Quantification of site-specific sulfide oxidation rates is crucial to accuracy of prediction of, for example, the environmental impact of a mine site. Sulfide oxidation reactions are reportedly increased by bacterial mediation; determination of abiotic and biotic weathering rates thus requires the establishment of sterile control samples. However, sterilisation often involves exposure of samples to extreme conditions that may alter the physical, chemical, or mineralogical characteristics of the tailings and hence affect element release rates. The impact of various sterilisation techniques, common and novel, on the element release rates from tailings from the Kristineberg site, northern Sweden, has been investigated. Batch weathering experiments indicated that the different methods of sterilisation (autoclaving, heat treatment, ethanol/heat treatment, application of antibiotics, rinsing with distilled water, and γ-radiation) did not greatly affect long-term element release rates. Long-term experiments (>30 days) are thus to be recommended for establishment of weathering rates. Sterilised and untreated control samples showed similar element release rates after ~100 days of experiments; possible explanations include that microbial oxidation is not important under our experimental conditions (Po2 = 0.2 atm, pH ~2.3, 22¦C, 0.01 M HNO3, no additional nutrients).

A century ago, new mines were often accompanied by smelters. In Australia, smelters were built at the Daydream mine near Broken Hill, at Kuridala and Mount Elliott near Mount Isa, Broken Hill, Mount Lyell, Mount Morgan, Mount Isa, and more recently at Tennant Creek, Kalgoorlie and Olympic Dam. Now the big miners eschew site-based processing in favour of shipping concentrate to smelters in Europe and Asia. As Chip Goodyear was in the process of vacating his leadership role at BHP Billiton, he was quoted as saying that BHP should concentrate on mining ore and leave æto others the skill set of processing that materialÆ. Yet there are times when on-site processing clearly makes sense. Few companies ship gold ore or concentrate to China for gold extraction. New smelters are being built in Zambia. Solvent-extraction and electrowinning plants frequently produce copper from oxide ores and concentrates while pressure leaching is increasingly being considered for copper sulfide ores. Some argue that on-site processing is best because the waste products can be returned to the ground from whence they came, avoiding potentially large disposal costs in more-populated areas. Copper treatment and refining charges will not remain at $45 per tonne and 4.5 cents per pound forever. This paper examines when it makes sense to use on-site pyro- or hydrometallurgical processes in todayÆs environment and comments on how current trends might alter the balance in future.

The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

The Golden Cross is the first large precious metals mine to be both commissioned and closed in the æmodernÆ era in New Zealand. This paper discusses the life cycle of the Golden Cross mine, with emphasis on the closure process and post closure management.   The closure process has generally been very well managed, and successful, but in spite of that some on-going issues remain unresolved. Nearly nine years after the end of mining the mine owners are still actively managing the site, with no immediate end to that in sight.   The site has been described as atypical, due to the identification of a deep seated landslide below the tailings and waste rock storage facilities. However that should not be given too much emphasis when addressing the overall closure and post-closure management issues, which could well apply to other existing and future mine sites in New Zealand.   The Golden Cross can provide valuable lessons for other miners, and the issues arising at this site should be watched closely by the industry as a whole.

When Australian voters elected a Labor Government in March 1983 the value of the Jabiluka uranium deposit as an asset of Pancontinental Mining Limited effectively evaporated overnight. The day before the election, Jabiluka was Pancon's principal asset, with the Company's 65% stake in the deposit having a market value of the order of $US1 billion. This value had been set by an agreement reached with a potential customer, who was prepared to pay $US150 million for 10% of Jabiluka. The months before the election had been the culmination of ten years of unremitting effort to bring what was then the world's largest reserve of high'grade uranium ore into production. These efforts had included two and a half years of negotiations with the local aborigines, as well as exhaustive environmental studies and conceptual mine planning. All domestic approvals required to develop the Jabiluka deposit had been given to Pancontinental and marketing efforts had successfully placed about 50% of the expected uranium production with overseas utilities. It appeared that Jabiluka was about to emerge as one of the world's great mining enterprises. The election of a government with an anti-uranium policy stopped Jabiluka dead in its tracks. Pancontinental's largest asset had effectively become worthless and the Company appeared to be facing a bleak future.

Electrochemical polarisation techniques can be successively applied to maintain clean surfaces in process environments. The applications are the result of extensive knowledge of the electrochemical nature of process environments, an innovative approach to problem solving and shared æcan doÆ attitudes between the supplier and process owner. Initial identification of suitable applications is based on over 20 years of process and electrochemical experience. The technologies discussed in this paper include Electrochemical Anti-Scaling [EAS], Electrochemical Protection Systems with both anodic [EPSA] and cathodic [EPSC] protection and Electrochemical Flocculation [EF]. Examples of industrial applications are reviewed. Good examples of metallurgical processes which can benefit greatly from an advanced electrochemical treatment are the wet processes involving precipitation, crystallisation and evaporation. Eliminating corrosion and scaling which would otherwise cause process disruptions and quality problems can make a big difference in process profitability. Clear advantages in both cost efficiency and environment friendliness are easily demonstrated. Continuous processing with minimum downtime is one clear advantage. In comparison to the use of corrosion inhibitors, anti-scaling agents and flocculants, the electrochemical polarisation does not increase the environmental load from the process as no additives of any kind are used. In most cases the cost benefits from pro-actively keeping surfaces clean with the help of advanced electrochemistry are substantial when compared to traditional re-active methods and other active treatments.

One aim of testwork and flowsheet development is to ultimately provide a reliable and flexible plant that is simple to operate and maintain. Testwork can indicate amenability of ores to CIP treatment and provide a basis for process design and economic appraisal. Batch cyanidation and CIP tests are often sufficient for small projects. Continuous multistage test rigs can be operated to simulate plant operation and to provide data for flowsheet optimisation. Operating requirements, gold recoveries and potential problem areas can be anticipated at an early stage with more confidence. Subsequent project development involving decisions on the basic flowsheet, equipment types and general plant arrangements are based on practical considerations and experience. Computer aided process modeling and economic appraisal can be useful in analysing various tradeoffs, firming up the flowsheet and equipment sizes, and in specifying operating targets for the future CIP plant. INTRODUCTION Carbon-in-pulp (CIP) technology which has developed rapidly since 1974 is now accepted as an economically and technically viable process for the efficient recovery of gold. This paper describes testwork and flowsheet development procedures used for CIP evaluation and design.

Technological advances evolve in different ways; many are the result of years of application of scientific method. i.e. Observation Deduction Hypothesis Proof In the mining industry, better explosives, drill bits or reagents are likely to evolve in this way. The scientific method is suited to the application of conventional management structures. Other advances are simply the result of a "brainstorm", or building a better mousetrap. Such inspiration probably resulted in "Split Set" rock bolts, or the first use of a vacuum cleaner principle for shaft mucking. Individual consultants can apply lateral thinking to generate such inspiration. In gathering material for the presentation of this paper, I sent a.letter to all members of the Mineral Industry Consultants Association asking them to nominate problems in the industry requiring investigation. The answers have been divided into two classifications - contract research underway and identified problems requiring solutions.

The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. The efficient development and exploitation of an orebody relies on an understanding of the mineral characteristics of the deposit. This information is valuable throughout the mining cycle - during exploration, assessment, testing, design, operation and rehabilitation. Problems can arise at each stage if there is an inadequate appreciation of the mineralogy involved and its effects on the treatment process. Modern image analysis systems now permit a more quantitative understanding of the mineralogy of an ore to be gathered. Where previously the metallurgist had to rely on qualitative information to guide technical decisions, it is now possible to give numerical estimates to the compositional and textural properties which govern the mineral concentration processes. Ore samples can be characterised according to modal abundances, mineral grain size parameters and mineral associations, all of which affect the liberation and concentration of the values. The paper will discuss the application of quantitative process mineralogy by considering a number of case studies. These include: ore characterisation to assist in exploration, assessment and mine planning; modal analysis of complex mineral suites to assist in the evaluation of ores, the deportment of values between products and the recovery or loss of these values; liberation analysis for ore testing, plant optimisation and performance monitoring; and characterisation of tailing to guide estimates of leachability, stability and rehabilitation options.

THOSE who dabble in m.ining are no exception to the general rule that persons who know a little of a subject are apt to think that they know all about it. Some colour may be lent to the belief that anyone may succeed in mining when we hear stories ofsuccessful diggers and others who have accidentally dropped on to something good through no foresight on their part; but we seldom hear the contra account of the far larger number who fail. Those who go more thoroughly into the subject, and take up mining as a profession, know very well that it is not one that can be carried out successfully by rule of thumb, but when they point this out to the public they are credited with trying to make it a closed profession; and outsiders are for ever trying to find out the 'trade secrets,' at the same time spurning the main one, which is hard study, experience, and the ability to apply their knowledge.The average mining man is not rich. When he amasses a fortune it is generally through speculation rather than professional work, thought no doubt his technical knowledge may have assisted him. However, making a fortune and running a mine are twodifferent things.

The writer had the pleasure of several months' laboratory tests on a metallurgical process for copper ores devised by Mr. W. H. Corbould, Consulting Engineer, North Queensland. Mr. Corbould's research work in this direction commenced somesix years ago, and he eventually succeeded in obtaining a good extraction of copper and a resulting solution practically free from iron and other impurities. The commercial operation of the process was investigated and special machines with novel features were designed. OUTLINE OF THE PROCESS.The process described in detail in the following pages, required for successful application that the ores contain at least the minimum ratio of sulphur to copper, consistent with the production of sulphadising roasting conditions.

THIS instrument, depends on the principle that, over a short period, the surfaee of a porous substance from which a liquid is evaporating receives the same amount of heat by conduction, convection, and radiation as it loses in the latent heat of the evaporating liquid. If, then, the amount of heat being received by a surface can be measured, the rate of evaporation can also be obtained. The Kata thermometer is also based on this principle differently applied.The instrument, as shown in Fig. 1, consists essentially of a thermometer with a sliding which is divided by three pointers into two equal parts which may be spaced so as to cover a distance of, for example, 5° of the thermometer scale. The instrument is calibrated so that the amount of heat required per unit area of the bulb to raise the menissus is known. The method of using the instrument is as follows:The slide is first set so that thc central pointer is at the temperature of the evaporating surface.The thermometer is cooled by any convenient means so that the meniscus is several below the lowest pointer. The thermometer is then placed near the evaporating surface, when the Ineniscus begins to rise and the time taken for it to rise from the lowest to the top pointer is measured. From this and the calibration results the amount of heat retained per unit area of the bulb at the mean temperature...

Obvious differences in mineral deposit types occurring in Outer Melanesia and Northern Chile can be related to the sub- marine-dominated nature of volcanism in the' former area and the subaerial-dominated nature in the latter area. Subtle variations in subvolcanic epithermal-porphyry ore systems between the two areas probably result from differing ore fluid compositions. Hydrother- mal convection cells in Outer Melanesia will be seawater-dominated, consequently rela- tively high salinities and chlorine contents will characterise the ore solutions. Trans- portation of metals as chloride complexes is likely and the ease of seawater sulphate reduction to sulphide in the ore systems will lead to widespread, sparse dissemination of sulphide minerals. Relatively low grade por- phyry copper deposits will typify these ore systems. In Northern Chile hydrothermal convection cells will usually be dominated by meteoric waters. Consequently ore fluid salinities are likely to be lower and chlorine will be less abundant. Under these circum- stances transport of ore metals as bisulphide complexes could be important. Boiling and loss of H2S gas from these fluids would lead to rapid precipitation of metals and higher grade deposits. Erosion rate is a very important factor in the preservation of ore deposits and this may be the major control on the richness of a metallogenic province. The abundance of mineral deposits in the El Salvador region of Northern Chile compared to Fiji is probably a function of the much lower rates of erosion in the former area.

In the past many coal mining projects commenced without any consideration being given to eventual site rehabilitation. Now that site rehabilitation is assuming greater importance with changing community expectations, and standards are becoming less negotiable, it cannot be ignored in either the development of mine working plans or economic models. The "unspecified" rehabilitation measures associated with many existing projects will be the subject of debate for some time to come yet. It would be wise to plan for the future. Once an agreeed standard of rehabilitation is accepted, good management involves considering practices which will facilitate eventual rehabilitation at least cost. Without planning for rehabilitation, many mines have adopted practices which are likely to result in very expensive rehabilitation measures and impact significantly on the overall profitability of the ventures. With adequate planning, procedures can be developed which achieve the same short term goals without significantly effecting cash flow but with very significant impacts on the final rehabilitation cost. This paper looks at the disposal of tailings and overburden in the coal mining process. The industry has in the past had an obvious preference for the "perceived" cheaper procedures for waste management such as wet disposal of tailings and high dumping of overburden. There are alternatives. The paper discusses the principles which should be incorporated into tailings and overburden disposal systems and identifies viable alternatives.

Electromagnetic methods used in geo- physical prospecting for conductive ore bodies have proved successful in Canada,Sweden and other countries. In Australia however the depth of weathering generally exceeds 30 metres. This introduces a problem of highly conductive overburden and renders equipment useful elsewhere virtually ineffective. A discussion of several EM prospecting techniques is presented and a new system under development at James Cook University using V.L.F. transmissions capable of indicating changes in impedance (not only highly conducting media) is outlined.

Earthquakes are the most frightening and devastating natural phenomena known to mankind. They strike without warning and their consequences can be disastrous in terms of the toll of human life, financial crises related to the damage or destruction of man-made structures and the social and economic effects on a wide spectrum of the affected communities in the aftermath of the event. Such situations can be widely attested to by most areas around the Pacific Rim. Indeed, the threat of earthquakes is always imminent because of the geological-tectonic nature of the region as manifested by past experiences. It is patently obvious that earthquake occurrences are not only a geological hazard but also pose a serious social danger. When one considers the 19 September 1985 Mexico (Michoacan) earthquake (Mitchell at al., 1986), the necessity of continuing research is of paramount importance. An estimation . of earthquake risk encompasses both qualitative and quantitative aspects and demands a multidisciplinary research effort integrating seismology, tectonics, geology, enginering, sociology, economics, insurance and governmental policies (Bolt, 1978; Booth, 1984). These roles in mitigating such a hazard have been aptly discussed by Press (1985). A series of discussion papers based on an intergovernmental conference covering the whole scenario were published by UNESCO (1978). AustraliaÆs record-breaking drought, efforts towards environmental best practice and the current commodities boom is demanding water use and reuse as never before. Mining practices, processing, the remote communities and support industries require vast amounts of specific quality water. Sustainability of water use has been a key factor in mine development, expansion of existing operations and increasing profitability of processes involving water. Developments in water treatment technology have enabled the use of a range of processes to produce this water reliably at ever decreasing costs. This increasing acceptance of new technologies has seen seawater desalination, recycling of plant wastewater streams, municipal wastewater reuse and others to become commonplace. Processes including seawater and groundwater reverse osmosis (RO), low pH RO, thermal desalination, high rate clarification, brine water treatment, ion exchange and other advanced treatment technologies are now used as part of mining operations. This paper surveys the trends in water treatment for the mining industry both in Australia and internationally with a review of technologies and case studies of operating plants. The key technologies are explained with an emphasis on the specific requirements for mining operations û unusual raw water, process and operations limitations, environmental concerns, as well as harsh climate. Case study information from several mining operations is included.

At some time in the mining life of an open cut coal deposit, consideration is usually given to determine the point at which underground mining becomes an economic proposition or even necessary. This can occur anywhere from the pre-feasibility project stage to decades after commencement of mining. Options which can be considered include the extension of the life of the open cut by use of larger equipment, the utilisation of highwall mining techniques and the introduction of low capital start-up or full underground development. The primary focus is always the minimisation of the total unit cost (including capital )of clean product. The transition point at which an undergound mining operation becomes more economic than an open cut operation is not a simple evaluation and depends on many factors, particularly on the nature of the deposit itself. The main general determining factors of the transition point are related to the three factors of mining resource, the mining method that can be used and mining cost issues. Mining resource issues include geography, geotechnics, strip ratio, geology and the size of the deposit. Mining method issues include highwall mining, extending the life of an open cut, the environment, available roof support technology, product yields and the availability of appropriate workforces. The mining cost factors discussed include capital and operating costs and the impact of productivity and management. All these factors impact to a varying extent on the transition point.

The Obuasi Mine in Ghana, West Africa is the largest producing gold mine in Africa, outside South Africa. The mine has changed from a mine producing from narrow vein, high grade quartz orebodies to a mine producing from wide, lower grade sulphide rebodies. Traditionally mining methods were cut and fill and sublevel caving. Now the preferred stoping methodologyis long hole open stoping. Transverse or longitudinal methods are both used, dependent on the orebody characteristics. The change has been technically, socially, economically and politicallychallenging and at times has tested the abilities of those responsible for the operation of the mine. However, the benefits have been many. Safety has improved significantly, ounces from underground have doubled. Productivityhas doubled and underground unit costs have reduced bya third. These achievements have allowed the Obuasi mine to staycompetiti ve in this time of falling gold price. During 1999 and 2000 a full review of the mining and processing operations was undertaken, and as a result, the mine is now in a phase of restructure. Efforts are being made across the mine to improve efficiencies and to reduce costs. The future for the Obuasi Mine is an exciting one.
