The Bureau of Mines conducted an environmental noise survey to determine the noise levels to which underground coal mine employees are exposed, to evaluate noise survey techniques and equipment, and to compare noise exposures using two criteria, Walsh-Healey and CHABA, for determining allowable exposures that were under consideration for the Federal Coal Mine Health and Safety Act of 1969- Time study techniques and Bureau-approved standard sound level meters were employed. The shift exposures of 20 percent of the miners studied were in excess of the safe standards established by both criteria. The shift exposures calculated using the Walsh-Healey criteria were greater than those calculated using the CHABA criteria owing to the intermittent nature of the exposure. Ultimately the CHABA criteria were rejected, and the Walsh-Healey criteria were adopted.

COLUMBIUM (niobium) and tantalum are similar refractory metals with closely related properties and uses and close association in ore deposits. Until recently both metals, particularly columbium, were essentially laboratory curiosities. However, since the beginning of World War II, applied technology, under the impetus of national security requirements, has realized many chemical, electronic, nucleonic, and missile and rocketry applications, where high temperature or corrosive environments require the use of columbium or tantalum. At the same time, advances in these fields have resulted in intensive research on the geological distribution, resources, metallurgy, and properties of these two metals; their alloys and compounds; and the development of a full-fledged columbium-tantalum industry. The future appears to promise continued acceleration in such studies and ever-increasing demand for these elements. The raw material supplies of columbium are abundant, and the extractive metallurgy of columbium is well enough advanced to assure adequate supplies of the element at reasonable prices to meet any projected demands. Although the extractive metallurgy of tantalum is similarly well developed, raw material supplies are so limited that, lacking new ore discoveries, an increase in demand to five times the 1959 level would severely tax ore-production facilities. Approximately 120 tons of tantalum and about one-half as much columbium was produced in 1959. Additional quantities are consumed as compounds or additive alloys such as ferrocolumbium and ferrotantalum columbium (55).3

"INTR0DUCTIONThis publication is a third of a series devoted to falls of roof and coal in coal mines of the Western States. It gives the results of examinations of the mines of the Rock Springs coal District of Sweetwater County, Wyo., which represent the principal coal beds therein and approximately 75 percent of total production of the State.A study was made of safety conditions at all the producing mines of the district and suggestions were offered the operators regarding methods and practices which would, in the opinion of the writer, provide additional safeguards to prevent accidents from falls of roof and coal.In presenting the subject, consideration must be given to such features as character of the coal beds, depth of cover. methods of mining, timbering practice, roof testing and supervision, and for comparative purposes to certain statistical matter bearing upon relation of accidents to their causes, tonnage produced, men employed, days worked, and lost days due to accidents during the 3—year period covered by this study.ACKNOWLEDGMENTSThe writer acknowledges the cooperation of the officials of the various coal companies, without whose assistance this work could not have been completed.F0UR REPRESENTATIVE COAL OPERATIONSThis report relates to four representative coal operations in the Rook Springs district of Sweetwater County, Wyo., which are referred to as mines A, B, C, and D. The Bureau of Mines has studied slags associated with ferrous melting, to evaluate substitutes for the auxiliary flux mineral, fluorspar. A waste material recovered from alumina reduction cells, "used potlining," was tested in an 18-in-ID basic-lined cupola and in a 1/4-ton, pilot-scale, basic oxygen furnace (BOF). One potlining fraction, No. 1 cut, is a carbonaceous (graphitic) material and represents the bulk of the entire cell lining. The other fraction, No. 2 cut, is a refractory backup. These materials contain significant quantities of fluorine and other elements fn various compounds. The potlining fractions were blended in ratios believed representative of available materials. Both lump and pelletized forms provided extremely fluid slag. No adverse effects were found on furnace performance, chemistry or strength of the metals produced, or the environment. Fluorine recovery in the slag and fluorine losses to the scrubber water and solids were about the same as when fluorspar was used. There was apparently no lining loss from the cupola, but there was lining attack in the BOF. Since the fluidizing ability of potlining is due in part to sodium and other elements such as aluminum and silicon, less fluorine is needed in the slags when potlining is used.

This publication summarizes the in-house and contract research and development projects programed for fiscal pear 1980 by the Bureau of Mines under its Minerals Environmental Research activity. The document provides a mechanism for interested parties, including potential contractors, to gain insight into ongoing and projected work of the Bureau's environmental research efforts. Research to identify and correct environmental problems associated with mining and metallurgical operations has long been an integral part of the Bureau's mission. Through the years, efforts of various Bureau programs have yielded valuable information on the origin and control of many of these problems. With the reorganization of the Bureau of Mines in 1979, the Minerals Environmental Technology program was structured to consolidate these efforts into a single program that will systematically investigate al aspects of mining- and processing-related environmental pollution and damage-from initial discovery of the mineral resource to ultimate return of the land to productive use. In fiscal year 1980, the Bureau received an appropriation of about $21 million to conduct research and development work on these problems.

This paper is one of a series being prepared by the United States Bureau of Mines describing quarrying methods and costs at stone quarries throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scrope of the cost tabulations shall ensue. This report presents recommended guidelines and regulatory changes applicable to electrical installations in underground oil shale mines. These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining are also presented. These specific problems include: ? Ground fault current levels ? Permissible electric wheel motors ? Permissible batteries and electric starting systems ? Intrinsically safe instrumentation and applicability of existing test standards.

[Polychlorinated biphenyls (PCR's) have been widely utilised as fire-resistant dielectric coolants; in electrical equipment used in mining applicants, including transformers, capacitors, electric motors, and electromagnets. In addition, PCB's have been used in hydraulic fluids and heat-transfer fluids and are present in many oil-filled transformers. The U.S. Environmental Protection Agency (EPA) recently banned the manufacture of PCB's and equipment using PCB's, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggests ways to decrease the risks resulting from continued use of PCR equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.]

The investigation consisted of road building, diamond drilling, sampling, and metallurgical tests.The Geological Survey assisted with logging of cores and made geologic and topographic maps."

Economic Importance of Gasification of Fuel and Brief Outline of Development of Underground Gasification of Coal in the U.S.S.R. The underground gasification of fuel offers a number of economic and social advantages, principally the following: 1. Full automation of labor-consuming coal-mining processes, which resist complex mechanization and automation, particularly shaft mining. 2. Elimination of hard, dangerous, and often unhealthful mining work. 3. Creation of hygienic conditions for personnel employed in gas production, as well as for those in boiler rooms using the gas. 4. Possibility of automation of complex production processes of thermal-electric powerplants using underground gas with economic installations for steam production. 5. Economic operation of thermal-electric powerplants constructed in the areas of underground-gas production. 6. Release of railroads from the burden of transporting fuel. 7. Extension of the power base of some areas in need of fuel and of the economy as a whole due to use of fuel deposits not amenable to normal mining practices. 8. Reduction of capital investments per unit of energy produced in the form of fuel. 9. Substantial increase in general labor productivity. 10. Possibility of substantial reduction in the cost of fuel produced and of electric power produced from underground gas.

Although aluminum is easily leached from calcined clay with boiling mineral acids, the presence of fines and slimes in the leached residue has hindered the application of acid leaching processes. A feed preparation method was, therefore, devised that provided a dense, smooth-surfaced, fine-grained clay. The important factors affecting feed quality were determined to be (1) crushing the raw clay to the size desired for the leaching process, (2) moistening the crushed clay with a fine mist of water while tumbling on a rotating disk, (3) drying the misted clay, and (4) calcining the dried clay at 750° C in a fluidized bed. Clay treated by this method was leached with HCI, and its residue was washed by water displacement in 4-ft-deep beds. Bed permeabilities on the order of 47 darcys or 4.6 x 10-7 cm2 were obtained with the leached residues.

With the ever increasing consumption of mineral commodities, the vital question is not whether sufficient mineral quantities will be available, but rather can the known existing low grade resources be mined economically. Conventional conveyor systems are being used in some open pit mines to decrease haulage costs. n an effort, to take this concept one stop further, this contract study examines the use of a high angle conveying system in an open pit mine. It identifies available high angle conveying equipment and examines the haulage and crushing costs associated with both a conventional truck and shovel mining operation and a high angle conveyor operation. These costs analyses were performed on a hypothetical copper, taconite and phosphate mine. Information was gathered from a series of high angle conveying equipment and open pit mining operations in the U.S. Volume I includes a detailed review of the state-of-the-art in high angle conveying concepts, the, hypothetical mine development, and the cost analyses. Volume II includes the appendices.

The Bureau of Mines is testing a dewatering technique for phosphatic clay waste that will recover a portion of the water lost using conventional waste disposal methods and produce solids suitable for land reclamation. The technique utilizes a flocculant, polyethylene oxide (PEO), that forms strong, stable flocs that can be dewatered on a static screen followed by further dewatering on a rotary screen. In field tests conducted in northern Florida, clay wastes containing a nominal 2.5 pct solids have been consolidated to greater than 20 pct solids. The rate at which PEO-treated material continues to dewater in a mine cut also was monitored. Preliminary results indicate that PEO--treated material will dewater to 30 pct solids in 140 days. Pretreatment of phosphatic clay waste with lime and H202 was shown to improve the dewatering technique for problem clay wastes.

To allow routine measuring of the exposure of underground workers to N02 from diesel engines and residual gases from blasting. The Approach: A miniature sampler absorbs NO2 which can be measured using a simple method adaptable to both multiple automatic analyses or individual on-site analysis. How It Works: The NO2 sampler is encased in a plastic tube approximately half the length of an ordinary ball point pen and clipped to an underground worker's hard hat. Removal of the end cap activates the personal sampler. Air from the working place enters the open end and diffuses at a controlled rate down the tube interior. The diffusion rate is dependent on tube dimensions (ratio of cross-sectional area to length). The closed end of the tube contains stainless steel mesh which is coated with triethanolamine (TEA) for absorbtion of all NO2 reaching it. Other oxides of nitrogen are not absorbed. The amount

"INTRODUCTION The U. S. Bureau of Mines in 1930 and 1931 made a study of the properties and characteristics of liquid-oxygen explosives (L.O.X.) at the request of one of the largest users, in order to determine and eliminate the hazards attending its use.This report deals with the examination of absorbents for L.O.X. to (1) determine their most desirable and most undesirable characteristics, (2) to find ways and means of desensitizing absorbents to mechanical shock, and (3) to determine the effect that such desensitization of absorbents has on the explosive Characteristics of L.O.X.ABSORBENT MATERIALS The absorbent used in driving the Simplon Tunnel, the earliest project in which L.O.X. was used, was composed of crude petroleum, soot, and kieselguhr. During the World War, powdered cork, soot, sawdust, powdered straw, or other similar powdered materials were mentioned in the German military instructions for use of ""liquid air"" explosives. In connection with its renewed study seeking solutions to problems created by release of acid water from bituminous coal mines, the Bureau of Mines recently surveyed reports already written on the subject. This publication is based on that search. The Problem Poor distribution of water is evident on an ordinary geographic map of the United States. The more abundant supplies of surface water appear to be centered in the northeast, the southeast, and the central humid areas of the country. It is in the midst of this abundant surface water, in the Ohio River Valley, that most of the bituminous coal is mined. Varied industry has located in the valley to use the coal and the river. The coal is a source of power and o raw material. The river provides transportation for raw and finished materials; equally important, it provides the water that is used for cooling and processing in manufacturing. It also serves as a vehicle for the disposal of waste.

San Manuel has been a modern prodigy from its inception to its present status as a block-caving operation producing 33,000 tons per day. The deposit was discovered, prospected, and developed with modern techniques, and nearly all planning was done from results of an extensive drilling program through an average overburden of 670 feet. The Federal Government had a prominent part in the discovery and primary development of San Manuel. The first 17 holes were drilled by the Bureau of Mines, and discovery of the large, low-grade, disseminated copper deposit is credited to the Bureau. A loan fund of 94 million was granted through the Reconstruction Finance Corporation to the San Manuel Copper Corp. for development of the deposit and erection of concentrating and smelting facilities. Then, while the mine was still being developed, the Defense Materials Procurement Agency contracted to buy a large amount of copper at a pegged price.

Excessive noise and high vibration are inherently associated with equipment used in the mining, extraction, and processing of mineral resources. High vibration degrades structural components, often leading to catastrophic failure and loss of productivity, and excessive noise can result in permanent hearing loss. In order to foster efficient utilization of the Nation's mineral resources and minimize occupational hazards associated with mineral processing, the Bureau of Mines investigated the relationship between the microstructures of carbon and alloy steels and cast irons and their damping capacities (ability to absorb vibration). Researchers measured damping capacity and other properties and investigated the effects of carburizing, spheroidizing, and annealing. The investigators found that in carbon and alloy steels, rounded colonies of fine-grained pearlite in a ferrite matrix correlate well with low damping capacity. Steel microstructures that exhibit sharp-faceted pearlite in ferrite matrix and partially or fully spheroidized cementite in ferrite show considerably higher damping. In cast irons, the lowest damping capacity is associated with nodular graphite microstructure, and the specific damping capacity (SDC) increases as the graphite micro-structure progresses from nodular to compacted to flake. Predominant ferrite in cast irons is also associated with good damping. SDC data are presented for selected carbon and alloy steels and cast irons.

Infrared and displacement studies were made of an unsupported roof in Kaiser Steel Corp.'s York Canyon coal mine, Raton, N. Mex. Monitoring of the roof continued until the roof over the area was caved. Loose slabs in the roof, about 6 inches thick, were detected by means of associated thermal anomalies, using remote-sensing infrared instruments. Displacement measurements taken during the study indicate that roof movement was cyclic in nature; the cycles appear to have been related to the mine work cycle (work days to idle days).
