An independent contractor is defined by the Mine Safety and Health Administration (MSHA) as ?any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine.? Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines. Companies In 2007, a total of 2,999 contracting companies reported employment at coal mines to MSHA, or 35.7% of all independent contracting companies.

This surveillance report summarizes data on work-related fatal and nonfatal injuries, illnesses, and hazardous exposures in the mining industry for the 10-year period 1986-1995. The term ?surveillance,? as used in public health, may be new to many readers of this report. With regard to occupational safety and health, the goal of surveillance is to describe the occurrence of work-related injuries, illnesses, and known hazardous exposures; to identify new hazards that may occur due to the introduction of new technology or other factors; and to assess the effects of preventive measures designed to improve worker safety and health. Surveillance provides an overall picture, which can be used to focus resources on areas most in need of prevention programs or further research. Surveillance generally requires the use of multiple sources of data, all of which have their own strengths and limitations. Surveillance in the U.S. mining industry is complicated by the fact that U.S. national data systems that provide information on mining are based on two different definitions of the mining industry. One is established by the Mine Safety and Health Administration (MSHA), the other by the Standard Industrial Classification (SIC) System [Office of Management and Budget 1987] and the 1980 U.S. Bureau of the Census (BOC) Classification System [U.S. Bureau of the Census 1982].

In studying the chemistry of lubricating-oil fractions from so-called ?paraffin-base? crudes, one of the first requisites is a method for the separation and removal of waxy material. A method utilizing solvents for this purpose is described in this report, together with preliminary experiments with solvents that led to its development. The solvents actually used are secondary butyl alcohol, acetone, and mixtures of these.. Isopropyl alcohol was also studied. Preliminary Experiments In previous work on "intermediate-base" crude oil, following the work of Wyant and Marsh acetone had been used for laboratory separations of oil and wax. Then acetone was tried for the separation of the waxes and oils of "paraffin-base" crude, the volume of acetone required (80 parts to 1 part of oil) was found to be too great for large-scale work. For this reason the effectiveness of other solvents was studied; the separation by acetone, however, was used as a standard.

"SUMMARY This mine, which was discovered in 1846, was active in the 1850's, in the 1870's, and again in 1883. Since this last date, it has been idle. Two parallel bed-veins in lower Silurian limestone, about 50 feet apart, strike N. 70° E. and dip 70° NW. The north vein had an average width of 12 feet to a depth of 50 feet, where it was barren. The south vein had an average width of 16 feet to a depth of 75 feet; on the 110-foot level, although well-defined it carried little or no values. The zinc content of the ore was as high as 12 percent, and some lead and silver were associated with it. A reduction plant for production of spelter and zinc oxide was constructed at the mine. The only available record of production is for 1873 to 1876, inclusive, when 357 tons of smelter was shipped. The mine is caved and inaccessible, and nothing now remains of the treatment plant.Four holes totaling 1,046 feet wore diamond-drilled to probe for extensions of the ore in depth. Core recovery was about 85 percent. "INTRODUCTION The Big Four fault and the Sandy Creek fault, with several cross faults, traverse the Stalion-Curnel fluorspar prospect in a northeasterly direction. The Big Four mine, about three-quarters of a mile northeast of the prospect, is the only active mine in the immediate area.A resistivity survey was made of a portion of the prospect by the Division of Geophysical Exploration, Bureau of Mines, in May and June 1946. As a result of this survey, five holes were drilled by the Bureau of Mines during the period from October 8 to December 16, 1946. NIOSH continues to conduct respirable dust control research for surface mine blasthole drilling operations. Research areas have included testing variables (shroud leakage area, drill deck cross-sectional area, shroud height, collector-to-bailing airflow ratio, etc.) that have the most impact on respirable dust control, development of a dust collector inlet hood, development of a dust collector dump point shroud, and testing of a small diameter water separating sub. This paper summarizes the results of the aforementioned research that has been completed. Additionally, past dust control research for drilling operations of both underground and surface mines completed by the U.S. Bureau of Mines, created in 1910 and incorporated into NIOSH in 1997, is reviewed.

This Bureau of Mines investigation determined the effects of so-called annealing at high temperatures on radon-222 emanation from domestic uranium ores. Concurrently, a method was developed for closely estimating the emanation coefficients of hot samples from measurements of their gamma activity after cooling. Emanation coefficients of 102 samples from 14 domestic areas of past, present, and possible future uranium production were investigated using modifications of the closed-can, gamma-only assay method at and after cooling from 100° to 1,000° C. True annealing probably does not occur below 500° C. In limited investigations at 500° C and above, effects of annealing are masked by the effects of other parameters. Emanation is commonly less at one or more of the steps investigated in the 100° to 500° C range than before heating. This decrease is tentatively attributed to water loss at temperatures dependent upon the minerals present. The average sample emanates least at 300° C; emanation increases with higher temperatures to at least 900° C. Emanation decreases sharply on cooling, but it is partially restored by prolonged exposure to the atmosphere at room temperature. Higher than average emanation of coffinite ores at 500° C and above may be related to destruction of the coffinite crystal structure.

Reduce costs of recontouring surface mined land by improving bulldozer blades. Approach A specialized 48-foot-wide bulldozer blade set at an angle, a 13-foot bulldozer blade with swept-forward end sections, and a 24-foot grading bar are used in conjunction with conventional bulldozers to reduce the cost of recontouring surface mined land. How They Work The angle blade is used to do the initial and intermediate leveling of long spoil banks. It is mounted at an angle on two 410-horsepower crawler tractors in a side-by-side offset configuration, but requires only one operator since both tractors are controlled by a single set of controls. The angle blade usually begins its cycle at one end of the spoil bank where the operator fills the blade and moves forward, continuously cutting and casting the material to the repose slope. At the opposite end of the spall bank, the angle blade turns around and begins cut-ting and casting material to the opposite repose slope. This action continues until adjacent banks meet or the lateral distance from the center line of the spoil bank to the repose slope exceeds approximately 40 to 50 feet. At this distance, the sidecasting angle blade is no longer effective, and conventional bulldozers are used to do the final land shaping.

Reduce worker exposure to respirable dust without interfering with bag-filling operations. Approach A dust control hood was developed which contains and captures dust close to its source and prevents it from entering the bag-filling operator's work place. How It Works A sheet metal hood is placed around the nozzle of the bag filling machine. The hood is connected through ducts to the plant exhaust ventilation system. Air pulled into the front of the hood and around the sides of the bag picks up dust generated inside the hood, and carries it to the dust collector. The size of the hood can be adapted to fit most fluidized valve-type bag-filling machines. The height of the hood depends on the bulk density of the product and weight of the bags being filled. The 14-inch-width of the hood allows it to be used on multi-nozzle baging machines spaced 16 inches on center. Only 2/3 of the bag is actually within the hood, and this allows easy operator access for placing the bags on the nozzle.

The Mohawk lead-zinc mining in San Bernardino County, Calif., was examined by D. W. Butnor, an engineer or the Bureau of Mines, at the request of Dunton, Ray, and Greenwood, leaseholders. Current operations were on a marginal economic basis, and government aid was sought in an endeavor to outline ore reserves so that production might be maintained.

Infrared, nuclear magnetic resonance, and mass spectrometry were used by the Bureau of Mines to confirm the identification of a subfraction collected from a gas chromatograph.

The principle of explosive crushing depends upon the fact that an expandable substance contained within the pores of a solid body will disrupt such a body upon expansion. Such expansion may be obtained by the detonation of an explosive or by the sudden release of pressure of a superheated liquid. That this principle of disruption may be applied to minerals rests on the fact that cracks, cleavage planes, and pores exist in all mineral to an extent hardly conceived possible heretofore. Crushing by this method takes advantage of force applied from within the mineral rather than from forces applied from without. The application of a force from within would appear to be more effective. A consideration of the possibilities of such a method for crushing led to some experimental work of a preliminary nature, the results of which are embodied in this paper. No systematic program was followed in the work and the results are, therefore, not final and far from complete. The success attained so far, with the mediocre apparatus available seems to warrant a preliminary report, with the expressed hope that the work may be carried on as well-outline program covering such phases as have been impossible to investigate at this time.

The stability of any underground opening is, in large part, a function of the strength of the rock mass which surrounds it. The Coal Mine Roof Rating (CMRR) has been developed to quantify the defects in the rock mass and compile a strength value which can be used for engineering design. The CMRR has been applied to a number of ground stability problems, including chain pillar design, roof bolt selection, hazard assessment, intersection design, and numerical modeling. The CMRR procedure and some of these applications are described in this paper. The CMRR will soon be available in a Visual Basic computer program, allowing easy integration into exploration programs and standard roof fall assessments.

The internal friction of eight single crystals of magnesium with orienta-tion ranging from 10° to 84° was measured at 33.5 kc and 272° C, and the results were interpreted in terms of the pinned-dislocation model proposed by Granato and Lucke. Results show that the strain-amplitude-dependent decrement varies with orientation in a manner predictable by the G-L model. Different values of strain-amplitude-independent decrement were observed at different orientation angles, but correlation with the theory was not conclusive. Problems and steps for further study are discussed.

"Among the recently patented detonating compounds that have been suggested as substitutes for the commonly used fulminate of mercury is the normal lead salt of trinitroresorcin, or styphnic acid. As no data concerning its use or practi¬cability were available, a study of its properties was made in the explosives laboratory at the Bureau of Mines experiment station at Pittsburgh, Pa. This paper embodies the results obtained.Normal lead trinitroresorcinate was first prepared and patented*** by Herz; it probably found some use during the World War, but no record of its performance is available,Preparation of Lead Trinitrpresorcinate.In his patent specifications, Herz states that the normal salt may be obtained in a quantitative way by precipitating a multiple of the equivalent weight of the lead salt of a strong inorganic acid - such as lead nitrate - in the presence of a weak organic acid - such as acetic acid - by heating with a Teak solution of the alkali-metal salts or alkaline-earth salts of trinitroresorcin. Herz gives the following example: 245 grams of dry trinitroresorcinand 290 grams of crystalline sodium carbonate are dissolved in in 18.8 liters of boiling water, to which 77 c.c. of glacial acetic acid is added. The toiling solution is mixed with a boiling solution of 650 grams of lead nitrate in 1.4 liters of water, stirring rapidly; and the mixture is boiled for two minutes, after which it is cooled quickly with constant stirring. The precipitated crystals are then filtered off, washed several times with cold water, and dried."

Quartz crystals occur on a farm in the vicinity of Laurel Fork, Carroll County, Va., in abundance over a large area, This has been known for several years, but no work had been clone, up to the Bureau of Mines examination in 1943, to determine the amount of crystalline quartz of usable quality. Field exploration was undertaken throughout the month of June 1943.

The U.S. Bureau of Mines conducted research to develop an accurate, real-time, position monitoring and warning system for the vehicles used in surface mining. The product of this research will be technology to reduce accidents and injuries associated with the operation of surface mining haulage equipment. The position monitoring system should reduce accidents related to vehicle position and also increase the efficiency of haulage operations. This research was conducted in preparation for development of an accurate, real-time position monitoring and warning system, which notifies equipment operators when they deviate from a known safe course and are approaching a fixed hazard. A radar positioning system designed for marine applications was evaluated and a series of tests was run to determine the accuracy of the radar positioning system when used in a land vehicle. The radar position determination was compared to surveyed values. Both static and dynamic (moving vehicle) tests were conducted. The static test results were marginal and the dynamic test results were not accurate enough for the position monitoring and warning system. Although a promising technology, the system tested needs to be modified to meet the accuracy requirements of mobile mine equipment.

Fiber optic systems are being deployed in locations where explosive gas atmospheres are normally present or are present under fault conditions. The National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory (NIOSH, PRL) conducted a study of laser safety in potentially flammable environments. Researchers conducted experiments to estimate the mean and standard deviation of laser powers needed to ignite 6% methane-air atmospheres using single mode optical fiber tips covered by two types of iron oxide (Fe304 and (FeMn)203) mixed with a ceramic adhesive. The iron oxides, heated by a 1064 nm continuous wave laser, ignited the methane-air mixtures ,at similar powers. The minimum igniting power and maximum non-igniting power (10 tests) were 407 and 350 mW, respectively, using a 62.5 pm fiber. Laser beams guided by 125 and 80 pm diameter cladding single mode fibers produced similar methane-air igniting powers. Ignition was not observed using coal particles at powers that produced ignition with the iron oxides. Threshold ignition delays using the single mode fiber were approxinlately proportional to the inverse square of the igniting power. Ignition delays were significantly longer than the reported activation time for a comnlercial fiber optic power limiter. Comparisons are made with the results of other researchers. The Bureau of Mines maintains an active program in thermochemistry to provide thermodynamic data for the advancement of mineral science and technology. As part of this effort, the standard enthalpy of formation at 298.15 K, ?Hf°, for 2CdO-CdSO4 was determined by HCI acid solution calorimetry to be -345.69 ±0.61 kcal/mol.
