Previous Bureau of Mines studies of vibrations from quarry blasts have shown that the square root of the charge-weight may be used to group particle velocity data from various charge sizes, and that empirical propagation equations may be used to estimate vibration amplitudes. Particle accelerations of the sandstone roof of the White Pine Copper mine, Michigan, were measured to determine whether similar propagation equations may be developed for underground mine blasts. Vibration data from White Pine blasts were best grouped by scaling with the square root of the charge weight. Cube root scaling did not effectively group the data. The empirical propagation equation AW1/2 = 50,000 (R/W1/2)-2.21 where A is peak-to-peak acceleration in g's, W is the zero-delay charge-weight in pounds, and R is the distance from the blast in feet, may be used to estimate maximum vibration amplitudes from production sized blasts. Vibration differences among headings and types of explosive charge (AN-FO and dynamite), while statistically significant, were not a major factor in the estimation of maximum vibration amplitudes with an empirical propagation equation. Vibration differences between types of explosive charge were larger than the differences among headings, indicating that some reduction of vibration amplitude might be gained by using AN-FO rather than dynamite. Acceleration records from both White Pine's AN-FO and dynamite production blasts show that high intensity vibrations from the delayed portions of the blast (each delay interval = 25 milliseconds) were separate events, and that the zero-delay portion of the blast produced the maximum vibration amplitudes. If the pull of the underground blast round can be maintained, a reduction of the zero-delay charge-weight may effectively reduce the maximum vibration amplitude of the blast.

"INTRODUCTION The domestic production of potash has made rapid strides in the past 4 years. In 1929 the United States produced 109,820 tons of potash-bearing material, equivalent to 61,590 tons of pure potash (K20). In 1933 to this had increased to 331,110 tons, containing 143,378 tons of potash, due chiefly to the development of the potash deposits near Carlsbad, N. Mex. The potash ores of that district occur at a depth of about 1,000 feet and as mined consist of a mixture known as sylvinite containing about 40 parts of sylvite (KC1) and 60 parts of halite (NaCl). By careful mining the extraneous material does not amount to more than 2 or 3 per cent. Such ore was used in the experimental work here reported.The usual chemical method for the recovery of potash from sylvinite, while efficient in the production of pure potassium chloride, requires,expensive equipment and is costly to operate. It occurred to the Bureau of Mines that ore-dressing methods, which have been applied to other nonmetallic minerals, might be adapted for the production of a grade of potash suitable for the fertilizer industry. After preliminary study by the Bureau of Mines showed that ore-dressing treatment was possible the investigation was extended under a cooperative agreement between the U.S. Bureau of Mines, the Potash Company of America, and the Missouri School of Mines and Metallurgy, Rolla, Mo.ACKNOWLEDGMENTSAcknowledgment is here given for valuable assistance in the laboratory of R. "INTRODUCTION The Bureau of Mines began a broad program of exploration of various proportion in the Pine Creek area of the Coeur d'Alene mining region in the fall of 1943. As a part of this project, exploring was done at theLittle Pittsburg property in 1945. The work included driving a 500-foot crosscut from the No, 6 level and drilling four diamond core drill holes to test the behavior of the Little Pittsburg vein at depth. This report presents the data obtained by the Bureau.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. "The tungsten area in southern Mecklenburg County, Virginia, was studied by the Bureau of Mines during the period August 1944 to March 1945. The explorations were an expansion of the work done by the Bureau in 1943 in the tungsten area of Vance County, North Carolina, which joins Mecklenburg County on the south.3/Outcrops of quartz veins in the area were searched for and examined, and the only Promising showing found (a vein on the Gladys N. Taylor tract) was explored by trenching, test pitting, and diamond drilling (fig. 1).Mecklenburg County, Virginia, is in the southeastern part of the State, bordering on North Carolina,U. S. Highways 1, 15, and 58 traverse the County, and State and County roads provide ready access to most parts of the area.In 1942, Joseph and Richard Hamme discovered tungsten-bearing quartz veins in Vance County, Forth Carolina, and started mining and milling the ore. The first concentrates were shipped in July 1943. In August 1943, the Hamme holdings were acquired by Haile Mines, Inc., who continued the mining operations.The Bureau of Mines began exploratory work in North Carolina in June 1943. Reconnaissance work showed that the mineralized belt extends north-ward into Virginia. The Kimball tract, which joins the Taylor property on the north, was explored in 1943 by trenching and drilling by the R. G. Lassiter interests of Raleigh, Y. C., with disappointing results.The topography of the district is mature and characterized by wide, shallow valleys and low, rounded ridges. The main ridges trend northeast. Most of the area ranges from 300 feet to 400 feet above sea level.The relief apparently is controlled by resistant quartz lenses and the associated hard, silicified zones. The enclosing schists and granites are usually deeply weathered. Consequently, most of the quartz veins are found on the ridges."

Coal is a combustible, carbonaceous, sedimentary rock that is formed by the accumulation, compaction, and physical and chemical alteration of vegetation [Simon and Hopkins 1981; Bates and Jackson 1987]. Coal is classified according to its type, grade, and rank. The type of coal relates to the plant materials from which the coal originated. The grade of coal refers to the purity of the coal-or the amount of inorganic material (including ash and sulfur) left after the coal is burned [Bates and Jackson 1987; Stefanko 1983]. The rank of coal indicates its degree of metamorphosis and roughly correlates to the geological age of the coal or the geological environment from which it has been mined [Bates and Jackson 1987]. Rank also indicates the percentage of carbon in dry, mineral-free coal [Whitten and Brooks 1973] and the degree to which the coalification process has progressed [Larsen 1981]. The geological process of coalification begins with organic materials (e.g., celluloses, lignins, and other plant compounds that are deoxygenated and then dehydrogenated) and ends with coal of various geological ages, from lignite to anthracite [Larsen 1981]. Table 3- 1 presents the American Society for Testing and Materials (ASTM) classification of coals by rank. According to Parkes [1982], high-rank coal includes anthracite and semianthracite coal ("hard coal," with 91% to 95% carbon); intermediate-rank coal includes low-, medium-, and high-volatile bituminous and sub-bituminous coal ("soft coal," with 76% to 90% carbon); and low-rank coal includes lignite (with 65% to 75% carbon or less). The rank of coal tends to increase from the western to the eastern United States, with anthracite occurring primarily in eastern Pennsylvania [Schlick and Fannick 1971]. Most of the coal currently mined in the United States is bituminous [Given 1984]. A classification of the coal in the United States is provided in Table 3-2.

(being shipped as bailast in ocean freighters). Within the last 10 years it has become more economical to use local sands, and there has been a general shift from the Belgian sand. Deposits of purer sand were treated and used for 'some time: but the suprly became limited, and means were sought to beneficiate the more bountiful subpay-f impure beach sands. These sands are composed of, 50 percent feldspar and 50 percent quartz, with small amounts of iron- bearing minerals, The most objectionable impurities in these West coast sands are the oxides of iron and aluminum. The Del Monte (Calif.) beach sand contains about 0.13 percent FeqQg and about 11.0 percent Aig03 (the latter being furnished by the large amount of feldspar present.) For the manufacture of feldspar present.) For the manufacture of flint-glass containers the maximuni quantities of these two impurities permitted in the sand are 0.05 percent F20 and 6 to 8 percent A1203.. The Fe0g occurs in the sand as follows: Traces of iron-bearing minerais resistant to weathering, ferruginous clay stains on the sand grains, and iron minerais not visible and possibly in solid solution or as colloidal incisions in the grains of feidspar or quartz. A good part of the iron in the sand is present in the traces of iron-bearing minerals, biotite, ilmenite, garnet, monazite; and hornblende. Biotite is present in larger quantities than the others. Samples of quartz, were freed of iron-bearing minerais by the use of heavy liquid (sp.gr. 2.70), leached with boiling HCI and SnCl2. Under a microscope a few apparently clean quartz grains were selected, and Fe203 was determined spectrographically to be 0.03 percent. The technique is similar to that described by Gabriel and Slavin. 4/

This study reports the results of a survey of organizations that used problem-solving simulation exercises to support mine health and safety training. The exercises are designed to teach judgment and decision-making skills within two broad domains: (1) how miners respond to mine emergencies (e.g., first aid, self-rescue, and escape) and (2) how miners integrate safety concepts within the context and performance of routine production work. The simulation exercises were distributed by the Mine Safety and Health Administration's National Mine Health and Safety Academy near Beckley, WV. The present study focused on those organizations that ordered the exercises from the Academy over a 2-year period (1995-96). Researchers assessed how the materials were used and trainer perceptions of the impact of these materials on annual mine health and safety training . A total of 147 organizations ordered the exercises over the 2-year period. Survey responses were obtained from 52 of these organizations. Sixty percent of the respondents rated the exercises as more useful than traditional instructional materials, 40% as equally useful, and 0% as less useful. Most trainers (79%) felt that the exercises help them to make better use of workers’ knowledge and experience during training. Many (71%)also reported that the simulations helped to improve the effectiveness of their instruction and promoted a problem-solving approach to their training. Fifty of the fifty-two respondents reported that they would like to have new simulations developed. A large majority showed a proactive interest in helping to develop and field test new exercises. Ninety-four percent of the trainers judged the exercises as a good value; 92% planned to order more simulations in the future. Based on this study, recommendations are offered for the continuation and expansion of simulation exercises as one method for occupational health and safety training.

"Scientific, engineering, and biomedical research teams synergystically developed major topical research areas in the Respirable Dust Center. Descriptions of their interactions and resulting accomplishments demonstrate how cooperative research within and among these study groups benefits the overall respirable dust research and practical application needs of the mineral industries.The development of a state-of-the-art small animal inhalation exposure facility suitable for studies of fresh and aged coal mine dust, a major goal of this research group, will contribute toward the GTCRD goal of advancing the understanding of causative mechanisms for the occupation-related lung impairments and the airway diseases of mine and mill workers. Such understanding includes improved definition of the role of various aspects of the lung environment (e.g., surfactant and the mucociliary system) in the disposition and toxicity of respirable dust, comprehensive characterization of the role of the pulmonary alveolar macrophage (PAM) and its secretory products on the development of dust-related lung disorders, and an expanded search for methods to reduce the toxicity of respirable dust both before and after it enters the lung. The National Academy of Sciences has recommended, in Measurement and Control of Respirable Dust in Mines, that respirable dust research should include study of the behavioral and constitutional factors affecting individual susceptibility to workers' pneumoconiosis occupational disease and the development of methods for detecting the potential onset of pneumoconiosis earlier and more conclusively than can be done using X-ray methods. These recommendations have guided the research group in its goals of establishing and disseminating a scientific protocol for standardizing the inhalation testing for all research objectives within the Generic Center which involve small animal exposures and implementing the infrastructure necessary to make lung tissues obtained during inhalation studies available to all researchers within the Generic Center."

In general, mining is carried on underground, that is, in confined places where it is difficult to obtain adequate lighting and frequently in rock strata requiring much care to prevent caving. Moreover, explosives must be used in mining with the numerous hazards associated with them, and some mines give off explosive or irrespirable gases; also, ma- chinery must be used, usually under conditions much more hazardous than on the surface. These and many other considerations cause mining to be probably the most hazardous occupation in which large numbers of our fellow countrymen are employed. Prevention of accidents in the mining industry is far more complicated than in surface industrial work, even of the more hazardous types, because the different elements that enter into possible accident occurrence are ascertained more readily above ground and suitable action can be taken against them; moreover, errors in connection with prevention of accidents in surface industrial work usually affect only one or, possibly, a few persons, while in zines one human error may readily cause an explosion or other untoward occurrence resulting in the death of scores or even hundreds of persons. This difficulty in the prevention of accidents in and around mines is well-known, and most countries and States have regulations to guard the safety and, to a much smaller extent, the health of workers in mining and allied industries. In general, the State laws and regu- lations regarding the welfare of mine workers are merely a skeletonized outline of some more or less fundamental minimum requirements and are far too general to do much more than suggest some procedure which may or may not be safe or healthful. Most of them are grotesquely out-of-date as applied to present-day conditions, and none of them is adequate to protect life, limb, health, or property. Unquestionably, there is great need for a closer correlation of the laws and regulations of the various States with regard to safety in the mining and allied industries, and while mining conditions vary far too much for a standardized mine safety law applicable to all of the States, on the other hand there are numerous standard and fairly fundamental safety pro- visions which apply to all mines and which should be embodied in the mining codes of all States. Undoubtedly, these standardized safety requirements would be opposed by a consider- able part of the industry, but the ultimate effect would be beneficial to the owners, work- ers, and the general public. For many years progressive mining companies in the United States have not been satisfied to operate only within the meager safety requirements of the State laws or regulations and have adopted additional and far more effective safety procedure of their own, although com- plying also with the State laws and regulations. As a result of this forward-locking policy, zany of these companies have made astonishing progress in the reduction of accidents.

The American public has at all times been prone to discuss important questions that call for consideration and adjustment. Debatable subjects upon which sides may be taken always receive unusual prominence, but other questions equally important may be neglected. The real "paramount issue," calling for remedial action, is the ever-increasing number of deaths caused by preventable accidents. This matter demands the attention of the entire American people; the importance of accident prevention can not be overemphasized, and in many phases of American life, especially among the mining and allied industries, far too little real attention has been given the importance of conserving life and limb by accident prevention. ACCIDENTS COMPARED TO WAR AS A CAUSE OF DEATH Harry T. Hoffman, Wyoming labor commissioner, writes the following: It is one of the peculiar complexes of this rapidly moving age that we all stand aghast at the horrors of war and view with appar- ent indifference the greater havoc of industrial peace. Did you ever stop to think that approximately twice as many people were killed by accidents in the United States in 1929, as there were American soldiers killed in the entire period of the World War? Every employer and every worker should be thoroughly aroused over the tremendous toll levied against industrial forces by accidents which are largely preventable and develop a faith in safety efforts that will fire them with a zeal as pronounced as that of their religion or their patriotism. Let us remember safety-first to the end that the workman shall live to enjoy the fruits of his labor; that his mother shall have the comfort of his arm in her age; that his wife shall not be untimely a widow; that his children shall have a father; that crip- ples and helpless wrecks who were strong men shall no longer be a by-product of industry.

The National Institute of Occupational Safety and Health (NIOSH) is dedicated to achieving "safety and health at work for all people -- through research and prevention." An important procedure in pursuing this goal is the NIOSH surveillance studies where the number of injuries are monitored according to demographic, employment, and injury characteristics. These numeric data are then used to identify injury risk factors, develop safety programs, and monitor implemented remediation methods. In essence, ongoing surveillance data form the bases for directing the resources of NIOSH in setting of research and prevention priorities, and in evaluating safety procedures. This surveillance techmque, which is based on the Public Health Service approach to identification and control of disease (1, 2, has been used quite successfully in dealing with relatively high number injuries such as hearing loss, musculoskeletal disorder, respiratory disorder, falls, etc. (2). However a problem arises when extending this paradigm to lower frequency traumatic events; particularly those often referred to as disasters (i.e., high impact events like mine explosions, airplane crashes, etc.). One can ask the question - there hasn't been a coal mine fire fatality in the U.S. for over ten years, to what extent should we be concerned with mine fire safety (resource-wise)? - The National Traumatic Occupational Fatalities (NTOF) system (4J which NIOSH uses to survey occupational fatalities annually, would suggest that underground mine fires would not be a high priority item in occupational safety. Yet, miners' (i.e., the exposed workers) do consider mine fires and explosions to be major safety concerns. I believe that we need to rethink our evaluation of work place disasters, what is worker exposure, and what are the underlying assumptions (both explicit and implicit) as to the impact that economic, societal and degree of hazard factors make on risk evaluation. The answers to all these problems, will require much broader considerations than those in current surveillance safety and health models. This paper discusses some facets of those considerations.

"INTRODUCTION A soluble mediator has been described which is released from activated rabbit leukocytes and induces histamine secretion from rabbit platelets (Barbaro and Zvaifler, 1966; Siraganian and Osler, 1971). This factor has been isolated, characterized and named platelet activating factor, PAF (Bcnveniste et. al., 1972). PAF has since been chemically identified as l-0-alkyl-2-acetyl-sn-glyceryl-3-phosphocholine (Benveniste et. al., 1979; Demopoulous et. al., 1979).PAF is a lipid mediator of broad biological activity. It causes smooth muscle contraction, contraction of lung tissue and decreased FEV 1; while enhancing capillary permeability thus causing edema (Pinkard, 1983). In addition, PAF is a chemoattractant and can lead to inflammation.PAF has been reported to stimulate the release of lysosomal enzymes, leukotriene B,, and lipid metabolites from neutrophils (Smith et. al., 1983; Shaw et. al., 1981; Lin et. al., 1982; O'Flaherty et. al., 1984). The objective of the present investigation was to further characterize PAP-induced stimulation of granulocytes and to develop a bioassay, i.e. chemiluminescence, for screening PAF receptor antagonists and inhibitors of PAP-induced activation of granulocytes. The possible use of the chemiluminescence assay to monitor PAF synthesis by human granulocytes is also described.METHODSBlood was drawn from healthy volunteers into a blood storage bag containing CPD anticoagulant. Granulocytes were partially purified by dextran sedimentation and further purified by centrifugal elutriation as described previously (Jones et. al., 1980). Granulocytes obtained by this procedure were approximately 95 percent pure. The number of granulocytes in this preparation was determined using an electronic cell counter (Coulter Model Z1, Coulter Instrument Co., Hialeah, FL). Isolated granulocytes were used to monitor membrane potential, hydrogen peroxide and superoxide release, oxygen consumption, calcium uptake and, in some cases, chemiluminescence. Studies of PAF receptor antagonists were conducted using neutrophils isolated by density centrifugation. Briefly, blood was layered onto Mono-Poly-Resolving Medium (Flow Laboratories, McLean, VA) and centrifuged at 22 °C and 300 g for 30 min. Neutrophils collected from the second band of this gradient were at least 90 percent pure."

Considerable current interest is evident[l,2] in the use of transient electromagnetic methods for subsurface remote sensing. A transient method is discussed which uses a periodic video-type pulse containing a wide frequency range. A video pulse is used as an interrogating signal both for "target" identification and detection for relatively short depth (c 20 meters) applications in soil and soft rock media. If the medium is favorable, e.g., hard rock, greater depth applications appear to be feasible. The same procedures would be applicable for deep geological exploration but would require a substantial reduction in frequency and increase in target size. It should be noted that video pulse generators with 35 kv peak voltage and nanoseconds base widths are now within the state-of-the-art, thus significant power over broad spectral ranges is possible. In the design of a video pulse sounding system, 5 main problem areas can be identified; 1 ) selection of the pulse shape or spectral content of the video pulse, 2) design of a radiating structure which effectively couples such a pulse into the medium, 3) isolation of the radiating and receiving mechanisms, 4) realistically accounting for the dispersion and attentuation of the medium and the air-medium interface, and 5) interpretation or processing of the received signal waveform. Each of these problem areas will be discussed and illustrated with experimental and/or theoretical results. The Video Pulse Selection of the proper video pulse signal is dictated by 3 considerations, the maximum desired depth of penetration, the attenuation of the medium and the required resolution and size of the target. For a lossy medium, penetration and resolution are clearly at cross purposes and a compromise is necessary. The exact nature of the compromise is dictated by the application, but the spectrum of the video pulse should not contain any frequencies higher than the predicted cut-off, i.e., that frequency which is attenuated to the threshold level of the receiver. This report (System Safety 2.1) is the second in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 [IEC 1998a,b,c,d,e,f,g] and other recognized standards. The scope is “surface and underground safety mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system.

The following additional studies are recommended: 1. Future development of the magnetic sludge process should involve optimization of the process variables; these include stirring rate, sludge heating time, aeration rate, method of preliminary sludge dewatering, and the effects of magnetic separation for final sludge processing. In addition, the matter of amenability of coal mine waters to treatment should be considered more thoroughly by means of a more comprehensive literature review as well as actual tests on mine drainage samples. 2. The technique of sludge freezing should be explored further. Emphasis should be given to conservation of energy in the process, and the filtration characteristics of the resulting sludges should be evaluated. 3. Further studies should be conducted on the feasibility of the CO2-addition approach to mine drainage sludge densification. The filtration characteristics of product sludges should be evaluated, and the possibility of recovering and recycling the residual alkalinity of the sludge, either directly as CaCO3 or as CaO plus CO2 after calcination, should also be explored further. 4. Efforts should be made to develop cost data for the conceptual processes involving magnetic sludge formation, sludge freezing, and C02 pretreatment, with the purpose of selecting at least one of these processes for further testing at a field site. 5. The use of inexpensive waste materials (e.g. fly ash, "red dog," slag) as sludge additives, possibly in conjunction with coagulant aids, should be considered further. Results of the present studies have indicated that such materials, employed in relatively large amounts, increase the density and enhance the filterability of sludges from lime neutralization of coal mine drainage. The use of pulverized blast furnace slag in this regard appears particularly promising, and studies should be made to ascertain its availability, relative cost, residual alkalinity, and behavior as an additive in conventional mine drainage treatment processes involving lime neutralization and aeration.

Three -dimensional boundary value problems are difficult to solve. Indeed, while the separation of the scalar wave equation can be effected in 11 different coordinate systems, an analytic solution requires that the boundaries, both external and internal, possess the same symmetry as the coordinate system. Numerical methods are thus of great importance for the solution of such problems; however, despite the availability of high-speed, large memory digital computers , the solution to a significant three -dimensional problem is by no means trivial. It is unfortunate that the results reported here by Jones are invalid. Jones discusses a model in which a three-dimensional island lies off a linear coastline where all the interfaces lie in the coordinate planes in a Cartesian system. A downward plane em wave polarized with the electric field parallel to the linear coastline, and two of the islands coast, is incident downward. This, of course, requires that the incident electric field is perpendicular to the other faces of the idealized Cartesian island. The significant equation used by Jones for his finite difference calculations is [ ] where n2 = sµ? . is the conductivity, µ=µo is the permeability of the appropriate medium, and w is the angular frequency of a Fourier component of the incident field. We see that the displacement current term is omitted, which is an excellent approximation for the parameters of interest in this model. In the similar equation for the y- component of the diffusion equation, the same considerations which we are about to discuss are equally valid. It can be seen from the equation that the field components are related and thus any errors introduced will be propagated into all three components.
