ADDRESS BY THE PRESIDENT OF THE INSTITUTE (MR. J. G. SYMONS) IN PRESENTING THE MEDAL TO LAURENCE CHARLES BRODlE-HALL, C.M.G.The Institute Medal is awarded to a select band of people who have rendered great service to the mining industry and the community. Tonight it is my privilege to present the 1976 Institute Medal to one of our members, Mr L. C. Brodie-Hall, C.M.G.Laurence Charles Brodie-Hall, as chief executive in Western Australia for Western Mining Corporation Limited (WMC) from 1958 to his retirement in 1975, had a profound influence on the company's growth and development which had a significant influence on the prosperity of the State of Western Australia and, in turn, Australia.Following the company's decision in 1952 to diversify from gold mining, he took a leading part in the exploration and development of the bauxite deposits in the Darling Ranges by a subsidiary company, Western Aluminium N.L., and the subsequent formation of Alcoa of Australia Limited, the development of the first long term export contract for iron ore from Western Australia, the development of the nickel deposits at Kambalda and the subsequent establishment of a nickel refinery and nickel smelter in Western Australia.

In 1976 the Pitjantjatjara Council was established under the Associations Incorporation Act 1985 (SA), for the initial purpose of organising and bringing together three similar Indigenous groups. These members of the Pitjantjatjara Council of Central Australia were demanding land rights and to legally protect their traditional lands. The Land Rights movement was more focused on the South Australian Government that became more receptive to the general notion that Aboriginal freehold land could be attainable.For almost five years, Pitjantjatjara CouncilÆs intense negotiations took place with the Dunstan and Tonkin Governments culminating in the final passage of legislation by 1981. A bi-partisan approach by Government and opposition applauded by all South Australians for its mature and socially responsible actions, in line with the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth). Despite the similarities between South Australian and the Northern Territory Land Rights legislation, there still remains one obvious distinction. In the Northern Territory case, its legislation established æLand CouncilsÆ as statutory authorities that are responsible for the management and use of designated Aboriginal lands. On the other hand, South Australian legislation fails to include any reference to æLand CouncilsÆ as defined in the Northern Territory Act. The intention of establishing such æLand CouncilsÆ in the Northern Territory was, and is to provide legal, anthropological and other expect advisers that respond to the wishes and opinions of Traditional Aboriginal Owners. Negotiations between mining companies and Land Councils, will, after the granting of mining leases, monies are then transferred to those Councils being a percentage of royalty entitlements. While the Pitjantjatjara Land Rights Act 1981 (SA) (Act) does provide royalty arrangements to Anangu Pitjantjatjara (AP), a body corporate pursuant to the Act as a Landholding Body (and not as a æLand CouncilÆ), it does not provide any royalty payments for the legal and anthropological services by the Pitjantjatjara Council for providing essentially similar services as the Northern Territory Land Councils. The limited services by AP do provide complimentary services from other organisations û including the Pitjantjatjara Council. There are approximately 4000 Anangu members who reside on AP Lands and more than 1000 other Anangu members live near AP Lands in Western Australia and the Northern Territory. These people are defined as APÆs æTraditional OwnersÆ by virtue of their affiliation to portions of AP Lands. As a result, the depth and understanding of spiritual beliefs and customs are strongly present as it relates to the whole of the Lands. Most of these members reside at permanent communities that spread unevenly about the northern and south-western parts of AP Lands. In addition, there are numerous æHomelandsÆ where families and extended families have establish homes, with electricity and water supplies on those Traditional Lands (see Appendix 1 and 2 of this paper depicting the map showing AP Lands and also showing stunning photographs taken during late last year). All roads and airstrips are unsealed between communities and Homelands and the essential services to all communities are limited and costly to provide, and require continuous upgrading. Capital expenditure on infrastructure is sorely needed and alarming levels of unemployment is of serious concern. Tjilpi (older) Anangu members have continually discuss the urgency to provide employment and education for the future of their children and grandchildren while balancing the needs of maintaining cultural and spiritual considerations. It is thus a growing realisation by many Traditional Owners that long-term benefits occur as a result of exploration and production of oil or minerals. There are promising results from Primary Industry and Resources of South AustraliaÆs (PIRSA) Aero-magnetic Surveys on the Musgrave and Mann Ranges and soon to be completed surveys of the remaining southern half of AP Lands (see Appendix 3). PIRSA and mining companies û such as Rio Tinto Exploration Pty Ltd and Delta Gold NL û have been more conscious of the necessity for improving the dissemination of information to Traditional Owners and to AP members. With recent findings of large nickel deposits just over the border in Western Australia, there is a strong indication that discoveries may occur on AP Lands as similar geological information is present on the east Musgrave Block. Consequently there are concerted efforts by the legal and anthropological services of the Pitjantjatjara Council to arrange Workshops and Summit meeting to give extra information û particularly information concerning the true effect of large-scale mining operations û to members to properly consider these proposals. Pitjantjatjara Council will play a major role in any decisions effecting Traditional Owners and AP, and will ensure orderly and professional services when dealing with legal, cultural and sensitive matters. This paper addresses the historical and current relationship between Pitjantjatjara Council and AP, with an emphasis on mining operations on AP Lands. It argues that future economic and social development on AP Lands hinge predominantly on the legal recognition of the Pitjantjatjara Council for its ongoing role, responsibilities and protection afforded to AP and its Traditional Owners.

Coal seam gas (CSG) exploration and development requires the abstraction of significant amounts of water. This is so because gas desorbtion in coal seams takes place only after aquifer pressure has been reduced by prolonged pumping of aquifer water. CSG waters have a specific geochemical signature which is a product of their formation process. These waters have high bicarbonate, high sodium, low calcium, low magnesium, and very low sulphate concentrations. Additionally, chloride concentrations may be high depending on the coal depositional environment. This particular signature is not only useful for exploration purposes, but it also highlights potential environmental issues that can arise as a consequence of CSG water disposal. Since 2002 L&M Coal Seam Gas Ltd and CRL Energy Ltd, have been involved in exploration and development of CSG in New Zealand. Anticipating disposal of CSG waters as a key issue in CSG development, they have been assessing CSG water quality along with exploration work. Coal seam gas water samples from an exploration well in Maramarua closely follow the geochemical signature associated with CSG waters. This has helped to identify CSG potential, while at the same time assessing the chemical characteristics and water generation processes in the aquifer. Neutral pH and high alkalinity suggest that these waters could be easily managed once the sodium and chloride concentrations are reduced to acceptable levels.

The corrosion of aluminosilicate refractories by soda from three different sources has been studied by microscopic methods. Sodium sulphate from oil ash, sodium chloride used in glazing structural clay products, and sodium borate from borax-impregnated wood ash have fundamentally the same effect on the refractories. The soda is the chief medium of reaction and fluxing, the sulphur, chlorine, and boron being volatized as sulphuric, hydrochloric, and boric acids.INTRODUCTIONBecause of their strong fluxing action, alkalis are one of the main causes of corrosion and slagging of refractories.The action of potash and soda on refractories follows somewhat similar lines, although it is common for one alkali to be greatly in excess of the other. The course of the reaction in a number of cases of alkali attack has been studied by microscopic and chemical methods. For example, the action of potash on blast furnace refractories was studied by Kraner (1942) and Rigby and Richardson (1947), who described the occurrence of various potassium aluminium silicates. Its action on cement kiln refractories was described by Brisbane, Segnit, and Weymouth (1957). The action of soda on glass tank refractories has been studied by many people, for example Bisby (1956) and Resch (1954). Industrial minerals and rocks are those which are economically important because of desirable physical and/or chemical properties rather than metal or energy content. The evaluation of these resources for investment purposes in general follows established procedures after due consideration of well documented input data. However, in view of the sensitivity of many industrial mineral projects to specific inputs they require very careful analysis. The characteristics of the industrial minerals and the industrial minerals industry are reviewed and the significance of logistics, customer requirements, technology and marketing are discussed. Implications in relation to resources/reserves terminology are considered with phosphate rock used as an example. It is concluded that industrial mineral projects as a consequence of technology and market dependence in particular can give a high level of investment risk. The industry, however, offers most interesting and challenging employment opportunities for geologists, mineral engineers and economists.

"Compared with conventional roasting and magnetic separation processes, higher reduction temperatures and stronger reducing atmospheres are used in reduction technologies to reduce iron oxides to metallic iron, which is often liberated during reduction and amenable to magnetic separation. Reduction and magnetic separation of an Australian refractory iron ore was therefore studied as a function of reduction temperature, time and coal addition. It was found that during reduction, the particle size of the reduced iron increased with reduction temperature and time. Subsequent magnetic separation tests were further conducted on the reduction products. A reduced iron powder with a Fe grade of 85.67 per cent was obtained at a Fe recovery of 87.82 per cent under optimum reduction conditions where a metallisation rate of 85.82 per cent was achieved. The No. 2 Ore-shaft, at Mount Isa Mines Limited, involving the use of boreholes as ropeways for the upper portion thereof, constitutes, we believe, a unique feature in hoisting installations. The boreholes were sunk from the surface to a depth of 390 ft., thus eliminating the necessity of erecting the hoist at an underground location or construction of the shaft for this distance. Fig. 1, a diagrammatic cross-section through the shaft, shows the complete installation from the surface down to the first loading station below No. 7 haulage level.During the latter part of 1936, conditions encountered in sinking the Main Ore shaft made it impracticable and uneconomical to continue deepening it to serve haulage levels below the present No. 5-level. Plans were therefore made for an interior shaft, to serve new lower levels, that terminated above No. 5-level so that ore hoisted could be drawn off on this level and transported to the Main Ore shaft for final conveyance to the mill crude ore bin.Referring again to Fig. 1, it is apparent that the section above No. 4-level, if opened out to full shaft size, would be inoperative and would serve no useful purpose except, possibly, as a ventilation duct. Original plans therefore did not include continuation of the shaft above No. 4-level. Excavation of a hoist room upon No. 5-level; erection of sheave wheels just below No. 4-level, and a long inclined ropeway leading from the hoist to the sheaves, were incorporated in the general layout. Last evening, in Auckland, I heard the Chairman of Heinz US, Dr Tony O'Reilly (who, in addition to Heinz's ownership of our largest food processor, also has substantial personal investments in this country), advocate New Zealand as a 'regional corporate capital'.   Why would someone like Dr O'Reilly hold that view? No doubt, as one of Ireland's great rugby players of the 50s and 60s, he admires at least one thing that we do very well (confirmed again in Dublin over the past weekend). But that's not sufficient to support such a view.   He cited many reasons for preferring New Zealand over, say, Sydney, Australia, calling this 'the most rational in which to locate [an] international headquarters', including û +         we have no capital gains tax; +         a more 'pro-business environment'; +         a 'first class' legal and banking system; and +         a 'simple political system'.   I can find no better 'text for today's address.

Essential features of the role of the fill material in mechanized cut and fill mining are discussed, with particular emphasis on its dewatering and strength development after emplacement. The fill material is regarded as a chemically-reactive porous medium, the most important property of which is permeability. Methods are described for measurement of permeability and other fill properties and results of such measurements applied to develop an orderly approach to the operation.

A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

The outlook for suppliers of energy to the expanding economies of the Pacific Basin region is essentially positive, but particularly for exporters of high quality steam coal. This paper argues that economic growth in the Pacific Basin region has exceeded world economic growth for some years and that this will continue to be the case for the next decade at least. It looks briefly at the link between economic growth and energy demand and at the relationship between energy demand and the demand for electricity. Changing preferences in fuel mix for electrical generation in the region are noted and tentative forecasts made about variations in this mix. The pros and cons of various forms of fuel used to generate electricity are considered from the point of view of the consumer. Having concluded that steaming coal in particular is likely to become even more important as a generator of base load electricity, the paper looks at the opportunities this presents for exporters such as Australia, and touches on some factors that could prevent development of those opportunities. This paper will concentrate on electrical energy. For the purposes of this paper, the Pacific Basin refers essentially to Australia, New Zealand and the Asian countries bordering the Western Pacific. As a supplier, Siberia is not included because, although it has great potential, it is thought that problems of climate, infrastructure and political restructuring will delay the realisation of that potential until the next century. Although it deals with the Pacific Basin region, where many countries are industrialising rapidly from a predominantly agricultural base, it looks at the experience of mature industrial DECD economies where their experiences seem relevant.

An electrochemical study of the dissolution of gold in aerated cyanide solution shows that the dissolution rate is determined by the nature of the surface. A passive film (probably a basic cyanide) formed at -0·6 V vs a saturated calomel electrode inhibits both the anodic dissolution of gold and the cathodic reduction of oxygen. Thallium has an "activating" effect on these reaction mechanisms.INTRODUCTIONIn general the dissolution rate of a solid in a liquid is studied by weight loss measurements or analysis of the solution at known time intervals. However, if the solid is a metallic conductor, on which a redox reaction can occur at the metal-solution interface, it can be studied by electrochemical techniques. Electrochemical measurements have the advantage that the overall reaction can be separated into its components, in some cases by electrical measurements alone, and in others by a combination of these with analytical determinations.The overall equation for the dissolution of gold in aerated cyanide solution may be written4Au + 02+ 8CN- + 2H20 = 4Au (CN)2- + 40H- ..... The labour question is one that has caused mine managers much thought and anxiety and is likely to continue to do so as long as human beings exist. The difficulty is to devise some arrangement whereby the interests of miner and mine ownerare identical. Mines cannot be worked without capital, and capital is no good without labour, yet, though both have the mine in common, their interests are not exactly the same. Some men are happy so long as they can scrape through by exerting themselves as little as possible, but capitalists do not work mines for charity, they want some return for their money.Where a large number of men are employed there are bound to be examples of all sorts, good and bad, and it is because one cannot depend on all, that different methods of employment have to be adopted. Which method is selected depends to a great extent on the labour market, local conditions, nature of the ore and the way in which it occurs.A big step towards success is obtained by securing the services of good bosses, not only those who know how work should be done, but men who have a knowledge of human nature. It is a big mistake to be too lenient with a man, also to be unnecessarily harsh. A good boss will always be sought out by good men who have worked under him before, or who have heard of him from others. Laboratory-Scale Magnetohydrostatic Separator for High Resolution Density Analysis of Plastic and Other Wastes Recycling and reuse of different plastic wastes is still a current problem to solve for process engineers and it is true for seeking industrial applications as well as for smaller laboratory-scale, where a given waste sample, plastic or even metallic, has to be precisely separated into narrow density fractions to gain data for industrial design or for scientific research. The principle of magnetohydrostatic separators are known even there are industrial size machines but our primary aim was the development of a laboratory-scale separator for analysis of particles of densities up to 6 kg/L and sizes up to 8 mm. Main parts of the built experimental equipment are the ferrite core with two high power coils. The shape of the ferrite core at the two sides of the separator channel was specially designed to produce isodynamic magnetic field. In these places the ferrite core was constructed from laser cut ferrite sheets. The development of the high power electric supply for the two coils was a real challenge because the high voltage and current (400 V, 30 A) and because it had to be precisely regulated for being able to set discrete relative forces on the particles. Two separator channels were made from transparent plastic. The magnetic fluid is circulated by a centrifugal pump, fresh feed is supplied by a vibrated feeder and products can be taken by built in samplers. The velocity profile in the separator channel is measured by an ultrasonic Doppler velocity meter. Paper reports about the development and itself of the magnetohydrostatic separator and about some fundamental and applied laboratory experiments with different reference particles and wastes from used cars and electrical appliances.

Three methods of gold analysis are briefly described highlighting some of the problems and advantages of each. The variation of results between samples and splits and due to method of preparation is illustrated. The mean per cent difference of the fire assay values from the means of sample split values for three cases is 15 per cent.Finally, a comparison of the aqua regia leach atomic absorption spectroscopy (AAS) and fire assay fusion AAS techniques is made.This shows that the mean precision, the ability to obtain the same value, of the methods at 98 per cent confidence is ± 30 per cent and ± 15 per cent respectively. The fire assay fusion AAS method is relatively more accurate than the aqua regia one.

The C.S.A. copper-lead-zinc mine, located 7 miles north of Cobar in central-western New South Wales, is the largest known mineral ocurrence in the Cobar mining field. The generally discordant orebodies occur within a strike width of 600 ft and an overall strike length of 1200 ft. They are enclosed by the steeply westdipping, west-facing sediments of the Cobar Group, and comprise lenticular steeply north-pitching and eastdipping zones of sulphide mineralization which range in composition from massive pyrite-sphalerite-pyrrhotitegalena to less massive pyrite-pyrrhotite-chalcopyrite varieties.The thinly bedded siltstones, shales, and greywackes enclosing the mineralization appear to have derived some of their constituents from volcanic sources. They have been metamorphosed to the greenschist facies of regional metamorphism. At least two stages of deformation and folding have occurred. The first stage folded the rocks on a south pitching fold axis into their present configuration, and superimposed a strong axial plane cleavage which subsequently guided the emplacement of the mineralization. The second stage of deformation is considered to have controlled the zonal distribution of the orebodies.

The sphere of operations of dry crushing has been so much enlarged of late years that the following notes with reference to its advantages and limitations, and also some practical results in connection with the crushing of gold ores will probably be of service to the members of the Institute. Until recently, with one notable exception that of the Mt. Morgan Gold Mine, dry crushing has only been practiced to a very limited extent in Australasia, and elsewhere it might be said to belong to industries other than mining Its sphere of usefulness depends on the fact that the' product is delivered in a dry state without the separation of the finer particles from the coarser to any appreciable extent, thus enabling the following advantages to be achieved with different ores.
