ALTHOUGH surveying at mining properties is fundamentally the same regardless of the method of mining, at Climax, due to the nature of the ground, the policy of advance development work, and extremes in climatic conditions, surveying practice has had to be revised to meet the specialized conditions of this particular type of mining operation. The company's mine is one of the largest underground properties in the United States. It has proved ore reserves of 275,000,000 tons, 60,000,000 tons of which have been broken. To date, 109,000 ft. of development drifting have been driven, as well as 40,926 ft. of development raising, 10,000 ft. of ventilation drifting and raising, 16,000 ft. of exploration drifting, and 206,000 ft. of diamond drilling. Normal production varies between 1.2,000 and 15,000 tons daily. Development work proceeds at a rate of 11/2 tons developed for every ton milled and with a development of 18,000 to 20,000 tons per day, the following crew is required to take care of mine and surface engineering

THE copper industry operated at high capacity throughout 1947, with no serious tie-ups in operation as was the case in 1946, when almost the entire industry was shut down by a four-month strike. Refined copper production in the United States averaged 94,250 tons for the first eleven months and deliveries to domestic consumers, including foreign copper for domestic consumption, averaged 114,000 tons per month. On April 29 the import duty of 4d per lb was suspended until March 31, 1949. Copper prices fluctuated considerably for a short time thereafter. Over the year the price of domestic electrolytic copper at refineries on the Atlantic seaboard advanced from 19.225¢ on Jan. 2 to 21.200d on Dec. 24.

ALTHOUGH the stocks of Lake Superior iron ore on dock or at furnaces at the beginning of the year were about 6,000,000 tons less than at the beginning of 1938, the steel industry was operating at only 52 1/2 per cent of capacity and continued at approximately this rate to about Aug. 1. Consequently the iron mines in the Lake Superior district during the winter and spring period were almost all on a curtailed production basis, governed mostly by the needs of the communities rather than by anticipation of ore demands. Many of these properties gave extra employment by prosecuting heavy strip- ping programs, and the underground mines by shaft sinking and rock development. All underground mines re- turned to full operation in September, mostly two-shift, five days per week. A few operated the sixth day. The ship- ping schedules were increased so that the actual delivery for the year exceeded early expectations by about 20 per cent. Final Lake shipments were slightly in excess of 45,000,000 gross tons.

When lime and magnesia are used as fluxes in the smelting of titaniferous ores fluid, digestible slags low in iron oxide and high in titanium dioxide are produced. The mineral phases present in such slags are (Fe,Mg)O.2TiO2, CaTiO3, and minor amounts of silicate glass (or its devitrification products). The flux additions are added to the ore in relative amounts to crystallize a ratio of (Fe,Mg)O.2TiO2 to CaTiO2, of near the eutectic proportions of 60 pct (Fe,Mg)0.2TiO2 and 40 pct CaTiO3. FeO-Ti02 (ilmenite) remains present in the slag until the FeO content is reduced to approximately 8 pct. Op- timum slag composition is obtained by reducing the FeO content to between 2 and 6 pct. Continued reduction shifts he (Fe,Mg) 0.2Ti02 to oxygen deficient structures classified as MgTi30e and MgTi204. Further reduction yields titanium oxycarbides and freezes the melts.

IN ATTEMPTING to summarize briefly the reconstruction of the Hecla plant since the fire, three important facts must be held in mind; namely: a hurry-up job with the shadow of an insurance company in the background; restriction of working space in the narrow Burke Canyon; and building two-thirds of the plant on a filled area. Construction work was carried on without interruption through the winter season. These adverse conditions have contributed many obstacles not ordinarily encountered in mining work. The first problems immediately after the fire were organization and policy; the-former to create an efficient construction crew out of a mining organization; the latter to determine the type and extent of surface plant to be built. The new crew was organized from a nucleus of mine employees, 25 per cent. of the old crew remaining for construction work. Permanent fireproof buildings were decided upon, the general arrangement of the new plant to be similar to the old one as far as possible, at the same time enlarging it 100 per cent. in anticipation of the demands which would be made upon it when the Star Mine began operating. Cleaning up the wreckage was a big job, the extent of which is indicated by the fact that 30 carloads of scrap iron and steel were moved off the property. In re-establishing transportation facilities at the plant, a previous disadvantage of a steep grade on the high line was obviated by excavating 1600 yd. of solid rock; the fire having destroyed all town buildings below, made this work possible.

ALLOYS with a dispersed second phase in a metallic matrix are generally much stronger than the matrix itself. Plastic deformation in dispersion-strengthened alloys is usually confined to the matrix phase when recovery processes are active, while in the absence of recovery both phases may yield.' The alloy system studied in the present research was WC-12 wt pct Co and consisted of noncoherent WC particles dispersed in the cobalt matrix. Some particle-to-particle contact existed but not enough to produce a continuous WC skeleton. The microstruc-ture of the WC particles was characterized by very straight edges, forming a trapezoidal shape in any plane of polish. Previous investigations with WC-Co alloys at room temperature have shown that fracture of the WC particles occurs in transverse rupture testing.' Room-temperature slip was reported for WC particles after indentation for hardness measurements.3 Elevated-temperature deformation of WC particles in a WC-12 pct Co alloy was suggested by recent electron microscope studies of specimens deformed at 900' to 1000°C.4 In highly deformed alloys, the WC edges were serrated in contrast to the usual straight or smooth appearance. WC-12 pct Co and WC-15 pct Co alloys have been previously studied under elevated-temperature com-pressive-creep conditions by the present authors. Electron microscope studies of two-stage replicas from deformed specimens showed no evidence of slip or fracture of the WC particles. These specimens were brought to temperature and allowed to equilibrate prior to the application of the creep load. It was believed that the load-application rate, a crosshead speed of 0.005 in. per min on an Instron universal testing machine, was sufficiently low that recovery within the cobalt matrix was sufficient to limit the deformation to this matrix. A series of experiments was performed to evaluate the influence of loading rate on the deformation of WC-Co alloys. A WC-12 pct Co alloy was selected for these determinations. The average WC particle size was 4.45 p with an average linear separation between particles of 0.59 p. The selected temperature was 800°C and was monitored with a Chromel-Alumel thermocouple attached to the specimen. Testing was conducted in an argon-atmosphere chamber to prevent oxidation of the WC-Co specimens. This chamber was mounted on an Instron universal testing machine equipped to apply the load at a fixed rate. Each specimen was loaded to 110,000 psi compression stress at 0.05 and 0.5 in. per min. The loading rate was monitored prior to insertion of the test chamber and was found to be almost precisely the nominal rate selected. The specimens were raised to temperature and held to equilibrate with the surroundings, and then the load was applied and held for 4 hr to duplicate the exposure time utilized for the creep specimens. The time to reach full load at a crosshead speed of 0.005 in. per min was some 500 sec and was reduced to 50 and 5 sec as the loading rate was increased to 0.05 and 0.5 in, per min, respectively. The model developed by Ansell,' when recovery processes do not occur, considers that fracture or deformation of the dispersed particles is necessary to relieve back stresses on dislocation sources and allow dislocations piled up against particles to sweep out in the matrix to cause plastic deformation; he further states that, even at elevated temperatures, the dispersed-particle deformation is necessary for yielding in the absence of recovery. For the case of straight dislocation segments piled up against a straight barrier, such as the straight-sided WC particles, the shear stress, 7 exerted on a particle is: where h is the spacing between particles (0.59 p), a is the applied stress (110,000 psi), p, is the shear modulus of the matrix (6.7 X lo6 psi at 80O°C), and b is the Burgers vector of the matrix dislocation. IN a previous study1 of the effect of heating com-mercial titanium in air on its subsequent friction coefficient against other metals, as well as itself, it was found that the friction coefficient markedly decreased from a value of about 0.7 to about 0.3. A tentative explanation was given that surfaces normally produced at room temperature are not contaminated sufficiently to prevent seizing or welding of the titanium to the softer mating metals. The latter tend to cleanse themselves during rubbing over the harder titanium. It was thought that the lack of a contaminant protective film on the titanium was due to the high solubility of titanium for oxygen and nitrogen and hence an inability to form a contaminant oxide or nitride. This explanation requires the ratio of the surface absorption rate to the diffusion rate to become much lower at room temperature than it is at high temperatures. In order to check the phenomenon further, commercial titanium specimens were nitrided or oxidized at 800°C for 20 hr in flows of prepurified N2 and 01, respectively, at about 1/2 in. H2O above atmospheric pressure. Friction runs were made in argon using a freshly cut copper hemisphere (cut in argon) on surfaces cut successively into the diffusion layers in the titanium (cut in argon) using the techniques described in a previous publication.' DPH values (100 gram load) were made as a function of depth into the diffusion layer using a Tukon tester. Also, micrographs were taken at separate cross sections to indicate the diffusion layers. The results obtained are presented in Figs. 1 and 2, which show the "static" friction coefficient vs hardness for the nitrided and oxidized specimens, respectively. A separate measurement of the friction coefficient of clean copper vs iodide titanium also was made. From results reported in the literature' giving the oxygen and nitrogen contents as functions of the hardness, cross plots were made showing the friction coefficients as functions of the amount of interstitial solute. These plots are given in Figs. 3 and 4. From micrographs of the diffusion layers and the phase diagrams, it was deduced that the data in Figs. l through 4 correspond to the single phase a region. The points observed on the compound regions have been excluded from the figures. It is apparent that nitrogen or oxygen in solution in the a titanium markedly affects the friction coefficient against a softer mating metal. Discussion of Results These results are extremely interesting from both a practical and theoretical viewpoint. The theoretical implications will be discussed first. According to Bowden, the friction coefficient should be given to a good approximation by the relation where a is the fraction of contact area that has welded, a is the shear strength of weaker component, and H is the hardness of softer component. Using this relation alone, it is difficult to understand the results because none of the terms should be affected by a variation in the oxygen or nitrogen content of the harder and stronger metal, titanium. Even if the ratio of S/H for titanium is used in Eq. 1, the ratio has been shown to be independent of oxy-gen or nitrogen content.' If a more rigorous equa-tion is used combining Eq. 1 and a result given pre-viously" for the case where welding is absent, then the relation obtained is µ = a S/H + (1-a) a W aß/H where a is constant and Waß is the work of adhesion between the two metals comprising the friction couple. This relation states that if a is less than 1/2 or so, variation in the work of adhesion Waß between copper and the titanium should affect the friction coefficient markedly. It is reasonable to expect that the work of adhesion will depend on the oxygen or nitrogen content of the titanium. A GEOLOGIST --one versed in geology, the science which treats of the history of the earth and its life, especially as recorded in the rocks; that is Webster's definition. William Embry Wrather-one of the country's foremost geologists who heads the U. S. Geological Survey; this is the 1948 President of the Institute. He has studied the geology of areas on the face of the earth as far-flung as Texas and the Balkans, and now heads the world's largest staff of geologists. Vital statistics on Dr. Wrather would show his place of birth as Brandenburg, Ky., the year 1883. He will celebrate his threescore and five years of full living the twentieth of this month. As is usual in biographical sketches of this nature, the formative years of youth, and in many ways the most important years of one's life (since professional tendencies as well as many important personal decisions are evidenced before the teens are left behind) are passed over with the mere fact noted that a degree was earned at such and such educational institution. And so we note that Dr. Wrather received his Ph.B. degree at the University of Chicago in 1907, and followed up that degree with two years of graduate study.

DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.

THE practice of fine-grinding is now being so successfully - carried on in some fields, notably in West Australia, and its advisability has been so frequently pointed out' that the matter in this paper is not put forward as being new ; its chief object being to call attention to the importance of fine-grinding in the treatment of comparatively low-grade ores. I have been engaged during the last five years in the cyanide-treatment of ores in the Ohinemuri district (North Island), New Zealand, and I consider that, in the near future, extremely fine-grinding (almost sliming) will become a very important feature of the milling-methods in this field, since it seems absolutely necessary to reduce the most of ores to a very fine state of division if a high extraction is to be obtained; and, in most cases, the extra percentage of saving will leave a good margin above the increased cost of treatment due both to the fine-grinding and to the interest on the capital spent for the grinding-machinery. The average ore of the Ohinemuri field is composed of a quartz-gangue with some calcite, carrying the gold-value in the form of an alloy of gold and silver in about equal proportions, and the silver-value in the form of mixed sulphides of silver, usually associated with a considerable amount of iron pyrites. In the upper levels, the ores are decomposed and carry large quantities of black manganese oxide and some iron oxide, but, as. depth is reached, the decomposed ore gives place to sulphides and, in some mines, rhodonite, manganese silicate, is present in fairly large quantities. Although the pressure to meet the heavy demand for lead still took precedence over new metallurgical developments in the field of roasting, smelting, and refining of lead in 1948 there nevertheless has been considerable activity in the experimental development of new processes and improvements as well as plans for the modernization of many plants both here and abroad. Increasing labor and material costs have stimulated the trend to greater mechanization, revamping of flow sheets, and construction of larger units wherever possible. Although there have been many serious labor stoppages in the United States, Mexico, and Europe, labor supply has improved in most plants even if it has fallen off in efficiency.

DURING late years, the proportion of beileficiated iron ore shipped from the Lake Superior District has increased very rapidly. By benefication is meant washing, screening, drying, sintering or any process by which the grade or structure of the crude ore is improved before shipment. In 1915, only 3,000,- 000 tons, or 9 per cent, of t6e total Minnesota shipment was beneficiated ore, compared with 13,500,000 tons, or 35 per cent, of the total Minnesota shipment in 1925. This increase is, of course, due to the fact that iron and steel can be made more cheaply after beneficiating these ores than they could have been had these ores not been so treated. Fundamentally, however, several causes contribute to the necessity for beneficiating iron ores, such as depletion of the reserves of high-grade ores, the iron ore leasing systems and taxation methods and, at the smelting plants, a better understanding of blast-furnace operations, increased operating costs and increased sulfur content of blast-furnace coke. As economic conditions change, it is by no means certain that the proportion of beneficiated ore shipped each year is going to continue to increase. Undoubtedly some of the beneficiation operations are not economically sound at the present time and what the future has in store for the iron ore industry is problematical. Generally speaking, the cost of fuel for blast-furnace operations will increase as time goes on and in order to continue to produce cheap iron and steel, some of the other costs must be lowered. Freight and labor rates probably can- not be reduced. The cost of producing iron ore cannot be reduced much below the present price. It therefore appears that the best opportunity for maintaining iron and steel prices at their present level in spite of in- creased costs of labor and raw materials is to use. less or cheaper raw materials. This, of course, contemplates an improvement in metallurgical processes all along the line and, as a matter of fact, we can confidently expect these improvements because scientific investigations will undoubtedly be even more productive in the future than they have been in the past.

MINE safety is of the utmost importance to all operators and most operations have a safety organization, or safety inspector, whose job it is to be continually on the alert to detect and correct the hazards of mine operation. Reports from the Bureau of Mines show that next to roof falls, gas presents the greatest hazard in mining. The Bureau of Mines Information Circular 6680 shows that 162 explosions occurred in the United States during the five-year period ending June 30, 1932. Deaths resulting from these explosions amounted to 984, with a great many disabled and disfigured. A fatality rate of 6.07 persons shows the ex¬treme severity of this hazard to the industry. Various mine appliance companies have put on the market instruments for methane detection, which record in direct percentages the amount of methane present in the atmosphere. Unfortunately, few mining companies are using these instruments, however. Those available include the Burrell methane detector, the Wolf, the Martienssen, the Mine Safety Appliance detector, and the Union Carbide Company methane detector, which last I have used extensively in making mine inspections.

On the part of the men I venture to interpret the character of your greeting, not only as a recognition of the position to which you have been good enough to elect me, but also as an expression of your friendly attitude. However, I cannot pass over the tribute of the ladies so casually: Nor does it seem possible to do justice to my sentiments in addressing them collectively. I would feel more equal to the task if I could have the opportunity to talk to them singly, in doing which I know I may count upon their good sportsmanship not to compare notes. There has been some discussion between Mr. Kelly and myself as to our respective duties on this occasion: The precedents are not clear as to whether the retiring or the incoming president is expected to speak at length. Mr. Kelly's argument was that as the incoming president confines himself to promises for the future his field is a broad one and his opportunities for extending his remarks correspondingly unlimited.

Postscript to the paper read by Prof. William P. Blake at the Lake Superior meeting, September, 1904. POSTSCRIPT.*-Since the publication of my paper upon the blackening of the surface of rocks in desert regions, I have noted that similar views of the origin of superficial discoloration in the case of certain rocks from the Salt Lake basin of Utah have been expressed by Prof. George P. Merrill. In the pamphlet, he described the brown-coated weathered boulders from Tooele county, reaching the conclusion that the discoloration was due to the solution of the manganese and iron compounds 'in the interior of the boulder, while they were in the water, and the gradual bringing of this material to the surface through capillarity and its oxidation when exposed.

PRODUCING more steel without major capital investment in new plants is one of the most perplexing difficulties which confront the nation's postwar steel industry. The lack of scrap at a reasonable price results in an especially heavy pressure being brought to bear on the pig-iron production facilities which consist of 245 blast furnaces scattered throughout the country but concentrated most heavily in the Pittsburgh-Chicago area. Present demands exceed the total optimum output of these existing blast-furnace plants. Management hesitates to authorize erection of new plants on a scale sufficient to satisfy 'the demand for pig iron for two main reasons: first, extensive building under the present high costs of construction would greatly increase . the over-all capital investment per ton of iron capacity; and, second, the amount of steel necessary for a major construction program would upset the already tight supply-demand situation. The answer to the problem would then seem to be the development and application of a method which would increase the capacity of existing blast furnaces with a minimum of alterations and expense. Experiments consisting of operating a blast furnace at higher-than-normal top pressures, as proposed by Arthur D. Little, Inc., were carried out by the Republic Steel Corp. initially during World War II, and much more extensively during the past twenty months. The results of the Republics trials indicate that pressure blowing is a solution to the problem of increasing pig-iron capacity without necessitating major changes to existing equipment.

DEFINITE data on the amplitude and effect of ground movement in specific mineral formations, caused by various methods used in the mining of ores, coal, and nonmetals, or in the extraction through wells of petroleum, sulphur, and soluble salts, are increasingly needed because of legal liabilities from damage to overlying or adjacent properties, and growing concern as to the conservation of national mineral resources. Not since the committee was established in 1923 has it been so difficult to get technical papers giving ground movement and subsidence data from specific mine operators. The reasons given, as above indicated, are pending or threatening lawsuits. There are three major objectives in ground movement and subsidence studies : (1) Maximum recovery of a mineral resource. (2) Minimizing damage to surface structures, highways, railroads, and agricultural lands caused by caving or subsidence, which may in some situations, as along the Gulf of Mexico shore, cause flooding by surface waters. (3) Lessening damage to overlying or adjacent mineral by back-filling of mine excavations as completely as possible.

MINING geology, both theoretical and practical, continued to make noteworthy progress during 1938. Mining companies generally, stimulated especially by the improvement in economic conditions during the latter part of the year, extended their workings and developed new ore bodies. Federal and state surveys expanded their search for favorable localities and actual ore bodies, with corresponding enlargement of regional knowledge. Theoretical investigations covered geochemistry of ore deposition, structural control of mineralization, and mineralogy of the ores (chiefly aided by the microscope). More geochemical work is greatly needed: ore searching is still too purely empirical, based on features that have been recognized else- where.
