This report, the second in an annual series, summarizes information on latest technological developments and advances, and identifies trends in mining and metallurgy based on a review of activities in the minerals industry in 1971. Exploration and mining data obtained from an annual canvass are presented for 1971 and are compared with similar data obtained over the past decade.

This project was started 8 June 1971. As set forth in our Proposal of 28 April 1970, responding to the RFP of 30 March 1970, the plan was twofold: 1) choose fluids and develop techniques for measuring coat porosity, and 2) construct a porosimeter for making such measurements, By the time plans for the porosimeter had been drawn up, the picture had changed; and it was found more advisable to do further researches on porosity rather than build the equipment. This development arose from a meeting with Dr. Fred N. Kissell on 14, 15 October 1971, annotated in our letter of 19 October 1971, and was contracted for 6 December 1971. The technical effort of the project was completed 7 May 1972. From the beginning it was realized that the ratio of 'hole volume to the whole volume' might be too simplistic a definition for coat porosity and that its measurement might be confounded by complications which were not yet known, We were hopeful that an exploration of fluids and techniques would provide early feedback on both these points which could be used in subsequent developments. This turned out to be the case.

This report is the fourth in the series, Bibliography of Investment and Operating Costs for Chemical and Petroleum Plants. The initial work, Bureau of Mines In- formation Circular 7516, was published in October 1949 in conjunction with the synthetic liquid fuels program authorized by Public Law 290, 78th Congress. It included references to and abstracts of publications appearing from 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. A supplemental bibliography, Bureau of Mines Information Circular 7705, was published in January 1955 to cover the period September 1948 through June 1952; and Supplement 2, Information Circular 7751, published in September 1956, covered the period June 1952 through June 1954. The National Safety Competition , a safety contest conducted annually by the Bureau of Mines , United States Department of the Interior , to promote safety at mines and quarries , has just resulted in the award of safety trophies , known as the " Sentinels of Safety" , for 1939. Awards were made to a bituminous- coal mine in Wyoming , an anthracite mine in Pennsylvania , a metal mine in Michigan , and a nonmetallic -mineral mine in Alabama ( all being underground mines ) and to anopen-cut mine in Minnesota and a stone quarry in Michigan. The awards signify that the recipients won first place in their respective groups in an accident-prevention contest by operating during 1939 with the smallest loss of time in proportion to the total number of man-hours worked at the mine or quarry . Each of the trophy-winning companies for 1939 operated his property without a disabling injury to an employee , except at the anthracite mine , whose record , while not free of accidents , was better than that of any other mine in the anthracite group . The " Sentinels of Safety" trophy is a bronze statue of a mother and infant welcoming the father safely home after his day's work in the mine . Six trophies were provided by THE EXPLOSIVES ENGINEER magazine to be awarded annually by the Bureau of Mines . These trophies remain in the custody of the mining companies for 1 year , after which the trophies are transferred to the winners of the succeeding year's contest . A replica of the trophy is provided for permanent retention by the company surrendering the bronze trophy . In addition to the award of the safety trophies for 1939 , each man employed at a winning mine or quarry receives from the Bureau of Mines a certificate of honor in recognition of his part in helping his company to win the trophy . Companies ranking second , third , fourth , or fifth in their respective groups , and all mines and quarries whose records were free of disabling ( losttime) injuries and showed at least 30,000 man-hours worked during the contest year were awarded certificates of honorable mention . Mines and quarries that won the " Sentinels of Safety" trophies for 1939 and those that were awarded certificates of honorable mention are indicated in the following paragraphs .

The Haines-Klukwan-Porcupine subarea of the Juneau Mining District (JMD) is located in the northern portion of the JMD and consists of the land between the Alaska-British Columbia boundary, the Chilkoot Valley, Glacier Bay National Park boundary, and extending south to the Davidson Glacier and the Chilkat Peninsula and Islands (fig A-I). This area was studied as part of the larger JMD study in a cooperative effort between the Alaska Division of Geological and Geophysical Surveys (ADGGS) and the Bureau during 1985 to 1988. Prior to this, during 1984, the ADGGS and the Bureau cooperated in a study of the Porcupine mining area and during 1981 to 1983 conducted separate studies in the area. Field work was conducted by foot, boat, truck, and helicopter. Figure A-I shows the Haines-Klukwan-Porcupine sub-area and shows the areas covered by previous Bureau and ADGGS studies. PHYSIOGRAPHY AND CLIMATE The physiography of the subarea ranges from gentle to rugged. Glaciers formed the major features in the sub-area and left "U" shaped steep walled valleys and rugged mountains. The Chilkat, Chilkoot, Klehini, Tsirku, and Takhin are the major rivers in the subarea. The higher mountains are glacier clad and some valleys still harbor glaciers that reach the valley floors. Lush forests and dense brush predominate up to timberline at about the 2,000-foot elevation. Low point in the subarea is at sea level in the area around Haines while the high point is 7,434 feet at: Mount Henry Clay in the Porcupine mining area.

Sufficient quantities of combustible vapors are released by some sulfurs to produce flammable atmospheres under prolonged storage. Hydrogen sulfide and carbon disulfide appear to be the principal flammable constituents in the vapor space above molten sulfur. If sufficient carbon disulfide is present, ignition of the vapor-air mixtures can occur spontaneously on contact with the heated surfaces found within storage tanks.

A study of the combustion emission products of rigid ventilation ducting was completed by the U.S. Bureau of Mines. The ducting was composed of fiberglass-reinforced polyester resin. Four properties of the ducting were evaluated: (1) propensity to ignite, (2) smoke characteristics, (3) gas emissions, and (4) heat release. Particle sizes, obscuration, optical densities, and production constants for gas and smoke were also calculated. These results provide comprehensive data about the emission products, detectability, and relative hazards of fiberglass-reinforced plastic ducting and other mine combustibles under realistic fire conditions.

In the latter half of 1948 the Bureau of Mines investigated the Magnet Cove Rutile Co.'s prerty in northern Hot Spring County, Ark. This work was supplemental to the work done by the Bureau on the same property in 1945.2/ It was undertaken for the purpose of investigating the extent of the ore body toward the south and west and at depth and to obtain representative samples of the ore for metallurgical tests. For the latter purpose, the samples were so taken as to minimize alteration of the physical characteristics of the ore, these characteristics being determining factors in working out processes of bencficiation. During the investigation, 27 holes were drilled, 10 with a diamond-coro drill end 17 with churn-drill rigs using a Baker standard cable-tool core barrel. Drilling developed an extension of the ore deposit westward from the previously mined area but did not disclose the full depth of mineralization. Metallurgical tests to determine methods of beneficiating the ore and utilizing the resultant products are now in progress.

Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). This report summarizes cost data accumulated during 15 months of sustained operation of the Bureau of Mines Boulder City (Nev.) titanium plant, which had a capacity of about 1,350 pounds of titanium sponge per day. The plant was constructed during the 1952 fiscal year with funds supplied by the Ordnance Corps, Department of the Army. Its original purpose was to engage in process development work as a continuing phase of the Bureau of Mines policy to seek improvements in producing titanium metal. In early 1953 the Defense Materials Procurement Agency contracted with the Bureau of Mines for producing approximately one-half million pounds of usable ductile titanium sponge. Production began in May 1953, ended in September 1954, and yielded 492,503 pounds of acceptable metal. Operating costs covering this period of operation, with suggested depreciation and administrative costs, are given, as well as outlines of building and equipment capital costs. In addition, miscellaneous economic considerations are discussed, including labor and operating-time schedules.

To aid in designing a continuous system for evaluating processes for converting coal to high-Btu gas] the Bureau of Mines determined the amenability of various coals and a char to hydrogasification at 800° C and 6,000 psig using a molybdenum catalyst. A lignite from Rockdale, Tex., an hvCb coal from Rock Springs, Wyo., a char from the low-temperature carbonization of the latter, an hvAb coal from Pittsburgh, Pa., and an anthracite from Luzerne County, Pa., were selected. Highest yields of gaseous hydrocarbons, 94 pet, based on maf feed, were produced from char, and lowest yields, 67 pct, were obtained from lignite. Hydrocarbon gases contained 82 to 92 pct methane, 8 to 15 pct ethane; and 1 to 3 pct propane.

THE information obtained by examining and analyzing the core drillings from 15 diamond-drill holes shows that with the proper equipment little difficulty should be experienced while sinking the shafts at the 15 selected sites. Although a number of holes penetrated formations containing a high percentage of silica,, the health hazard from dust can be removed by using proper dust-control equipment. Methane was detected in small amounts in only one (hole 5) of the boreholes. The methane hazard should present no difficulty if adequate ventilation is employed while sinking the shafts.

The U.S. Bureau of Mines investigated acoustic emission (AE) and the Kaiser effect in six types of rock: St. Cloud gray granodiorite, Barre granite, Dresser basalt, Salem limestone, Berea sandstone, and a volcanic tuff. AE signatures were used for interpreting the rock deformation stage and for indicating mechanisms of failure in uniaxial compression. The research demonstrated the advantages of using the volumetric stress-strain curve, as opposed to the more conventional uniaxial curve, for correlating AE response signatures with deformation stages and fracture processes in the rock. Standardized experimental procedures were used for the AE monitoring. The Kaiser effect was shown to be capable of determining prestress levels to within a few percentage points in uniaxial compression tests. Also, prestress memory was shown to be retained in the rock for periods of up to at least. 5 months, the maximum period of testing. The Kaiser effect AE technology holds promise for providing a comparatively inexpensive and less complex method for examihing stress history in rock. However, since the conftning stress has a pronounced influence on the Kaiser effect, it must be considered in developing technology for determining peak fteld stresses based on the Kaiser effect.

As mining develops into deeper and hotter regions, the safety and health of miners require that the workspace be cooled. Toward this end, this program has successfully developed a high performance, low maintenance spray cooler of 5000 cfm nominal capacity. Further, a series of four 25,000 cfm, nominal capacity, spray coolers has been built and mine tested with satisfactory results. The smaller coolers have been patented and become commercialized with 50 units currently in service. The concept has been developed independently overseas with an unknown number of units in operation.

In this Bureau of Mines investigation, the low-temperature heat capacities of polycrystalline phases corresponding to the sulfide compounds CoSO?89' CoS1?33, and CoS2 were measured by adiabatic calorimetry within the nominal temperature range 5 to 300 K. The derived absolute entropies S298 were 10.36±O.02, 12.96±O.03, and 16.31±O.03 cal?mol-1?K-l, respectively, assuming third-law behavior. In addition, the standard enthalpy of formation 8Hf298 of CoSO?89 was determined by bromine solution calorimetry. The derived value of 8Hf298 was -50.63±2.1 kcal?mol-1, based on the 8Hf298 of Co0. This result is considerably more negative than previously published formation values based on high-temperature gas equilibrium studies.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

The Bureau of Mines investigated the convective heat transfer coefficients for recirculated suspensions of 30-micron glass beads in inert gas. Coefficients for the suspensions were not significantly higher than coefficients for the pure gas. Reynolds numbers of the suspensions were 20,000 to 35,000; solids loadings ranged from 0.0 to 0.7 pound per pound of gas. Comparison of the results with published data showed the direction of heat flow to have no effect at the test conditions.
