This report describes recent improvements the Bureau of Mines made in the design of its shearer-clearer water-spray system for dust control on lonwgall shearer faces. The improvements were based on findings from a field survey of six mines and laboratory test results. The report in-cludes information on installation and use of the improved shearer-clearer system and describes a field installation and 3-week underground test of the system. The improved shearer clearer, like its predecessor, reduces dust concentrations in the shearer operator's walkway by splitting the airflow on the upwind side of the shearer and confining the dust cloud to the face side of the shearer. The improved shearer-clearer system utilizes more practical-mounting locations for the water sprays and requires less water consumption. In the underground test, the improved system maintained the clean-air split in the walkway up to 40 ft downstream from the shearer. To further improve dust suppression, cooling-water manifolds were relocated into the loading zone. The laboratory and underground tests showed that the improved shearer-clearer system and the techniques described can significantly reduce the respirable dust exposure of shearer operators from shearer-generated dust.

Construction workers may be exposed to hazardous dust containing crystalline silica during site preparation when drilling systems are used. The National Institute for Occupational Safety and Health (NIOSH) found that drill dust could be decreased by using wet or dry dust reduction engineering controls, enclosed cabs, and implementing a dust control program.

The alveolar macrophage (AM) responds to stimuli such as coal mine dust by releasing inflammatory mediators such as cytokines, growth factors. reactive oxygen species. and eicosanoids. Eicosanoids are synthesized by°AM through the action of cyclooxygenase and lipoxygenase enzymes and serve to modulate the proinflammatory function of this cell as part of the lungs' host defense mechanism. Reactive oxygen species can be generated by AM as a by-product in the biosynthetic pathway of the prostaglandins. AM produces primarily prostaglandin E2, thromboxane A2, and leukotriene B4 as part of the cellular response to an inflammatory stimulus. There is evidence to suggest that eicosanoid production by AM is functionally linked to both surface interaction with mine dust particles like silica and by the phagocytosis of the dust particle itself. In this report, we examined the effects of an antioxidant, vitamin E. on dust-induced synthesis of PGE2 and TXB2 in vitro and in vivo by AM obtained by bronchoalveolar lavage from rats. We also looked at the effects of the surface of silica particles on AM eicosanoid biosynthesis under conditions of calcination, a process that removes exposed hydroxyl groups from the surface of silica particles, thus reducing the likelihood of soluble hydroxyl radical formation. Treatment of AM with vitamin E in vivo and in vitro reduced the augmentation in eicosanoid production usually observed when AM are exposed to mine dusts. These results suggest that vitamin E may effectively reduce the inflammatory and fibrotic response produced by inhalation of mineral dust through an antioxidant mechanism. Silica that has been chemically altered by calcination was unable to activate AM eicosanoid production in vitro when compared to untreated, freshly fractured silica. These findings suggest that the mechanism by which dust particles can activate AM eicosanoid release may involve interaction of surface and/or soluble factors with the cell membrane. Taken together, these studies point to the involvement of AM eicosanoid production as part of the proinflammatory response of this cell to occupational inhalation of mineral dust. - Environ Health Perspect 102(Suppl 10):97-100 (1994)

Safety devices and guards are often looked upon as the last word in safety by the men around the shop or large industrial plant . However , thorough knowledge of the details of their jobs and of the dangers attending them are even more important . It should be unnecessary for all men to go through the experience of the first man to meet an unknown danger , but that appears to be about the only way by which many learn . Practically every danger connected with the job around a mine , blast furnace , steel mill , foundry , coke oven , cement mill , or other operation , was encountered for the first time by someone , and if he was fairly fortunate he either got hurt or just missed being injured and lived to tell his " budaies " how it happened; he spread the knowledge of that particular danger . Sometimes , but not often , a man can foresee a danger . If he could always be on guard and remember everything he had ever learned and also know everything that had happened to the other fellow , and then let that knowledge keep him aware of the dangers in his own immediate " job , " so that he would work the safe way for both himself and the other fellow , he would have what safety engineers call " safety consciousness . " Being safety conscious is a fine attribute , as it really means knowing all about one's job . A man who is really safety conscious is one of the best and most efficient workmen in the whole plant . The boss wants men of that kindmen who want to learn and who try to learn every little detail about their jobwhere there is danger of spoiling the heat or getting burned by hot metal in a steel plant or of loading rock instead of coal or ore in a mine . Such men know how to do whatever job they are on easily and with the least amount of hard work and at the same time get it done as quickly as possible with safety . A man who is safety conscious has to nearly all intents and purposes developed eyes in the back of his head , if he is in a big mill where there if something going on all around him . These eyes are not real eyes , but they are what might be termed a sixth sense which he has developed by his experience in the mill as well as in other dangerous work which he may have done before in other plants . There may be occasions when a man's safety consciousness will leave him for just a short time ; this is likely to happen when he is thinking about a quarrel he had with his wife which has not been cleared up happily , or perhaps when he has bought too many things on installment and with sickness at home

PURPOSE: Evaluate practical technological advances in hearing protective devices for use in different mining environments. RESEARCH SUMMARY: Previous NIOSH research shows that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals. Also, miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and sex. As described in the National Occupational Research Agenda, problems created by occupational hearing loss include (1) the reduced quality of life due to social isolation and unrelenting tinnitus, (2) impaired communication with family members, the public, and coworkers,(3) a diminished ability to monitor the work environment (e.g., warning signals, equipment sounds, etc.), (4) lost productivity and increased accidents resulting from impaired communication and isolation, and (5) expenses for workers’ compensation and hearing aids. Although the elimination of hazardous noise is the ideal long-term solution to the noise problem, miners will likely need to rely on personal hearing protection in certain situations for quite some time. However, it is well known that noise attenuation provided by hearing protectors as they are worn during everyday use in the workplace is usually worse than when tested under laboratory conditions. Additionally, workers may refuse to wear their hearing protection for any number of reasons. Therefore, this project was initiated to evaluate practical technological advances in hearing protectors, with an emphasis toward optimizing the balance between effectiveness, comfort, overprotection, and communication ability. Currently, the necessary in-house laboratory facilities and research techniques are being finalized. Individual experiments are planned that involve analysis of new hearing protector technology under both laboratory and field conditions. The laboratory components are to consist of con-trolled studies using human subjects and/or an anthropometrically correct artificial test fixture to evaluate the adequacy/effectiveness of various hearing protective devices. Field studies are planned to determine the actual usefulness and practicality of the hearing protectors as used in diferent mining environments. Recommendations can then be offered to the mining community regarding correct earplug/earmuff usage that maximizes recognition of hazard/warning sounds while adequately protecting the miners’ hearing.

"The Stiner zinc prospect near the north boundary of Union Tennessee, and the Bunch Hollow property 5 miles northeast in Claiborne County, Tennessee, were diamond-drilled by the Bureau of Mines during the period .September 1, 1944, to February 22, 1945. Seventeen holes totaling 5,687 feet were completed, 13 of which, totaling, 5.083 feet, were on the Stiner property and the remainder, totaling 604 feet, at Bunch Hollow.The Stiner prospect is about 1 mile east of the old workings known as ""New Prospect"" or ""Lead Mine Bend."" The Federal Geological Survey made a study' of the area early in 1944. The prospect was first visited in August 1944 by Bureau of' Mines engineers3/ accompanied by members of the Federal Geological Survey.4/ The locality is reached by traveling State Road 33 north-about 9 miles from Maynardsville, Tenn., thence northwest about 7 miles by an improved county road that leads to the mine (fig. 1). The tract comprises an area of about 181 acres held by G. S. Stiner of Sharps Chapel, Tenn.; it is now under option to the Universal-Exploration Co. of Jefferson City, Tenn.The Bunch Hollow property, about 5 miles northeast of the Stiller prospect, was also studied by the Federal Geological Survey previous to being;Visited by Bureau of Mines engineers in August 1944. It is reached by traveling north from Maynardsville, Tenn., on State Road 33 about 13 miles, thence northwest by county road 6 miles to the property (fig. 1). The last 3 miles of the county road are in poor repair but are passable during the entire year. The property comprises an area of approximately 300 acres and is held by the imperial Mining Co., Pressman's Home, Tenn.Few reliable data are available as to the history of the Stiner prospects themselves. However, the New Prospect mine, 1 mile west, has had a colorful past, This mine was opened in 1883 and was worked intermittently until 1918, by which time more than 65,000 tons of concentrates had been shipped. No further work was done until 1942, when the mine pillars were robbed and 1,900 tons of ore averaging 25 percent zinc was shipped to the New Jersey Zinc Co., Austinville, Va."

The application of diamond drills for blast holes is limited to the special Job of extracting floor and stope pillars, and therefore their operation is intermittent. The zinc ore drilled occurs in metamorphosed dolomitic limestone. The mining method is sublevel open-stoping on 200- foot lifts. Ample fresh air is provided by mechanical ventilation. Diamond drilling blast holes began in August 1944. Drills were mount- ed on a 3-inch quarry bar. The contract price for labor for operating equipment owned by the company was $0.23 per foot. The diamond bits were cast-set at the factory in a sintered tungsten matrix. Bit replacement costs were $0.15 to $0.20 per foot drilled. The feet drilled per bit ranged from 87 to 258. The feet drilled per diamond-drill shift ranged from 121 to 129. Holes were loaded with 60-percent special gelatin dyna- mite and fired electrically. In percussion drilling, the estimated feet drilled por machine shift with hand-held sinkers was 65. The tons broken per machine shift averaged 40 throughout the mine. Detachable bits have been adopted recently. The principal advantage of diamond-drilling blast holes at the Balmat mino is the extraction in a safe manner of ore not minable by short-hole drilling. The principal disadvantago is the greater cost per foot of holo in comparison with percussion drilling.

"A coordinated, integrated research effort aimed at studying the scientific, engineering and medical aspects of the respirable dust problem is underway in the areas of dust generation, dust dispersion and dilution, dust characterization, interaction of dust and lungs, and relationship of seam characteristics to dust generation and mobility. (FIGURE 24) The Center's research program explores these concerns with the objective of refining existing strategies and developing new respirable dust control techniques that are consistent with the dust-lung interaction processes that lead to mine worker disability. The fundamental aspects of this work are applicable to the control of respirable dust problems in both hard rock mines and coal mines and to other dusts such as diesel-generated.Research projects in the Generic Mineral Technology Center for Respirable Dust have effected several improved methods for the preparation and characterization of the dusts needed by these projects. Superior procedures for generating ""standard"" dust samples have been developed and are in regular use in the laboratory. Questions raised during the course of some projects regarding ""stale"" versus ""fresh"" dust have led to the development of sampling techniques where the dust is directly collected in a surfactant. MSHA and CANMET have requested and received information on Center generated software. An equipment manufacturer, TSI, Inc., requesting input on modifying the inlet of an aerosol sampler has been assisted as a result of research that was conducted at the University of Minnesota.The objectives, scope and progress of all the research projects in the Center, in the form of abstracts and reports, have been detailed in Volume 1 of this series. Research papers written by the principle investigators and resulting from the findings of projects (FIGURE 25) and which are funded by U.S. Bureau of Mines grant number G1135142 have been published in Volumes 3 through 6 and Volume 8 of this series. Volume 2 relates the cooperation and interaction of the U.S. Bureau of Mines and the Generic Mineral Technology Center for Respirable Dust in research on the problem of respirable dust in the mineral industries."

We have gathered here in Pittsburgh, at the Nineteenth Annual Safety Congress, in order to advance the cause of safety. Although my personal inter- est in this movement alone would have been sufficient to insure my presence here, specific duties have brought me to this congress in an official capacity. My responsibilities as the head of the United States Bureau of Mines, which makes the promotion of safety in the mining and allied industries one of its major activities, necessitate my attendance. My obligations as president of the Joseph A. Holmes Safety Association, an organization closely allied to the bureau and which has for one of its objects the public recognition and reward of outstanding achievements in safety, require that I be present at this time. This morning, my job is to present the Holmes safety certificate to the Lehigh Portland Cement Co. First I will remind you of the nature of this safety association, named in honor of the first director of the Bureau of Mines. After Mr. Holmes' death, in 1915, a number of influential organizations banded together to commemorate the name of this leader in the conservation of human life. In order that you may appreciate the significance of an award by the Joseph A. Holmes Safety Association, I shall read you the list of 24 national organizations which comprise its membership:

This paper is based on data obtained in the course of the oil - shale investigations of the U. S. Bureau of Mines , conducted in cooperation with the State of Utah . The amount and quality of oil that can be produced from any shale may be made to vary to an important degree by changing the temperature relations existing in the shale charge during destructive distillation . The rate at which the oil is formed from the shale is affected by the rate of heat supply , and therefore by the temperature of the shale during its thermal de composition . The quality of the oil formed may be controlled by altering the temperature of the shale , and therefore , the rate of formation of the oil . Variations in the yield and quality of shale oils may be caused by inherent properties of the retort used , but in any event the properties of the crude oil and yield are very largely the result of the extent to which the thermal de composition has progressed . Recognition of these principles will aid in explaining to a large degree the reasons for the wide variations in oils produced from the same shales by different " processes " . These principles also may be applied in the operation of different types of retorts in order that crude oils of a type most profitable to the operator may be produced . The Bureau of Mines has conducted an extended series of tests in the dee structive distillation of oil shales , in order to determine the wide variations that may be effected in the quality and yield of shale oil by changing the rate and temperature at which the oil is formed . These tests furnished interesting information on the four related points : yield of oil , quality of oil , temperatures required to distill shales , and time required for distillation .

Mining companies are usually held responsible for accidents occurring to the public around their operations . Safeguards are provided by progressive mining companies to prevent the public from getting into danger from wandering unattended about the properties . At abandoned operations , where little or no supervision can be maintained , persons are often injured through the negligence of the operator in leaving the property in unsafe condition . After a mine is abandoned or a lease is given up by a mining company , the responsibility for the safety of the property rests sometimes with the State to which the property ownership reverts or with the owner of the land ; either is usually quite unwilling to spend any money to remedy unsafe conditions due to the carelessness of the mining company . The land owner or the State , or both , should see that the work of leaving safe conditions behind is done by the operator before he abandons the mine or gives up the lease . Some of the worst hazards to the public at abandoned mines are from old test pits , abandoned shafts or tunnels , open pits , caved ground , and bodies of water in abandoned open pits . Hazards exist from some of these sources during the active operation of a mining property as well . In the early stages of mining operations test shafts are often sunk from 50 to 100 feet deep through the more or less loose material overlying bed rock . When these shafts are left unprotected , they are a serious danger for many years to come . In the course of time they become largely concealed by brush and grass , and thus are a deadfall to anyone who might happen to step into them . This condition will hold true for any part of the country, but to a much less degree where it is not necessary to sink through a great amount of cover . Many progressive operating companies have adopted the practice of filling in test pits after securing the information desired . Some nonresident landowners and exploration companies , however , have left such pits open , and it is extremely difficult for the mine inspector to get into communication with the owner . Mining men and State officials in their efforts to make mining safer are confronted from time to time with various complicated questions . In recent years these questions have tended to increase with the use of mechanical appliances . Twenty- five years ago electricity had hardly been used in mines . To - day there is practically no other means of transmitting energy employed in American mines , except in metal mines where compressed air is used for drilling and small portable hoists . In coal mines there has been a great increase in mechanization and a tendency to concentrate the mining operation , which has resulted in attendant difficulties of ventilation and intensified the danger of coal - dust in bituminous and subbituminous mines . The answers to the questions which arise are not always obvious , as is shown by the fact that even able , experienced men differ in their opinions of the best way to overcome a particular mining hazard . The difficulty of solving the problems is also demonstrated by the varying provisions in mine safety rules , both in official regulations and in the rules of those mining companies who are endeavoring to do more than follow the letter of the law . Such differences of opinion on the best way of meeting a difficult situation are often found within the same mining organization , and so it has been in the Bureau of Mines .

The Bell & Zoller Coal & Mining Co. recently completed construction of two slopes at Mine 3 near Zeigler , Ill . The slopes are in the Big Muddy River Valley , and construction was particularly difficult because the strata from the surface to a depth of 70 feet comprise water saturated sandy clay and sand . Many mining companies have similar shaft- and slope - sinking problems , and because these slopes were satisfactorily completed and now are in use the methods followed during construction are described in this information circular . It is believed that other companies with similar problems . will benefit by adopting the methods followed at Mine 3 .

This report summarizes preliminary research studies by the Bureau of Mines in electrowinning molybdenum directly from pure or impure molybdenum trioxide (MoO3) by fused-bath electrolysis in an open graphite cell without need of a protective inert atmosphere. A formulated electrolyte of the tertiary system containing 41.6 percent sodium pyrophosphate, 16.7 percent sodium tetraborat, 33.3 percent sodium chloride, and 8,4 percent molybdenum trioxide, by weight, electrolyzed at 1,000° C,, gave excellent results. Current density studies were made over a range from 20 to 260 amperes per square decimeter. Current efficiencies of 80 to 90 percent were obtained over the entire range. Yields up to 500 grams of molybdenum per kilowatt-hour were obtained. Higher current densities, however, reduced yields and produced a finer grained metal. The two most important facets in electrowinning molybdenum from MoO3, in an open cell, are temperature and electrode spacing to minimize or eliminate the formation of the suboxide MoO2, the major source of oxygen contamination. At temperatures of 1,000° C. and higher, together with the proper spacing of the electrodes, formation of oxides are practically eliminated. Molybdenum metal electrowon from pure MoO3 was 99.9 percent pure and contained 0,056 percent oxygen and 0,007 percent carbon. This metal, when arc-melted, had a Vickers hardness number of 175 and contained 50 parts per million oxygen and less than 10 parts per million carbon. Molybdenum metal electrowon directly from an impure MoO3 containing 90 percent MoO3 resulted in a metal of 99.8 percent purity.

"The importance of adequate mine ventilation for good health and safety conditions has been recognized since miners first ventured underground. All over the world, governmental actions on mine health and safety arc directly connected with mine atmospheric environments their assessment and control. These governmental actions have been, and continue to be, motivated by the repeated experience that potential threats from inadequate control can evolve, either suddenly or in the long-term, into unpleasant reality, with catastrophic health and safety consequences. These governmental actions arc also an indication of the remarkable professional progress being made in the field of mine ventilation.Surely, no developed country allows underground mines to operate without strong measures for the control of ventilation under legislation specific to the mining industry. In the United States, the federal government's responsibility for mine safety has evolved over the years through a series of legislative actions beginning in 1865 and continuing through 1910, 1941, 1947 and 1952.The passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966 (the 1966 Metal Act), the Federal Coal Mine Health and Safety Act of 1969 (the 1969 Coal Act) and the Federal Mine Safety and Health Amendments Act of 1977 (the 1977 Mine Act) arc the most important milestones in this long legislative history. The 1977 Mine Act adopted many of the stronger features of the Occupational Health and Safety Act of 1970, perhaps the most significant piece of legislation on workers' occupational health and safety in US history.It is worthwhile to ask, ""How far has the United States come in mine ventilation since the enactment of the 1969 Coal Mine Health and Safety Act?"" This Act and its associated regulations defined in great specificity many standards for healthful and safe operation of a mine and. in some cases, what constitutes good ventilation practice."

Marked progress in safety has characterized the operation of coal mines in general in the State of Washington during the 5- year period 1928-1932 , particularly during the years 1931 and 1932. Physical conditions such as steep pitches , inherently bad roof and floor , prevalence of gas , and explosibility of the dust of Washington coals present certain definite hazards . Although advances have been made in accident reduction in Washington , the State still has far to go in that direction . The State has endeavored to reduce its coal -mine accidents by the usual method of making certain definite safety requirements mandatory . The value of education has not been underrated , but the educational method used has not altogether achieved the res lts desired by the industry itself , particularly within certain imdividual organizations . The past 2 years have witnessed a growth , in certain instances , of the essential ideas that the observance of safety precautions on the part of all is demanded if accidents are to be reduced , and that the initiating and carrying out of any program to promote and obtain desired results in accident elimination must begin and function from the top downward . Mining operations of Washington mines have been described in various publications of the United States Bureau of Mines .

"In the study of ball-mill grinding at the Intermountain Experiment Station of the United States Bureau of Mines at Salt Lake City, Utah, it was desirable to measure the work input to a ball mill at the mill itself so that consideration of motor efficiency and transmission losses would be eliminated.The device adopted is essentially that used by Prof. H. E. T. Haultain4 in measuring work input to rolls. The mechanism was changed only so as to adapt it to a ball mill.Figure 1 is a diagrammatic sketch of the apparatus.The pulley which rotates the mill is loose on the mill shaft and is equipped with ball bearings. This pulley is connected by means of three tangential springs to the driving plate, which is solid on the mill shaft. Power applied to the loose pulley is transmitted to the driving plate, and hence to the mill, by the three springs; the greater the resistance of the mill, the greater the spring extension. The extension of the springs is transmitted by the steel extension tape to the differential integrating meter.The integrating meter is operated by two friction wheels in contact with the integrator disk which revolves at a definite ratio of speed to that of the mill. The friction wheels are held in contact with the disk by the spring suspension of the integrator and are connected to a differential gear cage, the revolutions of which are recorded on a counter such as is used in gas meters. Due to the differential gears the c e is stationary when the two friction wheels revolve at the same speed in opposite directions; this condition exists when the integrator is centered on the disk and corresponds to no load or to a zero spring extension. As the lead is applied, the springs extend and move the integrator from the center or zero point, resulting in a difference of speed between the two friction wheels. Due to the revolution of the differential cage this change in. speed is transmitted to the counter. The integrator and extension tape system is kept taut by means of a light spring attached to the integrator, the spring having just enough tension to assure that the integrator returns to zero when the load becomes zero."

"The Hog Creek mine, in lot 92 of the 17th district in Towns County, Georgia, was examined in 1890 by F. P. King, who reported the existence there of a 4-foot vein of corundum. The mine is about 2 miles west of Hiawassee, on the southern side of Ramey Mountain. Ed Burch, of Hog Creek, holds the surface rights, and the mineral rights appear to be vested in the heirs of William R. McConnell, who formerly owned and prospected the property.Examination by the Bureau of Mines showed the workings to be caved, but it was thought advisable to open the mine and uncover the reported vein. The Bureau's work consisted, of trenching and cleaning out the pits and shaft.William R. McConnell, the former owner, prospected the property in about 1890. At some tine during that operation, the prospect was visited by Francis P. Kings a geologist with the Georgia Geological Survey.3/King reported that a 4-foot vein of corundum was exposed g feet below the surface in the main cut and was opened for 20 feet along the strike. He also reported that the so-called ""Georgia rubies"" were taken from this mine.The main mine is about 2,000 feet- north of Hoc Creek on a timbered southern slope of Ramey Mountain. It lies at an altitude of about 2,100 feet, approximately 100 feet above the high-water level of the Catuga reservoir, which floods Hog Creek to a quarter of a mile above its confluence with the Hiawassee River. The nearest water is a small branch about 1,000 feet to the west.Chlorite schist is the principal host rock. It has been intruded by irregular masses of a very herd periodtite rock possibly troctolite. The schist near the surface is extremely weathered, presenting white and red laminations parallel to the schistosity. At a depth of 40 feet in the cross-cut it appears as a fine-grained green-chlorite schist. The schist strikes about N. 350 E. and dips 800 to the southeast.No corundum vein was found, and if any existed it must have been mined out after King's visit. In the pit, about 15 feet west of the shaft, approximately 150 pounds of zoisite and an occasiona1 small crystal of corundum were found imbedded in schist about 18 feet below the surface, near hard, dense troctolite."
