With the use of 86 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt. Lyell Mining & Hailway Co., it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5,000 feet of boring the total cost of new parts noted on this line. (See l"ig. 1.) Thus at a glance it is possible to see... the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this difficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component. As before the cost of new parts are taken at each 5,000 feet bored. (See Fig. 2.) The curves so obtained are particularly interesting for two reasons:1. Each machine has its characteristic curve.2. The curve always steepens.Some machines are found to have relatively flat curves, others flat curves for approximately 15,000 feet of boring, and others steep gradients from the begining.This demonstrates that it is not always economic to discard a drill after it has been in service for a certain length of time or after it has bored a specified number of feet. Each drill has its own characteristics and so must not be regarded as one of a class, but considered on its own performance.The following use of these curve diagrams has been made to determine whether a machine has reached the end of its economic life. The floatability methodology developed by the AMIRA P9 project through research contributions by the Julius Kruttschnitt Minerals Research Centre (JKMRC, Brisbane, Australia), University of Cape Town (UCT, Cape Town, South Africa) and McGill University (Montreal, Canada) has been successfully commercialised through JKTech. The methodology involves detailed flotation plant campaigns which require large quantities of data to fit models that can be used in JKSimFloat (a steady state simulator for the flotation process). The methodology to date, although widely accepted as the best flotation optimisation technology available, is limited to existing circuit optimisation and requires full plant or pilot plant data to calibrate new models. The floatability of new ore types cannot be characterised using this method unless a pilot campaign is undertaken. After reviewing a large database of existing industrial floatability data, a new methodology is proposed that involves a laboratory based flotation test procedure and review of the floatability database to characterise the floatability of new ores. The full methodology is labelled the floatability index test procedure (JKFIT). This paper outlines the JKFIT procedure and the results of applying this methodology to pilot plant data from a copper ore. JKFIT was applied to two different feed sizes (namely a P80 of 180 microns and 212 microns) of this copper ore. The results of applying JKFIT to this case showed that the metallurgical response (in terms of grade and recovery) from the full pilot plant survey data could be predicted well. Further validation of this methodology was conducted on a separate copper ore. The results from this validation also showed that the JKFIT test was able to be used to predict the full plant performance. The JKFIT test has the potential to become the 'drop weight' test of flotation which will improve the confidence in plant design flow sheet layouts, allow full orebody characterisation and prediction of key grades and recoveries before the ore enters the plant, and will provide an improved methodology for chemistry impact analysis on different ores.

The dispersion pattern of heavy metals in soil and water is a consequence of complex geophysical and geochemical processes. Metal release from mining sites and subsequent migration occur primarily through acid mine drainage and erosion of waste and tailings dumps. Water plays a significant role in heavy metal mobilisation. Whilst it acts as a storage buffer for the pollutants, it is also the medium in which most of the reactions take place, and is undoubtedly the most significant transport vector in the pollution process. The intrinsic properties of the acidic drainage such as chemical composition, speciation of key mineral components, redox potential and pH are master variables controlling metal release, transport, deposition, reactivity and availability to biota. The mobility of heavy metals is strongly increased by acidification from acid mine drainage, and the discharge of these metals into the receiving waters results in numerous physical, chemical and biological responses in which the environment can affect the metal and vice versa. The result is an overwhelming number of association/dissociation, substitution, adsorption/desorption reactions, giving rise to a complex migration pattern. The attempt to understand and describe the dispersion pattern of heavy metals is complicated by the nature and level of interaction between the geochemical and hydrodynamic processes that generate and control the movement of the pollutants in the geosphere. Transport models which can be used to predict the behaviour of metal pollutants in a natural environment are still in the initial phases of development and their application to real life situations is limited. The Biochemical Cycle adds another dimension to the mobility of heavy metals. Metals form an important component of the food chain for man and plants. Biological uptake of metals from the bedrock and soil by organisms can result in migration paths very difficult to follow. Biodegradation or assimilation is just a tip of the iceberg.

Risk assessment in the mining industry is currently a topic of great interest with risk methodologies being increasingly applied beyond the traditional areas of finance and feasibility to analyses of risks due to various physical hazards including chemical, electrical, mechanical and geotechnical sources. The application of risk analysis and evaluation techniques to the management of personnel safety is being promoted by both industry and regulators but, particularly for geotechnical hazards, often there are inadequate databases for a meaningful quantitative calculation of risk. In Western Australia over the decade 1987 - 1997, the annual fatality rate for underground mining has averaged at approximately 1.3 in 1000 employees with rockfalls/rockbursts accounting for over half of these deaths (Prevention of Mining Fatalities Taskforce, 1997). Recent improvements have been made since this time, perhaps halving the annual fatality rate, mainly due to industry improving ground control measures and implementing various recommendations from the Prevention of Mining Fatalities Taskforce (1997). However there still remain a large number of unknowns when trying to address the complex area of geotechnical risk in mining. Risk calculations require information about the source of the hazard, the people or assets exposed to the hazard (the æelements at riskÆ) and the effects on these vulnerable elements if the hazard actually occurs (the potential consequences). To date, little information has been available on the exposure of mining personnel and equipment to underground hazards other than occupational safety studies on chemicals, heat, dust, etc. This paper concentrates on underground geotechnical risks and presents a data collection and rating system for the exposure of both the underground workforce and equipment to rockfalls and rockbursts. The methodology considers exposure times, personnel protection levels and hazard proximities to give exposure ratings for the major underground mining activities and hence rate different locations within a mine. This exposure methodology is then applied to the workforce and production/ development cycles in an actual WA underground mine, creating a snapshot map of differing levels of personnel exposure across the mine.

At the outset I want to thank you for inviting a representative of the Chamber of Mines of South Africa to address you on the subject of mining and its future at this, the 13th Congress of the Council of Mining and Metallurgical Institutions. It is indeed a pleasure and an honour to be here. As many of you will recall, four years ago I, as the then President of the South African Institute of Mining and Metallurgy, had the privilege of hosting and welcoming you to the 12th Congress, the third such congress hosted by South Africa. The late Sir Ernest Oppenheimer, President of the 1930 Congress - the first to be held in South Africa - in his opening address foresaw the mining industry as "the most potent factor in spreading the benefits of civilisation over the sub-continent." We have come a long way since those halcyon days but, as I noted four years ago, it still remains true that mines have been, and will continue to be, the missionaries of development in many, if not most, of the Third World countries. I have been asked to address you on the subject of "mining" and to let my imagination roam widely so that delegates can leave the congress with a broader vision than they brought on arrival. It is a tall order and in my attempt to fulfil it I ask you to cast your minds back 120 years to a sultry, rustic day when the first diamond was discovered in South Africa at the now famous town of Kimberley. At that time the South African economy, predominantly pastoral, was still at subsistence level. Almost overnight the ensuing diamond rush turned the then British- owned northern Cape Colony's semi-desert scene into a hive of mining activity, every prospector bent on making his instant fortune. It was very little different, I am sure, to the gold rushes that hit California in 18+8, Australia in 1851, New Zealand in the 1860s. and the Yukon in the 1890s.

Neutralisation, normally using lime, is the most widely used method for treating high flows of acid mine drainage (AMD). Lime costs can be very high however. If carbonate sources could be used to achieve pH values above six, costs could be greatly reduced. For example, use of locally quarried limestone at Mt Lyell could potentially reduce alkali costs from about $A 3.5 to $A 1 million/year. Methods for enhancing the effectiveness of limestone and magnesite for neutralising Mt Lyell and Savage River AMD respectively have been examined through a series of investigations. Small-scale testwork found that the maximum pH economically achievable with ground limestone was about five, due to slow dissolution rates and surface armouring. The problems of surface armouring were greatly reduced by the use of crushed limestone or magnesite at high pulp densities (75 per cent solids w/w), enabling pH values >6 to be achieved in a practical time frame. The use of particle sizes in the range 6 mm and finer also reduces costs by avoiding the need for grinding, and reduces the problems of solid-liquid separation and solid recycling that arise if large additions of ground carbonate are used. Pilot scale tests were carried out using tumbling drum reactors with limestone and Mt Lyell AMD and a pulsed-bed static reactor with magnesite and Savage River AMD. pH values averaging 6.2 and 6.4 were achieved with Mt Lyell and Savage River AMD respectively. Approximately 80 per cent of feed acidity was neutralised. A preliminary engineering design and cost estimate has been completed on the pulsed-bed reactor and shows that the concept is technically feasible and, if results are confirmed, economically attractive. Further pilot testing is planned.

Anyone who has driven backwards using only their rear view mirrors knows how difficult it is to avoid spinning the steering wheel the wrong way. So why run your mine that way? Traditionally Reconciliation has focused on the past performance of the mine. In this paper we make a case for Prognostication û the act of forecasting or predicting something in the future from present indications or signs. Reconciliation is a common activity carried out at most mines around the world. Countless geologists and engineers spend hours poised in front of spreadsheets diligently comparing how their resource/reserve model, grade control, and survey pick ups compare to what was actually produced. The result is usually a group of factors, which are applied to future estimates in an attempt to better predict how the operation may perform. Unfortunately, if the road ahead isnÆt the same as what you have just been down, youÆll be æoff-roadingÆ in no time! An alternative is to constantly collect and analyse key measurements that are used to calibrate critical estimates in an iterative process. When variations occur, they are analysed and corrective action is taken to ensure the estimates and measurements realign. In this way the estimates become forecasts and can then form the basis for decision making to ensure that what does happen in the future will match the plan or schedule. By automating this process, some mines have been able to be proactive on a daily basis in order to improve the overall performance of the operation. This paper outlines the key estimates and measurements used for reconciliation, details the characteristics of an automated web based information management system to facilitate the process and provides some insights about how mining operations might move beyond reconciliation.

Sustainability is becoming increasingly important in the mining and mineral processing industries and must incorporate the associated waste products. Acid mine drainage (AMD) is one such by-product and is one of the most serious environmental problems facing the minerals industry today. The oxidation of sulphidic mine wastes often continues for a substantial period of time after mine closure, resulting in difficult and costly remediation and rehabilitation works. Mining companies are often reluctant to spend increasing amounts of money on waste treatment when the mine life is limited or even finished. Hence a simple, low maintenance and low-cost method of treating AMD is required. Whilst this paper does not address the issue of AMD, it does propose methods for removal of individual species from AMD with potential benefits, including raising AMD pH. A novel concept of using biosolids as a biological adsorbent, or æbiosorbentÆ, of metals from AMD is being investigated at a laboratory/pilot scale level. Biosolids are a by-product resulting from the biological treatment of wastewater, and have been previously shown to adsorb metals from aqueous solutions. This could lead to an environmentally sustainable or ægreenÆ method for treating both AMD discharges and disposing/reusing the biosolids. The result of a laboratory-scale study of the biosorption of Zn(II) is presented in this paper. Physical parameters including reaction kinetics, mixing speed and solution pH were investigated. Solution pH also rose an average of 2 pH units over the 24 hour equilibrium time û a valuable side effect when treating acid mine drainage. The outcome of the study highlights the usefulness of biosolids as a biosorbent for the removal/recovery of metal ions from acid mine drainage. A simple, low-cost treatment technology requiring low maintenance would be beneficial to the mining industry to address some issues relating to AMD and would help integrate environmental and economic considerations into sustainable environmental management.

While hard rock tunnel boring machines (TBMs) have an established track record in the tunnelling industry, accurate estimation of TBM performance for each specific project remains critical. Machine performance prediction is required to assist planning activities, including costing and schedule preparation, machine specification and effective planning of maintenance and repairs. In addition, monitoring machine performance during the construction period is required to assess and manage excavation progress, and to achieve optimal advance rates based on specific geotechnical conditions exposed during excavation. TBM performance analysis can also contribute to the development of more accurate performance prediction models for future applications. Rock mass characteristics play a dominant role in machine performance. This paper offers a review of the impact of rock mass characteristics on TBM penetration rates for two specific tunnelling projects. A discussion is provided on the results of statistical analysis of available field data, including geological back mapping, rock properties and measured rates of penetration (ROP). The analysis offers a comparison of the achieved and predicted ROPs to provide a better understanding of the influence of rock mass properties on the performance of hard rock TBMs. A new rock mass adjustment factor is introduced to enhance the accuracy of an existing prognosis model for use in jointed rock masses.

It is indeed a pleasure to be here this morning to open the 4th Mill Operators' Conference. It is no mean feat to organise such an event and I would like to congratulate the committee for the work that they have done. I am sure that the Conference will be an outstanding success. I welcome overseas visitors and hope that they gain and share in the openness of this Conference. There is personal satisfaction for me to speak to you as a mining engineer addressing a large group of metallurgists and mill operators. I would have thought that it would be impossible for a mere mining engineer to inform a metallurgist of anything. I will desist from using such derogatory terms as "xanthate munchers", "bubble makers" and "glorified mathematicians". Terms of endearment as these may not be seen with much equanimity. Such is the warm association that the two professions have enjoyed over the years. The economic climate that we at present face is a major problem to all of us. I wonder how many people here come from mining operations that are in trouble financially or that are cutting back in one form or another. This is the recession that we needed to have. When the world's greatest treasurer can tell us that then we truly have a lot to fear. The present downturn can be seen as a normal adjustment in the cycle of our business. Yet the world does not experience such severe adjustments as frequently as we experience ours. The root cause for the regular adjustments can be placed at the feet of inflation. Until the politicians of this country of ours can come to grips with inflation, we will continue to experience downturns on a 5 to 7 year cycle. This, in my opinion, is the basic reason why we appear to experience more downturns than the rest of the world. We simply price ourselves out of the market. This takes about 5 to 7 years to be highlighted and then we need to make adjustments. However, this recession is worldwide. The adjustments usually take the form of redundancies, retrenchments and early retirements. What is the solution?

Magnetic Separators have a wide application in dry separation processes, frequently in conjunction with High Tension Separation. Dry processes can frequently be superior to established processes in more commonplace mineral associations. A system of dynamics is postulated and the forces operating ar'e examined, together with a method of evaluating the effect of operating variables. Practical applications of these theories to obtain optimum results on an individual separator, and various separations using a laboratoryroll type separator are described.Practical Flowsheets are of two main types, the first consisting of a series of scalping operations, the second for rougher, cleaner, and scavenger operations with middling recirculation. Some common separation problems with certain mineral associations illustrate the need for different approaches for different mineral associations. A table of mineral separation characteristics is appended, from which amenability may be tentatively estimated.INTRODUCTIONMagnetic separators are widely used, either alone or in conjunction with other wet and dry concentration devices, for the upgrading of a variety of minerals. The high standards of efficiency attainable in dry mills, together with reduced operating and labour costs, are slowly becoming apparent in a wide variety of plants. The combination of wet and dry concentration plant familiar in beach sand mining is finding application for such processes as upgrading a crushed chromite product, and production of clean scheelite,cassiterite, and other concentrates. Other dry beneficiation processes (such as the high tension beneficiation of iron ore, and the benefiGiation of asbestos) avoid the use of wet processes completely.Dry separation processes are likely to be applied more widely as their possibilities become more generally known.

The Main Zone and Waterline pit lakes at the Equity Silver Mine near Houston, BC (Canada) are the sites of an ongoing three-year government- and industry-funded research program. In order to assess the feasibility of various bio-remediation strategies, field-scale manipulations were conducted using enclosed mesocosms (limnocorrals). Two manipulation strategies were tested: addition of algal nutrients (phosphate and nitrate) to Main Zone Pit surface waters; and addition of algal nutrients (surface waters) and dissolved organic carbon (deep waters) to the Waterline Pit. Nutrient addition was conducted in order to stimulate algal production and enhance metal scavenging by biogenic particles, while dissolved organic carbon (ethanol) was added to increase oxygen demand and foster the development of sulfate reduction in pit bottom waters. Fertilisation resulted in rapid growth of natural phytoplankton populations in the surface waters of both pits. In the Main Zone Pit, the stimulation of algal growth resulted in the pronounced removal of both dissolved and total metals (Zn and Cu) from surface waters, with higher rates of metal removal being observed at higher nutrient additions. Metal removal could be attributed to the scavenging of dissolved metals by biogenic particles and subsequent particle settling. A similar pattern of removal from surface waters was observed in Waterline Pit (Zn and Cd). The addition of ethanol to deep waters in Waterline Pit was effective in promoting sulfate reduction in the lower layer. The development of reducing conditions resulted in near-quantitative removal of dissolved Zn and Cd, presumably as secondary metal sulfides. Iron, As and Ni profiles in Waterline Pit exhibited no evidence of removal from either surface waters or bottom waters. Collectively, the results demonstrate that the passive forms of bioremediation tested in these pit lakes may be effective for whole pit-lake remediation.

The need for quality assurance and quality control (QA/QC) in the sampling and assaying of minerals is fundamental to the reliability and confidence of a mineral resource estimate, reserve estimate and possibly profitability of a mine. In spite of this, QA/QC practices in the mining industry are commonly applied poorly, or misunderstood. As New Leaders, we should aim to correct the poor practices and become fully informed on appropriate procedures. This paper uses worked examples that show the usefulness and importance of best practice QA/QC procedures. Fundamentals of reviewing the performance of the laboratory by examining the results of client inserted standard reference material (standards), blank material and duplicate samples are discussed. To do this, three examples from Australian data sets have been used. For each example, simple and efficient plotting techniques are suggested with subsequent evaluations of each plot. The first case study compares the results of internal standards from a laboratory with blind standards (where the expected value is unknown to the laboratory) submitted by the client. It was demonstrated over time that the laboratory was unintentionally analysing the internal standards in a different manner to the remainder of the sample batch. In this example, not understanding the cause of a high negative laboratory bias could have led to poor understanding of the depositÆs grade and in the extreme a proposed mining operation may have reached operational stage with a subeconomic grade. The second case study discusses the quality of blank material submitted by a mining operation to monitor cross-contamination within the laboratory. The blank material contained background levels of the element under investigation. This created uncertainty in the assay results, which could have led to the need for additional assays and drilling programs. Finally, the third case study demonstrates the use of the relative paired differences (RPD) technique to cross-validate the results from duplicates and repeat analyses from two laboratories. The three examples given show either laboratory or operational error. If left undetected, each example could have had serious implications for the mineral resource estimate and ultimately, the mining operation. These examples are not isolated occurrences; poor QA/QC practices are an industry wide problem exacerbated by rapid staff turnover and increased contractor positions on-site. New Leaders must be equipped with a thorough grounding in QA/QC best practices to improve its application and confidence in the results of sample analysis.

The key elements required to maintain final wall integrity and hence slope reliability are discussed. Failure modes and mechanisms in highly structured rock slopes are then reviewed. The impact of blast disturbance on rock masses in general is discussed and the relationships between the slope failure mode and blast disturbance is then explored. The question of how designers can incorporate such impacts into the slope design process is then addressed. This necessarily involves rock mass strength consideration and two case studies are used to demonstrate a recent dilemma in this regard. Some progress regarding this dilemma has also been reported for the second case study. The major conclusions are that: Slope reliability can be severely compromised if the slopes are damaged by blasting and this impact is not often incorporated into the slope design process. The location and extent of the blast damage will impact some slope failure geometries and failure mechanisms more than others. The concept of failure mechanism specific vulnerability needs to be further developed. The evidence indicates that this aspect is even more extreme for weak ground conditions. The quantification of the reduction in rock mass strength due to blast damage is not well understood and limitations exist with some recent guidelines. The use of the Hoek-Brown criterion for slopes in blocky rock masses requires considerable judgement. Further applied developments in this regard would be very beneficial to the industry. Some promising methods to incorporate blast damage estimates into the slope design process are emerging. It is good business to minimise final wall blast damage otherwise a whole range of issues relating to reduced slope reliability emerge.

It is a great pleasure to accept the invitation to open this Joint Conference of The Australasian Institute of Mining and Metallurgy and the American Institute of Mining, Metallurgical and Petroleum Engineers. It is the second invita- tion to participate in the Conference that I have accepted. When it was being planned, the President wrote to me to invite me to be one of the speakers in one of the technical sessions. I wrote accepting the invitation, and when my present appointment was announced, there was a nice question about the earlier commitment. The upshot of it all is revealed by the present arrange-., ment: you get me as opener and the more sub- k stantial speech is to be given by Professor Rupert Myers, my friend and former colleague who will not only be able to contribute from the standpoint of an experienced University admini- strator, but will also speak from a professional training and experience much more closely relat- ed to the concerns of this Conference than I possess. Though it is a joint meeting and the speakers will include distinguished figures from North America, I hope that since the venue is Australia, I may be permitted to speak with an Australian emphasis. I have recently had a brief glimpse of part of the Australian mining industry. In the course of a journey through the Northern Terri- tory we-my wife and I-visited Gove, Groote Eylandt, and Tennant Creek. At Gove we saw the remarkable Nabalco development in bauxite and alumina and the very impressive town plan- ning development at Nhulunby, the major man- ganese enterprise at Groote Eylandt, and the gold mining activity at Tennant Creek. For lay people like us, a gold pour was arranged at Tennant Creek and that was a spectacular sight. On earlier occasions, and before my present appoint- ment, I had visited Mount Isa and the Utah fields, and Queensland Alumina at Gladstone. I have not seen the cradle of the modern mining industry, using cradle perhaps loosely, at Broken Hill, nor have I seen the great Pilbara develop- ment, nor Weipa. This is not for want of generous invitations and it is my hope that within the not too far distant future this will be rectified. Then there is the Australian petroleum industry and the great industries which make their products from the minerals mined which I have yet to See.

This paper focuses on the significant impact that geological information has in relation to the valuation, both equity market and accounting records, of mining companies. There are many different measures adopted by investors and analysts in valuing mining companies. In particular, focus is primarily on calculation of profit as it is the authors primary expertise. The importance of geological information to the calculation of profit (and to many other measures of a mining company performance) is not always understood by the geologist. The aim of this paper is to raise the awareness of geologists (particularly those who are competent persons under the JORC code) of the impact that reserve statements û and changes to û have on profits. This is the first time that this subject has been presented directly to geologists. Similar versions of this paper have been presented at other forums where other important users (directors, auditors, accountants, analysts, investors) or preparers of financial statements have been made aware of the importance of the geological information. In essence, all mining companies prepare annual financial statements, which are adopted by directors and audited. The major items that require judgement generally revolve around two areas û commodity price outlook and the accuracy of reserves and resources. Reserves and resources are important, and that there is undoubtedly a lack of understanding about the assumptions and accuracy of reserves and resources by accountants, directors and auditors, and a general lack of understanding by geologists as to how the information that they prepare is used. Across the globe the majority of mining companies are listed on stock exchanges (with the main exception being nationally controlled mining companies û eg Codelco). In a very simplistic manner, I have divided all mining companies into three types: exploration plays û these companies are still in the finding or proving modeÆ and typically the stock market and investors rely on geological information and remaining cash in determining their assessment of the company; single mine companies û the major items that investors and the stock market look for are reserves, inferred resources, commodity price outlook and discounted cashflow calculations; and multiple mine companies û the investment community and stock market are looking at reserves, inferred resources (generally to a lesser extent at this stage), commodity price outlook, discounted cashflow calculations and profit and loss accounts. Regardless of the type of company, the equity markets, including analysts, try to determine appropriate valuations for mining companies. In doing this the major two areas that require judgemental consideration are the commodity price outlook and the level of reserves and resources. Generally speaking, most mining companies have a strong understanding of their cost structures û in particular their cash costs as distinct from their accounting costs of production û and therefore this area generally gets less consideration than the other two matters mentioned above.

Multi Torque Industries and Jadefoil have developed a safer, more efficient method of explosive protection, retention, placement, and constraint. In particular, this refers to advancements in airbag technology, where the system will offer an alternative to conventional gasbags and decking methods to provide a far more controlled and safer working environment. Airbags have provided operator control and reliability which has not until now been possible in this type of application. The benefits have been noted by current users and the advantages have provided an increase in productivity and significant savings in explosive waste. Obvious problems with gasbags lie in their instability in hot conditions where the danger is associated with gas canisters exploding with great force posing a significant risk to operators. Other problems associated with the decking systems currently on offer is the lack of versatility and operator control. The airbag systems give the operator full control to guarantee accurate placement, assured retention whilst boasting a quick operation of less than a few seconds for conventional void blocking, decking and plugging. One of the main advantages of the airbags is that the operator has full control over placement and retention force, therefore in wetter conditions where slippage can be a problem extra air can be added at the operatorÆs discretion to ensure a sufficient grip. Technical calculations coupled with experimental testing have demonstrated that an airbag will support the weight of a 30 m water column in an 89 mm hole at an initial bag pressure of 5 psig. Applications are increasingly growing whilst more customers embrace their use. Advancements such as the ability to deck in overhead holes, block voids in overhead holes at any depth, explosive retention in very wet conditions, longhole stabilisers to prevent hole closure and concertinaed liners reflect a dynamic potential for new technologies. All of these applications provide a decrease in explosive waste, an increase in operator safety, an increase in explosive protection, and an increase in productivity.

In 1990, the Queensland mining industry had come to the conclusion that new safety and health legislation based on risk identification and control was required if the mining industry was to be effectively and efficiently regulated. In particular stakeholders in the coal mining industry had arrived at this opinion after the industry had suffered a number of major underground explosions over the 14-year period between 1972 and 1986. Also by 1990, a general consensus had emerged across both the coal and metalliferous mining sectors that mining industry was over regulated and, more to the point this over regulation did not encourage industry to identify and address the underlying causes that had led to a cycle of major mining accidents in the state. The prevailing opinion was that the prescriptive legislation left the ownership of risk management with the regulator and not with the mine operator. This paper discusses the background to the development of the Queensland Coal Mining Safety and Health Act 1999 and the Mining and Quarrying Safety and Health Act 1999 and the progress made in improving safety and health since the statutes came into force on the 16 March 2001. The paper discusses the issues that had to be addressed during the development of the legislation including the interaction with other legislation based on based on risk management principles that either overly or interface with the mining legislation. The effect the underground explosion at Moura No 2 in 1994 had on the final content of the new legislation is also considered. Health is often the neglected twin of safety and health legislation and the paper previews the health surveillance system being proposed in Queensland to ensure that health of mine and quarry workers is afforded the same priority as their safety. By increasing the structured management of occupational health problems in our mines there is an opportunity to make significant improvements in mine safety In conclusion the paper reviews the results to date since the introduction of the new mining safety and health legislation in Queensland on the 16 March 2001. Progress has been made and more is yet to be achieved

Prior to the merger of BHP and Billiton, both companies had a keenfocus on improving their performance in health, safety, environment and community (HSEC) matters. This shared intent, albeit executed insomewhat different ways, provided an excellent foundation for the newCompany. During the integration planning phase, a team was formed toconsider the organisational design for consistently achieving world class HSEC performance. The design included the policy platform, resources, structures, standards and procedures to be implemented in the merged entity. A key aspect of the design was the fully integrated HSECManagement Standards. These Standards create the framework for theconsistent application of BHP BillitonÆs HSEC Policy at all of ourmanaged operations across the world. The Standards have their origin in similar frameworks adopted by BHP during the 1990s, as well as thewell-known quality related standards (eg ISO 14001). However, they areunique in that they combine all aspects of HSEC management into asingle integrated set of auditable standards. By combining these areas and integrating our HSEC Management Standards with other aspects of the æBHP Billiton WayÆ, we are establishing a holistic, line management driven improvement approach. Over time, the BHP Billiton Way will embed a systematic improvement philosophy that we expect will become a key source of competitive advantage. The HSEC Management Standards are consistent with ISO 14001,OHSAS 18001, the Australian Minerals Industry Code for EnvironmentalManagement and generally aligned with SA8000. While compliance withthese external standards ensures that a systematic approach andimprovement plans are in place, BHP BillitonÆs HSEC Standards gofurther to include minimum performance requirements that reflect theintent of our HSEC Policy. Therefore, implementation at site levelensures that robust systems are in place to implement our Policy and that accreditation can be achieved to external standards if required.To assess implementation of the HSEC Management Standards anaudit system has been designed which incorporates both self-assessmentand peer review. Each site is required to undertake an annualself-assessment of compliance with the Standards using a commonassessment protocol. Every three years a peer review is conducted at each site to confirm the results of self-assessment and to provide a means of sharing knowledge throughout the Company. The review teams are composed of line managers and HSEC professionals from around theCompany, representatives of our joint venture partners and independentspecialists as required. The Company has committed to public reportingof the audit results through our annual HSEC report and this is reflected in our published targets. From a wider perspective, as we in the resources industry strive tocollectively raise our HSEC performance and reputation, there may be arole for industry based HSEC Management Standards complemented bya level of independent review.

This presentation discusses a water filtration technology termed Fabric Media that is somewhat novel to the Australian market place and reports several recent mining industry installations. Like many novel household cleaning products, the Fabric Media technology applies the science of active washable micro fibres as the means of capturing contaminant solid particles. The simple Fabric Media water filtration product offers several attractive attributes when compared to the more traditional media bed filtration processes such as sand filters, and barrier filters such as micro membranes. A micro fibre based filtration media enables both superior adsorption for the contaminant and wash ability. Stronger adsorption capture enables a much higher flux and greater solids loading density for the filtration task, meaning that lower cost and smaller footprint equipment is available. For Fabric Media water filters, a textile weave is selected that minimises the flow backpressure for a given particle size separation. Thus for an equivalent filtration performance this provides a much lower operating energy requirement, generally between 50 and 80 per cent less than for a sand filter. A Fabric Media is not abrasive to itself or to the filter tank. The filtration performance remains constant and predictable. The equipment life is much longer and the asset value of the new filtration equipment should maintain throughout the project life. Fibres are extremely mechanically robust and chemically inert. Fabric Media survives repetitive exposure to a rapid mechanical washing event providing high wash efficiency with minimum equipment off-line time for the backwash. Dislodging captured contaminants by a high-speed mechanical agitation enables a minimum off-line time during backwash events. The vigorous backwash destroys adhering flocculant and eliminates the formation of mud balls, which can permanently foul sand filters. The mechanical agitation wash of the Fabric Media water filter ensures complete removal of grease and biofilm, which can adhere and block a membrane surface. In comparison to sand filters and micro filtration membranes, the Fabric Media product is applicable to a significantly wider range of solids concentrations without permanent damage. The technology is very forgiving to excursion in plant control and is therefore considered a very operator-friendly concept.
