The Cumnock Open Cut Mine (COCM) is located in the Hunter coalfield in New South Wales. Five coal seams are being mined, mostly by drilling and blasting, loaders and excavators, and trucks. The annual production of coal is 1.3 million tonnes. Overburden and interburdens consist mostly of siltstones and medium to thickly bedded sandstones. The strata dip to the south-east at approximately four degrees. There are no major faults in the rock mass.

The Central West of New South Wales is emerging as a significant metallogenic province. The development of Northparkes Mines (North Limited) and the Cadia Hill deposit (Newcrest) are establishing NSW as a highly prospective porphyry copper-gold province. Exploration in the area has been further buoyed by the Ridgeway discovery by Newcrest near Cadia. The fact that the Ridgeway prospect was discovered 300 m below surface under Tertiary basalt cover indicates that surface prospecting can no longer be considered alone as an adequate method to find significant new deposits.

Magnesium is the lightest metal used in structural applications but these are only a small part of magnesium usage, with the use in aluminium alloys consuming half the magnesium produced. Other applications include steel desulphurisation, nodular iron manufacture and metal reduction. Demand for magnesium is expected to increase towards the end of the decade because of a requirement to lighten the weight of automobiles. The current western world plant capacity and production rate is 250 000 tpa. The CIS and PRC also have production capacity but shipments from these countries have been limited in the last half of 1994. The price for magnesium has followed trends similar to aluminium with recent recovery from US$1500 per tonne in 1992 and 1993 to US$4000 per tonne in 1995. The major magnesium producers all use different production methods and the potential exists to establish a large-scale magnesium industry with operating and capital costs comparable to aluminium. The Australian Magnesium Research and Development Project has been established to develop a low cost method of production using the magnesite and infrastructure resources in Central Queensland.

The Queensland Department of Mines believes it is in the best interests of the gold mining industry to reduce and control the environmental impacts from gold mining since that is the community expectation.The Department of Mines has set as a special condition of many recently granted Mining Leases the requirement to submit a "Description of Operations" for the approval of the Minister, prior to commencing initial mining operations. In order to facilitate compliance by lessees with this condition an explanation is given of the reasons for this condition and how it is intended to achieve the objective of environmental protection.Environmental impact is operations dependent. Impact on a lease will vary quite significantly with the scale and methods employed. Before a lease can be granted and mined it is therefore necessary to have this information. The parameters of operations most critical both in terms of environment impact and economic viability are worked out and agreed with the lessee before the lease is granted. An approved description of operations which is required now, prior to the start of mining, provides the details of that agreement for the security and benefit of the lessee and the inspectors. It also provides the details of operations and environmental controls which were not required prior to the grant of the lease but are nevertheless required and necessary for compliance with the environmental standards.

The design of a coal preparation plant using bore core data cannot be discussed without some reference to the wider considerations of design. A thorough knowledge of coal preparation processes and processors as well as ancillary equipment is essential if the coal properties determined from bore cores, are to be fully utilised. Whilst generalised information of processes is available from a wide range of publications and equipment suppliers for the intending plant designer, local operational experience must be taken into account where there are similarities. However it would be wrong to assume that satisfactory plant design can be achieved merely be repeating previous design parameters. A detailed examination of bore cores used in conjunction with well proven design 'criteria will identify important differences in design parameters without which efficient and economic plant/sectional sizing cannot be achieved.

Oxidation of artificial Imperial Smelting Furnace lead bullion was performed during cooling between 1180 and 820°C in order to attempt to produce a tin-rich dross.The addition of sodium carbonate together with stirring increased the tin content of the dross when oxidation was carried out with air or PbO on zinc-free bullion.Zinc in the bullion during oxidation resulted in a decrease in tin concentration of the dross due to zinc oxidation and copper entering the dross.

The genesis of the Bulong Laterite Ni/Co deposit spans some 60 per cent of earth history: from development of the parent rocks in the Archaean to lateritic weathering in the Cainozoic. In a man's term, the discovery and evaluation history of the deposits has also been protracted and, at any given time, the perceived value of the deposits has depended upon the available technology and world markets.

Factors influencing Cost, systems available for transporting minerals, particularly on land, and methods used for comparing costs are reviewed. A case study presents comparative costs graphically for coal haulage, assumed in Queensland, by 31-6" gauge rail, belt conveyor, 120 ton road train, slurry pipeline, and transmission of electrical energy by transmission line. The effect on comparative results of alternative methods of including initial capital and capital replacement costs is considered and approximate break-even points between systems, bearing in mind the assumptions taken, are discussed.

Grade control is an important factor in the on-going success of a mining operation. Grade control criteria will vary depending on the commodity being mined. Financial considerations determine the actual grade control criteria at any one mine site. Mining and metallurgical capital and operating costs are ultimately used in ascertaining cut-off grades employed in grade control. The metallurgical characteristics of the ore, and ultimately the equipment selection and design of the plant, are based on samples provided by the exploration geologist. Ore variability is an important factor in designing the process plant. Ore variations, outside of those catered for in the design, as well as large ore changes on a daily basis, will impact on the metallurgical performance, and hence the economics of a mining operation. Therefore good liaison between the grade control geologist and metallurgist will undoubtedly lead to a more consistent, and more profitable mining operation.

Reduction of waste oxides from steel plant operations was investigated in a laboratory tube furnace at different temperatures and furnace atmospheres. The results have shown that the waste oxide pellets are reduced rapidly to very high degrees of metallization irrespective of the furnace atmosphere and that the reduction is simultaneously accompanied by significant low- ering of the original impurities. It is shown, for example, that treatment at 1000¦C for 30 min. can reduce the Zn content from 0.98% to 0.0065% and K and Na contents from 0.19% and 0.76% respectively, to less than 0.01%. However, pellet strength at 1000¦C was low but this, as shown in the paper, can be very significantly improved by treatment at 1250¦C. The results indicate that the reduction of the waste oxide pellets of this investigation proceeds almost certainly by a chain reaction mechanism and that this principle could be advantageously extended to the reduction of iron ores and other oxides in general.

During trials which began in May 2005, traditional steel dump bodies for transporting iron ore on 220-tonne haul trucks at a Labrador iron ore mine were compared to a novel rubber suspended dump body. Loads were measured and compared over some 93 700 loads, representing more than 20 Mt transported. Maintenance costs and downtime were also measured over the course of the trial, which lasted nearly one year. This paper outlines the parameters and results of the trials. Parameters measured included payload and production improvements, carry-back reduction, downtime due to body maintenance, and wear on the floor of the suspended dump body. These parameters were then compared to those for conventional steel dump bodies in use at the mine, and conclusions were drawn. The resulting comparisons were significantly positive in favour of the new suspended dump bodies, confirming that each truck could haul an additional 41 000 tonnes per year, that downtime hours could be considerably reduced, and that body availability and service life can be extended through use of the suspended dump body. There was also a high level of operator acceptance of the suspended dump bodies due to less loading shock and a smoother ride.

Recent field experiments in the United Kingdom (Buchanan, 1979) have shown that the in-seam technique is capable of detecting a 1m fault in a 3m seam, at a range of 280m and with a resolution of ¦40m. Comparable tests in Australian collieries are proceeding. Although the practicality of an implementation of the technique on a routine basis remains to be demonstrated, the potential of the technique for the prediction of outbursts clearly warrants detailed examination. This potential will,depend, inter alia, on the level and scale of variations in elastic (and anelastic) properties of bodies of coal undergoing stresses associated with mining. Available data, mainly from studies of the seismic properties of gas saturated reservoir rocks, confirm the intuitive view that stress increases give rise to increases in seismic wave velocity and decreases in wave attenuation, markedly at low stresses (as pore spaces close with little resistance) but less so as stress increases. Such increases are of the same order as aniso- tropic effects, but should provide impedance contrast sufficient for detection by in-seam seismic methods. At higher stresses, cracks form within the rock mass. Results from research on earthquake prediction provide some clues to the behaviour of sedimentary rocks sub- jected to large stresses. Technical applications of computers within the coal industry are expanding rapidly with an increase in the number of users and user locations. Collinsville Coal Company Pty Ltd is an example of a remote and growing user company which has a Telecom link to MIM's ICL mainframe computer in Brisbane. The Planning Department is one of the technical user departments at Collinsville, with a variety of VDU, plotting and screen graphics hardware supported by the MIM Computing network. Current applications involve the storage, retrieval and manipulation of borehole information, plan and map production, volume calculations from survey data and mine ventilation modelling for underground Operations.

The introduction of rubber tyred diesel equipment underground in the early 1960's and subsequent design improvements to diesel haulage systems over the past 2 decades has meant that diesel truck haulage has often been the first choice when selecting a haulage system for a new underground mine. Even today only 9% of all vehicles underground are electric powered.However, with the development of more efficient electric haulage systems, the suc-cessful installation of low cost shaft hoisting systems and improvements in conveyor design, alternative haulage systems are appearing as viable alternatives to diesel truck hauling. In particular, the aspects of ergonomic and environmental operating conditions, maintenance and operating costs as well as productivity rates are becoming more and more important in the selection of underground haulage systems. Future develop-ment of existing diesel haulage systems will require that diesel haulage units become more productive, have considerably reduced exhaust emissions compared to existing units and remain the cheapest haulage method for under-ground one way haul distances up to a distance of 3 kilometres. The Intec Copper Process uses a strong chloride electrolyte at atmospheric pressure and 80 - 85¦C to produce high purity, 99.99 per cent copper granules and elemental sulphur. A recent, exhaustive study by an independent, major Australian corporation has shown the capital cost of an Inter plant to be approximately half that of a copper smelter at the 200 000 tpa capacity level and approximately half the operating and capital cost at the 50 000 tpa level. The Inter process costs were also shown to be greatly superior to the best available leach/SX/electrowin technology. The process utilises a multi-stage counter current leach at 80 - 85¦C with the addition of air at atmospheric pressure to precipitate iron as a goethite type compound, followed by a two-stage purification process separating impurities in metallic- and other forms. Purified cuprous chloride/sodium chloride solution is fed to an electrolytic diaphragm cell where high purity copper granules are produced at current densities of 1000 - 1500 A/m2 withoutthe need for conventional electrode stripping. Power consumption is approximately half that of the cupric route. The product is suitable for the direct powder metallurgical conversion of the granules to products such as wire or strip. All the steps in the 'furnace free' conversion of copper mineral to product have been demonstrated The process can treat low grade and contaminated concentrates without penalty, thereby offering greater returns to the miner. Lead, zinc and silver may be recovered as metals, with the high oxidation potential of the electrolyte allowing extraction of gold at high efficiency. The gold is selectively precipitated on activated carbon with negligible copper and silver contamination.

Changes to water industry practice are required as a consequence of the Council of Australian Governments water reform agenda which binds all states and territories to a range of measures intended to drive new efficiency, sustainability, higher value use and proper provision for environmental needs. Queensland is implementing its reforms program through its water resource planning process, a legislatively underpinned program that provides for a new level of social, economic and environmental security. A water resource plan for the Fitzroy Basin has been finalised and its implementation plan, which details infrastructure operational arrangements for the basin, is due to be released later this year. The mining industry is a major contributor to the economy of the Basin, and although a comparatively minor water consumer, is now aligning its water use practices with the stateÆs maturing integrated resource management paradigm. This new culture presents both challenges and opportunities. Water reform in the Fitzroy basin is well advanced. The processes and institutional arrangements that have been developed are of significant importance to the aspirations of current and future minerals development. This paper outlines the current status of those reforms and the likely institutional framework for the near future. The paper also discusses how the reforms impact on the availability, access and security of water available to mining interests.

Proposals designed to use stockpiles and buffer stocks to achieve price stabilization and better resource use have a long history. They are super- ficially simple to understand. The benefits seem clear. And yet I am well aware that this is not a simple subject: the more one studies it, the more complex it becomes. Worldwide interest in re- source management, while receiving fresh impetus from the OPEC actions, also has a long and chequered history. Those venturing into such ter- ritories must be forewarned of the traps and pit- falls which abound. Interest in these schemes has waxed and waned over the years with the fluctuating fortunes of the producers or consumers. As I write this paper towards the end of 1977, I am acutely aware of the low ruling prices for zinc, copper, and nickel. These sacrifice prices remind me that it is difficult, for example, for a surveyor, to be calm and rational if he is up to his neck in a swamp full of crocodiles. He might be forgiven for forgetting that the aim was to drain the swamp! I am also aware that when swamps are drained, painful and dangerous stumps sometimes stick out. Hence, in looking at the subject of stockpiles and resource management we must not set our sights too high, perhaps not initially hope for perfec- tion, if we want to secure worthwhile changes. My approach is to acknowledge a bias for the market system. We have, however, had experience (remember the 1930s) of some weaknesses in the untrammelled operation of free markets. Thus our international economic relationships over the past 20 or 30 years have been based on a desire to retain as much as possible of a liberal world trading system backed by such organizations as the GATT, IMF, and the U.N. to ensure the necessary cooperation. Some nations have seen this system work only partially in their best in- terests. GATT, for example, has been reasonably effective in liberalizing trade in many manufac- tured goods but far less so in regard to agricultural or semi-processed goods.

The U.S. Bureau of Mines has developed a prototype cross well acoustic logging system and complementary tomogr`aphic image reconstruction software for the detection and delineation of abandoned underground mines and associated subsidence failure in relatively shallow environments. The logging system uses a piezoelectric, cylindrical bender as an acoustic source. A triaxial accelerometer assembly, designed to be rigidly locked in the borehole, is the receiver portion of the logging system. Both the source and receiver probes operate at high frequencies, thus providing short wavelengths capable of resolving small features in most rock types. A modified van with a dual-drum wireline winch, 4-channel data acquisition system, power amplifiers, and waveform generator supports field operation of the logging system. A field study was conducted at a test site in San Antonio, Texas, to demonstrate the cross well acoustic logging system. The underlying rock at the test site is similar to stratified sediments in coal measures. First- arrival travel times were interpreted by tomographic reconstruction of the velocity field in the two-dimensional cross section between the source and receiver boreholes. The resulting image correlates well with geological borehole logging data for the test site.

Location & Permit Status Three major Mesozoic Tertiary basins exist along the continental shelf area of southeastern Australia, known as the Bass Strait area. They are the Gippsland (east of the longitude of Melbourne) Otway (west of Melbourne) and the Bass (underlying central Bass Strait between Victoria and Tasmania). The total area, both onshore and offshore, is approximately 100,000 square miles. In March 1960, the Broken Hill Pty. Co. Ltd. acquired exploration title to the continental shelf areas of the Gippsland, Bass and Otway basins from the States of Victoria and Tasmania. The title to that part of the Otway Basin in South Australian waters was granted in July, 1961. Other exploration permits, being 8 miles wide in Gippsland, held by Woodside :E.) Oil Co. N.L., and 15 miles wide along the southwest coast of Victoria, held by Mobil-BP-Interstate Oil (Frome-Broken Hill Co. Pty. Ltd.), were in existence prior to granting the B.H.P. title. Subsequently, Shell, B.H.P., Esso and Magellan have been granted title to the remaining areas of the continental shelf in the basins under discussion. In three separate agreeme negotiated between 1964 and-1966, Esso obtained farm-in rights to B.H.P.'s Gippsland, Bass and Ott' Permits.

Acid and Metalliferous Drainage (AMD) is one of the key risks facing the mining industry worldwide. If not properly managed and/or not identified in a timely manner, AMD has the potential to decrease environmental values for generations to come. Ore extraction generates vast volumes of mineral waste (waste rock and tailings) which are stored in perpetuity at the mine site. Some of these materials are not inert and when in contact with air and water can react, generating poor quality water and compromising operational and closure environmental objectives. Understanding the geochemical behaviour of waste rock and tailings is therefore key to identifying risks and opportunities which support effective mineral waste management strategies across the mining value chain and progress toward an environmentally sustainable future that minimises closure liabilities. To ensure AMD risk is recognised and managed uniformly across its portfolio, BHP developed a Global AMD Management Standard for implementation across all operations, including closed sites. The AMD Management Standard provides a management framework to support the consistent, simple and sustainable global management of AMD risks. This ensures mines are planned and operated to be environmentally smart and modern, geochemical risk management is not an afterthought but a key driver, and environmental sustainability is actively pursued to reduce closure liabilities. The AMD Management Framework, on which the Standard is based, was adapted from industry leading practice guidance, ensuring it applies to multiple regions. The framework also comprises sequential requirements throughout the mining life-cycle. It is an iterative framework with an adaptive management approach that is designed to incorporate new data, information and management opportunities into AMD risk assessments and mine plan revisions.
