EQUIPMENT TO BE DISCUSSED It is the intention of this paper to discuss the transporting of large skid mounted equipment and track machines around open cut mines. By large I mean 100 to 350 tonne capacity being trans- ported on minesite lowloaders and the capability of moving loads of 300 to 1200 tonne by other means. It is also possible to move larger loads. The main factor in transporting large loads is eco- nomics and is a balance between the cost of the transporter and the increased production from the equipment being moved. For example it could be possible to shift a 7000 tonne dragline faster than their own means of propulsion, being the "walking feet" method. However for the cost of $10 to $12,000,000.00 or more you can afford to walk the dragline and suffer the production loss. Let us concentrate on the economically realistic. BOSICH FBT MINESITE LOWLOADERS 100 TO 350 TONNE CAPACITY. Why initially consider having such a transporter? Our experience has shown that initial enquiries evolve from mines requiring to move large drills, 50 to 200 tonne weight and large hydraulic excavators or backhoes which are track mounted. The reason for shifting them is to move equipment from a mining face to enable blasting, to remove to the central workshop for repairs, overhauls and routine maintenance, to transport equip- ment from one mine face to another, and for drills, to move from one drilling pattern to the next. The cost in terms of time lost and extra wear on tracked equip- ment easily justifies the cost of the transporter. The tracks on large drills and shovels are not intended for long distance walk- ing. These tracks are designed to move the machines to position for drill holes, or moving around the mine face. Long distance travel, ie generally 1 km or more, results in overheating of track rollers, track drive components and accelerated wear on tracks.

Semi-confined, trachy-andesite sills which overlie the German Creek Seam, within the critical tensile strain zone, form major groundwater hazards to longwall mining at the German Creek underground mines. The water contained in these aquifers is normally neutral, but highly saline. Techniques used to detect aquifers include routine air-lift pumping in exploratory drill holes, downhole geophysical and geological logging and upstage packer testing. Hydraulic constants are calculated from pump-out and pump-in test results. Hydraulic parameters for the calculation of mine inflow rates are determined from pump-out test results because these tests appear to be more representative of aquifer drainage during goat dewatering than pump- in testing. During mining of the first longwall block at Central Colliery, caving fractures intersected overlying aquifers after the longwall had retreated 40m, and mine water inflow rate rapidly increased from less than one litre/sec to 25 litres/sec. The amount of water pumped out of the mine during first panel extraction was 140 megalitres with drawdown occurring over an area of 168 hectares. In the Southern Colliery area approximately 324 megalitres of highly saline water which is actively stored in the Aquila Sill area will be pre-drained from six well points prior to longwall mining. With effective pre-drainage from surface drill holes, maximum inflow rate into the mine during initial goafing can be reduced from 165 litres/sec to about 45 litres/sec.

Ferromanganese nodules form a specific category of widespread marine mineral deposits. The tremendous increase in metal prices during the last decade raised new economic interest in their exploration. The German Federal Institute for Geosciences and Natural Resources (BGR), which had been engaged in nodule research in the 1970s and 1980s, renewed its activities on this subject based on an exploration contract with the International Seabed Authority, signed in 2006. BGRÆs licence area û comprising 75 000 km2 û is located between the Clarion and the Clipperton Fracture Zones. In this so-called nodule belt north of the equator the sea floor reaches water depths of >4000 m. About 900 million tonnes of manganese nodules are expected there. In this study the fine-scale distribution of important elements in manganese nodules and crusts from a variety of locations was investigated. Besides 11 samples from the RV SONNE cruise SO-25, numerous samples from additional locations were included in this study for comparison. In general, the sample suite includes two genetic types of precipitates, manganese nodules and Co-rich crusts. A detailed characterisation of the distribution of major, minor and important trace elements in manganese nodules based on in situ microenergy dispersive X-ray fluorescence (¦-EDXRF) analysis is presented here. The data are compared with bulk major, minor and trace element data as well as with quantitative electron probe microanalysis (EMPA) data sets. The element distribution maps and profiles produced by ¦-EDXRF analysis with short or extended (in case of profiles) counting times, allow precise selection of æregions of interestÆ for further detailed investigation using high spatial resolution techniques (eg scanning electron microscope (SEM)-EDAX; laser ablation-inductively coupled plasma mass spectroscopy (LA-ICPMS); isotopic studies).

A mineral systems approach was used to interpret precompetitive airborne mineral mapping geoscience data for iron oxide copper gold (IOCG) exploration in the Starra area, Eastern Succession, Mount Isa Inlier. Selected minerals were chosen to map possible source rocks/fluids as well as intersecting structural/fluid pathways that could have transported mineralising fluids into domains of contrasting rocks/fluids where there was potential for physicochemical gradients to precipitate metals. Ferric and ferrous iron contents and white mica abundance were useful mineral criteria to identify theMount Dore Granite of theWilliams-Naraku Batholith as a potential source of æoxidisedÆ fluids rich in Fe, K and potentially Cu-Au. The Mount Dore Shear Zone (MDSZ) intersects the western margin of this granite with the highest contents and changes in composition of the white mica are peripheral to this contact within the granite. This together, with the fact that the entire N-S length of the MDSZ in the study area (~16 km) is abundant in white mica are evidence of K-rich fluids had preferentially moved along this pathway. To the south, the MDSZ intersects a domain comprising massive ironstone bodies as well as numerous graphitic horizons. This interpreted æreducedÆ domain is well mapped using the æopaqueÆ mineral products, as well as by white mica, which is pervasively developed and extends 2 km either side of the MDSZ fault into the meta-sedimentary sequences. The chemistry of this white mica also changes progressively away from the MDSZ, becoming more Si-rich (longer wavelength) towards the contact with massive ironstone bodies in the west and the graphitic units in the east, both of which represent sites of known Cu-Au mineralisation. Beyond these contact zones of interpreted æoxidised fluidsÆ with reduced rocks/fluids, there is either a rapid change to Si-poor white mica and/or no white mica developed, ie major æchemicalÆ gradient change. These mineral mapping results provide evidence for a direct link between possible source rocks and sites of IOCG metal deposition as well as extending the associated alteration zonation which had previously been mapped/published at the metre-scale to the kilometre-scale. The Merensky Reef at Northam Platinum Mine in South Africa is characterised by a high degree of variability with respect to reef elevation (difficult to mine), as well as mineralogy and texture (difficult to process). Development along strike and down dip of multiple reef types has led to unpredictable run-of-mine characteristics that pose problems for the mineral processing circuit at Northam. Following mining terminology, Normal, Transitional (NP2) and Pothole (P2) Merensky reef types can be defined, and this geometallurgical study aims to characterise and understand the relationship between their mineralogical characteristics and laboratory scale batch flotation performance. The plagioclase-rich NP2 reef ore is the easiest ore to process in terms of capacity for high mill throughput as well as flotation performance. The lack of very fine-grained disseminated sulfide textures in the NP2 reef ore results in better liberation characteristics relative to the Normal and P2 reef types. Consequently, chalcopyrite, pentlandite and sulfide recoveries are highest for the NP2 reef ore. The lack of ferromagnesian minerals in the NP2 reef ore also results in the recovery of the least amount of floatable gangue during flotation tests. The Normal and P2 reef ores are similar to each other, with an orthopyroxene-rich mineralogy with associated alteration minerals. The P2 reef is also characterised by the highest sulfide content and degree of pentlandite liberation. Chalcopyrite, pentlandite and pyrrhotite liberation is only significantly increased by a change in grind for the Normal reef ore. The change in grind, however, only significantly affects pentlandite flotation performance and overall froth stability for the Normal reef ore. However, for all three ores, a small change in grind has a detrimental effect on pentlandite flotation performance.

The Australian Magnesium Corporation Limited (AMC) is constructing the worldÆs largest magnesium metal plant at Stanwell, 24 km west of Rockhampton in Central Queensland. The $1.3 billion, 97 000 tonne per year plant is scheduled to commence production in mid-2004. It will produce magnesium from magnesite using the innovative, locally developed AM Process Technology which enables magnesium to be produced at internationally competitive costs. The technology will enable the plant to have the lowest environmental impact of all the available magnesium production processes. The project will meet current world-best-practice environmental and emission standards while on a life cycle analysis, magnesium produced by the Stanwell plant will result in net reduction in global greenhouse gas emissions. Magnesium is the lightest of the structural metals. Its high strength to weight ratio and ease of casting and machinability makes it particularly suitable for the manufacture of light weight automotive components. Reducing the weight of motor vehicles through the use of light weight materials such as magnesium is the current primary means adopted by the automobile manufacturing industry to improve motor vehicle fuel efficiency and the lowering of emissions of greenhouse gases. The Australian Magnesium or AM process has been developed over the past decade by AMC in conjunction with the CSIRO to produce magnesium from magnesite mined at AMCÆs Kunwarara deposit. Over $200 million has been spent developing the AM process, designing, building and operating a demonstration plant at Gladstone and to complete an environmental impact statement and receive environmental approvals as well as funding for the commercial Stanwell Project. The paper outlines the development of the AM process technology, the operations of the Gladstone demonstration plant confirming the process technology, its operating costs and environmental performance. The paper covers the particular attention that was given to minimising the production of CHCÆs, the development of new cover gases for molten magnesium, the minimising of emissions of greenhouse gases and the life cycle analysis of magnesium as a replacement for steel and heavier metals in motor vehicles which confirmed its use resulted in a net reduction in global greenhouse gas emissions. The project received both Commonwealth and Queensland Government environmental approvals by August 2000.

Standard microeconomic theory suggests that the behaviour of mineral extraction and processing firms with respect to their demand for water can be modelled and a market demand for water subsequently derived. Such a model, although an abstraction of the real world, should be able to predict the responsiveness of quantity of water demanded to change in price, and, change in demand to a range of factors including: expectations about reliability of supply, changed commodity prices for mineral production, and change in water technology and storage at mine site. This paper demonstrates that the price of water is particularly responsive to changes in demand and that although price increases would result in some additional supplies, physical constraints on supply suggest that the industry will be paying considerably higher prices for water in the future. It is recommended that the mining industry undertakes quantification of possible price increases to position itself to minimise the impact on their operating costs as well as to make responsible capital investment decisions to facilitate future expansion or commissioning of new mines. Substantial investment is required to commission a new mining venture with expected rates of return subject to risk and uncertainty due to fluctuations in world commodity markets as well as reliability of secure supplies of inputs. If a reliable supply of water was subject to uncertainty and water was a critical input for production, then the initial mine design would typically consider a range of production decisions contingent on levels of uncertainty with respect to water supply. These states or sets of water supply, will affect production decisions and future water demand. Modelling production decisions contingent on different states of nature, termed the state-contingent approach, provides a number of insights about producer behaviour under uncertainty. This paper investigates the assumptions underlying the derivation of the market demand for water by the mineral resource industry and identifies the drivers of demand and the responsiveness of the industry to change in price and supply, particularly in relation to capital investment in water-use technologies. The usefulness of these models to the mining industry is considered by reference to the increasing demand for water by the industry in Queensland, in a climate of water shortages.

Recent well-publicised problems with the start-up of new mining projects have continued to feed the perception that the mining business in general and Ore Reserves in particular are a poor risk. New mines commonly experience difficulties when the true variability of ore characteristics becomes apparent during commissioning. At this critical stage, the impact of lower metal recovery, reduced throughput or increased consumption of reagents and energy can have a catastrophic effect on economic returns, as illustrated by the premature closure of some operations. There appear to be several common reasons contributing to the poor performance of mining projects, of which three are examined here: lack of early risk assessment before feasibility studies are started, inadequate sampling for metallurgical test work and variability of the run-of-mine (ROM) ore. An underlying feature of these issues is the lack of effective interaction between geologists, mining engineers and metallurgists/ process engineers. Geologists need to be more aware of ore processing issues and the range of characteristics that need to be considered as part of the resource estimate. Metallurgists need a greater understanding of the variability of the run of mine ore in terms of all the characteristics that influence the design and operation of the plant. Mining engineers need to determine the short-term variability of the ore in the mine schedule, so that there is confidence that the quality of the run-of-mine ore will be within the design specifications of the plant. A substantial overlap between these disciplines and sharing of areas of responsibility is necessary if these and other technical problems are to be better understood, production estimates are to be improved and commercial risks are to be reduced. Although the JORC Code (1999) provides guidelines for reporting all the issues that are material to an Ore Reserve estimate, some issues are rarely fully addressed in Ore Reserve reports. In particular there is no formal requirement for a metallurgist to assure his or herself of the appropriateness of the Ore Reserve classification. Consequently the level of uncertainty related to recovered grade and ore processing characteristics may be understated. It is suggested that to meet the concerns of bodies funding new mineral developments a stronger multi-disciplinary approach to the analysis of mineral deposits and reporting of Ore Reserves is required. The culmination of this approach would be the formal requirement for a geologist, mining engineer and a metallurgist to co-sign Ore Reserve reports.

Assessing the risks in a mining project is a key aspect of project evaluation. This is an exacting and demanding task because of the complexity due to the need to deal with uncertainty over long time periods. The way risks are assessed and managed is critical to the long-term success of the projects and the business. Discounted cash flow (DCF) analysis is commonly used for project and risk evaluation. A discount rate is selected that accounts for uncertainties in the cash flows. However, it is difficult to determine an appropriate discount rate due to the large number of factors that need to be considered and the complex relationships between risk sources. Using a proven framework, ævalue at riskÆ (VaR), this paper proposes to rigorously model and quantify ærisk at sourceÆ. The approach was first employed to assess financial market risks and is now widely used in the banking sector for risk assessment. In project evaluation, all risk sources are identified and estimated separately to ensure the overall project risk is quantified accurately. A bottom-up approach has been proposed. Estimates are first carried out for risk factors at the bottom of the project structure. The assessment is then applied at increasingly higher levels until the overall project risk is estimated. Value at risk is a versatile methodology and can be used in a local or integrated manner. The final value is objective and the calculation steps can be easily justified and followed. Four case studies have been included to illustrate how the proposed approach can assist management in decision-making.

A novel solvent extraction process, called the SOHNEX process, has been developed at the University of Utah. In this process, the organic and the aqueous phases flow countercurrently in a horizontal vessel, and the emulsion between the two liquid phases is generated by high-velocity gas jets injected at the bottom. The gas jets are located at certain intervals along the bottom of the vessel with phase disengagement zones on either side of the plume zone created by the gas jet. The system is simple, having no mechanical moving parts or complex internal structures, and yet provides good contact between the phases with minimal backmixing. Tests have shown that emulsions with a wide range of specific interfacial area, including that typically encountered in mixer-settlers, can be generated in this process. It has significant built-in flexibility of operation including the control of the flowrate and hold-up of each liquid phase. The SOHNEX process overcomes the difficulties in the operation of conventional solvent extraction equipment such as mixer-settlers and column extractors. A major advantage of the SOHNEX process is that the energy of mixing can be closely controlled by adjusting the strength of the gas jet. This allows an optimal control of the drop-size distribution of the dispersed phase and thus the specific interfacial area. The process is continuous, and any number of extraction and separation stages may be built into a single vessel. The gas can be recirculated in a closed loop, thus eliminating solvent loss and mist problems, especially for high-temperature operations. The SOHNEX problem can handle solutions that contain suspended solids and that form third phases. The simplicity of the equipment and operation with low maintenance will mean much reduced capital and operating costs as well as low environmental risks and improved safety. The SOHNEX process has been tested for continuous copper extraction from a dilute solution. Calculations also showed that uranium and other radioactive elements can readily be extracted in a small unit of the SOHNEX extractor while satisfying the nuclear criticality condition.

Boliden's Aitik open pit mine located in northern Sweden, will expand yearly production from 18 to 36 Mt of copper ore during 2010. The expansion includes a new concentrator located 3 km off the pit, two new apron feeder crushers connected to the ore storages and concentrator with conveyors at a total length of 7 km. The concentrator has two lines with autogenous grinding mills and flotation each with a capacity of 18 Mt. Consequently the mine operation has to be expanded. To achieve this, there was several parallel processes ongoing; investments in new equipment, reorganisations, improvement projects in maintenance and productivity. The Aitik 72 project was started to coordinate productivity and mine planning activities. Initially the long-term strategic mine plan called for a total movement of ore and waste to increase from 40 to 72 Mt but has today increased to 89 Mt. Productivity projects have been focused on load and haul activities such as fuel economics (Renstr÷m, 2007), effective utilisation of trucks partly by increasing manning levels, improved dispatch and shovel utilisation focusing on optimal use of loader/truck fleets. The eco-driving projects previously reported have reduced fuel consumption significantly. This project is also a productivity project, as part of the fuel savings comes from minimising idle engine hours due to queues, break-downs, operator shift changes, etc but also from under and overloading. Effective use of truck fleets, ie transport of material, loading and dumping, thus excluding non-productive engine hours has been an essential motivator when deciding the size and number of new trucks required. This has resulted in a reduction of the investment with at least one but maybe two trucks. A third major project was to optimise shovels together with truck fleet by improving short-term, up to two weeks, detailed planning of drilling and shovel activities. Daily scheduled breaks for maintenance as well as planning of shovel utilisation, down to shift level are included in the production plans. KPIs and online production reports, based on real-time monitoring of drill rigs, shovels and trucks, have been an essential tool used regularly to engage and motivate mine production personal and information reporting to management. Several projects have already reached their goals. The projects will continue throughout 2010 to ensure that productivity targets are met.

Fleet management systems have been adopted by many open pit mines throughout the world and the resulting improvement in truck cycle times has been one of the most significant contributors to mine efficiency. Ongoing enhancements to fleet management systems such as interfaces for vital signs monitoring have given incremental efficiency gains. Each incremental improvement is another step towards a grand vision of a totally automated mine. A relatively new fleet management system is being integrated with two other technologies to provide a highly reliable platform for a networked information system which monitors mine machinery and production. The paper reviews the integration project, the features of the new mine site information network platform and the contribution to productivity and safety. The new fleet management system has a predictive truck dispatch algorithm. It also has a distributed database that replicates rapidly so that each machine in the fleet has an identical database, thereby making each machine aware of other machinesÆ locations on the site. High precision systems for navigating and monitoring machinery such as drills, dozers, draglines and shovels provide individual machine operators with cockpit style real-time information to increase their operational efficiency. The integration of the new fleet management systems capabilities with the high precision systems that provide production information, machine vital signs data and operator information means that the mine operations and maintenance managers have real-time access to the whole mine siteÆs production data. Such a mine monitoring and reporting system is dependent on reliable wireless communications and reliable positions. Positions in fleet management and high precision systems for open pit mines are usually provided by global positioning system (GPS). Other global navigation satellite systems (GNSS) such as Glonass, and in the future Galileo, will provide additional satellite cover; however, some parts of open pit mines do not have enough sky visibility for reliable GNSS positioning and so a new centimetre level wireless positioning system called Locata is being integrated with the fleet and high precision systems to augment and backup the GNSS positions. The final integrated system will provide the highest levels of reliable position-based information to all stakeholders in a mineÆs operation, ensuring gains in productivity and safety.

Assessment of metal mobility, acid rock drainage production, and toxic effects from weathering of mineralised materials (ie mine-waste piles and outcropping alteration/ore zones) is key in evaluating and mitigating metal mining sites. Many metal- and acid-generating materials at these sites are sulfur minerals (sulfides to sulfates) with differing reactivities, weathering characteristics and metal contents. Our working hypothesis predicts that data on the types and quantities of sulfur minerals, coupled with comparison of their sulfur isotopic compositions to that of aqueous sulfate in the surrounding environment, can be used to evaluate primary pathways of weathering reactions at mining sites. We developed a sequential extraction scheme to separate the phases of sulfur in mineralised materials. Operationally defined phases, including monosulfides, disulfides, elemental sulfur, water-soluble sulfo-salts, acid-soluble sulfates, and resistant sulfate phases such as barite, are quantified gravimetrically and/or instrumentally. Several sets of experiments were designed to test the effectiveness of this extraction scheme. First, a variety of ore sulfides diluted in an inert matrix was analysed with the scheme. Results showed that molybdenite and arsenic-bearing sulfides do not behave as predicted from just their sulfur oxidation states, indicating that samples containing these minerals need special treatment for complete phase recovery. Second, a natural mine-waste composite standard was analysed by the scheme. The sum of the phases was equal to the total sulfur concentration analysed independently. Each phase had a similar, but distinct sulfur isotopic composition. The results were verified with a laboratory prepared æproxyÆ having the same mineralogical composition as the standard, but with each phase having a very different sulfur isotopic composition. The sulfur isotopic compositions of the recovered phases from the æproxyÆ showed that the scheme effectively separated the sulfur with only minor cross contamination of phases. The speciation and isotopic analyses were applied to both mine-waste piles and naturally occurring alteration zones at nine mine sites. A case study from one site comparing the sulfur isotopic composition of minerals in an alteration zone and dissolved sulfate in proximal streams is presented. This case study shows the application of our data to differentiating sources of sulfate in the surrounding environment.

Due to the increasing demand for resources worldwide, efficient utilisation of raw material deposits and recycling technologies become more and more important. Growing industrial nations and increased living standards require a large raw material supply. Hereby responsible handling of existent primary and secondary raw materials is indispensable. By utilising state-of-the-art technologies resources are extracted, recovered and recycled more efficiently which increases sustainability. Hereby sensor technologies combined with intelligent data processing systems in particular provide a considerable research area. Innovative sensor technologies are already implemented during recognition of material-specific characteristics, during elemental recognition as well as during machine control. They are applied to attain increased automation levels of mining machineries, higher recoveries during mining and processing as well as higher recoveries. To be able to face the increased demand for sensor technologies and the integration into raw material industries, an interdisciplinary association of three RWTH Aachen University Institutes has been founded. The association has expertise on increasing productivity and capacity utilisations by automating mining and recovering processes by sensor technologies. Due to the utilisation of sensor systems, materials and structures can now be detected and elementary analysed on a real-time scale. The developed and enhanced techniques are the key for any ambition of autonomous plants and machineries. This paper gives an overview on the regarded sensor technologies for material recognition, machine automation and mineral processing. The authors present concepts based on extensive laboratory and field studies of successful implementation and application the technologies considering special mining conditions. Overall three applications are described to demonstrate the potential of sensor technologies for autonomous and sustainable mining: real-time analysis: recognition of elementary compounds during extraction processes; multi-sensor system EiControlPlus: designed for automation of longwall shearers by complete detection of the machineÆs environment; and sensor-based sorting: applied in recycling and mineralÆs industries.

The Miocene Chichibu granitoids associated with the Chichibu skarn deposit are divided into North Body, South Body and Daikoku altered stock. Orebodies of the Chichibu skarn deposit are mainly distributed in the north-western part of the North Body and Daikoku altered stock. The North Body consists of magnetite-series granitoids ranging from tonalite to granodiorite and to monzogranite from the margins to the centre of the intrusion. The South Body consists of tonalite and granodiorite, and most of these rocks are also classified as magnetite-series granitoids. The Daikoku altered stock consists of a quartz diorite porphyry. The SiO2 contents of the granitic rocks of the North Body and South Body range from 61.6 to 70.7 wt per cent. During magmatic differentiation, Cu, As and Zn contents in fresh granitic rocks of the North Body and South Body increase with SiO2 content up to 63 wt per cent SiO2, and then progressively decrease with increasing SiO2 contents as SiO2 exceeds 65 wt per cent. Estimated pressure for the emplacement of the granitoids is about 0.5 kbars. Cathodoluminescence studies on quartz from those granitic rocks show that vapour rich two-phase fluid inclusions tend to occur in the core of quartz crystals, while halite-bearing poly-phase fluid inclusions occur in the margins of quartz crystals. The distribution of fluid inclusions suggests that fluid composition changed from low to high salinities during the growth of magmatic quartz crystals. Texture showing quartz crystals with an oval shape enclosed by radial aggregates of a mixture of fine-grained quartz, plagioclase and K-feldspar composing the groundmass of the monzogranite also suggests a pressure decrease during solidification of North Body. These findings show that high salinity fluids were present during magmatic differentiation and that Fe-Cu-Pb-Zn-Au-Ag skarn mineralisation of the Chichibu deposit was possibly associated with these high salinity fluids. The ocean floor, often called the last frontier, is increasingly discussed in terms of its resource potential û from near shore building aggregate and placer deposits to massive sulfide orebodies in the deeper ocean. Consequently there is an increasing incentive to mine the seafloor. But, do we have the social license to explore and mine the seafloor? Does this nascent industry have support amongst the wider community? If not, why not? And what should be done? To answer some of these questions, the Wealth from Oceans National Research Flagship has explored the social viability of an expanded seafloor exploration and mining (SEM) industry inAustralia. The results show that there are significant geological and environmental data gaps and that, in the absence of sufficient information, stakeholder reaction to the prospect of an SEM industry expansion may be reactionary and negative. This uncertainty means that the perception of risk from the industry is variable and often dependent on individual values. The acceptability of an expansion to the SEM industry is currently precarious, in particular due to the high levels of uncertainty regarding the environmental impacts of seafloor activity. While there are existing federal regulatory frameworks and government processes for the licensing of seafloor mineral exploration and extraction, there is little precedent in the application and implementation of these regulations. The future viability of the industry will be highly dependant on AustraliaÆs ability to improve the knowledge-base underpinning its regulatory regime and also to generate open and transparent communication channels between stakeholders. It will also be dependent on the SEM industryÆs ability to communicate an acceptable value proposition to society. This proposition will need to include the relative impacts of terrestrial and marine mining, the alternative potential uses of the ocean and the multi-use conflict that SEM might engender. Heavy machinery such as AG and SAG mills generate a significant amount of noise due to the processes that are occurring inside them. From an environmental perspective, the level of noise generated is a significant occupational safety hazard. However from a technical perspective the noise presents an opportunity to determine some details of the processes occurring inside the mills. The noise generated is not random and can be attributed to a range of events that occur inside these mills, consequently non-contact acoustic determinations of in-mill behaviour provide powerful insights into the operation of the primary comminution tumbling mills. Traditionally, the use of perfect mixing has been assumed when modelling the operation of AG/SAG mills. If this were true then the acoustic emissions from AG/SAG mills would be uniform along the length of the mill. Experimentally this has been found not to be the case. From another perspective it should not be the case because of the different conditions existing at the feed end compared to the discharge end. This paper presents the results determined by non-contact acoustics and their analysis in terms of understanding of the mechanisms occurring inside a mill.

The Electricity Commission of New South Wales is the largest single user of coal in the State, burning some 8.5 million tonnes during 1972-73. This coal is converted in power stations into electrical energy which is then distributed throughout the State and supplies the electricity requirements of 99% of users in New South Wales. Barring any major change in energy consumption growth, or change in the current mode of power generation, the consumption of coal by the Commission is estimated to have a doubling period of from 10 to 14 years. Coal is used to generate up to 87% of the electrical energy sold, the balance being obtained from hydro gen- eration, mainly in the Snowy Mountains, and, to a much smaller extent, from diesel generation at Broken Hill. A very large proportion of this coal is consumed in pulverised fuel boilers in the Commission's power stations, located mainly on the various coalfields of New South Wales. Coal supplies are drawn from a large number of mines, some owned or controlled by the Commission, others being owned by public companies. The coals used, originate from at least ten different seams located in the northern, western and southern coalfields of New South Wales, and therefore have a wide variety of properties and characteristics. To ensure an adequate fuel supply well into the future, the Commission is continuously engaged in coal prospecting in various areas. Bore data is used in assessing coal reserves and is also the basis of economic studies for their possible future exploitation. The numerous coal cores obtained during drilling operations are carefully tested and analysed in order to assess their suitability for power generation purposes, and to provide data for the design and operation of boiler plant using these coals. In existing power stations coal deliveries are systematically sampled and tested for quality control, for pay- ment of purchases based upon certain quality parameters and to check for any possible plant operating or main- tenance problems that might arise from the use of the particular coals. Almost all the properties of coal that may be necessary in the Commission's work are obtained using standard testing procedures carried out by the Commission's chemists, in laboratories located at the various power stations or at its Central Laboratories in Pyrmont. Where specialised analysis or testing is required, this is ordinarily undertaken on a commercial basis by outside bodies, expert in the particular field. The significance of the various properties of the coal for use in p.f. boilers is outlined and related to their proper application to boiler plant design and to plant operation.

It must be stressed that the following comments are offered only to assist mineral industry professionals in understanding the issues involved in personal liability. The information and views expressed herein are not intended to be a comprehensive guide or definitive statement of the law and they should not be regarded as a substitute for specific advice for individual situations. It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.

Mining companies often view water quality as an environmental issue. The importance of water quality as a production related issue in mineral beneficiation is greatly underestimated at many mineral processing operations. While most mine sites have comprehensive water balance data for water quantity, the information regarding the quality of water supplies available on site is limited, inadequate or non-existent. The seasonal variations in process water quality and changes in the composition of various water streams are not known. Despite the fact that water represents about 80 to 90 per cent of the volume of mineral pulp processed in a flotation plant, the influence of process water composition on flotation performance is often poorly understood. The process water used at mineral processing operations is made up from a number of available water sources, which can be classified as recycled water streams or make-up waters. The recycled water streams are commonly the tailings and concentrate thickener overflows, filtrate from the concentrate filtration plant and tailings dam return water. Make-up waters can originate from a variety of sources: surface waters (rivers, lakes, reservoirs, dams), groundwater (wells and springs), mains water (potable water), treated and untreated sewage waters and industrial effluents. Mineral processing plants are increasingly recycling water to reduce demand for fresh water and minimise the discharge of wastewater to the environment. However, increasing water recycling can have adverse effects on process water quality and ultimately on the performance of mineral separation processes. The main reasons for reduced plant performance due to water recycling are the accumulation of organic and inorganic compounds in the process water and increased microbiological activities. Other detrimental effects of water recycling can be increased reagent consumption and inefficient dewatering of tailings and concentrates. Recycling of water also tends to accumulate very fine suspended particles. Excessive amounts of slimes in the process water can also have an adverse effect on mineral beneficiation processes. The main constituents of process water are dissolved gases (oxygen, nitrogen, carbon dioxide), colloidal and suspended solids of inorganic and organic nature (including micro-organisms: dead or alive), dissolved organics (natural organic matter, residual reagents, reaction and decomposition by-products of chemical reagents, impurities in the reagents and metabolites originating from microbiological activities) and inorganic compounds (acids, alkalis, inorganic salts, metal ions, anions and heavy metals). Inputs to the chemical composition of process waters are: dissolution of soluble mineral phases present in the ore, surface oxidation followed by dissolution of mineral particles during grinding and mineral processing, the chemical composition of various make-up waters and recycled water streams, and reagent additions during mineral processing. The beneficial or detrimental impact of process water quality on flotation performance can be attributed to a number of subprocesses: adsorption and/or precipitation of inorganic and organic species present in the process water onto the surface of mineral particles, chemical reactions between process water constituents and the chemical species present on the surface of mineral particles and interactions between the chemical and microbiological species present in the process water and the various reagent species added in solution during mineral processing. Dissolved chemical species such as calcium, magnesium, iron, copper, lead, zinc, nickel, sulfates, phosphates and carbonates can have a strong effect on the electrokinetic properties of oxide and sulfide minerals, at certain pH ranges. Several reactions can occur at the solid-liquid interface that can play an important role in determining surface adsorption of reagents. Solid-liquid interfacial properties of mineral particles can be significantly affected by the conformation of adsorbed and precipitated reagent layers, which in turn are determined by solution chemistry. The chemical and microbiological constituents of process water can have a significant effect on liquid-gas interfacial properties and have a strong influence on froth height, strength and stability during flotation. Water chemistry can play an important role in determining the interactions between minerals present in the ore and the chemical reagents added in the mineral processing plant by altering the reagent-solution and mineral-solution equilibria. These interactions can include dissolution, micellisation and precipitation of reagents, dissolution of minerals contained in the ore followed by hydrolysis, complexation, adsorption and precipitation of dissolved chemical species and reactions between dissolved ions and various reagent species present in solution. All of the above mentioned subprocesses can ultimately have a significant effect on the efficiency of mineral processing operations. In this presentation, a systematic approach for assessing the composition of water supplies available at the mine sites and for investigating the influence of process water quality on the efficiency of mineral processing operations will be discussed. The consequences of mixing different quality water streams to produce the required volumes of process water for some flotation plants will be highlighted. To substantiate the water quality issues described in this paper some examples are given from a metalliferous processing perspective. However, the topics described in the paper are not only relevant to metalliferous processing but to all other type of mineral processing operations as well. In fact the principles described in this paper have also been successfully applied to the coal flotation industry.
