This Bureau of Mines report presents expected levels of air pollutants in the face areas of oil shale mines, based upon data collected by the authors and previous investigators. Ventilation requirements to maintain these pollutant levels below their threshold limit values and Federal and local mine air quality standards are discussed. Two practical face ventilation systems are discussed in terms of actual in-mine test experience.

Accelerometers and pressure transducers, mounted in suspension components, can be used to monitor the ride of haulage trucks. Presently, it is difficult to tell what caused a jolt to the truck using either pressure or acceleration data alone. When information from a global positioning system (GPS) is recorded at the same time as shock pressures or acceleration data, the exact location of an event can be determined. Mine management can then determine what caused the jolt to the truck. This research is part of a National Institute for Occupational Safety and Health (NIOSH) project called "Engineering controls for reduction of jolting/jarring injuries in surface mines." NIOSH is investigating how the work environment of haulage truck drivers can be improved. The US Mine Safety and Health Administration (MSHA) notes that, between 1986 and 1995, 60% of the back injuries were to haulage truck drivers in metal/nonmetal surface mining. Personnel from Phelps Dodge suggested that combining acceleration data with information obtained from a GPS could generate results with a variety of uses. Therefore, researchers at the Spokane Research Laboratory (SRL) began investigating how to tie acceleration and GPS data together. It was originally thought that this tool would be used primarily for road and truck maintenance. However, as research progressed, it became apparent that it would also be useful in providing feedback about equipment operations and identifying unusual causes of jolting. Experimental approach Available components that function well by themselves were linked for the purpose of proof of concept. Using a Modular Mining Systems (MMS) product called Vital Signs, SRL researchers took an Aero-Marine Products (AMP) acceleration recorder and hardwired it to MMS Dispatch equipment already installed on a truck. AMP is one of several manufacturers of acceleration recorders frequently used to monitor freight during shipping. MMS Dispatch is used for production accounting and truck dispatching and uses GPS tracking. Through Vital Signs, an analog or digital alarm signal can be recorded. Steve Rhoades, of MMS, wrote unique code that links the Vitals Signs data and GPS location and stores this data in an ASCII log file. SRL researchers installed the equipment in a Caterpillar 793 haul truck. The result was a working prototype. Figures 1 and 2 show the instrument installation in the truck. This report presents production and delivered costs for coal exports from the five major Western coal-exporting countries: Australia, Canada. Colombia, South Africa, and the United States. Cost data were compiled from visits to 43 mines by U.S. Bureau of Mines engineers between 1985 and 1990. All report costs are in January 1989 U.S. dollars per short ton. Production costs for raw coal are divided into mining and regulatory categories. Costs are broken down by type of cost, type of mine. and country. Scheduled operating and capital costs for raw coal were processed by the Bureau's MINSIM discounted cash flow program to determine total production costs calculated at 0% and 15% discounted cash flow rates of return (DCFROR). Delivered costs are for salable coal delivered to various markets. Costs are broken down by supply country, market, and type of cost. Scheduled operating and capital costs for salable coal were processed by the Bureau's MINSIM discounted cash-flow program to determine total salable coal costs at 0% DCFROR. Added to total salable coal costs were transportation and port costs to get delivered costs. Comparative overview information on the coal industries of the five study countries are appended. This appendix includes information on industry economics and exports, production and reserves, and coal industry issues.

An accelerated and coordinated program of coal research is believed by many to be a necessary step in assuring coal's proper position in the expanding energy market. The President's Advisory Committee on Energy Supplies and Resources Policy, for example, made the following recommendation: We recognize that coal is a great national asset and endorse a cooperative study to determine what research and development could be undertaken. The coal industry and both Federal and State Governments should participate in this study and its costs. Representatives of the coal industry have agreed that such a study should be initiated. Accordingly, Felix E. Wormser, Assistant Secretary - Mineral Resources, United States Department of the Interior, requested the Bureau of Mines and Bituminous Coal Research, Inc., to conduct a survey of current research on bituminous coal. In addition to this survey, studies were made to determine research projects that would be of value to the coal industry.

The Northwest Experiment Station of the Bureau of :,!in-s, in cooperation with the College of Mines, University of Washington, has completed a detailed investigation-of the physical and chemical properties of western cokes made or used in the Pacific Northwest, as evaluated by standard methods./ One of the properties determined, to which more or less importance has been attached, was reactivity5/ or combustibility. As no standardized procedure is available, it was necessary to develop a workable method for evaluating this property. The combustibility of coke is usually measured by the formation of carbon dioxide with time at a particular temperature or by the reduction of carbon dioxide to carbon monoxide. Analysis of the resulting gases commonly is required to evaluate the result. The method described in this paper is simple and direct in that the sample of coke or other carbonaceous material is weighed as it burns; the loss in weight and time is indicated by a balance and clock arrangement. Gas analyses are not required. Methods similar in principle have been used by Tu, Davis, and Hottel6/ and by Oshima and Fukuda7/ for determining the combustion rate of carbon and for studying the effect of ash on combustion characteristics. Coal carbonization, the basis of a major industry, consists in heating coal in the absence of air at various temperatures (ranging from 500° to 1,000° C.) that are selected according to the kind of products desired. During this treatment, the complex organic substances that comprise the major part of the coal are converted into several useful products that are quite different from the original material. The principal products of coal carbonization or distillation are coke and gas. These products, as well as others of which lower yields are obtained (light oil, tar, and ammonia), occupy an important place in present-day commerce and civilization. This paper is concerned with the composition of the tar and light oil, which, as complex mixtures of organic compounds, are the source of many important dyes, inter-mediates, medicinals, resins, etc. The volatile products obtained when bituminous coals are destructively distilled or carbonized are tar, aqueous liquor, and gas. These products vary in composition and properties, depending on the nature of the coal and the temperature and conditions of carbonization. The tar is a dark, rather thick and viscous liquid at ordinary temperatures, becoming semisolid when cooled to the freezing point of water. The aqueous liquor (chiefly water) contains several inorganic substances and certain organic compounds, which, because of their solubility characteristics, have been extracted from the tar. The carbonization gases consist chiefly of carbon dioxide, carbon monoxide, hydrogen, hydrogen sulphide, ammonia, methane, ethane, ethylene, and several hydrocarbons of higher molecular weight. The hydrocarbons of higher molecular weight (benzene, toluene, xylene, etc.) may be re-moved as liquids from the gas by suitable means. This liquid and the first fractions obtained on distilling the tar are known as light oil.

In 1990, the Bureau of Mines (BOM) conducted a mineral investigation of the mines and prospects in the East Mojave National Scenic Area (EMNSA), San Bernardino County, California During field work, BOM identified 701 mines and prospects in EMNSA for which the geology, mineral resources, and mining history were compiled and summarized. Analytical results for 1,188 rock samples collected are tabulated. Total value of identified resources in EMNSA is $5.0 billion. Twenty-four mines and prospects were deemed profitable under current economic conditions. Development could generate considerable economic benefits to San Bernardino County. Potential economic benefits from mining the deposits were evaluated under the following access restrictions for EMNSA: 1) full access, 2) HR 3460, and 3) S 11/HR 780. Under the full access scenario, cumulative mine revenues are $3.0 billion, cumulative personal earnings at mines and supporting industries are $0.94 billion, and annual jobs at mines and supporting industries are 2,379. Under HR 3460, mine revenues, personal earnings, and annual jobs are $2.9 billion, $0.88 billion, and 2,165, respectively. Under S 11/HR 780, mine revenues, personal earnings, and annual jobs are $1.0 billion, $0.32 billion, and 936, respectively.

All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated. Hand scaling is a physically demanding job and is responsible for numerous overexertion injuries in mining. This experiment studied rib scaling from an elevated bucket to examine force generation capabilities and electromyographic responses to a prying subtask. Subjects exerted force using two bars (steel and fiberglass) at five target heights. Work height significantly affected peak prying force during scaling activities with highest force capacity at the lowest level (p = 0.0188). Bar type did not affect force generation (p = 0.7843): However, use of the fiberglass bar required significantly more muscle activity to achieve the same force (p < 0.05). It was concluded that miners should scale points on the rock face that are below their knees, and reposition the bucket as often as necessary to do so. Additional research is needed to fully understand the impact of bar type on the physical demands of an entire scaling task.

The present rapid growth of coal stripping in the United States is a curious reversal of the tendency of mining to proceed from outcrop to depth. A combination of technical and economic factors bas stimulated the use of stripping methods until today many million tons of coal We being recovered by open cuts from sites that an earlier generation of engineers would have passed by as not commercially mineable or, if workable at all, only by underground methods. The total quantity of bituminous coal and lignite mined in the United States by stripping in 1928, the latest year for which detailed figures are available, was 19,789,000 short tons. Of this, 71,000 tons came from small workings not equipped with power shovels and 587,000 tons from properties in which stripping and underground work were carried on at the same mine; but as neither of these types is representative of modern stripping practice, they will be omitted in the discussion that follows. The total from strip pits proper in 1928 was 19,131,000 tons, produced by 176 pits employing 385 steam or electric shovels.3 Figures by States are given in Table 1. Detailed statistics will be found in Economics of Strip Coal Mining; a study by O. E. Kiessling, to be published by the United States Bureau of Mines.

The Federal Bureau of Mines has obtained data by differential thermal analysis of the various minerals that represent the nation&apos;s resources in manganese. These data are supported by X-ray diffraction analysis, chemical analysis, mineralography, and optical mineralogy, and provide fundamental information on the response of each mineral to thermal treatment in oxidizing, reducing, and neutral atmospheres. The information can be applied advantage¬ously in the identification of manganese minerals. Its greatest potential value, however, lies in the application of the quantitative data on the reaction temperatures, rates, and products to the more efficient extraction of manganese from U.S. ores. Thermal analysis curves are presented for certain manganese minerals, namely hausmannite, bixbyite, braunite, pyrolusite, lithiophorite, cryptomelane, hollandite, manganite, rhodochrosite, and rhodonite. The original minerals and the products of their thermal decomposition were identified by X-ray diffraction analysis, supplemented by chemical analysis and mineralogical identification.

Bitumninous and semianthracite coal reserves underlie about 1,400 square miles of Arkansas, less than 2.7 percent of the state&apos;s total area. These deposits, located near the western border, contain an estimated 2.2 billion tons, of which about half are recoverable. This represents less than one-tenth of one percent of the national reserves. Most of the commercial coal is mined from thin beds that are at least 14 inches thick. In some locations, however, the coal beds can be as much as eight feet thick. Lignite was mined in southern Arkansas before the Civil War. Current estimates indicate that the reserves may be as high as 9 billion tons, which could be used in the state&apos;s coal-fired electric generating plants; however, these deposits are not being mined at present. Because many coal operations in Arkansas are small and the demand for coal is unsteady, the industry employs fewer than 25 miners on a daily basis. Arkansas gained primacy when its regulatory program was conditionally approved November 21,1980, subject to the correction of four minor program deficiencies. The regulatory program was fully approved January 22, 1982. Authority of the state to administer its Abandoned Mine Land Reclamation Program was granted upon approval of the Arkansas Reclamation Plan on May 2, 1983. Arkansas was the first state to assume responsibility for abandoned mine land emergency projects when its Reclamation Plan was approved.

In two earlier studies the Federal Bureau of Mines undertook to explore comprehensively the dimensions of the Nation&apos;s energy balance. The first of these studies, published in 1950 as Bureau of Mines Information Circular 7582, by Harold J, Barnett, was primarily concerned with projections of future domestic energy requirements and supplies, because these related to projected growth in major fuel-consuming sectors of the economy, changing rates of energy-use efficiency, and interfuel substitution patterns. But, to provide the essential background for these projections, it was first necessary to assemble and examine in some detail the quantitative information on the size and shape of the current United States fuel economy. Among other things, Barnett&apos;s path-breaking study indicated the need to consider energy as an entity, particularly for public and private policy makers, industry and commodity analysts, economists, and others concerned with long range questions of domestic and international energy supply and demand. The study also spotlighted a gap in the fabric of current economic intelligence; no comprehensive collation and reconcilation in any single report of available published statistical information covering the origin -a disposition of all energy materials existed. In response to this latter need, the Bureau of Mines prepared the second of the two studies referred t3 above. This was published in 1951 as Report of Investigations 4805, by W, H, Lyon and D, S. Colby, and it consisted of statistical information on the production and use of each of the various fuels and electric energy in the United States for 1929, 1939, and 1947; all were presented in tabular form and on a uniform basis. The three years selected were chosen largely on the basis of data availability.

Chromium recovery from wet-blue offal trimmings and shavings can be done with substantial chemical cost gains by incineration at 600° C for 5 hr. Pretreating the offal with 0.5 M Na2C03 and air-drying prior to incineration produce Cr04 .By simply incinerating the offal, without pretreatment, an ash containing water insoluble Cr203 was produced. The Cr203 in the ash was purified by leaching with water. Chromium and crude protein were efficiently extracted from offal using 5 pct Na103, 5 pct H2S04, and 3 pct NaCl at 40° C. This procedure was effective but expensive. Satisfactory leather as to odor, appearance and shrinkage temperature was made from chromium recovered from wet-blue offal by incineration and by extraction. Chromium conservation is possible by recycling chromium liquors and by precipitating chromium from spent tanning liquors prior to combining these liquors with other tannery wastes. Combining chromium liquors with other wastes introduces contaminants that make chromium recovery and reuse difficult. Leaching sludges with H2SO4 produced marginal chemical cost gains. Leather tanned with these solutions had satisfactory shrinkage temperature but the sludge odors and iron contamination were objectionable.

The scope of the course has been broadened, revised, and brought up to date, and it is being published as a similar series of seven miners&apos; circulars (Nos. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners&apos; Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

Public awareness of, and involvement in, recycling has increased significantly in recent years. Nevertheless, recycling is generally perceived as a new development, and is familiar only in the context of municipal solid waste management. The actual magnitude and scope of metals recycling in the United States have gone virtually unnoticed. Over time, both the quantitative and qualitative aspects of secondary metals recovery and reuse have changed substantially, while the attendant regulations have become increasingly stringent. This U.S. Bureau of Mines report examines trends and developments in major metal demand and recycling, and analyzes the possible impacts of regulations with regard to recycling activities.

The wire saw, introduced by the Bureau of Mines about two years ago, has revolutionized slate quarrying in Pennsylvania. The success of the saw since its early accomplishments has become greater and greater as the equipment has been perfected and skill acquired .in its use. In the first test made, a cutting rate of 9.7 square feet per hour was attained; in the next four cuts, made early in 1927, the average rate of cutting was increased to 12.8 square feet per hour; in 1928 a maximum of 34 square feet per hour had been attained, with a general average of about 20 to 25 square feet, The wire saw is now regarded as essential equipment in practically all of the quarries in the Bangor, Pen Argyl, and Windgap districts. The wire saw consists of a three-strand steel cable of 3/16 or 1/4 inch diameter running as an endless belt. The driving pulley is a 40-inch double-groove cast-iron sheave. A tension pulley supported by a frame mounted on wheels may travel back and forth on a short track. A weight of 800 to 2,000 pounds gives the desired tension on the wire. The driving units consist of electric motors with direct-drive compactly enclosed gear reduction, or double-belt speed-reduction units; the former is preferred. Silent chain and. pinion gear reductions are used to a limited extent. The travelling speed of the wire is about 15 feet per second. The driving and tension equipment are shown in Figure 1, A.
