The art of flotation has developed rapidly. Numerous technical staffs and individual investigators have, by their combined efforts, developed practicable methods of concentrating ores which ten or even five years ago were considered complex and impossible of commercial treatment. Also the work of those who have been engaged in pure research on the fundamentals of flotation has helped greatly to expedite the general development of the process. However, in spite of the highly successful practical operation of the flotation process, results are obtained and things happen that we are unable to explain completely, although much is known about the theory of the process. The rapid stride in flotation concentration, it is noteworthy to point out, is due to the freer exchange of facts and data by the staffs of the larger mining companies and the patent controlling corporations, and by investigators in general. Generally speaking, one may visit any mining plant and by presentation of proper credentials, be shown all that is going on or that is being done.

Gas occurs in coalbeds in an adsorbed and a free gas state. Adsorbed gas is stored in the micropore structure and its transport is governed by Fick's law. The free gas occurs in the fracture system and flows according to Darcy's law. These two modes of mass transport are interdependent. Production decline curves of coal-gas wells are of the constant percentage decline type and, thus, show no indications of flow characteristics peculiar to coal-gas reservoirs. The effectiveness of surface boreholes as a degasification scheme depends upon both good fracture permeability and a high fracture density. Conventional methods of reservoir engineering analysis are not applicable to coalbeds

The preliminary tests referred to in this report wore made at the Bureau's Experimental Mine under the general supervision of G. S. Rice chief mining engineer, to determine whether rock dust way be used to extinguish or control mine fires. DESCRIPTION OF THE DUST USED The dust used for application by hand was made from draw slate taken from the Experimental Mine. This draw slate was crushed in a hammer-type crusher fitted with 1/16 inch by 2-inch slotted screens. A sizing test of the dust showed 96.5 per cent through 20 mesh, 69.4 per cent through 48 mesh, 46.2 per cent through 100 mesh, end 33.5 per cent through 200 mesh.

Surface mining drastically alters the ecological characteristics of the area disturbed and in some cases has a decided effect on surrounding areas. Vegetation is removed, topographic features and characteristics are changed, and the original geologic overburden profiles are destroyed. Spoil banks generally are a heterogeneous mixture of rock fragments, rock particles, and soil-sized material derived from the overburden strata. With proper mining techniques, the various strata can be partially or completely segregated. Segregation of over- burden material offers the opportunity to bury the toxic, acid, or salt-pro producing strata under growth supporting material. In some situations, lower strata may have more desirable characteristics than surface material and can be placed near or on the surface. For example, limestone strata appear in some lower overburden profiles that have shale and/or sandstone near the surface. Also, some lower strata have higher nutrient levels that have been leached from the surface. Experience has shown that natural revegetation is a very slow process on strip mined areas. Native vegetation may not be compatible with the environment on the mined areas, for example : 1. Low nutrients in the spoil. 2. Toxic spoils (very acid or highly alkaline ). 3. Surrounding vegetation may be of the climax type and may not have pioneer- or primary-invader-type species present. 4. The seed source may be to far away from the adjacent mined areas. Early attempts to revegetate strip-mined lands with trees also proved to be unsatisfactory as they did not provide the initial ground cover required to stabilize the spoil. Erosion control with trees only may take up to 10 years before the canopies close and an effective cover is established. They are slow to form soil profiles and do not provide effective chemical pollution control until long after planting. A quick growing cover of herbaceous species is necessary to obtain quick stabilization and initial protection against erosion by reducing runoff and rain-drop splash. Mineral production was confined to out-put of cement and gravel. However, exploration was being conducted by the U.S.S.R. and the United Nations Development Program. Development of a domestic limestone deposit and crude oil from an offshore oilfield was underway. Benin's currency remained fixed to the French franc. The gross domestic product (GDP) was $977 million in 1981, the latest year for which information was available. 2 COMMODITY REVIEW Cement.-Construction of a cement plant with 500,000 tons per year capacity neared completion at Pobé. The operator of the plant, using locally produced limestone, was the Societe des Ciments d'Onigbolo, a joint venture between Benin and Nigeria. Nigeria was expected to utilize most of the cement produced. Equipment for the plant included a 1,600-ton-per-day, oil-fired pre-heater.

The first well that produced commercial quantities of oil in the Cook Inlet Basin of Alaska was completed in 1957. Since that time oil production in the basin has increased rapidly and by the end of 1969 had reached an annual rate of 74 million barrels. Five major oilfields had been developed, and two additional discoveries awaited development. Estimated amounts of recoverable oil by primary and secondary recovery methods total 2.7 billion barrels, or 36 percent of the estimated oil originally in place. Repressurization by injecting gas or water in formations containing undersaturated oil has significantly increased the volume of recoverable oil. All production has been from formations of the Tertiary age; that much of it is from depths of 10,000 feet or more is unusual for Tertiary formations. The oils are low in sulfur and contain low to moderate amounts of asphalt.

The characteristics of gas-phase detonations were observed in 20 instrumented firings within earthen tunnels, in 100 such detonations in a 24-in-diam by l63-ft-long steel pipe, and in about 200 smaller scale firings. Most of the fuels studied were representative hydrocarbons--acetylene, propane, gasoline, and a roughly equimolar mixture of methylacetylene, propadiene, and propane. In a pipe with two closed ends, the detonable limits were demonstrated to be very nearly the same as reported limits of flammability. The side-on impulses (pressures integrated over 200-msec intervals) were shown to be the same function of concentration regardless of whether deflagration or detonation had occurred. In a pipe with only the initiation end closed, the impulses of all fuel-air systems tended toward the same level when averaged over comparable ranges of fuel concentration; the lower pressures with saturated hydrocarbons were nearly compensated by longer durations of pressure transient. In all fuel-air systems, unexpectedly high impulses were obtained with slightly lean mixtures. In earthen confining structures, the impulse, of the explosion was efficiently converted into momentum of the failing wall. In the configurations studied, an earth velocity of about 20 fps was critical to overcome the soil's resistance to shear. The destructive effect was determined by gas pressure rather than by total energy release. The assignment of a "TNT equivalent" to an explosive gas mixture is discussed in terms of the confinement of the mixture.

Forty years have elapsed since the Bureau of Mines was established on July 1, 1910, by Act of Congress. The convocation of this Sixth International Conference of Safety in Mines Research Directors, 24 days after our 40th birthday, seems to be an appropriate time for reviewing our contributions to mine safety research and the problems yet to be solved from the American point of view. Actually research on safety in coal mines was started by the United States Government in the Technologic Branch of the U. S. Geological Survey of the Department of the Interior in 1908, as a result of a succession of disastrous coal mine explosions in which many lives were lost. In 1910 this work was transferred to the newly created Bureau of Mines. 394 lives were lost annually per 100,000 men employed in the coal mines of the United States in the 5-year period ended in 1910, as compared to 203 lives lost annually in the 5-year period ended with 1949. In 1908 no safe, permissible types of explosives and no certified permissible equipment of any kind were used in American coal mines. Black powder was in universal use and open oil or acetylene lights were common in all but mines known to be gassy. Rock dusting was not practiced to limit propagation of explosions, nor was ventilation in many mines adequate, Our safety practice lagged behind that of foreign coal- mining countries and therefore one of the first steps in carrying out the Congressional Authorization of 1908 to investigate the causes of mine explosions was to obtain assistance from the leaders of mine safety research in foreign countries. At the request of Dr. Joseph H. Holmes, director of the Technologic Branch of the Geological Survey, James R. Garfield, Secretary of the Interior, obtained the cooperation of the Governments of England, Belgium and Germany in sending Captain Arthur Desborough, Inspector of Explosives in England, Mr. Victor Watteyne, Inspector-General of Mines in Belgium, and Mr. Carl Meissner, Counselor for Mines in Germany, to visit American mines and make recommendations for increasing safety and efficiency in mining coal in the United States.

Sphalerite concentrates prepared during processing of Missouri lead ores contain small percentages of cobalt and nickel which adversely affect zinc electrolysis. The Bureau of Mines has evaluated solvent extraction and precipitation techniques to remove and recover cobalt and nickel from zinc sulfate solution prior to zinc electrolysis. Prepared zinc sulfate solutions containing about 190 gpl of zinc and 50 ppm of both cobalt and nickel were treated using various combinations of complexing reagents, solvent, pH, concentration, time, and temperature. The following complexing reagents gave the best results: a-nitroso-ß-naphthol, ß-nitroso-a-naphthol, 1,2 cyclohexane dione dioxime (nioxime), di-2-pyridyl ketone oxime, and dimethylglyoxime. These reagents in suitable solvents lowered the cobalt and nickel levels to <0.1 ppm. Stripping the complexed reagents from the solvents was not possible except for nioxime. Direct addition of the appropriate reagent to the prepared zinc sulfate solution resulted in the precipitation of cobalt and nickel. Several possible flowsheets are presented for the removal and recovery of cobalt and nickel. Good zinc deposits were successfully electrowon from zinc sulfate solutions purified by solvent extraction and precipitation.

The U.S. underground coal miner faces a continuing hazard from the fall of roof. At the root of many injuries and fatalities are weak or defective roof strata. Throughout mining history, millions of miles of entry have provided exposure of every conceivable geologic roof hazard. This report describes the geologic origin, association, and potential danger from the most common hazards. Discussions of weak rock include drawrock, rider coals, head coal, stackrock, and stream valley effects. Discontinuities, or roof defects, are described including, clay veins, slickensides, joints, and paleochannels. A number of examples from U.S. coalfields are used to document geologic structure and associated hazards. Roof fall analysis is a methodology used by NIOSH for hazard recognition and prevention; its application and benefit to the industry are discussed.

World political events that occurred subsequent to yearend 1990, but that bear heavily on the global mineral industry, have been of such importance that they cannot be disregaded, and certainly they contribute to any type of "outlook." However, to write of them simply as "forecasts" in an "outlook" section of this study would be to unjustly pretend to status as prophets. Thus, this section covers events that have occurred not as predictions but rather as history. Despite the end of the cold war, the world remained fractionated, at least from the limited perspective of its mineral industry. The fractionation was not so much the result of adversarial politics between countries and groups of countries, although to be sure, such conflicts had not disappeared. Rather, the fractionation was in the widely divergent patterns of performance that resulted from the diverse conditions and problems facing the different countries and country groups.

1. The Pittsburgh is the most important bed in Greene County from the standpoint of present production and recoverable reserves. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 6,011 million short tons as of January 1, 1954. Of this total, 5,967 million short tons is in beds 28 inches and more thick. Areas in some beds were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Mineral resources in the Silver Creek study area of the Nez Perce National Forest. Idaho, were investigated during the summer Of 1989. The study area includes the 36,100-acre Silver Creek-Pilot Knob RARE II area (No. 1-849) on the north side of the South Fork Clearwater River, about 11 miles west of Elk City, 10. Mines in and near the study area in the Tenmile and Newsome mining districts produced about 100.000 02 of gold, mostly from placers. Gold production had an historic value estimated at 52 million, equivalent to nearly $40 million at today&apos;s prices. Lode mines produced about 19,000 oz of gold, along with smaller amounts of silver, copper, lead, and zinc. Of 34 mines and prospects examined, ten lode properties are considered to be significant by virtue of their past development or production and the presence of possibly ore-grade mineralization. There are no identified mineral resources in the study area; however, samples that contained gold and anomalous arsenic delineate a three-mile-long area from the Sentinel mine, north to the Blue Quartz prospect where exploration might disclose resources. One mining company is conducting geophysical studies and drilling within the delineated area. In addition, six placer sites may contain enough gold to be of possible interest for future exploration and development.

As a part of a program to promote conservation and efficient utilization of petroleum resources, Bureau of Mines engineers are studying secondary oil-recovery projects in the United States. Published reports that set forth the pertinent facts of these operations help others to profit by the experience gained. This report presents the results of a study of secondary-recovery methods used in Kentucky by the Cumberland Petroleum Co. on its L. C. Bailey lease, Oil Springs pool, Magoffin County, Ky. This is believed to be the first water-flooding project in eastern Kentucky (fig. 1).

Because of the extreme interest in materials with high melting temperatures and the advantages offered over the powder route for making high-density material, arc-melting and centrifugal-casting methods were investigated for preparing shapes of hafnium carbide with and without excess carbon. Highly satisfactory equipment was constructed and efficient operating procedures were established. Also, methods for preparing consumable electrodes and shrink-tolerant graphite molds were developed. Although crack-free hafnium carbide (6.3 weight-percent carbon) shapes were not made, coherent castings containing 9 to 13.5 weight-percent carbon were produced; the same compositions were shown to be resistant to thermal shock. Selected physical and chemical tests were performed on castings chosen for investigation by chemical and nondestructive inspection techniques. Electrical conductivity and thermal expansion measurements were made. Measurable oxidation of all the compositions studied was observed to start between 500° and 600° C. Attack by nitrogen, however, did not occur until temperatures exceeded 2,000° C. A linear relationship of the logarithm of the diamond pyramid hardness to the temperature was noted. Considerable scatter of the bend-rupture strengths at room temperature and of the tensile strengths up to 2,000° C was found. However, at the latter temperature and above, a definite relationship of strength to temperature was observed and some ductility was noted.

Before going directly to the analysis, it would be good to summar¬ize explosion-proof container approval methods. Both Magison (52) and Short (84) state that in general practice, the systems are certified for: 1. a rugged enclosure able to withstand an internal explosion but not allow explosively hot gases to escape, and 2. maximum surface temperature, with equipment operating inside, that will not ignite the surrounding atmosphere. Also, testing insures that any material in contact with the container surface will not be ignited by a hot spot. Associated with the first practice, the enclosures are inspected for: 1. a safe flange gap width, 2. a pressure increase during ignition, and 3. an hydrostatic pressure withstand level. The hydrostatic pressure level is almost always determined by a meas¬ured ignition-pressure test and is usually applied to prove the mechan¬ical design to some safety factor. Consequently, explosion-proof enclosure testing includes temper¬ature, permissible flame gap, and pressure. Specifications and prev¬ious research also can be similarly separated even though some interre¬lation exists between the flame gap size and internal enclosure pressure during an explosion. The Bureau of Mines undertook the development and evaluation of a system to provide a simultaneous, on-line determination of both iron and silica in iron ore beneficiation streams as part of a program to improve the efficiency to mineral separation processes, Californium-252 (252-Cf) was the neutron source used in the system for measuring the amounts of silica and iron in bulk slurries by thermal neutron capture-gamma ray spectra analysis. The theory of thermal neutron capture-gamma ray reactions and their potential application to mineral processing stream analysis is discussed. The prototype system and supporting software developed by the Bureau is described. During the initial phase of the work, both simulated and actual pilot plant slurries were investigated using a 60-to 32-µg 252-Cf neutron source. The percent solids of the slurries was ranged from 2 to 40 percent and the silica and iron content ranged from 1.5 to 83 percent and from 10 to 65 percent, respectively. Accuracy of the determination of the components in the solids was dependent upon the percent solids in the slurry.

This report evaluates the economic Mining feasibility of four selected mineral deposit types that can be anticipated to be found in (d)(2) lands in the western Brooks Range, Alaska. The major assumption made for this study is the availability of a rail system for transporting equipment and concentrates for the base metal mines. Commodity prices used are those in existence in July 1976. Mine models were established based on known deposits and then evaluated. A lead-zinc-silver-barite deposit for which grades were available but ore reserves were assumed would require approximately 25% higher ore grades or higher metal prices to yield a 15% discounted cash-flow rate of return an the investment if mined at a rate of 10,000 tons per day open pit methods. Large copper-zinc mineral deposits could be mined economically at rates either of 5,000 tons per day underground or 10,000 tons per day by open pit methods. A high-grade copper deposit require a copper price of over one dollar ryes pound to yield an economic profit to be mined at 2,000 tons per day by underground methods. A small high-grade gold underground mine would require a gold price of about $295 per ounce to yield a 20% discounted cash-flow rate of return on investment if all new mine equipment were used and if existing labor rates were paid: Enterprising mining groups operating as partnerships might be able to operate this mine profitably at a gold price of about $152 per ounce, perhaps slightly less.
