Successful relationships between mining companies and local stakeholders are now an essential part of the social contract of “doing business” (Prescott, 1995). The methodology presented in this paper is designed to assist mining companies in understanding and building relationships with diverse stakeholder groups. The methodology starts by recognizing that mining projects have a natural life cycle which can be used to identify when new external affairs strategies are required. In designing an external affairs strategy, the first step is to set objectives that are compatible with the overall objectives of the mining project. The management team then identifies the main stakeholder groups and seeks to understand the priorities and inter-relationships of the individual stakeholders. The result of this stakeholder analysis is an understanding of the Degrees of Influence of each of the stakeholder groups along with a relationship map which illustrates the strong interactions between stakeholders. The company is then prepared to take a proactive approach to building relationships with the primary stakeholders. This methodology was developed by BHP to assist with the federal government environmental approval process for the development of Canada’s first diamond mine. BHP has successfully used the methodology in three different phases of the NWT Diamonds Project and is now applying the methodology to mining and development projects around the world.

The Transportable Moisture Limit (TML) is the copper concentrate moisture content beyond which liquefaction may occur during shipping. This study indicates that TML is a function of mineralogical characteristics of concentrate, which in turn may directly affect moisture retention properties. A comprehensive mineralogical and chemical analysis was conducted to determine the impact of composition and mineral content on concentrate’s TML. The analysis indicates that the high TML value is associated with particular minerals such as gypsum, swelling clay, muscovite and pyrite. Since higher TML values allow higher moisture contents for shipping, this property is desirable for concentrate inventory management and shipping flexibility. Scarcity of minerals that may increase TML contributes to limitations of shippable inventory. INTRODUCTION TML is the maximum moisture content of copper concentrate beyond which liquefaction may occur. Moisture content above the TML is considered a shipping hazard as it may result in loss of lives and cargo. The details of TML testing are given in ISO 12742:2007 (ISO 12742). In principle, TML is 90% of the Flow Moisture Point. The method of testing for Flow Moisture Point and TML is based on procedures that provide pulsations that simulate the cyclic force of ocean waves to determine moisture levels at which the onset of concentrate flow may occur. International Maritime Organization (IMO) provides guidelines for developing and approving TML testing and moisture determination in the context of its Moisture Management Plan (MMP) for shipment of copper concentrate cargoes (IMO 2013). The IMO regulations are specifically provided in MSC.1/Circ. 1454 “Guidelines for developing and approving procedures for sampling, testing and controlling the moisture content for solid bulk cargoes which may liquefy”. Since each port has its own operational characteristics, resource availability, peculiarities of governmental structure, and desired methods of interaction with the authorities, it is necessary to adopt the IMO guidelines to the local requirements. In order to establish a TML and MMP measurement system, it is required to implement and follow proper guidelines for the relevant procedures. For example, sampling procedures are developed in accordance of ISO 12743, “Copper, lead, zinc, and nickel concentrates – Sampling procedures for determination of metal and moisture content”. Moisture content of copper concentrate samples are determined in accordance with ISO 10251, “Copper, lead, zinc, and nickel concentrates – Determination of mass loss of bulk material on drying”. To assure strict adherence to the MMP procedures, the overall system needs to be integrated into the site QA/QC system, which would make them auditable and certified in accordance with standards such as ISO 9001, ISO 17025, and ISO 17020.

Two of the more prominent pieces of equipment are the electric power shovel and dragline. These two types of equipment have increased significantly both In size and number over the last decade.Wire rope plays a significant part in the operation of these machine s. Proper selection of the correct wire rope as well as proper maintenance procedures, can result in a major saving of a mine's wire rope consumption.The most prominent ropes for shovels are the hoist ropes. Some shovels also employ crowd and retract ropes. Boom pennants are manufactured from both wire rope or galvanized bridge strand.The most prominent ropes for dragline excavators are hoist, drag, and dump ropes. Some dragline excavators have boom hoist ropes, and most large dragline excavators have a boom suspension system using galvanized bridge strand."

"The historical background to the project dates back to the mid-30s with the discovery of surface sulphide showings in the Cape Smith-Wakeham Bay ultramafic belt. In the mid1950s, orderly exploration commenced with an extensive work program by Asarco, INCO, Lemoine, Falconbridge and Raglan Nickel Mines Ltd. on exploration permits. In 1966, Falconbridge and Raglan Nickel Mines interests merged. Extensive exploration, drilling, under- ground delineation of the Donaldson orebody and the construction of basic infrastructure such as camps, airfield, road links from Douglas Harbour to Donaldson and Katinniq, a distance of 60 km, were completed.Production project design at that time consisted of plans for a 50 000 mt per year nickel mining and concentrating operation, including a 2000 person community and smelter at Douglas Harbour. These plans unravelled in the mid-70s due to high capital costs, poor nickel market conditions and the realization that the Raglan orebodies were not large enough to economically support the construction of green field smelter and refinery facilities for processing Raglan production. Nickel market conditions in the late 70s and early 80swere generally poor, resulting in further delays on production plans.While recognizing the very high potential to discover increased tonnages of high grade(3% Ni) in excess of 20 million tonnes, the project was deferred into the late 80s when a serious re-evaluation of exploration potential occurred and the requirement to prove up additional reserves resulted in an underground exploration program at Katinniq covering the period 1990-1992."

Introduction In view of the fact that, during the past year, two Manitoba mines-Flin Fion and Sherritt Gordon-have entered the list of producers and have materially increased that Province's contribution to the metal production of the Dominion, it would seem appropriate at this time to review the progress of the industry in the Province, with particular reference to the out-standing metal-mining developments of the past decade. That these two mines have been able to continue their operations in spite of the low prices of copper and zinc adds a touch of brightness to the industrial life of the Province. Depression in metal prices is not encouraging to the mining industry, but it does stimulate efficiency in methods and costs of production. As two thriving towns have grown around the two mines, the will of the management to carry-on is of great consequence to Manitoba, this year so hard hit by the .agricultural depression. And, much as it is a pleasant feature in the mining situation that these mines have been able to continue operations, nevertheless it must be noted, in reviewing the mining developments of the past few years in Manitoba, that the Province was fortunate enough to profit by good times, in that an industry was established which gives evidence of permanency. In the metallic field, the section of Manitoba that first received attention from prospectors was the boundary district, west of the Lake of the Woods. Several claims were staked here at the time of the gold boom in the neighbouring Ontario area. But the first real interest in metalliferous deposits dates from the discovery of gold in March, 1911, in quartz veins on the shores of Rice lake, some twenty miles east of lake Winnipeg. Systematic and organized prospecting of the pre-Cambrian areas of the Province may be said to have commenced with that discovery. The first gold discovery in northern Manitoba was made at Wekusko (Herb) lake in 1914. This was followed by the discovery of the Flin Flan and Mandy copper ore-bodies in 1915 on Flin Fion and Schist lakes, respectively.

"Coal from Hat Creek, B. C., has been successfully beneficiated to remove ash while retaining calorific value by a dry electrostatic separation process using a fluidized bed for triboelectrification. Two samples of Hat Creek coal used in the beneficiation experiments have been characterized particularly with respect to their mineral and clay content. The calorific value recovery exceeds the simple dry coal recovery because of the heat lost in altering the clay minerals of the ash fraction during burning. Recoveries and ash contents of the beneficiated coal are comparable to recoveries by water washing, but the dry process avoids the potential water pollution problems.IntroductionProposals have been made which suggest an interim Canadian coal production target for the end of the century which will require a four- to fivefold increase over the 1977 production. This implies a nominal annual growth rate of about 6070 to achieve a production rate of 115 to 140 million tonnes/year. Whether or not this target is realistic, it is becoming increasingly evident that coal must be utilized more fully on a world-wide basis. The crisis in Iran has provided the latest stimulus to renewed interest in Canadian coals for domestic use and export.The emerging new era of coal utilization for fuel and chemical feedstock will not, however, generally tolerate the level of coal technology which prevailed prior to the availability of abundant cheap oil and natural gas. Economic, environmental and resource management considerations will necessitate, for example, the use of improved methods of beneficiating coal. Continued development and application of conventional processes, principally aqueous, involving heavy media and cyclones will solve many of the problems. However, less conventional processes may be preferable or necessary in certain applications."

"Buried pipelines, tanks and other similar equipment are almost always present on large scale industrial sites, including in the oil and gas fields. However, as the proverb “out of sight, out of mind” suggests, it is easy to overlook proper maintenance procedures and simply assume that corrosion protection measures in place are working correctly. Unfortunately, this is not always the case, leading to significant environmental damage and loss of production. This paper describes several cases from various industries where buried equipment failed because of corrosion, sometimes with catastrophic results. It also presents various strategies, based on experience and new research, to help predict and prevent damage to underground metallic structures.INTRODUCTION Metallic underground structures are extremely common in industrial and commercial settings for numerous reasons. Burying pipes, tanks, wires and other similar equipment has numerous advantages: it provides significant protection from mechanical damage, frees up ground space that can be used for other purposes, requires little to no support structure and is generally more esthetically pleasing. However, this last benefit can also be considered the most significant disadvantage of underground equipment: becoming invisible and forgotten. While every engineer is aware of the importance of preventive maintenance, it is also human nature to somewhat forget about equipment that is hard to inspect and assume that everything is fine. This is unfortunately not always the case and failures in industrial settings can have extremely serious consequences. While economic aspects immediately come to mind (loss of production, cleanup cost, etc.), failure of underground equipment also results in an environmental and therefore public relations nightmare, especially in the oil and gas field. Leaks that would have been considered negligible in the past can now make national headlines and perfect reliability, while probably impossible to achieve, is now the goal of most companies. While environmental damage (real or perceived) is most often associated with leaks in the oil and gas industry, it can also affect the mining world. For example, the authors have worked on a project where a buried slurry pipeline had ruptured in the ground, causing a release of perfectly inert tailings. While the economic loss was low, the leak was reported in local media and caused a public relations problem."

"ALTHOUGH final statistics are not yet available concerning Nova Scotia' s mineral production for 1958, it is estimated that the value will be slightly lower than that of 1957. In making this statement it is but fair to say that one year ago a reduction in mineral value was also forecast (for 1957 as compared with 1956) and final figures from the Dominion Bureau of Statistics ($68,058,743) indicated, instead, an increase of $2,000,000 over 1956. However, 1958 did bring problems to the industry which would indicate a drop in production value. The estimates figure for 1958 is $64,000,000. COAL Coal production came from 28 mines, 5 less than were operating since 1957. There were 5,269,896 tons of coal produced by 1,978,512 man-days' labour, for a tons per man-shift of 2.66 (0.05 higher than during 1957) or an increase of 1.9 per cent over the 1957 all-time high for this Province. This record has been established as a result of concentrated efforts to mechanize the coal mines of the Province, and it is hoped that it will be bettered during 1959. Collieries which showed some production for 1957 and none for 1958 were the McGregor at Stellarton, the Franklin at Sydney Mines, the MacLellan, the Rose bank No. 2 and the Rose bank No. 3 at Inverness."

Diesel locomotives for underground haulage have been used in coal mines in Continental Europe for twenty-five years or more. In Great Britain, it was not until 1935 that permission was granted to use them in gassy coal mines, but since that time they have been employed in increasing numbers both in gassy and non-gassy coal mines and in metal mines. Their use underground in coal mines in the United States is still prohibited and the same was the case in Canada until 1946, when permission was granted to operate a Diesel underground in the Adanac mine of West Canadian Collieries, Limited, at Bellevue, Alberta. The locomotive used here is a 50 h.p. Hunslet Mark II. More recently, a 100 h.p. Diesel was placed in operation for underground haulage at No. 18 Colliery of the Dominion Steel and Coal Corporation, in the Sydney coalfield, N. S. Thus, on this continent, Canada has been a pioneer in the use of these locomotives underground in coal mines and there is no doubt that more and more of them will be employed as time goes on. We feel, therefore, that the following notes concerning their design and performance, which we have received from the High Commissioner for the United Kingdom, will be of interest to our members.

"Significant energy savings are often possible for centrifugal compressors operating in parallel by improved control strategy and improved instrumentation. Blow-off can usually be reduced by improved surge control combined with a better control strategy for loading and unloading the group of machines. More precise and stable pressure control then becomes possible. This improved control strategy will also decrease the frequency of operation near the dangerous limits of surge or overload or overspeed. A sample station of mixed centrifugal and reciprocating compressors is examined and a substantial energy saving with the recommended control strategy is projected from operating data. Present Operating Conditions of the Compressed Air StationThe Compressor StationThe compressor station described here has three centrifugal compressors and three reciprocating. It supplies a mine in New Brunswick.Compressed Air and Power ConsumptionFigure I and Figure 2 provide graphs of air consumption and pressure changes based on the owner's data.During the typical two-shift operating day (Fig . I) in the non-productive shift (midnight to 8:00 a.m.), the consumption stays at a level of 9,000 SCFM. This corresponds to a pressure of 110 PSIG. Then, after 8:00 a.m ., the air consumption starts to increase and th e pressure decreases. Around 10:00 a.m., the consumption reaches its maximum level at 97 PSIG. Around II :30 a.m., the air consumption starts to decrease because of the production drop during the lunch break of the first shift. Pressure increases again up to 109 PSIG. After the break, consumption rises to its maximum level over 16,000 SCFM andpressure drops to 97 PSIG.Around 2:30 p.m., the air consumption drops sharply to 9,000 SCFM because of the production decrease to zero level. This drop results from changing of shifts. The pressure at this time increases again up to 110 PSIG. The second shift (2:30 to II :30 p.m.) is an alogous to the first.During the three-shift operating day, the break around 4:00 . a.m . and the shift change around 6:30 a.m. cause sharp drops in air consumption. The pressure for almost the entire night shift stays near 110 PSIG because the station is working with blowing-off even under the maximum consumption. The analysis of Figures I and 2 shows that the pressure varies with the air consumption changes. During non -productive time (non-production shifts , shift changes and breaks) or during the night shift, the total station capacity is proportional to the discharge pressure. "THE mineral industry is constantly undergoing changes and facing challenges, and today we are in the midst of another serious one -namely, manpower requirement at every level in the mines, shops and plants. In the not too distant past we had a situation where labour was plentiful, although the equipment, by present-day standards, was quite inadequate, and that's easily understandable when you look back at the primitive methods by which our Western mines were first developed and operated, and then improved by the inventiveness and ingenuity of man.I'd like to show you a few slides from drawings made by Buck O'-Donnell which illustrate some of yesterday's methods of mining. Some of you probably had first-hand experience with some of these so you know they were tedious, time-consuming and involved a lot of heavy labour.Taking the Anaconda Company operations at Butte as an example, we can see what has happened in just the past ten years. In August of 1956, the Butte mines had 5,516 day's-pay employees and 976 salaried employees, for a total payroll of 6,492. In August of this year, there were 3,645 day's-pay employees and 605 on the salaried roll, for a total of 4,250. The number of contract miners had gone from 1,347 in 1956 to 606 in 1966 and that of other underground miners from 2,893 ten years ago to 1,149 this year. Along with these changes, however, another change of special significance has taken place, and that is in the number of skilled craftsmen, surface engineers and so on required for our operations. In 1966, we had 1,890 of these people, 600 more than in 1956 and nearly three times as many as just twenty years ago."

"The benefits of modern technology can readily be identified with energy availability. A clear correlation has been established between per-capita energy consumption and the GNP for various nations. The United States is an outstanding example of a nation which has benefited from vast energy reserves. The nation is now challenged, how¬ever, by dwindling reserves and the need to develop new sources consistent with the preservation of environmental quality. The development of new, virtually inexhaustible and environmentally acceptable sources cannot be expected for several decades. Meanwhile, we will have to depend on coal, nuclear energy and/or rigorous conservation measures.The net effect of environmental considerations has been to delay and perhaps ultimately eliminate the nuclear energy option as a national energy alternative. This forces a more positive move toward coal as the next major source of electrical power. Our coal resources are large, but the use and production of coal is also a threat to the environment. Thus, we seem to be moving from one major accessible source to another due to environmental concern only to face the probability that the alternative is also environ¬mentally unacceptable.Controversies revolving about energy choices must be resolved by an analysis of the relative benefits and impacts of these two sources and others. The pattern of changing energy sources is not new. We have moved from wood to coal to oil and gas in the past and must learn to adapt in the future. Rational decisions must be made relative to the utilization of intermediate energy sources pending development of promising future approaches. A collapse of current levels of energy supply could threaten our technological society and the means to develop a new energy base."

"IT is indeed a pleasure to have the opportunity of addressing this group today. Not only does it give me the opportunity of meeting with representatives of what is considered by many to be the most dynamic segment of industry in Canada today, but it also allows me to talk about a subject of para-mount interest to myself, the development of the North, and to explain, if even only briefly, some of our beliefs and hopes in this regard.It is inconceivable that all lands north of the 60th parallel, representing 35 per cent of Canada's total land area, which we believe contain a great natural resource potential, will remain as an undeveloped portion of Canada. The re-sources are there, although the people and private industry are as yet not there in sufficient numbers.It has been estimated that in the west and north of Canada there are 1.6 million cubic miles of sedimentary rocks. Of this figure, 342,-000 are thought to lie in Alberta, 115,000 in British Columbia and about 1 million cubic miles are thought to lie in Canada's northern regions, the bulk in the Arctic Islands. On the basis of apparent volumes of sedimentary rock, we estimate that as much as 13 billion barrels of petroleum may lie beneath the permafrost of the North-west Territories, another 3 billion barrels in the Yukon Territory and 33 billion barrels in the Arctic Islands. This is, indeed, a rich and elusive prize, and one which must be sought with a view to fulfilling demands on the production of petroleum."

Casthouses throughout the aluminium industry commonly use chlorine gas as a fluxing agent for furnace and in-line treatment of molten aluminium alloys. Its positive impact on the removal of alkali elements and non-metallic inclusions is well known. Nevertheless, the elimination of its use is highly desirable due to the safety and environmental risks associated with storage and handling. Over the past decade, the aluminium industry has significantly reduced its chlorine consumption. This has been achieved by maximizing the chlorine gas utilization efficiency during metal processing, and by the chlorine replacement for crucible and furnace metal treatment applications. Operation of sealed in-line treatment units without chlorine is now possible, but with lower or inconsistent removal efficiency penalties for alkali and inclusions respectively. This paper reviews the progress made at Arvida Research and Development Centre regarding the reduction of chlorine and the development of an alternative to chlorine for in-line metal treatment without penalizing the metallurgical performance.

INTRODUCTION I WELCOME the opportunity to speak on Programmes in Safety. The invitation to do so shows that those guiding affairs of the Institute in this District realize the practical importance of this subject. My remarks are intended primarily for mines having 100 to 400 employees, approximately. With minor modifications, however, they apply also to larger or smaller operations. Others, I hope, will derive benefit from this paper, for they, too, have a part to play in accident prevention; for example, contractors such as shaft-sinkers; manufacturers of equipment; and consultants and designers of mining, milling, and metallurgical methods. These troubled times stress, as never before, the importance of efficient operations in mining. The days are gone when neglect can be afforded. Safe working conditions and satisfied employees are essential for efficient production at reasonable cost. The mining industry of Ontario long has been keenly aware of the human aspects of this subject, and as a whole it has done much to decrease the frequency and severity of disabling accidents. The number of fatalities per 1,000 employees has been reduced from a high of 5 some two decades ago to an all-time low of 0.89 in 1948; the incidence was slightly higher in 1949, being 1.17 per 1,000. The reduction in non-fatal compensable accidents also has been outstanding, frequency having ?been reduced from over 200 per 1,000 employees some two decades ago to 54 per 1,000 at the producing mines in 1949. These statistics demonstrate progress. Nevertheless, the general picture still leaves much to be desired when viewed from two other angles.

"IntroductionThe Bienfait Mine is operated by Bienfait Coal Company Ltd., one of the Luscar Limited group of companies. Situated 5 km southeast of the town of Bienfait, Saskatchewan, it can produce 2.0 million tonnes of lignite annually in addition to 158,000 tonnes of char from a carbonization plant located on the property. Geology The economically mineable coal seams of the Estevan area are found in the Ravenscrag Formation. The lignite-bearing sands, silts and clays were deposited in Early Tertiary age, in an inland sea centred in the Williston Basin of North Dakota. The top of the Ravenscrag is an erosional surface, overlain by Tertiary or Quarternary sands and gravels or glacial till. The regional structure is a gently plunging syncline which dips to the southeast at about 0.3 degrees. There are minor undulations in the Bienfait area which are due to differential subsidence during deposition. Sporadic faulting is probably a result of glacial pressures, and preglacial and glacial channels are responsible for washout zones and the abrupt irregular subcrop found in the area. There are two economic coal seams in the Bienfait area, an uppe; seam locally known as the Roche Percee, and a lower seam, the Estevan. Both seams have been extensively mined since lignite mining began in the area in the late 1800s. The Roche Percee remains only in a small portion of the Bienfait Mine and comprises a very minor portion of the reserves. It averages 1.74 m thick under 8.1 m of overburden. The till rests on top of the Roche Percee and due to weathering the seam is generally of poorer quality. The Estevan seam comprises the majority of reserves at Bienfait. The main seam which is being worked on consists of an upper bench averaging 2.75 m, a carbonaceous parting of 0.21 m, and a lower bench of 0.92 m. Overburden depth above this seam varies from 21.0 m to 38.0 m."

"The copper-molybdenum property of Brenda Mines Limited is located in the Okanagan district of British Columbia, approximately 25 miles west of Kelowna. The Okanagan Valley is a resort and fruit-growing area, and therefore pollution control measures are more stringent than in some remote areas.The Brenda plant began production in April 1970 and is operated at a rate of 24,000 tons per day. The plant site is located at an elevation of 4,800 feet, which is approximately 3,600 feet above the level of Okanagan Lake. The site is in the Okanagan drainage basin.The major consideration in the design of the system was the prohibition of any downstream discharge. It was therefore necessary to redaim as much water as possible and to minimize the addition of fresh water to the system. The maintenance of a water balance is of critical importance.This paper will outline the major design criteria for the systems and the site investigations which were carried out.
