New South Wales mining legislation reinforces a systematic approach to safety management. It is now a requirement of all mines in the coal, metalliferous and quarrying sectors in NSW to prepare a Mine Safety Management Plan. The paper briefly outlines work currently being undertaken by the Safety Operations Branch of the NSW Department of Mineral Resources (DMR). The DMR is working proactively with NSW mines in the preparation and implementation of effective Mine Safety Management Plans. There is a growing realisation that a systematic approach to safety management, underpinned by the process of hazard identification, has real potential to improve safety in the workplace. The paper briefly describes the framework used in a current æmines education programÆ and its æduty of careÆ foundation. Particular attention is paid to the role of mining operators in the implementation of Mine Safety Management Plans and their expected behaviour in demonstrating compliance. One challenge is convincing some mining operators that they must adopt new ways of working. Safety Operations officers are often reminded of the need to translate Mine Safety Management Plans into practical safety systems during audits and inspections of mines and through investigations into accidents and incidents. To have a real effect on the mineÆs safety performance, using these systems must be a normal way of going about a dayÆs work for all persons who work at the mine: not a safety manual collecting dust on the mine managerÆs bookshelf. Mine Safety Management Plans are important to mining operators. Not only will positive involvement in the development and use of safety systems ensure they meet their obligations under mining legislation, but it will also help prevent themselves or their workmates being injured or killed.

The potential for extracting gravel materials from active floodplain and channel areas has been investigated for three West Coast rivers û the Grey, Inangahua and Whataroa. Studies have focused primarily on resource availability and replenishment, but there are clearly also environmental management issues associated with such a proposal. The potential uses for of extracted materials include roading and concrete aggregates, as well as railway ballast, whilst a major benefit would be in assisting with flood control and channel maintenance in a naturally aggrading system. Sediment movement in the rivers has been examined at three scales; long-term (>100 years), medium-term (10 - 100 years) and short-term (<10 years). Long-term sediment movement is based on geological and geomorphological information, such as cyclic fan development and down-cutting in the Whataroa River where sediment input appears to be largely controlled by Alpine Fault rupture events. Medium-term assessment relied on air-photo interpretations over a period of about 50 years, with the mapping of channel changes and bank migration. Short term changes were evaluated from gauging records and other hydrological data, and took account of the development of an armour layer in these gravel-bed river systems. It was concluded that sediment in the lower reaches of each river was suitable for most aggregate uses, although input of more weathered Greenland Group materials in the upper reaches (eg of the Mawhera-iti or Little Grey) resulted in product that was not satisfactory for sealing chip or railway ballast. Of greater importance was the fact that short-term studies showed that a minimum threshold of flow was required for gravel entrainment, and that significant sediment movement only occurred above the one-year return period flood. Ongoing monitoring of river profiles, with accompanying flow gauging, would clearly be necessary were a substantial increase in river bed extraction to be permitted by The West Coast Regional Council.

This paper describes the current and finished design work which has been performed for shallow rock station caverns for New York CityÆs first new subway construction in 60 years. A new robust, sophisticated, design procedure has been developed for two up to 30 m wide caverns, with overburden of less then 12 m, and rock cover to span ratios (C/S) in the order of 0.25. The design is based on empirical input parameters like the Q-value, rock mass rating (RMR) values, rock mass class after Cording (1984), cover to span ratios, which have been validated by the use of structural computer models as well as two- and three-dimensional numerical discontinuum models. The design approach is a staged approach using first principles, empirical models and non-linear FEM and DEM models. In addition, the paper describes the factors and circumstances why shallow caverns have been selected instead of cut-and-cover structures and why all the underground station structures have been developed as drained structures.

The breaking of rock by explosives occurs so rapidly that the details of the phenomenon cannot he observed by the unaided eye. High resolution cameras and VCRs offer a means of slowing down the blasting action. A high resolution super video camera with digital zoom and a variable shutter speed was imported and used for the first time in India as a tool for blast optimisation studies at Malanjkhand Copper Project. Slow motion play-back revealed that the gases vented out through the fissures. The crest moved prior to the lower portion of the bench when initiated with detonating cord. The delay timing between the rows was not enough to provide sufficient relief and rock movement. This inadequate delay timing resulted in flyrock from the back rows. Stemming ejection was observed from practically all the holes. The muck profile was not satisfactory. A trial was carried out using 450 ms in hole delays and 25 nis surface delays. The front row holes were drilled based on the observations made from the laser profiling survey system. The video of the monitored blast showed that the rock started moving prior to the stemming ejection. It could be clearly seen that the entire block was completely initiated through the surface delays before the onset of the burden movement, thus eliminating any chance of misfires. Viewing blasts in high quality slow motion was useful to arrive at modified design parameters, resulting in uniform fragment size distribution and controlled rock movement.

While the potential for the discovery of new high grade resources exists, it is almost inevitable that the ore resources used to provide society's ongoing demand for primary metals will deteriorate over time as the higher grade reserves are exploited first and are progressively depleted. This deterioration in quality of metallic ore resources will bring about significant interactions with other resources such as energy and water, resulting in an increase in the amount of these resources required per unit of primary metal production. In this paper it is shown that as ores deteriorate in quality, the contributions of the mining and mineral processing stages to the life cycle-based embodied energy and water of primary metal production will increase significantly. Therefore efforts to reduce the impact of deteriorating ore resources on energy and water consumption should focus on these stages.   The results from life cycle assessments of the production of various metals by a number of different processing routes, particularly copper and to a lesser extent nickel, have been used to identify a number of opportunities and technologies for reducing the energy consumption in the mining and mineral processing stages, including: comminution, eg high pressure grinding rolls, stirred mills, ore sorting, preconcentration, advanced blasting techniques, advances in diesel technology for loading and hauling, alternative processing routes, eg heap leaching, in situ leaching, water treatment and re-use, water quality 'fit for purpose', dry processing, floating modules to reduce evaporation, and paste thickeners. All the above and existing developed flotation technologies can impact on the mineralogy of the concentrate supplied to the smelter. Removal of gangue minerals early on in processing may have further downstream process implications on fuel and water requirements. The above technologies are in various stages of development, with some more advanced than others. However, all can be expected to play their part in improving the sustainability of the Australian mining industry.

Ventilation characteristics and the occurrence of nocturnal surface inversions have been investigated within the Mount Whaleback open cut iron ore mine at Newman in Western Australia. When winds are light and/or nocturnal surface inversions form within the pit, episodes of atmospheric stagnation can occur with resultant accumulation of dust, diesel exhaust fumes, and sulphur dioxide evolved from spontaneous combustion of pyritic shale. Nocturnal surface inversions were recorded outside the mine on more than two-thirds of nights. Inside the pit, inversions were much less frequent - occurring on roughly 20% of nights when they were observed outside - and much weaker - the maximum temperature difference being 5 C¦ over 210 m inside the pit compared with 15 C¦ over 150 m outside.

Poor quality water resulting from interaction of surface run-off with saline mine spoil and soils can cause significant problems for water reuse on mine sites. Not only can this saline water lead to machine corrosion and increased maintenance costs, but may cause detrimental effects on the environment. Determining the geochemistry of mine spoil, and the likelihood of salt dissolution during rainfall events, may aid in more effective mine site management of water. Spoil samples were taken from three areas of the German Creek mine site, situated in the Bowen Basin coalfield, Queensland. Samples from two undisturbed areas on the lease were also collected for comparison. Analyses were performed using a variety of laboratory techniques: leaching tests, effective cation exchange capacity determination, X-ray diffraction, clay quantification, and total organic content determination. Results show that dissolution of surface (top 2 cm) salt minerals from spoil areas is an important contributor to surface run-off salinity during rainfall events. Equally, ion exchange with clay minerals appears to be a significant source of elevated ion concentrations in run-off waters. Findings from the undisturbed areas show undetectable quantities of salt mineral species, resulting in waters with low ion concentrations. More generally, monovalent cations (sodium, and to a lesser extent potassium) appear to be derived from dissolution of salt precipitated whereas divalent cations (calcium, magnesium) are more likely to be sourced from exchange reactions with clay minerals. Incorporating knowledge about the mechanism of cation mobilisation from spoil with the spatial distribution of spoil properties and understanding of the dynamics of water quality variations on the site will aid in development of integrated water quantity and quality management strategies.

Existing production facilities are constantly looking at ways to increase capacity. Many recent solutions have focused on the implementation of capital and infrastructure projects. It is accepted that capital expansions are frequently necessary for production gains; however, in many cases existing assets have the potential to deliver substantially better throughput than they are currently achieving. By focusing on automation of production control systems, production reporting and business processes substantial gains can be achieved utilising existing assets. This potential can be realised quickly and has been proven across several sites and industries. In the Pilbara region of Western Australia throughput gains of between two per cent and 25 per cent (translating to millions of tonnes per annum) have been achieved from existing assets using the methodologies discussed. The improvement process involves evaluating the entire production chain from the time the ore arrives at the plant to the time it is dispatched. A technical evaluation of the performance of the control system and plant automation interfaces to upstream and downstream processes is conducted. The relationship of these processes to the business systems and the human interface to the systems is reviewed to ensure a complete picture of the system is understood. Technical evaluation targets include: individual equipment operation, the engineering level of control systems, feed controls, etc; managing recirculating loads, surge capacities, dynamic inventories as well as management of in-feed systems and integration into yard and out-feed systems; and communication flow between control and other systems, data alignment between rail and shipping schedules, yard systems, sales systems and maintenance systems including such fundamentals as truck dispatch links to plant control. In parallel with the technical evaluation, business system evaluation takes place, including analysis of the operational systems, methods and personnel.

North Broken Hill Limited came into prominence as a producing mine at· the commencement of the present century, when a great many of the disabilities experienced in earlier mining operations th:rough lack of adequate stope filling had been overcome.The northern or narrower ore-body was first mined in the upper levels and, in the early stages, no great difficulty in mining was experienced. In depth, under the influence of its northerly pitch,. the wide southern ore-body entered the North mine between the 400 and 500-ft. levels. Owing to its flat dip and the relatively weak nature of the hanging wall and footwall, the value of close filling was recognized and this policy has been followed throughout the life of the mine. This feature undoubtedly contributed to the freedomfrom "creep" action to which some of the older mines had been subjected.The Broken Hill lead-zinc-silver ore-bodies occur as well defined replacements of favou:rable horizons, in intensely folded Pre-Cambrian sedimentaries. In the North mine two main replacement zones occur, the Gre being found where the beds are involved in a certain set of minor folds. The resulting ore-bodies are roughly elliptical in cross-section, the long axis of one being north-east of, and somewhat offset from the long axis of the other. The ore-bodies pitch eastwards at 40° and dip northwards at 60° in a fairly regularmanner. The southern Ore-body has an average length of 700 feet and an average width of 90 feet with a maximum width of 230 feet, whilst the nonhern ore-body on the lower levels averages 500 feet long and 40 feet wide.

"The Coal Seam Gas (CSG) industry has seen a rapid increase in activity over a 30-year periodfrom the early 1990s within Australia. Despite public concerns over environmental issues, theCSG industry has increased in Queensland to the point where more than 90 per cent of naturalgas consumed in Queensland is CSG. The New South Wales (NSW) CSG industry has been slowerto respond for many reasons. Ninety-five per cent of natural gas consumed in NSW comes frominterstate. However, CSG activity in New South Wales is increasing notwithstanding publicconcerns. The CSG potential of three Petroleum Exploration Licenses (PELs) are being assessedwithin the Southern Sydney Basin that provides a unique opportunity to develop resourcesstrategically around many abandoned coal mines. The question has been asked - what do theseabandoned coal mines mean to the project? Are they good or bad? Are they friend or foe? Thispaper att empts to answer these questions and in doing so describes the coal mine ventilation andgas management philosophies and practices used to assess gas production potential. The coalmining philosophies not only have the potential to assist in the construction of a highly successfulCSG project, but they also potentially add signifi cant pre production value by re defi ning how theresources and reserves are assessed and therefore valued. The behaviour of abandoned coal minesand the goaves within the PELs are not well understood by the petroleum industry. However, in the Illawarra region there is an abundance of coal mining knowledge and expertise that if properly focused can greatly increase the chances of project success."

Commercial production of zinc started at the Pasminco Metals - EZ Plant, Hobart, Tasmania, in 1921. Since that time the capacity of the plant has been steadily increased to its present level of almost 220 000 tpa. Major areas of the plant have been successively upgraded over a number of years, (Roasters, 1969, 1975; Acid Plants, 1981; Casting, 1972; Residue Treatment Plant, 1971), but, until recently, the leach/purification area remained virtually unchanged from the time the plant was built. The major redevelopment of the hydrometallurgical plant began with fully integrated pilot plant testing of the proposed new circuit in 1981. The pilot plant incorporated the Low-contaminant Jarosite Process, and a new two-stage zinc dust purification procedure. In 1985, approval was granted for a major modemisation program which involved the complete replacement of most of the leaching and purification plants, and substantial improvements to the residue treatment plant. Construction of the first of the new plant sections, Strong Acid Leaching, commenced in 1986. This paper describes briefly the modernisation program itself, and the current method of zinc production at the PMEZ plant. The new plant sections comprise a Strong Acid Leach stage to improve lead residue grade; a Preneutralisation stage to reduce metal losses in jarosite; new filtration stages for both jarosite and lead residue; new Neutral Leach and Weak Acid Leach stages to replace old equipment; a new Solution Purification stage to replace the use of organic reagents to remove cobalt; and a new Gypsum Removal stage to cool the solution before electrolysis. At the completion of the modernisation program, only the electrolytic cellhouse remains of the early plant sections.

The history of black coal as a fuel dates back in Europe more than 2,300 years, and possibly longer in China. Originally the mining of coal was done by underprivileged people, but with the industrial revolution and the dawn of mechanisation, the status of the coal miner improved. The improvement continued to the present day. Coal miners now take an important role in industrialised countries and enjoy a high standard of living. The miner is amongst the highest paid and best technologically served in any industrial activity. The abundance of coal relative to alternative fuels and its widespread occurrence, brings with it a prosperity much valued in those countries with significant resources such as Australia. Coal will play a major role in easing the world energy shortage. In addition to the conventional usage, throughout the world coal gasification plants are in various stages of development. Coal liquefaction plants are beyond the drawing board stage. Slurry pipelines to supply coal for direct burning in electric generating and other plants are planned. In the current atmosphere of environment consciousness, Australia has to contend with people with only marginal interest trying to influence coal mining activities to the detriment of the overall prosperity of Australia. Fortunately enlightened legislation is the greatest protector of the environment and in many instances great improvement to the environment ensues after mining has passed. With its vast resources of black coal Australia can look forward to a significant role in future supply of fuel. As a result of the trade and industry involved, Australia can become an even more influential country in world politics, trade, and the setting of high living standards.

Formation of porphyry-style ore deposits starts with the metal extraction from magmas at so-called magmatic-hydrothermal transition (MHT). The processes and compositions at MHT are difficult to study as the record of them is poorly preserved. As the MHT is characterised by massive crystallisation of quartz, including quartz æeyesÆ and veins, their study can elucidate questions related to metal transport and deposition. Quartz grains from the porphyry deposits all over the world (Antapaccay, Peru; Batu Hijao, Indonesia; Climax, USA; Panguna, PNG; Far Southeast porphyry, Philippines; Rio Blanco, Chile; Omsukchan, Russia) were studied by optical, SEM-CL and BSE microscopy, electron microprobe and LA ICPMS. Quartz grains, even within each sample, have different shapes (rounded, egg-shaped, amoeboid or euhedral) and cathodoluminesence (CL) patterns (shape, number and width of bands in CL images). The outer layers of quartz are markedly different, which is unexpected if the grains had formed in the same conditions. Inflections and blurring of CL bands are often structurally associated with fractures that are commonly healed with secondary quartz and associated fluid inclusions. Our results show that quartz æeyesÆ could not crystallise from a silicate melt as normal phenocrysts. It is likely that in situ segregation of residual SiO2- and H2O-rich liquid and its solidification followed by coagulation (eg formation of silica-gel globules) took place in the magma (crystal mush) during MHT. Such globules could remain in a plastic state for a long time even at rather low temperatures. The solidification of globules occurred after bands of different composition had formed and led to fracturing of solidified and inflection of unconsolidated layers. All fluids (liquid and vapour) released from the original silicagel during solidification were trapped as inclusions (aqueous, salt-rich and sulfide). An EXTENDED ABSTRACT is available for download. About 60 persons are admitted to the graduate course every year after passing the entrance examinations. The entire course of studies is free of charge and the universities provide accommodation for the students who need it. The five years of studies are divided into 10 semesters. One semester lasts 15 weeks. Automatics can be studied at three separate faculties. At the University of Mining and Metallurgy, it is offered by the Faculty of Electrical Engineering, Automatics and Electronics as well as the Faculty of Mining and Metallurgical Machines (metrology can also be studied there); at the Silesian Technical University in Gliwice, the Faculty of Mining offers the course. The educational plans and programmes comprise 3 groups of subjects: common for a given course of studies (foreign languages, political science and the basic technical knowledge) common for the speciality and subjects of diploma courses. The whole time of studies covers about 4400 hours excluding 3 periods of professional training and the physical training. The classes, laboratory classes, seminars and design classes are obligatory and the attendance is strictly checked. Students may extend their knowledge by participating and working in the Science Clubs. The students' work is checked not only during the classes but also by the examinations held at'the end of respective semesters. Those who fail the exams can repeat them only if very important reasons are presented. At the very end of the studies there is a diploma examination together with a discussion on the diploma thesis, written by the student. The successful result entitles the student to recieve the title of "magister inzynier",M.Sc. of his speciality. The graduates, after working for 2 years, can attend another course of studies lasting 2 semesters and called "Postgraduate Course", or start "Doctoral Studies" finished by the defence of a doctor's thesis. In'these cases the expenses are usually covered by the graduates' employers.

Removal of gangue minerals from ilmenite concentrates can beaccomplished by relatively low temperature roasting in controlled gasatmospheres to selectively enhance the magnetic separationcharacteristics of the ilmenite. At roasting temperatures below 800¦C the magnetising reactions are often not consistent with phase equilibria considerations. Metastable phases can nucleate and control the roasting products. In weathered ilmenites the phase assemblages and microstructures in the altered ilmenite grains can influence the roasting reactions. In this paper we give an overview of the phase chemistry of chemically weathered ilmenites and of metastable phases formed by low temperature roasting. We also report the results of roast experiments conducted in a neutral gas atmosphere. Major increases in magnetic properties after short roasting times at low temperatures were obtained for a range of ilmenite concentrates. For example heating a secondary ilmenite concentrate from Western Australia for 15 minutes in nitrogen at 600¦C gave an increase in the three kilogauss magnetic fraction from three to 92 wt per cent. The solid state phase changes accompanying the inert atmosphereroasts were characterised by combining elemental analyses withquantitative phase analyses of the ilmenite concentrates and their roast products. It was found that the phase reaction that is principally responsible for the increase in the magnetic properties of weathered ilmenites involves a transformation of disordered ferrous-containing pseudorutile to an ordered ilmenite-hematite solid solution containing typically ten to 35 mole per cent of the hematite component. Examples are given of the application of the inert atmosphere roast to effect separations of ilmenite from gangue minerals.

The geological and geotechnical conditions at the Cadia Hill Open Pit are very complex. This complexity coupled with high mining rates has required significant technical input into the design and optimisations of the pit slopes, accesses, cutbacks and scheduling. A multi-discipline team of NML engineers, geologists and external consultants has been conducting comprehensive geological and geotechnical programs in order to achieve an optimum design of the pit slopes. Extensive data collection, analysis and interpretation has led to the formation of working geotechnical models of large structures, rock masses, and back-analysed slope performance charts. The current Cadia Pit Optimisation Project focuses on the risk-and-return principle for pit design and on the integration of geotechnical, hydrogeological, mining engineering and scheduling. The risk management for pit design has also been incorporated into the short term and long-term operation of the pit mining to ensure safety and production.

Drilling has disclosed a sequence of Cainozoic sediments immediately to the west of the Ediacara mineral field containing little or no dolomitic debris in the lower and middle sections, but with gravel beds of dolomite derived from local rocks in the upper part. It is suggested that the lower and middle sequence of Cainozoic strata was deposited over the area of the Ediacara Range, and that this range was uplifted, probably as a horst block, during Quaternary times and was first exposed to subaerial erosion during the upper Pleistocene epoch.Lower Cambrian dolomites with associated stratiform lead mineralization, which formed the target of drilling on the western downthrown block of the Ediacara Fault, were eroded before deposition of Cainozoic sediments.Intense leaching of basal Cambrian dolomites around the periphery of the Ediacara Basin took place during Mesozoic and Tertiary times. This leaching process has resulted in enrichment of copper and lead mineralization in a thick marginal zone of residual clayey material overlain by dolomitic collapse breccia. These zones of leaching and enrichment were preserved under Cainozoic sediments which have subsequently been eroded. The Ediacara Fault appears to have been a major conduit for mineralizing fluids and is the main lineament of the Torrens Hinge Zone. Contemporaneous movements on this fault have controlled rates of depositionand thickness of sediments across the fault during Adelaidean and Cainozoic times. Though latest movements of this fault have been west block down, the predominant movement has been east block down with associated thickening of sediments to the east in the Adelaide Geosync1ine.

The magnesite deposits near Young, N.S.W., occur in decomposed serpentine rock below a soil. and alluvial cover. They show considerable variation in both quality and depth which greatly hampers mining operations. Seismic refraction techniques afford methods of conducting detailed and reconnaissance surveys which yield a depth and velocity analysis of the serpentine/magnesite refractor. The measured seismic velocities may be used as an index of the presence and quality of the deposits. The Seismic Timer which was used in the test surveys is a simplified seismograph which makes use of seismic reciprocity by replacing the conventional seismic shotpoints with geophone stations and the conventional geophone stations with impact points of a sledge hammer. Thi,s enables the use of detailed seismic refraction techniques which yield the depth and velocity analysis of the refractor.INTRODUCTIONThe magnesite deposits near Young, N.S.W., were produced by a process of leaching and enrichment of magnesium in serpentine rock. The magnesite occurs in nodular form emplaced in decomposed rock at shallow depths below soil and alluvium. The depth ranges from close to the surface down to some tens of feet. The deposits are patchy and show considerable variation in both quality and depth, giving riseto considerable difficulties in mining operations.Due to the thorough leaching of the surface material, geochemical tests carried out so far have not proved satisfactory for locating the pockets of magnesite enrichment.It was decided to test the application of detailed shallow seismic refraction methods to the investigation of both the depth and quality of the deposits. Looking back 25 years, the role of the drill and blast engineer in an Australian mine seemed relatively simple, with the primary focal points being scheduling of the drill rigs, oversize control, and budget control with respect to consumption of both explosives and drill consumables. The choice of explosive selection was relatively simple, though many mines were becoming involved in trials of slurry explosives, emulsion blends, and low density ANFO blends. Guidelines to assist the engineer towards specific fragmentation targets were scarce, environmental constraints were light, and computers were rarely found on the desks of any mining engineers. Wall control blasting was in its infancy, with the bulk of attention being given to appropriate slope design and little real attention given to factors such as explosive distribution, and optimum delay timing and sequencing. Quantitative measurement of blasting performance was rare. The science of blasting, for fragmentation control, wall control, and environmental impact control was about to be born, and was heralded in those years by intense efforts by the explosive manufacturers and a proliferation of research centres throughout the world. Since the early 1980s, the role of the Australian drill and blast engineer has gone through a major metamorphosis, and currently requires a greater depth of scientific understanding than any other specialisation within mining engineering.

Iron from the blast furnace constitutes the starting point in steel production and any increase that can be made in iron production will bring about important repercussions in a long line of processes. Coke constitutes a major item in furnace operation and consumption at the Port Kembla Works of Australian Iron & Steel Ltd. has been approximately 1,850 lb. per ton of iron produced on ore practice, or 3,000 tons per day.For many years coke quality has been subject to much criticism by furnace operators throughout the world, sometimes with little real grounds. Whatever the merits of previous arguments, and they were no doubt two-sided, the development of bigger furnaces has focused attention on coke strength. At the same time a decrease in the quantity of good quality coking coals available to many plants has stimulated research in this field.Extensive coke research has been carried out overseas, and in Australia the.B.H.P. Organization is now actively doing likewise in its Central Research Laboratories at Shortland near Newcastle, N.S.W., and works research groups at Newcastle and Port Kembla Steelworks. Similar work has been initiated in the beehive coking industry. Such work is in its infancy and this paper will outline the direction of the activities at Port Kembla rather than propound specific solutions.At Port Kembla good quality coking coals are readily available from the IIIawarra coalfield. The seams generally mined for coking are Bulli and Wongawilli and to a much smaller extent Tongarra. Characteristics of these coals appear in Table 1.
