"As opposed to the static functional recovery of existing structures, the construction of infrastructures in an urban environment, when combined with complex geological situations, often involves building foundation structures, whether circular or rectangular in section, through rock formations or chaotic strata (sand and gravel with cobbles). Until a few years ago, these formations or strata were sometimes an insurmountable constraint on traditional foundation installation techniques. The difficulty in overcoming these geological situations is sometimes added to the increasingly frequent need to reach depths that were unimaginable just a decade ago. These are real challenges for those carrying out these works and for those manufacturing the necessary equipment. There are two main methodological approaches to these problems, that can be summed up in the rhetorical figure of ""David and Goliath"": cunning versus force. In reference to the case studies in this article: the permanent retaining walls for the Copenhagen Metro, and the structural repairs to the Arapuni Dam in New Zealand and the Wolf Creek Dam in the U.S., we will describe the foundations constructed in presence of rock using combined small-diameter direction drilling solutions, associated with their enlargement up to the project’s size, at depths exceeding 300 feet. Technically speaking, the concept of NDT sounds like the "magic bullet" when faced with a questionable drilled shaft. All the Contractor or Engineer needs to do is select an NDT method, apply it, understand the details and extent of the defect and determine whether it will impact the load carrying capacity of the shaft during it’s design life. Unfortunately, it is not that simple. NDT is a tool utilized to indirectly assess the condition of the completed drilled shaft. For the most effective interpretation, NDT data should be correlated with the subsurface information, visual observation, and detailed shaft installation records. The basis for acceptance or rejection of drilled shafts should not be solely based on NDT. The parties responsible for specifying, interpreting and using the NDT results must understand the capabilities and limitations of the method to be utilized, in conjunction with the relevant subsurface conditions of the site, before selecting and specifying a system and acting on the results. This is necessary so that an appropriate NDT method can be specified and contracted. In this manner the results and roles of the responsible parties can be clearly defined.

"The 2015 Outstanding Project Award (OPA), which recognizes the superior work of DFI members, was awarded for the San Francisco- Oakland Bay Bridge New East Span. The award was presented to representatives from Caltrans and the T.Y. Lin International/Moffatt & Nichol Joint Venture at the DFI 40th Annual Conference on Deep Foundations in Oakland, Calif. A committee selected this project based on size, scope and challenges of the project; degree of innovation and ingenuity exercised; and the uniqueness of the solution to the difficulties of the job. A bridge across the bay between San Francisco and Oakland was proposed as early as 1872, but it took until November 12, 1936, until it became a reality. The bridge spans to the west of Yerba Buena Island were conventional suspension spans, while the east spans used a steel cantilever truss design and simple steel truss spans. This double-deck bridge served the Bay Area well until 1989. In that year, the magnitude 7.1 Loma Prieta earthquake damaged the East Span of the San Francisco-Oakland Bay Bridge. The resulting interruption to service across the bay demonstrated the vital role this bridge plays in the economic and life safety activities of the Bay Area. The project owner, California Department of Transportation (Caltrans), determined that the safest, most cost-effective solution was a total bridge replacement. The Engineer-of-Record, T.Y. Lin International/ Moffatt & Nichol Joint Venture, working closely with Caltrans, the Metropolitan Transportation Commission (MTC) and the California Transportation Commission (CTC), was charged with developing a comprehensive design strategy that met the project’s stringent criteria for seismic safety. These criteria included the new bridge’s designation as a regional Lifeline Structure that must open to emergency traffic shortly after the occurrence of a 1,500-year return period earthquake"

"The Deep Mixing Method (DMM) was employed to raise and support the LPV (Lake Pontchartrain and Vicinity) -111 Levee in New Orleans. Even using innovative technologies, the tight schedule to achieve the 100 year elevation by June 1, 2011 was a daunting endeavor. The size and scope of DMM proposed for LPV-111 was on a scale never attempted outside of Japan. Over 1.65 million cubic yards of DMM was installed. LPV-111 is adjacent to the Bayou Sauvage Wildlife Refuge, which is the largest urban National Wildlife refuge in the United States. By utilizing DMM to control settlement and improve stability of the taller levee, side slopes were steepened from the conventional 1V:4H to 1V:2.85H, thus avoiding encroachment into the Bayou Sauvage and reducing the amount of clay needed for the completed levee. The COE utilized Early Contractor Involvement (ECI) for this contract. The ECI process allowed for input from the DMM contractor, TREVIICOS South, in order to optimize equipment resources and material requirements. This paper gives an overview of the extensive DMM requirements for LPV-111 and explains the benefits of the ECI process.IntroductionDuring hurricane Katrina the levee that constitutes LPV-111 was overtopped and breached in several locations. The United States Army Corps of Engineers (USACE) was presented with the task of increasing the level of the flood protection around New Orleans after Hurricane Katrina to the 100- Year hydraulic grade - the level of protection that provides risk reduction from a storm surge that has a 1% chance of being equaled or exceeded in any given year - and the firm project completion deadline was June 2011.LPV-111 is located in East New Orleans and a large portion of the levee is adjacent to the Bayou Sauvage National Wildlife Refuge. The levee could not encroach on this area. This provided a limited footprint for the levee and made construction of conventional levee difficult, if not impossible. The total length of the project was 5.3 miles. Included in the project was the rehabilitation of one main pumping station and one smaller pump station for water management within the refuge. Short sections of “T” wall were used at the tie in at the Lake Borgne Surge Barrier, the main pump station and the CSX Railroad crossing"

It's well known that conventional impact hammers, usually are the method to use in order to drive precast prestressed concrete piles. However sometimes the vibratory technique might be considered as a suitable alternative due to favourable soil conditions. It is also well known that piles driven into granular soils can be installed more efficiently by the use of a vibratory driver compared with impact hammers. However, the use of the vibratory technique is seldom regarded as the first choice, since the technique is constrained by several uncertainties related to the pile capacity, and concrete piles to cope with tensile stresses. With the opportunities of having suitable subsurface conditions and a fair amount of piles to be installed, it was anticipated that the use of the vibratory method could result in a significant reduction of the installation costs. Part of the uncertainties of using a vibrator was intended to be eliminated by restriking the vibratory driven pile with an impact hammer and use a Pile Driving Analyzer? (PDA) to correlate recordings of soil resistance to driving with measured rate of penetration, and to evaluate the static capacity and load/settlement characteristics of the vibratory driven pile by conducting static load test. The conducted test study of using a vibrator to drive the precast prestressed test pile (14-in. square by 30-ft-long) did not turn out to the author's complete satisfaction. The present paper focuses mainly on a numerous practical engineering issues in relation to the use of the vibro-technique to drive precast prestressed concrete piles in granular soils. The obtained experiences of using a PDA to monitor vibro-driven piles, with its potential and limitations, is presented and discussed. Furthermore, a simple method of how to subjectively pre-estimate the soil resistance due to vibratory driving is presented and discussed. The reasons for the partly unsuccessful test study are discussed in great detail based on the obtained experiences. Suggestions of how to better approach a similar situation in the future are also provided in great detail

In the last fifteen years, several research studies have evaluated the ability to detect various types of deep foundation concrete integrity flaws with crosshole sonic logging (CSL) and thermal integrity profiling (TIP). This paper synthesizes the findings from the research, focusing on two studies that included CSL and TIP testing of drilled shafts with various types of flaws. The first, a 2016 research study of test shafts for the Wisconsin DOT, included inclusions inside and outside the reinforcing cage, intentional tremie withdrawal during concreting, and soft bottom flaws. The second, a 2021 study of production shafts for the Missouri DOT, included one shaft with and another without soft bottom conditions. After synthesizing the ability of each test method to detect each type of flaw, the paper presents recommendations for improving how CSL and TIP results are evaluated in practice. The recommendations highlight DFI‟s CSL interpretation protocol as well as the importance of evaluating TIP data versus time, not just depth. The paper includes example temperature-versus-time plots for various types of flaws and emphasizes how temperature-versus-time evaluation can be used to distinguish soft bottom conditions from standard bottom-of-shaft temperature roll off.

"A field test was performed to investigate the applicability of electroosmosis with the injection of saline solution of Taipei silty clay. The calcium chloride solution and sodium silicate solution were used as the saline solution for the injection in this test. The results of this study indicate that injection using calcium chloride solution and sodium silicate solution during the electroosmosis to increase drained water from cathode and electro-chemical reaction can greatly improve the effect of electroosmosis and shorten the time of treatment. The results of field vane tests showed that the undrained shear strength after treatment increased an average of approximately 120% for a treatment period of 24 days.INTRODUCTIONThe first field application of electroosmosis in soil was demonstrated by Casagrande in 1939. Since then, more complete field applications of electroosmosis such as Bjerrum (1967), Fetzer (1967), and Lo et al. (1991b) have been made.The results of field electroosmotic work for a period of 120 days were presented by Bjerrum et al. ( 1967). The mean undrained shear strength, Su, increased from 18 to about 40 kPa, with a uniform surface settlement of about 0.5 m. Lo et al. (1991b), with a more sophisticated installation and a relatively larger spacing, also had positive results. For a 3 m electrode spacing during the treatment of a period of 33 days, the mean Su increased from 18 to about 25 kPa. Although the effect of the electroosmosis could be applied in the field based on the above examples, the response remained slow. For actual field work, the application of electroosmosis will be limited due to short project schedules and request of the effect of improvement."

"Abiquiu Dam is a rolled earth fill dam with impermeable core located on the Rio Chama in New Mexico. Abiquiu has had a history of excessive seepage through the fractured sandstone abutments since water was first impounded in 1963. The foundation was treated with a single row grout curtain in the cutoff trench prior to placement of the embankment. During the 1960’s and 1970’s, the grout curtain was extended 1,000 ft. into both abutments and sections of the foundation beneath the embankment were regrouted. Grouting of the foundation beneath the embankment required drilling through the embankment. Drilling fluid loss or loss of circulation within the impervious core was observed during multiple phases of supplementary grouting and during verification drilling following the 1970’s grouting program. It is likely that the drilling methods employed for these grouting and drilling programs caused hydraulic fracturing of the impervious core. The fluid losses in the embankment may be related to seasonal shutdown layers in the embankment or benches in the abutment foundations. In addition, it is likely that the impervious core was fractured from grout pressures during installation of grout pipe through the embankment.INTRODUCTIONAbiquiu Dam is located on the Rio Chama in New Mexico and consists of a rolled earth fill dam with impermeable core, controlled outlet works, and an uncontrolled rock-cut spillway. The dam was authorized for flood control and sediment retention and was designed as a dry dam, holding flood pools for relatively short durations. The foundation is comprised of Permian and Triassic age, interbedded mudstones and sandstones that were deposited in an active braided stream system. Sandstones are moderately fractured and have variable aperture and infilling. Generally speaking, joints are near vertical. Abiquiu has had a history of excessive seepage through the fractured sandstone abutments since water was first impounded in 1963. The foundation was treated with a single row grout curtain in the cutoff trench prior to placement of the embankment. In 1966-1968, the grout curtain was extended 500-ft into the left abutment and the foundation beneath a 560 ft. section of the embankment was re-grouted. In 1978-1980, the grout curtain was extended 1,000 ft. into the right abutment, an additional 500 ft into the left abutment and the foundation beneath the right 520-ft section of the embankment was re-grouted. The alignments of these grout programs are shown in Figure 1. Grouting of the foundation beneath the embankment required drilling through the embankment. Drilling fluid loss or loss of circulation within the impervious core was observed during both phases of supplementary grouting and during verification drilling following the 1978-80 grouting program. It is likely that the drilling methods employed for these grouting and drilling programs caused hydraulic fracturing of the impervious core. "At the pre-construction foundations of the controlled waste disposal site built at the Port of Kinuura, the clayey soil account for the most, and with lesser amounts of sand compaction piles and sand mat. The cement deep mixing method (CDM) was used to improve ground impermeability and to reinforce the foundations on the seawall. Laboratory mixing and testing was performed to determine the appropriate quantities of cement additive for clayey soil, SCP sand, and sand mat. The test results indicated that maintaining the design strength of qu = 1,550 kN/m2 would require C = 100 kg/m3 of cement additive for all three soil types (clayey soil, SCP sand, sand mat). The permeability performance needed to improve ground impermeability assumes a permeability coefficient of K = 1.0×10-6cm/s. And the clayey soil satisfied the performance requirements at C = 100 kg/m3. However, to improve grand impermeability of the SCP sand and sand mat required more than 5% of particles having diameters of less than 75 µm. Thus, in the latter two cases, the required cement adding quantity was C = 250 kg/m3. The test specimens at one to two weeks after the created with a permeability coefficient of K = 10-6cm/s became permeability coefficient of K = 10-7cm/s six week later due to the effects of cement solidification. So the permeability coefficient declined about one order. The permeability coefficient three months later tends to decline continued with a somewhat lower.INTRODUCTIONBetween 2008 and 2011, the Aichi Seaside Environment Center constructed the Kinuura No. 3 offshore controlled waste final disposal site at Taketoyo in Aichi prefecture. (see Figure 1). The disposal site offers a landfill capacity of 5.21 million m3 and measures 472,000 m2 in area, of which some 344,000 m2 is a managed controlled sector enclosed within an impermeable seawall."

The vibro driver/extractor is a machine that grips to a pile and vibrates it up and down. When the vibrating pile is lowered into the ground, all soil around the pile begins to vibrate. A vibrating pile breaks the friction between the pile and the soil, thus allowing it to penetrate the ground. A vibro is usually operated by hoisting it into the air with a crane and then placing it onto the pile. The vibro has hydraulic gripping jaws that are controlled from the ground. Once the operator has successfully lowered the vibro onto the pile, the jaws are closed and locked onto the pile and operations can begin. Please see the drawing below: [ ]

The numerical models of nonlinear piles for deep foundations are studied in this paper. The purpose of these is to clarify the mechanical behaviour of deep foundation nonlinear piles subjected to axial and lateral loadings. Based on the site data of p-y curve as well as t-z curve of foundation soils, it is possible to evaluate pile performance under above mentioned loads by means of combined FEM/FDM models. Numerical examples are presented in tall building and offshore jacket for illustrating the technique, it show high efficiency of these models. Some information to be interested by design engineers are given, especially for those who pay very concerns on the interaction behaviours of structure and its pile foundation.

Atlantic Wharf involved the construction of a six-level underground parking garage and a 32-story high rise tower along the historic Boston Harbor waterfront. The site, historically known as ?Russia Wharf,? consisted of filled land initially created in the late 1800s by extending the shoreline toward the harbor as the urban population and land needs grew to support expansion of commerce and trade. Redevelopment required solutions to address relics of waterfront structures (granite block seawalls, piles, and piers), weak subsurface soil conditions, tidal groundwater levels, and contaminated soils resulting from previous site usage and filling. The foundation system, consisting of drilled shafts with column loads up to 14,000 kips (62,272 kN), concrete diaphragm wall (slurry wall), and up-down construction methodology, was chosen to address these factors. As a prerequisite for development, selected portions of the façades of the former historic buildings were required to be preserved, protected, and incorporated into the final building configuration. The historic façades were temporarily braced and supported prior to the demolition of the buildings and commencement of below-grade construction. This paper will describe the considerations in the selection of up-down construction methodology along with a discussion of the design and performance of the concrete diaphragm wall and drilled shaft foundations. Up-down construction methodology shortened the overall construction schedule while addressing the lateral bracing requirements for the concrete diaphragm wall and restrictive ground movement tolerances to protect adjacent structures. Below-grade construction was completed in March 2010, and the building was opened for tenant occupancy in January 2011.

Effect of lateral loading against existing sheet pile wall and distribution of gravity loading due to various number of construction loading scenarios were studied. The objective of this effort was to determine the loading case that permits the contractor to utilize a 400 ton crane at the specified location with the existing limitation imposed on site. Staged analysis was determined as the methodology that will more accurately predict the exiting and additional stress due to the impose crane loading. A reliable and robust analysis (ANSYS) software was used to complete both 2D and 3D finite element model and analysis. Analysis model parameters such as material properties, non-linear behavior of the soil, and meshing are presented and discussed. At the conclusion specific range of crane operation and pick weights operating on existing concrete mat supported on top of an existing tunnel was reviewed and deemed acceptable.

The innovative Soil-Cement Mixed Wall Technique emerged in Japan and obtained recognition in the engineering and construction communities in the 1980's. This technique was introduced to the United States in 1986. It was accepted as the most credible construction technique by the U.S. Bureau of Reclamation for ground stabilization and cutoff wall work in the Jackson Lake Dam Project, Wyoming in 1987 and 1988. It was also accepted as a remediation technique by U.S. EPA for a Superfund Innovative Technology Evaluation (SITE) demonstration on in-situ solidification/ stabilization. The Soil-Cement Mixed Wall Technique consists of mixing in-place soils with cement grout or other reagent slurries using multiple axis augers and mixing paddles to construct overlapped soil-cement columns. The overlapped column panel is then extended to form an underground continuous soil-cement wall for use as a cutoff wall or a structural diaphragm wall for groundwater control and excavation support. By arranging the column panels in various configurations, the technique becomes a versatile tool for stabilization of soft or liquefiable soils.

"A&N Electrical Cooperative provides electrical service to the counties of Accomack and Northampton along Virginia’s Eastern Shore and to Smith Island in Somerset County, Md.A&N recently worked to improve the efficiency of power distribution to a small island community and marina on Tangier Island in the Chesapeake Bay. This improvement consisted of upgrading the existing distribution substation with a new 25 kV 2-bay box distribution structure. Earth Contact Products (ECP) collaborated with PowerServices, Inc. (PSI) to design and install a helical foundation support system as part of the substation upgrade. Feasibility EvaluationThroughout the design process, A&Nworked with its partners PSI (design) andT&D Solutions (installation) to identifycost-effective alternatives. Foundationsystems considered included cast-in-placereinforced concrete caissons, precastconcrete foundations, driven steel piles and helical piles. In evaluating all of theoptions, the greatest concern was gettingthe material onto the island, followedclosely by the availability of the equipmentto install the foundations. Clearly, cost,more specifically the installed cost, was asignificant consideration and decisionfactor throughout the process.There were several limiting factors that had to be considered during the design process, the most significant of which was that all of the material had to be barged to the site. With traditional reinforced concrete deep foundations in mind, the cost for installing these piles was projected to be nearly $2,000/cu yd ($262/cu m) of installed concrete. Given that approximately 5 to 6 cu yd (3.8 to 4.6 cu m) of concrete would be required for this structure, the cost was significantly high for this project. What’s more, because the components of the concrete mix would have to be barged and then hand mixed on site, there was concern regarding both the time required to complete the piles and the quality of the installed concrete. For the driven pile alternative, the availability, or lack thereof, of equipment and material cost resulted in a total cost estimate that was more expensive than that of the concrete piling alternative. The high material cost for the piles, which was more than double than the cost of concrete, was due to the number and size of piles needed to resist the overturning moment. Ultimately, the team selected the helical pile alternative. The decision to a use helical pile foundation system was based on many factors, not the least of which was the remote location of the project site and the difficulties associated with getting material, equipment and construction personnel to the project site."

"Every year during the Transportation Research Board (TRB) Annual Meeting in Washington D.C., the Federal Highway Administration (FHWA) National Geotechnical Team (NGT) takes time to talk about what we are doing in research, training development and policy support. At times, I have jokingly referred to it as the State of the Program Address, but we do see it as an important opportunity to update our transportation partners on priorities and needs for the program.This update is really a snapshot of the program during the previous year, with a look at projects that are currently active. Activities undertaken by the NGT are funded from multiyear roadmaps maintained by the FHWA program and research offices, and reflect trends and opportunities affecting and influencing transportation geotechnics now and in the future. The roadmaps identify activities in research, development, guidance, technology transfer and training that will be accomplished by the NGT through and beyond FY 2020 in eight broadly-defined focus areas: • Extreme events, geohazards and sustainable geotechnics• Performance management• Reliability-based design and construction• Advanced geotechnical modeling• Alternative delivery methods• Design and construction optimization• Site characterization• Quality assuranceThe process to identify focus areas and to develop activities that will be addressed by the NGT is guided and informed through input from the FHWA NGT members, and considers feedback and input from State Departments of Transportation (DOTs), FHWA Division offices, industry and academia. This process is revisited annually to review not only the activities that are currently funded, or will be funded, but also to review the relevance of the focus areas with respect to the future needs of the FHWA, State DOTs and the transportation community.In 2016, the NGT was successful in delivering several products that will advance the state of the practice and that better support policy. Products developed included research reports, design and construction guidance, and training courses. In 2017, the research and program offices will continue to work on projects that fit within our prioritized plan and that positively impact the geotechnical community as a whole. A listing of recently completed and currently active projects is provided below."

Improvements in construction equipment and techniques in recent years have made possible the use of drilled shaft foundations in diameters and lengths not previously considered practical or feasible. Many highway bridge and other structures are now routinely founded on drilled shafts which -are 8 to 12 feet in diameter and extending over 200 feet in depth below grade. There are unique challenges associated with constructing such large and deep cast-In-place foundations and engineers should be aware of the special needs associated with site investigation, construction specifications, material requirements, and quality assurance. This paper outlines a number of special considerations for these foundations, along with strategies that may be employed to improve the reliability and quality of large drilled shaft foundations.

In 1939 Dr. Ralph Peck criticized the Civil Engineering community for taking a bifurcated approach to the prediction of building damage due to subsurface geo-technical works. Specifically, he observed that Geotechnical Engineers concerned themselves only with subsurface issues implying that their results were largely independent of the presence and condition of the structures above. He continued that Structural Engineers charged with risk assessment of buildings approached their work nearly in isolation of below ground activities. Seventy years later, although the state-of-the-art has enabled a better understanding of soil-structure interaction, the reality remains that risk assessment from subsurface construction, is not yet an integrated activity when done on a large-scale basis. To help move beyond this, this paper proposes a new, integrated methodology for preliminary assessment that considers a three-stage process that involves the following: (1) traditional empirical relationships for predicting ground movement from tunneling, (2) recent advances in condition assessments, and (3) architectural designators related to usage and historic preservation listings. The methodology is applied to a study area of nearly 260 buildings in the city center of Dublin Ireland, in an area slated for an upcoming metro. The results are com-pared to the Environmental Impact Statement issued for the official project. Al-though the test case is for tunneling, the approach may be adapted to other subsurface construction activities including excavation and piling.

Why is mediation being hailed as the wave of the future? The high cost of putting on a trial, over-crowded court calendars and long trial delays have resulted in what prominent attorneys and leading jurists are calling a litigation crisis. In no segment of the legal world are these pressures greater felt than in the trial of the serious construction case. The paper describes the design development and construction of bored piles at Pindersfield Hospital, Wakefield, U.K. The piles were of monopile type. Monopile is the term used to describe piles which are constructed without pile caps so that the superstructure columns bear directly on the pile top. Pile geotechnical design was developed from the Site Investigation data and testing of two preliminary piles. Final design philosophy is described. Pile structural design was developed from the loadings applied by the superstructure, and the requirements, tolerances and limitations of monopile construction techniques. Construction was closely controlled in order to achieve a ?right first time? result. The conclusion gives a critique of the system and its value.
