Financial markets are subject to constant change and project finance, as a product within these markets, adapts and will continue to adapt with those changes. A meaningful discussion of these adaptations requires an understanding of differences between non-, limited and full recourse project finance. The reasons sponsors seek and lenders provide project finance are also pertinent in this context. Arranging a project, financing package can be a canplex and time consuming task. An important first step is choosing the right advisor for the assignment and then structuring and tailoring the financing before approaching prospective lenders. The last thirty years has seen changes in the needs of sponsors and the ability of lenders to meet them. These shifts in preference may well be a guide to the future. Several major project financings successfully canpleted in Australia in the last few years and more recent examples are broadly discussed. Project finance will be keenly sought in the future and the form and nature it takes will continue to vary.

Methane predrainage from coal seams in the Western Area of the U.K. has been practiced over the past decade. The differing reasons for the practice include the controlling of gas emission rates in coal headings required to win out coal faces and also the need to control the gas emission rates in the roadways of retreat faces in order to comply with the statutory requirements. There are some similarities with predrainage experience in the Bulli Seam NSW. The several case studies highlight the varying conditions in the Western Area coalfield where the use of predrainage was Required.

Ballarat Goldfields NL is developing an exploration decline at Ballarat East using a Mitsui Miike S-125 roadheader. To-date, 530 in of advance has been achieved at an average rate of 16.1 m/week. Roadheader availability has averaged 94.3 per cent, and pick consumption has averaged 0.016 per m. Ground support has involved pattern rockbolting with split sets, 100 mm thick fibre reinforced shotcrete, and steel sets as required. The slower than expected advance rate has mainly been due to difficult ground conditions. It is expected that a further 970 in of decline will be mechanically excavated before a drill and blast system becomes more economical.

Geotechnical investictations and monitoring have been integral to development of the Porgera Gold Mine. The steep, unstable terrain has required a program for monitoring of slopes and foundations which includes survey stations, borehole inclinometers and piezometers. Case studies of the Maip Pass landslide, Yakatabari land-slide, Anawe Plant Site CIP pond excavation and batter, and a load test study for mine waste dumps are presented.Monitoring is needed to ensure that geotechnical risk is kept to a minimum. A vigilant program will be required for the life of the mine.

In January 1989, Western Mining Corporation (WMC) acquired the Perseverance and Rocky's Reward orebodies and associated infrastructure from the Agnew Mining Company (AMC). AMC had closed the operation in August 1986 and it had been on care and maintenance since that time. To return the operation to full production as quickly as possible it was planned to mine the Rocky's Reward orebody by opencut mining and treat this ore whilst the underground Perseverance workings were rehabilitated. Removal of overburden from Rocky's Reward thus commenced immediately with a target of April 1989 for delivery of the first ore to the concentrator. Extensive rehabilitation and upgrading of the concentrator commenced in late January, and continued in stages for an 18 month period. The first stage consisted of overhauling all existing equipment and completing a crusher upgrade commenced by AMC prior to the mine closure. During this period, it was necessary to recruit a workforce and re-establish all the required support structure. In late April the plant commenced commissioning trials on mullock. The first ore was crushed on the 11th May 1989 and concentrate produced the following day. From May 1989 to June 1990 the plant was producing nickel concentrate whilst further upgrading continued. During this period, the flotation capacity was tripled by installation of a bank of eight Wemco 144L flotation cells in rougher-scavenger duties and two 12 metre by 2 metre diameter columns in cleaning duties. The existing vacuum drum filters were replaced by two Larox PF32 pressure filters, eliminating the need for solar drying and allowing the flash drier to be fed direct from the filters. These, along with a major borefield expansion and further work to the crusher increased the nominal plant capacity from 600,000 to 1,000,000 t/yr. The plant achieved the 1,000,000 t/yr rate in April 1990.

A new gold cyanidation assay technique has been proven for a range of ores, where it has demonstrated benefits of being: ò Accurate (reduces the typical range of assay scatter almost three-fold, and avoids common fire assay interferences). ò Fast (under one hour, providing a quantum shift in space requirement and equipment utilisation each bottle roll can provide over 15 determinations per day). ò Simple (suitable for field application, no high skill or experience requirements). ò Profitable (reduced drilling, drilling time, ore misclassification and/or double handling after mining). ò Cheap (far lower cost than Fire or Aqua Regia Assays, ie LeachWELLTM costs around 10ó for a 20 g sample at 50 per cent solids, proportionately greater for larger samples eg $1 for 200 g samples which address most nugget effect problems). ò Relevant (distinguishes economic. ie cyanide-extractable gold, the only unequivocal value to use for true resource definition, mine planning and grade control). ò Robust (rough bucket chemistry of samplers does not seriously affect results). A new development is the provision of LeachWELLTM CAS, a solution, which also contains optimum cyanide and stabiliser concentrations; and offers greater: ò Safety (the dilute cyanide solutions are stabilised to avoid generating toxic HCN vapours; and present no cyanide dust or flying chips to deal with). ò Ease (a single squirt dispenses precise quantities of the entire reagent suite, avoiding multiple weighings). ò Reduction in total reagent costs. An inter-laboratory comparison on nine ore types, using two assay techniques (Fire Assay and Aqua Regia) involving 45 laboratories, has demonstrated that LeachWELLTM 60X assays for the samples tested, were equally or more reliable than typical Fire or Aqua Regia Assays. There is particularly great benefit in applying LeachWELLTM 60X assays to richer ores in comparison to Aqua Regia assays, which appear to be prone to very significant underassaying depending on individual analyst skills, and which often suffer greater nugget effects. The major impacts for heap leaching are that: ò Using the LeachWELLTM assay technique for grade control, ore of marginal grade is not accidentally discarded to waste or visa versa due to the scatter of assay data inherent in typical small charge (25 g) fire assays. ò LeachWELLTM assays very importantly report only that gold which will be recoverable in the heap, viz that which is liberated - an important factor where the coarse crush often leaves ten per cent of gold unliberated. These impacts are of particular importance for many ores (ie most of those recovered from open pit operations and at the margins of rich ore subject to slurry processing) subjected to heap leaching as the oxide zones often present major problems of nugget effects as well as mineralisation that cannot be accurately assigned through interpretation of clear structural controls.

The Asanko Gold Mine in Ghana started processing ore from the Nkran pit in January 2016 at a production nameplate of 3 Mt/a. The flowsheet is a conventional SAG, ball mill and pebble crusher (SABC) with gravity-gold and carbon-in-leach (CIL) recovery. The nameplate production was comfortably achieved within 3 months, so much so, that it was clear the SABC circuit was capable of processing more than the downstream section of the plant. Consequently, a program of de-bottlenecking was initiated to rectify volumetric capacity constraints. This program was later referred to as ‘Project 5 Million’ (t/a) or P5M. Having completed the de-bottlenecking exercise, it became evident that the SABC circuit could not reach 5 Mt/a solely on hard rock from Nkran. The new challenge was therefore to increase the capacity of the milling circuit through a focused comminution initiative that would address the following: geometallurgical treatment plan; upfront fragmentation requirements; installation of feed and mill monitoring equipment; and integration of a knowledge-based control strategy. This paper takes the reader through the various measures implemented to increase the milling rates and to create a stable/ sustainable control philosophy. The potential for iron ore in the Central African Archean belts has received much less attention by comparison to their equivalents in other cratonic regions of West Africa, South Africa, Australia and Brazil. Historically, iron ore is known to occur in South Cameroon and North Gabon with significant iron ore deposits (eg Mbalam in Cameroon, Avima in the Republic of Congo, Minkébé, Bélinga and Boka-boka in Gabon), having been the subject of geological exploration programs carried out by government institutions and exploration companies. Although the presence of strong aeromagnetic anomalies, undeniably related to the presence of greenstone belt formations, has been recognised, this study is the first attempt to assess the potential of banded iron formations (BIF) in the Northern part of the Gabonese Republic in the region between Minvoul and Minkébé (>10.000 km2). Deep lateritic weathering, inaccessible equatorial rain forest and high operational costs are some of the reasons why only limited exploration has been undertaken in the area. This work aims to improve the geological knowledge and to highlight the potential for iron ore of the eastern margin of the Ntem Complex units dated between 3.3–2.7 Ga. Field work showed a series of mafic rocks (amphibolite, anorthosite and gabbro), schist and BIF (described as itabirites in neighbouring areas). Samples from Minvoul BIF showed an extensive and deep weathering to powdery hematite revealing the presence, in thin sections, of iron oxides including magnetite, hematite and martite, primary and secondary quartz, garnet, hornblende, anthophyllite, cummingtonite and epidote. Mineral assemblages and coarse grain size suggest a metamorphic grade ranging from medium to upper amphibolite facies. The existence of known economic iron ore deposits in neighbouring regions combined with an extensive weathering enrichment process are promising factors for potential iron ore discovery in this remote area.

Because of the work of the pioneers of sampling theory, we know the principles, test work and equations to use to design sampling systems to meet targets for precision and accuracy. However, we do not see such æproperÆ systems deployed everywhere a sample is obtained around mineral processing plants. In many cases, we do not have solutions that satisfy all of the theoretical, economic and practical considerations. There are some well-known problems, such as high-volume streams with wide size distributions combined with a sparse valuable component that is heterogeneously distributed (such as gold ore SAG mill feeds). However, other difficult sampling issues are common, such as streams which vary widely over a day in flow rate and slurry density (many flotation concentrates), and loaded CIP carbon on transfer to elution. Inventory measurement issues abound, especially for leaching operations where daily inventory change is significant for metallurgical accounting. The result is that operators realise that although they issue reports daily, they do not know what is actually going on in their plant on a daily basis with sufficient confidence to quickly diagnose problems or confidently predict the benefits of potential enhancements. The industry needs practical and economic solutions that can be awarded the ætheoretically correct samplerÆ tick in order to better understand and optimise their processes.

I've talked a number of times in the past year or so to audiences like today's about culture -about thinking of it, understanding it, respecting it. So, rather than talk just yet about your laws for mining on Aboriginal land and the successes some of us and some of you have been able to achieve, I'd like to first of all talk about cul- ture as I understand it. Anyone who proposes any kind of development on Aborigi- nal land needs to have some basic understanding of what we, the traditional owners of that land, are about. Without that under- standing, you will find difficulty in coming to terms with us. Many people have experienced this difficulty and, unless we can do something about it together, many more will continue to find it.

As near surface deposits are increasingly mined out and pit widths beginto exceed the reach of practical direct-casting stripping machines, high haulage costs can make truck-shovel pre-stripping operations uneconomic. This is compounded because the rate of inflation for diesel fuel oil, lubricants, tyres, etc. exceeds the general rate of inflation. The use of conveyor transport systems, long established in terracemining operations in weak materials, e.g. engineering soils, can provide a viable haulage alternative in pre-strip operations and in some open pit settings. The paper describes the engineering requirements and basic economics of such systems.

In late 1984, Council of the Australasian Institute of Mining and Metallurgy accepted a proposal to establish a Mineral Heritage Committee. This was to be involved in matters relating to mineral heritage-its recording, its preservation, and the acknowledgement that it can be of use to the mineral industry in the future. The Committee was established to ensure that all of the disciplines of our profession were included and that, so far as possible, all of our country as well as those countries of the Southwest Pacific Basin were represented. Some work has been commenced to bring real- isation of the importance of the heritage of our mineral industry to the forefront of the commu- nity's interest. There is not a state in this country and the Southwest Pacific where the mineral industry has not at various times proved to be the basis of community development.

However, I was asked to introduce this session by dealing with matters of Prospectuses, Part B's, 3J3's, 12G's and other requirements to report. Now I find it very interesting that one of the keynote issues is whether or not one should have a panel from which one chooses the so-called expert, and this is to deal with the question of independence.

The majority of water to the Olympic Dam mine and the nearby townships of Roxby Downs and Andamooka is supplied from the Great Artesian Basin (GAB). There are no permanent local water sources available to Olympic Dam. The use of water from the Great Artesian Basin by Olympic Dam receives considerable attention by BHP Billiton and is extensively regulated by the Government of South Australia. Olympic Dam has robust business management systems in place to ensure the sustainable use of water from the GAB including ISO9001 and ISO14001 systems to deliver the targeted outcomes and obligations of the Olympic Dam Environmental Management and Monitoring Program. The management systems ensure that Olympic Dam retains accountability for its water demand from the GAB over the life of the mine. This accountability has delivered continuous improvement in water use efficiency driven by operating discipline, implementation of water saving projects, using water on a fit for purpose basis including substitution from non-GAB sources, and risk management to prevent and mitigate water supply disruptions to Olympic Dam and Roxby Downs. Since the establishment of Olympic Dam, BHP Billiton has funded a reduction in GAB water flow from bores, previously going to waste, that is greater than the annual average flow used by Olympic Dam.

is placed in a waste rock dump, which is usually later reshaped to be erosionally stable, initiate and sustain vegetation and ultimately integrate with the surrounding undisturbed landscape. However, it is unclear how this exhumed material will weather and evolve for most sites. Also, there is a lack of data on the weathering of post-mining materials. If weathering is better understood, then there is the potential to improve rehabilitation outcomes. To improve predictions of the evolution of soil properties and weathering-limited erosion, estimating the rate at which fine, transportable material is produced from the weathering of larger, non-transportable particles and the resultant fragment size distribution and how that distribution evolves over time is necessary. This study examines the weathering process for four different coalmine waste rock materials for a Bowen Basin, Queensland site. Materials obtained from various areas of the coalmine were subjected to cyclic wetting and drying and heating and cooling. Particle size distribution and other material properties were explored after each experimental cycle to ascertain how the material changes during the experimental cycles. The particle size distribution data of wet and dry cycles were used as input data in a numerical weathering model to explore the dynamics of the weathering process for each material sample. A Monte Carlo framework was employed to assess the geometry of the weathering products, weathering rate and the number of daughter particles produced within a weathering cycle. Then the SSSPAM Landscape Evolution Model was used to evaluate the influence of weathering on erosion and landscape evolution of a post mining landform. SSSPAM simulations with: (i) active weathering and (ii) without weathering were run for each material. The erosion rate and the overall landform structure were then compared between weathering and non-weathering simulations.

Iron and steel production is responsible for approximately 6.3 per cent of global anthropogenic CO2 emissions. Direct reduction of iron with hydrogen is a potential route for decarbonising the iron and steel industry. Extensive small-scale laboratory experiments have been performed to test the feasibility of hydrogen-direct reduction of iron ores sourced from diverse geographical locations. However, test results from the batch reduction of small-sample do not necessarily translate to continuous commercial-scale processes. Establishing a small-scale continuous test reactor for H2- DRI process is challenging, requiring substantial resources and investment. The limited availability of small-scale reactors that enable testing under relevant conditions has become a major obstacle for H2-DRI development, leaving a big gap between laboratory success and proof of commercial feasibility. Here, we report on the recent commissioning of a continuous counter-flow vertical shaft reactor, which has a processing capacity of 6 kg/hr iron ore pellets at up to 100 NL/min H2 flow. We believe this to currently be the largest H2-DRI facility in the Southern Hemisphere. In this talk, we will discuss the design and construction journey for this reactor, starting from the initial system design to the initial demonstration of H2 reduction of titanomagnetite ironsand pellets. This reactor now enables a range of research capacities, including the validation of laboratory results on a larger scale with practical operational variables, feasibility assessment of hydrogen direct reduction of different iron ores on a commercial scale; identification of scalability, sticking, and other potential issues before building a full-scale plant; and a viable solution for producing small-quantity DRIs for downstream melting investigations. Overall, this new research facility offers significant benefits for assisting the transformation of iron and steel production to a more sustainable and green industry.

Politicians and economists talk glibly about the so-called knowledge revolution. The reality is that knowledge is fundamental to economic progress. Consequently there have been many technological revolutions. The global impacts of the invention of the steam engine and the development of the frozen meat industry are well known. Another less publicised technological advance occurred in Central Otago late in the nineteenth century. This was the adaptation of the bucketladder dredge to the mining of placer deposits. A product of over 30 years experimentation and innovation, New Zealand dredging technology was taken to the Risdon Iron and Locomotive Works, San Francisco by R H Postlethwaite, a Dunedin based mining engineer. New Zealand-style dredges built by Risdon operated successfully in California, Alaska and the Yukon. Californian engineers assimilated the best features of the New Zealand dredges with American (Bucyrus) designs to produce a standard for the worldwide placer mining industry.

With the increasing rate of tailing production worldwide there is a growing concern about the hazards of tailings storage facilities (TSF). Past and current mining, processing and waste disposal strategies that focus on the extraction of the valuable minerals, and an economic assessment only, are no longer suitable. Social implications and environmental legacies must be included for effective evaluation. This is possible by using an integrated assessment framework to evaluate more alternatives, including the production of additional saleable and benign streams, alternative tailings treatment and disposal as well as options for reuse, recycling and preprocessing of existing tailings. Tailings are not viewed as a final waste product but as part of the resource. From the sustainability perspective the models developed in integrated research programs will contribute to more effective methods for assessing different scenarios and potential processes and lead to better environmental management, increased production of benign tailings and improved efficiency of water and energy use and thus more responsible resource stewardship of the ore resource.This paper presents preliminary results from a multiyear research program on integrated tailings management at the Sustainable Minerals Institute (SMI), The University of Queensland, called ‘Designer Tailings’. The project involves the gathering of experimental and observational information on tailings biogeochemical processes to design and modify the range of activities within mineral processing plants, upstream characterisation ore and gangue, and downstream tailings management for desired tailings properties and outcomes. The Late Miocene gold-silver bearing epithermal system at Waihi has some close similarities in its paleo-thermal and -geochemical structure with modern, volcanic-hosted geothermal systems such as Ohaaki-Broadlands. At Waihi an extensive braided quartz vein system is enveloped by hydrothermally altered andesites with minor tuff breccias and tuffs. A main stage of vein filling consists of multiple phases of chalcedonic quartz and fine to medium grained quartz, which are accompanied by pyrite, sphalerite, galena, chalcopyrite and acanthite below the base of oxidation. Platy calcite is present locally. Fluid inclusion studies indicate that the main stage quartz was deposited at temperatures of 189¦-273¦C from dilute (T¦ of -0.1 to -1.0¦C) fluids that were locally boiling. Homogenisation temperature Th versus T. data points lie within the field enveloped by dilution and boiling/gas loss paths determined for the Ohaaki geothermal field, and indicates that the parent hydrothermal fluid for the Waihi epithermal system had a similar composition to that at Ohaaki, ie 0.2 wt% equiv NaCI and 3.3 wt% equiv CO2. The hydrothermal alteration mineralogy and the isotopic composition of vein calcite indicate that the hydrothermal fluid contained relatively high concentrations of CO 2' as at Ohaaki. Oxygen isotope analyses of main stage quartz range from 6.1 to 11.6 %o and of vein calcite from 2.29 to 9.4% . Calculated d8Ow.½ values for the hydrothermal fluid that deposited the main stage quartz range from - 2.0 to -5.7%c , with a trend to less negative values with depth. They are similar to those in the deep chloride fluid in active geothermal systems with a substantial fluid throughput. A high fluid throughput at Waihi system is also evident from the extensive high intensity hydrothermal alteration and large volume of quartz deposited in the vein system.

Geostatistics is now widely used in the mining industry in the estimation of ore reserves and terms like kriging, variogram and estimation variance are becoming well known. Ordinary Kriging (OK) has been found by some practioners to be a superior tool compared with other ore reserve estimators. However, kriging hasn't been the ultimate solution to difficulties which may arise in ore reserve estimation. Several additional geostatistical techniques have been recently developed for more efficient ore reserve estimation in some deposits, especially gold and other precious metals. These include indicator kriging and probability kriging which are useful tools to work with in a selective mining operation.
