Mineral Sands - "An Industry for the Future"The mineral sands industry is matched only by the gold industry in relation to its current buoyancy. The strong demand for the various mineral sands products, creates a positive environment in which to review the technical and commercial factors affecting the future of this industry. This conference is clearly being held in the right place at the right time.My role today is to put forward a few ideas that may help Australia to assert its rightful role as a major downstream player in an industry which it has dominated for 25 years as a raw material supplier.

As part of the construction of the Melbourne Underground Rail Loop it was necessary to construct two 7 metre diameter tunnels, each 100 metres in length, by shield driven excavation through an alluvial valley at Elizabeth Street. The tunnels had a primary support of bolted precast reinforced concrete liner blocks and were excavated with the aid of compressed air. The work was undertaken by the Tunnelling Group of the Melbourne and Metropolitan Board of Works as nominated sub-contractor to John Holland (Constructions) Pty. Ltd. The interaction of man with the environment has a double character. From one side, mankind can not exist without co- nsuming the natural resources and, from the other side, we actively alter and exert influence upon nature. Analysis reveals that the ecological problem is, to a great extent, a geological one. The paper deals with the application of grouting techniques to construct impermeable barriers for the protection of ground water and soils from depletion and industrial wastes pollution. A number of case histories in the field of mine construction is given to illustrate the solution of geotechnical problems in concert with environ- mental protection measures.

Surface subsidence resulting from "total extraction" of coal in the Collie Basin first occured in 1987 when Western Collieries Ltd trialled the Wongawilli mining method. Because very little quantitative subsidence data existed for the weak, Permian sediments, a research program was set up prior to the extraction of the first panel. The objective of the study was to be able to predict subsidence characteristics and effects prior to mining future total extraction panels. Attempts at predicting subsidence began using existing subsidence models from other coal mining regions, however, as more site information became available, it became clear that it was necessary to develop a separate, she specific predictive model for the Collie Coal Basin. Analysis of extensive field monitoring data for both surface and subsurface subsidence has produced a series of empirical models which can predict the shape of surface subsidence troughs and corresponding tilts, and strains for rectangular panels and describe the sequences of ground movement from the mine roof through to the ground surface.

The Carajßs Province presents several volcano-sedimentary sequences that comprise the Itacai·nas Supergroup. The rocks represent bimodal volcanism, and clastic and chemical sedimentation in relatively unstable basins subject to recurrent structural events with subsidence and volcanism. The Grpo Parß Group represents one of these sequences with mafic volcanic rocks that enclose discontinuous jaspilite lenses, with development of large high-grade orebodies (Fe >65 per cent). This unit is named the Carajßs Formation and presents peculiar characteristics compared to other iron districts in the world, thereby departing from the classic Lake Superior or Algoma iron formation types. Owing to the dense vegetation, lack of outcrops and harsh landscape, the structural analysis of the district can only be accomplished by combination of regional field work, detailed structural work on the open pits, and remotely sensed image interpretation, in this case Landsat ETM7, JERS-1 images and the SRTM digital terrane model. The regional trend of the several sequences of the area is approximately N-S and the structure is dominated by a flattened flexural fold system with axes moderately dipping WNW, intersected by several strike-slip faults subparallel to their axial plane. The Serra dos Carajßs represents an s-shaped synform-antiform pair, herein named the Carajßs Fold. This regional structure is partially disrupted by the Carajßs Shear Zone that divides it in the northern (Serra Norte) and the southern (Serra Sul) Ranges and also probably prepared the terrane with the development of pathways for mineralising hydrothermal fluids forming large high-grade massive iron bodies. Syntectonic granitic bodies played an important role in the structural evolution of the area as well. They caused localised ductile flattening deformation and thermal contact metamorphism in surrounding terranes. The Estrela pluton, for instance, was responsible for the discontinuity of the regional trend between the Serras do Rabo and Leste. The Carajßs Province is regionally the upper crustal product of a very shallowly eroded dome-and-keel geometry of Neo-Archaean volcano- sedimentary units intruded by syntectonic calc-alkaline intrusives and overlying pre-existing infracrustal rocks. The lithostructural data suggest continental-margin back-arc basin development and closure in an oblique collision belt, with N-S shallow crustal shortening, parallel to the inferred pre-existing strike of the stratigraphy.

FaulIing west of the Mount Isa mine is described and is shown to be related to three groups of folds that have been recognized in the area. The first period of faulting postdates the first generation folding; these faulIs are regional faults (tectonic discontinuities) which are folded by second generation folds. The faulting accompanying the second generation folding divides the area west of the Mount Isa mine into four structurally and metamorphically identifiable blocks. The most prominent of these second generation faults is the Mount Isa Fault, which is characterized by a number of distinct zones of intense second generation folding and the presence of localized layers of mylonite. Only limited evidence for brittle deformation has been observed and the major movement appears to be associated with the plastic deformation of the rocks. Confined to the areas of second generation folding in the Mount Isa Fault are numerous third generation kink folds. A detailed description of the Mount Isa and other faulIs is presented together with evidence for their existence. The displacement accompanying this faulting cannot be established because of the complexity of the structure.Postdating these faults and all the folding of the area are minor cross faults.

The use of red sand as fine aggregate in concrete manufacture has been investigated as well as the use of fly ash as a cement replacement. The experimental work consisted of casting various concrete mixes including a control and comparing standard properties. Properties tested included compressive strength, splitting tensile strength, flexural strength, modulus of elasticity, water permeability, chloride diffusion, pH dependence leaching and particle morphology. The results show that the concrete strength is not significantly affected when natural sand is replaced completely with red sand. The durability tests indicated high water permeability and high chloride diffusion due to the porosity of the red sand concrete, likely due to the low slump value. Leaching tests did not exceed New South Wales EPA guidelines.

Battle Mountain Gold Company's Paj ingo Mine is the first gold mine developed by the Company in Australia. The Mine located in northern Queensland commenced operations in September 1987. The high grade epithermal orebody is selectively mined and processed through a conventional carbon in leach/carbon in pulp (CIL/CIP) plant at a rate of 200000 tonnes per annum. In 1988 it produced 61000 oz gold and 152000 oz silver. Inadequate preoperational development of non technical management and organisational functions often leads to inefficiencies that last well into the operation. The Pajingo experience in this regard is oaTple ented by those from a number of other recently commissioned small operations. A checklist is discussed to assist any future preoperational group in focussing their attention into areas that seem to be of secondary importance at the time but often have a significant impact on overall management efficiency later.

The estimation of greenhouse gas emissions from coalmines is increasingly becoming a priority for both operators and regulators. At the same time, involved scientific challenges in the methane measurements is generating significant interest from global research community. Various technology providers are also actively engaged in improving their sensors and platforms to address the measurement challenges and capitalise the market opportunities. This presentation highlights rapidly evolving multifaceted landscape of coalmine greenhouse gas emissions. It covers the advances in sensors for the detections, including ground-based, airborne, and satellite-based systems as well as models for the emission estimations, including attempts to reduce the involved uncertainties.

The Sto Tomas II orebody of Philex Mining Corporation is a porphyry copper deposit located at Padcal, Tuba, Benguet, Philippines. It was mined through open pit method for the first two years starting 1958 and subsequently through underground method using the Block Cave System. The slusher type of draw was employed at the upper levels of the orebody from mid-year of 1959 up to 1994 and then shifted to LHD as the ore became more competent at the lower levels. Application of rock mechanics played a vital role during the conceptualisation of the LHD method of draw, the first of its kind in the Philippines. Rock mechanics is a combined responsibility of the geology and the mine engineering staffs, with the geology providing the vital information to the mine engineering to include in the mine planning the following:the general geology of the orebody; the ground characterisation through rockmass classification; determination of the cavability of the ore column (this includes our experience on airblasts which occurred during the early stage of our last slusher blocks); undercutting sequence; fragmentation of the rockmass in the ore column; drawzone spacing; proper draw control procedure; lay-out of openings; and the design of ground supports based on the rockmass condition. For the proper interpretation of the rockmass that would cater to the diverse mining situations, Philex adopted the modified geomechanics rockmass classification (Mining Rockmass Rating, MRMR) as this system is recognised and used by most of the block cave mine worldwide. This paper aims to discuss and present the role of rock mechanics in the analysis and determination of geomechanical issues encountered in Philex mechanised block cave operation.

Government established and financed the NZ Steel Investigating Co in 1960. Its investigations showed that a steel industry was feasible and desirable based uponNorth Island titanomagnetite ironsands, and charted a route for its establishment. The initial processing used post-1945 preheating and prereduction developments, but later innovative improvements created what was essentially a new New Zealand technology. Of the North Island titanomagnetite deposits: the small ones at Waipipi were best made available for export; those at Kawhia and Taharoa were too remote for the economic siting of a mill; that at Raglan proved too small; while at Waikato North Head three times the requirement of 50 million tons of concentrate were located in two sand areas averaging 18 per cent titanomagnetite. Economic studies showed that a South Auckland site would be ideal, close to New Zealand's biggest market. The mill site, on a basalt flow at Glenbrook, was located by a half-day's fieldwork - near both the Waikato North Head deposit, and a railhead for bringing in Waikato coal, etc, and taking out steel products.   This development was one of several since World War II which altered significantly the lives and homes of New Zealanders (others were natural gas, oil, geothermal power, epithermal gold, aluminium, opencastable lignite, etc). All had the essential ingredients of the highest government backing, direct or indirect government finance, and first-class New Zealand scientific and engineering skills (eg to create new technologies). Not one such project failed.

With the economic trend towards reduced capital spend, more stakeholders are focusing on improved operational efficiency and productivity. Advancements in achieving the optimum dollar-per-tonnage will be more dependent on creating a logistics system that is well balanced and economically optimised. Critical to predicting a successful business case is the ability to accurately define capacity, realistically increase throughput and proactively translate objectives into design and operating requirements. Failure to do this will create an unrealistic perception of capacity and performance for the export corridor. This transition requires a fundamental understanding of the drivers that impact capacity, cost and value across the entire logistics chain. Through examples, this paper will identify the contextual requirements for simulation models that assist decision-makers and stakeholders to more clearly understand the implications of decisions that will define capacity and operational performance. As this district is so far distant from the other mining centres and its mode of approach so circuitous, I am afraid that many residents of other portions of the Commonwealth never think of paying this" Australia's Silver City" a visit, to learn personally the many and various lessons everywhere available, and to become familiar with the really wonderful and interesting features and deposits (which pature has so lavishly bestowed in the mineralogical world) yet seemed to almost ignore or overlook when disposing of topogr,aphical beauties of landscape and vegetation) unless professional or business duties require their presence here. So it is to those whose life is necessarily spent in other parts of the States where they answer their call of duty, and yet feel an interest, either for business or other reasons, that my paper is specially addressed and prepared, and for that reason I witl endeavour to make my remarks more of an explanatory than a dictatorial nature. I feel sure that there. are many members of our Institute who are much more familiar, and have had many more years' experience in the various methods of timbering, filling, and ore extraction, etc., than myself, but I hope that over I6 years' experience in connection with mines and engineering works, the last six of which have been spent in Broken Hill, where, I have been very closely connected.

The CSIRO has pioneered the development and use of certain classes of magnetic resonance (MR) for mining applications. The MR technique is a radio frequency-based spectroscopy that provides highly quantitative measurement of selected ore minerals. MR has many inherent advantages for bulk sensing in mining applications, including deep sensing penetration into most bulk ores with the use of non-contact sensors that are robust and tolerant of demanding mine conditions. The highly discriminating nature of the technique also provides the very desirable attribute of robust and simple calibration, that can often be performed prior to sensor installation. Rapid sensing (within seconds) at very low grade (few hundred ppm Cu) has been demonstrated, as well as sensing at high tonnage rate. Besides sorting applications, MR may also be applied to preconcentration applications involving very large volume sensing including: (i) haul truck sensing using portal arrangements, where truck destination assignment may be dynamically determined based on the truck grade, (ii) in-pit gantries used for loading trucks that may similarly be equipped with sensors for truck assignment and (iii) deep mine bench sensing, recently progressed through a CRC ORE project, where local bench grade is determined at the few-metre lateral scale and at depth prior to blasting, to aid selective blasting and ore extraction. MR sensor prototypes have been developed for each of these applications and have been tested in laboratory or limited field conditions. To inform the value proposition for truck or bench sensing, initial analysis of truck assignment improvement based on an analysis of in-situ mine bench grade has been performed for a porphyry style deposit. The prototype sensors, preliminary results and future technology development and objectives will be described.

The Tennant Creek goldfield is one of the largest gold producing districts in Australia, and major deposits, including Gecko, Juno, Orlando, Peko, Warrego, Nobles Nob, Golden Forty, Argo, TC 8 and White Devil have produced more than four million ounces of gold over the past two decades. Gold-copper-bismuth mineralisation at Tennant Creek occurs in lenticular, ellipsoidal or pipe-like bodies of magnetite-hematite ironstones which are hosted in turbiditic sedimentary rocks of Proterozoic age (Large, 1975; Wedekind, Large and Williams, 1989; Le Messurier, Williams and Blake, 1990; Morrison, Donnellan and Hussey, 1992).

The use of images to determine blast fragmentation is the only feasible technique when one does not want to disturb the production cycle. However, three major problems exist with the use of images. The first is determining real size from a two-dimensional particle, the second is estimating the fines which are missing due to image resolution and particle size range, and the third is proper sampling such that a statistical probability can be calculated for the distribution. Once these problems are resolved, the tedious process of digitizing images by hand may be automated. This paper describes the present techniques used at the JKMRC to "size" blast fragmentation, estimate the missing fines using the Rosin-Rammler equation, determine the sampling error using Gy's sampling equations, and extract the particles from an image using an IBM-AT computer.

This paper overviews the recent research progress in predicting cutting performance using fracture mechanics principles. It is emphasised that rock fragmentation due to cutting is mainly a process of chip formation resulting from crack initiation and propagation or crack interaction for multi-tool cutting. This process can be simulated by using the well developed fracture mechanics criteria coupled to numerical methods. Fracture toughness is shown to be an important and useful parameter in quantifying cutting performance and in designing cutting tools. The paper concludes with discussions on the dynamic effects involved in rock cutting processes which should be taken into account for optimum cutting efficiency and tool design.

Comalco Limited has recently completed construction of a $50 million kaolin plant at the site of its bauxite mining and industrial minerals operation at Weipa. The plant will produce 100,000 tonnes per annum of coating grade kaolin for the paper industry. Comalco produced the first coating kaolin from the deposit in 1979 on a trial basis. Since then a variety of quality coating grades with specific particle size distributions and brightness values have been prepared. Extensive drilling and bulk sampling of the deposit over eight years has shown that the ore body is large and of a high grade suitable for the production of premium quality coating kaolins. The processing plant technology was developed by Comalco in association with the European kaolin and equipment producer Amberger Kaolinwerke GmbH (AKW). The Weipa kaolin plant is the first of this size to be built in the Pacific Basin region and it will offer the region's paper-coating mills a stable and reliable source of high-quality kaolin, shipped from an established bulk loading port. The George Fisher deposit is a significant sediment hosted silver-leadzinc resource located 2 km north of the Hilton Mine in NW Queensland. The George Fisher feasibility project involved the completion of underground and surface drilling programs to delineate Measured and Indicated Resource which could be converted to an Ore Reserve through mining and commercial studies. The geological information which was collected and used for the feasibility study included a major program of diamond drilling, predominantly from underground sites, but with some drilling also completed from surface. All drillcore was geologically and geotechnically logged, sampled and assayed. Data was also collected from underground cross-cut and drive development which was mapped for rocktype, ore distribution, structure and geotechnical condition. This new geological data, generated during the Pre-Feasibility and Feasibility stages, was combined with results of all previous drilling campaigns in the George Fisher area to produce a comprehensive database on which geological modelling and Resource estimation could be based. To allow fast and accurate collection and utilisation of data from the drilling program, digital collection processes were used where possible. This resulted in rapid data entry into the project database, significantly enhanced data quality, 100 per cent data ownership within the project team and increased productivity levels. Processes used during the project data collection program are described, lessons learned are related and suggestions for ænext timeÆ are listed using the benefit of hindsight.
