The Mineral Resources Audit is a five-year Program established to produce a comprehensive and objective assessment of the mineral resources of New South Wales, including prospective resources. The goals of the Program are to improve planning and land use decision-making; attract exploration and minerals related investment; help the Department to identify and fill gaps in knowledge; and develop methods to identify and quantify resource potential and prospectivity. To achieve the goals of the Audit it is necessary to assemble and enhance a large amount of information and it is necessary to spatially analyse this information using computer-based Geographic Information Systems (GIS) which allow the collection, storage, transformation and display of large quantities of spatial data. An extensive range of both map-based and textual data can be employed in spatial analysis and resources and geoscience modelling. In order to use this information, data sets have to be corrected and standardised. Many data sets need to be classified. An objective of the Audit Program is the spatial analysis of the State, region-by-region, and the release of cleaned-up multiple digital data sets as packages which include upgraded mineral deposit information, 'seamless' geological map layers showing lithology, structures and stratigraphy, and processed and classified geophysical map layers. These regional packages are important reference sets for the mineral resources industry and will assist delineation of regional exploration targets.

In the last 40 years nuclear energy has taken its place as a major source of electricity worldwide. It now produces 17 per cent of the world's electricity and could conceivably produce a higher proportion, to displace some six billion tonnes of carbon dioxide emissions per year. Concerns about global warming and environmental quality now underline the virtues of nuclear electricity among alternative sources of energy. Global electricity demand is rapidly increasing as a proportion of total energy usage. The proportion has doubled since 1960 and the demand is expected to increase at least 75 per cent between now and 2020. The source of this extra capacity, and the replacement of present capacity, raise questions with major resource and environmental implications. Today nuclear energy is a mature technology. Over 1200 nuclear reactors have been built and operated, some of these have been decommissioned, and among the 440 reactors in commercial operation the first advanced reactors are now entering service. Some 8000 reactor-years of operation have, with the sole exception of Chernobyl, shown nuclear energy to be extremely safe and reliable. High-level wastes are being managed properly and in different parts of the world two strategies are applied to this. Australia has a major role as a long-term supplier of uranium, since it holds almost 30 per cent of the world's reserves. This, along with an impending sellers' market for uranium, is making it an opportune time to develop new mines here. However, after several decades of concern about civil nuclear energy contributing to the arms race, we now have uranium liberated from nuclear weapons stockpiles being diluted for use in civil reactors, which will supplement ex-mine supply. The public acceptability of nuclear energy remains the critical factor in its future and hence in ours.

Field investigations recently undertaken by Utah Development Company (U.D.C.) have been developed to allow the assessment of ground conditions relevant to the use of large bucket wheel excavators for pre-stripping overburden. "Bucketwheel diggability" predictions were made on the basis of a wedge test which was perform- -ed in the field on nominal 150 mm diameter drill core samples. Specific separation force (calculated from the wedge test results) for different rock horizons were theoretically related to the excavation rates of various sized bucketwheels, i.e., "bucketwheel diggability". The specific separation force was shown to vary with lithology, structure, weathering and moisture changes. By correlating these features between boreholes, an overall assessment of bucketwheel diggability was then made. The approach adopted to assess bucket- wheel diggability incorporated various levels of investigation. Initially, a reconnaissance stage provided information from widely spaced 150 mm cored holes to compare and contrast areas with differing bucketwheel digging char- -acteristics. This paper briefly discusses the negotia- tion of the more important provisions in agree- ments for exploration and mining rights with Pacific countries. LAND RIGHTS Land rights are complicated and sometimes controversial in many of the Pacific countries. In some countries, a company will have to deal with land owners directly; in others, the government will act as intermediary. Inevit- ably, a company will have to deal with both. Mining companies need to be sensitive to the culture and particular interests of the land owners and of their history in defending their rights. The issues are too complicated to be dealt with here. Some mining companies have spent, and will continue to spend, considerable time trying to understand them. It will " require patience, perseverance, sensitivity and unflagging optimism. The better advised companies will ensure that their local repre- sentatives get to know the land owners, under- stand their concerns, and will pursue a policy of keeping them informed on a regular basis of all of the company's activities and proposed activities. Good community relations are the keystone for good mining operations in the Pacific. Most countries will require the submission of an environmental impact statement so that they will know in advance what effects a pro- posted mining operation are expected to have on the environment and how it is intended to deal with them. They will also want to approve the company's environmental reclamation and rehabilitation plan. Let's face facts right away - mining, by its very nature, is not going to improve the environment. There will be waste discharges, emissions and deposits. They will affect the land, air and water and hence human, marine and animal life and vegetation. There will be sounds and odours and the esthetics of mining operations, though perhaps pleasing to geolo- gists and mining engineers, will not please Others.

A dynamic model of a dense medium circuit has been developed and tested against plant data. The model shows the response of the circuit to both controlled (changes in specific gravity set point or changes in circuit coal feed rate) and uncontrolled changes (changes in raw coal moisture, loss of raw coal feed) in operating conditions. The model is built up from dynamic models of the individual sumps, pumps, pipes, splitters, magnetic separators and automatic controllers in the circuit. The model can be used for design of automatic control loops and for investigation of possible process modifications such as changes in water addition points. This paper describes the model construction, the testing of the model against actual plant data and gives some examples of its use in investigating plant response to changes in operating conditions.

Over the last 20 years the blasting industry has progressed from the stage of being artform to a science as it is today. The use of computers to simulate blasting results has allowed blasting engineers to accurately pre- dict blast results and to optimise their blasting. This paper describes the computer blast simulator called BLASPA and its various applications in blasting. BLASPA allows the blasting engineer to predict blast results given known details of explosive properties, their distribution, rock type and properties, hole size, burden, spacing, collar and subdrill. The simulator runs mathematical situations and outputs numerical estimates of fragmentation and muckpile results. The paper discusses results which show that the mathematical outputs correlate very closely with actual results seen in the field, thus confirming the validity of the simulator. BLASPA can be used to help improve blast design by predicting stress levels in the rock mass and consequent rock breakage.

Large quantities of brown coal are excava ted from open cut mines in the Latrobe Valley to fire the base load thermal power stations of the Victorian Electricity System. Most of the coal is removed using bucketwheel excavators which have been modified or specially designed for the conditions encountered. The actual digging efficiency of the bucketwheel excavator is strongly influenced by such factors as wheel speed, slewing speed and tooth design and arrangement. The coal deposit, although not difficult to work, is not uniform and the operation of the machine is influenced by the stability re- quirements of the excavation face.

The volumetric distribution of valuable mineral, or phase, within a set of particles is called the liberation distribution. To optimise a mineral processing plant it is necessary to know the liberation distribution in most of the streams, especially those adjacent to separation devices. Possibly the most common method of analysing ore particles is to section sets of similarly-sized particles. However, the observed sections can appear liberated even if the particle is composite. This means that the 'apparent' liberation distribution can be very different to the 'actual' liberation distribution. This discrepancy is called stereological error. One must then somehow estimate the actual liberation distribution using the apparent liberation distribution. This problem is called the liberation distribution problem and its solution is the subject of this paper. The solution is based on a sorting algorithm which uses geometric probability equations. These equations are based on the assumption that sectioning is isotropic and uniform. Apart from these assumptions the equations are completely independent of particle shape or texture. The algorithm is verified by numerical simulation and experimental methods. For the numerical simulations the correspondence between the actual and estimated liberation distributions is excellent. For the experimental methods, the agreement is not as good and appears to be due to experimental errors.

The major copper orebody at Mount Isa is being extracted at a rate of four million tonnes per year. The method used requires an equivalent rate of back filling with (mainly) cemented fill. There were three major incentives for developing this mining system. The first was the prospect of high ultimate recovery of the orebody. The target is 100% recovery. Also the proposed stoping layout appeared to offer significant advantages in development and production costs. Finally, extensive subsidence above the northern end of the orebody could have disturbed permanent surface installations and jeopardised a possible future open cut. The full implications of this ambitious strategy were not apparent in the early years. Now, after twelve years of production the benefits are being realised and they can be weighed against the costs. Probably the most interesting result which comes from this analysis is the significance of cutoff grades and dilution factors in balancing mining and filling rates.

Although it has long been recognised that there is a diversity of minerals associated with Victorian gold deposits, the degree to which this mineralogy is systematic or haphazard has remained uncertain. Recent work by the authors and students under their supervision permits a sharp delineation of the boundaries between different mineralogical domains, and these are interpreted in terms of recent rapid advances in Victorian tectonics, and the regional framework of Victorian gold geology described in Phillips and Hughes (1996).

The proposed underground mine at Porgera forms an integral part of the Porgera Joint Venture project in Enga Province in the remote Highlands of Papua New Guinea. The total in-situ reserves are approaching 400 tonnes of gold making the Porgera deposit one of the largest in the world. The remote, rugged and inhospitable terrain, recent unstable geological environment and primitive yet socially complex nature of the densely populated local community, combine to make the Porgera project very different to developing mines in Australia. The Porgera project is a challenging and exciting mining exploration venture in the final stages of feasibility study submission and negotiations with the National Government of Papua New Guinea. A 1476 m exploration adit was driven in the footwall of the high grade mineralisation for diamond drilling purposes as part of the evaluations necessary for the feasibility study. Ground conditions encountered have ranged from weak mudstones with high water content, requiring immediate steel set support, to competent intrusives.

This paper considers two particular empi- rical models for the processes of the generati- on of hydrochemical zoning and epithermal near- surface mineralization of mercury-antimony-arse- nic formation in the discharge area of the Uzon Caldera ore generating hydrothermal system in Kamchatka. Vertical and horizontal hydrochemical zo- ning is caused by mixture of infiltration waters of the surface formation with fluid of chloride- sodium composition which are supplied up the-zo- ne of deep fault. Ore formation is caused by simultaneous existence of two geochemical barriers, namely oxidizing and reductive. The first barrier is determined by the-level of ground waters. The second one forms under the clay-opal screen un- der the influence of two factors, namely the inflow of deep reduction sulphur compounds (which are transported together with arsenic, antimony and mercury) and the generation of hyd- rogen sulphide as a result of sulphur- and sul- phate reduction. X-ray-amorphous phase of orpi- ment composition and realgar phase are formed, respectively, on the oxidizing and reductive Barriers.

A model based on non-steady state has been developed for dissolution and diffusion in porous ore particles. Results from the particular model have been incorporated, as a rate term, into a global, heap-scale model based on a plug flow reactor at unsteady state. The global model can be used to consider leaching by aqueous-phase reagents in equilibrium with a gas- phase component, such as oxygen gas, as well as strictly aqueous-phase reagents, such as cyanide. The flexibility of the model even allows predic- tion of the outcomes of using reagent sideflow injection in large heaps. Data from column leaching tests are compared to the model, and their relationship is discussed.

Western Australian tin deposits are similar to those of other Precam- brian terrains in that they are mainly associated with rare-metal pegmatites, in which cassiterite is found with minerals containing any or all of the elements Ta, Nb, Be, Li, Cs, Rb and the rare earths.. They differ from Phanerozoic deposits where cassiterite occurs in quartz veins, greisens, dis- seminations in granite or sulphide lodes, and is associated with minerals containing W, Mo, Bi, Sb, As, Ag, or Cu. The main tin production in Western Australia has come from the Pilbara Block where the more important tin- bearing pegmatites are related to a younger granite phase, and from Green- bushes where large albite pegmatites intrude ?Proterozoic metamorphic rocks. The more important tin deposits in the Pilbara Block, and those in the Halls Creek and Murchison Provinces, are related to granites which are richer in Si and K and poorer in Ca, Mg, Fe and Ti than 'average granite'. The tin granites tend to have higher than average contents of Sn, Rb and Li.

This paper discusses experimental results of physical scale models employed to study the stability of a pillar between rectangular roadways. A programme of laboratory investigations utilising a bi-axial test rig has been undertaken to examine the influence of various stressfields on the stability of pillars between mine roadways. The effect of pillar height/width ratio on the overall stability is studied. Observations of failure characteristics in and around pillars are discussed especially in relation to the various stressfields applied to the models.

The fast rate of development in the micro technology industry is enabling computer based systems to be used in ways never considered before. Micro technology can be used to great advantage in the mining industry to improve both safety and productivity. The planned use of electronic 'IN/OUT' boards at The Zinc Corporation, Limited and New Broken Hill Consolidated Limited (ZC/NBHC) mines will provide a much improved system for checking that the mines are clear before firing. The provision of remote ocaputerised core logging facilities made possible by small remote data entry terminals will greatly improve the productivity of the personnel involved in all stages of core Logging.

Coal dust explosions have occurred in coal mines across the world. The Mitsui Miike Coal Mine disaster in 1963 was an example of how this hazard was not managed effectively, resulting in the loss of 458 lives and hundreds of people sustaining permanent brain injury from carbon monoxide poisoning. Management of the risks for this hazard have been well documented and have been implemented in modern coal mines. A recent trend in some mines has seen the abolition of barriers on roadways on the basis that the risks are being managed by the current controls. These controls include stone dust application, trickle dusters, dust analysis and dust removal. Exploration and mining title administration in the Northern Territory has changed dramatically over the last 20 years. These changes have occurred due to legislative amendments, technological developments, and the changing face of the mining industry. The first legislation to control mining in the Northern Territory was the Northern Territory Gold Mining Act (1873) of South Australia. In 1911, control of the Northern Territory was passed from South Australia to the Commonwealth. As a result of the mining boom which followed the discovery of gold in Tennant Creek in 1932, the Commonwealth passed the Mining Ordinance of 1939. This legislation was amended 39 times and stayed in force until July 1982, when the self-governing Northern Territory passed the Mining Act 1980. This Act is still in force and is continuously under review. The first computerised mining titles system, REGIS, was created in 1984/85 and was, to all intents and purposes, just a computerised index. Various modifications ensued, and in 1989 the Titles Database was unveiled. The database has developed to be one of the most sophisticated yet user-friendly mining titles databases in Australia. In excess of 50 companies have access to the database from their own offices. Work continues on its development and fine-tuning. The paper outlines the development of the database since inception.

A Feasibility Study to determine the future of ZC Mines was completed in mid 1987. Early in this study, which lasted two years, it was identified that significant reductions in treatment costs would result if the Zinc Corporation Concentrator was closed. All of the production from the existing two mines, The Zinc Corporation Limited (ZC) and New Broken Hill Consolidated Limited (NBHC), would then be treated in the concentrator at NBHC.After a partial upgrade of the NBHC concentrator, the ZC concentrator was finally closed and all of the equipment disposed of. This closure highlighted the need to concentrate all ore haulage in one shaft to further reduce operating costs and remove the cost of surface transport of ZC production to the improved NBHC concentrator. This paper outlines the changes that were made to improve the haulage system for ZC Mines. After a number of options were investigated, it was finally decided that the upgrade of the existing NBHC haulage shaft was the best option even though some production would be lost while the upgrade was in progress.
