestake is very safe and reliable, it has the inherent drawback of all wire-connected systems in that it is impossible to send a signal from a moving cage. A number of years ago Homestake became interested in the possibility of using some sort of radio transmission for shaft signaling. The company did much experimental work with purely radio signal transmission, but no practical way was discovered to use radio transmission in a mine shaft for signaling to or from a cage. Therefore, all efforts were directed to devising a practical way of using the hoisting rope as part of the circuit. It was realized that the return circuit from the rope would need to be through electrostatic coupling between the cage and the earth or ground sides of the shaft, because the guides would not always be wet enough to make possible good electrical contact between the cage and earth, therefore relatively high-frequency alternating current was chosen as the medium of transmission. Soon a practical system was developed for transmitting an electric current from a moving cage over an electric circuit of which the hoisting rope was a part. Among a host of challenges dictated by the explosively developing scientific and technical revolution, the improvement of control and management is one of the most essential problems. This problem is also of far-reaching importance for the oil and gas industries. An oil and gas extracting complex is an involved multilink system characterized by a great number of elements and by intricate interconnections between these elements. Of paramount importance for these systems is the quality of control. Any deviation of the control from the optimum reduces the effectiveness of the system and deteriorates its basic technical and economic factors. In case of large systems, even a relatively small deviation from the optimum may result in considerable material and power losses. Optimization of control of large production systems is therefore one of the basic means to enhance their effectiveness. The present paper discusses a development control problem for a multilayer gas deposit using the method of simultaneous exploitation of several strata by means of a single well. The optimum control is achieved by determining the dynamics of changes in the number of producing wells in a reservoir with regard to the depth of occurrence of these reservoirs as well as the difference in the time of introduction of the wells from drilling and their transfer to another reservoir. A mathematical model was constructed for the problem under consideration and a method was given to solve this problem. The problem was dealt with under the assumption that either each of the reservoirs or a part of them have vertically overlying areas and that there is no hydrodynamic interference between the horizons. WHEN the War Production Board issued its order which will end the use of iron and steel in more than 400 familiar civilian articles, the list of those products formed a fascinating and homeric catalogue of the things we use. Articles for which iron and steel may not be used after a 90-day "tapering-off" period are as workaday as office machinery and as frivolous as cocktail shakers. Mostly they are smaller items-the smallest probably are phonograph needles but in the aggregate they will save tremendous quantities of the metal most needed to win the war. In total war there are no trifles. Interesting proof of this lies in the fact that by eliminating manufacture of blackhead squeezers we shall save 110,000 lb. of steel a year. Out of this steel we might have made four 155-mm. field pieces. We might have made a thousand 3-in. trench mortars, 4400 0.30-caliber machine guns, 55 16-in. shells, 110 200-lb. aerial bombs, or three 15-ton tanks with something left over to arm them.

BECKETT, Globe, Ariz.).-The mining of large orebodies has in the last few years been such a big factor in the copper output of this State, and, in fact, of the whole country, I feel that we should have some valuable discussion this evening on the various mining methods described in the papers which are to be read; and I hope you will start a discussion on Mr. Deane's paper. J. A. EDE, La Salle, Ill.-I would like to ask whether, the timbers being left in, they have any fires owing to that fact? E. G. DEANE.-No, we do not. The timbers in the mat seem to lose life. I cannot tell you exactly what change takes place, but they do not burn readily. There is undoubtedly a chemical change in them-a change that makes them lose all strength. I , spoke of the strength of the sills. When we first started, we put in 4 by 8 sills, but those sills had no more strength in 6 months than a 2-in. plank would have. .J. P. Several years ago, it was decided to experiment with the use of high-pressure water to bring in finger hangups and reduce the amount of secondary blasting necessary. It was argued that the velocity effect of the high-pressure water would bring down hangups without unduly wetting the ore. Water under a head of about 550 ft. was installed in certain slusher drifts. Ordinary ¾ in. water hose, with a nozzle opening of % in., was used, and water was impinged on the fines under a hangup. Results were excellent. About half the total number of hangups were brought in with high-pressure water without blasting and the cost of this part of the slushing operation was reduced about 50 per cent. Operations were speeded up, dust counts and safety hazards were reduced, and a more desirable working place was secured. The additional water added to the ore was under one per cent and caused no inconvenience in slushing, haulage, or crushing operations. Usually the ore would absorb all of the water, so that none of it would enter the loading drifts. The entire mine, developed by slusher drifts, is being equipped with high-pressure water. Heating Mine by Compressor Cooling Water Several years ago, the problem of heating certain sections of the mine during freezing weather became important. It was calculated that there was sufficient heat in the compressor cooling water to heat the incoming ventilating air current to above freezing, if such heat could be transferred from the water to the air. All schemes of radiation from pipe were rejected as too cumbersome, costly and impractical. It was thought that by spraying the heated water from the compressor cooling system into the incoming air, a satisfactory heat exchange could be accomplished. The only objection was that the sprayed water would freeze and might fill the air-intake drift. However, when water at about 75° to 80°F. was sprayed at the rate of 200 gal. per minute through a bank of sprays into the incoming and freezing air current, this air was thereby heated to above freezing; and although some ice was built up in the air drift, the amount was not objectionable. Occasionally the built-up ice was picked down into the outgoing water stream, which removed it. The entire south and westerly parts of the mine were prevented from freezing. Concreting for Hangups Considerable trouble was experienced in securing hangups of fine ore in slusher fingers that needed repairing. Regular methods of timbering were unsatisfactory. Now, a slab of concrete is poured over the top of the muck by Pumperete machine, almost filling a finger, which gives a satisfactory slab to work under for making the needed repairs. PRIOR to 1908 the oil production in the State of California, had been almost entirely a heavy fuel, oil, with a high flash point, hut changed within a-short period to a large percentage of refining oil with a low flash, by reason of the coming in of the Santa Maria field, the Midway field, and the increased production of the Fullerton field. INTRODUCTION This introductory paper presents a description and definition of what the finance function is and what it specifically means for the mining industry. In its simplest terms, finance is, "management of money matters". As an area within the discipline of business administration it draws heavily on the related fields of economics and accounting, and to a lesser extent on marketing and production. MINING FINANCE DEFINED In preparing to write about what finance means to the mining industry, I asked a number of mining people the question, "What does mining finance mean to you?" Most responded that mining finance was "How a company borrowed money for mine development", and perhaps half those questioned included "raising equity" in the definition. It is not surprising that the mining industry concept of finance is the providing of funds needed for the objectives of the business, for that was once a view shared by authorities in the field of business administration. Further, it is certainly the area where much of the emphasis has been placed in the past ten to fifteen years as the industry struggled with the development of more remote and more refractory or lower-grade orebodies while profitability and internal cash flow were below expectations. No wonder project finance became such a popular topic. Twenty years ago it is probable that the emphasis would have been on mine valuation, for that subject was the area of finance then most often examined in industry publications. Papers concerning the pros and cons of payback, internal rate of return, and discounted cash flow appeared regularly. Let's examine the following situations, each the result of a financial decision: - Funding the exploration program in a developing country was accomplished by buying the next six-months budget needs in local currency. One week later the currency devalued 30 percent. If the purchase had been delayed or the local currency borrowed short term, a substantial saving would have been made in funding the program. - A major mining company borrows heavily to finance both expansion of its primary mining business and its entry into several new industry segments. When markets for all of the commodities it produces turn down for a prolonged period, there is concern over the adequacy of cashflow to cover debt service in addition to other company needs. The company's financial officers, however, had arranged very large committed credit facilities from numerous financial institutions which assured the availability of funds for several years. This enabled the company to implement a strategy to conserve cash, sell assets and survive until conditions improved. Further, short term suppliers of credit also were comfortable with the assurance that longer term credit was there to support them. -A medium size mining company financed several mines independently with limited obligations on the part of the parent company. The company decided to refinance the operations under one agreement. More flexible terms, lower interest cost and a longer tenor financing were achieved in return for assuming the risk as a direct obligor. - The exploration and development group of a large mining company proposes to develop a new mine in a country in which the company does not presently operate. GRAIN boundary sliding plays a part in the high-temperature deformation of polycrystalline solids, and many investigations1-11 have been carried out to determine the deformation contributed by this mechanism. The principal method employed has been to measure one of the components of the grain boundary displacement, see Fig. 1, at a large number of boundaries, and from the mean value so obtained to calculate the elongation contributed by sliding. A formula connecting these mean values and the elongation contributed is evidently required, and many have been derived. They are usually of the form where Egh is the tensile elongation contributed by sliding, is the mean value of the component, x, N is the mean number of grain boundaries intersecting a line of unit length, and K is a dimensionless parameter known as the averaging factor. Table I summarizes the equations used by various investigators. Examination of these shows that their derivations usually involve doubtful assumptions, and are often in serious error. The purpose of this note is to point out that rigorous solutions to the problem of calculating Egb from x have been available in the literature for some years.' Since this is so little known, and also the original derivations do not make some important points clear, it is proposed to rederive the basic equations. These will be extended further, and the conditions in which the extended equations may be applied will be indicated. The mean values of the components of the sliding vector (I, d, and I:, Fig. 1) will depend on the method by which boundaries are sampled in order to make measurements.3,11 Boundaries are usually sampled by marker lines parallel to the stress axis, or lines perpendicular to the stress axis, the measurement being made at the point where the marker line intercepts the boundary. We will denote the mean values determined by these various sampling methods as follows. lT, dT and vT are mean values obtained by making measurements at pointswhere a transverse line intercepts the boundary while lL, dL, and vl, are the mean values from a longitudinal line. The number of boundaries per unit length also may depend on the direction of measurement, and so we define NT and Nl to be the number of boundaries per unit length, after creep, in the transverse and longitudinal directions, respectively.

Coal treatment by oil spraying receives special attention at the Georgetown plant for the dividends it pays in satisfying present customers and attracting new markets. Customer satisfaction requires care, quality control, and use of suitable oils. REPRESENTED here are the ideas and varied experiences of many people in the Hanna Coal CO. who have helped develop, over a number of years, an efficient and flexible method for spraying controlled amounts of oil on coal. Since the Georgetown preparation plant began operations early in 1951, oil treatment of coal has received special attention. It is believed that oil treating will satisfy present customers and also attract new markets. The first step in developing the new method of oil spraying was the construction of a dust cabinet for testing 50-lb samples of treated coal with the available oil sprays on the market. Tests results were tabulated for both indoor and outdoor storage. The graph, Fig. 1, shows results of the original tests made with a 700-sec residual blend and a 500-sec lubricating oil on Georgetown stoker coal of 1¼x3/8-in. size.* The advantages of better price, improperly blended can raise havoc. Some.,pale oils also, although odorless when delivered, give off a sweet sickening odor when atomized under pressure. It is recommended that all products be tested before they are used. There is a specific place for all spraying oils. For example, at a power plant a severe dust condition exists around the stockpile area and in parts of the plant. The cheapest spraying oil made, regardless of odor, will do an excellent job in this case and will save the company 3 to 5c per gal or more. Domestic trade, on the other hand, must be carefully handled to prevent complaints about odor, and the only way to do this is to stay with the proved products after the odor tests have been made. The preparation plant at Georgetown has facilities to handle either tank car or tank truck deliveries. Steam is available at the unloading point if the weather is severe, and there is an indicator at the unloading point to prevent overflowing the 20,000-gal underground storage tank. Systematic test samples are removed from each delivery and sent to the lubrication engineer to insure quality control. Fig. 3 illustrates the chutes in which smaller sizes of coal are treated. Fig. 4 shows the entire spraying system. Buried in the ground is a 20,000-gal tank with immersion heaters grouped around the feeder line to insure adequate gravity flow to the pump under all conditions of weather. Oil flows to a 500-gal preheating tank where the temperature is kept about 150°F by six 1½-kw immersion heaters thermostatically controlled. Hot oil is fed through a self-cleaning disc-type filter to the hydraulic pump. Valves and piping make it possible to transfer oil from one tank to another or to drain the lines for maintenance purposes. All this equipment is below ground level in a covered pump room,

The fundamental problem in rock mechanics is accounting for the discontinuous and anisotropic nature of the jointed rock mass. It is this problem that makes rock mechanics distinct from the mechanics of steel, glass, or concrete. Existing mathematical models explain much of the behavior of rock cores in the laboratory but, in civil engineering at least, the rocks that matter are the ones that are already broken. On the other hand, the basically descriptive methods now used in engineering geology do not lend themselves easily to mathematical analysis. A set of indices of geological properties related to the strength and deformation characteristics of jointed rock is needed. Like the index properties used in soil mechanics these will probably not have precise mathematical meaning, but once correlations are established with large scale tests they can form a basis for the transfer of test results, obtained in one area under one set of conditions, to the prediction of rock behavior in another area under another set of conditions. Indices of rock properties are even more important in rock mechanics than in soil mechanics as the cost of testing is much higher. To be useful, these indices must be easily and quickly measured and give reproducible results when measurements are made by different people. In this paper the word "joint" means all naturally occurring rock fractures with less than 3 in. of clay or other soft coating material. Moderate but substantive gains were recorded in 1972 in the minerals processing industry. In the area of mill design, a number of large plants under construction during the past two to three years were tuned up and went into production. The application of operating controls has also made some significant strides. Progress here has been made in the areas of on-stream particle size analysis, on-stream x-ray analysis, slurry transportation, tripper control, flotation reagent control and digital control of grinding circuits. The major contributions to improved equipment are coming from smaller specialized equipment makers.
