This paper concludes a five year program on research into the use of a portable X ray fluorescence (XRF) analyzer for analyzing lead in air sampling filters from different industrial environments, including mining, manufacturing and recycling. The results from four of these environments have already been reported. The results from two additional metal processes are presented here. At both of these sites, lead was a minor component of the total airborne metals and interferences from other elements were minimal. Nevertheless, only results from the three sites where lead was the most abundant metal were used in the overall calculation of method accuracy. The XRF analyzer was used to interrogate the filters, which were then subjected to acid digestion and analysis by inductively coupled plasma optical emission spectroscopy (ICP OES). The filter samples were collected using different filter holders or "samplers" where the size (diameter), depth and homogeneity of aerosol deposit varied from sampler to sampler. The aerosol collection efficiencies of the samplers were expected to differ, especially for larger particles. The distribution of particles once having entered the sampler was also expected to differ between samplers. Samplers were paired to allow the between sampler variability to be addressed, and, in some cases, internal sampler wall deposits were evaluated and compared to the filter catch. It was found, rather surprisingly, that analysis of the filter deposits (by ICP OES) of all the samplers gave equivalent results. It was also found that deposits on some of the sampler walls, which in some protocols are considered part of the sample, could be significant in comparison to the filter deposit. If it is concluded that wall deposits should be analyzed, then XRF analysis of the filter can only give a minimum estimate of the concentration. Techniques for the statistical analysis of field data were also developed as part of this program and have been reported elsewhere. The results, based on data from the three workplaces where lead was the major element present in the samples, are summarized here. A limit of detection and a limit of quantitation are provided. Analysis of some samples using a second analyzer with a different X ray source technology indicated reasonable agreement for some metals (but this was not evaluated for lead). Provided it is only necessary to analyze the filters, most personal samplers will provide acceptable results when used with portable XRF analysis for lead around applicable limit values.

This paper contains the results of an examination of accident, injury, employment, and production information reported to the U.S. Department of Labor's Mine Safety and Health Administration (MSHA) and provides information on some of the measures longwall mine operators are using to prevent accidents In all industries, technological advances play a key role in determining those who will survive as competitive participants in an increasingly global marketplace. While mining is among the most basic of industries, technological change is neither unfamiliar nor unwelcome to miners. Historically, technological advances in mining, particularly coal mining, have tracked closely with fluctuations in demand. In the early 1900's, coal accounted for more than three quarters of all the fuel consumed in the U.S. To meet this tremendous demand, underground cuffing machines were introduced, resulting in faster, more efficient coal extraction. Transporting coal to the surface, however, remained labor intensive. In the 1920's, nearly all underground coal was still being hand loaded. Demand for coal then declined as the price of oil, natural gas, and electricity became competitive. In the late 1930's and throughout the duration of World War II, coal demand and production was high. By 1940, more than half the coal mined was being mechanically conveyed to the surface. In 1948, the continuous mining method was introduced in the U.S., further accelerating the extraction process. By the 1950's and 1960's, however, coal production again declined as railroads converted to diesel fuel and gas and oil provided a larger share of the home heating market. Underground coal mines required even more mechanization to remain competitive as an energy source. The first longwall system was introduced in 1960. By 1995, longwalls were producing more than 189 million tons of clean coal annually, surpassing continuous mining production for the second straight year. The mining of coal and other materials has not come without a huge loss of life and considerable human suffering. More than 103,000 workers died from injuries in U.S. mines in the last 85 years. Between two and three thousand miners died each year from the turn of the century until 1931, many from underground fires and explosions. The U.S. has witnessed a tremendous drop in fatalities in underground coal mines. Credit for that is due to safety inspections and enforcement activities, better safety awareness and practices among management and labor, improved ventilation, the use of safer equipment, and increased mechanization which removed many miners from the hazards at the face and also reduced the size of the mining work force. There is little doubt that longwall mining has greatly increased underground coal mine productivity. The degree to which longwall mining has contributed to a safer work environment for underground miners is more difficult to ascertain.

Pulmonary inflammation is accompanied by increased microvascular permeability and leakage of plasma into alveolar spaces. Serum has been shown to affect superoxide (O2-) production from pulmonary alveolar macrophages (PAM) in vitro, and in some cases serum has been shown to be necessary for stimulation of PAM. An electro-optical method was used to measure O2- production from single PAM by measuring the reduction of nitroblue tetrazolium (NBT) to a diformazan precipitate (NBTH2) from videorecorded images of individual cells. PAM were stimulated by their initial attachment to culture dishes independent of serum. The addition of 2% serum to the culture medium increased NBTH2 production during attachment, whereas concentrations of 5 and 10% serum had no additional effect. In contrast, PAM incubated for 2 hrs could not be stimulated by phorbol myristate acetate (PMA) or zymosan particles to produce O2- unless serum was present during the incubation and/or stimulation; however, NBTH production was similar in all cases of serum addition. Also2, serum alone did not stimulate adherent PAM indicating that serum is necessary but not sufficient for stimulation of attached. PAM. These results suggest that changes in microcirculatory permeability may have a pronounced effect on superoxide production by PAM and that serum may help regulate or condition these cells during inflammation of the lung. This chapter focuses on smoke as it relates to escape from underground mine fires. Among the topics discussed are the measurement of visibility in smoke; smoke-related hazards such as the production of CO, hydrochloric acid (HCI), or other byproducts of combustion; and miners' personal experiences while escaping through smoke. Smoke Measurement and Visibility In general, smoke consists of hundreds of thousands of very small particles. These particles have some "size," usually expressed in terms of their diameters, and they have some concentrations, usually expressed either in the number of these particles per unit volume or the total mass of the particles per unit volume. Humans cannot see individual smoke particles because they are too small. Similarly, "umber concentrations" and "mass concentrations" of smoke particles do not have much meaning to people unless they are trained technically. Still, individuals know that they can see smoke, independent of all the technical jargon used to describe it. Also, they know that when the smoke level gets too high, it is no longer visible. In fact, nothing is visible because the smoke absorbs all of the light in its surroundings. The eye is only sensitive to light in the wavelength region from about 400 nm to about 700 nm. The maximum sensitivity of the human eye is to light that has a wavelength of about 555 nm. It is important to know how the eye responds to light because if its response is known, it is possible to use a light detector that has almost the same response as the eye. Such a detector can then be used to quantify the visible characteristics of smoke because it responds in the same manner as the human eye. Smoke is visible because it either scatters or attenuates (diminishes) light. In some instances, smoke is visible because the smoke particles reflect light which is then detected by the eye. The eye actually "sees" an intensity of light that has been reflected from a cloud of smoke particles. Imagine shining a flashlight into a cloud of smoke. Someone off to the side can actually "see" the beam of light as it traverses the smoke cloud. This is called scattering. Smoke is also visible be¬cause it attenuates light. Imagine having someone shine a flashlight into your eyes. As smoke begins to build up along the beam of the flashlight, the light begins to dim. The smoke is visible because it is now reducing the intensity of light that falls upon the eye. As the smoke level increases, it is said to obscure our visibility. When the beam is no longer visible, the smoke obscuration is said to be 100%. In other words, none of the light energy from the flashlight makes its way through the cloud of smoke. Another way of saying that the obscuration is 100% is to say that the transmission of light through the cloud is zero.

The International Organization for Standardization (ISO) standard ISO 2631 [1,2] provides three methods for evaluation of human exposure to vibrations that contain occasional shocks or impacts. Part 1 of the standard specifies the running r.m.s. or maximum transient vibration method (MTVV) and the fourth power vibration dose value (VDV). Part 5 of the standard provides a method of computing the stress in the lumbar spine for humans exposed to multiple shocks. Alem et al [3] have reported application of these methods to data for tactical ground vehicles. This paper reports and compares VDV and spinal stress evaluations of more than 90 hours of vibration and shock measurements on North American locomotives engaged in through freight operations. The measurements evaluated in this paper were obtained for full crew shifts on 19 freight locomotive runs on mainline track in locations from New York to California. The shifts ranged in duration from 187 minutes to 497 minutes. The average speeds for the shifts were from 21.0 mph to 54.6 mph. All measurements were made on locomotives hauling freight trains in regular revenue service. Data Acquisition and Processing The results reported here were computed using test data acquired from a tri-axial seat pad, accelerometer at a sample rate of 400Hz with an anti-aliasing filter corner frequency of 100Hz. The VDVs and the lateral and longitudinal spinal stress values were computed directly from the acquired test data according to the procedures specified and described in [1] and [2]. The vertical spinal stress values were computed by converting the as-acquired test data to a sample rate of 160Hz for input to the vertical spine model, as required in [2]. The conversion of the test data from the as-acquired sample rate of 400Hz to the required sample rate of 160Hz involved up sampling or interpolating the test data to an equivalent sample rate of 800Hz, band limiting the resultant data with a low-pass filter corner frequency of 60Hz and finally down sampling or decimating the 800Hz data to a sample frequency of 160Hz. Discussion The vertical VDVs computed according to [2] for the 19 shifts ranged from 2.68 to 9.33 m/s1.75. In all but one case, the vertical values were greater than the values for the lateral or longitudinal directions. Note that the health guidance in [1] puts the lower boundary of the health guidance caution zone at a VDV value of 8.5 and the upper boundary at 17 m/s1.75. The daily equivalent static compression dose computed following [2] ranged from 0.123 to 0.434 MPa. Health guidance provided in [2] states that there is a low probability of an adverse health effect if the daily dose is less than 0.5 MPa.

Heavy equipment manufacturers have made a long-term commitment to minimize operator vibration exposure for comfort, performance, and health reasons. Domestic and international guidelines/standards and EC laws dictate exposure limits based on measurement of vibration at the interface between the seat and the operator’s buttocks using seat-pad accelerometry.1-4 This is historically based on the assumption that the only major source of vibration is transmitted through the seat pan. However, vibration may also be imparted to the head and neck via the steering wheel and/or arm-rest controls and a relatively rigid upper body.5 Unfortunately, little is known regarding the influence of arm position on head and neck motion. The purpose of this study was to investigate relative head and trunk motions during riding simulations of large construction equipment, using three different arm control options. Methods Five typical heavy equipment ride files were “played back” through a man-rated Servo Test 6-degree-of-freedom vibration system. An 8-camera Vicon motion capture system operating at 200 frames per second, recorded the motion of reflective surface markers on 5th, 50th, and 95th percentile right-handed male subjects, using 3 seat and control configurations (steering wheel (SW), floor mounted armrest controls (FM), seat-mounted armrest controls (SM)). Two trials were performed for each ride and seat control combination (each trial: 60 sec of 6-dof and 60 sec of vertical vibration). The relative motions (change in distances) from the marker over the xiphoid process (caudal end of sternum) to markers over each shoulder, each mid-clavicle, the presternal notch, and to each of four markers on a tight band around the head were calculated (12,001 frames, 6-dof motion only). As a rigid body control, distances between markers on the head band were also monitored. The standard deviation (SD) of the 12,001 distances between pairs of markers was normalized by the mean (L) of the associated distances producing: SD/L which was used as a measure of motion. Error assessments were also performed by analyzing the motion between relatively fixed markers (on the headband). A repeated measures analysis of variance was used to evaluate the results. While five ride files were used, only one ride file containing significant lateral acceleration components was analyzed for comparing the effects of two armrest controls versus use of a steering wheel for this part of our study. Results Values of SD/L between the points on the relatively rigid head band were consistently small and similar to each other for all conditions with one exception due to treatment (SM v SW, p=0.0145). SD/L between the markers over the xiphoid process and the presternal notch, another region that should be relatively rigid, were also similar to each other for all conditions. Use of floor-mounted, arm rest controls versus a steering wheel produced a significant increase in the value of SD/L between the xiphoid process and: the right shoulder marker (92%, p=0.0316), the right mid-clavicle marker (47%, p=0.0478), and the right-front marker on the head band (28%, p=0.0182). SMCRA contains five principal regulatory provisions that form the basis for its implementation: Performance Standards Performance standard safe intended to ensure that all surface mining is conducted in a way that protects the environment and the public and ensures that the mined land is restored to productive use following mining. Permits Before developing a surface or underground coal mine, an operator must have a permit issued under SMCRA. An application for a permit to conduct a surface coal mining operation is a detailed document that consists of text and numeric data describing the proposed mining and reclamation. Information must be furnished on pre-mining environmental conditions, existing land use, proposed mining and reclamation, how the performance standards will be met, and the post-mining land use. This provides the regulatory authority with the information necessary to determine that the operation can be conducted in accordance with the regulations. Performance Bonds Before a permit can be granted, an operator must post a performance bond sufficient to cover the cost of reclaiming the site in the event the operator fails to complete reclamation. The bond is not fully released until all performance standards have been met and reclamation of the site has been determined to be successful after five years in the East and Midwest, and after 10 years in the arid West. However, the bond can be partially released as various phases of reclamation are completed. Inspection and Enforcement If a violation of SMCRA or of a state surface mining and reclamation law is observed, an inspector issues a notice of violation to the operator. The violation must be corrected within a specific time, and the operator may also have to pay a fine based on the severity of the violation. If the violation is not corrected, acessation order is issued to immediately stop active coal mining, and the operator must pay a fine. If a violation is especially serious (for example, creates an Following reclamation, the land was immediately put back into agricultural production. Today, grain and corn crop yields have continually exceeded targets. 2 imminent danger to public health or safety or causes significant damage to land, air, or water resources) the inspector immediately issues a cessation order. An operator must correct all violations in order to obtain permits for new mines. Lands Unsuitable For Mining Congress recognized that certain coal deposits cannot be mined without permanent damage to unique cultural or natural resources. As a result, SMCRA protects these resources in two ways: It prohibits mining within the boundaries of national parks, forests, wildlife refuges, trails, wild and scenic rivers, wilderness and recreation areas; in areas which will adversely affect sites listed on the National Register of Historic Places; and within a restricted distance of occupied dwellings, public roads, buildings, parks, schools, churches, and cemeteries; and Provides a process that allows anyone whose interests may be adversely affected by proposed mining to petition to have specific lands designated unsuitable for mining.

Figure 1 is a reproduction of a chart recently prepared by the Bureau of Mines at its Pittsburgh Laboratory to show the Bureau's approval work in connection with electrically operated mining equipment. Nearly 27 years of approval work, covering 346 approved units, are shown on this chart. These approvals are arranged according to year of approval and the manufacturer to whom approval was granted. Forty-five manufacturers are represented, and a scheme of using various colored tabs permits the following subdivision of the equipment: Cutting machines, loading machines, conveyors, battery-operated locomotives, battery-operated power trucks, drills and drilling machines, rock-lusting machines, pumps, room hoists, air compressors,, and miscellaneous, The greatest number of approvals granted to a single manufacturer is 80; the next highest is 65, and the third is 49. Several manufacturers have been granted only a single approval. The chart shows all approvals granted for, motored equipment. Some of these units have since become obsolete, and a few are used to a very limited, extent if at all.

Supernatant media of dust-exposed pulmonary alveolar macrophages (PAMs) were inactive in assays for both Interleukin-1 and fibroblast growth factors (FGF). We have begun to evaluate several factors that may interfere with dust-PAM interactions. To determine the effect of sterilization on the activity of dusts, PAMs were exposed to autoclaved dust, heat-sterilized dust or to dust that had not been heated. Supernatants from the first two groups were inactive in the FGF assay, but supernatant from PAMs exposed to unheated dusts stimulated growth of lung fibroblasts. Recent data have revealed that freshly crushed mineral dusts possess labile free radicals that are absent in dust that has been stored for more than a few days. Suspensions .were prepared of a "stale" sample of anthracite dust 867 and of a freshly ground sample of the same dust. These suspensions were instilled intratracheally into guinea pigs under general anesthesia. Two, five or eight days later, PAMs were collected from the lungs by bronchoalveolar lavage, and the cells were counted. At two and five days after instillation, all lavage suspensions contained 70 to 85% PAMs, of which 5 to 18% contained phagocytized dust particles. On day eight there were again 80-84% PAMs in all suspensions, but in the presence of "fresh'" dust, 48% of PAMs. had phagocytized particles in comparison to 16% in the presence of '"stale'" dust. A similar experiment was performed in short-term cell culture. During 24 hours, >95%. of PAMs phagocytized dust particles, whether or not the dust was "stale" or '"fresh". Our studies are being extended to determine the effect of (1) removing surface oil contaminants by organic extraction and (2) suspending dusts without surfactant.

"The amount of new surface generated during fracture of coal and rock has been found to be directly proportional to the amount of energy associated with the fracture. To confirm this and study the relationship between the new surface and dust aerosol formed during fracture the U.S. Bureau of Mines has conducted experiments simulating fracture as it occurs during mining operations. In addition to fracture energy measurements, fragment size distributions were determined over a size range of 0.5 microns to 1 inch. The size measurements accounted for the mass of the original sample. Material studied was Illinois No. 6 coal, coal from the Taggart seam of Virginia, and Berea Sandstone. The experiment employed a chamber to confine sample fracture fragments and a combination of particle measuring systems. Measurement methods included aerodynamic sizing of entrained dust aerosol with optical counting and inertial impaction techniques, physical sizing of non-airborne fragments by sieving, and optical sizing of fragments using optical counting and scanning electron microscopy.Results of the size distribution measurements indicate that a single size distribution law does not adequately describe the entire fragment size distribution. A combination of two size distribution laws, such as the Rosin-Rammler and log-normal distributions, is necessary to describe this size distribution. New surface created by fracture is primarily found 1n particulate between 2 and 50 microns with a mean size of 12 microns. It was also found that the specific energy of fracture can be linearly related to the .concentration of aerosol in this size range.Only a .small fraction, between 0.02 and 0.16 pct, of the dust particles .generated during fracture become airborne. The remainder adhere to the new surface created during fracture. An entrainment fraction, defined for a given particle size is the ratio of the mass of airborne particles to that of the total particles generated in that size range. This experimental entrainment fraction is related to the Van der Waals adhesion force and the electrostatic forces operating during fracture and is used to derive empirical parameters to model these two processes."

A preliminary investigation has recently been made by the U. S. Bureau of Mines to determine whether or not the ordinary mine- type telephone is entirely safe in gaseous atmospheres . Two well known makes of mine- type phones were purchased for this investigation . It is not conceivable that the current necessary for talking over telephones could ignite gas . However , such phones are provided with efficient magnetos , and it was believed that danger might result from the ringing of the magneto . Again , while this type of phone has been designed to have a certain measure of dust and moisture tightness , evidently it has not been designed as an explosion- proof device . either with regard to cover joints and fastenings or strength of castings . Therefore , the problem was simplified . First it was assumed that owing to the construction of the telephones the gas would penetrate into their interior , and the question was to ascertain whether or not the gas would be ignited from the operation of the magneto .

The pendant drop interfacial tensiometer is being used to study interfacial phenomena that influence the production of crude oil. A description of the instrument showing the modification of the cell and cell holder is presented. The modified cell and cell holder allow formation of a precise and reproducible drop size, and the image of the drop is easily alined and focused. Interfacial tension measurements and observations of film formation can be conducted at various temperatures with the jacketed cell.

Information is presented on remote sealing of a mine passageway through a borehole by five methods : PPnneeuummaattiicc injection of mineral wool and sand, ureaformaldehyde foam , balloons , urethane foam, and caving by blasting . An adaptation of the method using pneumatically conveyed mineral wool was tried in an operating mine . Further research is needed to simplify and to improve the techniques involved , as well as to explore the possibilities of other methods and combinations .

The Bureau of Mines investigated the use of depleted uranium as a sacrificial anode for the cathodic protection of submerged and underground structures of iron , steel , and copper . Uranium-metal couples were tested in simulated marine environments of varying oxygen contents at pH values between 5.5 and 8.5 and under simulated boiler service condition in Rolla , Mo. , city water . Similar couples were tested in samples of Missouri soils to simulate underground service . Uranium remained anodic to iron , steel , and copper in the simulated marine environments and under simulated boiler service if the electrolyte was oxygen- free city water . Uranium appeared to offer limited protection to iron , low- carbon steel , stainless steel , copper , and zinc in the simulated underground tests . Uranium anodes offer a space advantage because 1 cubic inch of uranium gives approximately the same protection as 2 cubic inches of magnesium or 1-1 /2 cubic inches of zinc .

In preparing for war , Japan built an iron and steel industry that ranked high with other industrial nations . Deficient in raw materials for making iron and steel , it had to acquire the bulk of its iron ore and much of its coal and scrap iron from foreign sources . Steel manufacture, and fabrication , however , were reserved mostly for the Home Islands , where modern integrated plants produced the implements of war . The vulnerability of relying on imports during the war was recognized early, and steps were taken to exploit iron-ore deposits and develop treatment processes on the Home Islands in order to be as self - sufficient as possible . Although the industry had expanded considerably, the capacity of the large plants still was insufficient for military requirements, so other meth- ods of producing iron and steel were adopted, which in some ways illustrate the desperate effort made to supply the war machine. In developing the iron and steel industry, modern practices of other countries were studied and followed with modifications to suit Japanese con- Aitions. German and American technical ability and equipment played a large part in the program; however, the Japanese had competent furnace technologists capable of obtaining proper equipment performance. For the most part, the standard practice consisted of smelting iron ores in blast furnaces and then refining the pig iron to make steel in open-hearth furnaces. Electric furnaces played an important part, especially in the manu- facture of alloy steels. Various other methods yielded minor but significant production. Among the various other treatment processes used, the production of sponge iron in rotary kilns 'probably was the most important in producing melt- ing stock for steel making. Of special importance was the fact that sponge iron made from low-grade ores contained critical metals, such as nickel and chromium, so that the results were more significant than was generally believed.'

The use of highwall mining systems (Figure 1) has increased substantially in open-pit coal mines. It is used where overburden depth exceeds economical recovery. Highwall stability remains the major safety concern during highwall mining. The Mine Safety and Health Administration requires highwall mining operators to follow ground control plans that specify the pillar sizes necessary to prevent a pillar collapse that would threaten highwall stability.
