This report examines the effectiveness of bonus plans in the coal industry. The analysis uses theoretical, literature review and empirical approaches to determine the impact of bonus plans on safety and productivity in underground coal mines. The basic finding is that the modal bonus plan in underground coal mining does not have a major impact on productivity and safety indicators. The design of the plan, or organizational factors, and the process of introducing the plan all contribute to its relative ineffectiveness. Strategies and options for designing effective plans are presented.

The Bureau of Mines used portable infrared scanners to examine the surface of pillars and faces in the Somerset mine near Somerset, Colo. Zones of temperature buildup, indicative of potential combustion, were detected with the scanners; their existence was verified by temperature measurements with conventional instrumentation. Temperatures of 32° to 6° C were measured on surfaces with normal temperatures of 26° to 35° C. The infrared instruments and techniques appeared to offer a rapid and efficient method for locating potential trouble spots in mines susceptible to fires caused by spontaneous combustion.

This regional report covers 1993 mining and related activity in approximately 40 countries and territories of Canada, Latin America, and the Caribbean Basin. These countries of the Western Hemisphere, as with the United States, are endowed with a great variety of minerals, including metals, industrial minerals, and energy minerals. For most of these countries, such mineral production helps form foundations for their economies and earns export credits including hard currencies. Table 1 depicts an overall view of Latin America and Canada's production of its major mineral commodities in 1993; subsequent tables show the role of Latin America and Canada in world mineral production, trade, and import dependency on minerals from Latin America and Canada by the United States. Overall, the picture emerges of a rich mineral diversity throughout the hemisphere, attracting increasing interest and investment, and complementing the mineral resources of the United States.

Despite more than half a century of experience with roof bolting, no design method has received wide acceptance. To begin to improve this situation, National Institute for Occupational Safety and Health (NIOSH) conducted a statistical study of roof bolt performance at a number of mines throughout the U.S. Case histories were collected from 37 mines with a variety of roof bolt types and patterns in a wide range of geologic environments. Performance was measured in terms of the number of roof falls that occurred per10,000 ft of drivage. The study found that roof falls are rare when the roof is strong and the stress is low, even with light roof bolting patterns. The focus of this paper is on the more difficult conditions, where the roof is weaker and/or the stress is higher. Analysis of the results led to guidelines that can be used to make preliminary estimates of the required bolt length, capacity, and pattern. The guidelines are based on the depth of cover (which correlates with stress) and the roof quality (measured by the Coal Mine Roof Rating (CMRR), and the intersection span. Another contribution is a formula for estimating the horizontal stress level in the eastern U.S. coalfields as a function of the depth of cover. The design guidelines are currently being implemented into a computer program called Analysis of Roof Bolt Systems (ARBS).

To Assist users in the selection of reliable and satisfactory respiratory protective devices, the Bureau of Mines has established five schedules of minimum performance requirements for the approval of respirators . The current revisions of these schedules include 13D for self-contained breathing apparatus, 14F for gas masks , 19B and the amendments to 19B for suppliedair respirators , 21B for dust , fume, and mist respirators , and 23B for chemical cartridge respirators . Copies of these schedules may be obtained from the Bureau of Mines, Publications Distribution Section, 4800 Forbes Avenue, Pittsburgh , Pa . , 15213 . Approval tests on respirators are performed only at the request of the manufacturer of the respirator and at his expense. If the device meets the approval requirements , a certificate of approval is granted on the complete respirator. This certificate states that as long as the respirator is manufactured as originally approved, or in accordance with any changes covered by an extension of the original approval, the manufacturer may advertise and sell his respirator as being approved by the Bureau of Mines. Many industries and regulatory agencies require that respirators approved by the Bureau of Mines be used where respiratory protection is needed. The Bureau of Mines, however, has no regulatory power over the use of the respirators that it approves. It acts as an impartial testing agency to insure the availability of suitable and safe respirators. At frequent intervals, the Bureau of Mines purchases approved respirators and replacement parts on the open market. These are examined for conformity to the approved status, and are checked to insure that the manufacturer's production facilities are maintaining a satisfactory quality control .

Waste filling has been employed for many years for supporting the walls of stopes and preventing failure and subsidence of the surrounding and overlying rock formations, and its effectiveness for this purpose has long been recognized. It is used for permanent support in ground where timbering (including square-setting) is inadequate for more than temporarily supporting the walls of the excavations. It should be rioted, however, that effective as a good, solid fill may be in resisting heavy side pressure and direct weight, its usefulness for supporting large areas of back and preventing breaking and movement of the overlying rocks is limited. Even the strongest and most uniform rocks will break if the unsupported span becomes too great; and since filling cannot be packed tightly against a horizontal back there is always a possibility of the back breaking and consequent subsidence if the maximum self-supporting span is exceeded. Planes of separation, such as bedding and fault planes, slips, and joints, are common in all rock masses; these may occur above the stoping area where their presence cannot be ascertained by observation. If too much reliance is placed upon filling for the support of a large horizontal area of back (as contrasted to support of vertical or steeply inclined walls) large masses of rock may break along a. plane of weakness, compress the fill, and leave an open space into which caving of the overlying rocks may continue until the space is filled. In this paper the term "waste filling" includes any filling material other than ore - waste mine rock, rock from surface quarries or opencuts, sand and gravel, mill sands, or slags from smelting operations.

Safety and cost in mining coal beds under the extreme pressures found at depth, full extraction to conserve resources, and even surface subsidence to minimize damage of improved areas have directed much well-deserved attention, in the United Kingdom; to roof-control methods. Because the effects of pressure will be felt intensely as our Pennsylvania anthracite mines grow deeper, the senior author took advantage of an opportunity afforded by a mission to Europe3/ to observe, to a limited extent, the effects of pressures found in deep mines and the manner in which they are con trolled. Organized research relating to strata control has been carried on in Great Britain for nearly 25 years. These activities have been ably outlined by Dr. D. W. Phillips.4/ Physical properties of coal-measure rocks, movements of roof and floor, and types of face and roadway supports have been investigated. Same of the forces induced by the extraction of coal have been measured. The results of this research have been publicized and openly discussed, and much progress has been made in establishing a better factual understanding of roof-control problems and their solution.

Important discoveries of new oil fields were made in 1937 in the State of Illinois. Oil production, which was virtually constant during 1934, 1935, and 1936 at about 4,400,000 barrels a year, a increased to 7,499,000, barrels during 1937, and in 1938 this production was trebled. In 1939, 94,302,0003/ barrels were produced (almost four times the 1938 quantity), making Illinois one of the cost important oil-producing areas in the United States. The Bureau of Mines has analyzed 35 samples of petroleum from these new Illinois fields and presents the analyses herein. Included with them in this report are analyses of seven samples from fields developed before 1936.

The porosity of a sand is usually the measure of its capacity for holding fluid, although porosity is sometimes selective; that is, a small percentage of the actual pore space (voids), particularly in fine-grained sandstones, may be isolated by the cementing material which prevents the entrance of fluids under normal conditions. Obviously, however, porosity determinations are essential to an engineering study of underground conditions of an oil field, and a simple and reliable method of obtaining a reasonably accurate figure for average porosity is desirable. This report describes a method suggested by Ruasell,3 which was used by the writer in the preparation of a report on the Texhoma-Gose pool, Archer County, Tex.4 The conditions in this pool were particularly favorable for obtaining an average porosity figure, in that some 30 to 35 core samples of the pay sand were available for analysis.

"IntroductionThe way in which the particle sizes distribute in the airborne coal dust plays an important role in the transportation of the dust in the mine air and human respiratory systems. Though the particles of a size less than 10 microns could be inhaled, the real distractive portion of the dust is that the sizes range from 1 to 5 microns since only they can reach the lungs and be retained there. Those with an equivalent diameter larger than 5 microns will settle on the membranes of the branchial tubes(1) while those with diameter less than 1 micron can either be exhaled out of the lungs or the settled quantity is so insignificant that does very little harm to the lungs. In the transportation process, the finer dust will fly farther away from the sources than the coarser ones. Thus once the fine dust is generated and becomes airborne, it will spread out to a larger area.In this paper, the coal samples collected from two longwall faces were analyzed statistically for size distribu¬tion. A mathematical model is proposed and the effects of different conditions on the dust size distribution were analyzed using the mathematical model.Sampling and Statistical AnalysesSampling Instrument and ProcedureThe instrument used in the sampling were Mine Safety Appliance (MSA) personal sampling units equipped with 10-mm nylon cyclones, pre-weighed MSA PVC filters and constant-flow pumps.Two longwall operating faces were selected for the dust sampling. The two faces were located in two coal mines ex-tracting Pittsburgh seam. The double-ended ranging-drum shearer applying the unidirectional cutting sequence was employed. The two-leg shield supports were used for face support. The width of the two faces was about 215 meters.In each of the two faces, four sampling stations were set up. The stations were located at the cross-cut immediately outby the headentry side, the 15th support (25 m), 65th support (107 m) and 111th support (182 m) from headentry T-junction, and numbered as #1, #2, #3, and #4 station, respectively (Figure 1). At each sampling station, a group of three sampling units was hung at proper position. At cross¬cut (#1) station, the units were hung about one foot under the roofline in the center of the cut (Figure 2a), and at the stations in the face, the units were position near the hydraulic legs and one foot below the support canopy (Figure 2b).One complete set of 12 samples was collected for each day. The sampling were performed for five consecutive days. All the samplings were conducted in the morning shifts. The time duration of the sampling for each day was about five hours. During that time, the shearer might complete 5 to 7 mining cycles."

"INTRODUCTION Interest in the possibility of using Diesel 6/ engines for haulage power in mining and tunneling is increasing in the United States, owing largely to the reported successful use of Diesel locomotives in European coal mines and to the comparatively recent development of automotive Diesel engines in this country. The extent of this interest has been evidenced to the Bureau of Mines by numerous requests for information as to the factors that must be considered if Diesel engines are to be used safely underground.Proponents of the application of the Diesel engine to underground haulage base their claims for its safety upon a comparison with the gasoline engine, assuming that (1) the carbon monoxide content of Diesel exhaust gas is always low and that (2) fire and explosion hazards from Diesel fuel are minimized because of its low volatility. In these respects the Diesel engine appears less hazardous than the gasoline engine, whose use underground has been discouraged by the Bureau of Mines and other organizations interested in safety in mining. However, such generalizations cannot be accepted as conclusive evidence that safety is inherent in Diesel engines in underground service, as European experience indicates that certain hazards may accompany their use. Such hazards were discussed in a previous publication 7/ that reviews developments in the use of Diesel locomotives in European coal mines.The Bureau of Mines has initiated a study of the hazards that may attend the use of Diesel engines underground to obtain first-hand information that may serve as a basis for recommending sale practices under conditions existing in the United States."

"I. IntroductionThe alveolar surface of the lung is covered by two populations of pneumocytes, type I and type II epithelium. The type I cell, which accounts for most of the alveolar surface area and provides a highly specialized barrier for gas exchange (Rannels et al., 1991), is poorly understood. Although approaches to type I cell purification have been discussed, they have not been applied widely because of the lack of phenotypic markers to monitor isolation procedures (Dobbs et al., 1988; Danto et al., 1992). In contrast, the type II cell has been studied extensively, largely because of the development of reliable procedures for its isolation and primary culture. Investigations based on the use of purified populations of cultured type II cells have provided convincing evidence to support a role for the pneumocytes both in the maintenance of normal lung function and in the response of the lung to injury (for review, see Rannels and Rannels, 1989).While type II cells can be isolated by a variety of approaches, the protocols used most commonly are modifications of the gradient method of Dobbs and Mason (1979) or of the panning method of Dobbs et al. (1986). Purification of the cells based on density gradient centrifugation is reliable and consistent, with yields of 30 to 40 X 106 type II cells per rat of 230 g body weight. Isolation procedures applied to a minimum of three to four rats provide the best results, as lower cell yields are common with the use of fewer animals. The purpose of screening is to separate a crushed or natural product into one or more products in which size of grain is constant, or within certain size limits. The ore dresser finds need for this operation in the laboratory, in the study of ore-dressing processes, and for various purposes in the plants. In the plant, for example, screens are employed in closed circuit with crushing devices such as rolls, and sometimes are used in closed circuit with ball mills. Screens are generally used to prepare jig feed where a sized feed is wanted. For any given sieve opening there is in any feed a certain percentage of grains that will pass through the sieve meshes only with difficulty and under favorable conditions. For example, cylindrical grains of length greater than the maximum dimension of the sieve mesh and of diameter less than the sieve opening pass the sieve only when the long axis of the grain is normal or nearly normal to the sieve. Whether such grains should actually be in the through's or the oversize of a screening operation--considered from the point of view of the subsequent treatment of the grains--can not be said. The grains that pass the sieve opening in a screening process only under-favorable conditions have been named "difficult" grains by R. K. Warner.4 In many ore-dressing flow-sheets it probably matters little whether these difficult grains show up in the screen through's or oversize. The main objection to them is that they are sieve-blinding.

The objectives of this study were to examine a representative cross section of formal safety analysis techniques developed for the nuclear and aerospace industries, to recommend those methods that would be suitable for application to the mining industry, and to include those methods in a user's manual. Volume II of this report, the user's manual, describes several methods that were determined to be immediately transferrable to the mining industry. The handbook gives detailed instructions on appropriate application and utilization of the methods. Other techniques will require further development before they can be effectively transferred to the mining industry.

In the course of investigations made by the Bureau of Mines in cooperation with the Trent Process Corporation, into the properties of mixtures of oil and coal, a comparative study was ma.de of the 'behavior of these mixtures and their cons ti tuents on destructive distillation. Mixtures of a petroleum oil and bitminous coal were first distilled under carefully controlled conditions, and then charges of the eame oil and coal were distilled separately under similar conditions. The quantity and quality of the distillation products were determined, and. resul. ts were compared. This comparison furnished a basis tor judging whether grea, ... er values in products can be obtained by distillation of oil and coal in mixtures than· b:, their separate distillation. In making the mixtures, the method used in t~e Trent process for cleaning coal was followed. The paste or plastic emulsion of oil and coal obtained is called "amalgam".••• When finely pulverized wet coal is mixed with approximately one-third its weight of. oil and agitated with a large excass of waj;er, the coal and oil agglomer-. ate to form a paste or amalgam. A large portion of the extraneous ash original.17 in the coal remains suspended in the water, with which it can be decanted from the amalgam. Ir the latter is now thoroughly drained and kneaded after the manner ot working butter, most of the excess water enclosed can be removed. This, .in brief, constitutes the Trent process for cleaning coal, The effectiveness of the process for cleaning coal has been studied••••. by the Bureau, and the results of the study show, in general, a high ash reduction an:l good recovery of combus ti bl e f'rom coals of medi ,mi and hi~ rg,nk. With coals of tht lowest rank, such as li@!Rlites, the process is only moderately auccessf'ul, owing to the difficulty attending the preparation of coherent amalgams, Oil losses to wate~ and refuse are small, and apparently it would be practical to rotate the same oil in the cleaning process if some efficient method were devised for recovering it from the amalgam, so a distillation process naturally suggested itself.

This paper, describing milling methods and costs at the Hillside Fluorspar Mines at Rosiclare, Ill., is one of a series being prepared for and published by the United States Bureau of Mines on non-metallic milling methods. The milling practice described is that of one of the large mines in the Kentucky-Illinois fluorspar field in southern Illinois and western Kentucky, on the Ohio River. Milling methods throughout the district are similar in their general principles, although details vary considerably in different plants.

This publication contains routine analyses and related source data for 299 natural gas samples from 22 States and three foreign countries. All of the samples were collected during calendar year 1972 as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Fourteen previous publications have presented the results of 9,902 gas analyses prior to 1972. Bureau of Mines research on the hydrogenation of coal has been concerned with developing processes that could be used to supplement the Nation's petroleum and natural gas resources. Motor fuel was produced in a subsidized coal hydrogenation industry in Europe prior to 1945, but the process used is still not economical and other methods of producing liquid and gaseous fuels from coal are being investigated. As an aid to the planning of coal hydrogenation research, a literature survey was made of processes or methods of hydrogenating coal that differ from the subsidized or conventional process. This report contains a bibliography of unconventional methods of hydrogenating coal and a brief discussion of the economics of the conventional method. A general discussion of unconventional methods is included, and the advantages and disadvantages are pointed out where possible. The survey supplements a previous Bureau of Mines survey3 and a comprehensive review published in 1930.4

Retreat or pillar recovery mining redistributes the overburden weight onto the adjacent coal pillars in a room-and-pillar section. The additional stress and the resultant energy stored in the remaining pillars can become so great that pillars may bump or violently fail. An investigation at the Gary No.2 Mine was conducted to examine the effectiveness of the thin pillar mining method for mitigating bump occurrences. Field observations were made and instruments were installed to monitor pillar behavior during extraction. Stress monitoring instruments and roof-to-floor convergence stations were installed in pillars and entries and crosscuts, respectively. Results indicated that high pillar stress concentrations occurred in these bump-prone geologic conditions. The thin pillar mechanism, the creation and progressive outby movement of an expanded yield zone, was also monitored through the instruments. The expanded yield zone, a result of using thin pillars in a highly stressed pillar line area, mitigates bump risk.
