The REL of 1 mg/m3 for respirable coal mine dust does not assure a zero risk for the development of occupational respiratory diseases among all miners exposed during a full working lifetime. Consequently, a medical screening and surveillance program that includes initial and periodic chest X-rays and spirometric examinations is important for the early detection of disease and the prevention of "material impairment of health or functional capacity" [30 USC 8 11(a)(6)(A)]. The medical screening and surveillance program is also useful for disease surveillance, which includes the tracking trends, the setting of prevention and intervention priorities, and the assessment of prevention and intervention efforts. NIOSH encourages both underground and surface coal miners to participate in the medical screening and surveillance program.

"A complete list of permissible mine equipment, tested and approved by the Bureau of Mines previous to January 1, 1947, was published as Information Circular 7432. 3/The present list is a supplement thereto that includes all of the equipment approved during the calendar year 1947.The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification. Thus, Information Circular 7432 showed six air compressors on the active list; two additional compressors, Nos. 7 and 8 in this category, were approved during 1947.Items 2 and 7, unmounted loader and power unit, respectively, under Loading and Conveying Equipment, item 2, rubber-mounted mining machine and item 8, distribution box, appear in Information Circular 7432. They are repeated to show that approvals of these four equipments were extended to cover an additional voltage rating which requires material change in design.Equipment listed in these circulars is approved by the Bureau of Mines only when found upon inspection and test to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal-mining industry. The use of such equipment in mines known to be gassy, as well as in those that may become so, is earnestly recommended in the interests of safety. This circular is published so that the industry may be kept informed as to the many types of machines, devices, and lamps that are available for reducing explosion and other hazards incidental to coal mining. The present paper, with Information Circular 7432, gives the complete list of permissible mine equipment that is available under the various classifications."

This report describes three cases of carbon monoxide (CO) poisoning in a manhole, including one fatality, from CO migrating through soil after nearby use of explosives. A municipal sewer project involved installation of new pipes and manholes. Work of the general construction contractor was interrupted when a subcontractor detonated 265 pounds of nitroglycerin-based explosive 40-60 feet south of the manhole to break up underlying rock. A construction worker who descended into the manhole 45 minutes after the explosion collapsed within minutes, and two co-workers descended into the manhole to rescue him. One rescuer retrieved the unconscious worker, and the other rescuer died in the manhole. All workers had elevated carboxyhemoglobin levels. In the subsequent NIOSH investigation, air monitoring was conducted with real-time instruments, and air samples were collected in Tedlar bags. Laboratory analyses of the bag samples collected near the bottom showed 1905 parts per million (ppm) CO, 19.5% oxygen, and 3% carbon dioxide. Direct reading instruments showed progressively higher concentrations as the sensor was lowered into the manhole. Subsequent chamber tests on sample explosive yielded 27 liters CO per kilogram detonated. Based on this value, the surface blast at the construction site may have produced about 3,250 liters (114.8 cubic feet) CO. The CO in this incident most likely was released from the nearby explosion and migrated through soil and fractured rock into the manhole. The blasting and construction industries should be made aware of this previously unrecognized CO exposure hazard associated with surface blasting. The extent of CO exposure from explosives used in construction is not known, and additional information on the extent of CO exposure must be collected. In addition, confined space entry procedures (including monitoring confined space atmospheres before entry) should be observed; CO monitoring of confined spaces in the presence of blasting can prevent future incidents such as this one.

The systems contributing to the cost analysis, and the flow of data input and output related to these systems, are brought into focus in Figure 6. The various sub-systems of the Master Design Simulator provide the raw operating data basic to the cost model which, operating independently, accumulates the raw input, assigns costs to this data by standard or modified costing procedures, manipulates the costs into standard formats and outputs the data for managerial evaluation. Cost Modeling Direct costing methods are not complex in the sense that elemen¬tary arithmetic is employed using the same basic relations for each cost category. The basic cost model relations described above are illustrated in Figure 7. The greatest difficulty encountered in the transition from a dy¬namic systems simulation model to a costing model is the time frame of the input and output data. Dynamic simulation models utilize a small time increment, on the order of seconds or fractions of seconds, to analyze system operations and interactions. On the other hand, for cost computation and reporting, the smallest relevant time unit is the shift, with reporting periods expanding to days, weeks, months, and years. Complications arise in the accumulation of data for the various report periods due to the use of the Gregorian calendar by modern so¬ciety. The potential for simulation for the life of the mine, possibly in excess of 50 years, increases the complexity of the costing process

For many years there have been small scale tests available for evaluating the toxic fumes production by cap-sensitive explosives (DOT Class 1.1), but these could not be used with blasting agents due to the large charge sizes and heavy confinement required for proper detonation. Considering the extensive use of blasting agent in construction and mining, there is a need to determine the quantities of toxic fumes generated by blasting agents. At the International Society of Explosive Engineers Twenty Third Annual Conference on Explosives and Blasting Technique in 1997, the authors reported on a facility for detonating large (4.54 kg), confined blasting agent charges in a controlled volume that had been constructed at the National Institute for Occupational Safety and Health’s Pittsburgh Research Lab’s Experimental Mine. Since 1997, this facility has been used to collect data on toxic fumes produced by the detonation of various ammonium nitrate/fuel oil (ANFO) mixtures and several cap-sensitive explosives. ANFO composition ranging from 1 to 10 percent (pct) fuel oil have been studied. As expected from previous studies, with an increase in fuel oil content the carbon monoxide production increases, while nitric oxide and nitrogen dioxide production decrease. The detonation velocity varies from 3,000 to 4,000 m/sec for the 1to 10 pct range of fuel oil content, suggesting that ANFO mixes with improper fuel oil content may appear to detonate properly, while their fume production differs significantly from optimum. The study also considers such factors as degree of confinement, water contamination, and aluminum content on blasting agent fume production. Results indicate that water contamination of the ANFO has little effect on carbon monoxide production, but causes significant increase in nitric oxide and nitrogen dioxide production. Decreasing confinement from Schedule 80 steel pipe to 0.4-mm thick sheet metal also has little effect on carbon monoxide production, but significantly increases nitric oxide and nitrogen dioxide production. Adding5 and 10 pct aluminum to the ANFO had no clear effect on carbon monoxide, nitric oxide, or nitrogen dioxide production.

Provide a coalbed methane data source for industry use in mine planning. Approach Coalbed methane data have keen collected and formatted into a computer implemented data base with software developed for storage, retrieval, and generating files of selected data in response to information requests and for statistical analysis of relationships among various coal parameters. How It Works Coalbed methane data is obtained by the Bureau's direct method test on exploration coal cores. The test involves sealing fresh coal cores in desorption canisters and periodically bleeding the gas into a water-filled, graduated cylinder to measure the volume of gas released. Coalbed methane data collected over the past 9 years have been entered into a computer-implemented data base for efficient retrieval and statistical analysis. Data base processing is accomplished with a commercially available storage, sorting, retrieval, and report writing software package (Datatrieve 11). Information requests from the coal industry are processed with the system, and the data in the desired output format am printed and forwarded to the requestor. Information such as coalbed name, location (state and county), depth of sample, gas content, and coal rank are available from the system. The data can be used for

Develop new technology to encourage domestic processing of automobile catalytic converters for recovering platinum -group metals. Background Automobile catalytic converters are used to convert pollutants in automobile exhaust into water vapor, carbon dioxide, and nitrogen, About 1 million troy ounces of platinum-group metals arc used each year in the. United Slates to manufacture catalytic converters. It has been estimated that about 60 pct of the used catalytic converters arc being collected. Most of these used catalytic converters were not processed in the United States but were exported to Japan or Europe for processing. In 1991, about 250,000 troy ounces of platinum-group metals were recovered from scrap catalytic converters collected in the United States. Each short ton of decanned catalyst may contain 30 troy ounces of platinum-group metals valued at over $15,000. Development of an economic process for the recovery of platinum-group metals that can be operated on a small or large scale may increase, the percentage of catalytic converters collected and encourage domestic processing to recover a platinum-group metal concentrate. This would significantly decrease the dependence of the United States on imports for these critical and strategic metals.

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) has conducted full-scale explosion experiments, to evaluate the strength characteristics of various seal designs, used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests conducted within the multiple entry section of PRL's Lake Lynn Experimental Mine (LLEM) is currently the only accepted test method used by the Mine Safety and Health Administration (MSHA), for deeming a seal design suitable for use in American mines. These explosion tests are labour intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. The PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept that can facilitate the in situ testing of seals in an operating mine. Two chambers within LLEM and one within PRL's Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from these chamber tests compare favourably with those from the large-scale explosion tests in the multiple entries. In addition to testing seal designs at the required 20 psi static pressure level, the chamber test approach also allows for the determination of the seal's ultimate design strength. Six-scaling relationships for predicting the strength of seal designs as a function of entry size are also presented.

A primary objective of the Surface Mining Control and Reclamation Act is to establish uniform national regulatory standards to protect the environment during mining and for reclaiming land after it is disturbed by current and future surface coal mining. In recognition of the wide range of climatic and geologic conditions in coal-producing areas, Congress provided that individual states may establish their own programs for regulating surface and underground coal mining and reclamation on private land. The standards for state programs must be at least as effective as the federal standards. Initial and Permanent Regulatory Programs Congress recognized the importance of establishing regulations to implement the Act as quickly as possible, while recognizing that the preparation of such complex regulations would be a lengthy process. Consequently, a two-phase schedule was established. An abbreviated initial program was put in place immediately, followed by a more extensive and detailed permanent regulatory program. The initial program regulations were published in December 1977, and mine permits issued by states after February 1978 were required to conform with those regulations. Regulatory provisions contained in the initial program included 12 basic performance standards, continuation of existing state permitting, bonding, and enforcement processes (although if those features did not already exist, they did not have to be added), a federal inspection frequency of once every six months, joint state and federal inspection and enforcement in states that had existing programs, and the prohibition of mining in the specific areas listed in the Act. Permanent program regulations were published in March 1979, following extensive review and comment from the public, including the coal industry and organized environmental groups. The regula¬tory provisions in the permanent program expanded those in the interim program by including the implementation of all performance standards contained in SMCRA, a new permitting process, a requirement for performance bonds, an increased inspection frequency (one per month), a new enforcement process, and a process for designating lands unsuitable for surface mining. The regulations for the permanent program have been revised several times since 1979; more revisions can be made as new mining and reclamation tech¬niques are developed. Such changes were anticipated by Congress; in fact, a provision in SMCRA for experimental practices encourages advances in mining and reclamation techniques.

At the present time many coal preparation plants handle coal-clay wastes in one of two methods. In one method, the waste is processed in a thickener, followed by further dewatering through filtration, and subsequent blending with coarse waste refuse from the preparation plant. The resulting mixture is then disposed by stacking it in available storage locations. The coal-clay waste is often reslurried by rain or water from other sources, causing a potentially unsafe situation such as mud flows. The other method often used requires thickening and impoundment of the thickened slurry behind earthen dams which poses safety risks if structural failure of the dams occurs. To overcome these two problems, a flocculation method was developed which produces a stable agglomerated material resistant to reslurrying. How It Works The new method involves treating coal-clay waste with lime to raise the pH and flocculating the slurry with a nontoxic polymer of polyethylene oxide. The resulting floes are dewatered on a static screen and agglomerated. For extremely fine waste, further dewatering of the material is accomplished on a rotary trammel screen. The dewatered material may be ponded or mixed with coarse waste from the preparation plant to produce a stable mixture that can be stacked.

This report (An Introduction to Safety) is the first in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment's life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics, and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard 61508 and other recognized standards. The scope is "surface and underground safety mining systems employing embedded, networked, and non-networked programmable electronics." System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system's safety. • 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a "proof of safety" that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. [ ]

Mine operators often rely on mine rescue teams to save lives during an underground emergency such as an underground fire, explosion or roof fall. It is extremely important that team members are provided with adequate exploration equipment and that training simulations are conducted in a realistic manner. A series of mine rescue training exercises was developed, conducted and evaluated by the National Institute for Occupational Safety and Health (NIOSH) in cooperation with the Pennsylvania Department of Environmental Protection, Bureau of Deep Mine Safety. The exercises were conducted at NIOSH’s Lake Lynn Laboratory during 1995 to 1998 and resulted in improved technology and training for mine rescue teams. For example, existing technologies were identified to help rescue teams during exploration. These included chemical light sticks to identify team members and mark crosscuts and mine materials, strobe lights for mapping out escape ways, and a helmet mounted thermal imaging system to see through smoke. A hands-free communication system showed potential for enhanced communications between team members and the fresh air base. A new high-visibility team lifeline that allows for flexibility of movement between team members was developed. A positive-pressure inflatable escape device (IED) was used to isolate the “hazardous” environment from fresh air and allow rescue team members to traverse through. An inflatable feed-tube partition that can rapidly block large openings such as underground passageways and simultaneously provide a feed-tube for high-expansion foam generators was also deployed for several simulations. During the simulations, mine rescue team members donned self-contained breathing apparatuses (SCBA) and traversed more than 305-m of mine passageways filled with nontoxic smoke. Visibility ranged from 0.3 to 0.9-m. In one area of the mine, a kerosene heater was used to simulate a fire and reduce the oxygen concentration. In another area, a 1.5 pct methane zone was established. The team members searched for "victims,” mapped the passageways, built temporary stoppings and ventilated the smoke-filled entries. The teams indicated that the simulations were challenging and very informative.

Overexposure to airborne respirable crystalline silica dust can cause disabling or fatal respiratory disease, and mine worker exposure to silica dust continues to be an ongoing occupational health concern. Exposures of surface coal mine rock drillers to respirable crystalline silica are of particular concern. On surface coal mine drills, bailing air flushes the cuttings out of the drill hole. Conveyor belting material is typically used to fabricate a shroud around the drill deck in an effort to contain the drill dust so that it can be captured by a collector. Dust leakage from the drill shroud is usually the worst dust source problem on most drills. The focus of this work is drill shroud dust leakage and the relationships of various drill parameters on this leakage. Experimental data were obtained and used in combination with dimensional analysis to establish these relationships. In general, it is found that airborne respirable dust (ARD) concentrations vary in a direct relationship with shroud leakage area and in an inverse relationship with drill deck cross sectional area and shroud height. This work expands the testing and dimensional analysis previously reported for collector/bailing air flow ratios ranging from 2:1 to 4:1 to include ratios approaching 1:1. A semi empirical mathematical model has been developed and expanded to describe ARD generation on surface coal mine drills. Geometric parameters included are drill deck height and cross sectional area, shroud leakage associated with the deck shroud, and the operational parameters of bailing airflow and dust collector airflow. The relationships can be described by logarithmic functions and yield predictive ARD values, which fall in the range measured on operating drills for collector/bailing air flow ratios greater than 2. However, at values of collector/bailing air flow ratios of approximately 1.1, the amount of ARD shows minimal response, if any, to drill deck shroud improvements that do not result in near perfect seals. This is a condition that can occur in actual operation and is a substantially different result than previously expected and reported. Application of these results should provide mine operators with sufficient information to determine (1) the relative magnitude of their dust emissions, (2) where they should focus their efforts to reduce ARD emissions and (3) the improvement they could reasonably expect to achieve. Given that exposures of surface coal mine rock drillers to respirable crystalline silica are of particular concern, substantial reductions of airborne silica dust during drilling may be estimated and achieved through use of the analysis presented. The Bureau of Mines, in its investigations of respiratory apparatus for use in mines and allied industries; tests equipment that is voluntarily submitted by manufacturers in accordance with published schedules of tests. These tests are designed to insure that the equipment has the minimum requirements for safety in use. Approval certificates are issued for apperatus that meets the bureau's specifications, and the manufacturer is permitted to mark his equiment with a seal showing that it has been approved as "Permissible." A complete list of per- missible self-contained oxygen breathing apparatus, gas masks, and hose masks tested prior to January 1, 1930, was published in Bureau of Mines Information Circular 62309. The present list includes all equipment tested and approved prior to July 1, 1930.

This trainer’s guide is designed as a reference manual. The purpose is to offer information and examples to skills trainers to assist them in structuring training for new operators of Walk-Thru roof bolting machines. Trainers can use this manual as a resource for helping trainees learn, understand, and apply knowledge and skills. In this sense, the guide is not prescriptive. It is designed to offer information and trigger ideas on what might be done to accelerate learning to those who are new to the roof-bolting task. On-site trainers can modify this guide to fit their conditions, machines and equipment, and work procedures. They can integrate roof control plans, company policies and procedures, and operators’ manuals from the manufacturers of the original equipment into this guide. Every trainee is different and will come to the job with varying levels of relevant knowledge and skills. The trainer’s decisions on where to start, how to organize the on-the-job and classroom training portions, and when and how to offer different aspects of the training will be based on (1) a pretraining assessment of the trainee’s knowledge and skills and (2) the trainer’s experience in conducting skills training. The “Skill Check” section might be useful for deciding where training should start among miners who have underground experience but limited knowledge of roof-bolting techniques. Every job carries a learning curve and likely has a number of “teachable moments” where significantly new knowledge and skills can be learned. The videos on the DVD that accompany this guide can be shown at the beginning of training to give trainees an idea of what the job entails and related requirements. They can also be used within the training cycle (after the trainee has some experience in the job) to reinforce key points or as a trigger for eliciting questions about particularly difficult parts of the job. The video segments are meant to be visual models of good performance. They are designed to elicit discussion on good (lower risk) ways to do the job. In this context, they can be used very creatively at different times within the training cycle. The section on “Talking Points” offers a number of questions that can be used in the classroom to support and elaborate on certain aspects of the job duties. If the trainee has a fair amount of underground experience, some of the questions can also be used to support the pretraining assessment (i.e., skill check) of knowledge and skills. Likewise, some of the questions can also be used while teaching on the job to reinforce key points affecting safety, production, or maintenance. The section dealing with a mine’s roof control plan should be used at various times in the training cycle to make sure the trainee understands the plan and knows how to apply it in performing the job. The supplemental materials offer additional resources that can be used to support initial job training or follow-up. Learning continues well after an individual has been trained. The supplemental materials can help reinforce good operating skills and provide an opportunity for further discussion on better ways to do the job.
